The Gombe state Police command has paraded a 30 year old cattle rustler who stole 21 cows.

Commissioner of police in Gombe state Mr. Etim Oqua who was represented by the

Public Relations Officer, ASP Mahid Mua’zu Abubaker made this known on Thursday while briefing Journalists at Bajoga Police Divisional Headquarters in Funakaye local government area of Gombe state.

He said the suspect name; Sale Kabo hailed from Bandila village

via Gulani local government area of Gombe state.

“He was said to have stolen 21 cows valued at N7millon belonging to one 75 year old man residing at Shuwari village Bajoga.

“When the case was reported at the police station in Bajoga by one Jarou Ahmed, the

Divisional Police officer deployed his personnel to commence an investigation, after which the suspect was arrested in connection with the theft which he confessed.

“He said all the stolen cows and other relevant exhibits were recovered.”

CIVAC support fuel subsidy removal, condemns attacks on Tinubu

Aplatform of non governmental organisation popularly known as Citizens Voice Against Corruption (CIVAC) have declared their support for fuel subsidy removal and condemned in strong terms the hypocrisy of some Nigeria’s political figures.

This was contained in a statement signed by the National coordinator of the platform Comrade Abdulrazaq Alqali and made available to newsmen.

The statement also

condemned attacks on President Bola Ahmed Tinubu by both major presidential candidates who made promises to remove fuel subsidy if elected, but now they are all over the place blaming president Tinubu for doing what they promised to do for Nigerians.

“We also urge Nigerians not to partake in the planned strike by the Nigerian Labour Congress (NLC) and Trade Union Congress (TUC) against the removal of fuel subsidies by the Federal Government. Any confrontational action in this regard can be described as misguided, unwise and self-

defeating”.

According to the statement, the leaders of NLC and TUC should rise up to their duties and stop playing to gallery or the books of some elites who are benefitting immensely from the petroleum subsidy.

It said, NLC and TUC needs to get their acts together by putting future and survival of Nigeria first.The intended strike and protest will put a halt on the operations of government offices, banks, shopping centres and schools, transportation workers and will also significantly affect the informal sectors including markets and

local transportation services.

“This will cause an untold hardship on Nigerians and have significant damaging effect on an already struggling economy. Paralysing the country of more than 200 million people, majority of the citizens live on daily wage will be highly irrational as well as a great threat to security situation in the country.

“we have all witness how criminal elements hijacked the End SARs protest and the amount looting and burning that took place, while turning into tribal violence and killings in some states” it said.

Enugu Gov visits Tinubu, urges release of Kanu

Enugu State Governor, Peter Mbah, was a guest of President Bola Tinubu at the Aso Rock President Villa, Abuja on Thursday as politicians across political parties continue to pay homage to the seat of power. Briefing newsmen after his meeting with the president, the governor said he asked Tinubu to consider the release of the leader of proscribed Indigenous People of Biafra (IPOB), Nnamdi Kanu, who is being tried treason.

He said the release of the detained IPOB leader would be a demonstration of extension of hands of fellowship to his neighbours as well as a fulfilment of his promise in his inaugural speech that he would engender national healing and serve with compassion.

His words: “We also of course, talked about the release of Nnamdi Kanu. You know, that the South East has made a collective demand to have Nnamdi Kanu released. And we basically identified with that and

request, Mr. President, who in his inaugural address promised the people that he’s going to engender national healing and he’s going to serve with compassion. So we’ve basically informed him that this would serve as a pointer to his administration’s extension of hands of fellowship to Neighbours.

The Enugu governor explained that his visit to the seat of power was to greet the President on his inauguration and seek partnership with the federation government to enable him fulfill his campaign promises.

“I came and frankly I brought to the President, the warm greetings and best wishes from the government and the people of Enugu state.

“But, above all, you may also know already that we made massive campaign promises to the people of Enugu. And we also have expressed humongous vision. We’ve taken a bold view of what the new group could achieve in the next four years, in terms of growing our economy from the

current levels to $30 billion.

“And one of our core governance philosophy is to collaborate and to have partnership, and we have identified the federal government as our core partner. We have a number of dominant assets in Enugu which we believe partnering with the federal government, we’re able to transform them into productive assets.

“A lot of people do not know, but we have huge mineral resources in a new group. And these resources are sitting under our ground not being productive. So we believe with the partnership we’re trying to basically build with the federal government, we’re able to transform these assets into productive assets.

“Of course, you know that the growth level we have proposed is one that is going to be driven by private sector and private sector wants the ease of doing business and one of the core indicators of the ease of doing business is security and infrastructure.

So we also had that

conversation with Mr. President,” he said.

On his recent pronouncement banning Monday sit-at-home across the state, Governor Mbah said:

“We have made a very strong announcement. We’ve banned sit at home on Mondays in Enugu. And obviously, what that means is that we will, of course, need to, you know, heighten our security, tackle the challenges that would flow from that, and, you know, essentially that’s what I have come to do.”

President Tinubu also met with the Peoples Democratic Party (PDP) G-5 comprising, former governors Nyesom Wike, Ifeanyi Uguwanyi, Samuel Ortom and Okeze Ikpeazu as well as Governor Seyi Makinde of Oyo State.

The group threw their weight behind opposition candidates in the February presidential election, leading to the defeat of the PDP.

HYPPADEC fighting deforestation with tree planting in Niger

Hydro Electric Power Producing Areas Development Commission, HYPPADEC, has commenced the planting of 100 trees in order to curb deforestation menace.

The tree planting was to mark the 2023 World Environment Day.

The Managing Director of HYPPADEC, Alhaji Abubakar Sadiq Yelwa made the disclosure while flagging off tree planting on forty hectres in the three geo political zones with five hectres of land at Shata community in Bosso local government of Niger state.

Yelwa reiterated the commitment of the commission in carrying out advocacy and sensitization against cutting of trees and its consequences to humanity, adding that the current rate of charcoal production is alarming in Niger state.

Benue Tribunal Chairman warns against time wasting

Chairman, Election Petition Tribunal in Benue State Justice Sobere Biando has cautioned litigants that he will not tolerate any time wasting in dispensation of the petition.

Justice Sobere who gave the warning on Thursday at the close of pre-hearing in the case between Peoples’ Democratic Party,PDP, and All Progressives Congress, APC, over nomination of Samuel Ode as Benue deputy governor, maintained that election petitions are timeous.

He averrred that the issue in the matter is based only on improper nomination of a candidate and not on rigging of election.

While reeling out the schedule for the hearing of the case, he insisted it will be dispensed within 25 days.

“Petitioners will open their case on Wednesday 14th to 20th July, 2023 after which the panel wlil take a break, and then take first respondent evidence from 3 July to 7th. The second respondent will take their turn on 10 to 14th July. Third respondent from 17th to 21st July while the fourth respondent will have theirs from 24 to 28th July 2023.

“Preliminary motions will be taken on 31st July if it becomes necesssry it will extend to 1st August, 2023. From 2nd August to 28th, there will be filing of written addresses and adoption on 31st August. Address will be filed and adopted simultaneously. There will be 10 days for Petitioners and 5 days for respondents to reply on point of law”.

PEPC: INEC, Tinubu, APC oppose Atiku’s Subpoena statement adoption

President Ahmed Bola Tinubu and All Progressive Congress(APC) yesterday, kicked against the application to adopt the statement on oath as evidence by subpoened witnesses of the Peoples Democratic Party (PDP) and it’s presidential candidate, Alhaji Atiku Abubakar.

At the resumed proceeding, the lead Counsel to the Petitioners, Chief Chris Uche, SAN called up his first Subpoena witness, Friday Egwuma, an ex Corp member, who lives in Kubwa, FCT and an Independent Electoral Commission IINEC Adhoc staff during the 2023 Presidential election.

Sequel to recognizing his

statement on oath, the Witness applied for his statement to be adopted as his evidence in the petition.

However, Counsel to President Ahmed Bola Tinubu and Shettima, Chief Wole Olanipekun SAN, objected to the adoption of the statement as evidence in the matter.

Olanipekun argued that the statement on oath filed on June 6th was filed out of time. He maintained that the statement ought to have been front loaded while filing the petition. He pray the court to reject the application.

On his part, council to the INEC, Abubakar Mahmoud SAN, aligned himself with Olanipeku’s submissions. He posited that counsel to the Petitioners should have

subpoenaed the witness under the provisions of Order 20, Rule 15 of the Federal High Court. He urged the court to uphold the objections.

On his part, APC, through it’s counsel, Prince Lateef Fagbemi SAN, agreeing with the objections raised, maintained that the statement ought to have been front loaded.

On the alternative, Fagbemi said that Petitioners should have file an application for extension of time to enable them file formerly. He therefore, urged the court to sustain the objections.

Reacting, Chris Uche, told the court that the Respondents’ reactions was either out of utterly misconception or a move designed to delay proceeding.

Premising on the provisions

of Order 20 Rule 15 and 16 of the FHC rule of 2019, he said;

“All the authorities cited by the Respondents are all in favor of our position that a written statement on oath cannot be front loaded in advance, when the statement is been filed even before the subpoena is issued or other wise.

“This is because the subpoenas are distinguished by law. They are being compelled to attend and thereby, do not fall into the category of additional witnesses.

“It will amount to bridge of fair hearing not to allow the subpoena witness to testify,” he submitted.

Meanwhile, the court has reserved ruling on the application.

The Action Alliance, (AA) party said it is in Court to challenge the 2023 Gubernatorial election results in Kaduna state that brought Gov Uba Sani to office over the unlawful exclusion of the party’s governorship candidate from the exercise.

The state governorship candidate in the just concluded 2023 governorship election Ambassador Suleiman Abdulrasheed, disclosed this while speaking to Journalists at the Election Petition Tribunal in Kaduna yesterday.

According to him, the party filed a suit No. EPT/KD/GOV/2023 before the Court between Action Alliance (AA), Amb. Suleimam Abdulrasheed as 1st

and 2nd Petitioners and Independent National Electoral Commission, (INEC), All Progressives Congress, (APC), Uba Sani and Adam Timothy Sherman as 1st, 2nd and 3rd Respondents respectively.

He said, there was no basis for excluding him from the race, because even though the name Adamu Timothy Sherman is listed above as the Candidate of the 1st Petitioner at the said election, the said Adamu Timothy Sherman is neither a member of the 1st Petitioner or was sponsored by the 1st Petitioner, nor did he participated in the governorship primaries organized, yet he is the candidate of the party in the state. Amb. Abdulrasheed added that there is no reason for the 1st Respondent to unlawfully exclude him from the elections,

hence the election is thus invalid for noncompliance with the provisions of the Electoral Act 2022 (as amended)

According to him, while AA rejoices with Senator Uba Sani on his victory, however, it faulted the IINEC processes that excluded him as a governorship candidate from participating in the election.

He further said his Party, AA, has called the attention of the 1st respondent to an appeal filed by a former member of the party, Mr Kenneth Udeze before the Supreme Court.

In the suit No. SC/CV/1259/2022, filed by the said Kenneth Udeze against Adekunle Rufai Omo-Aje and others, Udeze appealed against the judgment that authenticated the emergence of Omo-Aje

as the national chairman of the AA.

He added that the said Kenneth Udeze who was suspended and subsequently expelled from the party had approached the Supreme Court to appeal the judgment won by the party’s authentic National Chairman, Adekunle Rufai Omo-Aje

Amb. Abdulrasheed noted that INEC deliberately failed to comply with the provisions of the Electoral Acts and also failed to obey court judgements which were favourable to the party.

It would be recalled that the Court of Appeal and several other courts had ordered INEC to upload the names of candidates submitted to it by Omo-Aje on its website and paste same on the notice boards of all its offices.

Senate Presidency, Reps’ Speakership: Opposition parties will use their majority number to advantage, says PDP

Ahead of the next Tuesday’s inauguration of the 10th National Assembly and election of the principal officers for the Senate and House of Representatives, the Peoples Democratic Party, PDP, has revealed that its leadership is working together with its members-elect and opposition parties in the two chambers in determining who gets what.

The PDP made it clear that the opposition parties have the majority members in the National Assembly “which we are ready to deploy maximally”.

In the Senate, which comprises a total of 109 Senators, the All Progressives Congress, APC, has 59 elected Senators, while the PDP and other opposition parties have 50 Senators.

In the House of Representatives, which consists of 360 members, the PDP and other opposition parties have 182 elected members, while APC has 177 members. A PDP elected member of the lower arm of the National Assembly from Taraba State died shortly after election and the seat is yet to be filled.

The PDP specifically pointed out that the opposition parties, put together, form a strong majority in the National Assembly “and we are very mindful of that”.

The National Publicity Secretary of the party, Hon Debo Ologunagba made the disclosure at a press conference yesterday in Abuja.

The leading opposition party in the country equally claimed that the All Progressives Congress and the Independent National Electoral Commission,

INEC, are planning to derail the cause of justice in the various Election Petition Tribunals across the country.

The PDP condemned APC’s attack on PDP members at governorship election petition Tribunal premises in Ogun, Nasarawa, Kaduna.

It alleged that APC was plotting to sustain the attacks with the intention to instill fear on judiciary so as to derail the cause of justice.

On the issue of the election of principal officers for the incoming 10th National Assembly, the PDP said, “With regard to the current race for the presiding officers of the National Assembly, it is instructive to note that the opposition parties put together form a strong majority in the National Assembly and we are very mindful of that.

“The PDP leadership is

working together with our members-elect and opposition parties in the two chambers.

“Irrespective of the on-going and claims in the media, I want to inform you that the PDP has a clear direction which we hold close to our chest, our members are united in that direction and it will show on the floor of both Houses of the National Assembly on Tuesday, June 13, 2023.

“In all, we do not discountenance the fact that put the opposition parties have the majority in the National Assembly which we are ready to deploy maximally

“We are not taking our eyes off the fact that the process of the 2023 Presidential election is still on-going at the Presidential Election Petition Court and other Election Petition Tribunals across the country.

to derail the cause of justice in the various Election Petition Tribunals across the country.

PEPC: BVAS failed to transmit results, INEC’s adhoc staff admit

Two subpoenaed witnesses of the presidential candidate of the People’s Democratic Party PDP, Alhaji Atiku Abubakar, has admitted that the Bimodal Voter Accreditation System (BVAS) failed to transmit results of the election after the collation.

The witness, Friday Egwuma, and Grace Timothy, respectively

said this while testifying Thursday, at the 2023 Presidential Election Petition Court (PEPC), sitting in Abuja.

The Subpoened witnesses, both ad-hoc staff of the Independent National Electoral Commission (INEC) said that the BVAS machine allocated to them developed system error immediately results of the Senate and House of Representatives aspects of the poll

were freely transmitted.

Testifying before the court, the PW11 and PW12 explained that they had to resort to other means of getting the results through when it became clear that the BVAS machines would not help them.

Led in evidence by Atiku’s lead counsel Chief Chris Uche SAN, Egwuma an ex Corp member, said he was a Presiding Officer in a polling unit in Abia State while

Grace Timothy, also an ex Corp member, performed her duty in Plateau State.

Under cross examination by counsel to INEC, Mr Abubakar Mahmud SAN Egwuma explained he resorted to off line system in place of the BVAS machines.

In the same vein, Grace Timothy, told the court that the greatest challenge she experienced during the election was the

uploading of the presidential election results into the I- rev portal.

The witnesses were also cross examined by Chief Wole Olanipekun SAN who stood for President Bola Ahmed Tinubu and Prince Lateef Fagbemi SAN who represented the All Progressives Congress APC.

Hearing on the matter continues, tomorrow June 9.

PDP dissolves Ebonyi, Ekiti States’ Executive committees

The National Working Committee, NWC, of the Peoples Democratic Party, PDP, has approved the dissolution of its Executive Committees in Ebonyi and Ekiti States with immediate effect.

This dissolution was confirmed in a statement by the

National Publicity Secretary of the PDP, Hon Debo Ologunagba in Abuja.

The decision of the NWC, according to the statement, is pursuant to Sections 29(2)(b) and 31(2)(e) of the Constitution of the PDP (as amended in 2017).

The PDP charged all leaders, critical stakeholders and teeming members of our Party in Ebonyi

and Ekiti States respectively to remain united and focused on the task ahead.

According to the statement, “After extensive deliberations and consultations, the National Working Committee (NWC) hereby approves the dissolution of the Executive Committees of the Ebonyi and Ekiti States Chapters of our great Party with

Niger CAN distributes items to IDPs

The United Nations Children’s Fund (UNICEF), National Youth Service Corps (NYSC) and the National Population Commission (NPC) have partnered on birth registration in Nigeria.

The three organizations in a statement issue on Wednesday said the partnership was aimed at providing a robust framework within which the parties can implement a comprehensive and efficient digitalised birth registration process across the country.

The statement said by leveraging their existing resources and facilities, the NYSC, NPC and UNICEF intend to benefit at least 12 million under-5 eligible children who will be registered as primary beneficiaries.

caregivers, communities, households, State and Local Government Areas (LGAs) and ward-level administrators will be indirect beneficiaries of this collaboration.

The Director-General of NYSC, Brigadier General YD Ahmed, said the NYSC was honoured to join hands with the NPC and UNICEF in “this vital initiative.”

“Our deployment of 850 corps members as coordinators and supervisors, spread across 22 states and the FCT, will ensure effective monitoring

and supervision of the birth registration process. Together, we will strive to achieve comprehensive data collection and availability, supporting increased birth registration coverage in our respective LGAs.”

Also speaking, the chairman of NPC, Nasir Isa Kwarra said: “We are committed to supporting the recruitment of ad hoc birth registrars at the ward level and ensuring the availability of registration materials to coordinators and supervisors.

“By distributing protocols, checklists, FAQs, and

informational materials, we aim to engage local government chairpersons, traditional and religious leaders, and communities to promote the importance of birth registration. Together, we will generate and analyze digitalised birth registration data at the LGAs and wards, ultimately increasing birth registration coverage.”

Meanwhile, UNICEF, a leading organization in child welfare and development, will bring its expertise to the table to support the digitalised birth registration services in focus states. “Our

primary focus will be on providing technical assistance and evidencebased interventions,” emphasized Cristian Munduate, UNICEF representative in Nigeria.

“By integrating birth registration into routine health service delivery, conducting the digitalized birth registration process, and increasing awareness through state and communitylevel campaigns, we aim to ensure that every child has access to and benefits from the essential health and birth registration interventions they deserve,” Munduate added.

Gov. Bago launches Green Economy initiative in Niger

Niger state governor, Mohammed Umar Bago has concluded plans to revive and build a sustainable economy in Niger State.

This is in a bid to mark the World Environment Day (WED) in a meeting with the consultants in green economy, to discuss his vision for championing green growth in the state.

The meeting reviewed the theme of this year’s WED celebration on plastic pollution and underscored the importance of the governor’s drive to lead the state on the road to sustainability.

Governor Bago in demonstrating his commitment set up a Niger State Committee on Green Economy to help develop a blueprint and an implementation framework for a green economy, chaired by Prof. M. T. Usman.

Meanwhile, the Committee is to come up with modalities that would enable the State to leverage its carbon credentials to spur development that is sustainable.

He reiterated his determination to personally lead the campaign to plant millions of trees across Niger State towards accomplishing global sustainable development goals, Nigeria’s climate targets, African Union Agenda 2063, One Billion Trees for Africa vision, and the Great

Green Wall. The Governor emphasized the place of Niger State as the largest sub-national entity in Nigeria,

with a land mass of 76,363km2, and blessed with arable land, an abundance of water bodies, and labour, which can be catalysed

into massive opportunities for youth employment and green economic growth. He announced his intention to

host the first-ever Green Summit to mark his first 100 days in office and challenged the Committee to work towards actualizing it.

Gov. Bago submits names of 20 advisers after inauguration

The modalities are followups to the high level meeting between the Federal Ministry of Education(FME), Federal Ministry of Health, Joint Admissions and Matriculation Board(JAMB), Nigeria in Diaspora Commission (NiDCOM), National Universities Commission(NUC), and other critical stakeholders, on the integration of returnee Nigerian students from war-torn countries into the nation’s tertiary education system.

Niger Gov. to renew plan on Urban renewal project

Umar Bago of Niger state has reiterated the commitment of his government in the realization of urban renewal plan in all the major cities in the state.

Governor Bago stated this when he went round to inspect some strategic locations within Minna, the state capital with the contractors to survey areas where some projects will be located.

He said remodeling of the major towns have become necessary considering the poor environment the people are living in over the years.

The Governor expressed optimism that the people will be happy with the developmental projects even if it will cost them their buildings so long as they will be compensated.

Areas inspected were Obasonjo complex, Mobil roundabout, Tunga roundabout, City gate roundabout, Tugan Goro, Chanchaga Bridge, Barkin Sale-Morris Bridge, Kpakungu and Old Secretariat roundabout amongst others.

JAMB roll out modalities for absorption of Sudan returnees

and the variation in the responses received from them on the matter.

The Registrar pointed out that the emergency meeting was, therefore, convened to fashion out uniform standards and minimum acceptable benchmarks for the proposed absorption in line with global best practices.

He also stated that the Senate of each university had the right to decide on university transfers and needed not wait for JAMB to initiate such adding that the parley with the stakeholders was to present the modalities for critique as well as receive inputs.

The Registrar reminded the Vice Chancellors to key into the earlier Advisory sent to universities on the procedures for processing applications for foreign

and domestic inter-university transfers. He stated that the current Advisory on the returnees does not override that earlier one rather it serves to reinforce it by strengthening the procedures for transfers.

Goodwill messages were taken at the meeting from the representatives of the FME, NUC, NiDCOM and Vice Chancellors, who aligned themselves with the position of JAMB and promised to support the initiative.

According to the latest Advisory on procedures for emergency transfers of returning students, each of them is mandated to do a retroactive registration with the FME, visit the returnee application page on IBASS as accessible from the JAMB website,

where the returnee students would upload their registration slips, complete the transfer of personal data, which would include: name, NIN, telephone number, active e-mail account, current university, country, city of study and programme, year and current level of study.

According to the new procedures, the returnee students would select their preferred university of choice, programme and upload the scanned copies of their current university admission letter, transcript, data page of their international passport and a sworn affidavit confirming the genuineness of uploaded documents.

The returnee students are directed to click SUBMIT for

onward movement to their university of choice, which would receives a notification as well as an IBASS mail on the application for evaluation of the returnee’s credentials. If the returnee is found worthy of admission, a notification is sent to him/her on the status of the admission.

Consequently, successful returnees students would be directed via email and SMS to approach any JAMB Office in person to complete the interuniversity transfer application.

The Registrar charged the Vice Chancellors to be vigilant and thoroughly scrutinise the certificates submitted to their institutions to avoid any pitfall that could impugn their hard-earned reputation.

Gov Radda seeking support of ADB

The Executive Governor of Katsina State, Malam Dikko Umaru Radda, is seeking the support of the African Development Bank to develop the abundant agricultural and renewable energy resources in the State and across the Northwest geo-political region of the country.

Governor Radda stated this during a courtesy visit to the Director General, African Development Bank Group, (AfDB) Nigeria Country Department, Mr. Lamin Barrow, in Abuja, on Thursday.

The purpose of the visit was to discuss investment and intervention support to boost job creation and enhance the livelihoods of the people of Katsina State, as well as the North West Geo-political region, which comprises seven states – Jigawa, Kaduna, Kano, Katsina, Kebbi, Sokoto, and Zamfara.

A statement by the Chief Press Secretary to the Governor, Ibrahim Kaula Mohammed quoted Governor Radda as saying , “We particularly need the Bank’s help to address the State’s infrastructure deficit, such as power. Also, we recognise the fact that renewable energy remains a critical infrastructure necessary for achieving higher economic growth in Katsina state, and across the

North West geo-political region. That is what necessitated my visit to the Nigeria Country Office of the African Development Bank to seek their support and strengthen the existing partnership. The northwest governors have unanimously agreed to collaborate with the African Development Bank in the areas of agriculture and power which requires a regional approach.”

The Governor also requested the Bank’s support for the development of key agricultural value chains, including cotton, rice and wheat, and

agricultural extension services that would help create jobs for the youth.

He thanked the management of the Bank for the audience and looked forward to a cordial relationship with the bank.

In his remarks, the Director General, Nigeria Department of the African Development Bank Group,

Mr Lamin Barrow, thanked the Governor for his engagement with the AfDB early in his mandate as DG SMEDAN. He expressed appreciation for the Governor’s visit and vision for transforming the

fortunes of Katsina state. He assured the Governor of the Bank’s support in the identified areas, particularly in the context of the ongoing and planned new operations.

Mr. Barrow said, “On behalf of the African Development Bank, I want to congratulate Dr. Dikko Radda on his election as the Executive Governor of Katsina State, and to commend him for the clear vision he has articulated for the State during our meeting, prioritising regional approaches and interventions that will drive inclusive growth.

Benue PDP condemns Alia for sacking workers

Acting Chairman of the party Isaac Mffo maintained that the affected civil servants were given lawful appointments into the state civil service having fulfilled all statutory requirements and until this directive were entitled to all the rights, privileges and protections guaranteed them under the labour

laws of the state.

“This is to say that loss of such rights, privileges and protections cannot be at the whim of anyone, no matter how highly placed, including the governor, but can only be for reasons prescribed under same laws, which do not include the action taken by Governor Alia.

“The insensitivity in the Benue State Governor’s action becomes more glaring when viewed against the backdrop of the untold hardship which Nigerians were subjected to

under the recently expired Buhari regime in the forms of catastrophic economic mismanagement and such insecurity as directly threatened the country’s sovereignty.

“Governor Alia, being a direct offshoot of the cruel and visionless Buhari regime, should be threading cautiously as Governor of Benue State so as not to aggravate the pains and sufferings inflicted on the people of the state by that regime”, Mffo urged.

Contempt of Court: CEO vows legal action against Bawa, IGP

The Chief Executive Officer, (CEO) Cash Flow Abi Ltd, Dr Philemon Ibrahim Gora, has threatened to drag the Chairman, Economic and Financial Crime Commission, (EFCC) Abdulradheed Bawa and the Inspector General of Police, IGP Usman Alkali Baba to Court if they fail to obey the recent court injunctions.

He asserted this while speaking to the media in Kaduna yesterday.

It would be recalled that the Abuja division of the Federal High Court under Justice Ahmed Mohammed, has given permission to Gora and his financial institution, ‘Cashflow Abi Network’, to file a suit compelling the EFCC, its

Chairman, Abdulrasheed Bawa and the Inspector General of Police to comply with the judgment of the court in suit No FHC/ABJ/CR/77/2018, relating to his alleged fraud case that got him incarcerated for years now. Justice Mohammed equally granted leave to the applicants to apply for an Order of Mandamus compelling or mandating the Respondents to withdraw and or discontinue charging Nos. FHC/ABJ/CR/77/2018: FRN vs. Philemon Ibrahim Gora & Anor and FCT/HC/CR/203/2018: FRN vs. Philemon Ibrahim Gora & 2 Ors that the aforesaid charges were instituted in contravention of paragraph 14 of the Terms of Settlement adopted as Judgment of this court delivered

on 12th July 2013 in Suit No. FHC/ ABJ/CS/7/2013 aforesaid.

In addition, the court further granted leave to the Applicants to apply for an Order of perpetual injunction pursuant to paragraph 14 of the Terms of Settlement adopted as Judgment of this Court on 12th July 2013 restraining the Respondents, their officers, servant, agents and any other person deriving authority from the Respondents from trying, continuing the trial, arresting, detaining or prosecuting the Applicants in charge Nos. FHC/ABJ/CR/77/2018 and FCT/ HC/CR/203/2018 and other matters related to the aforesaid charges.

Responding to the judgement, Gora said that the court verdict is a symbol of

justice for the common man.

He added that the distractions by the Anti-graft Agency and the Nigeria Police Force, (NPF) is a deliberate ploy to sabotage his efforts for empowering the less privileged in the society.

Gora, said “Over the years, the EFCC in collaboration with the Nigeria Police, unnecessarily exerting charges upon me and my Foundation, whom every standard had meet up what is required to stay in Business.

“We therefore concluded that this is not an anti corruption driven case and cannot be part of the move aimed at fighting corruption or attack fraudulent activity in the Nigeria economy and financial sector but a witchhunt on the personality of Dr Gora.”

Osuman confident case against Benue deputy gov will be dismissed

Lead counsel to Deputy Governor of Benue State Samuel Ode, Mamman Osuman, SAN has said he has substiantial evidence to show that the case against his client be dismissed.

This is just as the Election Petition Tribunal concluded pre-hearing in the case between the Peoples’ Democratic Party,PDP, and the All Progressives Congress, APC on the nomination of Samuel Ode as deputy governor. Osuman said in an interview after Thursday’s sitting that the tribunal erred initially by hearing the matter in Lafia, Nasarawa State.

According to him, “first of all, the venue for the Governorship tribunal is determined by section 285 sub section (2) of the constitution to which there is no compromise, no one can change it except under very special circumstance. Such circumstance could be security, lack of infrastructure for the venue but this did not exist.

“To our greatest surprise, the sitting was moved to Lafia, Nasarawa State. I realized that it was wrong in law and so, I filed a motion supported by an affidavit and a written address saying that under section 285 sub section (2) and under paragraph 20 sub(2) of the schedule of the Electoral Act of 2022, the location for the

trial was unconstitutional and error in law.

“Even though the petitioners filed a counter motion, it was surprising having regards that the petitioner’s counsel are Senior Advocate of Nigeria. On the basis of what I filed, the court read the law and reasoned and immediately returned it to the correct jurisdiction.

“And so, having been returned to the proper locus, today I moved an application to withdraw my earlier application because this court been a different quora made up of another set of judges, needed to recommence it De Novo, that is the prehearing. And so, it was a proper

circumstances and the tribunal judges agreed with me and there was no objection from any quarter.

“We adopted after having an interface with the judges of the tribunal our form T008 which are answers in the questions posed in form T007 these were preliminary answers to assist the tribunal in adjudication and they were to make for speed and that have been done, the tribunal embarked on what is scheduling and given us date that the petitioners will begin and end their case and when the respondents will cross examine and when the respondents will bring their own witnesses whatever evidence the petitioners adduced.”

Reports monitored here say South Africa’s President Cyril Ramaphosa and his cabinet on May 7 held an extensive meeting with key business leaders as concern over the country’s energy crisis, logistic constraints and close ties with Russia grow. Attendees discussed collaborating to obtain inclusive growth, inspire confidence in the economy and create jobs, the Presidency said in an official Twitter post.

Five years after Ramaphosa ushered in a wave of business optimism that he’d revive the economy crippled by

industrial-scale corruption under his predecessor, executives are running out of patience with the president, who is seeking reelection next year.

Economic stagnation stoked by record daily power cuts, rampant crime, disintegrating infrastructure and foreign policy missteps is leading investors to the exits. Yields on the benchmark 10-year generic government bond have risen 129 basis points this year to 12.1%, foreign buyers have been net sellers of the nation’s stocks and the rand has plunged 11%.

Executives including Daniel Mminele, Nedbank Group Ltd.’s chairman, and MTN Group Ltd.’s Chief Executive Officer Ralph Mupita have called for urgency in resolving domestic hindrances to economic growth and warned the country is at risk of becoming a so-called failed state. Early March, reports also warned that South Africa’s banking industry faces a “profound geopolitical risk” from the government’s close ties with Russia. Think Aloud: Beyond literacy and numeracy in schools

Education authorities should embrace this initiative, and seize the opportunity to improve the quality of learning in schools. Children must be taught to read and numerate. But more importantly, children must be taught to question what they read and numerate.

Think Aloud is an initiative by the Critical Thinking Social Empowerment Foundation to foster critical thinking culture in schools, and in the society at large. The goal is to realize a sociocultural change and substitute a culture of suppression of questions with a habit of expression of doubts and critical viewpoints. The poor state of education and schooling is often rooted in limited focus and appreciation of these mental skills. Educational authorities put much emphasis on literacy, that is, the ability to read, write and effectively communicate. And numeracy, the ability to understand and work with numbers. No doubt, these skills are foundational to education and learning. But they are not enough. For instance, in an attempt to improve the quality of education, the government launched a program, Read Aloud. This initiative encourages children to read out loud, to improve their proficiency in reading, comprehension and communication. This program aims to create and stimulate interests of children in reading books and other forms of literature. It is a part of the effort to improve the reading culture in schools and society at large. To this end, the Lagos state government has been promoting “Read Aloud Lagos”. It urges parents and families to read aloud every day for 20 minutes so that children can develop and become lifetime readers. According to the Read Aloud Lagos web site, the program “builds many important foundational skills, introduces vocabulary, provides a model of fluent, expressive reading, and helps children recognize what reading for pleasure is all about”.

Indeed, reading is the bedrock of learning and comprehension. It helps in nourishing the mind. Without a robust reading culture, children cannot effectively communicate or express themselves. Their ability to demonstrate knowledge and understanding is impaired. While it is important to teach children to read, and get them to improve their use and knowledge of words, it is equally pertinent to get them to think about what they read, and communicate. Children are by nature curious and inquisitive. It is necessary to encourage them to fully exercise their curiosity and inquisitiveness, to question and interrogate the texts that they read. In many cases what children read or are made to read are not true or are partially so. Many texts contain gaps in reasoning and construction, incorrect ideas and mistaken opinions. They misrepresent issues, and portray one sided views and representations.

So, while it is important to encourage children to read aloud, it is imperative to equip them with questioning skills and compliment their reading program with an initiative that emphasizes critical thinking, reflection and interrogation. It is necessary to give children and families the tools and facilities that can enable them ponder and contemplate, think aloud, yes critically reason aloud.

As a part of this program, participants, in this case, children, are made to generate questions without inhibitions. They are nudged to give free rein to their curious and inquisitive minds. They are encouraged to ask any questions that occur to them; questions that go through their minds while performing particular tasks, and while carrying out everyday duties and assignments. The program is predicated on the notion that humans have and habor questions from childhood to adulthood, from the cradle to the grave. Human beings are questioning beings, Homo interrogans. They entertain doubts and objections in all areas of human endeavour.

Interrogation of issues is a part of the human make up, mental operations and intellectual chemistry. Questions occur or pop up in the minds of people while performing various tasks. Many people refrain from asking questions due to the heavy price and penalty on interrogation of issues and authorities. Questions are part and parcel of everyday experiences. Questions draw attention, and enlighten. Questions try to foreground sides, aspects and forms too often ignored or overlooked. Questions accentuate human sense of taste, and appetite for knowledge, the hunger for wisdom and the quest for truth and understanding. Questions form a key part of the human learning process. They drive human curiosity, exploration, investigation and sense of inquiry. Incidentally, many questions largely go unexpressed or suppressed due to a lack of space, program or opportunity to openly and publicly ask them. Many questions do not see the light of the day due to dogmatic and authoritarian vested interests, due to a culture that rewards and makes a virtue out of blind faith and unquestionability, rote learning, memorization and regurgitation of whatever has been taught or preached. The program, Think aloud, is an effort and initiative to change this culture of learning and foster curiosity and inquisitiveness in children. It aims to transform the educational sector by encouraging free interrogation of ideas, texts, issues and experiences in schools.

Nigeria has a population of over 200 million people, which makes it is the most populous country in Africa and the seventh most populous country in the world. The country has experienced significant population growth over the past few decades, with a high fertility rate and a relatively young population.

On one hand, Nigeria’s large population can be seen as a potential demographic dividend, as it represents a significant labor force and consumer market. A large labor force can potentially drive economic growth through increased productivity, innovation and consumer demand. Moreover, a young population can be an asset for economic development as it represents a potential advantage with a large proportion of the population in the working-age group.

On the other hand, Nigeria’s rapid population growth has also posed challenges for economic development. Group empowers 944,286 women, girls in Kaduna

AKaduna-based group under the auspice of Empowering Women for Excellence Initiative (EWEI) says it has empowered 944,286 women and girls from 2008 to 2022 in Kaduna State.

EWEI’s Founder and Programme Director, Mrs Safiya Garba made this Known on Tuesday in a message to celebrate the NGO’s 15th anniversary in Kaduna.

Garba said that since establishment on June 6, 2008, EWEI, a gender-based NGO, has worked tirelessly to encourage girls and women to harness their abilities to live a quality and fulfilling lives.

She said that between 2008 and 2022, the women and girls were empowered financially, educationally, politically, socially, and culturally to effectively exploit their potential, live a quality life and contribute to national development.

She said that women and girls were empowered under “Our Safe Spaces project; Learning Without Limit’s project; Economic Empowerment Partnership; We for Them project; and Educational Subsidy Programme.

Others, according to Garba, are ”Know and Say No project; Civic Education and Participation for Women”; and other online interventions among others.

She said that over the years, collective efforts, collaboration, and the belief in EWEI’s mission have become a beacon of hope and a catalyst for change in the lives of countless girls and women.

She said that the commitment of partners to EWEI’s cause has enabled the NGO to provide multi-sectoral interventions and empower women through capacity building, information dissemination, advocacy, and community service projects.

“Today marks a momentous occasion as the Empowering Women for Excellence Initiative proudly celebrate its 15-year anniversary.

“On behalf of the entire EWE family, we extend our heartfelt gratitude to all of you for your unwavering support, dedication, and partnership throughout this remarkable journey of empowerment,” she said.

A virtual presentation of the achievement so far showed that the women and girls were empowered under the “Our Safe Spaces” project that supports women and girls’

survivors of Gender-Based Violence (GBV).

It added that the project also supports women and girls’ survivors of physical and economic violence and sexual exploitation with a 24/7 toll-free GBV helpline.

The report also showed that adolescent girls were equally empowered under the NGO’s “Learning Without Limit” project, which provides supplementary learning for girls across eight secondary schools within Kaduna metropolis.

It added that the project equally seeks to bridge the digital divide in adolescent girls’ access to quality education.

Under the “Economic Empowerment Partnership”, the report indicated that the NGO provided training on economic empowerment activities such as micro credit financing targeting low income or out-ofschool girls and women.

“EWEI’s “We for Them “project seek to reduce sexual harassment and abuse in public places particularly motor parks and tertiary institutions.

“Our “Educational Subsidy Programme” equally provides educational subsidy support and extracurricular activities for selected girls in public secondary schools.

“Also “Know and Say No” project raises awareness about sexual and GBV as well as strengthening institutional capacities to address GBV by providing a platform for effective action towards the protection of minority rights.

EWEI Senior Programme Officer, Ms Rachel Ogbonna, said that EWEI would continue to empower women and girls to be the best they can be and aim for excellence.

The new National chairman of All Progressive Grand Alliance (APGA), Barr. Sylvester Ezeokenwa yesterday said the policy of President Ahmed Bola Tinubu listing subsidy on Premium Motor Spirit, popularly called fuel, was the right step, but said the government should have met certain conditions before implementation.

Speaking to journàlists yesterday in Abuja, Ezeokenwa said the hardship which the poor masses are currently facing in the increase of fuel pump price to N557 per liter could have been mitigated, adding that the poor masses always bear the brunt of high cost of energy and inflation.

He said also that there is no possible way to exonerate the Government for failure to clean up the subsidy regime, which according to him, remains the only known benefit which the poor masses get from the government, irrespective of their level of income.

Meanwhile, he dismissed one Edozie Njoku, saying he has no ground to claim chairmanship of APGA, especially given that he conducted a kangaroo national convention in Owerri, Imo State, where he declared himself winner.

According to him, it is only the National chairman of APGA that can convene a national convention to elect new NWC members, just as he questioned how Mr. Njoku, who was not chairman of the party at the time, will convene a National convention to conduct election of NWC members.

“I will answer you in a very

simple analogy, if you want to know any fact about a commercial bank in this country, you go to Central Bank of Nigeria (CBN) as the regulator, so also, if you want to know anything about the leadership of APGA, you go the Independent National Electoral Commission (INEC) as the managers of political parties”, the APGA chairman said.

He however said the party, under his leadership, is ready to pursue peace and genuine reconciliation, urging all aggrieved members to return to the fold and mend their ways. “But if anybody takes the party to Court, as a legal practitioner myself, that is my job and I will go to any length to fight for this party”, he said.

Anti-party: APC reverses self, upholds expulsion of Cairo Ojougboh

The national secretariat of the ruling All Progressives Congress, APC, has reversed its early decision and ratified the expulsion of its member from Ika South local government of Delta State, Cairo Ojougboh, for alleged anti-party activity.

A letter from the National Legal Adviser of the party, Ahmad Usman El-Marzuq, dated June 7, which was obtained by NationsPride, the party said it has discovered that all the allegations against the said Ojougboh were correct and his expulsion from the party by the Delta State Executive Committee is justifiable, especially for taking the party to court without exhausting all available internal mechanisms of seeking redress.

According to the letter, “It is important to state that filing a matter in court without first exhausting the party’s internal mechanisms is a gross violation of Article 21.5 (v) of the party’s constitution and such an offence carries the punishment of expulsion”.

APC said after a thorough review of emerging facts, the party has been advised that the expulsion of Dr. Cairo Ojougboh by the State Executive Committee in Delta State is valid and justified.

The party frowned at Ojougboh over a video where he openly celebrated the victory of the opposition party against governorship candidate of the

APC, Senator Ovie Omo-Agege, which the party described as “Glaringly an anti-party activity”.

Recall that yesterday, the APC National Working Committee had overruled its Delta State Local Government chapter on the

expulsion of Honourable Cairo Ojougboh.

The APC Ika South Local Government Area Chairman, Mr Hilary Ibude had last March expelled Honourable Ojougboh, citing alleged anti-

party activities.

National Legal Adviser of the APC, Ahmad El- Marzuq, in a letter dated June 5, 2023 and addressed to Mr. Ibude dismissed the expulsion as inappropriate as he noted that

Honourable Ojougboh was denied fair hearing. But the latest development has finally confirmed the said expulsion after due consideration of other issues surrounding the matter.

Gov. Idris inaugurates 10th Kebbi Assembly

Governor Nasir Idris of Kebbi State, on Thursday inaugurated the 10th Kebbi State Assembly at the chambers of the legislative complex in Birnin Kebbi.

The inauguration, the 10th members of the assembly elected the member representing Zuru Constituency, Alhaji Muhammad Usman-Zuru, as the Speaker of the Assembly.

Usman-Zuru was elected through a nomination and secondment by Adamu Birnin Yauri, representing Ngaski constituency and Muhammad Garba-Augie, representing Augie constituency, respectively.

Idris, represented by the Clerk

of the assembly, Alhaji Sulaiman Shamaki, cited section 105 subsection 3 of the constitution of the Federal Republic of Nigeria 1999 as amended.

“The section confers on the governor the powers to dissolve the previous assembly (in this case the 9th) and simultaneously proclaim the 10th which will begin by electing principal officers of the house.

“My duty this morning is to officially dissolve the 9th Assembly and inaugurate the 10th Assembly so that you can commence your first session.

“Whereas it is provided in section 105, subsection 3 of the constitution of the Federal Republic of Nigeria 1999 as amended.

“That the person elected as

governor shall have the power to issue a proclamation for the holding of the first session of the state assembly immediately after being sworn in.

“Therefore, I, Dr Nasir Idris, Governor of Kebbi State, in the exercise of the powers bestowed upon me by section 105 subsection 3 as aforesaid, and of all other powers enabling me on that behalf hereby proclaim that the first session of the 10th Kebbi State Assembly holds at 11:00 am on this day, Monday the 8th of June, 2023, in the Kebbi State House of Assembly Complex, Birnin Kebbi,” he said.

Idris solicited the cooperation of the lawmakers in administering the state and providing good governance to Kebbi state.

The assembly also elected the lawmaker representing Bagudo East constituency, Muhammad Samaila, as Deputy Speaker.

Samaila was elected through a nomination by a lawmaker representing Sakaba constituency, Salihu Dan- Goje, and seconded by Abubakar Imam, representing Koko/Besse constituency.

Speaking shortly after the oath of office, Umar-Zuru, promised to do their utmost best deliver against all odd.

He thanked members for electing and entrusting him with the legislative responsibility, assuring them that he would not betray the confidence of the people of the state.

2023 election: PDP stakeholders outraged, demand emergency national convention

Some stakeholders of the Peoples Democratic Party (PDP) in Imo State have expressed outrage over the alleged multifarious fallouts from the 2023 elections, calling for an emergency national convention.

The party stakeholders, in an open letter signed on behalf of the group by Chief Eric Ofodirinwa made available to journàlists in Owerri, said, “The Critical Stakeholders pray that the BoT urgently dissolves the serving NWC and constitute a new National Working Committee to make the party vibrant and once more articulate”.

The stakeholders urged the BoT to painstakingly look into

their lamentations and requests as presented and seek the best formal ways of tackling them for the interest of the party and good of all, adding that PDP needs a new beginning.

Expressing concern, the party stakeholders said, “We, the Critical Stakeholders of Imo State PDP, have followed dejectedly how our hitherto respected party, with all its intimidating credentials and gracious appeal, is systematically and speedily being annihilated by lower forces it previously trampled upon.

“After critically analyzing the sordid affairs which are currently suffocating and dismantling our great party into a mere boys club, we came to the honest conclusion that the PDP National Working

Committee (NWC) should be blamed for the unfathomable rot ravaging our once great national party.

“The basis and stand of the Critical Stakeholders for pointing at the doorsteps of the NWC for the decline in PDP’s fortunes are not far to fetch. They are as follows:

“Never in the history of the PDP has its NWC been so complacent that it does not take interest in matters affecting and destroying the party nationwide. We have been crying out loud about the horrible situation in Imo State where our governorship candidate for the November 11, 2023 election, Senator Samuel Anyanwu, is a known mole of the All Progressive Congress (APC),

even as he had been working to tear the party apart. For months now, the NWC has not given a hoot about investigating our claims or moving to call Senator Anyanwu to order.

“We vividly recall with absolute consternation that through the entire period of presidential campaigns, Senator Anyunwu as the National Secretary of our dear party never attended any of the rallies organized in Imo State on behalf of our presidential candidate, His Excellency, Atiku Abubakar.

He neither sent representatives nor sent reasons for his absences. We sought reasons and queried why the National Secretary who incidentally hails from Imo State and ought to have added glamour,

excitement, and beauty to our functions was conspicuously missing. Yet, the NWC never saw any reason to respond to those Germaine questions.

“As we all can testify, the current lack-luster NWC is the same one that abysmally failed to manage the party’s 2023 presidential campaigns., clearly mishandled the vice presidential candidate selection process; disappointingly fluffed our 2023 successes through its wrong supervisions of governorship primaries across the states. Of particular dismay, and this is quite distressful, we are talking about an NWC that unimaginably could not adequately respond to the challenge manufactured by the G5 – Governors.”

LP will vote en bloc for Speaker of 10th NASS – Rep Ogene

The Labour Party, (LP), says it plans to vote en bloc in the election of the Speaker of the 10th House of Representatives.

Victor Ogene, the Labour Party leader in the House, said this when he spoke with the News Agency of Nigeria (NAN) in Abuja on Thursday.

Ogene said the LP had yet to decide on a particular aspirant, saying, however, that once a decision is made, it would be a bloc vote.

“The LP has yet to decide on a particular candidate, but I can assure you that we are going to vote en bloc, the consultation is on. I do not know those we will vote for yet, but I know those we will not vote for, “he said.

Ogene said that at the end of the day, one candidate would emerge and it was going to be from the ruling APC.

‘’I just want to tell you that we will not be railroaded into choosing anybody; it will be a conscious decision,’’ he said.

He said the LP members would be opposed to any undue interference or influence in choosing the Speaker, adding

that they would go for a speaker that would be accountable to all members of the 10th national assembly.

“A speaker is first and foremost a member, so the LP will do all within its power to ensure it unites behind a candidate who would not kowtow to the whims and caprices of the executive.

“If someone is imposed from outside, it does not go well, he has lost his legitimacy from members, so he will always rush back to where he got his endorsement.”

He said if members are allowed to choose freely, there would be a free atmosphere to operate, adding that such a speaker would be accountable to members who elected him and the citizenry.

Asked what the LP would do if the main opposition party, the PDP decided to go with the ruling party, Ogene said the LP would stick to its position of not letting Nigerians down and unite behind a candidate.

“People who got elected on the platform of LP did not just get elected, they got elected on a wave and a movement of the Nigerian people and they cannot afford to let the people down.

“Nigerians are watching, yes it is an election of presiding officers of the House of Representatives where we belong, but it also

concerns everybody.

“So for LP, if the other parties are cool jumping in bed with the governing party, I can assure you

that the LP will not do that even if it means standing alone, we will be ready to make that statement.” (NAN)

Opponents blackmailed, pitched me against Obi – Ekwunife laments

The senator representing Anambra Central in the National Assembly, Senator Uche Ekwunife has lamented that many people tried to pitch her against the Labour Party (LP) presidential candidate, Peter Obi during the last election.

The lawmaker spoke in Anambra as she gave an account of her four-year stay in the Senate.

She said “This is my fourth and last town hall meeting as your senator. The next town hall meeting I will call, will be in my personal

capacity. I am here to give an account of my four years’ journey, because I held the position in trust for millions of my constituents.

“I’m a fulfilled politician, and I’m leaving the stage proud as a politician. Mine was not about occupying office and bearing the name of a senator, but service, and service to the people, and that was what we did.

“I sponsored 30 bills and moved 18 motions. I was the senator who stood on the floor of the Senate and spoke about the nonrepresentation of the South East in the NCC (Nigeria Communications

Commission) board, and President Buhari appointed an Igbo son as a non-executive member to represent the people of the South east.

“We did roads in all the communities that make up the seven local government areas of my constituency.”

On her defeat in the last election, the politician said it was a result of blackmail by her opponents.

Ekwunife had lost the senatorial election in February to the candidate of Labour Party, Senator Victor Umeh.

“I feel bad that many people tried to pitch me against Peter Obi (presidential candidate of Labour Party), as if I was contesting the election against Obi.

“I was blackmailed by my opponents, to the point that every remark I made during the election was twisted against me. They even went as far as forging my letter head, and issuing out fake press releases with them.

“In Uyo, Akwa Ibom State, during the flag-off of the presidential campaign of the PDP, I was called upon to speak, and when I said that Nigeria needs a

strong president, who can stand for the over two hundred million Nigerians, and not a kindergarten president, they went to town that I was referring to Obi as kindergarten president.

“That event was televised live, and I did not mention anyone’s name. How could I have been referring to Obi? How did they know that out of the 18 presidential candidates, it was Obi I was referring to?

“On election day, they circulated bulk SMS, quoting me as insulting Obi, just to blackmail me and pitch me against Obi.”

He had wondered which office –Tinubu’s Media office or Tony Blair

Dr Olawunmi , a Senior Lecturer in the Department of Mass Communication, Adeleke University, Ede, Osun State, pointed out that Mr. Blair had also been featured as a guest speaker at the induction of new and returning governors organized by the government in Abuja, indicating the extent of his in-road into the Nigerian government.

Cautioning the Tinubu presidency against being sold a bogey, Dr. Olawunmi stated that Mr. Blair’s antecedents of imperial, condescending relationship with African countries should not be lost on the new administration which may erroneously see a Tony Blair

publicly flaunted relationship as a foreign legitimacy reinforcement strategy.

He recalled that as British Prime Minister between 1997 and 2007, Mr. Blair , bent on perpetuating British imperial hegemony on Zimbabwe, had relentlessly waged economic, political and diplomatic war against Zimbabwe when he failed to pressure President Robert Mugabe into abandoning the programme of returning lands appropriated by the tiny minority of White Settlers to native Zimbabweans.

Dr. Olawunmi, a former Washington, D.C.- (USA) based foreign correspondent of the News Agency of Nigeria ( NAN ) also adverted the Tinubu presidency to

the sales pitch of another former British Prime Minister, Boris Johnson, who as guest speaker at the 16th Osigwe Anyiam-Osigwe Lecture series on March 27, 2023, in Lagos, had urged Nigeria to tap into the expertise he gained in mass transportation as Mayor of London and other experiences as prime minister.

Dr. Olawunmi conceded that Nigeria is facing serious challenges and needing all the assistance it could get, but contended that the situation is not that hopeless such that the Tinubu presidency will project its leadership, perhaps inadvertently, as ready to lie prostrate before some foreign dogooders posturing as being on a rescue mission to the nation.

Bisi also advised the APC leaders to go back to the school of political management before dreaming of returning to Osun Government House.

He said, ”Osun APC needs to return to school of political party management before dreaming of returning to Osun government house anytime soon because the door is permanently shut to darkness for ever.

“We will congratulate them for at least summoning courage to confront the returning of their leader now turned enemy, former Governor Rauf Aregbesola with an acrimonious stakeholders meeting which is the first they could muster since the good people of Osun State retired them from the government house.

“Let me warn the Osun APC to steer clear of using our party’s name to keep the APC name in the media space and face the internal war that has bedeviled them.

“PDP has come to stay in Osun and the administration of the people’s Governor, Senator Ademola Adeleke will succeed because it’s mantra “Imole” is an indication of it’s target to illuminate the entire Osun State

“PDP is aware that the APC is using the avenue to flood the media space with different narration hiding under our party’s name to spite Rauf Aregbesola who decided to return to the state and celebrate his homecoming, APC should learn to mend their own fence and leave us out of their quagmire.

Obey APC’s zoning order on 10th NASS leadership – Tinubu tells Senators-elect

Ahead of the June 13 inauguration of the 10th National Assembly, President Bola Tinubu has appealed to All Progressives Congress, APC, Senators-elect to abide by the zoning arrangements as announced by the National Working Committee (NWC) of the party last month.

The APC has zoned the President of the Senate to the South-South, with Senator Godswill Akpabio the preferred candidate and Senator

Jibrin Barau from North-West as Deputy Senate President.

Tinubu, according to sources, while addressing over 43 APC senators-elect led by Senator Akpabio at the Aso Rock Villa late Wednesday night, made a passionate appeal to them to toe the lines of the party’s zoning arrangement in electing their presiding officers, stressing that it is the right thing to do in support of the Renewed Hope agenda of his administration.

“At this point of our history and challenges facing us as a new

administration, all hands must be on deck to salvage the unpalatable situation facing the nation.

“We must see the situation as a pan-Nigerian project for the executive and the legislature to work out solutions to the challenges of the nation,” he stressed.

The President said the task ahead to finding solutions to the myriads of national problems cannot come from the executive arm of government alone, but from jointly working together of the executive and the legislature.

He added that the senatorselect present at the meeting should reach out and pass the appeal to others unavoidably absent to toe the party line and put a leash on all personal ambition in favour of party programme and national interest.

During a congratulatory visit by the 25 local government chairmen at the Government House in Minna, Governor Bello highlighted the importance of reaching out to those who left the party due to dissatisfaction, emphasizing the need for reconciliation.

He noted, “There is a need for the party to make a deliberate attempt to reach out to those who left in the spirit of reconciliation. We must look for those people who fled because of dissatisfaction.”

“As a party, we must strengthen the party institution to ensure the progress of democracy. In doing so, we will ensure that the party receives its due and also gathers feedback from the general public,” Governor Bello stated.

10th Assembly: Gov Idris charges Kebbi lawmakers to rise above politics

Idris, has charged the newly inaugurated state House of Assembly members to eschew any political differences and work for the people of the state.

He gave the charge yesterday, in his office while receiving the new Speaker of the Assembly and other members at the Government

House in Birnin Kebbi.

The governor added that their responsibility is to make laws that will positively impact the lives of the people while they also carry out constituency projects.

“I am ready to work with any one of you irrespective of your political affiliation, I am happy with the caliber of the members produced this time around. You people are all my friends and brothers,” he said.

The governor also emphasised that his administration is ready to operate an open door policy.

“I want to work with all of you, including members from other political parties because we are here with the same mission,” he said.

Idris then appealed to them to form a formidable House to ensure good governance and peaceful tenure.

“I want us to leave a good

legacy behind. Let us remove any sentiment and move the state forward,” he added.

Responding, the newly elected Kebbi State Speaker, Rt. Hon. Usman Zuru, told the governor that they came to thank him and introduce the new leadership of the 10th Assembly.

FIRS, LIRS set up joint tax audit team to cut compliance costs

The Lagos Internal Revenue Service (LIRS) and the Federal Inland Revenue Service (FIRS) have signed a memorandum of understanding (MoU) to establish a joint audit and investigation team (JAIT).

In a statement on Wednesday, Ayodele Subair, executive chairman of LIRS, said JAIT aims to encourage the exchange of information between both agencies.

Subair said the collaboration would improve tax administration by reducing compliance costs, thereby enabling ease of doing business in the country.

He also said the objective of the agreement is to ensure efficiency, accurate assessments, and increased revenue for funding government expenditures.

According to Subair, while the agencies carry out their respective mandates, JAIT would “help the administration enhance tax revenue generation, create a robust database and improve the country’s tax-togross domestic product (GDP) ratio”.

“There is no reason to debate the above as it has been established that tax compliance and good governance are expected to co-exist as the undividable social contract that binds citizens and governments anywhere in the world,” the LIRS taxman said.

“Therefore, citizens and governments are expected to fulfill their end of the bargain in achieving a balance.”

Speaking on the agreement, Muhammad Nami, executive chairman of FIRS, said the cooperation fosters sharing relevant information that would assist both parties in their tax administration and enforcement roles.

This, he said, would also provide capacity building between both tax authorities.

“We will carry out a joint audit and investigation as a team, we will also conduct an automatic exchange of information for gathering data for the purpose of tax administration. With that information, we would be able to carry out tax administration seamlessly,” Nami said.

NBS: Nigeria’s 2021 tax-to-GDP ratio 10.86%

The National Bureau of Statistics (NBS) has announced an upward review of the country’s tax-togross domestic product (GDP) ratio for 2021 to 10.86 percent from 6 percent.

In its report titled ‘Tax-toGDP Ratio Revised Computation (2010-2021)’, the statistics agency said the revised calculation now includes relevant revenue collected by other agencies of government.

The tax-to-GDP ratio is a measure of a nation’s tax revenue relative to the size of its economy.

Developed nations typically

have higher tax-to-GDP ratios than developing nations

According to the World Bank, tax revenues above 15 percent of a country’s GDP are a key ingredient for economic growth and, ultimately, poverty reduction.

The report said the revised computation is a collaborative effort of the Federal Inland Revenue Service (FIRS), the federal ministry of finance, and the NBS for “better measurement” of Nigeria’s taxto-GDP ratio.

The report said the data used were sourced from the office of the accountant general of the federation (OAGF), FIRS,

Nigeria Customs Service (NCS), Joint Tax Board (JTB), NBS, and other relevant agencies of government that collect revenue.

“The new figures are revised and updated numbers to reflect better data sources and improved estimation using the Organisation for Economic Cooperation and Development (OECD) manual,” the NBS said.

“The OECD manual is an improvement over the System of National Accounts (SNA 2008) classification of taxes.

“Although the System of National Accounts conceptual framework and its definitions of the various sectors of the economy are reflected in the

OECD’s classification of taxes, the OECD classifications provide the maximum disaggregation of statistical data on what are generally regarded as taxes by tax administrations.

“The revised computation took into account wider coverage of data at the Federal, State, and Local Government levels, and revenue items not previously included in the computations, particularly, relevant revenue collected by other agencies of government.

“At the end of 2021, the tax-to-GDP ratio stood at 10.86% for Nigeria compared to an estimated 6% previously reported.”

Fuel marketers declare support for subsidy removal

The Depots and Petroleum Products Marketers Association of Nigeria (DAPPMAN) on Wednesday in Abuja pledged its support for the federal government’s removal of fuel subsidies.

The association’s chairperson, Winifred Akpani, made the disclosure at the end of a meeting with President Bola Tinubu. She said the association would also support the government’s palliative measures by providing between 50 and 100 mass transit buses.

Ms Akpani said the buses would be locally manufactured and would use Compressed Natural Gas as fuel.

“We pledge our support for President Tinubu in the bold decision of removing petrol subsidy. It is an idea that was long overdue.

“Removal of subsidy is not about making fuel costly and taking it out of the reach of Nigerians. It is about getting it right on the real issue of petroleum product subsidy.

“Who are those enjoying the subsidy? The subsidy ends up being enjoyed by those it was not

meant for.

“We also spoke to the president about substitutes to petrol as well as creating an environment conducive for investments to thrive in the oil sector,” she said.

He said fuel subsidy withdrawal was a clear indication of Mr Tinubu’s readiness to address the challenges of the oil and gas sector.

“Subsidy removal will unleash the potential of Nigeria because it will open up a lot of resources for the development of other sectors of the economy.

“The National Economic Council will soon begin sitting to propose interventions on the subsidy removal.

“The interventions will definitely be a long-lasting solution to the effect of fuel subsidy removal on Nigerians,’’ Mr Abiodun said.

Buhari Spent More Than $19bn Used For Dangote Refinery To Fix Nigeria’s Refineries, Says Sule

Governor Abdullahi Sule of Nassarawa State says the government of exPresident Muhammadu Buhari spent more than the $19 billion used in building the Dangote Refinery in the maintenance of the country’s refineries.

Nigeria has refineries in Kaduna, Port Harcourt, and Warri but none is functioning with experts saying the recent launch of the Dangote Refinery would be a game changer in the sector.

“Look at how much the President Buhari administration spent on fixing the refineries. In the eight years, he spent more money than the $19 billion that Dangote spent in building a refinery,

“That is one and half times the size of our three refineries combined,” Sule said during Channels Television Sunrise Daily on Thursday.

He pinned the payments of subsidy on Nigeria’s nonfunctional refineries.

“From the government side, I think we didn’t do a good job. When the (former) President (Buhari) came in in 2015, prices of crude oil dropped by less than 30 dollars. At that time there was zero subsidy.

“Our three refineries in Nigeria today have a total of 450,000 barrels per day, Dangote is 650,000. He spent $19 billion on building it. We spent, not building a new one, but in maintaining these refineries more than $19 billion in eight years, yet they have not been maintained,” he said.

The Dangote Refinery which is Africa’s biggest oil refinery launched its building plans in 2017. But the project was commissioned in May 2023, a few days before the end of Buhari’s administration.

Governor Sule also lamented the complexity of maintaining the refineries due to their diverse components.

“The refinery is actually a component for water, crude, and diesel, about five or six different components that constitute a refinery.

“The moment the government says we are going to spend $2 billion this year on the refinery. The $2 billion is spent and as far as the President is concerned, they have given $2 billion.

“Now when it goes to the three refineries that we have in Port Harcourt, Warri, and Kaduna. Then they say, you now

take $700 million, you now take $800 million – by the time they take that, it goes to fix maybe only one component out of the four components that are all

bad,” Sule noted. The Governor suggested that the ideal resolve would have been to allocate the major funds to one of the refining states to

fix it totally before allocating the remainder to the other states.

“So, zero work is done. These are the true realities of what is happening, and that is why

none of the refineries is working. These are truly the problem, we have not really managed this thing well,” he said.

Uber, Bolt Drivers Begin Strike Over Low Fares, Commission Rate

Ride-hailing drivers in the country have embarked on a strike to protest against the high commission rates imposed by Uber and Bolt, the two major ride-hailing service providers in the country.

The strike began on Wednesday and coincides with the recent removal of fuel subsidies, leading to a significant increase in petrol prices.

The Nigerian National Petroleum Company (NNPC) Limited recently adjusted the petrol price from N185 to over N500 per liter, resulting in a surge in the cost of goods and services. Frustrated operators revealed that the strike was initiated following a brief meeting held in Lagos.

Some drivers who asked to be mentioned anonymously, affirmed that the strike is fully on, adding that Bolt still maintains a 25 percent commission despite the current petrol prices.

For those in Lagos, the money made at the end of the day is not commensurate to the realities on ground, especially because they spend more time and burn more fuel in the metropolis’ heavy traffic.

While the strike has begun, those who have personal obligations can still accept offline ride requests, a driver revealed.

In an official statement, the ride-hailing association highlighted the detrimental impact of the removal of fuel

subsidies, resulting in a 270 percent increase in petrol prices, combined with the “unreasonable 25 percent commission charge on every trip.”

This situation according to the association, has rendered the ridehailing business and investments unprofitable. The drivers are demanding a 200 percent increase in fares and a 50 percent reduction in commission.

Furthermore, the drivers are urging the companies to cease the unjust deactivation of drivers and engage in open collective bargaining with AUATWON (App-Based Transport Workers’ Organization of Nigeria). The association stated that they have communicated their demands

to the ride-hailing companies, but their concerns have been neglected.

The drivers are also calling for solidarity among fleet managers, driver-partners, and app-based transport workers throughout Nigeria to fully support the strike. They propose a temporary suspension or waiver of rental or higher purchase fees during the protest.

Their aim is to protect their investments as fleet managers, secure their businesses as workers, and safeguard their jobs as app drivers. The drivers believe that this united action will lead to a better and more profitable industry, benefiting all stakeholders involved.

Instagram Is Main Platform Used By Pedophile Networks To Abuse Children

Instagram is the main platform used by pedophile networks to promote and sell content showing child sexual abuse, according to a report by Stanford University and the Wall Street Journal.

“Large networks of accounts that appear to be operated by minors are openly advertising self-generated child sexual abuse material for sale,” said researchers at the US university’s

Cyber Policy Center.

“Instagram is currently the most important platform for these networks with features like recommendation algorithms and direct messaging that help connect buyers and sellers.”

According to the Journal, a simple search for sexually explicit keywords specificaly referencing children leads to accounts that use these terms to advertise content showing sexual abuse of minors.

The profiles often “claim to be driven by the children themselves and use overtly sexual pseudonyms”, the article detailed.

While not specifically saying they sell these images, the accounts do feature menus with options, including in some cases specific sex acts.

Stanford researchers also spotted offers for videos with bestiality and self-harm.

“At a certain price, children are available for in-person ‘meetings’,” the article continued.

Meta, Instagram’s parent company, did not immediately respond to a request for comment from AFP.

According to the Journal, the social media giant acknowledged problems within its security services and said it had created a task force to address the issues raised.

Last March, pension and investment funds filed a complaint against Meta for having “turned a blind eye” to human trafficking and child sex abuse images on its platforms.

The FCT Primary Health Care Board (FCT-PHCB) has scaled up its determination to collaborate with relevant stakeholders, towards ending the scourge of vesicovaginal fistula, in order to help transform the lives of vulnerable women and girls in the Territory.

A Director in the FCT Primary Health Care Board (FCT-PHCB), Dr. Rukayat Wammako disclosed this on Wednesday, at the launch of the Comprehensive and Inclusive Women’s Health in Nigeria.

Wammako, who expressed concerns over the alarming number of women battling with fistula, especially at the grassroot areas of the Territory, explained that the situation is further compounded by the reluctance of the women to willingly submit themselves for treatment due to the stigma attached to the condition.

She also noted that FCT-PHCB has been collaborating with a non profit organisation, Survive Fistula Healthcare Foundation for the past three years to identify people with fistula in grassroot areas, as part of measures in order to eradicate the problem.

According to her, “The Survive Fistula Healthcare Foundation has been doing a lot in FCT, in collaboration with Hospital Management Board, Health and Human Services Secretariat, as well as FCT Primary Health Care Board; they are more closer to the Health Care Board because they’re working at the grassroot and we’re closer to the grassroot people, we work with the grassroot people.

“We are here to unveil the second phase of Survive Fistula Healthcare Foundation. We have worked with them in the past as our partners in the last three years the project now rounded up and they’re coming back for the second phase to do more in the FCT in the issue of identifying with fistula and then having fistula repairs in our hospitals.

“We identify Kwali general hospital as our referral hospital where we do repairs for fistula tissues and sometimes they even bring people from different states to FCT to have fistula surgery.

“ If you look at the far north states, sometime because of early marriage, the fistula cases are higher in that side and they queue for the surgery and sometimes because we have less in the FCT, they use to bring them here to have the surgery and the Survive Fistula Foundation takes one hundred per cent care of those people.

On her part, the Executive Director, Survive Fistula Healthcare Foundation, Peters Ogunmiyan said prior to the intervention of the Foundation, there was no obstretic fistula repairs programme that would take care of people with the condition.

She added that the Foundation had carried out 2,000 fistula repairs on women across the six area councils and has in total,

affected over 3,000 lives.

She stated that the launch of the Comprehensive and Inclusive Women’s Health in Nigeria, is a four years programme targeted at strengthening health system, train health care providers to provide quality healthcare services as well as people with disability and fistula repairs.

UNFPA leads the global Campaign to End Fistula, a drive, which represents a global commitment to fistula prevention and holistic treatment, including surgical repair and social reintegration and rehabilitation.

COE Zuba adopts continuous mass entrepreneurs initiatives

The FCT, College Of Education Zuba, has reiterated the commitment of the college to embark on continuous mass entrepreneurs initiatives, to reduce high reliance on white collar jobs, after graduation.

This was disclosed yesterday, at the the Combined Student’s Entrepreneurship Exhibition 2023, where the students of the College showcased several entrepreneurial knowledge especially handcrafted indigenous products, at the college campus, Abuja.

It was observed that the students, were grouped for the training in different clusters namely confectioneries, value addition, hair dressing catering and fashion designing among others too numerous to mention.

Also, students and their various trainers displayed some of the products that emanated from the training for viewing and purchase. Products on display included cakes, drinks, shoes, tailored materials, Ankara bags and fashion accessories and both liquid and bathing soaps.

Speaking at the occasion, the Provost of the College, Dr Sule Mundi said that the entrepreneurship exhibition is working in line with the mission and vision of the institution.

He noted that in FCT, College Zuba, we teach our students’ academic and intellectual knowledge thus arming them with life skills.

Mundi underscored the importance of enterprise and wealth creation, stating that students should acquire knowledge from the practical skill training to become employers of labour in the

long term.

He said “It is pertinent to recognize your areas of strength, creativity and carve a niche for yourself in the business world. Those who will be wealthy are those that are ready to be employers of labour.

“The entrepreneurship has come to stay in our school. This is two years since we started and we will continue to improve on it and we are expanding it much more better for every year.

“We want to make sure our students acquires skills and they do not become applicants when they graduated. They will be able to do something on their own when they graduated and they won’t be any need for them to apply for any organization, they can build industries from what they have acquires here.

“We are going to work with industries, people we develop this into industries so that everybody can have access to it. We have partnership with several industries. So far there are some of our students who have restaurant now and there are some of them who produced some of these items we are seeing here today. For their level they have done so well and I’m impressed and I’m very comfortable with what they are doing”, he stressed.

He assured aspiring entrepreneurs among the students of the support of the college, stating that the college will not relent in enabling students get the support and logistics needed to establish themselves.

On his part, the Director, admin/finance, FCT Education Secretariat, Leremoh Abdulrazak commended the college for its commitment towards the success

of the entrepreneurship exhibition.

He said, “This will be of great impact to FCT and we begin to appreciate the impact of the programmes like this.

“The importance of skills acquisitions of training our children in life skills. Learning right from the school, skills to produce, to be self reliance and self employe is addition to the school qualification they have come to school to acquire.

“We are aware that the state of employment in our country where we have thousands or millions roaming the streets holding just the academic qualifications.

“Education that cannot respond to the yield of the society is a useless education. Therefore what the college of education is doing today is responding for the need of our society so that by the time students here graduate with their academic qualifications they

are also going with life skills, to become productive, self reliance and self employed, and they can even be employers of labour, that is the essence of this programme.”

Earlier, the founder of entrepreneurship exhibition, Immaculate Ezenne, stated that it is with great sense of joy to and happiness to organize an event centered on students skills development in our college and invites dignitaries to witness evolving patterns of learning needed in our ever changing the society.

She said the exhibition is extra special because it is entirely the efforts of our students and they are experts, but they are rather at a learning stage.

Ukraine war: Russia says ammonia pipeline blast may end grain deal

Russia has blamed Ukraine for a blast on a key ammonia pipeline and says it may have a “negative” impact on efforts to renew a landmark grain export deal.

Moscow has accused Ukrainian “sabotage” groups for the blast that damaged the Togliatti-Odesa pipeline on Monday.

And the Kremlin says it will not renew last year’s grain export deal with Kyiv unless the pipeline is operational.

But President Volodymyr Zelensky denied the allegations and said the explosion was likely caused by Russian shelling.

Before the war, the 2,500-km (1,530mile) pipeline - which runs from the Russian city of Togliatti to three Black Sea ports in southern and western Ukraine - exported 2.5 million tonnes of ammonia annually.

But operations on the pipeline ceased after Russian’s invasion of Ukraine in February 2022.

During talks to ensure the export of grain from Ukraine last year, Kyiv and Moscow struck a deal to ensure the safe passage of ammonia through the pipeline, which is a key ingredient in the production of fertiliser.

The landmark deal brokered by the UN and Turkey was initially agreed in June 2022 for 120 days, and has been extended three times since. The current agreement is set to expire on 17 July.

But speaking to reporters in Moscow, Kremlin press secretary Dmitry Peskov said the blast “can only have a negative impact”

on talks to renew the deal.

“You know that this topic figured as an integral part of the half of the deal that concerned us, so this is yet another complication in terms of extending the deal.”

“We don’t know what kind of destruction there is, we don’t know what the Ukrainian side is going to do next,” Mr Peskov added.

On Wednesday, Russian foreign ministry spokesperson Maria Zakharova said it would take between one and three months to repair the damage caused to the pipeline, but Industry and Trade minister Denis Manturov said on Thursday that Moscow has no access to the damaged section.

Ukraine has strenuously denied being behind the blast, and insisted that Moscow conducted the attack.

President Zelensky told reporters that the attack had occurred in a “grey zone” between territory controlled by Ukraine and Russia, and drew a distinction between the explosion and the blast at the Khakovka dam.

“It’s one story when it is the consequences of war. Yes, the Russian Federation is to blame, but those are the consequences of war,” President Zelensky said. “But [in Kakhovka], we understand that this is terrorism. They mined it in advance and did it with their own hands.”

“We see this as a completely different category,” he added.

Elsewhere, Russian pro-war bloggers have suggested that a long awaited Ukrainian

counteroffensive has begun in the southern region of Zaporizhzhia.

Andrey Rudenko, a correspondent for Russian state television channel Rossiya 24, claimed that Ukrainian tanks had launched attacks on Russian lines in the region and said Russian forces had repelled the attack.

And Vladimir Rogov, the Russianinstalled governor of occupied Zaporzhzhia told state TV that he believed there had been an “attempt at a full-scale offensive for three

days, even four” in the region.

But Oleksiy Danilov, the secretary of Ukraine’s national security council, denied reports of the new offensive and said that when Kyiv does launch an offensive “everyone will know about it”.

Senior US officials have previously told the BBC’s US partner CBS News that it is accurate to say that the Ukraine counter offensive is in its opening phases, but that the main thrust has not yet begun.

El Niño planet-warming weather phase has begun

Anatural weather event known as El Niño has begun in the Pacific Ocean, likely adding heat to a planet already warming under climate change.

US scientists confirmed that El Niño had started. Experts say it will likely make 2024 the world’s hottest year.

They fear it will help push the world past a key 1.5C warming milestone.

It will also affect world weather, potentially bringing drought to Australia, more rain to the southern US, and weakening India’s monsoon.

The event will likely last until next spring, after which its impacts will recede.

For months, researchers have been increasingly confident that an El Niño event was set to emerge in the Pacific Ocean.

“It’s ramping up now, there have been signs in our predictions for several months, but it’s really looking like it will peak at the end of this year in terms of its intensity,” said Adam Scaife, head of long-range predictions at the UK Met Office.

“A new record for global temperature next year is definitely plausible. It depends how big the El Niño turns out to be - a big El Niño at the end of this year, gives a high chance that we will have a new record, global temperature in 2024.”

This natural phenomenon is the most powerful fluctuation in the climate system anywhere on Earth.

The El Niño Southern Oscillation, or ENSO, as it is properly called, has three different phases: Hot, cold or neutral.

The hot phase, called El Niño, occurs every two to seven years and sees warm waters come to the surface off the coast of South America and spread across the ocean pushing significant amounts of heat up into the atmosphere.

Record warm years, including 2016, the world’s hottest on record, usually happen the year after a powerful El Niño event.

Weather agencies around the world use different criteria to decide when this hot phase is upon us.

For scientists in the US, their definition requires the ocean to be 0.5C hotter than normal for a month, the atmosphere must be seen to be responding to this heat and there must be evidence the event is persisting.

These conditions were met in the month of May. In a statement, US National Ocean and Atmospheric Administration (NOAA) said that “El Niño conditions are present”.

“This is a very weak signal. But we believe that we’re starting to see these conditions and that they will continue to intensify,” said Michelle L’Heureux, a scientist with NOAA.

“Our weekly value is actually 0.8C this past week, which is even stronger.”

The researchers believe this event has an 84% chance of exceeding moderate strength by the end of this year.

They also say there’s a one in four chance of this event exceeding 2C at its peak, which is getting into the territory of a “super El Niño”.

The impacts of the onset of El Niño will likely lag behind by a few months but will be felt all over the world.

Researchers expect these will include drier weather conditions in Australia and

parts of Asia, with potential weakening of the monsoon in India. Southern US states will likely be wetter in the coming winter. El Niño normally strengthens drought conditions in Africa.

If experience is anything to go by, there will be a large human and economic cost to this oncoming weather event.

The strong El Niño in 1997-98 cost over $5 trillion with around 23,000 deaths from storms and floods.

There’s also a strong likelihood that this year’s version will push 2024 past 2016 as the world’s hottest year.

Global temperatures are currently hovering around 1.1C above the average in the period from 1850-1900.

But an El Niño event could add up to 0.2C to that figure, pushing the world into uncharted temperature territory, and close to breaking the symbolic 1.5C guard rail, a key element of the Paris climate agreement.

Researchers recently said that breaking this limit temporarily was more likely than not in the next few years.

“We’re actually likely to see global mean temperatures that might become more of a regular thing in five to ten year’s time, so it does give us that sort of portal on the future.” said Michelle L’Heureux.

“And I think that’s why it’s alarming to some people, because these are our new thresholds. And El Niño is providing an accelerant on that.” Source: BBC

Speaking at the first day of the Business Forum, Ambassador Onowu said Luxembourg is a solid financial hub in Europe and strategic partner of Nigeria.

According to him, the event provides the opportunity to enhance collaboration between Luxembourg and Nigeria, and also grow the non-oil sector of the Nigerian economy.

The Envoy said the business environment, challenges and prospect for improved trade relations between the two countries would be discussed by participants both from public and private sectors.

While stressing the need to increase on the “minimal” trade activities between Nigeria and Luxembourg, Onowu said “Luxembourg being a financial hub would naturally like to strengthen ties with countries that place premium on issue of governance compliance, tax incentives among others. “

is determined to improve on conditions of doing business in Nigeria adding that it was in the light of that, the government institutionalized some reforms.

In his words:” Government has signed multi-lateral cooperation agreement on mutual assistance on criminal matters. Sudan conflict: What to do with the dead bodies in Khartoum

After seven weeks of a bitter battle for control of Sudan’s capital, some Khartoum residents are grappling with a problem they never envisaged - what do with all the dead bodies which are piling up on the city’s streets.

“I have buried three people inside their own houses, and the rest just by the entrance of the road that I live on,” said Omar, whose name we have changed.

“That’s better than opening the door and seeing a dog chewing on part of a dead body.”

No-one knows how many people have died so far but it is believed to be well over 1,000, including many civilians caught in the crossfire.

With two military factions - the regular army and the Rapid Support Forces (RSF) paramilitary group - battling it out despite various ceasefires, it is far too dangerous to try and go to a cemetery.

Omar has buried at least 20 people.

“A neighbour of mine was killed in his house. I couldn’t do anything but remove the ceramic tiles in his house, dig a grave and bury him,” he told the BBC.

“Corpses are left to decay in the heat. What can I say? Some neighbourhoods in Khartoum are now turning into cemeteries.”

Last month, Omar dug graves for four people by a road just a few metres away from his house in the al-Imtidad district of Khartoum. He said he knew of other people who had to do the same in nearby neighbourhoods.

“Many of those who were killed were

buried in areas near Khartoum University, close to Seddon fuel station, a well-known landmark. Other corpses were buried in neighbourhoods close to Mohamed Naguib road.”

There are no official figures for the number of people buried in houses or neighbourhoods in Sudan, but Omar said “it could be dozens”.

Hamid, whose name we have also changed, has a similar experience.

He told the BBC he had buried three army personnel in a communal area of Shambat city, 12km (7.5 miles) outside the capital, after a military jet crashed.

“I was in the area by chance. A group of five people and myself moved the corpses away from the debris, and buried them in an area surrounded by residential buildings.”

Hamid, a property agent who has lived in the area for 20 years, believed that this was a “work of mercy”.

“It is not important where we bury the dead,” he said.

“Burying them is the priority. It is a charitable thing to do. The journey to the graves [in cemeteries] could take days and snipers are everywhere.

“We are trying to help society avoid a health disaster. It is a religious and moral duty.”

‘Burying the truth’

Despite the good intentions, these actions could unwittingly destroy evidence of war crimes, the head of the doctors’ union, Dr Attia Abdullah Attia, said.

He warned that these “amateurish” methods of burial could “bury the truth”, adding that clues of how people died could be destroyed.

Dr Attia said bodies should be identified and buried in graves in a timely and dignified manner.

He insisted people should leave the burial process to the health authorities, the Red Cross and the Sudanese Red Crescent.

“Burying the dead this way is not justified. The burial process should have the presence of official governmental representatives, the prosecution, forensic specialists and the Red Cross. It is also important to take DNA samples.”

When asked why he believed it would be possible to follow these practices in a country where the health system and law and order have collapsed, he said foreign countries should play a role.

The two volunteers, Omar and Hamid, both said they take photographs of the faces and bodies of the dead before they bury them, which can help identification in the future.

But Dr Attia also warned that unsafe burials could lead to the spread of disease.

“Burying the dead at a shallow level makes the graves more likely to be exhumed by stray dogs. The correct way of burying isn’t applied here, because a solid object or bricks need to be placed in the grave to prevent the bodies being exposed,” he told the BBC.

Hamid, however, says most Sudanese people were aware of the proper way to dig a grave where the bodies are placed “at least one metre under the ground”.

Some organised efforts to bury bodies are under way.

A man, who we are calling Ahmed, volunteers with the Red Cross to clear bodies from the streets.

“I take photos of the face and body, record if it is a new dead body or has decayed [and] give it a number.”

He said they keep a file for every body for future identification.

Despite Dr Attia’s criticism, people feel they have no choice due to the collapse of the public health infrastructure.

On 11 May, videos circulated on social media showing the burial of two Sudanese female doctors, Magdolin and Magda Youssef Ghali, in their garden.

Their brother, who we are not naming, told the BBC in a video call that burying his two sisters in the house was “the only solution”.

“They were left for almost 12 days without burial,” said the brother in tears.

“The neighbours reported a foul smell coming from the house so people volunteered to bury them in one grave in the garden.”

The health authorities have been working with the Red Cross and the Sudanese Red Crescent to move bodies to cemeteries. But fighting has hindered the arrival of the burial teams.

As people try to survive and bury their dead in a dignified manner, the thought of a war crimes tribunal feels like a remote possibility in the midst of so much violence and loss.

The story of the siblings captures the horror that people are facing every day.

“My sisters were buried in one hole in their garden. I would never have imagined that would be their end,” said their brother.

Catching the men who sell subway groping videos

“You cash in on sexual violence against women”Tang Zhuoran questioned by BBC reporter Zhaoyin Feng

Women who are groped on trains in East Asia face the further threat of their assault being filmed and uploaded for sale online. In a year-long investigation, the BBC World Service’s investigative unit, BBC Eye, has gone undercover to unmask the men cashing in on sexual violence.

It was the morning rush hour in Tokyo. The train was packed and rocky.

Takako (not her real name) was on her way to school. The 15-year-old tried to hold on to a grab bar.

Suddenly, she felt a hand pressing on her behind. She thought someone had accidentally bumped into her.

But the hand started to grope her.

“That’s when I finally realised - it was molestation,” Takako recalls.

The hand quickly disappeared in the crowd. “I couldn’t do anything about it.” She arrived at school in tears that day.

That was her first time being sexually assaulted on public transport, but Takako was molested almost daily for more than a year on her commute. On countless nights, she went to bed crying. “I felt like there was no hope in my life,” she says.

Many women like Takako are targeted in public by sexual predators. In some cases, they face another violation - the attack is filmed and the videos are sold online.

Most videos follow the same pattern - a man secretly films a woman from behind and follows her on to a train. Seconds later, he sexually abuses her. The men act discreetly, and their victims can seem totally unaware. These graphic videos are then listed on the websites for sale.

In a year-long investigation, we traced the men behind three websites which sell and produce thousands of these sexual assault videos.

An epidemic in Japan

Encountering sexual abuse almost daily, Takako found herself unable to speak up during the act due to fear and shame. But every night, she covered her mouth with a towel and repeatedly practised in front of the mirror how to call out a harasser: “This person is a ‘Chikan’!”

“Chikan” is a Japanese term describing sexual assault in public, especially groping on public transport. It also describes the offenders themselves.

Chikan perpetrators typically take advantage of crowds, and the victims’ fear of causing a scene. In Japan, speaking too

directly and openly may be seen as rude.

Thousands of arrests are made every year for Chikan offences, but many more go undetected and unpunished. Saito Akiyoshi, mental health professional and author of a book about Chikan, says that only about 10% of victims report the crime.

The Japanese police encourage victims and eyewitnesses to speak up, but the crime is far from being eradicated. The problem is so widespread that even the UK and Canadian governments warn travellers to Japan about it.

Chikan has been normalised by its prominence in Japan’s adult entertainment industry. One of the most popular types of pornography in the countrythe Chikan genre - has spread to other Asian countries.

Chikan websites

One Chinese-language website called DingBuZhu (which means “I can’t hold it” in Chinese) immediately caught our attention.

It’s a marketplace for Chikan videos, filmed secretly on mobile phones in crowded public places, such as trains and buses. They are shot across East Asia, including Japan, South Korea, Taiwan, Hong Kong and mainland China.

Some videos cost less than a dollar. The site even once allowed users to order tailormade abuse videos.

We also found links on DingBuZhu to two other websites - Chihan and Jieshewith the same type of content.

There is a Telegram group with 4,000 members who share tips on how to sexually abuse women.

One name kept coming up on the Chikan websites - “Uncle Qi”.

He was hailed as the guru in this community. Dozens of abuse videos were labelled as his work. On Twitter, he put up teasers of the websites’ videos to his 80,000 followers. But who was he?

The Telegram group we had been monitoring revealed a clue. One day, an admin claimed in a series of messages that he had abused a woman with Uncle Qi.

The messages were accompanied by photos of a woman standing on what appeared to be a metro platform.

Within hours, we found a match for the locationIkebukuro station in Tokyo.

BBC Eye investigates websites selling thousands of videos of men sexually assaulting women on trains, buses and other crowded public places across East Asia.

And there were more leads pointing us to Japan.

The websites listed a Paypal account receiving Japanese yen which was linked to a Gmail address. When we put the address through Google Contacts, the profile picture that came up was a young man with an elaborate hairstyle and theatrical makeup.

A reverse image search put a name to the face - Noctis Zang, a 30-year-old Chinese-born singer living in Tokyo. He was the frontman of a metal band called The Versus.

Noctis had a glamorous public image, but we soon found something hidden behind it.

In early 2022, The Versus’ photographer had alleged on Chinese social media platform Weibo that Noctis built “porn websites” alongside another band member, Lupus Fu.

He had posted pictures of a notebook, which showed some accounting and video categories similar to those on the websites. The photographer had also posted a video which appeared to show Noctis’s browsing history, with links to Chihan, Jieshe and the admin pages of DingBuZhu. Could this rock singer be Uncle Qi?

Unmasking the admins

Posing as a music talent scout called Ian, our undercover journalist met Noctis at a fancy rooftop bar in Tokyo.

They first talked about music, but the chat soon moved on to the subject of sex. When Ian said his company used to make porn films, Noctis’s eyes lit up.

The two met several more

times, and they even celebrated Noctis’s birthday together.

Noctis introduced Ian to his fellow band member Lupus Fu, whose name had been mentioned by The Versus’ photographer. Lupus, also from China, was studying sociology in Japan.

Ian said his company planned to invest in porn sites and asked if they knew anything about this business.

Noctis confessed he had “some exposure” through a friend, “Maomi”, who had created his own porn sites with “metro” content.

Ian then casually brought up DingBuZhu.

Lupus and Noctis both laughed: “That’s Maomi’s website!”

They revealed that the person behind the Chikan websites was a Chinese man in Tokyo nicknamed Maomi. They said Maomi was reclusive and paranoid.

Noctis and Lupus also admitted that they played admin roles for the websites.

They spelled out their business model.

“In China, sex is the most suppressed,” Noctis said, “Some men are very perverted, they just want to see women getting…” Lupus finished the sentence: “screwed over.”

Lupus said he was in charge of promoting abuse videos on Twitter. Noctis revealed that he had uploaded more than 5,000 videos on the websites, received payments for the business and taken 30% of revenue. The rest he had transferred to Maomi.

Lupus also said he could help connect Ian to Maomi.

The Chikan club

On a quiet back street in the red-light district of Yokohama, a storefront decorated like a metro station catches your eyes. A sign spells out its concept: “legal Chikan trains”.

In this sex club, called Rush Hour, customers can pay to enjoy the Chikan experience legally.

Its manager Hasuda Shuhei welcomes us on board. “We let people do things that can’t be done outside. That’s why people come here.”

Inside, a sickly-sweet smell of cleaning products permeates the air. Private rooms are decorated like train carriages and equipped with a sound system that plays train announcements. Even the club’s membership cards look exactly like Japan’s transportation cards.

“I think it’s important for men to be able to pay to vent in place like this, so they don’t commit rape and other forms of sexual assault,” says Hasuda.

Mental health professional Saito says that the matter is not as straightforward as Hasuda claims. He says that most Chikan perpetrators are aroused by the idea of domination over and humiliation of their victims.

“They do not treat their victims as equals, but as objects.”

It’s an opinion that rings true with Takako.

After months of assaults, she fought back one day. As she felt a hand reach for her skirt in a packed train carriage, Takako shouted at the top of her lungs and grabbed the assaulter by his wrist.

As Nigeria grapples with the steady increase in Non-Communicable Diseases (NCDs), the role of sugary drinks as a contributing factor to this trend cannot be ignored. The Nigerian government’s implementation of a tax on Sugar-Sweetened Beverages (SSBs) in 2022 has sparked the debate on whether it should be sustained and if this is the right time for Nigerians to focus on health.

The rising consumption of sugar-sweetened non-alcoholic beverages in Nigeria, combined with the alarming rise in NCDs has had far-reaching social and economic consequences. The associated productivity loss, rising healthcare costs, and strains on individuals and their families are undeniable. Furthermore, SSBs have been identified as major risk factors for a variety of deadly diseases around the world. The World Health Organisation (WHO) has acknowledged these concerns, which are reflected in Nigeria’s National Multisectoral Action Plan (NMSAP) for NCD elimination, which is overseen by the Federal Ministry of Health’s NCD Division.

Mounting empirical evidence establishes a significant link between the consumption of SSBs and the risk of NCDs. SSBs can be found in various forms, including carbonated soft drinks, energy drinks, concentrates or syrups, sports drinks, pre-sweetened teas and coffees, enhanced waters, milkbased drinks, and less than 100 per cent fruit or vegetable juices such as juice drinks or nectar. SSBs are readily available and highly consumed in Nigeria, particularly among children and adolescents.

According to the Centre for Disease Control and Prevention (CDC), consumption of SSBs is associated with weight gain, obesity, type 2 diabetes, heart disease, kidney diseases, nonalcoholic liver disease, tooth decay and cavities, and gout, a type of arthritis, among others.

Recent discussions questioned the timeliness of sustaining and increasing the SSB tax in Nigeria, considering the current economic situation in the country. It compels us to reflect on whether we should wait until the new generation begins regretting their unhealthy choices resulting from ignorance or societal misinformation. The WHO has recommended a reduction in the consumption of these beverages to counteract the projected 39% increase in overweight individuals by 2030.

Nigeria SSB Tax: Starting early is key to a healthy citizenry

in the Nigeria Finance Act 2021, is insufficient to achieve the desired change, which is crucial for promoting public health. Therefore, it is essential to sustain and increase the tax to align with the recommended global practice of at least a 20% increase in the final retail price of sugary drinks.

It is important to bear in mind that the Finance Act undergoes annual review and updates, which means that the SSB tax is subject to consistent advocacy and engagement with policymakers to ensure its longterm effectiveness. We are left with no option than to advance the need for a sustainable prohealth legislation.

Critics have argued that the poverty level in the country

makes this tax an additional burden on Nigerians, further impoverishing them. They also claim that the state of healthcare infrastructure in the country, such as inadequate facilities, insufficient healthcare personnel, and poor allocation of resources, should take precedence over the implementation or sustenance of the SSB tax. Proponents of this view believethe focus should be on addressing these factors to improve the availability and accessibility of quality healthcare services. But these suggestions beat about the bush. A specific problem requires a single bullet or multifaceted approach.

It is important to note that the SSB tax is a win-win situation for public health and

the government. By increasing the cost of these drinks, they become less affordable for lowincome earners who are most susceptible to the financial impact of NCDs like diabetes.

It is crucial to acknowledge that the inflation rate is rising and is projected to continue increasing, which will further increase the cost of healthcare services that are already burdensome for low-income earners. For instance, the minimum cost of managing diabetes is approximately N700,000 (Seven hundred thousand naira) per month in a country where state governments are still struggling to pay the minimum wage of N30,000.

To safeguard the health

and well-being of Nigerians, the decision to sustain and increase the SSB tax must be immediate to unlock significant health benefits and generate vital revenue for essential health programs and services.

Urgent and decisive action from the government is imperative to curb SSB consumption, improve public health outcomes, and combat the growing prevalence of NCDs. Enacting pro-health tax legislation that is encompassing to include the SSB tax, without delay is of utmost importance. For a healthier citizenry today and in future, starting early is key, as delay risks irreversible consequences.

Why Singapore is the only place in the world selling lab-grown meat

It looks like chicken, it smells like chicken and, what do you know, it tastes like chicken.

You would never guess that the piece of meat in front of me did not come from a farm. It was made in a laboratory on an industrial estate just a few miles down the road.

I’m in Huber’s Butchery and Bistro in Singapore, which is the only restaurant in world to have socalled cultivated meat on the menu.

Feedback from customers has been “phenomenal”, according to the restaurant’s owner.

The meat’s creator - Californiabased Eat Just - says it is ethical, clean and green - with no compromise on taste. Billions of dollars are being poured into the industry, but huge question marks hang over its viability as anything beyond a novelty.

Ever since the first lab-grown burger - which cost a mere $330,000 (£263,400) to create - was unveiled in London in 2013, dozens of companies around the world have joined the race to bring affordable cultivated meat to the market.

So far, only Eat Just has managed to get its product approved for public sale after regulators in Singapore - the only country in the world to allow lab-grown meat to be sold - gave its chicken the green light in December 2020.

But it is still nowhere near being widely available. Cultivated chicken nuggets were briefly on the menu at a private members’ club in 2021.

That partnership lasted a few months and this year Huber’s has started offering a chicken sandwich and a chicken pasta dish to the general public - albeit only once a week with limited dining slots available.

“Cultivated meat is real meat, but you don’t have to slaughter an animal,” says Josh Tetrick, chief executive of Eat Just, who spoke to the BBC from San Francisco. “This way of eating makes sense for the future,” he says.

Unlike plant-based substitutes, cultivated meat is literally meat. The process involves extracting cells from an animal, which are then fed with nutrients such as proteins, sugars and fats.

The cells are allowed to divide and grow, before being placed in a large steel bioreactor, which acts like a fermentation tank.

After four to six weeks, the material is ‘harvested’ from the bioreactor. Some vegetable protein is added, then it is moulded, cooked and 3-D printed to give it the

necessary shape and texture.

The resulting strips of deep fried chicken on my plate of orecchiette pasta certainly tasted like the real deal, if a bit processed. Perhaps the sort of chicken you would eat in a fast-food restaurant.

“It’s meat - it’s perfect!” says Caterina, an Italian student who came here especially to try the cultivated chicken. Normally, for sustainability reasons, she would not eat meat but Caterina says she would eat this.

Her only quibble? Serving the chicken with pasta, which typically does not happen in Italy.

Another diner from Singapore says he was surprised by how much it resembled real meat.

“It’s legit”, he says. “I wouldn’t know where it came from. My only concern would be the cost.”

The chicken pasta dish I ordered was S$18.50 ($13.70; £11), but that is vastly discounted relative to the current cost of producing the meat.

Eat Just will not say exactly how much it spends on making its cultivated chicken, but at the moment the company’s production capacity only yields 2kg (4.4lb) or 3kg per week in Singapore.

When you compare that to the 4,000kg - 5,000kg of conventional chicken sold weekly - at Huber’s alone - it gives you a sense of the scale of the task ahead. Put simply, they will need to increase production enormously to avoid making a loss on each piece of chicken.

Eat Just says it has already achieved a 90% reduction in costs since 2018 and the company offered me a tour of its new multimillion dollar production facility in Singapore, which it hopes will open next year.

The pair of shiny steel 1,320 gallon (6,000 litres) bioreactors certainly represent a sign of intent, but in reality they are a tiny fraction of the millions of tonnes of chicken that would need to be produced to match the price of slaughtered chicken.

The industry is urging for patience, but many scientists have already seen enough.

“The narrative presented by these companies is very strong”, says Ricardo San Martin, co-director of the Alt: Meat Lab at the University of California, Berkeley.

“But that narrative must be contrasted with the science”, he says. “Run the numbers, look at every scientific paper written by people who have no skin in the game, and you’ll see the answer is

clear.”

“Can you do this, at scale, at a reasonable cost? No. Can you talk about saving the world with this? Again, no. These companies have to be honest - it’s wishful thinking”, he says.

Not only are there doubts about scaling up production, there is also uncertainty over the industry’s green credentials, which have been questioned by scientists.

In theory, reducing the world’s reliance on land and livestock for meat production should reduce carbon emissions, but at the moment the advanced technology needed to create cultivated meat is so energy intensive that it cancels out any benefits.

One study by the University of California, Davis even estimated that the process produces between 4 and 25 times as much carbon dioxide as regular beef. However, East Just has called the study “flawed”.

When asked by the BBC whether the whole project might end in failure, Josh Tetrick from Eat Just replied: “For sure”.

But he remains undeterred: “Making meat in this way is both necessary and highly uncertain,” he says.

“It’s not straightforward. It’s complicated. It’s not guaranteed and it might not work out. But the other option for us is not to do anything. So we decided to take a bet and go for it.”

Plenty of investors have decided to make that same bet. As of this year, an estimated $2.8bn has been spent on developing cultivated meat.

However, if cultivated meat is to become anything more than a niche alternative for the well-off in the developed world, then relying on investments from private businesses may not be enough.

Governments, Mr Tetrick says,

are going to need to put “significant public money” into cultivated meat for it to rival conventionally slaughtered meat.

“This is like the transition to renewable energy... It’s a lifetime project - maybe a multiple lifetimes project,” he says.

According to Ricardo San Martin from UC Berkeley, both private and public funding for cultivated meat companies will dry up if they do not “look in the mirror” soon and present realistic forecasts to investors.

“Unless there is a clear path to success at some point in the future, investors and governments will not want to spend money on something that is not scientifically proven”.

Even if Manchester City win the Champions League on Saturday to complete the Treble, Pep Guardiola won’t be totally happy - and it’s Noel Gallagher’s fault.

“Pep is always trying to get me to bring a guitar to a big game, so I can play in the dressing room afterwards,” Gallagher explained to BBC Sport.

“I went into see him after the Real Madrid game [in the semi-finals] and told him I couldn’t be at the FA Cup final or the Champions League final and, honestly, he gave me a look of utter disgust.

“It was with real contempt, as if to say ‘well what the hell are you doing instead then?’. I said ‘I am on tour’ and he said ‘cancel it!’.

“I said ‘I can’t, I’ve sold the tickets now’, and he was like ‘ahh, get out’ and he almost launched me out of his office. He probably treated me the same way he did Joao Cancelo when he got rid of him in January.”

‘An error of admin’

Gallagher, whose High Flying Birds released their latest album, Council Skies, on Friday, is touring the United States when City play Inter Milan in Istanbul and he has already missed the club’s first two victory celebrations of what has become a sensational season.

“I wasn’t at the Etihad for the Premier League trophy lift either,” he added.

“I’d made plans I couldn’t get out of for the Sunday of the Chelsea game and then, when Arsenal lost at Nottingham Forest the day before, I was like ‘wouldn’t you just know it… Arsenal, I can’t rely on you for anything!’.

“We started our tour last week so I missed the FA Cup final too. Everyone has been asking ‘are you going to be in Istanbul?’ and I have to reply: ‘no, there has been a mistake’, or an error of admin as they put it.

“My management are told never to book any gigs anywhere in the world around the Champions League final, in case City get there.

“It usually falls around my birthday, at the end of May, so when this tour was put in front of me, and it’s down to start in the US on 2 June, I am thinking great, push the button, it’s done.

“But then a few months back I suddenly thought oh no, I forgot to factor in the World Cup and how that has pushed everything back. I saw the Champions League final was 10 June - it’s never been held that late before - and I couldn’t believe it.

“Then you think well, we are not going to get there anyway, so who cares - we will probably go out in the quarter-finals again - but then we kept winning. We were getting closer and closer and I was thinking

‘oh no!’.

“To be honest though, I’ve been there to see us win so much now that I don’t care too much about not being at this one, as long as we win it.”

Gallagher was the first person to interview Guardiola when he took charge at City in the summer of 2016, and has enjoyed every evolution of his team since then.

“When we played for so long without a recognised striker because Sergio Aguero was out injured, then we were waiting for Erling Haaland, I think Guardiola enjoyed the fact that we won the league with a false nine,” Gallagher said.

“He perfected that, and now he has done this thing with John Stones going into midfield - a centre-half stepping up like that is mad. No-one else comes up with this stuff, no-one.

“I was at the 4-0 win over Real Madrid last month and it felt like we had 13 men on the pitch because Real weren’t getting near us.

“It all just goes to show how Pep never stops thinking. Next season he will come up with something else, because someone will man-mark Stones.

Without prejudice to the provisions of section 46 of this Constitution, the Senate shall consist of ---- (a) twelve Senators representing each Region, who shall be selected at a joint sitting of the legislative houses of that Region from among persons nominated by the Governor; (b) four Senators representing the Federal territory; (c) four Senators selected by the President, acting in accordance with the advice of the Prime Minister. (2) The Senators representing the Federal territory shall be (a) the Oba of Lagos, who shall be an ex-officio member of the Senate; (b) a Chief selected in such manner as may be prescribed by Parliament by the White-Cap Chiefs of Lagos from among their own number; and (c) two other person selected for that purpose in such manner as may be prescribed by Parliament. (3) A joint sitting of the legislative houses of a Region may regulate its own procedure for the purposes of this section. 43. Without prejudice to the provisions of section 47 and 88 of this Constitution, the House of Representatives shall consist of three hundred and twelve members. 44. Subject to the provisions of section 45 of this Constitution--- (a) a person shall be qualified for selection as a Senator if he is a citizen of Nigeria and has attained the age of forty years; (b) a person shall be qualified for election as a member of the House of Representatives if he is a citizen of Nigeria and has attained the age of twentyone years and, in the case of a person who stands for election Northern Nigeria, is a male person.

Section 4 of the Northern Nigeria Constitution states that “there shall be a Legislature for the Region, which shall consist of the Governor, a House of Chiefs and a House of Assembly and which shall have power to make laws for the peace, order and good government of the Region. 5. (1) The House of Chiefs shall consist of ---- (a) all first-class Chiefs, who shall be ex-officio members of the House; (b) ninety-five Chiefs having such qualifications and selected in such manner as may be prescribed by the

Legislature of the Region; and (c) an adviser on Moslem Law. (2) The seat in the House of Chiefs of a Chief other than a first-class Chief shall become vacant in such circumstances as may be prescribed by the Legislature of the Region.

(3)In this section---

“Chief” means any person who is for the time being recognized by the Governor as a Chief; “first-class Chief” means any Chief whose office is for the time being graded as that of a first-class Chief under any law in force in the Region 6. (1) The adviser on Moslems law shall be appointed by the Governor, acting in accordance with the advice of the Premier. (2) A person holding the office of adviser on Moslems law may be removed from office by the Governor, acting in accordance with the advice of the Premier. (3) If the adviser on Moslem law is vacant or if the holder of the office is for any reason unable to perform the functions of his office, the Governor, acting in accordance with the advice of the Premier, may appoint a person to act in the office, and any person so appointed shall continue to act until his appointment is revoked by the Governor, acting in accordance with the advice of the Premier.

The Mid-Western Constitution states that “there shall be a Legislature for the Region, which shall consist of the Governor, a House of Chiefs and a House of Assembly and which shall have power to make laws for the peace, order and good government of the Region.

5---(1) Without prejudice to the provisions of section 9 of this Constitution, the House of Chiefs shall consist of ----(a) the Oba of Benin, the Olu of Warri and the persons for the time being holding such other chieftaincies as may be prescribed by the Governor, who shall be ex-officio members of the House; (b) fifty-one Chiefs having such qualifications and selected in such manner as may be prescribed by the Legislature of the Region; (c) such Special Members, being Chiefs, as may be selected by the Governor, acting in accordance with the advice of the Premier; and (d) four members selected by the Governor, acting in accordance with the advice of the Premier, to represent the interests of groups of persons resident in the special areas within the meaning of subsection (4) of section 14 of this Constitution, being groups whose interests, in the opinion of the Governor of the Governor acting as aforesaid, are not represented by members of the House of Assembly for constituencies in those areas. (2) A person shall not be a member of the House of Chiefs by virtue of paragraph (a) of subsection (1) of this section during any period when he holds office as Governor: and the number of persons who are for the time being members of that House by virtue of that paragraph or paragraph (c) of that subsection shall not in the aggregate exceed ten. (3) The seat of a member of the House of Chiefs shall become vacant--- (a) in the case of a member other than the Oba of Benin, the Olu of Warri or a Special Member, in such circumstances as may be prescribed by the Legislature of the Region; and (b) in the case of a Special Member, if he is removed from office as such a member by the Governor, acting in accordance with the advice of the Premier.

(4) In this section “Chief” means any person who is for the time being recognized as a Chief under any law in force in the Region.

6. Without prejudice to the provisions of subsection (5) of section 10 and subsection (13) of section 33 of this Constitution, the House of Assembly shall consist of sixty-five members.

The Constitution of Eastern Nigeria states that “4. There shall be a Legislature for the Region, which shall consist of the Governor, a House of Chiefs and a House of Assembly and which shall have power to make laws for peace, order and good government of the Region. 5 (1) Without prejudice to the provisions of section 9 and 34 of this Constitution, the House of Chiefs shall consist of --- (a) all traditional rulers, who shall be ex-officio members of the House; (b) firstclass Chiefs appointed to represent provinces in the Region; fifty-five Chiefs having such qualifications and selected in such manner as may be prescribed by the Legislature of the Region; and (d) such special members (not exceeding five) having such qualifications as may be prescribed by the Legislature of the Region as may be selected by the Governor acting in accordance with the advice of the Premier. (2) The seat in the House of Chiefs of a member other than an ex-officio member shall become vacant in such circumstances as may be prescribed by the Legislature of the Region. (3) In this section--- “Chief” means any person who is for the time being recognized as Chief under any law in force in the Region; “first-class Chief” means--- (a) a person who, for the purpose of representing a Province in the House of Chiefs is appointed a first-class Chief under the provisions of a law in force in the Region; or (b) any person who is for the time being recognized as a traditional Ruler under any law in force in the Region. 6. Without prejudice to the provisions of sections 10 and 34 of this Constitution, the House of Assembly shall consist of one hundred and forty-six members.

The Constitution of the Western Nigeria states that “there shall be a Legislature for the Region, which shall consist of the Governor, a House of Chiefs and a House of Assembly and which shall have power to make laws for the peace, order and good government of the Region. 5 (1) The House of Chiefs shall consist of---- (a) the persons for the time being holding such chieftaincies as may be prescribed by the Governor, who shall be ex officio members of the House; (b) eightyseven Chiefs having such qualifications and selected in such manner as may be prescribed by the Legislature of the Region; (c) such Special Members, being Chiefs (not exceeding four) as may be selected by the Governor, acting in accordance with the advice of the Premier; and (d)if he is not a member of the House of Chiefs apart from this paragraph, the President of the House. 2 (a) The seat in the House of Chiefs of a member other than an ex officio member or a Special Member shall become vacant in such circumstances as may be prescribed by the Legislature of the Region; (b) The seat in the House of Chiefs of a Special Member, including a Special Member appointed by the Governor at any time before the coming into force of the Constitution, shall become vacant if he is removed from office as a Special Member by the Governor, acting in accordance with the advice of the Premier, (3) In this section--“Chief” means any person who is for the time being recognized as a Chief under any law in force in the Region. 6. Without prejudice to the provisions of sub-section (5) of section 10 and sub-section (13) of section 33 of this Constitution, the House of Assembly shall consist of ninety-four members”.

These were institutions in existence till January 15, 1966 when General Ironsi suspended the constitution. From 1966 till 1979, the ARMY gave no role to the traditional rulers but in the 1979 Constitution a role was

given to them. In the third schedule of the 1979 Constitution, Section 140 states that 1. The Council of State shall comprise the following persons, namely--- (a) the President , who shall be the Chairman; (b) the Vice-President, who shall be the Deputy Chairman; (c) all former Presidents of the Federation and all former Heads of the Government of the Federation; (d) all former Chief Justices of Nigeria who are citizens of Nigeria; (e) the President of the Senate; (f) the Speaker of the House of Representatives; (g) all the Governors of the States of the Federation; (h) the Attorney-General of the Federation; and (i) one person from each State, who shall as respects that State be appointed by the Council of Chiefs of the States from among themselves. 2. The Council shall have power---(a) to advise the President in the exercise of his powers with respect to the National Population Census and compilation, publication and keeping of records and other information concerning the same, Prerogative of Mercy, Award of National Honours, the Federal Electoral Commission(including the appointment of members of that Commission), the Federal Judicial Service Commission (including the appointment of members, other than ex officio members of that Commission) and the National Population Commission (including the appointment of members of that Commission); and (b) to advise the President whenever requested to do so on the maintenance of public order within the Federation or any part thereof and on such other matters as the President may direct”.

Regrettably, in the 1999 Constitution, which we are still operating till today, there is no role for the traditional rulers. Not a single reference to them. It’s as if the 1999 Constitution was written by a foreigner and I don’t know why. I believe tradition and modernity should complement each other. They should not be poles apart. While modernizing, we must preserve our tradition. The other day, I saw Bishop Matthew Hassan Kukah (70) from Efdom, Zangon-Kataf Local Government Area of Kaduna state, current Bishop, Roman Catholic Diocese, Sokoto, dancing with a cultural group while wearing his soutane. I don’t think his role at that event has diminished his role in the church.

On May 28, 2016, during his inauguration as President of African Development Bank, Dr. Akinwunmi Ayodeji Adeshina (63) exhibited the Yoruba Culture when he invited selected Yoruba dancers at his inauguration. It was a pure display of the Yoruba culture.

The institution of traditional rulers must not be allowed to perish. Everything must be done to sustain that institution. Luckily, we now have a President, Asiwaju Bola Ahmed Tinubu, who believes in our tradition and culture. It is not too late now to rejig Chief Clement Ebri’s Committee’s report that Constitutional recognition be given to the role of traditional rulers. Provision should be made for the establishment of state councils of traditional rulers as an advisory body in all states of the federation.

The composition of the council of state be expanded to include Chairmen of the state councils of traditional rulers (state council of chiefs) and provision be made for traditional council at each local government area to serve as an advisory body on matters of tradition and culture and similar issues at that level. These roles in no way confer executive, legislative or judicial functions on them.”

The Coronation of King Charles III of England on May 6 was the exhibition of the British Culture and Tradition. Give it to the British in terms of tradition, they are experts. You can’t take it from them. They don’t have a written Constitution but they maintain their tradition and culture.

We have a written Constitution but we have deleted our culture and tradition from our constitution and that is our greatest dilemma.

Marcus Garvey famously wrote: “A people without knowledge of their past history, origin and culture is like a tree without roots”.

Our traditional rulers represent the best of our tradition and culture. They have been and they will continue to be. Even in our struggle for independence they played prominent roles. It was not only the politicians that struggled for our independence, traditional rulers, journalists and others were in the struggle too.
