The design of New Westminster’s future civic centre may need a bit of fine-tuning but it’s nearly complete. The project has reached the point where the interior programming elements have been determined and the exterior design has been approved. “From a real functional perspective, it is set. Now we have a really good idea how the building looks and how it relates to the street,” said Lisa Spitale, the city’s director of development services. “Now it is about

tweaking and refining.” Currently, excavation work is taking place at the site in the 700-block of Columbia Street. “We are on time there,” Spitale said. “While we are doing that excavation, it is good to step back a bit and look at it.” After touring buildings constructed from various materials being considered for the civic centre, city council has agreed that the facility will be made predominantly of limestone and will have some black brick. The interior will feature a variety of woods on walls, stairs and soffits. The City of New Westminster has part-

The City of New Westminster negotiated $35 million in gaming funds to build the multi-use civic facility in downtown New Westminster. Bridge could re-open in weeks ‘Everything’s repairable. It’s just going to take a little bit longer’ BY BRENT RICHTER REPORTER brichter@royalcityrecord.com

Southern Railway of B.C. says the rail bridge between Queensborough and downtown New Westminster could be open again in a matter of weeks. Frank Butzelaar, president of the company, said engineers have been able to assess the damage caused in last Tuesday’s collision between a gravel barge and the swing span bridge, and work on the repairs has already begun. “We got down there and we did find a little bit more damage than we had originally hoped to find but everything’s repairable. It’s just going to take a little bit longer,” he said. “Where we thought we were a couple of days away, I think we’re now a couple weeks away.” Butzelaar said the bridge will need repairs to the protection pier and swing span mechanism. Southern Railway has contracted some of the repair work to New Westminster’s Fraser River Pile and Dredge, which has barged in a crane to lift the span. “It could have been a whole lot worse and the good news is that we know we’ve got very good contractors here locally, just down the river. It’s about as good a scenario as you could hope for in a situation that’s not very good,” Butzelaar said. He said the full cost of repairs won’t be known until work is done. Mercury Launch and Tug, the company that owns the barge involved in the collision, removed the gravel barge lodged on the protection pier on Sunday night. In the meantime, Southern Railway has been able to service some of its 30 customers that rely on the bridge, most on Annacis Island, with trucking, barging and using other rail lines to the island owned by Burlington Northern Santa Fe Railway and CN Rail. Butzelaar said it hasn’t been easy process to adapt to so quickly. “It’s very circuitous. It’s very

Queensborough residents will have to find a new place to shop for groceries next month following an announcement that nearby PriceSmart Foods will be closing. The company announced Monday it would be closing the doors at its Richmond location just outside Queensborough, permanently on Aug. 20. “PriceSmart Foods has been proud to be part of the Queensborough community since we opened this store in 2001, and we’re sad to be leaving. Unfortunately, we’ve determined that this location is not viable for us, and we’re not able to continue to operate the store,” a press release from PriceSmart states. Wal-Mart is in the process of expanding its Queensborough location to include perishable food but it is not currently known when the expansion will be complete. PriceSmart employs approximately 50 people at its ‘Boro location. “It’s difficult to share this sort of news with our team members. New Westminster students may have been taped by man BY BRENT RICHTER REPORTER brichter@royalcityrecord.com

The New Westminster School Board is alerting parents to a couple of recent suspicious incidents of strangers approaching elementary school aged students. On June 22, Al Balanuik, assistant superintendent of schools, sent a letter to parents reporting an incident from a Herbert Spencer Elementary field trip the previous day in which a strange man may have been gathering video footage of students. According to a Herbert Spencer teacher who was on the field trip, about 60 students were lining up for ice cream at a store on Sixth Street when the man approached on a bicycle. The teacher told the man he could go to the front of the line instead of having to wait for all 60 students to be served but the man just sat on his bicycle outside the store entrance. “I then realized he was holding an iPhone in his left hand. I watched him for about a minute, expecting him to take a

photo. However, he did not press any buttons on his phone. I came around to look at the screen of his phone and realized that he was in video recording mode and taping the kids,” the teacher wrote in the letter. The teacher tried to intervene and the man denied that he was recording, slipped by the teacher, and rode off. The man is described as being about 5’10, 175 pounds in his early to mid-40s with shortly cropped grayish hair. He was wearing a dirty brown or grey baseball cap, a red shirt and light blue jeans. The following day, a man of a similar description was spotted by a crossing guard near a cross walk. The guard asked the man if he was lost to which he replied, ‘No’ and rode off. He showed up again the next day but disappeared before the guard could take a picture of him. New Westminster Police Sgt. Gary Weishaar said the incident is under investigation. Anyone with information on the incidents is asked to contact New Westminster Police Service at 604-5255411.

Other than the odd movie or birthday invite at a restaurant outside of her neighbourhood, Sheila Keenan’s one-year commitment to shop locally in her New Westminster hub is going smoothly. The Record last spoke to Keenan right before she embarked on her one-year journey that would restrict her from venturing very far for everyday necessities. Since she started on Oct. 1, she said it’s going just fine. “I just made my biggest local purchase, my desk,” she said. The dark-stained, alder wood desk was purchased from Modern Home Furnishings on 12th Street. Although it’s a chain, it’s a B.C. chain and the piece is made of wood from the province and made in the company’s Surrey factory. But, the hardest thing she had to give up has been movies – and her favourite hand cream from L’Occitane in Vancouver,which will most likely be her first purchase after Oct. 1. “I can’t give up movies,” Keenan noted, and there is no theatre in the neighbourhood. “I’ve been going to see movies, I keep going to see them. And when I’m invited to a friend’s birthday dinner not in New West, that’s pretty much it, the only time I don’t shop local.” The drastic change in her shopping habits will have a lasting effect too, Keenan said. She intends to continue shopping local predominantly after Oct. 1 as well.

“I won’t stick just to New West,” she said. “But I think mostly (I will). It’s definitely made me think about how I spend my money, where I spend my money, and even why I spend my money.” Keenan takes pride in the fact that she’s taking a role in keeping the local community’s economy thriving. “What I’m finding when I spend money (is) it kind of helps build the community you want to be in,” she said. “People say they feel bad when a store’s closing yet they haven’t shopped there very much. If you want to keep a business in the community you have to spend money there.” For the month of February, Keenan did not shop at any kind of chain, but stayed within her local supermarkets such as Donald’s Market, Uptown Market and Queen’s Park Butcher. “I assumed my grocery bill would skyrocket, but it actually went down,” she explained. “Because I was afraid that my bill would skyrocket, I actually did meal plans for every week. It’s a really good budgeting tool.” Keenan estimates that she saved at least $70 in the month of February, and she credits finding her packs of spaghetti for 99 cents as a great incentive. “I found deals I wasn’t expecting,” she added. “I assumed smaller places would be more expensive. I found more interesting products, too.” For instance, Keenan discovered that Donald’s sells a laundry detergent made in Vancouver that’s a comparable price to most leading brands – and it works well with our local water.

Local: Sheila Keenan is part way through her year-long commitment to shop locally. “You can definitely find good deals,” she said. One side effect from shopping local and having two bakeries in the area has Keenan trying to balance trips to each, and her budget.

“Sometimes I feel bad,” she said, “that we don’t have an unlimited budget. I can’t buy so much every week.” Besides the two bakeries vying for her attention, one of Keenan’s favourite haunts is Great Wall Tea at the River Market. “They do great tea lattes called the River Market Mist,” she said. “It’s like a London fog.” For the next four months until she reaches the end of her promise on Oct. 1, Keenan said she looks forward to the remaining time. “I think it’ll go fine,” she added. “I’m not finding it too hard to stick to New Westminster.” The only thing Keenan said she needs to improve is keeping her blog entries updated. Between finding good deals and interesting products, Keenan said she’s elated that at least she started the blog. “There’s a list of things I wouldn’t have done if I didn’t start the blog,” Keenan said. “I find shopping local is a nicer shopping experience.” As far as how well her husband is taking the challenge, which he is not technically a part of, Keenan said it’s driving him a bit crazy. “He keeps wanting to go to Canadian Tire … and if it’s something for the house I always say no, and that’s driving him crazy,” she said. “Other than that, he seems to be fine with it. My perception is I’m shopping less. I don’t know if that’s his perception, too. I think it is.”

peculation abounds that Premier Christy Clark is itching to call an election this fall, but I can’t help but think the chances of that vote actually occurring are diminishing. The delay in getting the results of the HST referendum alone may be enough to push the election date to the spring or the fall of 2012. The results may not be known until early September, and it’s hard to imagine Clark calling an election until she knows the fate of the HST. That means a mid-September call at the earliest. But how wise is it to go to the voters after a controversial tax is either voted down or narrowly accepted? I haven’t met anyone who thinks the HST will pass by a large margin. Even the most optimistic pro-HST folks seem to think a 55-45 per cent split is the best-case scenario. If that turns out to be the result, it translates to almost half the electorate probably being upset that a tax they opposed will indeed be imposed on them –not exactly the kind of public mood a premier would want to test with an election call.

And recent polls hardly suggest the B.C. Liberals enjoy a comfortable margin of support among voters over the NDP. No issue has emerged that gives Clark a decided edge over NDP leader Adrian Dix. In fact, Dix has played it fairly safe since taking the helm of the NDP. He has made no rash promises, and he has toned down his negative image (even going so far as to praise the appointment of former premier Gordon Campbell to the post of High Commissioner in London). If anything, Dix has been measured in his criticism and has offered at least one thoughtful proposal that could significantly reduce the amount of money spent on prescription drugs (which has been spiraling upwards). In short, Dix has provided few openings for Clark to exploit. Her party is bent on portraying Dix as some sort of grim leftist, but so far he’s making it difficult for them to accomplish that. If any leader has stumbled a bit recently, it is Clark. Her recent musings about Senate reform seemed poorly thought out and politically naïve (expecting Ontario and Quebec to give up Senate seats so B.C. can increase its share seems like something out of left field). Her chance encounter with former Olympics boss John Furlong led him to being appointed co-commissioner ◗Election Page 7

City should explain high wages

As a longtime New Westminster resident and taxpayer, I was surprised to again read about the high salaries of city management. Our small city has 66 managers earning over $100,000, including several managers with duties that do not involve important responsibility. As a manager in the federal government, it appears that New Westminster is paying its managers 10 per cent to 20 per cent more than the federal government. As a taxpayer, I would ask city council to explain why managers in our city should get paid more than their federal counterparts? Peter Vranjkovic, New Westminster

These issues deserve a much higher level of investigative journalism than a shallow story taken entirely from one extremely subjective source. I was left with a strong impression that I was not getting all the facts, and suspect that the truth is quite different than Mr. Gherbetti’s version. In our justice system, it is rare for a person charged with spousal assault to be remanded in custody until trial. This would only happen in cases where there is compelling evidence of an exceptionally violent assault causing serious injuries, or a significant prior criminal record. ◗Man’s Page 7

Mr. Gherbetti’s preposterous reasons for pleading guilty, when he claims he was actually innocent, although possibly true, is nonsensical and requires considerably deeper treatment before it can be believed. The reporter could easily have obtained the Crown’s alleged evidence from the detailed particulars which would have been provided to Mr. Gherbetti. I suspect, if that material were disclosed, the sympathy your reporter was desperately trying to evoke in favour of Mr. Gherbetti may have quickly evaporated. Smearing Mr. Gherbetti’s wife, absent any attempt to uncover the other side of the story, creates a huge credibility gap, leading me to suspect that this woman was being victimized a second time. Without any other evidence, I tend to believe that, right now, Japan is likely the safest place for her and her three children. If I am wrong in this belief, then you have done a disservice to Mr. Gherbetti by telling his unbelievable story without corroborating it with any other source. Irresponsible journalism Dear Editor:

“New Westminster man’s daughters

abducted to radioactive Fukushima” (The Record online, June 27) is a great story, but a mediocre piece of journalism. As a journalist, it is Mr. Richter’s responsibility to present facts, not present one person’s account of history AS FACT. For instance, in the line “In September 2009, Gherbetti was blindsided by an accusation that landed him in jail,” Mr. Richter writes this as fact that Gherbetti’s wife accused him and therefore he was not guilty. The journalist should have at least written: “Gherbetti SAYS he was blindsided.” Especially because, under a court of law, he was found guilty of that crime, and for all we know, our justice system was correct. Secondly, the title is very misleading. Why is radioactivity so important that it has to be mentioned in the headline? You’re sensationalizing! True, one part of Fukushima is an environmentally hazardous place … but c’mon! Does Gherbetti know for certain the daughters are inside that zone of radioactivity? Does the journalist? I don’t think so. So why include it in the headline? This is just sensational, irresponsible journalism. Overall, It think the story is strong and I commend Richter for being able to find such a compelling one. I just wish it were written with higher journalistic standards in mind. Tim Chung, by e-mail

Recycling goes public in the city City will put out receptacles for bottles, paper and food waste BY THERESA MCMANUS REPORTER tmcmanus@royalcityrecord.com

New Westminster hopes to establish a pilot program for public trash and recycling receptacles. Coun. Jonathan Cote has proposed that the city begin a pilot program to collect paper, organic food waste and bottles in receptacles placed in high-traffic areas of the city. He believes it’s a natural next step in the city’s recycling efforts to consider recycling in public areas. “There are garbage cans. If you have pop bottles, paper or food, there are not a lot of options there,” he said about the current situation. Council recently approved a recommendation that the city move

forward with implementation of a pilot program for a public spaces recycling program. Staff will report back to council on the issue. “I am hopeful it can be something that can be looked at relatively soon,” Cote said. Cote and fellow councillor Bill Harper saw a similar pilot program in action while they were attending the recent Federation of Canadian Municipalities convention in Halifax. “They have a really successful pilot project they have implemented on their waterfront esplanade,” Cote said. “They call it the public spaces recycling program. ... They have had tremendous success there.” Cote would like to see a similar program piloted in high-traffic areas of New Westminster, such as the uptown, downtown and Quay. Cote said the city has received some inquires about public recycling

opportunities for people who walk along the waterfront esplanade. “I have heard those comments before,” he said. “I think now is a good time to do this.” Because there is a solar-powered component to the waste recycling bin, the waste is compacted and doesn’t need to be collected as often as regular garbage. According to Cote, each of the bins is estimated to cost $3,000 to $5,000. Each bin collects garbage and various types of recyclables in different compartments. Cote said staff will review costs associated with the pilot project and determine when it can be launched. He’s hoping it’s something the city can move forward on quite quickly. Harper said he’d like the City of New Westminster to buy two to four of the receptacles and place them in locations around the city. “The idea is to see how effective they are,” he said.

A report about the Halifax Harbourwalk public spaces recycling pilot project stated that that city’s pilot project was funded by Nestle Waters Canada in partnership with the Waterfront Development Corporation Limited. The project was intended to collect items often left by people in areas such as parks, streetscape and other public spaces. “Project results demonstrate that the program was extremely successful at increasing the recovery rate of recyclable beverage containers,” said a report about the pilot project. The three-month pilot project saw the collection of fibers, organics, garbage and recyclable containers. The report stated that that recyclable and/or compostable materials comprise about 68 per cent of the solid waste generated along the Halifax Harbourwalk.

New Westminster resident is grateful for the kindness of two strangers who helped her in a time of need. Betty Hancock recently fell when walking on Sixth Street. She was walking with her sister-in-law, who was visiting from England, when the incident occurred. “We were just on our way to the shoe makers,” she said. “We were almost there when I stumbled on something. I was just flying.” Two women quickly came to Hancock’s assistance and stayed with her until emergency responders arrived. They even made a second call when an ambulance hadn’t arrived after a half hour. “They were apparently having a very busy morning,” Hancock said. “They

Because she was in such a state of shock from her fall, she didn’t get the women’s names. “Thank you very much for your kindness and patience staying with me,” she said about her message to the women. “They were determined they weren’t going to leave until somebody came.” In addition to the two women, Hancock said she was touched by the number of people who stopped to inquire if she needed help.

Participants will gather at the Granville Park Lawn Bowling Club over four Thursday evenings in July. New Westminster’s Eva Markvoort, who battled cystic fibrosis throughout her life and underwent a double lung transplant in October 2007, inspired the event. “With her new lungs she was given a new lease on life and after her recovery she endeavored to make people more aware of CF by blogging about her life. Eva’s blog resonated with people around the world and she garnered a huge following of new friends and supporters,” said the Vancouver Leisure Society website. “It was an honour to enjoy the first year of the event alongside Eva, who brought an aura of excitement, positivity and above all, love. Not long after that summer, Eva’s body suddenly began rejecting her new lungs.” Markvoort passed away on March 27, 2010 at the age of 25. The event is one of many that attempt to keep Markvoort’s

Quayside resident Matthew Laird passed along information that Vancouver’s popular Downtown Historic Railway will be back for its 2011 season. Electric Interurban #1207 was built in New Westminster 106 years ago. It makes its first trip at noon and operates every half hour until 5 p.m. Don’t be surprised if you bump into Laird if you take a ride on the railway, as he’s the supervisor.

The inside of a Ugandan psychiatric ward isn’t a place most Canadians would ever even contemplate. But New Westminster resident and Douglas College grad Laura Richard spent six months interning in one. Richard was part of a contingent of Douglas grads that travelled to Uganda last October for internships sponsored by the Canadian International Development Agency. For six months Richard worked in the mental health inpatient ward at Masaka Regional Hospital looking to help people with schizoaffective disorders, bipolar, depression, anxiety and personality disorders. While she concedes the hospitals and practices don’t quite match what she is used to Canada, Richard said Western assumptions about mental health in Africa probably aren’t correct. “You might wonder what mental health is like there and what the facilities are like, but their system is more developed than you might think,” she said. care patients received at Masaka. “I would come and talk with (the patients) and help with dispensing medication and I would play cards or do rehab focus activities with patients because there’s not those kinds of programs at the hospital I was at,” she said. “A lot of the time, there was just patients sitting in bed, lying around, not having much to do.” Asked if she feels she made a difference, Richard becomes pensive. “I’ve thought a lot about it,” she said. “It was those individual experiences where I know I made a difference but as a whole, it’s hard to measure or quantify in some way.” But whether her six

months left a mark on Ugandan mental health or not, Richard has come home with the satisfaction of knowing she was able to give back to a people who showed her great openness and warmth when she was just a student. “I felt the first time I went, it was a lot of me learning and me taking from the people there and I wanted to be able to reciprocate that,” she said. Richard is now preparing to return to school to pursue a degree in social work. She said she encourages anyone who wants to broaden their experience to look for opportunities in the developing world.

River Market ready for summer

The River Market at Westminster Quay is expanding its horizons in time for the summer weather everyone’s been waiting for. With the advent of several new shops and the implementation of mobile pods selling an array of goods, River Market is ready to roll. “Our Patio Summerfest is held one day every weekend from 11 a.m. to 4 p.m. to introduce the upcoming businesses to the community,” Julie Ramirez, River Market’s community services manager,

said. “Each new shop is set up on the patio in a Market Cart and brings a selection of items they will be selling once open at River Market.” The Crab Shop will offer a fresh selection of wild seafood and shellfish, and Michael Buble’s favourite fish and chips, according to Ramirez. Tre Galli Gelato Boardwalk Caffe will be another new shop to assume a pod. “The Gallo brothers craft their own gelato with fresh fruit and Italian passion,” Ramirez said. “They also make some seriously fine espresso and cappuccino.” Other eating options that will be at the mobile units including Pamola Bakery & Deli and Wild Rice Too. Westminster,” Ramirez added. “KJM will offer a wide variety of plants to inspire beginner and experienced gardeners.” Another new service is a partnership between the River Market and Donald’s Market by way of a grocery bike delivery program. “Customers go into Donald’s Market and do the purchasing and then the groceries are delivered to their home,” said Ramirez, adding that the service is currently only offered to Quayside residents. “River Market is all about the food.” Another new biking twist to the area is the Fraser River Bike Tours & Rentals, which had a recent grand opening. “We had our grand opening on Saturday (June 25),” said Tom Littlewood, owner of the bike rent-

al and tour company. “Because of the weather, it wasn’t our busiest, but we had 17 people out for a ride.” The most popular trail for Littlewood is the Queensborough Trail, which is not quite yet completed, but rivals the Vancouver seawall in his estimation. “People have their minds blown at the beautiful ride,” he added. “A bike rental shop is only as good as the ride.” Littlewood noted that his company is already seeing field trip bookings for the fall. He said the company is currently focused on building its client base, with its 65-strong assortment of bikes. “I hope to get city councillors, senior staff and business people to ride (the Queensborough trail)

soon,” Littlewood noted. “It’s the best way to get them to know how to develop and promote it.” Ramirez also pointed out that through cycling, SkyTrain use and walking, the market is supporting its ‘food 360’ concept. “We encourage it,”

Ramirez added. “It can get cumbersome though to walk around with groceries, and that’s why we’ve implemented the bike delivery service.” Despite the weather, the River Market has seen an increase in foot traffic, according to Ramirez.

The Burnaby Lakers dealt righthander Jackson Decker to the Coquitlam Adanacs in a two-forone deal on the June 30 B.C. Junior Lacrosse League deadline. Decker, who led the junior A Lakers with 21 goals and 42 points in just nine games this season, will fill the hole on the Adanacs’s right side created when last year’s Minto Cup MVP Robert Church went down with a season-ending leg injury last month. In return for Decker, Burnaby received defender Kris Liset, who was dealt to Coquitlam earlier this season as compensation in the Reagan Harding deal, and Eliott Godman, a high-scoring forward in the intermediate A league last season. Burnaby president and general manager Richard Appels also picked up Kevin Lemond from the Langley Thunder for a fourthround draft pick. Lemond had four goals and eight assists in eight games with the Thunder this season. Appels was adamant the moves would make Burnaby a better team next season. “Yes,” Appels said. “The Godman kid is a goal scorer. We also have Tyler Buchan coming up next year and he is the leading scorer in the intermediate league.” New Westminster Salmonbellie GM Doug Zack was not able further strengthen his club with a deal prior to the deadline. “We tried a lot of things, but what (the other GMs) offered was not in our best interests,” said Zack. “Nobody was willing to move and at the end of the day, those GMs didn’t want to make a deal. It’s quite frustrating.” Zack, who was also looking to bolster New Westminster’s

The New Westminster Salmonbellies kept their perfect 5-0 home record intact, following a 9-5 victory over the Coquitlam Adanacs at Queen’s Park Arena last Thursday. The first-place Western Lacrosse Association Salmonbellies looked like they were going to run the slumping Adanacs out of the building after a 5-0 first period. No. 1 draft signs first pro deal Ryan Nugent-Hopkins didn’t waste much time before signing his first NHL pro contract. General manager Steve Tambellini announced last Saturday that the Edmonton Oilers have agreed to terms with the Burnaby Winter Cub product on a three-year entrylevel contract. Nugent-Hopkins, who was selected No. 1 overall by the Oilers on June 24 at the NHL Entry Draft in St. Paul, Minnesota, put on an Oilers jersey for the first time earlier this week when he participated in the Oilers development camp. The 6-foot-1, 175-pound native of Burnaby had 31 goals and 106 points for Red Deer of the Western Hockey League. His 75 assists led the WHL, while his 106 points tied him for third overall. As the first pick, NugentHopkins will get the maximum allowable rookie salary, which is $925,000 US for 2011, up from the $900,000 that Taylor Hall received last season. According to Capgeek. com, Nugent-Hopkins will be a $3.775-million salarycap hit, which is the most he can make per season if he collects every bonus. “I didn’t expect it to be this quick, (but) that was awesome. I was very excited when I got that call,” Nugent-Hopkins said of his first pro deal. “Now I can just focus on the hockey part.” Nugent-Hopkins was drafted first overall by the Rebels and debuted with Red Deer as an underage player in 2008-09, scoring two goals and adding four assists in five games. In 2009-10, NugentHopkins was named the Western Hockey League rookie of the year, after recording 24 goals and 65 points in 67 games. He was also a finalist for Canadian Hockey League rookie of the year. Internationally, NugentHopkins helped captain Team Canada at the 2010 Ivan Hlinka Memorial Tournament, scoring the game-winning goal against the U.S. in the final. New West opened the District 6 tournament with a 13-3 loss to Hastings. William Yang went twofor-three at the plate, with a run scored, while Jack
