Dousing the dust Westshore spending millions to keep black stuff where it belongs

Westshore Terminals, operator of the coal port at Roberts Bank, has spent $8.5 million on a dust suppression system in an effort to better control coal dust. BY

Westshore Terminals has completed millions of dollars worth of upgrades in recent months in its ongoing efforts to suppress coal dust. The coal port, which has been operating at Roberts Bank since 1970, has invested $8.5 million

on a dust suppression system that includes low-level sprayers, spray towers, a water recycling system, two mobile air monitoring units and a coal train surveillance station. David Crook, Westshore’s manager of environmental services, outlined the changes for civic politicians Monday night. The facility has completely

replaced the equipment used to keep coal dust to a minimum, adding 94 low-level sprays, which replaced the old 77 ground-level rain guns, while 17 new water spray towers now ring the site. “We completely replaced our rain gun system,” Crook said. “Each of these rain guns was replaced in kind with a newer, better model that actually throws

the water further... It’s vastly improved our ability to spray water.” The low-level sprays are used in low wind conditions, he said, but when the wind picks up, the company switches to the spray towers. The towers are 130-feet tall with a 130-foot-wide cross arm. Westshore also spent $5.5 mil-

lion on a water recycling system. The low-level sprays use recycled water that has been collected and cleaned of any dust and dirt. In addition to the new onsite dust suppression system, Westshore has installed a train surveillance station at the 80th Street overpass. See COAL DUST page 3

Only a few farms are berry bad

Most of the noise complaints over blueberry cannons are aimed at just a couple of offending operations BY

JESSICA KERR

jkerr@delta-optimist.com

Most of the blueberry cannon complaints in Ladner are centered on just a few farms. That’s what Hugh Davies, Delta’s bylaws manager, told civic politicians this week. “The majority of complaints were about one or two farmers,” Davies said at Monday night’s Delta council meeting. As of July 23, the municipality had received 33 complaints about blueberry cannons — most related to two properties — with 22 of those complaints lodged against one farmer in particular. The report from Davies said two farmers were issued $300 fines for failing to initially comply with Delta’s noise control bylaw. “Although the majority of complaints relate to just one or two farmers, the total number of complaints indicates that people are being disturbed and that the Ministry of Agriculture should support stronger regulation and enforcement of blueberry cannons,” Davies said in his report. The report came less than a week after Davies, Mayor Lois Jackson and Coun. Ian Paton attended a community forum organized by a group of concerned citizens. At the meeting, guest speaker Kevin Mitchell with Ban the Cannons told the crowd of more than 150 of the ongoing difficulties residents face in curbing the incessant noise. According

There are many blueberry farms in Delta, but only a handful are generating noise complaints from neighbours. to the group, the devices are not even necessary and other bird control measures, such as netting, can be used instead. Jackson promised that Delta would lobby for stronger regulations. On Monday night, council decided to consult with area residents and blueberry farmers before drafting a letter to the minister of agriculture. The consultation will take place over the fall and winter with the letter going forward ahead of the next blueberry season. Davies said there is only about a month left in this year’s season. As well, Jackson

COAL DUST from page 1 The high-tech system allows the company to monitor coal trains on their way to the port online. “And so far, I must say, the vast majority of the trains have been very well behaved, although we have seen a couple of dusting trains that we’ve referred back to the mines and the railways for further action,” Crook said. Vice president and general manager Denis Horgan said Westshore is quick to report trains it feels are not adequately treated to combat coal dust. “Any time we see a train that is not acceptable we would report immediately back to the mine and the railroad,” he said.

Horgan said a few months before the camera was installed, Westshore was alerted by municipal hall to a couple of badly dusting trains enroute to Delta. He said the company was able to determine which mine the trains were coming from and was able to stop a third one in Kamloops. “It turned out their spray system wasn’t working properly at the mine site so they fixed that. If we know there’s a problem train in transit, we would stop it.” Westshore also now has two mobile air monitoring units available to assess if there is any coal dust in a given area. The self-contained units can be placed

has requested a meeting with the agriculture minister at the Union of B.C. Municipalities convention in September. “We’re not going to take this lightly,” Paton said. “I want to assure the people of East Ladner that we’re going to work on this through the fall and winter and hopefully have something firmed up for the next blueberry season of 2014.” Delta South MLA Vicki Huntington has also been in contact with the new agriculture minister. She said she has requested a review of the guidelines and an indepth study of other options for deterring birds. anywhere in the community to get a handle on the quality of the air. “Anecdotally, we hear lots of complaints about the fact that there is (coal) dust in the community,” Crook said. He added the company has investigated the complaints on many occasions and in most cases there has been no coal dust involved. “Of 17 investigations that we’ve performed in the last 10 years, 13 had no coal dust whatsoever. So it’s an indication of the fact that we can see black material and think it’s coal dust and it actually isn’t,” he said. “We don’t like being blamed for the stuff that isn’t ours. We’ll take responsibility for what is.” Delta has also undertaken a dust fall monitoring proj-

Several avenues for complaints, but blasts permitted 6:30 a.m. to 8 p.m.

B.C. Ministry of Agriculture guidelines allow blueberry cannons to be used from 6:30 a.m. until 8 p.m. In 2009, Delta implemented a mandatory break in cannon firing from noon to 3 p.m. Municipal regulations also require cannons to be placed at least 300 metres from residential properties and 200 metres from adjacent farm dwellings. Those concerned about the use of propane cannons have several avenues to voice their complaints, Bert van Dalfsen, manager of the Ministry of Agriculture’s Strengthening Farming Program, told the Optimist last week. The B.C. Blueberry Council has a liaiect of its own. Earlier this summer, staff established five temporary monitoring sites — four in Tsawwassen and one north of the Boundary Bay Airport adjacent to the rail tracks. Canisters were set out to collect dust samples over 30 days. The collection period ended on Monday and the samples will be sent to a lab for testing to determine if coal particles are present. The results are expected later this month. Horgan said Westshore is also planning to spend $200 million over the next five years investing in its infrastructure starting early next year. The company’s 30- to 40-year-old major coal handling equipment will be replaced and its offices and workshops relocated.

son officer who responds to complaints and educates neighbours and farmers on the rules governing the use of cannons. Complaints can also go through the B.C. Farm Industry Review Board, which is charged with administering the Farm Practices Protection Act. The Farm Protection Act is aimed at protecting farmers from complaints or local government bylaws. Municipal hall also logs complaints but has limited powers to control agricultural activity. A safer bet for local government is to pass a farm bylaw that has provisions for audible devices, van Dalfsen noted.

Volunteers with the Royal Canadian Marine Search and Rescue, Station 8 Delta are excited about their new boat, which should be ready for service later this month.

New boat for search and rescue station almost ready for action The local Royal Canadian Marine Search and Rescue Station christened its newest vessel last weekend. Volunteers, dignitaries and others from the community gathered at Captain’s Cove Marina last Saturday afternoon for the commissioning of the Spirit of Delta V, the new rescue vessel for the Royal Canadian Marine Search and Rescue (RCM SAR), Station 8 Delta.

“It was an amazing ceremony,” said station leader Capt. Jeff Engholm. The fast response vessel is the first of many to be commissioned along the B.C. coastline. It gives RCM SAR volunteers state of the art technology to help in their quest of promoting water safety and helping boaters on local waters. Engholm said the new vessel has a shock mitigating console that will give volunteers the ability to go

out in more adverse conditions. He said it also allows those on board to remain seated, which will increase safety for volunteers and anyone brought onboard during a rescue mission. The vessel also has selfrighting capabilities and can re-right itself in 14 seconds if needed. Station 8 acquired the vessel earlier this year, however, it had to be outfitted with the proper equipment and volunteers had to

undergo training before it is ready for a mission. Engholm said it should be put into service later this month. Formerly known as the Coast Guard Auxiliary, RCM SAR volunteers are on call 365 days a year. The unit covers an area that measures 1,500 square kilometres — a large portion of the southern end of the Strait of Georgia — and is based out of the Point Roberts Marina.

Occupation? House Wife. What is the activity? Swimming laps. Where and when does this take place? Every day at the Ladner Leisure Centre. How often do you participate? Once a week. How long have you been involved with this activity? 2-3 years. Why did you get involved with this activity? I wanted to swim and to interact with others. What do you like best about this activity? The pool is bright and clean and the guards are welcoming and friendly How does it benefit your life? This activity relaxes me and the pool has an easy accessibility for my age. Did you know that, unlike some other exercises that tend to isolate one body part at a time (like a bicep curl), swimming laps puts the entire body through a wide range of motion. This helps to keep joints and ligaments stay relaxed and flexible. With every stroke reaching forward, the body is lengthened which not only makes it more efficient in the water, it also provides a good stretch from head to toe. Swimming is an activity that can be pursued at any stage of life. From babies to adults, swim programs are available to assist in developing this life skill. For adults who wish to improve their swim strokes, consider registering for a Swim Strokes program designed with your individual goals in mind. To register, or for full details on aquatic programs, call 604-952-3000 or consult the Summer 2013 Leisure Guide –available online at www.delta.ca or for pickup at any recreation centre, seniors centre, library or health unit.

In a statement released earlier this week, Coun. Sylvia Bishop made clear the family health emergency that has kept her from attending some committee meetings and Monday’s Delta council meeting where the Southlands pro-

posal was discussed. “My husband has melanoma (skin cancer) which has advanced to a stage where he is now in care at the Irene Thomas Hospice in Ladner,” said the firstterm councillor. “He was admitted approximately

Motorhome driver has a tough time at wheel

The following are some of the calls of interest the Delta Police Department responded to in the South Delta area between Monday, July 22 and Sunday, July 28: Tsawwassen • July 22, 11:17 p.m., 1500-block of 52nd Street: Driver of a vehicle stopped for speeding appeared to have glassy eyes and admitted to consuming beer earlier in the day. A breath sample provided by the driver read “warn.” The driver refused to provide a second breath sample. A three-day roadside suspension was given and driver’s licence seized. The vehicle was picked up by a family member. • July 24, 10:09 p.m., Point Roberts border crossing: A border officer requested police assistance with a female who had provided a breath sample that read “fail.” The suspect admitted to consuming about three beers and half a bottle of wine earlier in the day. The suspect was given a 24-hour roadside suspension, had her driver’s licence seized and her vehicle impounded. She was sent home in a taxi. • July 25, 3:21 p.m., Highway 17: Police received a report from a driver that he was following a motorhome with a possible intoxicated driver. A traffic stop was conducted by police. The driver was found not to be intoxicated but indicated they were having difficulty driving the family motorhome. The driver was advised of the complaint of poor driving. No further action required. • July 25, 1:07 p.m., 1100-block of 56th Street:

The loss prevention officer in the supermarket observed a chronic shoplifter select several grocery items, place them into her bag and leave the store without payment. The loss prevention officer confronted the suspect outside the store and held her for shoplifting. Police attended and arrested the suspect for theft. The suspect was released with a promise to appear in court at a future date.

• July 25, 1 p.m., 300block of 55th Street: Police responded to a report of eight longboarders in the area. The longboarders were located sitting on the grass and were warned they would be ticketed if found skateboarding in the area. The youth were polite and cooperative and left the area on foot. • July 26, 8:25 p.m., ferry terminal: Police were advised a foot passenger was consuming liquor and urinating on the deck of the ferry. Police attended once the ferry had docked and found the suspect who admitted to the offences. The suspect indicated he had been in court in Victoria and was now heading for a hostel in New Westminster. A search of the suspect found several bottles of liquor that were poured out at the scene. As the suspect’s level of intoxication did not warrant a charge, he was transported to the Ladner Exchange where he took public transport to his hostel. Ladner • July 23, 4:34 p.m., 6800-block of River Road:

A complainant reported to police he was following a vehicle from White Rock that was “swerving all over the road.” Police located the vehicle and found a driver who was smelling of liquor and slurring his words. As a breath sample provided read “fail,” the suspect was given a 90-day roadside suspension. The suspect’s driver’s licence was seized and the vehicle impounded. The suspect left the scene in a taxi. • July 26, 5:30 p.m., 4900-block of Bridge Street: Complainant reported he had left his bike in front of the lumber yard and when he had returned five minutes later the bike was gone. A file was generated for insurance purposes and the complainant was advised to book an appointment to view found bikes at the Corporation of Delta. • July 26, 10:09 p.m., 5600-block of Green Place: A youth was reported to be passed out on the lawn. Police attended and found an intoxicated youth who indicated he had been drinking at a party and had gone beside the vehicle to vomit. The youth was taken to police headquarters and released to the custody of his mother. • July 26, 8 p.m., 6300block of Ladner Trunk Road: Several reports were received of an erratic driver travelling through Tsawwassen and Ladner. Police located the vehicle with a driver who appeared to be impaired. As breath samples provided read “fail,” the suspect was given a 90-day suspension and his vehicle impounded. The driver was transported to the home of his parents.

CIRCUS FUN!

Working on behalf of the foundation, fundraisers will be in and around North Delta and South Delta looking for the support of its residents. The foundation launched this fundraising initiative in support of its HiHigh Level Master Plan. The big picture is to transform Delta Hospital to better meet current and future health needs of Delta residents, starting with diagnostic services. “As part of this expansion, diagnostic services will increase 2.5 times in size,” said Lisa Hoglund, the foundation’s annual giving manager. “But we can’t do this alone. We need the community’s support.” Delta Hospital is the only site that houses medical

Imaging and a full-service lab in Delta, both of which have operated at 100 per cent capacity since 2007. “This is an exciting time for Delta,” said foundation executive director Veronica Carroll. “We were built by the community for the community through a grassroots movement and we hope to continue this tradition. Please support us when you see us in your neighbourhood.” The door-to-door campaign will be active throughout August and September, with a goal to sign up 300 Helping Hearts Club monthly donors. Edam was part of a feral cat colony we were working on (trap/spay or neuter/release program) He was being very friendly and we decided to find him a forever home with a loving family instead of releasing him back to the farm he came from. Edam is very playful and would thrive going to a home with another playful, young cat. He is still working on trust with us but is doing quite well! What a goofy little man!!! Edam falls under the PURPLE category for the Meet Your Match Program. "Purple" cats seek affection, are pretty quiet and tend to stay out of trouble. Jackey Zellweger (left) of the Delta Hospital Foundation is presented with a cheque for $502 from Rhonda Doram, owner of HoneyDo Lifestyle Assistant.

High Tea supports hospital

HoneyDo Lifestyle Assistant hosted its first annual High Tea fundraiser in support of Delta Hospital earlier this month. More than 50 people attended the event on Sunday, July 14, wearing their finest hats and attire to enjoy afternoon tea in the garden of Ladner’s Kirkland House. Owner Rhonda Doram was inspired by her own grandma to create HoneyDo Lifestyle Assistant over five years ago, a Ladner business that prides itself on offering “grandma-

approved” services to assist seniors to age in place. For HoneyDo’s first-ever High Tea fundraiser, Doram and her staff donated all net proceeds to Delta Hospital. “We wanted to do something that not only provided something fun and social for our clients this summer, but that would also involve and give back to South Delta,” said Doram. “We live in such an amazing community... nearly everything from the venue, the food, catering, staff and prizes were all generously donated by local

businesses and volunteers. One of our guests was quoted that she hadn’t had such fun or enjoyed an afternoon this much in years, and that makes my day.” Jackey Zellweger, Delta Hospital Foundation’s corporate and events manager, also had a blast at the tea. “I’m just so grateful that our community is 100 per cent behind our hospital and HoneyDo is no exception in their support. They did a fantastic job in organizing the High Tea, and I can’t wait to see what next year’s event will bring.”

Mary Ann Scarr’s Grade 1/2 class at English Bluff Elementary has been devoted to helping raise funds to donate to B.C. Guide Dog Services. It all began when Scarr brought in an Optimist article that featured the birth of guide dog puppies. The students were keen to help train these dogs, so their fundraising efforts began. The class had two cupcake sales and a Toonie Tuesday, and with the support of all the students in the Tsawwassen school, they raised $859.60. During this project, the young students learned about this important service, had several school visits by service dogs and wrote pen-pal letters to a young visually impaired woman in Ontario whose life has been dramatically improved by the use of her trained dog. Scarr also brought her dog Buddy into class several afternoons to give the children the full experience of working with dogs.

MURPHY’S LAW We’ve got almost three months to ready ourselves for what will be the longest, most contentious public hearing held in these parts since, well, the last time a Southlands proposal was formally put before the people. I don’t think it came as a surprise, even to the most ardent opponents, that civic politicians gave preliminary approval Monday night to the Century Group’s vision for Tsawwassen’s most controversial piece of real estate. Ever since Century was asked to submit a scaled down proposal following the Mayor’s Summit of a couple of years ago, it was clear this latest chapter of the Southlands saga would, at the very least, reach the public hearing stage. Delta has invested a lot of staff time and public dollars dealing with this application, both internally and in consultations with the public, so it didn’t make any sense to shelve it at this point. After specifically requesting Century revise an earlier 1,900-unit proposal, Delta had an ethical, if not legal, duty to at least ensure the resulting application made it to a public hearing. That’s not to say this one’s in the bag when it comes to final approval, but the dearth of debate around the council table had to be disconcerting for those who would like to see this project stopped in its tracks. Not only was there never any doubt the proposal would get first and second reading, but save for a few questions over specifics, there weren’t any real concerns voiced over a project that’s clearly divided the community. I should point out that Sylvia Bishop, whose husband is battling cancer, wasn’t able to attend Monday’s meeting. Bishop has never been partial to development on the property, so she would have provided a contrary view, but what she’s going through certainly puts this fight over land use in perspective. I know I’m joined by many when I say my thoughts and prayers are with her and her family at this most difficult time. It was 24 years ago next week that Delta council put the kibosh on the infamous TDL proposal for the Southlands in the wake of a record-breaking public hearing that drew international attention to Tsawwassen. I don’t foresee a repeat of that situation, but with opposing forces more evenly matched and a desire by both to get the upper hand, this time around is sure to produce its own fireworks. Be warned, you’ve got exactly 87 days to get ready for the Battle by the Bay. It promises to be more entertaining than anything on the tube this fall.

Crystal ball too fuzzy to give approvals so far in advance STEVE GRAHAM

COMMUNITY COMMENT In my last column I suggested the current municipal council be replaced in the November 2014 election. The column elicited a positive response from the handful of known regular readers, and even from random members of the public. However, Community Comment colleague Brad Sherwin noted that wholesale replacement might not be optimal since valuable experience and expertise might be lost. I want to respond to his point. Sherwin is aware there’s not much opportunity for nuance in a 500word column, so you have to try to make your point without much digression. In response, I want to augment my last column to say I think Ian Paton has performed much better than I expected him to and (at this time) is worthy of re-election.

Indeed, if he continues to consider his constituents’ best interests and to make up his own mind on issues, then I’d also consider him for mayor. The folks in Ladner are fortunate to have him looking out for them. On the same subject, in a recent letter to the editor, S. Patterson recommended Greg Hoover run for mayor. This proposal is worthy of serious consideration. Paton and Hoover are two good candidates for council; we need five more for the November 2014 election. Having dealt with feedback, I wish to devote the remainder of this column and the next two to what we can learn from the Marina Gardens development application process now that it’s concluded. I begin with a simplistic chronology: In 1996 Delta council approved a multiphase development involving both high and lowdensity components. The developer built the low-density phases first, thereby creating an agreeable community of single-family homes to which the residents became accustomed. Seventeen years having passed, the developer did not consider the pre-approved high-density phases appropriate to the current market,

and applied to modify the approval to replace a hotel with very highdensity row house residences (of the type beloved by the Delta planning department and Mayor Lois Jackson). The application for the modification required a public hearing and council approval. The developer could have built the exact scheme approved 17 years ago, but it was unlikely that it would. The first thing we can learn from this is that things can change a lot in 17 years, and that it was unwise for the council to provide an approval in 1996 for such a long time horizon. I suggest we can look ahead realistically about five years, maybe 10 at most in some cases. No phased project should be given an approval longer than this time horizon. In the case of Marina Gardens, the residents were aware that future phases were approved, but thought they would be dealing with a hotel amenity and had become accustomed to living in a quiet, singlefamily community. Now they can anticipate years of construction followed by a nonconforming high-density row house zone. I will discuss how and why further in the next column.

No reason bikes should get a free ride

Editor: Growing up in Vancouver in the 1940s and ‘50s, and raising four children in the ‘60s and ‘70s, bicycle licences were required and, like cars, had to be renewed each year. We were also required to have a bell or horn on the handlebars, tail lights and,

Southlands question has already been answered

Editor: I’m confused. Didn’t Delta council already ask Tsawwassen residents if they wanted the Century Group’s Southlands development? Didn’t the majority say no? Is council’s plan to keep on asking until we all get fed up with it and say yes? P. Ruddle

if you rode at night, you had to have a headlight. All other vehicles on the road today — trucks, cars, motorcycles and scooters — require licences. Why not bicycles, particularly when Lower Mainland taxpayers are being heavily taxed to support these expensive bike lanes and our transit

system? Bicycle riders can have their bikes transported on buses and the various trains at no additional cost. In other words, bikes get to ride for free. The room on transit trains allowed for bicycles could be used for more seating, particularly for

seniors since the young people rarely give up their seats for us. The mayors of the Lower Mainland should put their heads together and come up with a reasonable licence fee for cyclists and put the money toward providing better transit. R.D. Grant

No need for housing to go on farmland

Editor: In the middle of the summer Delta council debated and passed first and second reading for the largest development ever to take place in Tsawwassen. The Southlands has been controversial since the 1980s and this has not ended. Sadly the citizens are poorly informed — three out of four I spoke to thought the final bylaw was passed last night — without any further public hearing.

Instead council members heard another presentation from Century Group, they reviewed a 26-page report that had another 28 attachments and asked polite questions. When it came time to debate the bylaw, there was no debate. One councillor “called for the question” as soon as the mayor brought the bylaw into discussion. No one asked the question: Why do we have to remove farmland to build houses?

As one who has participated in developing the past two area plans for Tsawwassen, I can say clearly there is no need to remove farmland to allow for growth in Tsawwassen. It’s time we learned to be much better stewards of our limited resources. Ian Robertson

Seniors Planning Team adds voice to social planner call Editor: The Delta Seniors Planning Team joins the Canadian Federation of University Women South Delta in recommending that a community social planner be added to staff to assist Delta council and the community in facing the changing social conditions. Not all community problems can be solved by land use planning decisions. Social planning addresses community well-being and quality of life, with the focus on people and relationships. It is a problem-solving approach that identifies problems and recognizes the many assets within the community can be tapped to address a concern. A social planner implements the social plans for

the community and advises council on the appropriate role for the municipality on social issues to other levels of government and nonprofit partners. The decision to hire a social planner shows that a local government understands that many areas of local government jurisdiction have social implications. Using the services of a social planner role is not about accepting downloading from senior levels of government for social services. Communities with social planners are able to attract provincial and federal funding to their communities due to their social planning activities. A social planner helps improve community wellbeing and quality of life

for individuals by identifying and working together with community partners to address social issues and coordinating the resources and assets that exist within the community. A social planner is a valuable asset to any community, especially one such as ours where the changing demographics will require a different way of working with seniors and other vulnerable members of the community. The Delta Seniors Planning Team encourages Delta council to consider hiring a social planner to help implement these changes Val Windsor Joanne Van Snellenberg Co-chairs Delta Seniors Planning Team

Elected officials aren’t listening to the very people who put them in office

Editor: Re: Next step for Century plan, July 31 So there we have it: first and second reading and off to a public hearing despite what the people feel or are saying in Tsawwassen. I wonder how much taxpayer money has already been spent and will continue to be spent to push this Southlands development on the people of Tsawwassen. Seems like Delta council can only see the tax dollars rolling into their coffers. I am not against development, but let’s take a look at a couple of things before we get to voice our opinions on the apparent deaf ears of “our” elected officials. From what I have read, there is not going to be an

additional road to allow the influx of vehicles in and out of Tsawwassen. As it is, 56th Street is already congested enough that it can’t handle a constant “rush hour” mode. Then we get to Highway 17 where there are two housing developments under construction, plus the proposed malls. That’s on top of the existing traffic and the ever-present ferry travellers. Imagine being stuck in this after a long day at work and you just want to get home or even to pop over to Ladner if you want or need to. Yes, they are talking about the tunnel, but that is way down the road. Are there plans to widen Highway 17? Don’t think

so. Are there plans to put in additional access from Tsawwassen to Highway 17? Don’t think so. The applicants have been declined in the past and yet council apparently feels they should be given unlimited chances to get approval. If you are running for the good of the people, and are elected by the people, then shouldn’t you listen to the people? I would love to be proved wrong, and I hope I am, but my feeling is the public hearing will be an additional waste of taxpayer time and, especially, money as council members have already made up their minds. Mike Kerr

Poorly paved 52nd St. is embarrassing first impression to make on visitors

Editor: There are only two roads into Tsawwassen: 56th Street leading through the busy commercial area and 52nd Street leading to the western half of Tsawwassen used by residents and visitors from the ferry. Prior to development of Tsawwassen Springs and the traffic light installed at 52nd Street and Springs

Boulevard, for many 52nd Street was the preferred route into Tsawwassen. Unfortunately, whoever did the paving at that intersection has done such a poor job that heading south on 52nd Street one now must veer to avoid the traffic divider as well encounter a few hundred metres of very uneven pavement. Each time I travel on

this patch I wonder why the contractors have not repaired it. If I travel that piece on a motorcycle, it is actually dangerous due to the bumps and uneven paving. As far as visitors, I now advise them to use 56th Street as 52nd is an embarrassment as a first impression of our neighbourhood. Gordon Brown

Students given the chance to shine at annual boot camp

T

he Thrive City String Boot Camp, a program of the Delta Community Music School in Ladner, returns this summer for its third music camp and festival. Next Monday around 25 violinists, violists and cellists of all ages and abilities will converge in Ladner for two weeks of intensive instruction, improvisation and concerts. For most of the students in attendance, String Boot Camp is a chance to quickly improve on their instruments but for some, it’s a life changing experience. “Canada is awesome! I love it!” exclaimed violinist A.J., who is an outreach student from an innercity community in the United States. Attending last year’s boot camp was his first time flying and his first time in Canada. In addition to being pushed to the limit musically, he also fell in love with the multiculturalism of the Lower Mainland, leaving Canada with a solid month’s supply of seaweed snacks and Pocky. Alongside A.J., 11 low-income students from the Saint James Music Academy, an outreach music program in the east side of Vancouver, attended the 2012 Boot Camp. Their attendance was made possible by donations from the Saint James Music Academy and many individuals, including a number of generous Ladner citizens. “After their time at String Boot Camp, I watched each student grow tremendously on their instruments throughout the next school year at Saint James Music Academy. It’s inspiring to watch them emerge as leaders among their peers,” notes boot camp director John Littlejohn, who is also the string coordinator at the Saint James Music Academy. Each year, the camp’s faculty, advisors and supporters raise money to provide scholarships for low-income string players who are unable to afford the $750 camp fee. Between four to six students from the Saint James Music Academy will be at this year’s boot camp, notes Littlejohn. A few promising string players from Delta will be in attendance as well, including 20-year-old vio-

linist Jeffrey Yamasaki. “I learned how to practice in detail and my rhythm was addressed and improved,” says Yamasaki, who will be attending university in the fall as a violin performance major. Solarin Harding, a 34-year-old violinist from Sierra Leone, will be attending her third boot camp. When asked about her camp experience, she replies, “It was difficult at first, but I got used to it.”

The boot camp participants will be presenting four community concerts. On Tuesday, Aug. 6 at 12 p.m., the boot camp’s award-winning faculty, with special guest violinist Herbert Greenberg, will perform a chamber music concert at All Saints Church (4755 Arthur Dr., Ladner), featuring Felix Mendelssohn’s famous string octet. The second concert, also at All Saints, takes place on Saturday, Aug. 10 at 11 a.m. and

will feature the boot camp faculty in a solo concert, which includes music by Mozart, Bartok, Ysaÿe, Paganini and more. Infinitus, the string trio in residence, will present the third concert at All Saints on Tuesday, Aug. 13 at 12 p.m., which will feature the beat-boxing trio’s signature mash-up of classical, jazz and hip-hop. The final concert features the headliners of the festival, the students. On Friday, Aug. 16 at 6

p.m. in the Ladner Community Centre (4734-51st St.), the boot camp students will present a string extravaganza featuring string orchestra works by Corelli, Shostakovich, Vivaldi and more. Admission is free to all concerts, although donations are encouraged. Celebrating Burns Bog

Pair of events mark International Bog Day The Burns Bog Conservation Society hosted a pair of annual events last Sunday. Jog for the Bog, a 5/10 KM walk/run through the scenic Delta Nature Reserve, attracted 197 runners, the highest number ever. As the final runners and walkers crossed the finish line at 10:30 a.m., International Bog Day celebrations kicked off. Bog Day allows people to understand the importance of our dwindling peat bogs, while Jog for the Bog raises money to maintain the nature reserve boardwalk and fund the society’s educational programs. While runners were enjoying a pancake

breakfast, Five Day Weekend took the stage for the third year in a row. They were followed by Shimmy for the Soul belly dancing, free Healing Movements yoga classes, Afro-Cuban music by Rumba Calzada, traditional Indian dance by Sudnya Dance Academy, music by Vanessa Dolezal and an entire set of bog inspired songs by GoGo Bonkers. Organizations like SHaRP (Salmon Habitat Restoration Program), Invasive Species Council of B.C., Port Metro Vancouver, Metro Vancouver, Georgia Straight Alliance and B.C. Hydro offered fun, hands-on activities.

More than winning On holiday at Lake Cowichan, I am gazing at the water. It is a good time to rest but also a time to ponder and pray. I cannot get a phrase out of my head. It came from another (yawn) story about sport and doping. “It’s what you have to do to win” the interviewee said. For a while, I was smug as certainly I am above that — until the light of critical assessment rests on me. I have to admit — preachers are not above wanting to win. The offering plate take and worship attendance numbers get quietly compared with one’s neighbour, becoming the sweet elixir of victory or the bitter dregs of failure. Winning means more newcomers than all the rest. Being Reverend

Congeniality does not have the same ring as first place. I ponder some of the year’s events and reflect on how I spoke and acted. Thankfully, God moves closer to me during holidays. I hear familiar words spoken to me before: “Jim, you do not have to win, just run the race. My love is for you and not tied to any sense of success or failure. I loved you long before you tied the laces on your first shoes. “All I ask that you accept that you are accepted. Run the race of life not to win but rather run it to love me with all your heart, mind, body and soul and to love your neighbour as yourself.” Jim Short can be reached at minister@ladnerunited.org.

Islanders rally to reclaim title

Junior “B” lacrosse team heads to provincials this weekend in Burnaby BY

MARK BOOTH

mbooth@delta-optimist.com

The Delta Islanders are heading to this weekend’s Provincial Junior “B” Lacrosse Championships in Burnaby after repeating as West Coast Junior Lacrosse League champions. The Islanders capped an impressive comeback with a 12-5 victory over the Coquitlam Adanacs on Wednesday night in the deciding game of the best-of-three series. The Adanacs had opened the finals with a 10-9 home floor win on Sunday and Delta responded two nights later with a decisive 12-2 triumph in Ladner, setting the stage for its dominance

24 hours later. The win capped a crazy week for the locals that saw them play six playoff games in eight days. The Islanders needed three games to get past Burnaby in the semi-finals and immediately began the championship series. Delta will match-up with host Burnaby again today at 5 p.m. when the provincials get underway at Bill Copeland Arena. The Islanders also face the Vernon Tigers on Saturday and the Saanich Tigers Sunday morning. The medal games are scheduled for Sunday night with Delta looking to improve on last year’s silver medal performance on the island.

The Grade 11 students will then turn their attention to the indoor version of the sport and lead a South Delta Sun Devils team that has an excellent chance at defending its provincial AAAA championship. Both girls were provincial first team all-stars as aged up juniors in helping the Devils win the title. Cowley has already accomplished what few local basketball standouts have been able to do in recent memory and that’s crack the provincial U17 roster. The 6-foot7 post Grade 12 student will be a presence in the paint for Team B.C. Cowley leads a strong group of returning players for the Delta Pacers senior boys team in the coming season that will be trying to earn a rare provincial berth. Delta will be well-represented on Team B.C. when the Canada Summer Games get underway today in Sherbrooke, QB. Held every two years, alternating between summer and winter, the Canada Games are a key event in the development of Canada’s young athletes. As the best in their age group, these young competitors come to the Games having trained long and hard to be among those chosen to represent their respective province or territory and compete for the Canada Games Flag and Centennial Cup. The local contingent includes high school standouts Nicole and Megan McNamara (South Delta secondary) and Ryan Cowley (Delta secondary). The McNamaras are fresh off an impressive third place finish, competing in the women’s open division for the very first time, at the Canadian beach volleyball championships. Tsawwassen striker shines Robson joins Canadians for U13 Team BC in Calgary Maggie Laroque scores four goals and earns spot on on all-star team as BC rolls to top spot in tournament Tsawwassen’s Maggie Laroque had a leading role in Team BC going undefeated in the U13 girls division at the Prairie Invitational Soccer Championships in Calgary. The 13-year-old striker produced four goals as BC battled its way to victories over Manitoba, Saskatchewan, Alberta North and Alberta South. The BC girls finished the championships with 14 goals and surrendered none. Laroque ‘s outstanding Maggie play earned her a spot in the Umbro Challenge All-Star Game which wrapped up the tournament. That match was scoreless through regulation and went to penalty kicks which saw Laroque convert the winning goal. “Maggie has been an absolute privilege to coach. Her work ethic and technical skills give her the

potential to grow into a great soccer player,” said Team BC head coach Lee Tregonning. “Maggie wasn’t just picked just on her soccer skills but also her leadership qualities in which she captained the team several times. She did BC proud.” Larocque showed her potential at an early enough age to make the jump from the Tsawwassen Soccer Club to the B.C. Premier Soccer League (high perLaroque formance) a year ahead of schedule as a member of Coastal F.C. She helped Coastal produce an undefeated (8-0-4) record in league play this past season and a runner-up finish to Mountain FC in the Provincial Premier Cup championships. She successfully completed all three phases of the Provincial Team Development Program after

her initial selection earlier this spring. Coastal FC is enjoying some rare time off before beginning preparation for the BCPSL fall season. Laroque is headed to South Delta secondary in September and is enrolled in the school’s soccer academy.
