A most important engagement Since taking office mayors in Sekhukhune District municipality had engaged with communities, businesses and other stakeholders to discuss issues and wellbeing of the district and it’s various municipalities. A crucial meeting for Fetakgomo / Greater Tubatse Municipality’s future took place on Wednesday when Sekhukune District executive mayor, Cllr Stanley Keyamotseng Ramaila, his mayoral committee, other councillors and officials, as well as Fetakgomo / Greater Tubatse Mayor, Cllr Johannes Choris Phokane, met with general managers of mines in the Eatern Limb and their support staff to lay a foundation for the way forward for the next couple of years. Taking the lead, Mayor Ramaila told the meeting that “ ... in the discourse of economic development and policy, there are many theoretical approaches and understanding depending on which school of thought one comes from. There are those who argue that government should solely play a role of enabler and regulator and allow private sector to drive development and growth and on the other hand there are those who argue that government should take the centre stage by becoming the driver of economic development and growth. Our view is that neither of these two paradigms can work on their own. We fully subscribe to the notion of a developmental state wherein the role of the state becomes that of leading different actors and players in society towards a shared development trajectory. Our view is that for South Africa and indeed for Sekhukhune to go forward, we need to construct a social compact, a compact between government, labour, business and civil society. Each component or role players within the social compact should be aware of its responsibilities and fulfil them to the benefit of society”. Later on in his address he also said “We have experienced situations wherein many of our mines had to close as communities resorted to mass protests often accompanied by public violence. Meeting here this morning, we need a critical engagement on what are causes of these ongoing protests; - Is it because mining companies are not fulfilling their commitments as captured in their social and labour plans? -Is it because of high levels of poverty and unemployment in our communities thereby creating added pressure on our mines to employ more people? -Is it because of lack of coherent planning and working relationship between Magoshi, Mines and Municipalities? - Is it because of the inability of government to create stable and secure environment conducive for economic growth and development? These are questions that we need to thoroughly engage as we grapple with issues of social and economic development. As new leadership of the municipality, we want to express our desire and willingness to play an active role in ensuring that we improve the conditions around the mining industry”. After Mayor Ramaila’s speech, mine managers got the opportunity the share their preceptions of the way forward, current difficulties in the economy as well as difficulties in dealing with government and communities. The meeting took place at Two Rivers Platium Mine’s facilities near the mine.

Will they benefit – R36 rehabilitated The R36 national tar road that passes Lydenburg, Ohrigstad, Leboeng, Strydom Tunnel, and Hoedspruit is about to be rehabilitated and roadwork signs have appeared along this road. The shoulders of the road are also in the process to be scraped by graders and bags of cement had been offloaded next to the road. No waiting areas for now it seems. But, that is not the issue. On Thursday last week a large number of residents of villages around Leboeng gathered on an open field near the Thusong Service Centre, waiting for a delegation that had been in a meeting to discuss possible employment for locals at the project. According to some of the delegates that were in the meeting, they engaged with their ward councillor to discuss allegations of nepotism, while they also waited for a representative of the company that do the work, to come and discuss the issue with them. At the time of going to press this week, details of the deliberations between the different parties were still sketchy, other than the communities’ insistence that the rehabilitation of the road should also mean job opportunities on a fair basis for the local villagers.

Twickenham Mine replaces makeshift créche with mobile classroom F or the children at Napogadi Daycare Centre in Mantsakane village, spending their days in an uncomfortable and unsafe corrugated iron shack was the norm - until Daan Breet, General Manager of Twickenham Project, organised the donation of a new mobile classroom to replace the informal structure. Thanks to this generous gift, the young beneficiaries are now better shielded from the summer heat and winter cold, and other hazards posed by the old structure. With sincere care and respect for the communities surrounding the operations, Anglo American Platinum implements various upliftment projects as communities’ needs are identified, but this donation was not in the official plan - it was simply a gesture from the heart. Daan, Brahm le Roux, Environmental Manager, and a ward councillor spotted the small makeshift classroom while driving through Mantsakane during a noise impact assessment. Upon closer investigation, they found about 40 children packed

inside what turned out to be a daycare centre. “As a father to a beautiful daughter myself, seeing these children cramped in a one-room zinc structure did not sit well with me,” explains Daan. “Children are our future and it is important that we look after them. “I would like to see the min’e future general managers and engineers come from these very children!” The comfortable new classroom was delivered in a short time and formally handed over in a ceremony attended by a host of community stakeholders, including Moses Mogakala, Chairperson of the Development Forum; Steve Phokoane of the tribal council; and ward representatives Rob Magakala and Simon Mohubedu. DJ Koma, educator at Diketepe Primary School, expressed everyone’s gratitude for this mors welcome donation, and said that the school was looking forward to absorbing some of the children in Grade R next year.
