Shop where Burgersfort, Lebowa Business P ark Park South Africa shops! Tel: (013) 231 7227 Still peaceful, but more and more local villages are venting their frustrations with the non-performances of government and the non-fulfilment of promises. In this instance the community of Bothashoek just outside Burgersfort blocked the road and burned tyres because of their frustration. Next to the ‘Operation Mabone’ billlboard, they chanted and listened on Wednesday as they were addressed by their community leaders, the leaders of community organisations and Greater Tubatse Local Municipality Mayor, Councillor Ralepane Mamekoa, to hear what the problems with electricity and water provision were. Some questions that were asked amongst other things related to money given to local government for infrastructure such as water and electricity, but then projects do not kick off, and the money goes back to central government. The R37 to Polokwane stood still and nobody could pass for a few hours. In the meantime government seems very eager to get the Special Presidenttial Package for the area implemented with the help of thge industries and mines in the area. Read the feedback on that meeting on page 2.

20 Years for robbery and kidnapping Four men who kidnapped and robbed Ms Hennielene Botha at Iketla Lodge in March 2008 were sentenced this week. The sentencing took place in the Lydenburg Regional Magistrate’s court on Monday 24 November 2014. Justice Hardly Chiloane (36), Kgamogelo Kgoedi (26), Michael Lephato Seloane (34) and Shadreck Nkijila Makwana (36) were sentenced to 15 years imprisonment each for robbery. They also received a 5year sentence each for kidnapping. On 22 March 2008 the men took valuable items from the lodge, took Ms Botha’s vehicle and kidnapped her. She was left in the boot of her car for three days. Eventually the robbers dropped her at The Oaks Santeng Village. She was found by Ms Makhulundaba Nkuna who called the police. Three suspects were arrested on 26 March 2008 and the fourth was captured a year later. During sentencing Magistrate Lambrecht said that the men failed to show remorse for their deeds and that the community expected the court to pass a suitable sentence. He added that he felt the sentencing he was handing down was in line with the CPA Act 51.1997. The sentence will run concurrently. (Information: Ohrigstad SAPS)

Sorting out problems Greater Tubatse Municipality Mayor, Cllr. Ralepane Mamekoa addressed the crowd blocking the R37 at Bothashoek earlier this week. Residents’ protesting follow extensive problems with water and electricity supply in the area.
SPP D-day nearer The Sekhukhune District Municipality says it has successfully concluded a two day engagement on the Special Presidential Package (SPP) last week Friday. The District Government said in a statement late on Friday that the engagements began with a meeting of members of the SPP who included Executive Mayor Cllr Mogobo David Magabe, members of the Mayoral Committee, all mayors from the five local municipalities, ten traditional leaders, senior Department of Mineral Resources (DMR) and officials from the Presidency. They met at the Greater Tubatse Local Municipality Chamber to fine tune a list of projects that they require the mines to implement. “The list of projects is categorized into short-term, medium-term and long-term. And they take a shape of major roads projects, water projects, housing, ITC, health, education, skills development, and energy. And the list provides for the whole of Sekhukhune District meaning that all villages of Sekhukhune District will be covered by this development irrespective of whether there is a mine or not” Mayor Magabe told those present. “While government appreciate contributions of the mines in the upliftment of the living standard of the working poor and marginalized communities, the approach of working in alone is not moving the country forward. Hence there is a need for a coordinated approach encapsulated by the Special Presidential Package. And government have plans in terms of infrastructure development but a need to get a buy-in from the more than 27 mines is vital. The package deals with challenges of development and investment that will benefit both the mining companies and the community. And the need to change approach cannot be postponed anymore” stated the Executive Mayor. During engagement with the mining houses on the second and the last day, a detailed list of projects earmarked was
presented to the mining houses for engagements and decision. The statement says that although Modikwa Platinum Mine praised the Special Presidential Package as a beautiful plan, the mine raised a concern regarding the spread of projects across the whole of Sekhukhune, to the exclusion mines’ immediate communities and warned it will cause havoc unless government has a plan to protect the mines from attack. Despite this issue, the plan was highly praised. Mayor Magabe told the meeting that having meetings and producing minutes cannot be condoned further as there was an urgent need for action leading towards deliverables. The issue of Social Labour Plans was raised sharply as a contradiction to the Special Presidential Package. However, clarity was given that the two plans needed to be implemented concurrently and that the Mining Charter clearly states that the mineral belongs to all South Africans and the state is the custodian. The emphasise is that charity begins at home and mines needed to benefit surrounding communities in particular and the whole of Sekhukhune in general. “The engagement with the mines resolved that the Special Presidential Package is a step in a right direction which will be discussed with various mining houses. There is also a need to strengthen the existing forum between the mining houses and government” Mayor Magabe said. He added that “During the meeting by the President on the 18th October with the mining houses and Nedlac, a statement was issued which resolved that the Social Labour Plans are not been off-loaded, but needed augmentation by a comprehensive and more inclusive plan”. The DMR requested that the meeting agree to a follow-up meeting in the near future to finalise issues before the department can enforce the implementation of the Special Presidential Package.

Fasten your belongings Calvin Selepe from Manoke wrote: I am really concerned about what I see everyday as I pass to work at the robots near the Palace (old taxi rank crossing). There are a group of tsotsis who target motorists with items on the back of their bakkies. The last incident was when I was walking with my wife. Those boys grabbed a bicycle from a white couple’s bakkie and ran away with it. I urge motorists to fasten their belongings or not to leave them unattended. Keep your doors locked at the robot and never open a window. These criminals use the line: “you have a flat tyre” to get you to open your door or window and then rob you.

What you think of an age limit for RDP qualification Human Settlements Minister Lindiwe Sisulu was recently accused by the Economic Freedom Fighters (EFF) of misleading voters and creating a generation of “hobos”. This came after she said that nobody under the age of 40 would get a free (RDP) house from government. “What apartheid could never take from anybody is their age. They are young, they are energetic, they are able to do,” she said at a Parliamentary Human Settlements Portfolio Committee briefing. It is state policy that nobody older than 60 will qualify for a free house. Sisulu’s department is in the process of adjusting their database and prioritising applicants according to their age. The poor, elderly and those with disabilities are given preference. Younger people are better able to fend for themselves and are often also eligible for different forms of state support such as subsidised low-cost rental. She explained that any type of system will have to work according to criteria that determine who benefit and in this case her department is working with 60 as the cut-off age. “What apartheid did to the elderly is it has taken their lives away. There is nothing an elderly person can do,” Sisulu said. “So it had nothing to do with schooling or advantages, it had to do with the fact that there are other programmes that we have in housing that caters for a whole variety of people who are able to do that. What people under the age of 40 have is an enormous ability to do things themselves. That which the older people can’t do. They have sweat equity, which is one of the programmes we have. They can go into rental if they can get a job. We are creating a youth brigade so they will get a job”. She emphasised that government would like to create a young generation that is not dependent on state benefits. Platinum Gazette asked readers how they feel about the various cut-off ages for qualification for a free house.
Ms. Mpuleng Maahlo said: “Yes, I agree. If young boys just get it, they don’t want to work. They must go and look for jobs”. Right: Ms. Matete Sekgobela said: “I disagree with this. We are very poor. Look at the HIV pandemic killing many parents and now government won’t build these young orphans homes? What will happen to them? This will increase the crime rate. Government is always saying they fight poverty, but now they don’t want to give RDPs to younger people? Maybe family units will be better if they got homes. The lack of work is also a problem. Yes, there are opportunities for school and studies, but what about the slow learners?”
Ms. Claudia Masete and Ms. Nelly Mohlala said: “It’s good. Young people must learn to work for what they want”.
Ms. Elsie Mnisi and Ms. Lettie Mnisi said: “It’s not good, because this means that government has made empty promises to many people”. Right: Ms. Cate Mdhuli said: “It’s good. These older people deserve the RDPs. Government must however include orphans to also benefit from this scheme”.
Mnr.
Left: Mr Sephadi Mangwale said: “RDP houses are for those who don’t have or cannot get their own homes. To use age as a way to qualify for it, is not good – but young people must work”.
Ms. Lebogang Nkadimeng Mr. Lesiba Maile said: “I agree. said: “It’s good. In South People under 40 are still young Africa it is easier to get a and must work to own their own permanent job if you are homes”. between 18 and 35 years old. Those people can buy their own homes”.
Mr. Donald Moimana said: “Ja, I agree with them. 40 Years is still young. The people younger than that can still work for themselves. Even if they don’t have skills they can go to FET colleges and upgrade their skills. It is too early to give up”.
Mr. Dumisa Madelane said: “I agree with government. They are spending lots of money on building houses. It is worrisome to find some young people quickly extend it or build themselves another mansion. Government should however still consider pensioners and people with disabilities for these houses”.
Left: Mr. Anthony Mashego said: “I agree with government’s plan. To make an age limit on offering RDP houses will be good. Most of the youth have opportunities to develop themselves and prosper in the South African economy.Only orphans, after thorough investigation should get RDP houses. This will also save our budget and the money can be used somewhere else where it is needed”. Mr Jacob Maserane and Mr Richard Morena said: “Some of the youth were not even in apartheid. We agree with government. When we fought against apartheid the young people were not there. Some of these young people also sell their RDPs when they get it”.
Ms. Rebecca Selahle and Ms. Munky Mokwena said: “It’s good. People must learn to do things on their own. They must work. They cannot rely on government for everything. They must stand on their own feet. Stand up and work for the house you want for your children”.
Ms. Jacqueline Mkase said: “I agree. It’s good. Some people don’t go to work. They think government will supply them with grants and RDPs. They take advantage of our government. They must start doing things for themselves in South Africa”.
Right: Mr. Jabulane Mkhawane said: “I agree. I want that RDP. I’m older than 40 and hopefully I won’t have to wait that long for it. Young people must go to school and get themselves good jobs”.
Ms. Anna Mathonsi said: “It is fair. The youth have opportunities to go to school, there are bursaries etc. But I also think - about those who are very poor? So I agree and disagree with government. Being poor influence your motivation, your mind and discourage you so I think perhaps the poorest should still qualify”.
Mr. Fanie Lesufi said: “I disagree. To my knowledge everyone earning less than what qualifies you for a bond should get a RDP – no matter what your age. As long as you don’t have a proper income, you should qualify”.
