he case of a girl who lived hungry and confused for a week beside the body of her dead mother last year shows changes are needed to services for children with special needs, according to B.C.’s Representative for Children and Youth. When Mary Ellen Turpel-Lafond first heard about the death of a woman at the Cultus Lake Village mobile home park and how her 15-yearold daughter with Down syndrome was found emaciated and malEB IRST nourished next to First reported on the body on Sept. chilliwacktimes.com 14, she said she was “horrified.” When she was finally discovered, the woman (whose is not being identified for the sake of the girl, who is in government care) had been dead for approximately a week and her body had begun to decompose. The park resident who entered the home along with the park manager and found the woman spoke with the Times in November but did not want his name used. He said when he saw the girl through the window she said “hello” to him. The woman’s adult sons said the Ministry of Children and Family Development (MCFD) ignored warnings about their mother’s alcoholism and drug abuse. Last July, one son visited the trailer, which the other son described as being filthy and “like an episode of Hoarders.” On Monday, Turpel-Lafond released a report into the incident entitled “Isolated and Invisible: When Children with Special Needs are Seen but Not Seen.”

ne of the perpetrators of a violent 2006 home invasion in Chilliwack was killed over the weekend in a targeted attack in Surrey. Christopher Jai Reddy, 24, was killed Friday after being shot multiple times. Last year he was sentenced for his role in a serious 2006 home invasion during which Reddy and two others stormed a Chilliwack Lake Road home armed with guns and beat up the male occupant. Reddy plead guilty to a range of charges, including break-and-enter, robbery, unlawful confinement, disguising his face, possessing a weapon and uttering threats. He was sentenced to more than seven years in jail, spent about half that while awaiting trial and sentencing, and released in 2010. Reddy was later arrested in 2010 after a Burnaby gangrelated shooting as police tried to curb gang tensions.

P

olice arrested a 31-year-old Chilliwack man early Sunday morning with some help from a homeowner. Mounties say an alarm tipped the owner off to a man rummaging through his garage. The homeowner confronted the man and when police arrived, they found the two grappling on the street. The suspect was taken into custody and the homeowner wasn’t injured in the incident, but police are reminding the public that they don’t want to see them confront criminals.

“We really don’t want to encourage people to take the law into their own hands,” said RCMP spokesperson Const. Tracy Wolbeck. “Someone who is breaking into your house likely has weapons with them in order to follow through with their intentions. The police are trained to handle these situations and will respond very quickly when the call comes into us to try and avoid a homeowner having to engage a suspect.” The man arrested Sunday is facing charges of break and enter and possession of breakin instruments.

Union says fire showed why more staff needed

T

he union representing Chilliwack firefighters is renewing its call for more manpower after a townhouse fire last

week. Despite early reports that someone may be inside a townhouse that caught fire last Tuesday, Chilliwack Fire Fighters Association president Keith Corbett said the first firefighters on the scene had to wait five minutes for a second crew to arrive before entering the building. Workers Compensation Board rules require at least four firefighters be on scene before a burning building is entered. But neither fully-staffed engine at the main Chilliwack firehall carries a crew of four firefighters. It often takes around five minutes for the second engine to arrive, said Corbett. “The public, as far as I would assume, has the interpretation that when the first fire truck arrives on the scene, that if there’s somebody inside the building they’re able to go inside and rescue them, but that’s just not REPORT, from page 1 “While that incident in itself is so deeply disturbing, my investigation found that details of this girl’s life circumstances prior to her mother’s death were equally troubling,” said TurpelLafond in a press release issued Monday. “The neglect of her needs for a very long period of time before her mother’s death was significant, and she was all but invisible to service providers who should have been focused on her wellbeing. “If there had been a plan in place to ensure high visibility, the harm caused to this girl by being left with her deceased mother would likely have been prevented, and her life before her mother’s death would have been much richer and more dignified.” Turpel-Lafond’s investigation determined that there was no comprehensive plan for the child’s development or for her future. There was instead piecemeal provision of inadequately monitored care and support, confusion about roles and responsibilities, and no meaningful assessment or planning. Turpel-Lafond found that towards the end of her life, the woman could barely walk, strug-

the case for the City of Chilliwack,” Corbett told the Times. “Most other municipalities, their first truck has the ability to enter. And the longer you put that off, the more hazardous environment it is inside the building and the chances of finding anybody alive inside dramatically decrease.” No one was home when last week’s fire broke out, but the firefighters say that the lack of staffing and dependence on paid-oncall firefighters is problematic when a resident is trapped. “While the paid-on-call firefighters are dedicated and serve the city well, they cannot provide a guaranteed response 90 per cent of the time,” a union press release states. “Response times average between eight to 18 minutes or more when responding or when needed for backup to perform rescue. It’s simply not enough time to expect to rescue people trapped in a residential fire when fire doubles in size every 30 seconds and toxic gases typically cause flashover in eight minutes from the time of ignition.” The firefighters would like to see spending on fire protection double, from $5 per month per person, to $10 per month per person.

SENIORS’ DAY

Detailed strategy gled with addictions, poverty and isolation, and could not look after her daughter. As a result of her problems, service providers were focused on the mother instead of the daughter. Also of “significant concern” was that the woman’s income assistance file was closed with no follow-up with the family, despite the fact that she was a single parent with a special needs child struggling in poverty. Turpel-Lafond issued four recommendations, including a call for a detailed strategy to ensure that children and youth with special needs receive services they require, and a review of the plans for children transferred from Community Living BC to MCFD. She also recommended that income assistance to families with dependent children or special needs youth should not be terminated before an MCFD review and that personal contact must be made with the family, including a home visit to ensure other effective supports are in place. - with files from Postmedia

10% IF HST REMAINS The Federal government has made it the law to reduce the HST in BC. The HST will drop from the current 12% to 10% in two stages -- if BC doesn’t go back to the 12% GST/PST. The BC Government asked Ottawa to reduce the HST to reduce the cost to families, and now it is law. 10% HST will save the average BC family $120 per year compared to going back to the higher 12% GST/PST. Since 2001, the BC Government has decreased provincial income taxes by 37%. BC gained 5,200 jobs in May and 30,000 more people are working compared to last year at this time.* Lower taxes and more jobs. It’s working for BC. *Employment figures courtesy of Statistics Canada.

◗ Opinion

No shortage of post-riot phoniness

T

he pathetic apologies from participants in the Stanley Cup riot continue to be published and uploaded without a hint of sincerity. It’s interesting that not one rioter who was not identified on a social media site has paid a visit to the police or come forward to admit to participation. I guess you only need to be sorry if you’re caught. Commentators from near and far are demanding swift and meaningful justice. Don’t hold your breath. No one is going to do time over the riot. Despite Premier Christy Clark’s insistence the ringleaders be sent to jail, it isn’t going to happen. The premier might want to take a moment and look at the company she keeps for an explanation. In government, the Liberal Party of Canada; which Christy has long adored and cheered, overhauled the criminal justice system so offenders such as those involved in the riot would never see the inside of a jail. Anyone convicted will be given a conditional sentence or some type of community service. But don’t fool yourself into thinking there’s going to even be a conviction in the first place. As a rule, we don’t prosecute first time offenders thanks to Liberal justice reforms and it appears

JOHN MARTIN

Crime Matters many of the rioters don’t have criminal records. It is most likely they will never even go before a judge. But even if there was a will to put these people on trial, which there isn’t, it’s not in the cards. And you can pin the blame for this on Team Christy. The BC Liberals have been starving the criminal justice system and it is routine for all but the most serious charges to be stayed or dismissed. We don’t have enough judges, prosecutors or sheriffs to handle the current caseload, let alone the hundred of rioters. Despite the public uproar regarding the riot, vandals and looters will not be on the priority list for prosecution. Yes, there has been some talk of restoring a portion of the sheriff services that have been cut in this province. But this is little more than buckling under to intense criticism from across the spectrum regarding the foolishness of such cutbacks in the first place. The premier was quite the

super fan during the playoffs. She never missed an opportunity to mug for the camera in her Canuck’s jersey. Anyone have a shot of her wearing the home colours before or after this playoff run? And now in a disgraceful display of opportunism she’s trying to emulate former New York mayor, Rudy Giuliani, by taking a tour of the rubble and posing for the camera with a broom in her hand. Let’s not forget that the BC government paid out $6 million to ensure the public would never know what really happened in the BC Rail scandal. Six million dollars would have gone a long way to providing desperately needed resources to the criminal justice system; resources that could have been used to prosecute the rioters. But, priorities are priorities. As self-serving and insincere as the multiple apologies from the thugs and creeps who wreaked havoc in Vancouver are, the premier’s vow to hunt down and jail them is just as hollow. ◗ John Martin is a criminologist at the University of the Fraser Valley. here are some issues that should be above politics. Cancer is one of them, but the newly elected Conservative government has managed to drag even this issue down into the mud and muck of partisanship. Canada’s representatives have singlehandedly blocked a UN treaty—the Rotterdam Convention—from listing chrysotile asbestos as a dangerous chemical. Chrysotile asbestos causes lung cancer, a particularly nasty form of it. It typically affects people who work with the material. Not in Canada, mind you, but in developing countries. Canada bans the use of the fireproof material in construction. But it does export it to countries like India and the Philippines, where workers have less protection, both legal and physical, from breathing in the noxious particles. Listing asbestos under the Rotterdam Convention would have forced exporters to warn importing countries. They could then turn down the shipments on safety and health grounds. It’s worth noting that Canada is the only country to now block the new rules. Other countries had come around. But now, to protect Canada’s right to export death, our government has stepped in to scuttle the deal. This shouldn’t be a surprise. During the recent election campaign, PM Stephen Harper publicly stood up for the carcinogenic industry when he stumped for votes in Quebec—which is where the only current, and possible future, Canadian asbestos mines are located. Not every Conservative is so deeply out of touch. Langley MP Mark Warawa recently spoke of doing something about asbestos exports, and we hope he continues to go against the grain and stands up to his party. He can expect support from retired MP and cancer survivor Chuck Strahl. The sad thing is that this is an issue at all. Preventing cancer should be an issue that all can support.

Don’t accept their HST lies Editor: Democracy is what Canada is all about and what we promote worldwide such as through our Armed Forces in Afghanistan. Because we have been lucky enough to be raised in a democratic country, we have also inherited the responsibility to preserve it. Citizens must take responsibility to make democracy work. If our elected officials fail in their elected responsibility, then we as citizens of democracy must make them accountable. The BC Liberal Party lied to the citizens of B.C. about the HST. We must make them accountable for it. Vote “Yes” to get rid of the HST in this referendum. Forget all the TV rhetoric where

paid actors state scripted verbiage. If we fail to preserve democracy in our own province then our children will bare the brunt of our irresponsibility. If we accept lies from our elected officials, then we are moving toward feudalism where the leader has absolute power. It reminds me of the saying “in democracy your vote counts; in feudalism your count votes.” Citizens of B.C., take the right course of action to preserve democracy by making elected officials accountable. Vote “Yes” to get rid of the HST. Ray Steigvilas Chilliwack

Simply more deception Editor: I received the “HST Referendum Voters (Sic) Guide” in the mail as I expect all voters did. As I examined it I was puzzled by the tiny B.C. logo in the right hand top corner of the front page, next to the tip of the pencil and then the “Important Notice to B.C. Editor: I have read with interest the different sides of this issue that happened a few weeks ago about the anti-abortion group in front of Chilliwack middle school. Has no one realized yet, that this issue is not about “freedom of speech” or “women’s rights” or “religion/non religion?” And before anyone jumps on their bandwagon, I believe in all. I am the grandmother of two young girls who go to Chilliwack middle school. When I heard about the antiabortion group, the first and only thing that crossed my mind was this: These people

back page. I wondered, from whom did this guide actually come? Was it from the B.C. government or from Elections B.C.? It could hardly be from both, since we understand that Elections B.C. is an independent non–partisan office of the Legislative Assembly. Now, I have learned through Vicky Huntington, Independent MLA for Delta South, that the guide was issued by the Ministry of Finance. So the booklet is actually government propaganda, dressed up in the tiny B.C. logo, deliberately designed to make the recipient think that he/she is receiving an unbiased guide from an independent source, presumably Elections BC This is simply more deception, in the stupid, costly and most undemocratic story of the HST. Has this government no moral/ethical sense whatsoever? Ella Morrigan Bell Chilliwack

Editor: Some people treat the HST referendum as an opportunity to give the B.C. Liberal government a black eye: “It’ll be great protest vote! We’ll make those Liberals pay!” Don’t forget the $1.6 billion that the federal government wants back. How much is $1.6 billion? The CBC says the Stanley Cup riot will cost $5 million to clean up. If so, well, for $1.6 billion, we could afford another riot every day for 10 months, and still have a few million left over. Who pays that bill? You and me. Those tax dollars won’t pay for social programs. You saw the images of police cars burning in Vancouver? I’m picturing $1.6 billion of hospitals and classrooms on fire. That’s a really big protest vote. Are you sure you want that much wreckage? When the election comes— and it’s coming—it won’t matter which party wins. If we scrap the HST, the taxpayers of B.C. will still owe that $1.6 billion bill. We’ll wear the black eye. Last week Mr. Raddysh urged your readers to scrap the HST. I disagree. But he also urged voters to investigate before voting. I heartily agree. He recommended some anti-HST reading material. Yes, read it. But investigate the pro-HST side too. For some humour and criticism, I liked fightfighthst. com. For analysis, I learned a good deal from the independent experts’ report at hstinbc.ca. If you honestly think that the old tax system was better for B.C., then vote “yes— scrap it.” At first, I felt angry at some specific changes that HST brought. But overall, I think it’s good for B.C. Young golfers set to tee-off in Junior Divot tourney BY TYLER OLSEN tolsen@chilliwacktimes.com

Y

oung golfers from around the Lower Mainland will once again take over local golf courses next week as a popular and long-running youth golf tournament returns to town. The annual Optimist Fred Wellsby Junior Divot Golf Tournament begins July 4 at Kinkora Golf Course. The tournament is open to golfers 15 years old and younger. The late-Fred Wellsby started the tournament nearly 20 years ago. The Optimist Club of Chilliwack came on board shortly thereafter to help co-ordinate the tournament. Throughout the years, Optimist organizers Glenda Standeven,

Pair of wins for Slammers The Valley Sportzone Slammers now have a 9-6 Fraser Valley Men’s Fastball League record after a pair of wins Friday at Townsend Park. Valley Sportzone topped the Agassiz Merchants 5-1 in the first game. Clayton Beck struck out seven batters to pick up the win. Chad Buckle was two-forthree with three runs batted in and Matt Quapp was two-for-four with an RBI triple. The Slammers won their nightcap 7-0 over the Abbotsford Blazers in just five innings. Todd Morrison, Noel Sharman and Rod Spitzig all homered for Valley Sportzone while Kevin Naswell picked up the win, going the distance and striking out eight. Vaulters start off great Chilliwack’s Cheam Vaulters started off their competitive season with some impressive scores at Jump into June, a recent Equine Canada-sanctioned equestrian vaulting competition in Chilliwack. Over 100 vaulters from B.C. and Alberta competed in some very large classes, ranging from tiny tots to the national levels. The top local placing at the national canter level came from Raven Schmidt, who finished third in the two freestyle rounds and fourth overall for the weekend. Other Chilliwack successes came from Alexis Hamilton, who placed third in her trot class, and Tabitha Stegemann and teammate Mint Featherstone, who placed first and second, respectively, at the walk level. In the costume class on the stationary barrel, Alanna Stewart placed second. In team vaulting, a group of six vaulters performs together in a choreographed routine with two or three on the horse at the same time. Cheam’s walk

Everett Worth and Julie Muirhead have watched the players grow, perfect their swings and go on to play as adults, many of whom have become professional golfers. Last year, Eugene Wong—who won the tournament at the age of eight and now putts for the University of Oregon—was handed the Nicklaus Award as the NCAA’s collegiate golfer of the year. Not all golfers are college-level duffers; to play in the tournament, participants just need to be able to score 100 or better on a par three course. That rule is so play continues at a steady pace. After the first tournament, players will be paired with peers of similar ages and skills. The tournament is a highlight

of the organizers’ summer, said Standeven, who will spend a week of vacation time co-ordinating the tournament. “I like seeing the differences in the kids from one year to the other, the improvement, how much they’ve grown,” she told theTimes. While the tournament boasts dozens of golfers each year, girls have traditionally been underrespresented. In all the years of tournament play only one girl, Samantha Kirk, has ever won the year-end championship at The Falls. Standeven would like to see more girls this year. “It would be really nice to see those numbers more even, just because it’s really fun for the kids. They love it,” she said. “We have all levels of

golfers, we have the kids who are par and below par and we have kids who are getting pretty close to that 100 mark.” The tournament runs through the first two weeks of July and includes stops at six local golf courses (Kinkora, Cultus Lake, Aquadel, Fraser Glen, Cheam andValley Golf). The $15 registration fee is payable on the day of each event and includes pop and a snack. There are net and gross prizes in every age category: nine and under; 10-to-12-year-olds; and 13-to-15-year-olds. Tournament rules are in effect so no caddies are allowed except for the nine and under category. The overall winner of each tournament is invited to play at The Falls in the Optimist Championship Tournament on July 14.

Schedule: July 4 at Kinkora Golf Course 10 a.m. registration July 5 at Cultus Lake Golf Course noon registration July 6 at Aquadel Golf Course 11 a.m. registration July 7 at Fraser Glen Golf Course 11 a.m. registration July 8 at Cheam Golf Course 10 a.m. registration July 13 at Valley Golf Course noon registration ◗ Tee off is one hour after registration begins. The 13-to-15-year-olds will tee off first. The Falls Invitational tees off at 1:30 p.m. on July 14. To preregister, call or visit each golf course to sign up for the tournament. Jock scraps team dealt well with a last minute change of horses and vaulted to second place in the walk category. Team members were Ali McKitrick, Helga, Sierra and Levi Pankonin, Josh Anema and coach Alisa Schmidt. The new Radiance canter team comprised of vaulters from both Cheam and the Triple M vaulters in Langley made its debut at this show and wowed the crowd as the only team performing at the national canter level. Team members were Darla Ricka, Jessica Church, Abigale Wynberg, Tauren Deluca, Cassie Sponchia and coach Alisa Schmidt. Next stop for the Cheam Vaulters will be the Canadian National and BC Provincial Championships, which will be held at Heritage Park in Chilliwack in mid-September. In addition, Cheam’s Alisa Schmidt is currently in California representing Canada at CVI Saratoga, a qualifying competition for the 2012 World Championships. Schmidt is the reigning Canadian women’s champion and recently had the highest scores at the American Vaulting Association’s regional championships in Washington. ummer is here, and that means it’s time to lace up those running shoes and get walking. The fifth annual Chilliwack Walks—8 Walks in 8 Weeks Challenge kicks off July 5 on Fairfield Island, and runs every Tuesday evening until Aug. 23. Walkers of all shapes, sizes and ages can meet at locations around Chilliwack to walk for fun and fitness. The program has grown by leaps and bounds, and last year a record 1,251 walkers hoofed it around the city, taking in the sites and racking up physical- and mental-health benefits. “People really want a free opportunity to come together and do something fun, and I think Chilliwack Walks gives them that,” said Chilliwack Family YMCA health and fitness manager Andrea Gieselman. In the past, each of the eight walks featured a longer four-kilometre route and a shorter two-kilometre route (both suitable for all ages and accessible to wheelchairs and strollers). Responding to popular demand, however, organizers have extended some of this year’s long walks by up to a kilometre. “It depends on the area that we’re walking through,” said Gieselman. 0 .9

Mounties sweep Cougars

C

hilliwack’s Midget AAA Cougars squared off with the Vancouver Mounties in an afternoon double header on Saturday. The Cougars ran into solid pitching in the first game as the Mounties’ jumped out to an early lead and finished with an 8-1 victory. The Mounties’ chucker mixed it up just enough to keep the Cougars bats at bay. Derek Riediger started on the hill and turned the ball over to Gage Mclaren in the fifth inning.

The second half of the double header saw Brad Fitzsimmons take to the hill for his third start of the season. After dropping four runs in the first, Chilliwack went to Joey Pharand for relief, Mclaren revived the bats with a triple and a single. A late charge with singles from Pharand, Riediger and Mike Anderson was too little too late as the Cougars fell to the Mounties 5-2. ◗ The Cougars’ next home game is Tuesday as they host the Cloverdale Spurs at Fairfield at 7 p.m.
