A look at what makes our neighbourhoods unique
W
hat is a neighbourhood? An area determined by streets, a community bound together by a common tax roll, a mix of homes and businesses with a shared history? Some of the above, all of the above? The Record is taking a closer look at the city’s 11 unique neighbourhoods in a special series. We hope to give those who have called this city their home for quite awhile, and those who have just unloaded the moving van, a fresh look at their neighbourhood. There are 11 distinct neighbourhoods in New Westminster, and trying to pin down how the names and boundaries came to be took a little digging. But after several phones calls and suggestions about who might know, City of New Westminster communications and economic development manager Blair Fryer

Neighbourhood was finally able to answer the burning question. “The (city planning) department was conducting studies on different areas of the city (in the 1970s), and names were chosen for each area based on what planners at the time (thought) seemed reasonable. Some came from names that were already used, like Uptown, Downtown, Sapperton, and weren’t formally used or formalized by the city,” Fryer says. Planner Barry Chaster was the city staffer who over-
saw the neighbourhood naming process, Fryer says. The names and boundaries developed 40 years ago continue today, and those 11 neighbourhoods all have their own residents’ associations. Some ‘hoods, like Downtown, are vibrant, busy, teeming with people, action and urban bustle. Others, like Queen’s Park, are quiet, family-friendly neighbourhoods full of architectural gems. They each differ, offering advantages and challenges, but they have a common thread – a unique character. And, if you’ve been in the city for a bit – you might also say each neighbourhood has true loyalists and boosters. We don’t want to reignite old whose ‘hood is better arguments? – but let’s just say it’s better not to dis anyone’s neighbourhood in this fine city.

Downtown New Westminster has had as many ups and downs as the water levels of the Fraser River. These days, the tide – of business, development and investment – has risen again. Early on, third-term Mayor Wayne Wright ran on a campaign to maximize the potential of the waterfront neighbourhood. Wright jumped into politics in 2002, after being on the Downtown New Westminster Business Improvement Area, because of what he saw as a lack of regard for the neighbourhood from the council of the day. Mayor Wayne And it would be tough Wright to say he hasn’t kept his promise to revitalize the area. Some criticize the enormous amount of taxpayer dollars that have gone toward downtown, but for Wright these are worthy investments.

Another addition to the neighbourhood, a new elementary school – École Qayqayt Elementary – being built on the former Saint Mary’s Hospital site, and the neighbourhood continues to welcome more Gastown-inspired development.

Drugs, prostitution and crime were rampant in downtown New Westminster for years. It was a beaten-up neighbourhood, peppered with strip clubs, boarded-up buildings and lost souls. But take a stroll in downtown today, and it’s striking how much has changed. The area is booming with construction, trendy shops and baby strollers. “There was a lot of years, specifically in Our the ’80s and well into the ’90s, I believe, it as very tough down here,” says Kendra Johnston, executive director of the Downtown New Westminster Business Improvement Area (BIA). “The SkyTrain came in in ’86 for Expo, and I wasn’t around at this time, but to my knowledge, there was some challenges around drug dealers and prostitution, etc. I think the city did a lot of work to try and clean this area up.” The BIA is one of the agencies helping to promote and build businesses that make up the city’s once-famous commercial district. The organization represents the interests of more than 150 property owners and the 500 businesses located from the waterfront up to Royal Avenue, and from the Patullo Bridge to 10th Street. The Downtown New Westminster Association – formed back in the 1950s by a group of merchants – was the predecessor for the BIA, which was created in 1991, explains Johnston, who’s lived in downtown New Westminster for 12 years. Looking forward, the BIA is working on bringing a food truck festival to downtown and enhancing the profile of

of young families, young professionals, people are looking for cool events and activities to do on the weekends that appeal to that demographic or they’re looking for new cool restaurants or hang-out spots.” The business owners she talks to have a lot of energy and enthusiasm for the neighbourhood. “That’s so exciting after a long period of people not having a lot of faith,” she says.
Columbia Street’s bridal district, which draws visitors from all over the province to the city. The BIA has also put a lot of energy into building up its own online presence. Characterizing these years, Johnston says there is a lot of positive energy downtown. “It feels very different to me,” she says. “With increased population down here, with a totally different demographic

By the end of the 1860s, the city had lost its capital status to Victoria and the gold rush ended, but the neighbourhood carried on. In the 1880s, the completion of the Canadian Pacific Railway line helped the area blossom again. Streetcars, electric lights and paving eventually came as well. The city faced a devastating setback with the Great Fire of 1898, which swept through the downtown, destroying buildings and homes. But another resurrection came during the post-war era, when Columbia Street was christened the Golden Mile. Downtown boomed during the post-war years. The Lower Mainland’s population grew, and in New Westminster, new subdivisions, like the one in Massey Heights, brought growing families and downtown shoppers. But the Golden Mile began to wane with the opening of new amenities at Sixth Street and Sixth Avenue in Uptown
New West and the development of express roadways to Vancouver. Malls also started popping up all over the Lower Mainland and pulled away shoppers. But other development moved forward during those lean years. In the 1980s, Douglas College settled in its current location, the new SkyTrain line – built in 1986 – “started” at Columbia Street and Eighth Avenue and the bars, theatres and nightclubs buzzed. But all of the action also brought trouble, and the neighbourhood became a magnet for drug dealers and crime, garnering a reputation as a rough part of town. Still, condo development continued and the neighbourhood did have a critical attraction – its proximity to transit. Today, it’s the strategic location – the same rational that compelled settlers to make their home here more than 150 years ago – that is inspiring people to come back to live, invest and find a home downtown.

Gabrielle Bayona is excited about her upcoming tour of the Columbia Theatre in downtown New Westminster because she’s heard stories about the place. “Apparently, the basement is really scary,” she says, smiling. Bayona is so interested in knowing more about the character buildings and the stories they house in her neighbourhood that she admits to knocking on doors and asking for tours. She especially loves hearing tales about possible hauntings, and says her own brickexposed basement at Ellebay Bridal Boutique on Columbia Street frightens her sometimes. “I like the spookiness. It’s like my own little mystery I can solve, and nobody else is doing it,” says the 20-year-old, who co-owns Ellebay Bridal Boutique with her mom, Merly Bayona, a couturier and seamstress who made wedding dresses in Burnaby until her and daughter Bayona opened their New Westminster location in 2010. Another source of intrigue for Bayona, the recently closed Keg on Columbia Street – an old train station. “I had a friend who worked there (at the Keg), and she
would be in the basement and she would get so spooked,” she says. “It was cold down there, and it was a bit creepy.” Bayona spoke with another building owner on Front Street who told her he discovered a fresco on the ceiling of his space. The rumour was the space was either a ballroom or a brothel, she says. “If you’ve got it, flaunt it,”

Neighbourhood says Bayona, who didn’t plan on becoming a dress designer, but when she graduated, the grad dress she crafted for herself ended up being her mom’s bestseller. From there, Bayona designed four wedding dresses for the store. “They are the only ones that sold that season,” she says. It’s clear that Bayona has great style. On the day she spoke with The Record, she was wearing black tights, a blue denim blouse, thick-black rimmed glasses and comfortably chic flats with a thick rubber sole. Her lips are painted with sophisticated burgundy rouge, but she wears little makeup
otherwise. Bayona loves the neighbourhood where she works and lives – especially the many mysteries she discovered since she moved in. One of her favourite structures is the old federal fisheries building on Canarvon Street. When she approached the old red brick building recently, a sign said: “Trespassers will be violated.” “But there was somebody on the other side … I asked if I could go over the fence, and he said I could,” Bayona says, explaining how she charmed her way in to look around. Another space she loves is the Westminster Building, which housed the Westminster Club, a business and social club. The building that houses Five Stone’s Church on Columbia Street is also “amazing,” she says. Bayona’s favourite place to hang out in her hood is her store’s basement sewing room. She has friends over and they sew together or watch TV. “We have little get-togethers in the basement. Before the construction happened (at the Trapp Block, located beside her store), I used to make everyone go through the back entrance, and it felt like a speakeasy,” Bayona says with a mischievous grin.

We had actually thought the neighbourhoods were named and designated before the 1970s – and were surprised to learn that city planners determined the boundaries at that time. But we suspect if you grew up in Queen’s Park you knew where the boundaries were long before the city gave it an official stamp. What we do know for sure is that the first neighbourhood we chose to kick off the series with is one of the
most dynamic and interesting neighbourhoods in the city. What was once written off as a soon-to-be replica of Vancouver’s downtown eastside has changed course to become a safe place to shop, eat and even raise your family in. But its current success should not be taken for granted. It’s liveability and economic stability depend on engaged residents and businesses who guard the area’s future well being. Thankfully, it now has an abundance of residents and business owners who will do just that.
Balanced budget means more cuts IN THE HOUSE

ritish Columbians are about to find out what it means for a government to balance its budget when money starts to perform a vanishing act. With less money coming in, it means the government has to cut spending to achieve its balanced budget goal – and it’s inevitable some of that reduced spending is going to result in some howls of outrage from those affected the most. The B.C. Liberals were reelected almost solely on the issue of economic management, and that included its promise to deliver balanced budgets, year in and year out. But the budget update provided this past week contained some unsettling numbers that underscore how hard it will be to balance the books without creating controversy. First of all, the forecast for tax revenues has been slashed by more than $200 million. Finance Minister Mike de Jong is balancing his budget on a razor’s edge (the projected surplus is now down to a mere $153 million, which is almost a rounding error on a $44 billion budget) so a revenue hit of that magnitude
can very quickly wreck the bestlaid plans. Also worrisome for de Jong has to be a decline in the projected performance of some key economic indicators from the budget three months ago. Gross Domestic Product, incomes, corporate profits, retail sales – all are expected to perform worse than was envisioned in February. On a more positive note, natural gas is making a bit of a comeback. Once a vital contributor to the government’s revenue base, natural gas revenues have collapsed in recent years but are now expected to come in more than $100 million higher than was forecast in February. But, overall, there is little reason for any significant optimism on the revenue side. This brings us to the spending side of the budget, and this is where the public is going to feel the impact. The B.C. government presents its budget as part of a three year fiscal plan, and the next two years don’t look much rosier than the current year (although the 2015/16 budget does contain significantly more breathing room when it comes to achieving a surplus). On paper, de Jong is looking to chop at least $130 million over the next three years from his budget. On top of that, he is allocating funding increases to the health care system that are a little more than half of what they have been for years.
Procurement plan for city friends Dear Editor:
Planned pork barrel “city friends with benefits” procurement policy at New Westminster city hall. The City of New Westminster is planning to drive a dagger into the hopes and dreams of New Westminster small business owners with its nefarious “best practices” plan to change how it procures (spends taxpayer money) city services. Our city is moving away from an open and public procurement process towards a “city friends with benefits” procurement policy where insiders will get city business and everyone else will be left in the dark. I will only briefly mention how our city often ignores posting contract opportunities to its website in favour of “sole sourcing” contracts to one preferred insider. The sole sourcing gravy train ◗Budget Page 7 runs like a thick river throughout our city’s various
departments and is a preferred method of doing business. The present state of affairs (if a contract is not sole sourced) is that our city must post potential contracts (up to $100,000 in value) to the city website, where anyone with a computer can see the tender opportunity and bid on the opportunity. Well, in a classic case of double speak, our city staff is preaching “best practices” while actually doing the opposite by proposing to remove any outside opportunity to secure city business. City staff are complaining that posting the city’s (less than $75,000 value) business opportunities to the city website is just too much work and the solution is … just remove the obligation for any outside public notice of the city’s business opportunities. The managers will still need to find three quotes from contractors but (nudge, nudge, wink, ◗Businesses Page 7

The public, small business owners, and our mayor and council will be nothing but poorly tended mushrooms if the proposed procurement policy amendments pass. We will be totally in the dark on what business opportunities are available, and we won’t have a clue about what city insiders are getting their share of the taxpayer-funded procurement pork barrel. Wake up, mayor and council! The proposed procurement policy amendments stink and need to be shredded. Why the silence from the New Westminster Chamber of Commerce? City needs more oversight Dear Editor:
Re: Resident concerned about “city friends with benefits” procurement policy, The Record website, June 28. If I get the drift of the above letter, instead of parading business opportunities on the city hall website and soliciting bids to ensure “best price,” staff will now
be using what they refer to as “best practices,” as outlined by Christopher Bell, by telephoning their “favorites.” What is more frightening about this move to so-called “best practices” is the self-referential base of this request for less oversight. In simple terms, “best practice“ is a business buzzword used to describe the process of developing and following a standard way of doing things that multiple organizations can use – usually by surveying and choosing the best solution. But the best solution for whom – the $100,000-plus bureaucrat or the taxpayer? My alarm bells went off when I read the delegation bylaw rationale for more delegation (read less oversight, transparency and accountability) and note that one of the purposes of the bylaw is to “formalize actions currently being undertaken by staff” and “currently most of these duties have been assumed by staff without the delegation being defined in bylaw.” In blunt terms, staff is doing what they please and when they please without regard to their current delegated authority or reference to the oversight that council is supposed to provide. The delegation bylaw is just an afterthe-fact embodiment of the old adage, “It is easier to beg forgiveness than seek permission.” One would hope the change of the guard at the top of the city bureaucratic structure would lead to bringing “best practices” back into line with the rules as they exist rather than changing the rules to accommodate slippage in enforcement. It’s in taxpayers’ best interest to have city business done with maximum transparency and within existing authorities and oversight. E.C. “Ted” Eddy, New Westminster

These moves will undoubtedly impact government services for several years. It’s hard to see how wait times in the health-care system will be reduced in any meaningful way, and in fact they may well increase. The government is also signalling it intends to put the brakes on any increase for physician fees. This could result in a confrontation with doctors, which is the kind of fight governments rarely win. All in all, the three-year fiscal plan suggests that anyone who relies on government services should not expect an improvement in them any time soon.
In fact, the budget squeeze could result in the elimination of some of those services, or at the very least deterioration in their quality. And B.C.’s teachers should realize there is no money put aside for wage increases. Any pay hikes will have to come from “savings” found within the education system, a difficult if not impossible task. But while government programs are being squeezed, frozen or eliminated, the provincial debt will continue to climb. Capital spending on such things as schools, hospitals, roads, bridges and B.C. Hydro facilities mean the province will rack up a further $7 billion
in debt over the next three years. To give you an indication of how fast the debt is escalating, consider this: the government’s debt went up more than $350,000 during de Jong’s half-hour budget update presentation last week! During the election campaign, Premier Christy Clark kept suggesting the province’s debt could be wiped out by exporting liquefied natural gas. But she also talked about balancing the budget. Her government may never achieve those debt reduction targets, but it’s betting the farm it will accomplish the balancing act.

A developer is hoping a 20-unit proposal in the Brow of the Hill neighourhood will get a better response than a previous proposal. Staff presented council with a preliminary report about a proposed rezoning of 1015, 1020 and 1022 Fourth Ave. The report included a recommendation to direct staff to request the applicant to pursue further public consultation on the revised proposal. Betty McIntosh said she has “great difficulty” with the provision of only three

The Grooveyard was the place to be if you were a local music-loving teenager in the late 1960s, especially on the night the Ike and Tina Turner Revue turned up. “That was fluke,” says rockabilly musician-turned-promoter Les Vogt, who ran The Grooveyard. “We put 700 (people) in for Ike and Tina.” It wasn’t unusual for The Grooveyard to be full to capacity, but on that particular weekend the club was especially packed. The Ike and Tina Turner shows happened by chance. The band was slated to play across the border. “They called up, at the last minute, after the got cancelled in Seattle,” Vogt remembers. “And they came in for the weekend.” Vogt took over a popular local teen club called the Hollywood Bowl and started

booking bands for his now re-christened Grooveyard – a name that longtime CFun DJ Fred Latremouille is said that have come up with. The teenage dance club was housed at what today is the Metro Hall and Events Centre on Carnarvon Street. “I packed it in,” Vogt says, recalling his Grooveyard days during a phone interview with The Record from his home in Steveston. (Vogt opened a second Grooveyard in 1968 on Davie Street in Vancouver.) In the early 1960s, Vogt partnered with DJ Red Robinson and started bringing rock ‘n’ roll shows to various venues in Vancouver and beyond through their company, Jaguar Enterprises Ltd. They brought in some of the biggest acts of the day including Jerry Lee Lewis, Gene Vincent, Carl Perkins, James Brown, The Righteous Brothers and Ray Charles. Vogt also worked with such legends as Buddy Holly and the Crickets and Roy Orbison.
The music business changed when drug use took over the scene. “I wasn’t interested in being part of that whole environment. I didn’t do drugs,” Vogt says. By 1969, he was out of The Grooveyard. He later opened a country music bar in Vancouver, and eventually, went to work for Orbison as his manager. Later, he produced The Legends of Rock ‘n’ Roll, a tour-
ing show featuring artist impersonators, which he still does today. As for The Grooveyard, there have been a few reunions over the years, when old friends and musicians gathered together to remember the club that made and brought legends to town. City’s Canada Day ends with a bang A
n impressive fireworks display on the waterfront was a fitting end to an action-packed Canada Day in New Westminster. Crowds flocked to Queen’s Park for the City of New Westminster’s annual Canada Day celebrations, which included entertainment at the band shell, a new pick-a-box auction and free treats. Many of those gathering to celebrate Canada’s 146th birthday wore Canada day attire and carried flags. “People came in droves,” said local arts promoter Tony Antonias. “They really, really loved it.” Many kids took advantage of the newly renovated spray park to cool off on a scorching Canada Day. The pick-a-box auction raised $1,200, which adds to the $15,000 collected from past lunchbox auctions at Canada Day and will be used to create public art in Queen’s Park. Downtown, the Hyack Festival Association launched its summer Concerts on the Quay performance series, which featured entertainment and information booths along the boardwalk. New West residents converged on the Quay in time to take in an impressive fireworks display that began after dark and lasted close to 45 minutes. “It was a grand day,” Antonias said.

andro Frau is getting back on the bike for a good cause. Frau, general manager of the Terminal Pub, has participated in the two-day Ride To Conquer Cancer event that involved cycling from Vancouver to Seattle to help raise money for the B.C. Cancer Foundation. Learning that a friend’s two-year-old daughter was diagnosed with leukemia, he
decided to sign up for the Ride for Hope. “The Ride for Hope supporting Canuck Place takes place July 10 and I felt compelled to sign up,” he wrote in a recent email. “The ride is 200 kilometres from Hope to Surrey, and I have less than three weeks to raise $1,000.” Each rider is responsible for raising a minimum of $1,000, an amount Frau hopes to exceed. An all-day burger and drink fundraiser is being held on Wednesday (today) at the pub at 115 12th St. and will be followed by the final pub trivia night that same evening.

The New Westminster Salmonbellies will battle the
Langley Thunder in the Seats for Soldiers V appreciation night. The fifth annual Seats for Soldiers V military appreciation night takes place at Queen’s Park Arena on Thursday. The event is a salute to the Canadian Armed Forces and acknowledges the 150th anniversary of The Royal Westminster Regiment. Anyone with an association to the military, including veterans, cadets, Legion members, military association members and their families, will be admitted at no charge. Military guests are invited to dress in uniforms, Legion or regimental blazers, complete with medals, while civilians are encouraged to wear red for Canada. “Building on the success of the
past four years, our tribute event features two top teams in the WLA,” said David MacGrotty, director of the New Westminster Senior Salmonbellies and co-chair of Seats for Soldiers V. “New activities for fans include historic displays, a bouncing grenade toss and give-aways commemorating the Westies 150th anniversary. Live webcast coverage enables troops around the world, along with all our numerous lacrosse fans to be part of one of the highlight games of the season.” The pre-game activities get underway at 6 p.m. and include a military displays expo featuring vehicles, equipment and weapons, a barbecue and beverage garden. Intermission features include military band entertain-
ment, giveaways and more. “There is an incredibly close connection between the Bellies and the Westies over the past century, and it is extremely meaningful this year as we celebrate the regiment’s 150th anniversary,” said Col. Karen BakerMacGrotty, honorary colonel of the regiment and co-chair of the Seats for Soldiers V. “With historic and military displays, performances by our regimental band, activities for children all combined with top level lacrosse, there is something for everyone to enjoy. The City of New Westminster has identified five projects that are good to go if grants are available. Following a staff evaluation, council has endorsed several projects for grant submissions in 2013 or early 2014: the ramp component of the Fourth Street overpass leading into Westminster Pier Park; the Queensborough to Quayside pedestrian/ bicycle crossing; combined sewer separation; infrastructure related to the Intelligent Cities program; and the Crosstown Greenway on Seventh Avenue, between Fifth and Eighth streets. A staff report considered by council on June 24 stated that the federal government is proposing a new 10year funding commitment that could result in more than $47 billion in new funding to support local and economic infrastructure. “We have identified the ones we feel are appropriate,” said city administrator Lisa Spitale. “There are five identified here we feel are shelf-ready right now.” Spitale noted that the list is a “living document” that can be changed as progress is made on various projects.

Betty McIntosh said she’d like to see street paving moved higher up the priority list for potential grant applications, noting she’s heard complaints about the condition of Sixth Street. “If there is money available to do that type of infrastructure, I don’t think we’d want to be bypassing it,” she said. “It is a livability issue.” McIntosh said the city is building the Fourth Street overpass into Westminster Pier Park, which includes an elevator and stairs. She feels the inclusion of a ramp in the project doesn’t need to be number 1 on the priority list because access will already be provided to the site and the ramp could be added in the future. Staff will report back to council on issues raised concerning Canada Games Pool replacement, Phase 2 of Westminster Pier Park (the area known as the Timber Wharf), dike improvements and paving of Sixth Street.

The City of New Westminster is aiming to create a more pedestrian and cyclist friendly area on lower 12th Street. Council recently reviewed new street design guidelines for the lower 12th Street area, which were developed using community feedback. The design guidelines will be applied to future development projects taking place in the area and in future capital project planning by the city. Coun. Chuck Puchmayr supports having plans in place so people know what to expect in city neighbourhoods. He said the guidelines build on the planning work
done for the neighbourhood in 2004. “It’s a good plan,” said Coun. Chuck Puchmayr. “I am very pleased with it.” A staff report stated that the city recently received a proposal for the redevelopment of a site at the corner of 12th Street and Third Avenue, which prompted the city to prepare guidelines. According to staff, the resulting guidelines create attractive streetscapes on 12th Street, Third Avenue, and adjoining streets and lanes. The roads are meant to be pedestrian and cyclist friendly, while also accommodating development, greenways, commercial activities, transit and utilities. The city envisions the creation of a street with wide landscaped boulevards, green-
way and gateway features, enhanced lanes known as mews, reduced through-traffic and transit-oriented development. Mark Allison, a senior planner with the city, said the plan includes bike lanes on 12th Street between Third Avenue and Queens Avenue, as those are deemed to be good routes to connect to Columbia Street and the downtown. “The lower 12th Street plan area is a major component of the city’s growth management strategy, encouraging a mix of residential and commercial development in close proximity to frequent transit, the downtown and the waterfront,” stated the report. “In support of the growth of this area, detailed street design guidelines have

Water conservation initiatives will be considered as the City of New Westminster works on its 2014 to 2018 financial plan. The city is interested in the potential of rainwater harvesting systems in New Westminster arenas and greenhouse as a means of conserving
water. Staff will incorporate water conservation projects into future budget deliberations. Coun. Chuck Puchmayr raised the issue last winter after touring the Abbotsford Entertainment and Sports Centre, which has a rainwater reclamation system that collects water and uses it to create the arena’s ice. He told council the system cost $27,000 and is saving the city

London Olympian Curtis Moss won the men’s javelin with a throw of 76.86 metres, edging American Cyrus Hostetler by almost three metres. In the women’s javelin, recent Canadian senior national champion Krista Woodward of New Westminster had a disappointing showing, placing fourth overall with a toss of 48.79m, well off her national championship meet record of 58.59m. Following the national championships, Woodward was one of 64 athletes named to represent Canada at the world championships in Moscow in August.
Young Hyack nets three AAA times at championship long course meet Up-and-comer Kyra Tamagi had an inpired three days of swimming at the AA long course championship swim meet in Victoria last week. Tamagi, competing in the 11-andunder age group, swam in seven events, making the finals in five of them, while achieving AAA times in three individual races. The Hyack Swim Club youngster started off the competition with back-to-back AAA times in the girls’ 50-metre freestyle and the 100m backstroke. Tamagi won the free sprint with a 32.49 clocking. She then placed second in the back in a AAA time
of 1:23.44. On Day 2, Tamagi finished runner-up in the 100m free, posting a third AAA time of 1:12.00 in the process. Amar Fejzac had four podium finishes in the 13-year-old boys’ age division. Fejzac posted runner-up finishes on Day 2 in the 100m free and butterfly. The Hyack swimmer placed third in the 50m free on the opening day of competition. He also finished third in the 400m individual medley. Qichen Gao and Jakob Garricks also garnered strong finishes at the
13-year-old age group. Gao won the 200m fly, while also placing second in the 400m IM and third in the 100m fly. Garricks won the 400m IM and was a runner-up in both the 200m fly and 400m free. In the boys’ 11-and-under, Ethan Bahng was second in the 50m free and third in the 100m fly. Victoria Chandler placed second in the 15-year-old girls’ 200m fly. Micah Lau also placed second in the 13-year-old boys’ 200m free. Zoe Froh was a third-place finisher in the 11-and-under girls’ 400m IM.

New Westminster Hyacks win second spring camp product to have jersey retired
The New Westminster Hyacks high school football team defeated Rick Hansen 9-8 to win the MVP Hyack team camp at Mercer Stadium last Saturday. Quarterback Tommy Robertson found Stewart Sommerfeld for a 35yard touchdown pass in the final of the controlled scrimmage matchup. Matt Seymour also had an interception for the hosts. Shelton, Washington placed third at the second annual team camp. Notre Dame placed fourth. Lineman Bill Collins of New Westminster led the camp MVPs. Also earning MVP recognition were Shelton lineback Brian Nault and fullback Gordon Henry. Rick Hansen placed two players on the MVP list – defensive lineman Shaeem Charles Brown and receiver/defensive back Zack Taves. Russ Heard will have his No. 9 jersey retired prior to the Western Lacrosse Association game between the Burnaby Lakers and the New Westminster Salmonbellies on Friday, July 5. The Burnaby franchise, which Heard stoically supported for 13, mostly losing seasons, will retire his jersey number in a pre-game tribute to the future hall of famer. Heard helped lead the Lakers to three of their four WLA playoff finals in his storied career. He was one of the original Richmond Outlaws, which switched zip codes in the 1990s to become the Burnaby Lakers. But perhaps unkindly, Heard never had an opportunity to experience a Mann Cup. Burnaby’s best-ever chance for a league title came in a Game 7 double overtime loss to the Coquitlam Adanacs back in 1993. In that memorable journey to the ‘93 final, Heard marched the 12-12 Lakers
past the Salmonbellies with a record-setting goal-scoring effort that still stands to this day. In the seven-game semifinal series, Heard set five new WLA playoff records, scoring the fourth, fifth, sixth and seventh-fastest goals ever, while also rewriting the record book with six goals in one playoff period. Heard would not get another opportunity at a championship despite playing another seven seasons, including five more in Burnaby. But the likeable 6-4 righthander put up career numbers that will one day place him in the hall of honour with other lacrosse greats. In his 13-year senior A career, Heard stands 10th all-time with 646 assists in regular season play and his 1,021 points is in the company of the top-20 best players to ever play the game. Heard is currently an assistant coach with the senior New Westminster Salmonbellies.

not spend much time at the walk-through talking about the larger community in which the home is located. However, if you are moving to a new community, a builder can often provide a packet of material to help you become acclimate. An effective way to handle the inspection of the house is the checklist. The list should include everything that needs attention, and you and your builder should agree to a timetable for repairs. Builders prefer to remedy problems before you move in, because it is easier for them to work in an empty house. Some items may have to be corrected after move-in. For instance, if your walkthrough is in the winter, your builder may have to delay landscaping adjustments until spring. It is important that you be very thorough and observant during the walkthrough. Carefully examine all surfaces of counter, fixtures, floors and walls for possible damage. Sometimes, disputes arise because a buyer may discover a gouge in a countertop after move-in, and there is no way to prove whether it was caused by the builder’s workers or the buyer’s movers. Many builders ask their buyers to sign a form at the walk-through stating that all surfaces have been inspected and that there was no damage other than what was noted on the walk-through checklist. Ask a lot of questions during the walkthrough, and take notes on the answers. Never be afraid to appear stupid by asking too many questions. That is how you learn. It is important to view the walkthrough as a positive learning experience that will enhance your enjoyment of your home.

Nestled at the head of Holberg Inlet and neighbouring Winter Harbour and Quatsino, the Holberg Forest Operation is located 45 minutes west of Port Hardy on the north end of beautiful Vancouver Island. The north Island is brimming with recreational opportunities such as surfing, skiing, boating, diving, hunting and, of course, fresh or saltwater fishing. Reporting to the Operations Planners, this full time position will be a great opportunity for someone who enjoys working closely with production crews and their supervisors, is interested in contract supervision and production supervision, while performing the classic roles of: • Providing leadership in safety and stewardship for peers • Leadership in both operations and silviculture planning • Managing budgets for timber development for an annual cut of up to 200,000m3 • Delivery of road construction and harvest plans to road construction, falling and logging supervisors • Block development planning following through with cutting permit and road permit submissions • Strategic, tactical and operational planning • Liaising with First Nations and provincial ministries • Supervising other WFP staff and contractors The successful candidate will be a registered forest professional with a degree or diploma.
