Campaign enters final stretch: $1M to go Ted Colley

SURREY – It’s four down and one to go. Millions, that is, as the Surrey Memorial Hospital Foundation heads into the final week of its 100 Days to Give campaign. The campaign kicked off March 21 when B.C. billionaire Jimmy Pattison donated $5 million to help purchase equipment for a new outpatient and surgery centre that will bear his name. The foundation set out to match Pattison’s gift and has raised more than $4
million thus far. The money will be used to purchase innovative new equipment for the centre and SMH it’s hoped will attract new doctors to the region. The new centre opens June 1. Now, with just a week left and nearly $1 million to go in the campaign, the foundation is looking for donors to put them over the top. “We hope someone will step up and be a hero,” said Jane Adams, foundation president and CEO. Adams’ comments were echoed by the foundation’s Jason Howe.
“We’re still pretty optimistic and we’re shaking every tree we can think of. We’ve got 11 days as of now and all it takes is one hero to put us over the top.” Howe said Surrey’s growing population has caused the provincial government and the Fraser Health Authority to add a new critical care tower at the hospital and build the outpatient centre in Green Timbers. New buildings aren’t enough, however, doctors are needed to staff them. “We will be recruiting more than 80 doctors in the coming years. These doctors are specialists and they’re used to

Two-week spring break in Surrey for the 2011-12 year Students at Surrey’s public schools will again enjoy a two-week spring break next year. At its board meeting Thursday (May 19), Surrey Board of Education approved the local calendar for the 2011-12 school year. For the third year in a row, the board established a local calendar that standardizes non-instructional days across the district and adds five days to the normal oneweek spring break in March. Board and staff consulted with employee groups and the community regarding the potential for extending the spring break again for next year as a means to save costs, estimated at more than $500,000. “As in previous years, there will be an increase in instructional time to make up the five days,” the board said in a news release. As result, the district’s local calendar for 2011-2012 means spring break will run from March 12 to 23. Six district-wide non-instructional days (or “Pro-D” days) are also confirmed, including the dates of Sept. 26, Oct. 21, Nov. 14, Feb. 10, May 4 and 28.

SURREY — The Newton Advocacy Group Society has joined Sources in a merger of two local non-profit agencies. The move is a response to new funding rules from the provincial government and the pending retirement of NAGS’ executive director, Susan Keeping. Two NAGS directors have joined the Sources board. The joining of the two agencies means Sources will now serve more than 20,000 people.

Petition urges school funding SURREY – The Surrey Board of Trade wants businesses to sign a petition urging the provincial government to increase education funding in Surrey. The board notes that Surrey continues to grow at a rapid rate and with it, school enrolment in the city. Unlike most B.C. municipalities where enrolment is declining, nearly 1,000 new students per year are coming to Surrey schools and lack of capital funding for new buildings has created serious overcrowding. The board is asking Victoria to provide money for new schools here citing concerns about the health and safety of students and the future impact on the local economy of school overpopulation. DELTA – Delta is taking a stand against cellphone towers. At a recent meeting, civic politicians approved amendments to the telecommunications tower and antenna policy to include a general position statement indicating Delta council is opposed to the installation of cellphone towers and antennas in residential and agricultural areas. The policy also states council’s support of the “precautionary principle” and the idea of “prudent avoidance” when it comes to human exposure to radiofrequency electromagnetic fields. “This is a general position that we’d rather not have it,” said Coun. Bruce McDonald. “But they will be built because... we use the resource on a continuous basis.”
There are currently about 1,140 cellphone towers in Metro Vancouver, about 50 of which are in Delta. While the regulation of telecommunications falls under federal jurisdiction, in 2005 the government gave local governments a little more say over installation and placement. In cases where a local government has a policy in place, the service provider is now required to follow it and provide Industry Canada with a record of the process. Delta has had such a policy on the matter since 2001 but staff felt the recent review and update were needed in response to a general increase in demand for new tower sites. However, as long as the tower meets the code requirements of a building permit application, the municipality cannot stop it from being installed. “We’re not in a position to say ‘yes’ or ‘no,’ we may be in a position to deal with the siting of the tower or the positioning of something out in a farmer’s field somewhere but we’re not in that type of control,” said Coun. going to be subject to that jurisdiction and we’re going to see these things proliferate and be put up wherever they’re necessary at the end of the day and I don’t think the impact on individual health is going to change as much as we’ve seen in the last two decades.” Most recently in South Delta, Shaw Communications was looking at installing a tower on the grounds of Tsawwassen’s Benediction Lutheran Church in February. After several residents and Delta council expressed concerns over the placement of the tower, Shaw took a step back from the site.
In Surrey, Cloverdale residents are fighting a proposal that would build two cellphone towers near their homes. Heather Stack told the Now residents fear the two towers might pose health risks and lower property values. One of the towers is being proposed for a spot across the street from the Northview Golf and Country Club and near the Czorny Alzheimer Centre at 66th Avenue and 168th Street. The other cell tower is proposed for a site near the Cloverdale Athletic Park at 64th Avenue and 168th Street. The revamp to Delta’s policy also includes a requirement that any company looking to install a tower, or modify an existing one, consult with the municipality. It also now requires companies to hold a public meeting for all proposals. Delta chief administrative officer George Harvie said Delta’s policy is one of the most restrictive in the Lower Mainland. “There continues to be a reluctance among the companies to share and that’s giving us a problem,” he also told council. “We should be pushing them to share locations, share poles.”

Nickelback singer ordered to pay $25K a month to ex VANCOUVER – Them’s a lot of nickels. Rock star Chad Kroeger, lead singer of Nickelback, has been ordered to pay his former common-law wife Marianna (aka Marianne) Goriuk $25,000 in monthly interim spousal support pending a trial set for Aug. 15 in B.C. Supreme Court in Vancouver. Justice Anne MacKenzie ordered it so on Thursday, to cover the next four months. “The claimant’s budget of $25,000 does not appear unreasonable in the circumstances of the parties’ very lavish lifestyle during their relationship,” the judge found. The court heard that Goriuk spends $5,100 per month on “pet care.” Kroeger, also known in court as Chad Robert Turton, had met Goriuk at a Nickelback concert in Edmonton in 2002, when she co-owned a hairstyling salon in Camrose. The couple separated in 2009. Goriuk, 40, now lives in Kilby, near Agassiz,

with her parents and trains horses. Turton aka Kroeger, 36, had been paying her $10,000 per month in interim spousal support. The court heard his declared income is $9,740,000 per year Chad Kroeger while hers is about $12,000. Kroeger maintained $10,000 was ample. He described their six-year relationship as a short-term common-law relationship. Goriuk, on the other hand, says this is inadequate given her former lavish lifestyle and argues that $95,760 is appropriate. Kroeger argued that Goriuk resented his touring, didn’t contribute to his music in any way and didn’t clean their house as he had staff do that. MacKenzie noted that the rock star had regarded his ex as a “companion” who “gave up nothing and gained considerably from the relationship.”

VANCOUVER – A former Surrey bank manager who sued Khalsa Credit Union for wrongful dismissal has lost her case. Sukhwinder Grewal began her career with the credit union as a teller in 1989 and worked her way up to the position of branch manager, a job she held until her employment ended in 2006. She had been the manager, at different times, of the credit union’s Surrey, Vancouver and Abbotsford branches. The case centred on whether she was fired or quit, following a series of jobrelated conflicts between herself and CEO Dalbir Sohi, one of which involved her own mortgage. Their conflict escalated into letters
being exchanged between their respective lawyers, ultimately leading to this lawsuit. Justice Richard Goepel decided Thursday, following a trial in B.C. Supreme Court in Vancouver, that Grewal had been fired with cause. Goepel noted that Grewal had sent a letter to Sohi, the board of directors and credit union regulator that was “obviously intended to do serious damage to Mr. Sohi.” The criticism of the CEO, he found, had been “disrespectful in tone and language and was irreconcilable with Ms. Grewal’s continued employment.” She now works as a mortgage broker. DELTA – Delta’s police chief was pleased to see the province announce a civilianled office to investigate serious incidents involving police officers, but the move does not go far enough, he said. Premier Christy Clark and Solicitor General Shirley Bond announced on May 17 the establishment of a independent, civilianled office to conduct criminal investigations into incidents involving B.C. police officers that result in death or serious harm. “We support this but we would prefer that all complaints against police go to this office,” Delta police chief Jim Cessford said following the announcement. He added he hopes the province will move in that direction in the future. The office will be led by a civilian who has never served as a police officer and will have the power to investigate officers all of B.C. police agencies, including the RCMP. “It is critical that British Columbians have confidence in our police and that the police

This weekend 1-800-GOT-JUNK and the Canadian Breast Cancer Foundation are hosting Yard Sale for the Cure on Saturday, May 28. The sale of gently-used treasures is at Hawthorne Park, 10503 144th St., Surrey from 8 a.m. to 1 p.m. Cobs Bread is supporting Big Brothers Big Sisters with a special Scone Campaign. The bakery donates 50 cents from each scone sold on May 28 and 29 to the charity. And credit union staff got to see the $15,000 it donated in action last week. Stage seems to be set for repeat of ’96 vote results InTheHouse Keith Baldrey
W
e finally have a sample of public opinion for the first time since both major provincial parties changed leaders, and each of them can take a lot of positives from the findings. The poll by Ipsos-Reid showed the BC Liberals slightly ahead of the NDP, at 41 per cent to 39 per cent. But given the margin of error of 2.9 per cent, what we have right now is basically a dead heat. Considering where the BC Liberals stood with the public just a few months ago, the party’s comeback is significant. The poll’s findings show that a political party can recover with a change at the top. But New Democrats, too, can take heart that they are on an even competitive footing with their chief rivals. However, the NDP must be particularly pleased with the poll’s finding
that support for the B.C. Conservative party is now pegged at 10 per cent in the polls. As I’ve noted in this space in the past, if the B.C. Conservatives – or any other centre-right party – can start tracking in double digits when it comes to voter support, they become a serious threat to the B.C. Liberals’ continued hold on power. While the B.C. Conservatives can eat into some NDP support in the Interior or the North, they take more votes away from the BC Liberals than other parties. The Ipsos poll results are, in fact, almost a mirror image of the results of the 1996 provincial election, when the NDP had fewer votes than the BC Liberals, but took power because they won more seats. The NDP victory occurred because the old Reform Party took almost 10 per cent of the vote and the old Progressive Democratic Alliance took more than five per cent. Most of the votes would have otherwise gone the BC
Liberals’ way. Is the stage being set for a similar occurrence come the next election, which may come as early as September? It’s a distinct possibility, but there are a couple of other factors to weigh here. First of all, was the relatively strong showing of the B.C. Conservatives (the poll gives them an eight point climb in support) partially a carry-over from the federal election, which was held just a week before Ipsos began polling voters? And second, can the party hang on to that level of support or will it drop if enough of its supporters begin to realize a splitting of the centre-right vote elects the left-wing NDP, a scenario that presumably would frighten a large number of Conservatives? A troubling sign for the B.C. Conservatives was the inane comments of
its leader John Cummins, who told a Victoria radio show that he thinks people “choose” to be gay or straight. His comments reinforced the old stereotype of wacko right-wing politicians who can never attract support from beyond the fringes of the public. If he keeps making comments like those, his party will sink back to marginal status. Another key finding of the poll should put big smiles on the faces of BC Liberals. When asked who would make the best premier, voters chose Premier Christy Clark by a wide margin over the NDP’s Adrian Dix. She bested him by a margin of 47 per cent to just 25 per cent. Dix’s low score is no doubt partially related to his relative anonymity compared to Clark. He will undoubtedly fare better on
that question as he becomes better known. However, BC Liberals have to pleased their leader is now more popular than the party or the government (which is still largely viewed quite negatively). Clark is a demonstrable asset to the party, in stark contrast to the situation with her predecessor, who seemed more of a drag than a boon on his party’s fortunes. Our political system is dominated by our leaders, which makes the question of who will make the best
premier such an important one. As long as Clark can put up such high numbers on that question, her chances for success when she calls the next vote are significantly enhanced. But hey, this is just one poll, one snapshot of a lively political scene. There will be plenty more to come before the next election but the results of this poll make one thing clear: the race is very much on. Keith Baldrey is chief political correspondent for Global B.C. Re: “Spy cams: Crimefighters or placebos?” the Now, May 19. I am sure a segment of society will raise the invasion-of-privacy argument. While they are right to object, it is too late – the battle is lost. Ten to 15 years ago, computers put an end to that cherished desire. I go to the bank and the teller uses my card and immediately knows the balances in all my accounts. If I go for an X-ray at Surrey Memorial Hospital, the person admitting me immediately knows my history. So lets get real – privacy, as it was, is gone. We now have a new privacy, far more invasive. But that is the way it is. Spy cams replace a police officer at the corner. Instead of a single cop watching those from the street corner, we now have an officer watching many corners from a communication centre. In reality, what is the difference? If you object, then throw out your computer and get a typewriter. Many who read this will have no idea what a typewriter is. Change is not easy. Progress has its pluses and minuses. But while I admire those who

DELTA – Once police mop up after a crime, the victims and their family members are left to cope with the aftermath. But they don’t have to do it alone. Victim Services volunteers with the Delta police department help victims of crime and their families deal with their initial trauma and later guide them through the criminal justice system, which can be an intimidating experience for some. “Our Victim Services plays a key role in offering support and resources to people when the police have cleared the scene, and they deal with the aftermath to try and help them work through it,” said Delta police spokeswoman Sgt. Sharlene Brooks. In 2009, Victim Services volunteers contributed more than 5,300 hours of service to the program and provided support to more than 900 victims and witnesses of crime. Volunteers with the Victim Services program are among the nearly 300 volunteers working in wide range of programs helping to make the Delta police department tick. Others serve as reserve constables, peddle with the bike patrol, and operate a number of programs such as speed watch, business watch, child ID program, auto theft prevention and seniors programs. Brooks said volunteers are an integral part of policing in the municipality, and it’s a duty they take seriously. By giving so freely of their time, Brooks said volunteers are making a significant contribution to the community and helping police make Delta a safer place to live. “Public safety is everyone’s responsibility,” Brooks said. “Delta residents take that to heart.” If it wasn’t for all the volunteers who donate countless hours of their time, Brooks said some of the department’s programs would be in jeopardy. “Without the volunteers giving up their time in a wide variety of areas and different capacities, we certainly wouldn’t be able to enjoy all the programs that we are able to offer,” she said. Volunteers with the Reserve Constable Program help Delta police officers at high-profile events. After undergoing rigorous training, the constables serve under the supervision of a Delta police officer. “The reserves assist with major celebrations in our community,” she said. Past high-profile celebrations have included the Olympics, May Days, Tour de Delta, and a super special event like the time the Stanley Cup toured the region and made a stop in Delta. Brooks said all those extra watchful eyes in the community are helping to keep Delta’s crime rate low. The Delta police department is always looking for more volunteers. DELTA – The Royal Borough of Windsor and Maidenhead has a certain ring to it – and so it should, for it includes Windsor Castle, Eton College, Ascot Racecourse and Legoland. For members of the Delta Police Pipe Band, it represents far more. The invitation to perform in the fourth Windsor Castle Royal Tattoo is a cachet that is particularly appreciated in the year of the band’s 40th anniversary. The 50 members, some of whom made the trip with wives and family, had been honing their skills on pipes and drums for months in preparation for their role in the Massed Pipes and Drums that form a colourful part of the tattoo. The band’s participation in the event is no accident, for it has earned a stellar reputation in the international tattoo world for its smart military bearing and musical presentation. Performance at tattoos in Halifax, Hawaii, Monterey, Rotterdam and Basel have developed that reputation to the point where the band has standing invitations to perform in Russia, Spain, Italy,
Australia and Scandinavia. Started in 2008, the Windsor Castle Royal Tattoo showcases hundreds of military musicians and specially invited international acts as well as military demonstrations. All profits from the tattoo go to the Royal British Legion in aid of British servicemen and families, past and present. Taking place on the evenings of May 12 to 15, it was held in the magnificent private grounds of Windsor Castle by permission of Her Majesty the Queen. Each of the tattoo performances was attended by members of the Royal Family, The Queen and Prince Phillip attended the Saturday performance. After the performance, the drum and pipe majors from each band were introduced to the Queen and Prince Phillip. The Queen spoke with each person individually, and asked pipe major Colin Abel where Delta was and then mentioned that she always enjoyed her trips to British Columbia and was particularly pleased that Canada was represented at the tattoo.

School board chair Laurae McNally said McKay has dropped by the event in the past, but hasn’t had time to knock down some pins. This year, however, he made the time. “He said he was going to bowl this year. I asked him, ‘Where do you find shoes that big. He’s seven feet tall and some of these kids are only in Grade 2; it’ll be cute,” McNally quipped as she prepared to head off to the lanes. She said the bowling party is a way

for elementary students with hearing impairments – many of whom are one of a kind in their schools – to get to know one another. “That way, when they get to high school, they have some buddies.” McNally said the event is the brainchild of district hearing teacher Laurie Jefferey. The kids used to be introduced to one another at an annual picnic in Fleetwood Park, but the event was moved into the bowling alley because of unpredictable weather. McNally said Jefferey, with the able assistance of others in her department, works like a Trojan to put the outing together. “She arranges the pizza, gets the clown, everything. She’s an unsung hero.”

Pickleball: a fun twist on a familiar activity Pickleball anyone? What sounds like a mutant cucumber floating in brine is actually a recreational activity that is gaining popularity among teens and seniors alike. The game began in Washington State in the 1960s by tennis enthusiasts looking for a game all ages could play. What they came up with is a sport that combines elements of tennis, badminton and table tennis. And when Pickles, the pet dog of one of the creators, persisted in chasing the ball around the court, the game of pickleball had its name. “The kids love it,” said district athletic coordinator for Surrey schools Glenn Young, who helped introduce the game into Surrey high schools. “I think what appeals to them is the instant success that comes from contacting the ball. A tennis racquet or a badminton racquet requires more muscle-eye coordination to hit a ball than a paddle does. A paddle is really just a short extension of your hand so it is much easier for a new player to hit the ball. “It’s a hybrid game and a lot of kids have been exposed to both badminton and tennis so they understand conceptually the idea behind the game, plus it’s an easy game to play.” That enthusiasm extends to an older demographic as well. The game has become increasingly popular among seniors
looking for a fun, social activity they can play without the wear and tear of more strenuous court sports. “For people like me who aren’t in perfect shape, the game is much more user friendly than tennis,” said Chuck Lefaive, director of the Pickle Ball Association of the Lower Mainland. “We have people with all sorts of medical issues — Parkinson’s, mobility issues, hip problems, knee problems, shoulder problems — and they all play. They can’t play tennis anymore but can come and play pickleball and they do quite well.” Played on a surface roughly the size of a badminton court, pickleball features some distinct deviations from traditional court activities. The net is lower than in tennis, the players use a paddle instead of a racquet, the ball is a plastic wiffle ball instead of a rubber tennis ball, and it is served underhand instead of the usual overhand used in tennis. The plastic wiffle ball travels much slower than a tennis ball, which gives players more reaction time. It can be played indoors in gymnasiums or outdoors on modified tennis courts, although wind can become a factor in the outdoor game. In Surrey, the game has taken root in the high schools where it is a part of the regular physical education regimen. Young learned of the game at a PE conference in the U.S. and helped introduce it to local high school kids who have been whacking wiffle balls for more than 20 years now. see PICKLEBALL › page 24

Lefaive’s Pickle Ball Association of the Lower Mainland recently hosted an open house at White Rock Christian Academy. A similar event will be held on May 30 from 7 to 10 p.m. at the same venue. Doubles matches in school gyms routinely involve female teams, male teams or co-ed teams. “The kids really responded to it because it really levels the playing field among kids of all abilities because it is a new sport,” he said. Seniors like the game for much the same reason. Peter Chin, 65, a long time tennis player in South Surrey, picked up the game through a friend and is now a regular participant. “It’s an easy game to pick up,” he said. “If you’ve played racquet sports like tennis or badminton or squash, it comes easy. I never took an actual lesson; I just went out and played. The first couple of times it felt awkward because I wasn’t used to the paddle, but after a week or two weeks, I was fine. Then when you meet more people who have played a lot — especially those who have played it in the States — you realize there are more little tricks you can do with the ball. It’s all experience and you develop that over time.” Pickleball is a regular activity at Surrey rec
