Welcome to the January 2016 Edition As you all might have noticed we chose to skip the December 2015 issue with as a result this fully packed January 2016 edition! 2016 is a special year for our Chapter as we celebrate our 15th anniversary along with the 5th edition of our annual Summit meeting on September 15th. We will keep you posted through our channels about the upcoming activities celebrating these importants milestones! On March 1st we will organize our 2nd event of the year at the Hogeschool Utrecht: a Chapter event on the Commissie Elias in combination with our Annual Meeting. Read all about it here. Upcoming events Chapter & Annual Meeting March 1st – Hogeschool Utrecht Findings Failed Governmental Projects - Committee presents report on failures of government ICT projects On Wednesday October 13th, 2014, the Temporary Committee on Government ICT Projects presented its final report on failures of government ICT projects. These failures have led to an unnecessary waste of taxpayers’ money. The Committee examined a number of projects, primarily in an attempt to find a common factor or pattern of mistakes from which lessons can be learned to prevent such failures being repeated in the future. The problem as a whole is intractable and will never be brought fully under control. Nevertheless, the committee feels that a few robust organizational measures – provided they are implemented consistently and coherently – will be sufficient to prevent a repeat of a large proportion of the problems identified. The Committee’s recommendations are closely interrelated and should be viewed as a total package of measures for the Cabinet to adopt. The PMI Netherlands Chapter will have a look at the recommendations and has invited prof. dr. Hans Mulder to share the input he provided to the Committee. In addition Mr. Mulder will also summarize and briefly discuss the final recommendations. Our second esteemed guest speaker is mr. Dion Kotteman, who has been interim CIO for the Government. Chapter Board News General Due to work and personal circumstances our Secretary, Jan Vermeijs has suspended his role in the Board. We are looking for a Volunteer to fill this gap on a temporary basis. See our Request for Volunteers below. Because of a busy work schedule abroad Louis van Norel had to give up his role as Director Membership and Volunteers. We hope to install a remplacement soon. In the first quarter of 2016, we will update our Business Plan 2016-2018. We need assistance to undertake this interesting activity. For more information, see our Request for Volunteers below.

Upgrade of PMI Netherlands Chapter website During the course of Thursday January 28th and Friday January 29th, 2016 the website of PMI Netherlands Chapter has been upgraded to the latest release of Joomla! Allthough there will only be minor changes in the lay-out of the website some additional functionality will become available to our members:  In case of registration for a Chapter event it is already useful to first login to the website using the PMI Single Sign On mechanism. After logging in, personal data as known by PMI will be filled into the registration form. In the future this is even more important because it will enable you to cancel your registration yourself. After logging in you will see a menu at the top of the screen to get an overview of your registrations. This overview will enable you to edit and/or to cancel your current registrations.  After the event has taken place your attendance will be recorded in the registration database. After this has been done and after you have logged in, you can click on the menu choice My Certificates to get an overview of events you attended. In this overview you can download a statement of PMI Netherlands Chapter that you attended the event and that you are eligible to claim PDUs for this event. This flexible solution will make it possible to discontinue the yearly processing of all registrations to make an overview per member. We are currently investigating if we can use this mechanism for the 2015 events. Please note: the above mentioned mechanism will only work if you login using PMI's Single Sign On before you register for an event. There are also some other functionalities that will be made available in the near future.

Operational Day 2015 On December 12th, 2015 the Chapter Board had its annual Operational Day. In the quiet and broad setting of Aldeboarn, Friesland we had a lot of inspiration to develop the operational plans and make a first draft of the 2016 budget. As the Chapter was established 15 years ago, we are planning to organize extra activities to celebrate this 3rd Lustrum. The plans for 2016 and budgets for 2015/2016 will be presented

during our Annual Meeting, targeted for the second half of March. Watch our announcements soon!

KIVI We are in the process of establishing a organizational partnership with KIVI (Koninklijk Instituut van Ingenieurs). KIVI has more than 20,000 members and many of their engineers are involved in the execution of projects and programs. The objective of the arrangement is that the two organizations cooperate in organizing activities for their members and benefit from each other. Together we are stronger! Under the arrangement, PMI NL Chapter members and KIVI members will enjoy the same benefits, such as entrance to events under the same conditions and broadening the opportunities for interesting presentations in their professional fields.

Reduced PMI + Chapter Fee for Students by Ger van der Geld - Director Academic Outreach

Many of us may not be aware yet, but PMI has a reduced membership fee for students. Instead of paying $129 per year, students pay only $32 per year. The only difference with regular membership is that the PMI magazines and PMBOK are only available electronically. For the rest all is the same. New is the fact that starting December 1st, 2015 there is also a reduced Chapter membership fee for PMI NL Chapter for students. This reduced fee is only $5 per year. All this is part of an overall Academic Outreach Program to improve the footprint of PMI in the Netherlands in the coming years. In this program there is also the possibility of so-called Group Student memberships, where the Educational Institute can arrange registration of their student groups. However the Student Membership (Basis + NL Chapter) can be applied directly already on the PMI portal by individual students. From the desk of the Director Events Calendar 2016 We are working hard on the program for 2016. At this moment we have a few events confirmed, but there is still much work in organizing an event every month. In the context of the amount of work still required, I am very glad that I have gained the support from Volunteer Getjan Lammers, who will continue to help organizing events throughout this year. One of the things Getjan already did, is summarizing your feedback from the 2015 Chapter Surveys. It is particulary interesting to know what the topics should be, i.e. which topics are the most popular ones. Updates Local Interest Workgroups (LIWG) LIWG ISO for projects by Rommert Stellingwerf - President PMI Netherlands Chapter

Introduction Development of a family of ISO standards for Project, Programme and Portfolio Management (PPPM) is done with worldwide participation of more than 100 subject matter experts from some 40 countries. The overall portfolio of work is managed by the international ISO Technical Committee TC/258 and the actual documents are prepared and compiled by Study and Working Groups. In the Netherlands, members of the NEN standards committee 381236, in which some 10 companies take part, are taking part in the actual development of the standards, while the Local Interest Work Group ISO for projects reviews these documents from the NL perspective and takes part in the promotion of them. The LIWG was established in 2009 as an initiative from PMI Netherlands Chapter and IPMA Nederland. The group consists of some 10-20 professionals, interested in the ISO standards for PPPM. For an overview of this LIWG, see our story in the Chapter Newsletter of October 2015. Update 4Q2015 ISO TC/258 Plenary meeting In October 2015 the ISO TC/258 overall steering group came together in Toronto, Canada to discuss the status of the ISO standards in development and the planning of the future standards in the field of PPPM. Also the work groups had their meeting to further write on their standards: o ISO 21503 Project, Programme and Portfolio Management - Guidance on Programme Management; o ISO 21506 Project, Programme and Portfolio Management - Vocabulary and the study group had its kick-off meeting to scope the maintenance work of the existing standard: o ISO 21500 Project, Programme and Portfolio Management - Guidance on Project Management (revision). Good progress was made and an ad-hoc group was established to update the overall business plan to determine the requirements and roadmap for future work.. ISO 21505 Project, Programme and Portfolio management – Guidance on Governance This International Standard describes the context and guidelines for the governance of Projects, Programmes and Portfolios. This standard is intended to be used by any organization and any group of organizations for Projects, Programmes or Portfolios of any size and complexity, but may require tailoring to the specific needs of the organization. Executive and Senior Management that may have governance responsibilities with respect to leadership, regulatory, fiduciary and ethical obligations for Projects, Programmes and Portfolios within their organizations. Workgroup meeting In November 2015 a workgroup meeting was held in Buenos Aires, Argentina to process more than 800 comments, that were received from public experts around the world, on the DIS (Draft International Standard) document. An updated draft is going into ballot for further comments next month. It is expected that the final document will be published towards the end of this year. New working groups In the last quarter, 3 new projects have been approved. They started their kick-off in January 2016. The new working groups are:  Work group 6: Work Breakdown Structures This International Standard shall provide guidance for the breakdown of project management structures, called WBS, that are established and implemented to contribute to the success of a Project or a Programme, which is often composed of one or more Projects. This standard brings together current practices, describes the context and principles and provides guidance on the implementation of WBS within the frame of Project and Programme Management.  Work group 7: Earned Value Management (EVM) in Project and Programme Management The objective of this standard is to provide guidance to those involved in Earned Value Management (EVM), and incorporate key practices to provide strong benefits for Project/Programme in planning and controlling. Use of this standard should clarify and organize activities, the internal scope of EVM, the strong link with Project and Programme Management, and the set up and implementation of EVM in Project /Programme Management.  Work group 8: Projects and Programmes Management competencies This standard would be additional to the already published ISO 21500:2012 paragraph 3.9 (Competencies of project personnel)). It will be based on these concepts and would develop them with a generic outlook. As an overarching standard it would take into account the existing standards. The Local Interest Workgroup Corporate Governance has kicked off in December 2015 and we already had the second workgroup meeting on January 12th, 2016. During the first meeting we got that much interest, that it was almost about to become too big for one workgroup : almost 30 people were interested. But it also became clear that the expectations of the participants where slightly different: some were interested in governance around projects and some others were more interested in the roles & responsibilities and meaning of corporate governance, which is supported and instated by the non-executive Board of larger companies. So, an easy solution was found in splitting the team in two groups: A. Corporate Governance - looking into how our PMI team can support and advise the non-executive Board with the ambition to become Advisory Board members ourselves; B. Governance of Projects, Programs and Portfolios - which is more related to our daily practice and is aligned with and working towards the new ISO standards on project governance. In order to facilitate the collaboration within and between the teams, we have introduced Yammer as the online discussion forum and file (deliverables) repository. Characteristics of a disentanglement project Why is a disentanglement project different then a normal implementation project? To answer this you need to know first that during the preparation of such a project a small group of people in the organisation is involved. So there is a lot of activity on going behind a smoke screen. This makes the start of the project very difficult especially when you need to get information and makes plans. At the moment that IT is involved, a later stage of this project, the time pressure is already high for a successful project. You have to deal with little and/or late information which can influence your scope, activities, budget and timelines. Quite some decisions are taken last minute. Projects should be shaped to deal with this. Timelines are not dictated by IT but solely by deal parameters. The figure below shows the most important characteristics of such a project.
