he end of summer vacation brings the conclusion of what appeared to be a successful pilot project for Rocky Point Park in Port Moody. The Summer Concert Series was the test ground for bringing food carts to the popular park. And vendors and city politicians alike are giving the project glowing reviews. “Our overall experience with it turned out to be great,” said Allessandro Gladden, owner and operator of Hotties Panzerotti, one of four food carts chosen for the project. He said since it was a pilot project, he didn’t know exactly what to expect, but there turned out to be enough business to make it worth taking part. In fact, Gladden told The NOW he’ll come back next year if food cart vendors are invited, and he would even like to see the program expanded to the entire weekend. The pilot project, which was originally conceived by the city’s economic development committee and approved by council last spring, had food-cart vendors in the park on Sundays through Aug. 26, the length of the concert series. In all, city staff recommended four vendors for the pilot, including Old Country Pierogi, Gourmet Hotties, This Little Piggy and Hotties Panzerotti. Coun. Diana Dilworth echoed Gladden’s sentiment. “From start to finish, it was a good idea and a great success,” she said. Dilworth suggested some people were coming to the park just for food carts, while others who where there

A report on the pilot project is expected to be in front of council later this fall. Dilworth said the report would likely focus on several areas, including whether to open up the park to carts next year, adding more vendors and adding more days they can operate. The councillor said she looks forward to having the discussion around the council table. That’s not to say there weren’t some

critiques to the project. Council approved a second pilot project to divert compostables from regular waste at the park during the series. The pilot would see an organic collection cart included as part of the recycling station selected for the foodvendor project. Volunteers manned the collection carts, or “zero-waste recycling stations.” Dilworth said she isn’t sure it was that successful and suggested the city

could have put more focus on the project. “It was a valid attempt, but I think we need to look at that one a little closer,” she said. Meanwhile, Gladden said he’d like to see more publicity and awareness the carts are in the park, noting some people he spoke with who came down for the concerts didn’t know the food options were available. Police noted more than 1,000 invitations were sent out via social media including instructions for party-goers to meet at Lougheed SkyTrain station and head to Coquitlam Centre before proceeding to the home. Local Mounties are warning anyone with plans to attend one of the parties that police are aware and are committed to making sure those plans fall through. “We are well aware of the Project X party trend and we know from watching what’s

happened in other jurisdictions that if these parties happen, they get out of control very fast,” said RCMP Cpl. Jamie Chung in a statement. “Anyone planning to throw one of these events or go to one in our area should know that we are doing everything we can to be the ultimate party-poopers.” The RCMP also note they will be speaking with youth, scouring social media sites and stepping up patrols and road checks during the last weekend of summer and the first few weeks of school.

The RCMP in Langley just last week was on the lookout for a similar party. The detachment stepped up patrols in the Walnut Grove area, but ultimately no one showed. Police in that community also got wind of the possible party through social media sites, even deeming it a possible hoax. Project X is a movie about a group of teens who decide to throw a big party, which ends up getting out of control, eventually destroying the neighbourhood.

Fire deemed ‘suspicious’

It was a busy Wednesday morning for Coquitlam RCMP, who were investigating an overnight shooting and the separate discovery of a body. Mounties were called to a mobile park unit in the 100 block of King Edward Street around 11 p.m. Tuesday to a report of a shooting. Investigators found a victim in his mid 40s suffering from a non-life-threatening gunshot wound. The Coquitlam resident was taken to hospital, but later released. The detachment’s major crimes section is investigating, but few details have been released regarding the incident. “At this point we don’t have a lot of information to give out,” said RCMP Cpl. Jamie Chung. There is no word on any suspects, nor did RCMP provide a possible motive, however,

The name of the person was not being released, as efforts were underway to notify family members.

A fire at a heritage home in Maillardville originally deemed suspicious will keep that classification for now. Coquitlam Fire and Rescue chief Tony Delmonico said fire investigators have had trouble figuring out the exact cause of the blaze that destroyed the abandoned fourplex at 1123 Brunette Ave. on Aug. 13. “Due to the damage sustained by the building, it’s difficult to precisely pinpoint the actual cause,” he said. The home had been boarded up prior to the fire and there was no power or gas going to the building. Delmonico noted there were first-hand reports of “suspicious activity” in the neighbourhood prior to the blaze.

The investigation has been referred to Coquitlam RCMP. The home was also the scene of a fire one year earlier. At one point, five fire trucks and 20 firefighters were working on the blaze, while smoke blanketed the Como Lake area between Mariner Way and Blue Mountain Street. The fire department has also handed the investigation into another suspicious fire in the Maillardville area over to police. Fire crews were called to the 900 block of Tupper Avenue during the early morning hours of Aug. 25 to a stolen three-ton cube van on fire. The blaze spread to the roof of a nearby auto body shop, but was quickly extinguished. The building suffered an estimated $5,000 in damage, while the truck was a write-off. Delmonico noted fire investigators don’t believe the two fires are related. The truck was reported stolen from New Westminster.

The silent debate

t’s the hot potato nobody wants to pick up — in fact nobody wants to even admit they have an opinion on it. You won’t find Premier Christy Clark sending out a statement on it, or Adrian Dix. We don’t even think John Cummins is making it a plank in the B.C. Conservatives’ platform. The hot potato? Foreign real estate investors. The folks who have enough money to buy two or three units in a new condo tower, a small B.C. island, a couple of houses in the British Properties. They may be living in the U.S., Germany or China — but they all see a future in buying residential real estate in B.C. The average person believes foreign investors are driving up the price of real estate in the Lower Mainland. The thinking goes that offshore investors have a whole lot more money than the average B.C. resident, and we simply can’t compete with folks who can buy three or four million dollars worth of property for investment. Real estate agents seem to be split on whether the number of offshore buyers is enough to skew the market. Some will tell you it is; others say the number is too small to have an overall impact. But if you’re a young person who has been outbid by a foreign investor, the statistics don’t matter. Some countries have strict rules on how many, if any, properties non-residents can buy. Canada does not. Some countries charge higher tax rates on real estate purchased by foreigners for investment purposes. B.C. does not. And then there are the Canadian sellers who, naturally, don’t want to be limited if it means reducing their earning potential. And if that doesn’t scare off those pesky dogooders, then write rules that are so convoluted that most groups will likely wave a white flag before even trying to decipher what they mean. As an example, the B.C. Elections Act defines “election advertising” as “the transmission to the public by any means … of an advertising message that promotes or opposes, directly or indirectly, a registered political party or the election of a candidate, including an advertising message that takes a position on an issue with which a registered political party or candidate is associated.” Heady stuff that: “by any means,” “directly or indirectly,” “takes a position on,” “is associated.” How does a group account for the cost of an existing web page that may overnight become “election advertising” during a pre-campaign or election period because it might “indirectly” promote or oppose a political party “associated” with an issue? This isn’t the stuff of make-believe. Part of an existing church’s website may be deemed “election advertising” eight months from now and its costs tallied against that church’s spending limit, even if words like “vote,” “elect” or “re-elect” are nowhere to be found on it, but “poverty” is. And don’t even begin to think that there’s some rhyme or reason for that $3,000 limit either, because by setting a uniform limit across districts instead of

per registered voter the B.C. government tossed the concept of a level playing field out the window. According to Elections BC, in 2009 the largest riding in B.C. — Comox Valley — had 47,772 registered voters; the smallest riding — Stikine — had 12,291 registered voters. So based on that $3,000 limit, a third party can spend up to 24.4 cents per voter in Stikine, while in Comox Valley they can only spend 6.3 cents per voter. Different card games, different rules. But the B.C. government will claim it’s the principle that counts. And they’re right. Reasonable limits should be placed on the election spending of third parties so that the wealthy don’t drown out other voices and other voices have a reasonable chance to communicate with voters. But surely principles are principles. You don’t cherry pick when and where they apply, as the government did in the HST referendum. If unbridled third party spending is a threat to our democratic system during an election, then it’s also a threat in a referendum or a race for city council. A quick review of existing election legislation in B.C. reveals a

hodge-podge of rules that are often contradictory and ill-defined. For instance that “pre-campaign” period now before the Court of Appeal — it would only exist in some B.C. elections, not all of them. It doesn’t exist in a byelection or when a minority government falls on a confidence vote. It may not exist if a governing party changes leaders and the new premier calls a snap election. The B.C. Recall and Initiative Act doesn’t have a pre-referendum, pre-initiative or pre-recall period. Not only is there no pre-campaign period in local elections where fixed election dates were in place long before 2001, there’s also no limit on spending by candidates or third parties. Zilch. Maybe before the B.C. government went to the Court of Appeal it would have been a better idea to go back to the drawing board to draft legislation that is consistent across all elections and referendums and with rules that are not so convoluted as to require a PhD in Comparative Literature and Interpretive Techniques to figure out what they actually mean.

Pipeline a great idea Media mogul David Black has my full support for his proposal to build a $13-billion oil refinery near Kitimat to process heavy oil from the Enbridge pipeline. I’ve had the same idea myself. Why should we let the Asian countries buy our Canadian crude oil and refine it for their markets when we could add value by refining it here in B.C. and shipping them the finished product? This is a strategy that would create local jobs for our own citizens and address the environmental concerns around oil tankers travelling in B.C.’s To The coastal waters. I know for a fact that Alberta wants to do this because I worked on a project in East Edmonton (a stone’s throw from the refineries in Fort Saskatchewan) that would have seen it become a reality. And as long as Enbridge meets the conditions and standards set out by the premier, moving heavy oil from Alberta through a pipeline would be a heck of a lot better than shipping it by rail or truck. That’s why B.C. should be working with Alberta on exactly the kind of joint interprovincial venture David Black is proposing, a venture that would bring valueadded tertiary oil refining to B.C. along with the heavy oil pipeline. Farmers markets a delight As a mom of two young kids, I love participating in fun community activities around the Tri-Cities. Farmers markets Editor have been a great part of our summer, where we buy our produce, sample some goodies, and check out local artists and entrepreneurs. My kids have a lot of fun listening to the local musical talent — my three year old even refers to the Spirit Square Farmers Market as the “Dancing Market,” as that’s what she loves to do there. On Aug. 24, my nine-month-old daughter was absolutely mesmerized by the young cellist, who even broke into “Twinkle Twinkle Little Star” for her. Young workers need to know their rights

At the start of the school year, many secondary and post-secondary students will be transitioning into part-time jobs in addition to their time in school. These working experiences are valuable for young people as they will learn skills that will be used throughout their adult lives. However, it’s important that they and their parents are aware of their rights and responsibilities at work. Following are some facts from B.C.’s Ministry of Labour, Citizens’ Services and Open Government: ◗ An employer cannot pay workers less than minimum wage, and an employee who reports for work must be paid for at least

two hours even if he or she works less than that amount of time. ◗ Tips or gratuities are not wages. Employees must be paid minimum wage (or, if over 19 years of age and serving alcohol, the liquor server wage) in addition to any tips or gratuities they receive. ◗ All employees must be paid at least twice a month, and a pay period cannot be longer than 16 days. Here in the Lower Mainland similar cutbacks have happened at Kwantlen Polytechnic

According to the Business Council of B.C., over 75 per cent of all new jobs will require some form of post-secondary education. Despite the obvious benefits of post-secondary education, the most critical form of funding for public institutions — the provincial operating grants — has not kept pace with underlying needs. On a per-student basis, after taking inflation into account, that funding has declined over the last 10 years. What that means at the institutional level is that programs are curtailed, wait-lists for key courses grow longer,

University and Vancouver Community College, where the funding crunch has forced administrators and faculty to further rationalize program offerings. Students are the hardest hit in this funding squeeze. When course offerings are reduced or wait-lists grow, that means it will take longer to complete a degree or diploma. Four-

year degree programs typically take six years or more for the average student to complete. Add to that higher debts from rising tuition fees and the burden for today’s students is significant. B.C. can do better than that, but it takes investing more in post-secondary education to get us there.

Labour Federation offers free ESL classes on workplace health and safety In an effort to help immigrants in the B.C. workforce, the B.C. Federation of Labour is offering a free ESL course this fall. The evening workshops are open to workers throughout the Lower Mainland who want to improve their English speaking skills while learning about workplace health and safety. “This program is actually unique in Canada,” said Gord Lechner, director for the health and

safety centre of the B.C. Federation of Labour. “We’re trying to overcome any barriers that people have to accessing health and safety information.” Participants will have an opportunity to improve their language skills while learning about topics such as workplace violence, preventing back injuries, workplace chemicals (WHMIS) and identification of hazards.

This is the sixth year the program has been offered in the Lower Mainland, and is a wellused resource, said Lechner.

All levels of English are welcome, but participants must either be working or intend to work in B.C. sometime in the near future.

About 70 people have registered, and organizers expect to add more classes once the final list of participants has been confirmed.

The course runs from 5:45 to 7:45 p.m. on Tuesdays and Thursdays for 14 weeks, starting Sept. 11, at 200-5118 Joyce St. in Vancouver (at the Joyce SkyTrain station).

The program was started in response to high profile tragedies that highlighted the need for increased awareness of health and safety rights and responsibilities for new Canadians with language or literacy barriers. Upon completion, participants in the program will receive a certificate and be invited to a graduation dinner.

This program is coordinated and run by the health and safety centre, a division of the B.C. Federation of Labour, with funding from the B.C. Workers’ Compensation Board (WorkSafe BC). For more information, or to register for the program, visit www.healthandsafetybc.ca/esl.

A SALUTE TO LABOUR UNIONS

Labour helps build community A MESSAGE FROM THE UNITED WAY OF THE LOWER MAINLAND United Way of the Lower Mainland and the labour movement have been partners for more than 30 years, working towards the same community-building goals, and ensuring that workers and their families have access to social services in their communities. This year, as Canada celebrates Labour Day, the partnership is as strong as ever, and as critical to both organizations as they work together to achieve social change within the Lower Mainland. Each year the United Way and labour partnership brings together hundreds of labour volunteers within the workplace to help raise funds for social change, specifically to help break the cycle of poverty and prevent bullying and social isolation — three key priority areas for UWLM. “United Way can’t do this work alone”, says George Davison, secretary-treasurer, Federation of Post Secondary Educators and this year’s UWLM Campaign Labour committee co-chair. “Labour and United Way, together, power positive change and create a better future for children, seniors and their families, right here in the communities we live in.” Co-chair Irene Lanzinger, secretary-treasurer for the BC Federation of Labour, adds, “We all play a role in improving the lives of those who are vulnerable in our communities. The more solidarity we share with the community in tackling these issues, the stronger we

are as a movement.” This year, more than ever, the partnership between labour and United Way is seen as critical to raising the resources United Way needs to improve lives and strengthen communities: B.C.’s child poverty rate has been the highest in Canada since 2002, bullying often makes headlines and many isolated seniors are vulnerable to poor physical and emotional health. Along with its labour partner, United Way of the Lower Mainland will continue to work on the root causes of social issues such as poverty, bullying and social isolation. UW will do this by supporting research, investing in organizations that deliver programs, advocating for change, and evaluating its investments to ensure long-term social change. Change starts here.

Distracted driving: Leave the phone alone

B.C roads will soon see an influx of traffic as students head back to school. Just as schedules get busier in the fall, so will our roads. When we’re busy, it’s tempting to multi-task by talking, texting or emailing from your phone while in traffic or stopped at a red light. The reality is that distracted driving is the third leading cause of fatal car crashes in B.C. which is why this year’s campaign is focusing on educating drivers and helping them understand what is and isn’t allowed under the law. To help everyone get to where they’re going safely, ICBC wants to help dispel some of the most common misconceptions about distracted driving: “I can call or text when I’m stopped at a red light.” The law applies even when you’re stopped at a light or in bumper-to-bumper traffic. Studies show that drivers who are talking on a mobile phone lose about 50 per cent of what is going on around them, visually. When you’re stopped at an intersection or slowed in traffic, you’re still driving. We can all do our part — set an example for your passengers and other drivers — keep your hands on the wheel and your eyes on the road. “It’s okay to use some of the other features on my phone while driving.” Under the law, drivers can’t use any handheld electronics while driving — that includes checking voice mail, making music selections, programming a GPS

Langley ousts senior Adanacs in WLA final For a team that didn’t even make the playoffs last year, it’s hard to characterize coming within two games of a Mann Cup berth as disappointing. And for his part, Coquitlam Adanacs coach Bob Salt wouldn’t have it any other way. “I’m so proud of this team,” he said. “We went with a plan to rebuild this team and for them to play like they did was awesome. They played way, way better than most people thought they could.” The Adanacs bowed out of the Western Lacrosse Association playoff final Wednesday after dropping a 95 loss to the two-time league champion Langley Thunder, ending the series in six games. The Adanacs were able to roll with the Thunder up until the midway point of the second, holding down a 3-2 lead until Langley tallied four straight in a span of five minutes. Entering the third down 64, the A’s were then outscored in the third by a 3-1 margin. “They’re a very experienced team, but the fact is, they’re a really good lacrosse team,” Salt said. “They were built to go to the Mann Cup this year and we were in their way.” Coquitlam’s offence was led by a two-goal night from Mark Negrin, while Ryan Johnson, Daryl Veltman and Ben McIntosh each chipped in with singles. Nick Rose made 37 saves on 46 shots in the Coquitlam nets, and was terrorized by playoff MVP Lewis Ratcliff all series long. The two-time Mann Cup winner collected 49 points in the WLA playoffs and put up five points on Wednesday, including the game winning goal. “Langley’s a terrific team. Our guys should hold their heads up high,” said Salt.

t’s not just 400-metres of prime time for Coquitlam’s Dustin Walsh at the upcoming Games in London. This time, it’s 500 — as in the 400m and the 4x100m relay — as the veteran runner adds another event to his portfolio. The 29-year-old sprinter signed up for the relay race understanding that the difference between his usual 400m event and the relay is as basic as the handing of a baton. Timing is everything. Being in sync for a split second is the only difference for Walsh, Braedon Dolfo, Jon Dunkerley and Brandon King. But when you consider that all four are blind — they run alongside guide runners and have spent much of the year split across Canada — you can imagine the challenge. “It’s a new event for us. It’s different but I feel strongly about medalling,” said Walsh, who grew up in Coquitlam but recently moved to New Westminster. “There are no guarantees going in that you land on the podium.” The foursome has had a few opportunities to rehearse their dash, but those rare opportunities have been positive. Walsh, who with three Paralympics under his belt, brings the most experience. But he’s relatively new to the relay. The foursome have had to work in two tandems — with Dunkerley and King based in Ontario, and Walsh and Braedon here in B.C. He will also break in a new running guide, as Dylan Williamson takes over from his Beijing partner Steve Walters, who is sidelined with an injury. “We sort of recruited Dylan a year ago to follow us, and he’s proven to be a terrific teammate… He carries quite a bit of pressure in the relay, and it’s his job to take the baton, to keep up.” A sprinter at heart, Walsh has embraced his new event with the same dedication that has taken him to multiple international competitions. He isn’t looking at the relay — which goes Sept. 5, a day before his 400m race — as a tuneup for the other. As a runner he has taken this new challenge to heart, said national team coach Laurier Primeau. “For Dusty, he’s not new to these [Paralympics], this is not his first time around the track,” said Primeau. “They all came in with a mindset that this event was something they wanted to win.” Walsh, who lost his eyesight at birth due to glaucoma, posted his best result at the 2004 Athens Games, where he finished fifth in T11 400m race. In Beijing, an 11th-place result left him disappointed. “I had a fairly disappointing competition in Beijing, losing out in the heats and battling an injury. It was definitely disappointing not to have more experience on the track there.” In the relay, Dolfo will hand the baton to Williamson, who will then put it in Walsh’s hands

Being the anchor suits the runner just fine. “I’m pretty fortunate to be running anchor, really. I only have one pass (of the baton). The key is to just stay focused on what my guide is telling me. If we’re one step early or one step late, it’s a huge difference.” Primeau has had the team practice under race-like conditions, with runners on the surrounding lanes. It is impossible to emulate the actual Paralympic experience — where a crowd exceeding 30,000 is expected to create a loud, energetic buzz during the event.

“Nothing can prepare you for that crowd. The magnitude of the Paralympics is so much more than other races they’ve run,” noted Primeau. “Dusty is ready to go and Dylan’s ready to go. For the relay, the only difference is you have to get the stick around the track faster than anyone else.” For Walsh, having a third opportunity to represent his country at the biggest competition possible is a huge honour. He plans to convert that opportunity with his best effort. “It is very exciting. I’ve been training for 16 years and this is just the third time I get to do it. This is why I’m out there every day, running and training.”

Dozens of Tri-Cities players Express grind through preseason added to Whitecaps program One look at the talent coming through the ranks of the Vancouver Whitecaps’ youth system would suggest that the Tri-Cities are veritable treasure trove of soccer talent. The pro soccer club released the names Wednesday of players who will make up its youth residency sides in a series of age groupings ranging from 13 to 18, and those lists are chalked full of local soccer players from the Coquitlam Metro-Ford ranks in particular. “We are very excited to start a new year for our player development programs,” said Stuart Neely, Whitecaps FC head of high performance, in a press release. “Whitecaps FC are an ambitious club, from our residency program to our first team. With a new crop of players come new challenges to conquer, and it is our full intent to continue to set the bar higher than we did the year before.” Split into two tiers, pre-residency and residency, the programs are aimed at highlevel athletes in an attempt to groom them into future pros. The pre-residency program includes the under-13, 14, and 15 teams, while the residency program goes from u-16 to u-18. The u-18 squad will see the addition of a trio of Coquitlam Metro Ford products in goalie Matthew Van der Eyden and forwards Titouan Chopin and Brody Huitema. The u-16 club will include fellow Metro-Ford players Olamide Ajibike and Evan Libke, both of whom play defence, alongside midfielder

Marcello Polisi and forward A.J. Lopez. The u-15 team will be bolstered by Port Coquitlam netminder Austin Cho, who’s previous club team was the North Fraser Selects, and Metro-Ford forwards Kadin Chung, Erik Morden and Cole Morokhovich. The midfield tandem of Matteo Polisi and David Norman will be flanked by goalie Luciano Trasolini and Samuel Lee to round out the local flavour on the u-15 squad. Defenders Terrell Smith and Christopher Guerreiro will join the u-14 team along with forward Nicolas Apostol and keeper Cole Kiez. Four Metro-Ford players will join the u13 side, including Trevor Zanatta, Trevor Schneider, Nikolas Papakyriakopoulos and Alessandro Hojabrpour. Port Moody’s Nikolas White, who previously suited up with Surrey United, will also join the pre-residency team. Both the u-16 and u-18 teams begin their United States Soccer Development Academy (USSDA) season on Saturday, Sept. 8, when the clubs travel to Orange County, Calif. for a doubleheader against Northwest division rivals Pateadores. The following day, the ’Caps head to Orange County to take on Strikers FC. The pre-residency teams will fill their time with friendlies and exhibition contests against local clubs, including matches against teams from the EA Sports BC Soccer Premier League, Major League Soccer academies, and other USSDA pre-academy teams.
