A Maple Ridge man has filed a lawsuit against nine top executives within the Insurance Corporation of B.C. Vladimir Kolosov, a 50-year-old Albion resident, is waiting for his day in court in conjunction with a civil suit stemming from a car accident in Haney three years ago. The self-employed management consultant and artist said legal action was the farthest thing from his mind, until he was rear-ended by another driver just after dropping his wife off at the West Coast Express in November 2009. It was actions taken by members of ICBC’s management team in the months that followed the crash, and which led to a determination that Kolosov was 100 per cent at fault for

the crash, that prompted his lawsuit, he said. Astonished by the decision, Kolosov asked to see any and all evidence and documentation involved in their investigation, and spent months reviewing the material – which he claims also proves he wasn’t to blame for the crash. He appealed their verdict, but lost. Further flabbergasted by the outcome, and despite the added stress and cost involved, he chose to take what he describes as an unusual stance by filing this lawsuit. Claiming he has nothing against the Crown corporation, Kolosov said he hopes his suit brings attention to the mismanagement of his file by staff, but moreover what he called a “blatant injustice.” Kolosov’s suit alleges the nine staff, each with different levels of responsibility, breached their duties while investigating his accident. In his claim, Kolosov also alleges the entire process was flawed and that it has caused him ongoing trauma and stress. In the claim papers filed in B.C.

Supreme Court last November, Kolosov asks that the decision in his claim be reversed, and that ICBC publicly apologize in a letter, on their website, and in ads in a number of regional newspapers, admitting to “negligence” and “unprofessional action.” Alternatively, he has asked for his claim to be reversed, and to be paid $522,000 – a figure he claims parallels last year’s salary and compensations for ICBC former CEO John Schubert, who stepped down earlier this month. Ironically, he said, it was Schubert’s resignation and the recent spotlight on high-level executives at ICBC that prompted him to go public about his lawsuit. He said repeated attempts to communicate with Schubert during and after his appeal process were stymied. Kolosov noted he’s also filed a civil suit in provincial court against the driver involved in the 2009 accident. He expects his claim against ICBC’s top brass won’t be heard until after the civil case against the other driver is resolved. That case is set to be in court in early December.

Business people in Maple Ridge told the premier of B.C. on Tuesday that they want less regulation and lower taxes, so that can get on with their business. It was a key message Christy Clark said she received at a roundtable meeting with local business people. “Small business doesn’t want support as much as it wants the government to get out of the way,” Clark told The TIMES after her visit to Maple Ridge Christy Clark on Tuesday. Clark was in Maple Premier Ridge for a barbecue at Thomas Haney Secondary for what had been scheduled as an education announcement, but which was cancelled. She also attended two roundtables, with business people and with women. Clark said the provincial government has been especially focused on “microbusinesses” businesses with five to 10 employees, and how to support and help them grow with training, mentorship, and incentives, but she added, “I think there’s a lot more we can do.” Clark’s meeting with women included a range of people from education, health care, and business. Bylaws cracks down Maple Ridge council passed a resolution on Tuesday asking staff to ensure that landlords have a business license. Anyone who owns more than one rental unit is required to have a business license from the municipality. “This type of business licence has been on the books for some time. This year the Arts Centre & Theatre – The ACT – celebrates its 10th season of arts and culture in Maple Ridge and Pitt Meadows. Offering consistently goodquality, interesting programs that are worth coming to see is the goal that executive director Lindy Sisson has as she plans the entertainment lineup for Maple Ridge’s premier arts and cultural facility. “What you hope as a programmer [is that] people start to trust your choices,” Sisson said of the yearly entertainment choices made by The ACT staff. Sisson, who came to The ACT in January 2009, is visibly proud of the facility that was built 10 years ago as a venue for arts programming, and while she knows it’s not the same calibre as the Queen Elizabeth Theatre in Vancouver

or a casino, with 500 seats, The ACT can offer good shows at an easily accessible venue. “[The community] built this so you don’t have to go downtown,” she said. Sisson considers The ACT an asset for economic development as well. But mainly, she believes that the arts can give people an outlook on life they wouldn’t see during their everyday experiences. Exposing children and youth to cultural performances is a priority for Sisson. That is why student ticket prices are kept at $15 for any show. “I really believe it’s important for youth, for children to come [to The ACT],” she said. The ACT is offering arts in all genres this year: film – the Golden Ears Movie Series – comedy, dance, theatre, variety shows, classical – and a circus, the Golden Dragon Acrobats from China. “[During a] 10th anniversary, you want to have a circus,” Sisson said. Sisson wants the programming at The ACT to be a combination of tradition

– popular perennials like the Remembrance Day Dal Richards concert, Winter Harp, and Ballet Jorgen – and fresh, cutting-edge performers, for example, Bouge de la and B.C. Beats. Because of the size of the theatre, The ACT can’t afford to book really big names, but Sisson said she tries to get performers who are on the rise or some who are making a comeback like 54•40, who will perform on Feb. 15. On Sept. 29, The ACT will host a Canada Culture Day celebration to commemorate the 10-year anniversary of The ACT from 1 to 4 p.m.. In addition to recognizing volunteers and instructors, there will be arts program demonstrations and workshops, entertainment and arts group displays, food sampling and a cake, and magician Shawn Farquhar at 4 p.m. Tickets for the Canada Culture Day are $20 for adults and seniors, and $10 for children and students. Sensor manufacturer expands

A manufacturer of structural senors has moved from Coquitlam to Maple Ridge, allowing them to double their facilities. RST Industries makes sensors to monitor structural stability for dams, bridges, tunnels, and other civil engineering structures. They employ 60 people, and Pierre Choquet, vice-president of the company,

said many were happy to make the move. “For many of our employees, it’s an improvement,” Choquet said. Their facilities, which opened in the Maple Meadows business park in March, include a large machine shop, an assembly line, an electronics lab, and research and development facilities.

n an effort to slow down housing sales in what’s deemed a too-hot real estate market, the federal government recently made some changes to mortgages. As we discuss these with our residential real estate clients, we are discovering that many people are unaware of these changes, or unclear about how they may

impact them. The most significant change to the rules is the reduction in years to pay back your mortgage. For a government-insured mortgage, you now have a limit of 25 years to repay your mortgage, down from 30 years. If your down payment is less than 20 per cent of the purchase price, your mortgage must be insured. Banks can still offer a 30-year mortgage, provided the buyer puts down more than 20 per cent of the purchase price. The shortened mortgage period requires purchasers to pay back their mortgage sooner and with higher mortgage payments. On a positive note, the rule reduces the overall amount of interest the borrower will pay during the term of the mortgage. The shorter the life of the mortgage, the

less you pay in interest. With a shorter mortgage period, you will save thousands of dollars in interest costs, and you’ll own your home outright faster. That’s a very good thing, and means you’ll be debt-free faster and can finance other things, such as post-secondary education for your kids, a renovation of your home, or a recreational property. Ottawa calculates the change from a 30to 25-year mortgage will, on a $350,000 mortgage loan at four per cent, increase the monthly payment $177 but reduce total interest costs by a whopping $47,000. The reality, though, is that some buyers will need to rethink their purchases and wait a little longer to qualify for their mortgage. It will probably be worth your wait. Government insurance is now limited to mortgages on homes purchased for less

than $1 million. If you are purchasing a home for more than $1 million you will no longer have government insurance available. Another change includes a reduction in the amount you can borrow against your home. The maximum allowable amount now is 80 per cent of your home’s value, down from 85 per cent. This will be an important consideration for some people who are counting on using their property for future financing. These changes may impact your estate plan, so do consider having it reviewed by a lawyer. We are actively discussing these changes with our clients, as are banks and real estate agents. While many of these are considered to be positive changes, they impact individuals differently.

Summer camp at Discovery Playhouse at the Pitt Meadows Family Recreation Centre involved more than just the usual field trips and water fun – the children were able to get creative and learn about art at the finearts-focused summer program. “We wanted a more creative outlook in the summer program,” said daycare worker Danielle Elder, who has been spearheading the art-focused programming this summer. The arts programming has been handson for the children whereby they’ve been challenged to think creatively and make art themselves. One week the children wrote, directed, designed sets and costumes, and performed an original play Evil versus Good. Another week was spent focusing on different aspects of photography, and yet another week the children designed their own sports team including logos, uniforms, and held their own tournament. Art history, with a bit of Jackson Pollock splatter art, pop art, expressionism and other artistic directions, was explored another week. This included, at times, getting messy with paint. Their photography week also included a lesson on the technical aspects of cameras – many of the kids didn’t know what a film camera was, Elder said. “They were like ‘what is this?’” she said followed by “‘why do I see no photo’ ‘why is there no screen?’” Some of the older, broken digital cameras were dissected to give a sense to the kids about the inner workings of digital technology. One photography assignment the children were given was “defining delicious” and with ice cream cones in hand, they had to take pictures of what they thought delicious looked like. Displays of the children’s creative artwork was put in the foyer of the Pitt Meadows Family Recreation Centre for everyone to see, which gave a boost to the kids’ confidence, Elder said.

Distracting education The streetscape is changing dramatically next week, especially for morning and afternoon commuters whose trips to and from work will coincide with school opening and closing hours. Yes, as of Tuesday, school’s not out anymore. The streets will be filled with excited youngsters eager to get to class and crack the books… well, for many of them the eagerness may be more about getting back into the social routine that school offers. And the fun and frolic of that social routine often starts on the way to school – creating a potential for distraction that, mixed with traffic, can prove deadly. Indeed, the distraction of friendly banter on the roadside coupled with the propensity for drivers to fall into distraction has taken far too many young lives. And the worst news is that that deadly combination of distractions is getting worse, at least on the drivers’ side of the equation. ICBC reports that driver distraction has grown to become the third biggest killer on B.C. roads, claiming 94 lives in the province each year. With kids starting school next week, pedestrian traffic will increase exponentially, as will vehicle traffic driven by parents dropping their children off and picking them up around school hours. If you are still foolish enough to disobey the laws that make use of cellphones illegal while driving (incidentally, while not yet illegal, research has determined that using hands-free devices is just as dangerous as handheld), now’s a good time to smarten up. You may save a child’s life, even if you don’t have much regard for your own. And just imagine how you might feel about the fun and convenience of texting, after your wandering attention causes your car to veer into a group of laughing children. – B.G.

Socialist emotions rule media WE SALUTE ALL WORKING PEOPLE. Dear Editor,

The May 2013 B.C. election is presented by the B.C. media as a foregone conclusion, anointing a socialist government. The media feeding frenzy is largely due to the clever strategy of the media-savvy socialists presenting every issue through an emotional filter, always emphasizing or focusing on the negative. It has been said that 90 per cent of our decisions are emotionally based. It’s like shooting fish in a barrel to have our opponents focus on the emotional, rather than the rational, when it comes to choices. Nobody can be as perfect as the media currently portrays us. Even by “mistake,” we Liberals must be doing something right. The media, however, do not give us the benefit of the slightest doubt on that score. Our only chance of forestalling this avalanche of distorted and emotionally filtered media coverage is to present the true facts and let the truth liberate us from the emotion-laden

lies that the media so skillfully peddle now. However, the popularity hounding “me too” media is too reluctant to purvey facts for what they are, unless there are massive amounts of funds inducing the media to present facts as facts and not an emotional derivative of facts – a filtered fact is no longer a fact, but fiction. One day I complained to my wife about the foregoing. She, being my better half, saw it as an opportunity to start small and inform members of the executive of the obstacles we face in overcoming the media’s efforts to paint our opponents as heroes while we are relegated to the role of villains. Our starting point should be the definition of difference between the socialist fiction and the economic facts. In the socialist utopia, there will be economic equality – the government will mandate it! The constitution of the United States is built on the assumption that all men/women are created

Media biased against women Dear Editor,

Why is Christy Clark being singled out and criticized for holding “women-only” outreach events when politicians of all stripes have been doing the same for years? I recall that Gordon Campbell regularly met with groups of women when he was premier, and yet he was never attacked for it. Likewise, the NDP have a gender and sexual orientation policy which dictates who can run for them as a candidate. And don’t tell me Adrian Dix has never attended a “women’s meeting.” So, why are the media carrying out this insanely hypocritical attack on Christy Clark? A prime example: CKNW has a women-only political panel going after her! Is it because the media have become so rigidly biased against Christy Clark that anything goes now? Mike Taylor, Port Moody

If we thus look at abilities only, we already find inequalities. If we further look at the efforts one is able or willing to exert in applying those talents, we are now really talking about compound inequalities. How can a government – any government, short of dictatorship (and not even then) – guarantee economic equality in the population? The socialist promise of economic equality is a utopian fiction aimed at polarizing the population, making it susceptible to the “doctrine of envy,” i.e. Marxist propaganda. Embarking on the slippery slope of socialist utopia will inevitably lead to the logical conclusion of disappointment. One cannot legislate economic equality in a diverse and disparate world. Remember that the government of communist leader Vladimir Lenin took over from a socialist government in Russia. So did Adolf Hitler’s far-right Nazis in Germany, as did Benito Mussolini in Italy. When I mentioned the foregoing to a former socialist, I was told emphatically, “Oh, but those were different socialist societies.” The struggle to separate emotion-laden fiction from facts is an uphill one, and it will take more time and effort to supplant wellestablished fiction with cold, hard facts.

Public workers’ pensions lacking Dear Editor,

I am so sick and tired of articles and letters that go on and on about the extravagant pensions of public workers, because it is just not true. After 2001, my meagre public employee medical severance pension has been chopped all the way from free medical and dental till I died. After 2001, everything changed when the great deceiver was elected. Everything I was promised has slowly been taken away, every year promised benefits have been cut and deductibles increased. This year I have been hit with a further $768 for MSP, which is a lot when your whole pension is less than $300 a month. The public pension plan used to pay that, but now it doesn’t, and the benefits of our health care plan are now an unbelievable $500 a year. Well excuse me, but I have fibromyalgia – that $500 does not get me through

January. And now the income tax will not even let me write off my medical expenses. What I get for that money is waiting a year for a hernia operation – and I have been told it will be closer to two years before I get it, unless I end up in emergency first. Anyone like to guess which will cost more money? So stop with the public service pension bashing. We now have a worse plan than pretty well anybody. Is everybody happy now, except probably us retired public employees who apparently worked for a thankless, lying employer? I signed a medical severance pension contract in good faith and now have a document that is not worth the paper it is written on. Government employees are working for people who literally hate them.

Stein competes for Canada ANNUAL OPEN HOUSE Local athlete Nathan Stein is aiming for a medal in the pool at the London 2012 Paralympics. Maple Ridge’s Nathan Stein and Canada’s 24-member Para swim team are about to compete in London waters. After a 12-day training camp in Italy, the Canadian squad landed in London and moved into the Paralympic Athlete Village last week for the 2012 Paralympic Games that take place from Aug. 29 to Sept. 9. The swimming competition starts a 10day run today (Aug. 30). The 20-year-old Stein was a revelation at the spring Paralympic trials, challenging multiple Paralympic medallist Benoit Huot in a couple of events and winning gold in the 50-metre freestyle in Canadian record time. At age 12, Stein was diagnosed with osteochondritis discans (OCD) a condition that has required 11 surgeries on his leg. According to his Swimming Canada biography, Stein started swimming lessons at nine years old – so he could get his parents to buy him goggles. Prior to heading to London, Stein and the Canadian team spent the past two weeks at the Getur Sports School in

Lignanoso Sabbidaro located near Venice which features a 50-metre Olympic pool. “We had a great training camp and everyone is looking really good,” said Canada’s head coach Craig McCord of Vancouver. “We had quality preparation but the kids are now ready to move on and we are happy to be here.” In Beijing, Canadian Para swimmers won seven gold, seven silver, and nine bronze medals. Valérie Grand’Maison of Montreal led the charge with three gold, two silver, and a bronze. Huot of Montreal, an eight-time Paralympic champion, added four bronze medals, and visually impaired swimmer Donovan Tildesley of Vancouver added a bronze as well. All three are back with Huot and Tildesley entered for a fourth straight Games. Others to watch include young veterans Amber Thomas of Drayton Valley, Alta., and Katarina Roxon of Stephenville, N.L., who were 14 and 15years-old respectively on the 2008 team. “It’s hard to contain the excitement that we are here in London,” said Summer Mortimer of Hamilton, a four -time world champion competing at her first Games. “The atmosphere is absolutely incredible and we are still six days from the start of the Games.”
