It was just too much fun for Taryn Nicholls, 3, who runs under a parachute held by her grandma Terry Graham, left, at the Family Fun Day for Literacy at Jubilee Park on Saturday. The Reading Buddies fundraiser was sponsored by the Clearbrook Kiwanis Club and Central Abbotsford Community School.

trio of Abbotsford agricultural executives rallied Wednesday to lend their support to the proposed 10 per cent HST plan. Speaking to a handful of reporters outside the Bakerview EcoDairy on Sumas Way, Garnet Etsell, chair of the B.C. Agricultural Council said the proposed 10 per cent Harmonized Sales Tax over a two year period would help grow the agricultural industry, while the PST/GST plan would hinder it. “The PST/GST was an inefficient, expensive system that was a road block to growth,” said Etsell. “The HST is helping us to build this industry.” He projects that if anti-HST supporters get their way and the PST/GST is put back in place, B.C.’s agricultural industry could lose upwards

of $20 million a year. Etsell also believes going back to the PST/GST system could potentially extinguish some of B.C.’s agriculture. “It would be simply one more death nail in our ability to provide local food.” The HST was legislated into effect on July 1, 2010 at a 12 per cent rate; however, the new

proposal, which is currently undergoing a referendum, would see two percentage points taken off the original tax by 2014. Critics of the HST, including provincial NDP leader Adrian Dix, not only believe the tax will be a burden on families, but that it was also implemented unfairly. However, it appears those in the agricultural industry believe the HST will help maintain competitiveness in the industry. “It helps agribusinesses and owners like me to get a bigger bang for our buck with our investments in equipment, suppliers and for our staff,” said Bakerview EcoDairy president Bill Vanderkooi. Abbotsford’s agricultural sector is estimated to produce $1.8 billion of the local economy, and is responsible for more than 11,000 jobs. The HST mail-in referendum began June 13, but may be disrupted due to the Canada Post lockout, which went nationwide Tuesday night.
Ryan George Vaughan made his first court appearance on Tuesday in Abbotsford provincial court, and has been charged with five weapons-related offences, including careless use of a firearm and pointing a firearm, as well as one count of break and enter with intent to commit an offence. Vaughan, 30, was arrested around 5:45 p.m. on Monday evening after police responded to a report of shots fired in the 33600 block of Marshall Road. Further drug-related charges are pending and the incident is still under investigation. Vaughan, who lives at the apartment complex where the incident took place, allegedly broke into another suite and began “wreaking havoc”, said APD spokesman Const. Ian MacDonald. Vaughan is alleged to have fired a shot with the gun, and pointed it at the face of a building occupant. He also pitched items off a balcony of the complex. According to court documents, Vaughan has an extensive history with police throughout the Lower Mainland and Fraser Valley. Most of his prior offences are driving related. He was described the day after his arrest Monday as “distraught.” “The criminal code doesn’t say if you’re having a bad day, it’s OK to point or shoot a firearm at people,” MacDonald said.

bbotsford’s Public Safety Inspection Team that targets illegal marijuana grow operations is under review after complaints from landlords about exorbitant fees. Berry farmer and landlord Sukhvinder Kahlon told city council Monday that property owners are bearing the brunt of the city’s enforcement measures while the tenants who set up the illegal grow-ops are going unpunished. “The property owners and not the tenants [who set up the grow-ops] are paying,” said Kahlon. “They are the victims of grow-ops; they really are.” Abbotsford’s PSIT acts on tips from the public or on abnormally high water or hydro use readings and conducts inspections on properties suspected of housing a grow-op.
– JEAN KONDA-WITTE/TIMES
Abbotsford berry farmer Sukhvinder Kahlon was hit with high fees on his rental property. “We’re getting shafted,” he said. If a grow-op is found and city bylaws or fire and building codes are violated, the city puts a no-occupancy notice on the property until the landlord rectifies any and all problems. The city and police department also charge property owners for inspection costs. Kahlon said he was more than willing to absorb the thousands of dollars in repair costs and loss of rental income after the PSIT found his tenants had set up a grow operation at his Marshall Road property. But he was frustrated at the city and the Abbotsford Police Department (APD),
which charged him a $3,500 inspection fee and more than $2,300 to deploy officers, respectively. “We’re getting shafted,” said Kahlon. He questioned how the city could justify the amount it charged when the bylaw officers and fire inspectors were in and out the door inside half an hour. He said as a farmer and landlord he already pays plenty of property taxes, a large portion of which go to the police department. “There’s no reason I should be paying for the police work [twice], absolutely none,” he said.
Mayor George Peary said he was sympathetic to the dilemma landlords find themselves in. As a result of a number of complaints by landlords, city staff is reviewing the bylaws associated with the PSIT, said Peary. The inspection fees are not intended to be a fine on landlords, he said. “We want to recover costs, but we don’t want [the PSIT] to be a profit centre.” If individual inspection fees are found to exceed the city’s costs, they will be amended, added Peary. However, its unlikely the city will be issuing any refunds to property owners who have already paid the fees, he said. The district of Mission has placed a moratorium on its PSIT after coming under intense criticism for charging citizens inspection fees regardless of whether evidence of a grow-op was found. T h e d i s t r i c t re c e n t l y announced it had wrongly charged 15 property owners the inspection fees and as many as 30 other files were under review.

ission students are waging protests around school district budget cuts planned for next year. As many as 70 youths waving bright-coloured placards got honks of support from passing motorists after gathering outside Mission’s Heritage Park Secondary School last Thursday afternoon. The teens were demonstrating against teacher layoffs, larger class sizes, fewer course choices and recent elementary school closures. Grade 11 students Clinton Large and Kylie Harmatuik helped organize the protest after attending Mission Public Schools information meeting on the 2010/11 preliminary budget on Wednesday night. Clinton said protesting students are particularly concerned about impending teacher layoffs. As a means to deal with a projected $1 million deficit see PROTEST, page A6

Sheriff shortages hurt safety, justice Abbotsford and Chilliwack courthouses scrambling ROCHELLE BAKER RBaker@abbotsfordtimes.com
S
heriffs and lawyers are increasingly concerned about how government cuts and a lack of officers is impacting the safety and administration of justice at courthouses, including those in Abbotsford and Chilliwack. The province recently slashed the equivalent of 34 sheriffs’ positions despite the fact the union and even some judges were already citing a severe lack of resources. Dean Purdy of the B.C. Government
and Service Employee’s Union (BCGSEU) said judges in Kelowna and Victoria recently closed their courtrooms due to a lack of sheriffs. “The government needs to hire more sheriffs and judges in order to speed up the administration of justice, because right now it barely exists and these criminals are walking while victims are the ones being punished for it,” said Purdy, who recently toured Abbotsford and Chilliwack courthouses to see how sheriff shortages are impacting operations here. “ T h e y ’v e b e e n s c r a m b l i n g i n
Abbotsford and Chilliwack to provide security for a judge so he or she can run their courtroom,” he said. Additionally, delays in court cases and safety risks are apparent at both courthouses because staffing shortages don’t allow for a “roving” officer to act as a first responder to security incidents in the courthouses. “If there is a security incident in any of the courtrooms or in the building . . . now it has to be a deputy sheriff assigned to a courtroom who must leave it unattended to respond to the situation.” see SHERIFFS, page A16

Youth at risk and with disabilities will also feel the loss of EAs and YCWs, he added. District superintendent Frank Dunham said the reductions to the budget, including staff layoffs, are the result of drops in enrolment and provincial funding. Staff salaries and benefits account for more than 90 per cent of MPS district expenditures, he noted. The district must also accommodate increased spending for implementing the new middle school model in Mission, maintaining facilities and

Road Rules has written In summary, said Slate. about the ‘social costs’ of com, “We hate commuttraffic congestion: the coling. It correlates with an lective waste of enormous increased risk of obesity, amounts of time, the negdivorce, neck pain, stress, ative health impacts, the worry and sleeplessness. strain on family relations, It makes us eat worse and the ‘cocooning’ trend, exercise less. Yet, we keep not as a seismic shift in on doing it.” cultural taste but as a In January 2011, an article Cedric Hughes Barrister & Solicitor reaction to traffic congesby Andrew Coyne “Stuck tion. A recent Slate.com in Traffic” in Maclean’s magazine summarized article—“Driving ourselves mad”— sum“some of the most popular non-answers” marizes some of the latest research wrapping to traffic congestion as follows: less urban numbers around these social costs: sprawl, telecommuting, staggered work hours, • From Umea University in Sweden the finding car-pooling, ‘mass defections to public transit, that couples in which one partner commutes or even bicycles’, better synchronized traffic for longer than 45 minutes are 40% likelier to lights, more round-abouts, more roads or divorce. conversely fewer roads.
THE ROAD RULES
• The Gallup Healthways Well-Being Index finding that 40% of employees who spend more than 90 minutes getting home from work "experienced worry for much of the previous day" …and that …workers with very long commutes feel less rested and experience less enjoyment…. • The same survey finding that one in three workers with a 90-minute daily commute has recurrent neck or back problems. • The finding by Robert Putnam, the famed Harvard political scientist, that long commuting times are one of the most robust predictors of social isolation — every 10 minutes spent commuting resulting in 10% fewer "social connections." • From Thomas James Christian of Brown University the finding that each minute you commute is associated with "a 0.0257 minute exercise time reduction, a 0.0387 minute food preparation time reduction, and a 0.2205 minute sleep time reduction." • From UCLA and Cal State-Long Beach the finding that vehicle-miles travelled had a stronger correlation with obesity than any other lifestyle factor.
What these ‘non-answers’ do offer, however, is a pointer to what Mr. Coyne calls the ‘real answer’ because they at least suggest that traffic levels are not a given and that people can (and do) make changes in numerous ways. The ‘real answer’ is a matter of “incentivizing” change by means of the same mechanism we use to “allocate resources everywhere else in the economy” — pricing or tolls — but in the latest iteration: electronic road pricing based on satellite tracking technology. Tolls, Mr. Coyne writes, “ would no longer be discreet events, but more like your phone bill: the price you paid to use the road system, much as you pay to use the telephone network. The tolls would vary dynamically ... Satellites…could … update drivers on the prices of different roads as they came up; [and] routeplanning software could … predict the costs of alternative routes.” Traffic jams and “death on the highway” are unacceptable norms and Road Rules looks forward to technological developments providing answers.

The Freshwater Fisheries Society of BC (FFSBC) is hosting the annual event on Father’s Day weekend, which coincides with the free family fishing event on June 17-19 throughout the province. “It’s a huge weekend to promote recreational fishing,” said Tanya Laird, outreach assistant with FFSBC Abbotsford. “Any resident in B.C. can fish for free without a licence for the entire weekend [June 1719], and that is both fresh and saltwater.” The Abbotsford event includes a free fishing derby, hatchery tours, learn to fish lessons, arts and crafts, heritage fire truck display, fish release and door prizes donated by the local community. The event typically attracts more than 2,000 youth and their families each year. “We are one of the biggest family fishing days in the province,” said Laird. There’s no hidden cure for cancer O
ne of my readers called to yell at me the other day. The caller didn’t give his name, but he had apparently seen my recent column about the Canadian Cancer Society’s Relay for Life. I wrote about how I’m hopeful that we can actually cure cancer within my lifetime. My caller was convinced, absolutely certain, that cancer has already been cured. That these cures are, in fact, being concealed by doctors, politicians and the pharmaceutical industry. Sadly, this belief is not uncommon. There are tens of thousands of people in Canada who believe, in whole or in part, that science-based medicine is wrong. For people who have seen a relative suffer from a serious or fatal cancer, or who have been through surgery, chemotherapy, and radiation themselves, this is understandable. We are still at the dawn of effective cancer treatments. Radiation therapy dates to the turn of the last century. Chemotherapy dates to just after the Second World War. Better (but not perfect) are targeted therapies, which attack cancer cells on a molecular level. Those treatments only emerged from the labs in the late 1980s, and were not common until a few years ago. The fact that these treatments have harmful side effects is well known among doctors and nurses who work with cancer patients. They don’t like it, they

the painful truth want real cures, cures that come without damaged immune systems, without scars, vomiting and hair loss. To think otherwise is absurd. But there is a surprisingly large industry dedicated to the idea that doctors and nurses, researchers and bureaucrats, are evil enough to know about secret, magical cures, and to withhold them from the public. Probably the most public example of such thinking is convicted fraud artist Kevin Trudeau, who peddled his book Natural Cures “They” Don’t Want You To Know About through infomercials. Trudeau got millions to buy his books which contained either directions to go to his website (where you paid more money) or the kind of mumbo jumbo (White clothing makes you healthier! Calcium pills make cancer go bye-bye!) that a nine-year-old could see through. There are dozens of lowerlevel examples, including a man in my home town who has spent years selling ozone machines, again claiming that ozone can cure cancer. Always, in their pitches, they
talk about Big Pharma, or a mysterious cabal that is profiting from pain, suffering, and death. Who are the “they” who are keeping us sick and dying, according to the conspiratorial view? There are, according to the Canadian Oncology Societies, about 330 medical oncologists in this country working with cancer patients. Add to that hundreds of specialized surgeons, about 1,500 oncology nurses, more than 1,000 GPs who deal with cancer, another 1,000-plus oncology pharmacists and 500 haematologists. Just in Canada, there are thousands of people who might be expected to know that about these mythical treatments – but who keep them secret. It implies that there are tens of thousands of people who are either immoral monsters, or dupes. It’s not plausible, and it’s not true. If you get sick, and you want to clutch a crystal or chant or have your aura meddled with, go ahead. It’s your body and it’s your money and it’s your right to do whatever you please with both. But please, please go to a real doctor as well. Science-based medicine is far from perfect. But it’s the only way we’ll get to a real cure. ■ Visit Matthew Claxton’s blog at http://tiny.cc/A0D3W.
he HST referendum is effectively underway right now. Here’s the question: “Are you in favour of extinguishing the HST (Harmonized Sales Tax) and reinstating the PST (Provincial Sales Tax) in conjunction with the GST (Goods and Services Tax)? (Yes/No).” Actually, it’s a straightforward question. You can vote Yes to “extinguish” (kill, drop, end, remove, dump . . . replace with your own euphemism, if you wish) the HST. Or you can vote No to “not extinguish” it (keep it). But with all the noise about how difficult it is, some folks may start thinking it really is more difficult than it seems – and they may begin to second-guess their response. The referendum process is easy, too. Elections BC was to begin mailing out ballots on June 13, and most eligible voters in the province are expected to receive them by June 24. Those who don’t get their ballots by then need to get in touch with Elections BC by July 8. The only tough part: marked ballots need to be back to Elections BC by July 22, whether or not there is a postal strike. The hardest part of it all is trying to understand potential impacts of extinguishing or not extinguishing the HST – far more difficult than that actual referendum question itself. The government has had nearly a year to explain, and still hasn’t done so sufficiently. Premier Christy Clark’s 11th-hour manipulations to convince taxpayers to vote No have served to make it still more difficult to calculate ramifications. And has Opposition Leader Adrian Dix got a hidden agenda for the PST? Or is that more BC Liberal hype? It’s expected to take weeks to count the referendum ballots – results aren’t expected to be announced before Aug. 11. Here’s hoping the results are as clear as the question – and not as confused as the politicians have made the HST.

Why try to remove a proven candidate like van Dongen? Editor, the Times:
Re.: ‘Van Dongen steeled for Gill’s Liberal run’ Abbotsford-Mission Times, June 9. Reasons given by Mr. Gill to run against Mr. van Dongen are vague, ambiguous, and even suspicious. Mr. van Dongen, a sitting member since 1995, served his constituency and community with honour, dignity and distinction. He held three ministerial portfolios working energetically, skillfully and effectively with other politicians and organizations. He is not, and never has been, a man of pomp and glitz, but he is a man of action and true to his word. Having someone run against a person who has shown his effectiveness in many ways is mystifying to me. It is understandable to fill a position that is vacated, making room for a new candidate. But Mr. van Dongen has never had any intentions to retire, as it were. How can anyone insist to run for office based on rumour of resignation, which was never announced by anybody, least of all by Mr. van Dongen himself. The reasons given by Mr. Gill appear to be very weak and ambiguous at best. What raises my suspicion is his statement of having “support” and that a “number of key players proclaiming they would back him for nomination.” This raises the question, why would anyone want to remove a proven candidate? Who are these key players that would back Mr. Gill’s nomination? Lastly, what support is Mr. Gill talking about, and from whom? Did Mr. Gill look at the last election results for Mr. van Dongen? Now this is

what I would call support, voters who clearly were satisfied with Mr. van Dongen’s work and his representation. Mr. Gill has shown nothing to me that would warrant a change, and certainly gives no indication how or what he would improve on Mr. van Dongen’s achievements. Fred Ursel Abbotsford
Hospitals can be expensive . . . to visit Editor, the Times:
After yet another hard learning lesson in life, kindly permit me to pass along possibly huge cost saving measures to anyone wanting to accompany a seriously ill loved one to the Abbotsford Regional Hospital emergency room. In a one week period, I accompanied my husband to emergency followed by regular visits to the cardiac ward for the remainder of his stay in hospital. The hospital care was fabulous, extremely professional, efficient and compassionate. We have nothing but praise for the care given my husband in these scary moments. It was outside of the hospital where a stunning problem evolved, slow but sure. In my husband’s oneweek stay at the hospital, it cost me a sum of $145 dollars to park my car at emergency, and later in the main parking area, to go visit my loved one. I could not believe the extravagant amount the Imperial Parking Canada
Corporation, a Canadawide Company, had the nerve to charge people visiting their loved ones at the hospital. So I went to investigate. Here’s what I learned. It costs $3.25 per hour for visitor parking at the hospital’s emergency area, and $2.75 each hour to park in the main parking lot. There is, however, a big board telling you that one can pay $8.75 for a 12-hour period of parking. Just how long anyone is to stay at the hospital is hard to tell of course in these circumstances. So, most people, like myself, faithfully renewed their parking fees as the hours swiftly roll along into long stretches of time. In the rush of an emergency, however, not too many folks think about the cost of parking to be near your loved one. This is where I failed. And, yes, once again my humble ignorance revealed to me how a person had better look after their own interest at all times. That big collection company is in it for the money, not to show compassion in your time of need. So, folks, be aware that it is far better to purchase a 12-hour parking hour ticket at $8.75 right from the start then to feed the machine $3.75 each hour, which amounts to $45, a near three times the amount for the very same twelve hours of parking. I wonder, just how many years in a lifetime does it take to become a wise and smart person? Gertie Pool Abbotsford

Do you like your mirror? SIMON GIBSON
Faith that matters them and were shocked to observe themselves – often for the first time – in such a setting. “I never knew I slouched like that,” one student told me later. “My eye contact wasn’t very good,” another student said. “I thought I focused on people, but now I see I often look away.” These students had become aware of the shortcomings in their interpersonal communications; the content of the interviews was unmistakable. I have found, too, that friends – people we trust – can be candid in their evaluation of our lives. A friend’s advice is never designed to cause pain – he or she wants the best for us and is motivated by affection. We therefore accept the guidance and may apply it to our daily lives. Unfortunately, however, many of us have become distracted, even lost on a tortuous and dangerous trail, without the direction we need to overcome the
defeat and temptation that consume us. We long for victory and the opportunity to achieve peace and personal success, yet we may feel crushed with little hope. The Bible speaks about this when it says, “As water reflects a face, so man’s heart reflects the man.” In other words, it’s what happens on the inside that determines who we are. Consider this well-known Bible verse: “For God so loved the world that he gave his only son, that whoever should believe in him should not perish, but have everlasting life.” Christ, who was perfect, died on the cross for you personally, to take away your sins, all the bad things you have done. And He rose from the dead. Why not call on God through Christ today? Don’t wait. Confess your sins and submit your life to him. A mirror, a recorded interview, even a friend, can alert us to our limitations and inadequacies, but only God can change our hearts and give us the confidence we need to face an uncertain future.
THERMAGE Q & A ®
Question: I have heard there is a non-surgical neck and facelift called Thermage® – is it safe and does it work? Tracy, Surrey Answer: Thermage® is a non-invasive treatment for tightening loose and sagging skin. The most common areas treated are forehead, around the eyes, the mid and lower face and the neck. After one treatment results appear gradually over a 6 month period. Typically there is no downtime required.
We are finding that Thermage® treatments used in conjunction with Botox, Fillers and Fraxel® create dramatic improvements to achieve a more youthful appearance. At our office we refer to the combination of Fraxel® and Thermage® as “the facelift bypass procedure”. Dr. Marianna Snyman

here’s nothing like a full-length mirror and plenty of natural light to reveal more about our face and body than we’d care to know, especially if we’ve recently emerged from our morning shower. The reflection is neutral, of course, but our response is anything but. Wrinkles seem to be growing, skin is less supple, our hair is thinner now, and may even be turning grey. Questions churn about in our mind: Am I too fat (or too slim)? Am I still attractive to my spouse? Do these lines make me look distinguished or just plain old? As we get older, it seems as if a mirror is no longer our friend, but instead reminds us of the body and face that continue to lose their youthfulness. University students I teach had a similar experience recently when they recorded interviews for an assignment. Working in pairs, they would question each other on a certain subject. These interviews would form the basis of an assignment – submitted on DVD – which I evaluated and graded on my computer. One of my objectives was to comment on their body language revealed in the interviews. Students, in many cases, had already reviewed

A16 THURSDAY, JUNE 16, 2011 THE TIMES SHERIFFS, from page A5 As such, judges have to stand down and shut down their courtroom on a regular basis and this causes delays to justice, Purdy said Last Wednesday, a B.C. Supreme Court criminal trial was shut down in Vancouver due to a lack of sheriffs. The Trial Lawyers Association of BC (TSABC) stated that the incident only reflects the stress on the justice system weakened by an overall lack of resources and court time. Cases have been postponed and even thrown out entirely in several places around the province, largely due to a shortage of judges in British Columbia and – more recently – a shortage of sheriffs, according to the TSABC.
25,000 outstanding warrants in B.C. – 567 in Abby Richard Fowler, defence counsel in the adjourned case said the situation was “desperate”. “Things have to change immediately. Justice and the people of the province are suffering severe harm by this sad state of affairs,” said Fowler. Purdy also said the lack of sheriffs at Abbotsford and Chilliwack courthouses also means officers often work overtime which means an added cost to taxpayers. The lack of security search gates, or metal detectors, in the courthouses is also a concern, locally as well, as Fraser Valley courts often hold trials involving gang members and violent criminals. “The government is playing roulette
on the safety in the courtrooms . . . It’s only a matter of time before someone is killed or seriously injured,” said Purdy. The province could also improve the justice system and improve public safety by hiring sheriffs who could also take on additional tasks such as serving warrants. There are currently 25,000 outstanding criminal warrants in B.C., including 567 in Abbotsford and 302 in Chilliwack, said Purdy. Sheriffs already have the necessary training and could take over the duty from police who don’t have sufficient time or resources to execute warrants. “A warrant apprehension team

could make a positive impact on public safety by apprehending criminals living in communities without fear of being caught,” said Purdy. “Turning the duty over to sheriffs would also get Abbotsford police back on the streets fighting more serious crimes such as gang violence.” Sheriffs in other provinces have already taken on the duties that extend beyond transporting prisoners and monitoring courthouses, Purdy noted. “Alberta sheriffs have a broad spectrum of duties where they issue warrants and take on traffic duties. The changes were made four or five years ago and it’s gone very well,” he added.

Put water to work in Rain Gardens
S
tormwater is water from rain, snow and melted ice. It typically runs off the roof, driveway and other surfaces, ending up in the municipal storm sewer system. Because it often picks up road salt, heavy metals and other harmful substances along the way, stormwater run-off can impact the water quality in your area and the health of lakes, rivers and streams. One way to minimize stormwater run-off is with a rain garden. A rain garden is a garden that is designed to capture stormwater and allow it to be absorbed into the soil. Canada Mortgage and Housing Corporation (CMHC) offers the following tips on how to design and install a rain garden in your yard: • Choose a location along a path that stormwater generally flows through your yard, particularly at an existing low point. To ensure that water soaks in and does not stand in the garden for more than two days, choose a location with well-drained soil, such as soil that is sandy, gravelly, loam or no more than 10 per cent clay. • To avoid creating moisture prob-
than it is wide. Many people prefer kidney or oval shapes, but you can create any shape that suits your taste and yard. • If the existing area is a lawn, use a sod cutter, spade or edging tool to remove your existing lawn from the garden space, making sure to get rid of the roots. • Dig the bed of the garden to between 7.5 cm to 15 cm deep, depending on the soil. To help the new plants take root, add a layer of compost to the top few inches of soil. – FILE/TIMES
Plants thrive in rain water that is captured and allowed to run into the soil.
lems, direct stormwater away from vulnerable areas, such as your house’s foundation, septic beds or neighbouring homes. Place your rain garden at least four metres (13 ft.) away from such areas. • Lay out the size and shape of the garden with a rope or hose. To capture as much water as possible, a rain garden should be at least 1.5 times longer
• Rain gardens can be planted or covered with a permeable hard surface such as river stone, or a combination of both. If planting, choose species that tolerate both wet and dry conditions. ◗ For a free copy of the “About Your House” fact sheet Rain Gardens: Improve Stormwater Management in Your Yard, or for information on any other aspect of owning, maintaining or buying a home, visit www.cmhc.ca or call CMHC at 1-800-668-2642. – CMHC

Quick action vital following floods F
or homeowners, few natural events cause greater or more lasting damage than a flood. But what many of us may not know is that much of the worst damage can actually occur after the water has drained away. If your home has been flooded, the best way to protect your property, your belongings – and the health of your family – is by getting rid of the water and drying your house as quickly as possible. Whether you do the work yourself or hire a contractor, a few important precautions should always be taken before you begin:
• Record the details of the damage with photos or video if possible, and contact your insurance agent and register with your municipality as soon as possible.
• Put safety first. Avoid electrical shock by wearing rubber boots, keeping extension cords out of the water and shutting off power to the flooded area.
◗ For more information or a free copy of the “About Your House” fact sheet After the Flood, visit www.cmhc.ca or call CMHC at 1-800-6682642.
• Set up a step-by-step action plan to remove all remaining water, mud and other debris, dispose of contaminated household goods. • Assemble all the equipment and supplies you’ll need in advance, including gloves, masks, pails, mops, squeegees, plastic garbage bags, unscented detergent and large containers for wet bedding and clothing.

Shady business with pretty plants Make the most of all areas of your backyard
ANNE MARRISON
Green thumb
Dear Anne:
“Can you give me some advice on what plants to put on the north side of my house. It gets some sunlight but a lot of shade too. I need ideas of some pretty plants that don’t need a lot of sun. I do not like evergreen bushes or trees.” Alison J. E-mail
Alison:
Heucheras are available in many beautiful leaf colours and the foliage remains throughout winter. They’re very hardy and enjoy shade. Some have pretty flowers too, but with many the leaves are the main attraction. Many ground-covers handle shade well including epimediums, bugleweed (Ajuga reptans) and violets – but ground-covers need a firm hand and a sharp spade to stop them from over-running weaker plants. Primroses love shade and increase discreetly when happy. Alpine strawberries (the smaller runnerless type) also grow well in partial shade and even fruit well there. One of the most striking shade-dwellers is pulmonaria which not only has bright blue flowers (that open pink) but leaves which in various cultivars vary from silver-spotted to totally silver. Medium-tall shade-lovers include columbines which, if allowed to selfseed, produce flowers of many different hues. Hellebores have a very long flowering period in spring and so does the blueflowered brunnera. Some brunneras have stunningly-beautiful leaves, such as the form ‘Jack Frost.’ Bergenias also do well in shade. These produce fat heads of pink or white flowers in very early spring. Their evergreen leaves often develop reddish shades through winter. These are rugged plants which slowly spread and can cover large areas. In summer shade, astilbes produce plumelike flowerheads usually in white, pink or red. Heights can vary from three-feet (one-metre) to very dwarf depending on what you choose.
For brightness in spring, the yellow daisy flowers of doronicums are a standout. Other easy shadelovers include valerian, foxgloves and Fuchsia magellanica. This fuchsia is the oldfashioned hardy one with small single flowers in magenta and deep purple. If you live near the sea, you may be able to over-winter so-called ‘hardy’ doubleflowered kinds such as ‘Dollar Princess’ or ‘Santa Claus.’ But it’s the species Fuchsia magellanica that comes through severe winters in south-west B.C. Typically, it dies back to ground level then shoots up in spring. Hummingbirds love it. Dogwoods and ‘Cornelian Cherry’ (Cornus mas) can tolerate some shade. Cornus mas has a cloud of yellow flowers in early spring and red berries later. Kerria is an upright, suckering shrub which produces double (or single) yellow flowers and stems which remain bright green through winter.

Dear Anne:
“Is this a good time to move my calla lily to a spot in the garden?” N. Howden
Ms. Howden:
Now that the nights are frost-free, this is a perfect time to move your calla lily into the garden. It would do best in a warm, sunny spot that can be kept quite moist. In coastal gardens and on sunny walls in Vancouver, calla lilies can do very well and even overwinter if they are mulched to help them survive cold temperatures once frost and snow season comes around again. But it’s always safer to bring the callas with coloured flowers inside for the winter. These are hybrid forms which acquired their hues by being cross-bred with other, more tender forms. ■ Anne Marrison is happy to

ith a repertoire ranging from gypsy and North African music to French Caribbean and Quebecois songs, the Jou Tou trio is bringing its global stylings to Abbotsford for one show only on Friday, June 17. The band’s name derives from the French words “joue tout,” which means play everything, and the trio of music veterans does exactly that. “I was literally transported by their music – from the Quebecois woods to a Moroccan bazaar,” said Kat Wahamaa, cultural programs manager for The Reach. “It’s amazing musicianship, warmth, humour – a trip around the world.” Jou Tou launched in 2002 with a nationally-broadcast CBC Studio One session and has gone on to perform at major Canadian festivals like the Ottawa, Mission and Vancouver Folk Festivals, as well as l’Association Francophone de Winnipeg, Saskatchewan the 50th anniversary of the Guangzhou Business Association in China. Juno-nominated guitarist and oud player Andre Thibault, a Montrealborn musician, founded Jou Tou. A passionate student of flamenco since his teens, Thibault discovered Arabic music through its connection to flamenco and was inspired to master the oud, a key instrument in the repertoire of French North Africa. He recorded three solo albums that blended North African and Spanish sound, earning a West Coast Music Award nomination for 1998’s Samar. Today, Jou Tou tours either as a duo featuring Thibault and Qiu Xia

Bislin, 20, is well-known throughout the Lower Mainland’s musical world as a classical/jazz/composer. Over the years he has won numerous provincial awards, represented B.C. at national competitions, and represented Canada in the U.S. and throughout the world. Wi t h h i s m a g i c t o u c h and flamboyant style, Bislin embraces the violin and piano with a rare and mature talent beyond his years. He has produced two CDs, the latest titled Strings on Fire. The day after the concert, on June 20, Bislin leaves for a three-week enrolment in Italy’s Casselmagiore International Music Festival and in September will further his education at the Johannes Gutenberg University in Germany, where he will study violin and piano. The 29-year-old Abbotsford product resigned with the Pittsburgh organization to a new one-year, two-way contact on Monday, worth $525,000 at the NHL level and $175,000 when he plays with the AHL’s Wilkes-Barre/Scranton Penguins. Last season, Craig scored 19 goals and 48 points and captained the WBS Penguins to an AHL best 58-21-0-1 record and a second-round playoff appearance. He also suited up for the Pittsburgh Penguins for six games, but did not register a point. “My family and I enjoyed our time in Wilkes-Barre and there is some unfinished business there,” Craig told The Citizens Voice newspaper in Wilkes-Barre. “I t h i n k we a l l l e f t with a bitter taste in our mouths.” Mennonite Education Institution grad Brad Thiessen, the WBS Penguins goalie, still remains unsigned for next season. His two-year entry level contract expires July 1 and he would become a restricted free agent if that were to happen. Last season, Thiessen led all AHL goalies in regular season wins with 35. – CAM TUCKER/TIMES

Cancer June 21-July 22: A month of quietude and weariness ends Tuesday, as four weeks of high energy, charisma and effectiveness begin. Start important projects. Ask favours, call in markers. Until June 28 (next week) you might face opposition, or be attracted to a deeply alluring person. As usual, love is better than war. In the present week, especially Sunday to Tuesday, watch what you say to others: avoid secrets, gossip, etc. You are just beginning a splendid year-long popularity surge, especially at work. After Tuesday’s confusion/worry, grand inspiration flows Wednesday – follow hunches! Leo July 23-Aug. 22: Tuesday begins a month of retreat, quietude and rest. Your career luck will stay high, even rise. You can work in the background to advance your position: you’ll be especially good with government, institutional or head-office contacts. (Though these present some difficulties this Sunday and Tuesday.) Your hopes and optimism will rise also, and despite your need for solitude, you could receive an unusual amount of calls and invitations. So grab your rest when you can. This week isn’t easy, so remain realistic and diplomatic, particularly in legal, travel, sex and financial zones. Virgo Aug. 23-Sept. 22: Tackle your work Sunday/ Monday. Tuesday begins a month of celebration, flirtation, entertainment, optimism and popularity! You might meet someone very compatible in a group, someone who lifts you to humorous, good-natured heights. The year going tforward favours love – and far travel, learning, culture. Various problems and barriers confront you Sunday to Tuesday – don’t invest nor make any important commitment. This advice applies Thursday also. Inspiration returns Wednesday – and relationships turn from delusion to sweet knowing. Friday’s sexy, Saturday night’s loving, wise.

Tim Stephens' Astral Reflections Aries March 21 - April 19: The weeks ahead emphasize home, children, real estate, security, retirement, gardening, soul, nutrition and Mother Nature. It’s a splendid time for a camping vacation. (Better not to leave before June 28. You face many “home concerns” until then.) You will be ending some associations and projects now, perhaps to give new ones room to grow. Although this is usually a sluggish, restful period, you’re kept busy with a lot of communications, paperwork, errands – or wanderlust – now through July. Since your curiosity is up, investigate new income sources/ideas – they’re lucky! Taurus April 20-May 20: Be ambitious Sunday/ Monday – despite a subtle disagreement or heavyhanded legal or educational “pronouncement,” you’re on the path to success (for at least two years, financially, so be optimistic, make plans and go forth these months ahead!). Now to Aug. 2, you might spend too much, or be pushed to spend by government fees. Saving is your friend! Tuesday begins a month of paperwork, short trips, errands, casual acquaintances – you’ll be busy! Love is gentle, easy Monday to Wednesday, but you might doubt it: relax. Retreat, rest Thursday/Friday. Your energy surges Saturday p.m. Gemini May 21-June 20: This week isn’t easy for anyone. You could meet barriers or the need to compromise in finances or sex, especially Sunday, Tuesday and Thursday/Friday. On the plus side, your courage and determination grow now to early August, and so does your optimism. Group affairs grow; you’ll feel befriended. If someone criticized you to a group (secretly) these past few weeks, they prove ineffectual now. The month ahead emphasizes earnings, spending, possessions, sensuality and memory. Sunday’s gentle, mid-week’s ambitious (Wednesday best) and late week brings optimism and popularity!

June 19 - 25, 2011
Libra Sept. 23-Oct. 22: You feel romantic Sunday/ Monday, but events don’t help. Be cautious. Monday begins six weeks of partnership opportunities, possibly of legal hassles. Seek convergence, not dispute. If a partner begins talking about an international move, be wary. Recently, after a five-month respite, the sober side of your life returned to prominence – you can once again re-make your domestic, security, property and child-oriented situation – much more fortunately! (To next June.) Tuesday starts a month of ambition, and dealings with authorities. Reject relationships Thursday, embrace them Friday. Scorpio Oct. 23-Nov. 21: Mysteries fade; enlightenment comes Tuesday onward (for a month). Expect widened understanding, gentle love, international contacts, religious, educational and cultural involvements. Your life, for the next three years, will be filled with opportunities (especially financial ones) and, if you’re single, with cheerful, attractive love prospects. Every odd-numbered month, and the 10 days before it, will promote these (relationships and opportunities). E.g., July (seventh month) qualifies, with late June. Minor communication snafus this week. Romance calls Wednesday and Saturday. Sagittarius Nov. 22-Dec. 21: The (semi?) exciting events of the past few weeks yield now to a deeper, slower thrill, as intimacy, commitment, financial investment or clearing debts, grow more important for the month ahead. (It starts Tuesday morning – but make no commitments before June 28.) Secrets, research, intuition, dreams and hunches accompany this commitment trend. You might fall for someone new, or raise an ongoing romance to a more mature level, now through early August. If you’re the feisty type this phase can bring arguments and fights. Your choice! Domestic intuition strong Wednesday.
Capricorn Dec. 22-Jan. 19: Finish a project or chore Sunday/Monday. By late Monday onward (to August) a new task enters; and by Tuesday, a month of new horizons, fresh air and relationship excitement begins. This happens every early summer, but it’s more significant this year, as your romantic luck is beginning to climb strongly! If you’re married, the month ahead brings joys through children, vacation, sports and “winning.” (Singles get this, too.) Watch what you say – and legal parameters – midweek. Rest, rejuvenate, strengthen foundations Thursday/ Friday. Romance Saturday p.m. – join a group. Aquarius Jan. 20-Feb. 18: It hasn’t been a strong summer for you, Aquarius, but the months ahead (12 of them) bring a strong, beneficial rebuilding period, which might be marked by the purchase of a new home, better rental, the entry of a new baby, lifefreeing therapy, or other good foundational moves. One of the first requirements of this new foundation will be work, which confronts you Tuesday onward for a few weeks. Dive into this eagerly (but cautiously before June 28, as the path’s a bit rocky). You could be fooled about money Tuesday, and make a bad bet. But money inspiration’s great Wednesday. Pisces Feb. 19-March 20: Rest deeply Sunday/ Monday – Monday p.m. onward, your energy and charisma rise, and Tuesday morning begins a month of romance, creativity, pleasure and adventure! But Monday also starts six weeks of friction on the home front. Be gentle with parents and kids. Romantic urges outside the home might cause dissention within it. These same six weeks, you might have an opportunity to buy or sell real estate – OK, but strictly avoid moving into a new residence before Aug. 3. (It would “set up” long-term friction.) You might change sources of income. Joy Wednesday: thank God. timstephens@shaw.ca • Reading: 416-686-5014
