Coquitlam houses need $130,000 in family income

Six weeks ago, Port Moody council voted 4-2 against borrowing up to $16 million to rebuild Fire Hall No. 1 at its current location — despite support from voters in a recent referendum. Now a task force is reviewing the fire hall replacement project and will provide recommendations to council on June 28. Mayor Joe Trasolini said “good work” is underway by the task force — made up of councillors Karen Rockwell, Meghan Lahti and Gerry Nuttall, who all voted against the referendum results. “The aim is to once again save as much money for the residents as possible, and at the same time deliver the same quality of fire hall as anticipated and under the same timeline,” said Trasolini, who also voted against borrowing the funds. “Right now, it would be not appropriate to reach conclusions until there is the final report, but I am excited about the potential conclusions.” Rockwell, the task force chair, said they are looking at building the new fire hall at Newport Drive and Knowle Street. The original project included plans to build a temporary fire hall at this location at a cost of $750,000 while Fire Hall No. 1 was rebuilt on its existing site at Murray Street and Ioco Road. “We reviewed the public feedback that we received. It’s going to take at least $130,000 in combined family income to even qualify for a mortgage if you want to own a house in Coquitlam. Those numbers and other sobering housing stats were revealed at Monday’s land use and economic development committee meeting, where a lack of affordable rental stock and persistent affordability barriers were cited as the principal obstacles in moving the city’s affordable housing strategy forward. “Entry-level homeownership continues to be out of reach for many Coquitlam households, particularly for single parent families and singles. For example, in 2011 the benchmark price of a detached house in Coquitlam is $697,000, so that a household income of approximately $130,000 would be required to qualify for a mortgage,” according to a city staff report. That report also points out that “roughly four out of every 10 households in Coquitlam is a renter household, and renter household incomes tend not to keep pace with increases in rent levels.” Now four years since its inception, the city’s affordable housing strategy was given a

refresher at Monday’s committee meeting, as council and staff reflected on their efforts to curb homelessness, while also addressing housing and funding gaps. The majority of the conversation centred around renewed calls for funding and policy help from senior governments, and age-old concerns that senior governments have left municipalities hanging out to dry. “My concern comes into how far do we take downloading into this realm of housing,” said Coun. Brent Asmundson. “The federal government and the provincial government have really abdicated their responsibilities in this area, especially in rental housing.” Established in April 2007, the strategy lays out four actions that the city can take regarding housing needs: policy development, advocacy and involvement, using city land for leasing opportunities in collaboration with senior governments, and enacting regulatory policies to encourage affordable housing initiatives. The housing strategy has been a work in progress since 2007, and 2008 saw the city introduce an affordable housing reserve fund and density bonus program to secure affordable housing stock. Through that density bonus program and other policies, the city has generated about $500,000 towards its reserve fund. Combating homelessness made up the lion’s share of  SEE PAGE 4, COALITION.

The Burke Mountain Naturalists are panning the plan and so too is Port Coquitlam Mayor Greg Moore. Moore and Burke Mountain Naturalists vice-president Elaine Golds are questioning an environmental enhancement project in Colony Farm Regional Park proposed by both Metro Vancouver and the Port Mann Highway 1 project team. The plan includes the creation of about 4.5 kilometres of tidal channels intended to protect juvenile coho and chinook salmon during winter months. The work is being done around the Wilson Farm area — located entirely within the City of Port Coquitlam — and is intended to mitigate the impacts of the current construction. The hope is that those channels will provide safe havens for young fish in their first year of life, although Golds told The NOW Tuesday that those fish channels will eliminate seven acres of “old field” habitat within the park. “For many people they will look at that and think, ‘Well, that’s just an empty field,’ but actually that type of habitat is increasingly rare in the Lower Mainland and it supports a number of grassland species,” Golds said. Some of the species that use that area include barn owls, great blue herons and other smaller songbirds. Coquitlam’s engineering committee was briefed on the project by Metro Vancouver and the Port Mann project representatives Monday. “Protecting, restoring and enhan-

cing the remaining tidal estuary fish habitats is absolutely critical,” said Robin Taylor, Port Mann project office environmental manager. “The large tidal estuary at Colony Farm provides one of the best opportunities to restore some of this critical habitat.” Taylor noted that Fisheries and Oceans Canada examined 30 sites in and around the Fraser River for this type of project, but none of them met the necessary requirements. She added that more than 90 per cent of estuary habitat around the Fraser River has already been lost to development, effectively snuffing out other opportunities around the region. Golds, however, would have preferred to see those fish channels built in other areas of the park — specifically near the sheep paddock trail. Fish channels already exist in that area, she noted, and the moisture content, coupled with its low elevation, make it more suitable than near the old field. “We just think that we have to draw a line in the sand here. It’s wrong to be taking old field habitat, which is actually a habitat type that is more rare than salmon streams in the Lower Mainland, to make fish habitat. It just doesn’t make sense biologically,” she said. Both Taylor and Mitch Sokalski, acting department manager Metro Vancouver regional parks, acknowledged those viewpoints Monday, but maintained that the fish channels will add to the overall ecosystem. “We certainly recognize that there are some who don’t agree with the project,” Sokalski said. “But we certainly agree that there won’t be any loss of habitat and wildlife. It will only increase the abundance.” For his part, Moore questioned the validity and location of the proposal. “I don’t think it’s necessarily the best project for an environmental compensation project, I think there’s other projects that should have been

Moore’s best-case scenario would have seen the remediation work done to oxbow lakes — or U-shaped lakes that have been disconnected from the Coquitlam River system — or a former garbage dump site up the river. “That could have been remediated and we could have put fish channels in

The Metro Vancouver and the Port Mann/Highway 1 Project Transportation Investment Corporation’s plan was recently discussed at a Port Coquitlam committee meeting, but was ultimately referred back to staff.

that the fire hall sits on, I believe it would be foolhardy to tie that up with a fire hall for the next 50 to 60 years,” Rockwell said. “It’s the last large central piece of property that the city owns and it’s not a good use to put a fire hall on it. There’s higher and better uses for that property down the road.” Some utilities would need to be moved at the Newport-Knowle site, which would be factored into the cost, Rockwell added. As well, the task force is examining ways to save space in the fire hall design.

They may also forego LEED (leadership in energy and environmental design) certification, while still building to LEED standards, Rockwell said. “The certification process will incur upwards of $100,000, so why would we spend that just to have a plaque on the wall to say it’s LEED certified?” According to May 25 task force meeting minutes, corporate services manager Paul Rockwood provided a new project cost estimate of $10,766,353, down from $14,704,422. This, however, is based on “assumptions rather than quantity surveyor information.” “Significant adjustments may still be possible,” state the minutes, which noted using reserves

Meanwhile, Rockwell said the city will still need to borrow money for the project, but likely less than $16 million. “At the end of the day, I’m thrilled that we’re having this second look because we’re undertaking a huge infrastructure project for the city that’s going to meet the needs of citizens for the next 50 to 60 years,” she said. “Before we go and put people needlessly into a huge debt, if we can bring that debt down and have the ability to pay it off sooner, then it behooves us to have this second look.”

Bow hunters shoot bear in Minnekhada park jmcfee@thenownews.com A group of men have been fined after a bear was shot with a bow in Minnekhada Regional Park Thursday evening. Const. Kristina Biro said Coquitlam RCMP went to the Coquitlam park June 9 at about 7 p.m. for a complaint about four men who were allegedly bear hunting. “The bear was wounded in Minnekhada park. We had our Lower Mainland helicopter up

That was unsuccessful. … It was shot with a bow and the bear ran into the park wounded, according to our report,” Biro said. “The conservation officer was also contacted and arrived on scene. They’re continuing their investigation.” Police handed the file to the B.C. Conservation Officer Service, Biro said. Conservation officers issued tickets and will continue to look into the matter.

Neal Nicholson stressed that, regardless of senior government intervention, the city needs “made in Coquitlam” solutions. “It’s important for us to recognize … that affordable housing is not just low-rent housing, it’s not single-room occupancies,” said Nicholson. “There are opportunities for a great many other measures to be taken to provide affordable housing opportunities within our community for people to be a part of the community and to grow as part of the community.”

Searchers carry out hiker Jennifer McFee jmcfee@thenownews.com An injured hiker was carried out off the slopes near Buntzen Lake after a five-hour rescue effort this weekend. On Sunday, June 12, a hiker was injured on the Diez Vista Trail near the west slope of Buntzen Lake. She was rescued thanks to a team effort involving members of Coquitlam Search and Rescue (SAR), the B.C. Ambulance Service, the Sasamat Volunteer Fire Department, B.C. Parks and B.C. Hydro Buntzen Lake wardens. “We first had to locate the subject and determine the exact injuries so we could assess how best to extract her,” said volunteer SAR manager Dwight Yochim in an e-mail. Sasamat volunteers and paramedics

were first to arrive. They were followed by Coquitlam SAR, whose members had been at the Teddy Bear Picnic with the command truck when the call came in. The team left the picnic and carried a stretcher in to the injured hiker, along with 20 more members. “When we started the call, we were considering all options — including carrying her, using our ATV Argo and even a helicopter transport,” Yochim said. “In the end, her injuries and her location didn’t warrant a helicopter and our Argo had mechanical problems, but we had enough people to do a stretcher carry.” Once the hiker was carried out, paramedics took her to the hospital. “Coquitlam SAR wants to extend thanks to the Buntzen Lake store for allowing them to set up command and for the ladies who provided them with a fantastic lunch at the end of the task,” Yochim said.

here’s no doubt that there’s something idyllic and picturesque about perfectly manicured lawns, lush with green grass. Perhaps watching those sprinklers wave back and forth reminds us of some idealized childhood moment where we sat on the lawn, popsicle in hand, with the summer ahead of us and nothing to do but enjoy ourselves. In truth, there’s nothing idyllic or picturesque about the massive amount of water that’s wasted each summer on local lawns. Consider that, according to Metro Vancouver’s water department, one lawn sprinkler will use as much water in an hour as 25 toilet flushes, five loads of laundry and five dishwasher loads combined. Some people leave their sprinklers running hour after hour, day after day, when most lawns require little more than a single hour each week (or can simply be left to go dormant). No wonder water usage doubles around this time of year when seasonal rainfall is at its lowest. But it’s not just a question of supply and demand. It’s an issue of creating sustainable habits and treating resources with respect and care. A time will come when future generations will look back at the way we treated our water supply and shake their heads in confusion and dismay. Long showers every day? Washing clothes after they’ve only been worn once? Letting sprinklers run for hours, in the middle of the day? Such behaviour will seem ludicrous to our children’s children — and, frankly, should seem ludicrous to us now. There are good reasons why sprinkling regulations get put in place each year — and no good reason why any one should feel comfortable just “bending the rules” a little.

However, in B.C. political history there is another great example of a tax surprise, and it’s one that is not just incredibly rich in irony, but also parallels the introduction of the HST. Back in 1987, the Social Credit government brought in the property transfer tax, which adds almost $10,000 to a house that costs a little more than $525,000 (a tax hit, by the way, that dwarfs the financial impact most people will experience with the HST). The tax has become lucrative to governments — it provides more than $800 million a year — but is hurtful to homebuyers and makes already expensive homes even costlier. Here’s the parallel to the HST: the tax was introduced just after the 1986 election campaign, during which the Socreds never breathed a word of the hit they were about to unleash on homebuyers. And here’s the irony: the premier who brought in the property transfer tax was none other than Bill Vander Zalm, who is leading the Fight HST group. You can’t make this stuff up! Coquitlam is baffling? Try New Westminster traffic Re: “Coquitlam position baffling,” letter to the editor, Wednesday, June 8. I simply had to reply to your editorial pages respecting the United connector and Mr. Laird’s bafflement. As a Coquitlam resident for over 20 years, I have watched increasing traffic flows and no changes in road configuration between Coquitlam and New Westminster. As the owner and operator of Driving Miss Daisy Tri-Cities, I have transported senior residents to various medical appointments at Royal Columbian Hospital and the many doctors in that area daily. The truck traffic off the No. 1 Highway both east and west, the all-too-frequent trains at the Braid intersection and the transit hub itself have shown this area to be totally overwhelmed during most of the working day. The small overpass has been inadequate for years, often resulting in total gridlock as leftturning traffic waits for a train. The backup blocks access from Lougheed onto the No. 1 West and the No. 1 East and access to New Westminster and the Braid station (or the hospital to emergency vehicles, for that matter). The Bailey Bridge connecting United to Braid would ease the burden of thousands of trucks crossing over the overpass and turning left at Braid. I personally have been very happy that the United Boulevard road work has been done and have been totally baffled that New Westminster can’t see the benefit this has for everyone in this area. Books in Spanish, por favor Jennifer McFee jmcfee@thenownews.com The Coquitlam Public Library is expanding its foreign language resources to meet the needs of its culturally diverse community. Director Rhian Piprell said the library draws a mix of readers who are interested in English books as well as those in foreign languages. “It’s a balance between people wanting to learn English and learn about the Canadian culture and then also people wanting to read in their own language,” Piprell said. “Some people don’t want to read in their own language. Other people are very keen on doing that.” Library staff are currently cataloguing foreign language books, starting with those written in Spanish. At the same time, they’re hoping to grow their collection through donations of Spanish-language fiction or non-fiction books. Donations should be in good condition and less than five years old. Later, they plan to undergo the same process for books written in Chinese, Korean and Farsi

languages. “The collection has to be big enough for people to want to borrow from it, to come to the library,” Piprell said. “That’s the problem with the Spanish collection. There was a lot of old stuff. It really needs updating.” The library is also launching a new collection of Farsi books this month, Piprell said. “We co-ordinated with the Iranian community. There was a private collection of books that were not accessible. Someone had brought them out of Iran and she has since passed away,” Piprell said. “The community was really keen on having them more accessible, so the library has taken them and we have catalogued them. They are a variety of literature.” In addition, the local Iranian community has started a book club at the library to discuss literature in Farsi, Piprell added. The library also offers English-language book clubs, as well as conversation circles for people who want to improve their English. Port Coquitlam moves on election sign restrictions jkurucz@thenownews.com Twelve is the new magic number for politicos in PoCo. Port Coquitlam council unanimously passed the first three readings of a bylaw Monday that will spell out exactly where election signs can go on city property and how big those signs can be. The new bylaw pertains to elections of any sort — civic, provincial, federal or school boards — and includes 12 city properties. The new regulations also set out stipulations for the dimensions of election signs, which are set at four-by-four feet. Signs must not exceed eight feet in height, including the support material. Locations that have been banned include any bridge or overpass structure, on any city building or in any park; on median or boulevard gardens or in the internal median of the Lougheed Highway. “Before we had no limitations on locations and no limitations on the number of signs. So now we’re asking that there only be one sign per candidate, per location,” said Carolyn Deakin, assistant corporate officer with the city. “Last time we got complaints from candidates about each other, and a lot of complaints from the public saying “Why are we being bombarded with them?’ or ‘Why are there 15 signs at one intersection?’” The new bylaw does not spell out regulations for private property. Those found in contravention of the bylaw will not be fined, although their signs will be taken to the city’s operations centre at 1737 Broadway St. “We had feedback from our community that signs were going up everywhere, and they weren’t sure where they were allowed, where they weren’t allowed, so we just wanted to provide clarification,’ said Mayor Greg Moore. The permitted locations include: Granny Smith Boulevard (at the northeast corner of Shaughnessy Street and Wilson Avenue); the east side boulevard on Shaughnessy Street south of Nacht Avenue; the east side boulevard on Kingsway Avenue between Kelly Avenue and Wilson Avenue; the boulevard in front of 2061 Kingsway Ave.; the boulevard in front of 1855 and 1925 Kingsway Ave.; Shaughnessy Street, just south of Citadel Drive, past the parking lot area; the boulevard area between the Mary Hill Bypass and Argue Street west of Pitt River Road; the boulevard between Lougheed Highway and Oxford Connector, in front of the store parking lots; Coast Meridian Road, just north of Prairie Avenue on the western boulevard; the western boulevard on Shaughnessy Street, south of

SFU, Evergreen team up on Young exhibit

A career retrospective of the works of noted artist Robert Young will kick off at both Coquitlam’s Evergreen Cultural Centre and at the Simon Fraser University Gallery beginning June 18. Known for his offerings in the fields of domestic architecture and painting, Young’s works combine elements of cubism, constructivism, Byzantine art, surrealism and ancient Roman wall painting, according to Evergreen’s visual arts manager Astrid Heyerdahl. “Robert Young has always been acutely interested in the manipulation of pictorial space and the creation of what we term ‘lacunarian pictures.’ A lacuna, in music, is an extended silence; a moment of contrast to the notes previously played; a potentially tense pause. In linguistics, it refers to the challenge of

nown for her penchant for capturing all things natural, painter Caroline Beutler is the subject of this month’s art exhibit at the Port Moody Public Library. A retired teacher who now enjoys relaxing and painting in oils, Beutler’s modus operandi comes by way of conveying nature scenes including landscape portraits, pastoral settings, flowers in bloom and sunsets. Many of her scenes have focused on sunsets over water — particularly in Europe and British Columbia. She is also exhibiting her latest series of arbutus trees, complete with twisted trunks and bright oranges. The Port Moody Public Library hours are Monday through Friday, 9 a.m. to 9 p.m., Saturdays, 9 a.m. to 5 p.m., and Sundays, 1 to 5 p.m. The library is located at 100 Newport Dr.

When it came to offence, John Allen was the Coquitlam Adanacs’ ace in the hand. The Victoria-raised lacrosse player was one of the elite snipers during the heydays of box lacrosse between 1967-77. The only thing that Allen regrets is the lack of a Mann Cup ring. “That’s what’s missing,” Allen told The NOW, reminiscing on an 11-year B.C. senior A lacrosse career that began on Poirier in 1967 and ended with him behind the bench. To honour the Lacrosse Hall of Famer, the Adanacs will be retiring his No. 12 jersey Saturday as part of the Western Lacrosse Association tilt with the New Westminster Salmonbellies (7 p.m. at the Poirier Sports Centre). “It means a lot to me, because when you played with so many great guys as long as I did, well you almost loved the guys,” the 67-year-old Allen said. “It sounds crazy but you become so close, you’re a family.” Allen’s scoring achievements position him second all-time among Adanac shooters with 480 goals over 295 games. He’s positioned fourth all-time in points with 875, just four behind the late Mike Gates — his friend and teammate. It was the calibre of people who surrounded him during those early days on Poirier that helped him evolve into a superstar sniper. “You have to have great players around you to get that good, and that’s what happened to me,” he noted. “Mike Gates, he made it so easy. When he got away from New West and landed in Coquitlam, he became by far and away the best player in the league.” Allen’s route to the Adanacs was circuitous, to say the least. In Victoria he was part of a couple of strong Minto Cup contenders, but when it came time to move up there was little playing time available with the senior Shamrocks after the Nanaimo franchise folded. He and pal Smokey McLeod hopped a train to Montreal where Canadiens’ enforcer, former Nanaimo boxla star and east Van product John Ferguson was setting up a box lacrosse team. On his arrival Allen stumbled across a store with a lacrosse stick displayed in the window and signed up with an amateur team that drew 2,000 fans a game. Rich Chambers is going back to university — to coach basketball. The long-time Terry Fox Secondary teacher and Ravens basketball coach was unveiled Monday as the new head coach of the University of Victoria Vikings women’s hoop team. “It’s just a challenge,” Chambers said on Tuesday. “I love teaching and coaching and I’ve been blessed here to work with such fantastic people, but this is probably my last kick at the can [to coach] at this level.” He is taking a leave of absence from his position as a counsellor at Fox to coach in the highly competitive Canadian Interuniversity Sports circuit. The Port Moody resident, who is also head coach of the Canadian junior women’s basketball program, said the decision was very difficult. “It was really tough, because this is a great school, the kids are fantastic.” Regarded by many as one of the elite B.C. high school hoops instructors, Chambers played a pivotal role, along with longtime friend and former coaching partner Don Van Os, in shaping a winning athletic culture in the PoCo school. At 60 years of age and after nearly 40 years as a teacher, Chambers was ready for a new challenge. Getting to put his stamp on a respected program like UVic’s is both a tribute and a tough assignment. “My stamp is to work hard every single game, I want to create an environment where the girls acquire a love for the game and a ferocious appetite to improve and compete.” He is replacing Brian Cheng, who skippered the Vikes for 10 seasons. After launching his teaching career at Port Moody Secondary, Chambers shifted to Centennial where he was a fixture for a dozen years. Upon moving over to Fox in 1993, Chambers guided the Ravens for nearly 20 years, including back-to-back B.C. titles in 1993 and 1994. This past winter, Fox advanced to the provincial semifinals and finished third — the 12th time a Chambers-coached team has made the final four. “He’s been the foundation of our basketball program for a long time,” Fox athletic director Rhonda Trunkfield said. “He’s a guy who does a lot of things around the school outside of basketball, from the Legacy Project to counselling students... Rich has been a tremendous influence.” On the court, Chambers earned the reputation of inspiring big games and big seasons from his teams on a consistent basis. “Best coach I’ve ever been around,” Fox assistant coach Mike Hind told

Street inks deal with baby Pens Coquitlam native Ben Street made the transition from college senior to freshman pro with little difficulty. Now he’s aiming to build on that. The 24-year-old forward signed a one-year deal with the American Hockey League’s WilkesBarre/Scranton Penguins on Tuesday. A free agent after completing four seasons at the University of Wisconsin, Street began his pro career last fall in Wheeling of the ECHL and promptly demonstrated how ready he was — posting 24 goals and 27 assists in 38 games. Projected over a full 72-game season, Street’s offensive output would have put him in the hunt for a league scoring championship as a first-year pro. “I honestly didn’t think I’d put up the numbers I did and have so many multi-point games,”

Street told The NOW last April. “I certainly didn’t do that in college.” The five-foot-11 skater’s offensive output placed him second in team scoring despite playing in just 38 games, and ended up earning him the ECHL’s Rookie of the Year award. More importantly, he drew the attention of WilkesBarre management, who called him up when the Penguins ran into injury problems. With Wilkes-Barre, Street recorded 12 goals and 11 assists in 36 regular season games. In the interview with The NOW, he said rising up the pro league ranks to one-step below the NHL has been a smooth jump. “(The NHL) is pretty close and you see and talk with people who’ve been there all the time,” Street said. “But there’s still a lot of work to do. It’s nice to get some early success, though.”

Obituaries

After a short but painful fight with Liver Cancer, Fred died in Eagle Ridge Hospital on June 3, 2011 at the age of 76. He was predeceased by his son Grier in 2009 and will be forever loved and remembered by his wife Karen; daughters Barb (Rick) Fisher and Shelby Smith; grandsons Brad and Nathan Fisher; his brother-in-law Jim (Gail) Wilson; nieces Deborah Klassen, Shari Holland and their families; his extended family both here and on Vancouver Island. He also leaves 3 very special friends, Doug Perks, Ernst Wilmink and Mike Powley, who worked with and for Fred in the early days in Burnaby. Fred joined the Canadian Army at age 16, where he served on bases across Canada and in Germany for 9 years. Leaving the Army he came to Vancouver and was hired by the City of Burnaby as a Life Guard when C.G. Brown pool opened in l962. Along with his duties with Burnaby he was the first coach of the Burnaby Tyees Swim Club and was very involved with the Canadian Red Cross Water Safety Service. He retired from Burnaby in l994 and for the next 17 years he and Karen enjoyed travelling, golfing, yearly trips to Maui, family and friends. A special “Thank You” to Dr. Ken Belton who helped us all get through this time. A Celebration of Life will be held on June 17, 2011 at Burnaby Mountain Golf Course, 7600 Halifax Street, Burnaby from 11:30am - 2:00pm.
