Engelland seeks mayor’s seat

Former five-term councillor, who lost to incumbent Lois Jackson in 2008, announces intentions for November BY

A familiar name has announced she’s once again going to run for mayor in this fall’s civic election. “I am running as the mayoralty candidate with One Delta, a new civic organization,” Krista Engelland announced Tuesday. “I’m running because I firmly believe we need a new direction at city hall. I care deeply about Delta, its people, its history and its land use. As mayor, I intend to ensure Delta residents have a real say in their community,” Engelland said. The former five-term councillor lost the 2008 mayor’s race to Lois Jackson, a one-time political ally. Jackson received 52.4 per cent of the vote compared to Engelland’s 38.5 per cent, although she did beat the incumbent at the Tsawwassen polls. Engelland said she has a vision for the community, contending there are many opportunities that are not being realized. “People are telling me they feel powerless and need a mayor who will lead the community. People are encouraging me to run because they feel their concerns are not being heard by this mayor and this council. They are frustrated by a lack of transparent processes and accountability.” Engelland said her 15 years as a Delta councillor have prepared her for the job of mayor. “I know what it takes to run a municipality. Delta needs a full-time mayor who will take a lead for Delta residents and work

to achieve what is best for their interests first.” Engelland, 49, was first elected to Delta council in 1993. She has been away from civic politics for the last three years after vacating her seat to take a run for Jackson’s job in 2008. Engelland, who was initially elected as a member of the Independent Delta Electors’ Association (IDEA), eventually joined Jackson’s TriDelta slate, but when Jackson and councillors Scott Hamilton and Robert Campbell split from TriDelta, it left her as the lone councillor backed by the group. Engelland would go on to run against Jackson as an independent, although she was endorsed by TriDelta. The veteran civic politician has long fought against urban sprawl, voting against the Tsawwassen Springs project while on council as well as voicing her opposition to development on the Southlands. While she hasn’t said if One Delta will field a full slate of council candidates, Engelland’s announcement five months ahead of November’s election gives her plenty of time to campaign in all three communities. “There is an opportunity for change this November and I am the right person to be that change,” she stated. Engelland grew up in Ladner, graduating from Delta Secondary. She and her husband started their family in North Delta and later moved to Tsawwassen. She works at the family business on River Road.

Century deadline drawing near

Development firm has until July 1 to provide Delta with revised plan for contentious Southlands property BY

A new proposal to develop the Southlands will soon be submitted to Delta, but the public won’t get a glimpse for a while. It remains to be seen how similar the proposal will be to one the Century Group had initially put forward, one that contained 1,900 homes in a high-density development, while turning over 42 per cent of the land to Delta for urban farming. That original application was handed back to the applicant over a year ago and would end up dying on the vine as the Tsawwassen Area Plan process unfolded. Earlier this year Delta council brought forward a proposal to have the 500plus acre property with a long history of controversy placed back in the Agricultural Land Reserve. A public hearing took place

this spring but was terminated after it became clear the recommendation was a divisive one for the community. Mayor Lois Jackson then organized a special summit that included Century Group president Hodgins and others. The summit resulted in Hodgins getting the green light to come back with a new proposal by July 1. Planning staff will then go over it with him before it’s unveiled to the public at a council meeting Sept. 12. Members of Southlands the Facts, who also participated in the summit, were opposed to Hodgins getting the opportunity. The group’s Dana Maslovat told the Optimist following the summit they outlined several scenarios that would have preserved the land but generate income for the owner. Hodgins at the time said

A 19-year-old Delta man died over the weekend after a crash in Harrison Hot Springs. At about 7:30 p.m. Saturday, a Honda Civic was travelling south on Rockwell Road when it crashed into an unoccupied parked vehicle and then collided with a hydro pole. For a fourth consecutive summer, the Business Improvement Association (BIA) of Tsawwassen is organizing the popular outdoor movie nights — and this year there will be a fourth night in the series. The Pick the Flick contest was a tight race between two movies, so Vancity (which is celebrating its 65th anniversary) will present a bonus fourth night over the Labour Day weekend. The outdoor movies are a chance for hundreds of people from the community to come together for free evenings of entertainment and fun. Chico Dedick, a resident of Tsawwassen since 1962, won the Pick the Flick contest, so she and 15 of her children and grandchildren will get VIP seats and a round of popcorn. Titles of the movies to be shown this year can’t be officially revealed, although brief descriptions provide ample clues. The first film shown will be the famous Steven Spielberg classic dinosaur adventure on Saturday, July 23 at Diefenbaker Park presented by Tsawwassen Collision and Randy’s Excel Tire & Auto Service. On Saturday, Aug. 6, through the Pick the Flick contest, the movie presented will be about the unlikely friendship between a cowboy ragdoll and a

A local project is taking a significant step forward this week. Representatives from the Little House Society and the Corporation of Delta will be on hand Friday at the site on 12th Avenue in Tsawwassen for a groundbreaking ceremony. The society is working hard to raise money to rebuild the little white house, which was destroyed by a fire in 2009. For 27 years it served as a meeting place for 12-step recovery groups. Originally a family home, it was purchased by the Corporation of Delta in 1979 where it served as a home for programs offered by Delta Mental Health and Richmond Alcohol and Drug Action Team. In May 1982, it was made available for 12-step meetings and in 2004 The Little House Society was established to oversee the facility. Last year, the society launched a campaign to

raise money to build a new house on the site. With the new home, the not-forprofit organization is also planning on expanding its services. Along with offering a home for 12-step recovery meetings, the 1,600-squarefoot house will also serve as a multipurpose space for the community, and as an education facility for the group. Community education about alcohol and drug abuse and addiction is a key part of the society’s goals. However, to achieve its goal the group needs to raise $250,000. Society president Jim Stimson said while the community has responded overwhelmingly with donations of both cash and inkind materials or services, there’s still about $95,000 left to raise. “Here’s a community that’s just responded,” he said. Stimson said Friday’s groundbreaking is open to the public. The ceremony starts at 3 p.m. at 5016 12th Avenue in Tsawwassen. For more information, or

The solution was as simple as it was obvious. When the provincial government announced last September it would hold a referendum, it appeared the harmonized sales tax was in a heap of trouble. Just two months old at the time, the HST was wildly unpopular for one very obvious reason: British Columbians were paying more tax. Combining the provincial sales tax and the federal goods and services tax meant more items were subject to the 12 per cent rate, which, over the course of a year, would cost the average B.C. family an extra $350. It didn’t take much in the way of political prognostication skills to recognize which way this referendum was going to go when the question boiled down to: Would you like to pay more tax? Sure, I want to pay higher taxes, and while I’m at it, could I also give politicians a big, fat raise? Victoria’s “trust us, it’s good for the economy” argument was no match for the strain the HST was inflicting on people’s pocketbooks, so the referendum had all the earmarks of this biggest beat down since 2001’s Campbell vs. Dosanjh. That’s not the case any longer thanks to the recent Liberal announcement of a phased reduction of the tax. The move means the average B.C. family will go from being $350 a year in the hole with a 12 per cent HST to being $120 to the good by the time the 10 per cent rate comes into effect in 2014. It has gone a long way to dull the uproar the tax generated since it surfaced shortly after the last election. An Ipsos Reid poll undertaken in early May had the pro-HST side 16 points behind, but a similar poll taken two weeks later, in the days following the reduction announcement, produced a virtual dead heat, with the pro forces actually a couple of percentage points ahead. That’s a world of difference from the 85 per cent opposition the HST encountered back in 2009 prior to its implementation. With ballots set to go out next week (they’re due back by July 22), the referendum is still too close to call, but it looks like the Liberals have salvaged the situation in the nick of time. It’s no longer a case of business, which has always been on board thanks to the removal of sales tax from inputs and the reduction of administrative costs, pitted against everyday British Columbians. I don’t imagine the public is philosophically opposed to a modification of the tax structure, just as long as it isn’t left holding the bag. A couple of percentage points appear to have taken care of that.

I began the long, arduous task of calling my bank and credit card companies in hopes of canceling the accounts before anyone had access to them. To know that one’s wallet is out there somewhere and that someone else likely has it creates feelings one doesn’t want to experience too often. It would be no more than one-half hour later when I would receive a call from a local merchant to tell me my wallet had been turned in. I immediately raced over to get it. Lo and behold, everything was still there, including all the money. I asked if the person left a name but the person didn’t so there was no way to personally thank this individual for this act of kindness and honesty. I’ve no clue who this mystery person is, so I offer through this letter my deepest thanks and appreciation for finding and returning my wallet. David F. Horvath

Editor: Most of us have heard the expression, “What goes around comes around.” Well, it is true. It was in 1992 when I was riding my bike along a path in Stanley Park when I spotted someone’s wallet on the ground. It had $35 in it and all of the person’s identification. Editor: Re: Quality trumps quantity when it comes to input, letter to the editor, June 3 Douglas Bolen may possibly assume that his opinion alone represents quality. He reminds us we have the opportunity every three years to choose council and mayor by a vote. Yet he seems to deny this method, as we use the democratic system of numbers and a majority of those who take the time to vote. He decries the numbers system, but does not pro-

vide an alternative, apart from allowing a council to act unrepresentatively, and go its own way at its peril when the next election happens. The statement that onethird of the represented opinions lodged with council about the Southlands development come from outside Delta is ridiculous. The council survey was only sent to Tsawwassen homes, and all submissions to the public hearings and letters to council are verified against residential

address. Much taxpayer money and community time has been spent in determining community opinion. It seems Bolen can not accept that a two-thirds majority does not wish Tsawwassen to replicate other high density areas in the metro region. In the setting of the density that is happening in the Tsawwassen Springs development, and on the TFN lands, he seems to ignore reality. The law provides public

hearings, and an opportunity for all opinions to be registered, and not discounted. Our mayor likes to cancel hearings suddenly and thus deny speakers the opportunity to partake in public debate, and prefers to convene a private committee to guide her actions. Perhaps it is time to warn voters to consider carefully who they wish to handle this proposed development representatively when filling in their ballots in November. Peter Duffey

Foreign trade zone would create slippery slope in Delta Editor: The idea to have a foreign trade zone in Delta should be very concerning to people. It seems like just a deceitful way to bypass our normal laws and business regulations, regarding such things as working conditions, minimum wage and environmental regulations. Why should we allow a double standard that gives the competitive advantage to some, while it undercuts

our current businesses? This doesn’t seem fair. It seems more like, “If we can’t export all the jobs to Third World countries, with Third World labour standards, maybe we can import the Third World conditions here.” This may seem great to owners who stand to profit, but for most of us, this is exactly how you wind up not recognizing your community, or even your country, down the road.

Over time, this can lead to local businesses folding or demanding a level playing field, which ultimately means less wages, poorer working conditions, etc. all around. It’s a mistake to think it doesn’t affect you, and just look the other way while they exploit poor immigrant workers. We must demand fair and equal treatment for all, even if just for our own survival. Don’t take our system for

granted. People fought long and hard, and lives were sacrificed, for the simple dignity of a coffee break, and decent wages and working conditions. A lot of people today seem to have forgotten about the labour movement and the civil rights movement that helped get us to where we are today. Maybe it’s time to get excited about more than just hockey. Alison Cook

Tilbury commuters had a unique opportunity to explore new options for getting to work at the recent Tilbury Transportation Fair. Ladner Sushi’s Kathy Wang and husband Danny Lu, the restaurant’s chef, have been busy since reopening last month.

Sushi shop emerges from ashes Ladner Sushi has reopened. The Japanese restaurant had been closed since being damaged from a major fire along 48th Avenue in Ladner Village back in late 2009. “We like this spot and lots of people know us,” says owner Kathy Wang, adding they received plenty of local support after the fire and didn’t want to relocate. When the restaurant opened again last month customers brought flowers

and even gave her hugs, Wang says. “I just feel this community’s fantastic,” she says.

The restaurant, which has been busy since reopening, received a facelift inside and looks a lot nicer than before, Wang notes. It offers 10 per cent off pickup orders over $20 and

free delivery for those wishing to stay home and eat. The Happy Choice lunch and dinner options offer very good value and are quite popular, Wang says. “Lots of people order that.” Ladner Sushi, now open seven days a week, is located at 5034-48th Ave. in Ladner Village. Over the past six years, Grade 10 students in Delta have contributed $160,000 to various local charities as part of the Youth Philanthropy Initiative. The initiative was founded in 2002 by the Toskan Casale Foundation, an organization established one year earlier by the co-founders of M.A.C. Cosmetics. The goal of the foundation is to help community-based service organizations. It encourages students to research and promote grassroots charities and then awards monetary donations to these charities. Since its inception with one school in Toronto, the YPI has grown into a worldwide project embraced by more than 1,000 schools. The Delta school district has been running the program since 2005. In Delta’s Planning 10 classes, students break into small groups to research local service agencies. Once they have chosen a charity to support, they gain more insight by conducting site

Tire Stewardship BC announced last week the Rotary Club of Tsawwassen has received funding for the water park now under construction in Diefenbaker Park. SDSS’s acting academy set to host gala evening Friday night event at Equinox Theatre will showcase skills students learned during program’s inaugural year

The Film Acting Academy at South Delta Secondary will cap off its inaugural year with a gala evening on Friday at the school’s Equinox Theatre. “It’s a showcase of all that we have done this year,” says drama teacher and academy co-ordinator Paige Hansen in an e-mail to the Optimist. “I think the year went incredibly well,” she says. “I just finished interviewing kids for my last vlog (video newsletter) that I do bi-monthly and that really confirmed to me that we had taken these kids on a journey and that they had gained a great deal from the program.” The class members will show webisodes they

worked on and a selection of scenes from their camera acting class. They’ll also share a live piece called

Pivotal Moments. Hansen notes 23 students completed the course and a few who have been picked

up by agents have started going on auditions. Guest speakers like casting agent Corrine Clark

came to talk to the class and students went on field trips, including visiting the set of a YTV show.

The gala starts at 8:30 p.m. on Friday at Equinox Theatre at SDSS. Admission is free.

Web training Wednesdays at library

The Tsawwassen Library’s Wired Wednesdays provide computer training for beginners. The sessions allow users to get comfortable with the computer during 60 minutes of hands-on instruction. Topics rotate weekly. The sessions are open to everyone and no registration is required. Email will be offered today and again on June 29, Internet Basics will be on June 15 and Beyond the Basics is set for June 22. Ladner Bandfest

The seventh edition of Ladner Bandfest will see a record 21 adult community bands perform this weekend. Two stages will be set up in Memorial Park for the free, family-friendly event. Ladner Bandfest is hosted by Ladner’s own Delta Music Makers community band, which is performing at 1:40 p.m. Saturday. Performances will run from 11 a.m. to 6 p.m. Saturday and 10:20 a.m. to 6 p.m. Sunday.

Bandits cool off improved Pioneers Defending champions snap Ladner’s four game win streak but coach encouraged with team’s steady progress BY

The more things change, the more they stay the same and that appears to be good news for the Ladner Pioneers. Even with a line-up full of unfamiliar faces and a new coach behind the bench, it was just like old times when the senior “B” lacrosse team hooked up with longtime rival Tri-City Bandits last Thursday at the Ladner Leisure Centre. In a typical low scoring and physical affair, the Bandits came away with a 5-3 victory but the result at least reflected how far the Pioneers have come in the past month after basically starting from scratch. Following losses to the Royal City Capitals and Valley Rebels to open the season, Ladner took advantage of a soft stretch in its schedule to reel off four straight wins. The Bandits provided a measuring stick of the team’s true progress and the locals stayed stepfor-step until running into third period penalty trouble. The Pioneers played the final five minutes

shorthanded and will have to wait until the return match on June 20 in Port Moody for another shot at the defending West Coast Senior Lacrosse Association champions who improved to 4-1 with the win. “It’s been leaps and bounds and it’s still going to get better,” said head coach Bob Taylor of his team’s progress. “It’s a great mix and the guys are still getting familiar with one another. It will be different game next time we play them. “At the start of the year, we basically just threw a whole bunch of guys together and hadn’t really done anything. Now it’s a whole story where I can healthy scratch (players) now (on game nights).” Cam Taylor’s early third period goal pulled the hosts within two but the comeback stalled thanks to a rash of penalties. Taylor, a veteran official himself who still works National Lacrosse League games, was furious at how the game was called. “When you have two teams in a 5-3 game, there

With the return of their top sniper on the horizon, the Delta Islanders picked up a much-needed win in the provincial capital on Sunday night. The Islanders snapped a threegame losing streak and moved back above the .500 mark in the B.C. Junior “A” Lacrosse League after a come-from-behind 13-12 win over the second place Victoria Shamrocks. Delta (6-5) returns to action on Saturday when the Port Coquitlam Saints visit Ladner at 7:30 p.m. in what should be the team’s final game without Logan Schuss. on her all weekend, was supported by the great defensive play of Demaria Poje, Cleo Stracuzza, Georgia Taipalus and Jill Calvert. Midfielders Madison Veenaman, Emily Carkner and Arianna Meeres did an amazing job of rushing back to help out in defensive play. They also sprung forwards Nicole Howlett, Morgan Scoville, Whitney Davis, Sydney Wahlberg, Thea Wessler and Vanessa Pearson who combined for an amazing 17 goals over the course of the tournament. Pearson and Howlett were the team’s top scorers. All in all , it was a great weekend of field hockey and the Duncan hosts proved to be very welcoming. The team was accompanied by coaches Geri Pearson and Elaine Poje, along with team manager Terri Calvert, who did all the organizing to put the trip together.

The Delta Falcons U14 Storm team travelled to Duncan over the Victoria Day Weekend for the inaugural U14 Cowichan Field Hockey Festival. The event, staged at the impressive Cowichan Sportsplex, featured six teams — four from the Duncan area and another from Victoria. The girls quickly adapted to the much faster speed of play on the water-based turf field and produced two hard-earned victories on the first day of play. They also went undefeated on day two — winning all three games and were awarded the maximum 15 points to claim the trophy. It was a fantastic team effort and the girls played entertaining and fast paced brand of hockey on what was a new surface for most of them. The outstanding goaltending of Annika Taylor, who only had two goals scored

Over 300 rowers from the Lower Mainland and Vancouver Island took the waters of Deas Slough for the annual Delta Deas Rowing Club Scholastic Regatta.

Delta Deas Rowing Club hosted over 300 high school age athletes for its annual Delta Deas Scholastic Regatta. The two-day event drew interest from crews throughout the Lower Mainland, as well Vancouver Island. Despite rain showers and some minor wind on Saturday the events ran smoothly. Warmer weather and sunny skies were a welcome addition during Sunday’s races. The host club more than held its own against some tough competition. DDRC rower Jake Elward won a gold in the Junior B Single event. Ty Yamamotto placed third in the heat of the same category. The pair then teamed up to finish third in the Junior B doubles race. Also wining a bronze were Seinna Hutton, Mackenzie Baxfield, Amanda Serek and Kendra Pederson for their Junior A quad event. Pederson and Serek joined Miranda Prekaski, Nicola Simpson and Coxin Ty Yamamoto to place third in the Junior B girls coxed quad heat. In the last race of the regatta, Leif Pederson and Eric Stevenson placed fourth in the Novice boys double. The regatta was an overwhelming success thanks to many volunteers and to Joy Fera who organized the event. DDRC looks forward to hosting this regatta again next year. McKee jamboree culminates busy week

Dance to the McKee Jammers at ‘big, big hoedown’ planned for Saturday night at Ladner seniors centre The McKee Seniors Recreation Centre is marking Seniors Week with a handful of events. A cribbage tournament, floor curling demonstration and a country and western jamboree are on tap at the Ladner seniors facility. Saturday’s jamboree, which follows a barbecue in the “corral,” is full of “good old-fashioned fun,” says Arla Kostynick, vice chair of McKee Seniors Society board and director of instructional programs. “We have a big, big hoedown,” she says. Kostynick says floor curling is very similar to carpet bowling and that if there’s enough interest

shown “we will put it in our program listings for September.” She notes McKee has waited for about two years to get the floor curling equipment shipped from England. “They were overswamped with orders.” McKee is also planning on showing Friday’s Canucks game on a big screen TV. The barbecue will also be fired up for the game. The cribbage tournament is set for today from 12:30 to 3 p.m. A planned collector’s fair and vaudevillian performance were cancelled.

Get your exercise at McKee While things slow down “quite a bit” in July and August at McKee Seniors Recreation Centre, the exercise programs are among those that keep on going throughout the summer months. Sit down and drop-in offerings like Fun and Fitness, walking programs, card games and bingo will carry on as well, notes McKee’s Arla Kostynick. The seniors centre is also looking forward to starting a new program in the fall called Fitness at 5. “It’s going to be designed for those still out there and

working, but after work would like to drop in and do something like a jazzercise or yoga. “It will mean that every single day of the week, Monday to Friday, we’ll have a program available here [so] people can drop in and exercise and join the fun.” The June edition of the centre’s Kee Notes newsletter details some other upcoming events: • A blood pressure clinic is set for Thursday, June 16 from 12:30 to 1:30 p.m. • The June birthday lunch, a tribute to McKee

B.C. seniors built our province and provided our families the many great opportunities and stability that we enjoy today. June 5 to 11 is B.C. Seniors Week and it’s a chance for us to look back on the many contributions our parents and grandparents have made, to say thank you and to highlight what the provincial government has done to meet seniors’ needs. Premier Christy Clark chose to have a parliamentary secretary for seniors to the minister of health to emphasize that seniors are a part of the families-first agenda. Families are not exclusively young parents with children; they include seniors as grandparents, parents, aunts and uncles. I am truly honoured to have accepted this responsibility and I take the role seriously. As a family doctor, one of the first things

I learned from my older patients was they wanted independence. They also wanted to live their lives in the home of their choice. As parliamentary secretary for seniors, I’ve had many conversations with older people and what I’ve taken away reinforces the knowledge that seniors want to remain independent and active as they age. Over the next 20 years, the number of British Columbians over 65 will almost double. That means almost one-in-four of us, or around 1.3 million people, will be over 65. Preparing for this demographic shift requires the involvement of government at all levels, as well as agencies, community organizations, the business sector and individuals. The province has taken numerous steps to help our seniors. This includes building 6,327 net new beds and replacing 7,453 residential care beds, assisted living and supportive housing units in communities across

B.C. That is 13,780 new beds in total since 2001. We expect health authorities to spend over $2.5 billion on home and community care this year for seniors, up $940 million from 2001, an increase of 60 per cent. This includes: • Increased spending on residential care and assisted living by more than 50 per cent since 2001, from just over $1.1 billion to almost $1.7 billion this year. • Increased spending on home care and home support by almost 86 per cent since 2001, from $404 million to more than $753 million this year. There are 23 per cent more clients receiving home care professional services (nursing and community rehabilitation) than in 2001. As well, between 2001 and 2009, the average number of care hours per home support client increased by 17 per cent, from 212 hours to 249 hours. Approximately 71 per cent of all home support recipients pay absolutely nothing at all.
