New book of journalist-professor Alfredo Gabot out in California

LOS ANGELES, California -- Veteran Filipino journalist, author and professor Alfredo G. Gabot has published his first of a series of books in the United States. Gabot’s new book, “California: A Philippine Territory – Almost and Other Stories,” is now available on Amazon, its publisher, announced on July 7 (US time), both the hardcover and paperback editions. Later, the eBook edition will
also be available.
The 293-page book is the first volume on the compendium of select columns and articles of Gabot with the title as its centerpiece. Since retiring as a senior editor at Manila Bulletin, Gabot has become a freelance journalist, writing and editing newspapers, magazines and books, including the Philippine News Today of which he is editor in chief.
Gabot’s first three books published in Manila in 1975 and 1976 were the “Manila Revenue Measures” and “Manila Barangay Guidebook and Directory” and the best selling “Barangay:Peoplepower” which was an approved by then Education Secretary Juan Manuuel as reference in high schools and colleges and listed in the United States Library of Congress, among others.
The Amazon-published book is partly a tribute to outstanding Filipinos in America like Carlos S. Bulosan, a famous Filipino author and labor union advocate in the US and a grand uncle of Gabot noted for his autobiographical novel “America is in the Heart,” essay “Freedom from Want,” short story “The Laughter of My Father” and poem “I Want the Wide American Earth,” among others.
The book features the first translation in Filipino of the Bulosan poem “I Want the Wide American Earth” by journalist, poet, author and educator Jose Lad. Santos, former Chairman of the Commission
on the Filipino Language (Komisyon sa Wikang Filipino) and former Commissioner of the National Commission for Culture and the Arts (NCCA) like Gabot. Lawyer-CPA Maritess Barrios-Taran, Director General of KWF and a professor at the Pamantasan ng Lungsod ng Maynila (PLM), in her foreword stated the book captures the scintillating achievements of Filipinos in the Philippines and America like former California Supreme Court Chief Justice Tani Cantil-Sakauye, Attorney General Robert Bonta, sports greats Victoria Manalo Draves and Natalie Coughlin, celebrity Vanessa Hudgens, among others.
The book also features two governors – Gavin Newsom of California and Ramon Guico III of Pangasinan -- who, although miles apart, their fate are intertwined with common mission of serving their constituents and one common bond – the Pamantasan ng Lungsod ng Maynila (University of the City of Manila) where they both have Doctor of Public Management (DPM) degree.
Book cover was from a painting of artist and historian Florante Villarica of Oriental Mindoro where galleon ships were built and mounted for the long sail to the Americas centuries ago.
The book is set to be launched in California and Manila soon. The launch in California is being planned at the Los Angeles Public Library where Carlos Bu-

losan immersed himself in reading while confined at the nearby Los Angeles General Hospital and started writing poems and honed himself for writing short stories and essays.
“Gusto Ko ang Malawak na Lupaing Amerika,” the Filipino translation of Carlos Bulosan’s famous poem, is expected to be recited during the book launching. Gabot, former president of the National Press Club (NPC), former NCCA commissioner, former Director and Chairman of the Board of the Philippine Postal Corporation, and a university professor, is in the final preparations for his next books, among them “Rising from Ruins and the Big Dreams Come True,” and “Carlos S. Bulosan: The Hometown He Never Returned To.”
“California: A Philippine Territory –Almost and Other Stories” can be ordered through Amazon.com.

Lawmaker says Comelec chief owns offshore accounts, properties abroad

MANILA – Commission on Elections (Comelec) chairperson George Erwin Garcia is under fire for allegedly owning multiple foreign bank accounts and properties abroad but he vehemently denied it, saying he will resign if the allegations are proven to be true.
The poll body chief’s remarks came after Sagip Party-list Rep. Rodante Marcoleta claimed that a Comelec official owns a total of 49 offshore accounts and properties abroad.
Marcoleta alleged that at least P1 billion worth of funds were transferred from South Korean-based banks to these accounts.
“Huwag na natin paikut ikutin. Ako po yung nire-refer doon. Natutuwa ako, napakadami ko daw foreign accounts. Sa totoo lang, wala ako kahit isang foreign account. Mapanunumpaan ko po ‘yan kahit saa),” Garcia said.
The Comelec chief said he has received information about a demolition job against the poll body for the past two weeks.
“May presscon, may ganitong issues. Nung hindi effective, kailangan sirain ang Commission sa pamamagitan ng chairman (There was a press conference and issues were raised. When these did not prove effective, the Commission has to be destroyed by putting the chairman in a bad light),” he added.
Garcia said he already requested the National Bureau of Investigation (NBI) to look into the allegations during the visit of its chief Jaime Santiago to the poll body’s office last week.
“Sa sulat sa NBI, nag-request ako baka pwede imbestigahan sino nagkakalat, kung totoo ang mga akusasyon laban sa akin, at nag-issue tayo ng waiver sa alleged accounts sa lahat ng nasa listahan. Kung akin yun, tingnan, buksan at alamin kung may tunay bang account, history ng account, at kung ano laman nun, kung gusto nila, kanila na laman nun,” the Comelec chief added.
Garcia also admitted he only holds Japanese and South Korean visas.
He also refuted allegations that he owns properties in the United States, China, Hong Kong and Singapore.
“Kahit kailan hindi pa ako nakakatapak sa US sa kasaysayan ng buhay ko. Napaka malisyoso nung sinabi sa presscon (I have never been to the US in my entire life. The things mentioned in the press conference are malicious),” Garcia said.
Garcia called on Marcoleta to verify information before making accusations.

Metro Manila assured of water supply with Wawa Dam
MONTALBAN, Rizal – Metro Manila’s supply of potable water got a big boost with the opening of the Upper Wawa Dam in the historic town of Montalban (Rodriguez) in Rizal province.
President Ferdinand R. Marcos Jr. led the ceremony and called on dam operators across the country to maximize their facilities not only to provide water but also to generate renewable energy.
The Upper Wawa Dam is expected to increase water supply in Metro Manila and nearby areas from 80 million to 438 million liters per day by the end of 2025, benefitting 2.2 to 3.5 million Filipinos.
The P26.5-billion Public-Private Partnership (PPP) project, according to the President, is expected to provide a reliable water supply of 700 million liters per day to over 700,000 households, serving 2.2 to 3.5 million Filipinos within the Metropolitan Waterworks and Sewerage
System (MWSS) service area once it becomes operational.
The project will also help mitigate the perennial flooding problem in downstream areas and localities of the Marikina River.
Marcos appealed during the impounding process ceremony at the Upper Wawa Dam urging dam operators to partner with the government for a more sustainable and energy-efficient country.
“I also call on our stakeholders, particularly those operating other dams nationwide, to maximize the use of your facilities by integrating other uses for the captured water, such as for the generation of renewable energy,” Marcos said.
“Let us work together in this endeavor to create a more sustainable and energyefficient future for our nation,” he added.
Marcos also stressed the need for more multi-purpose dams to address the

increasing water demand.
“We need to build more multi-purpose dams to ensure water supply not only for drinking but also for irrigation, power generation, flood control, aquaculture, and hopefully other technologies that we
may engage in the future,” he said.
The construction of the 85-meter-high and 438.5-meter-long roller-compacted concrete Upper Wawa Dam is a major component of the Wawa Bulk Water Supply Project (WBWSP) Phase 2.

the seventh anniversary of the renaming of Benham Rise to Philippine Rise, highlighting the country’s claims on the vital maritime area.
Naval Forces Northern Luzon (NFNL) commander, Commodore Edward Ike de Sagon said the activity aims to sustain marine conservation and protection of the Philippine Rise, reaffirming sovereign rights and raising awareness of its strategic value.
He also highlighted the importance of marine conservation efforts in safeguarding the diverse marine life and ecosystems of the Philippine Rise for present and future generations.
“This event also commemorates the renaming of Benham Rise to Philippine Rise, signifying a pivotal historical moment and illustrating the government’s commitment to upholding territorial claims and conserving the natural heritage,” Sagon emphasized.
The observance commenced with a send-off ceremony for BRP Jose Rizal at PPIC Pier 1, Poro Point, La Union.

59-km TPLEX extension project agreement signed

LA UNION/MANILA – Yes, the Tarlac-Pangasinan-La Union Expressway (TPLEX) will soon be extended from Rosario town to San Juan.
The 59-kilometer extension costing P23 billion was made official with the signing of concession agreement witnessed by President Ferdinand R. Marcos Jr.
Speaking at the signing, Marcos said the project will usher further economic development in northern Luzon.
“With the signed Concession Agree-
ment for the Tarlac-Pangasinan-La Union Expressway or TPLEX Extension Project, we are now witnessing another milestone that brings into fruition the Build Better More infrastructure program,” Marcos said.
“The TPLEX Extension Project exemplifies our dedication to progress, the extension of our dreams, and the opportunities we want to give to our people,” he said.
Spanning 59.4 kilometers, the TPLEX extension project is a four-lane toll road with five interchanges starting from the last exit of the TPLEX in Rosario, La Union until San Juan, La Union.
Once completed, this P23.36-billion Public-Private Partnership (PPP) between the Department of Public Works and Highways and San Miguel Holdings Corp. is expected to reduce travel time between Rosario and San Juan from the current 1.5-hour travel time to around 40 minutes.
Aside from bringing in tourists and economic activities more quickly to the

northern part of the country, Marcos said the project will also bring resources and food faster to the southern parts of Luzon.
The Chief Executive lauded San Miguel Corp. for remaining the government’s partner in advancing development even as he called on the timely completion of all the project’s segments.
“I appeal to [the] San Miguel Hold-
ings Corporation to complete the TPLEX Extension Segment 1 by 2028 and all other sections as scheduled, [and] to ensure that every person involved in this project — whether in the office or in the construction zone — will work with determination and integrity, day in and day out,” he said.

US-PHL Civil Nuclear Cooperation Agreement enters into force
SAN FRANCISCO/MANILA – The United States-Philippines Civil Nuclear Cooperation Agreement, or the 123 Agreement, entered into force on July 2 , the US Department of State’s Office of the Spokesperson announced.
Signed in San Francisco, California in November last year on the sideline of the Asia Pacific Economic Cooperation Leaders Summit attended by President Ferdinand Marcos Jr., the 123 Agreement will establish a legal framework that allows the export of nuclear fuel, reactors, equipment, and special nuclear material from the US to the Philippines.
The agreement, also called the “peaceful nuclear cooperation agreement,” lays the legal framework for potential nuclear power projects with US providers and aims to facilitate Philippine-US cooperation in the safe and secure use of nuclear energy, taking into full account the standards and safeguards set by the International Atomic Energy Agency, as well as in accordance with respective national laws, international agreements, and regulations, PNA reported.
Upon entry into force, the 123 Agreement will allow the transfer of information, nuclear material, equipment, and components directly between the Philippines and the US or through persons authorized by their respective authorities to engage in transfer activities, which will support potential nuclear power projects
with US providers.
It will also pave the way for streamlining the licensing requirements for the private sector with respect to investments in nuclear-related intangible transfers of technology.
“Energy security is an increasingly critical global challenge requiring deliberate collaborative efforts, and together, our two countries can make a significant contribution to our shared clean energy goals,” the US Department of State said.
Nuclear energy, it said, could help achieve these global climate change and energy security targets.
The US Department of State said the agreement is part of its efforts to develop the Philippines’ civil nuclear sector.
“Creating a safe, secure, and modern sector requires a skilled workforce, robust regulations, and strong commercial partnerships. Our government is committed to working with the Philippines to advance each of these areas and we look forward to further building our partnership together,” the US Department of State said.
President Ferdinand R. Marcos Jr. earlier said the administration would be glad to pursue nuclear energy as part of the country’s energy mix by 2032 through the partnership forged with American providers.
His administration seeks to increase the country’s renewable energy mix to

35 percent by 2030 and 50 percent by 2040.
In her speech at the 16th US Embassy Media Seminar in Iloilo on Monday, US Ambassador to the Philippines MaryKay Carlson assured that the US is fully committed to supporting the country’s energy and climate goals.
Carlson said one concrete example of the US’ commitment is the signing of the
civil nuclear cooperation agreement.
“As an ally and a partner, the US government is fully committed to supporting the Philippines in fulfilling that vision,” Carlson said.
Around 40 companies are expected to participate in the development of the Philippine nuclear energy, United States Embassy commercial counselor Paul Taylor said.
Senate building cost could balloon to P27-B due to inflation
PASAY CITY/TAGUIG CITY – The cost of the new Senate building project could climb to P25 billion to P27 billion due to inflation.
At the latest Senate Committee on Accounts inquiry , the Department of Public Works and Highways (DPWH) disclosed that the total estimated cost of the project was based on 2021 rates and does not reflect the present cost of materials.
“Iyong sinubmit namin na ‘yon, aaminin namin na ‘yon po ay hindi updated. So, sa term niyo pwede nating i-update ‘yon (The one that we submitted, we will admit it, was not updated. However, we can update that under your term),” DPWH Buildings and Special Projects Management Cluster project director Soledad Florencio told Senate Committee Chairperson Alan Peter Cayetano.
Florencio did not provide an estimate but former DPWH Undersecretary Antonio Molano Jr. said the updated construction inflation rate could reach at least 20 percent to 25 percent.
“To my estimate, from the time the project was bid out, more or less 20 to 25 percent,” he said.
“Aabutin ng 25 (billion) to 27 (billion), including the cost of land, plus iyong inflationary cost kasama na po (It could reach P25 [billion] to P27 [billion],
including the cost of land plus the inflationary cost).”
The current cost of the project totals P23.37 billion, at least P8.9 billion of which was for the building’s core and shell, P2.5 billion for the fit-out, P10.33 billion for the works to complete, and P1.6 billion for the land acquisition.
In the latest hearing, a heated exchange ensued between Cayetano and Senator Nancy Binay over the total construction cost, with the latter arguing that the amount was only P21.73 billion, excluding the land.
At the July 10 inquiry, Senator Francis Tolentino quipped, “So, we’re now talking of a figure higher than the previously disagreed upon figure between P21 to P23 (billion).” Binay did not attend.
Cayetano, at the start, apologized to the public, saying the argument between him and Binay was an issue they would deal with later.
“We just all have to remind ourselves: eyes on the ball. What is the ball? Simple lang, paano matapos ‘yong project na to (It’s simple – how to finish this project),” he said.
Meanwhile, he instructed the DPWH to recompute the cost based on current market prices and create an efficient workflow organizational chart that maintains high construction standards.

PHL, Japan ink defense pact, boost military exchanges
FORT BONIFACIO, Taguig City –
The newly signed Reciprocal Access Agreement (RAA) will lift restrictions on military exchanges between the Armed Forces of the Philippines (AFP) and Japan Self-Defense Forces (JSDF).
In a statement, Department of National Defense (DND) spokesperson Arsenio Andolong said the pact would allow the holding of “joint military exercises and disaster relief operations” both in the Philippines and Japan.
Before the signing of the RAA, Japanese troops could only participate in humanitarian assistance and disaster relief missions and act as observers in joint military exercises, such as the annual “Balikatan.”
He added that the RAA with the Philippines is Japan’s first with a member of the Association of Southeast Asian Nations (ASEAN).
“The new bilateral defense agreement, which requires the concurrence of the Philippine Senate and ratification of Japan’s Diet, aims to pave the way for joint military exercises, and closer defense and security relations,” Andolong said.
In 2015, Japanese lawmakers passed a law enhancing the role of its troops, which had been restricted by its postWorld War II Constitution.
This law allowed the JSDF to increase participation in international peacekeeping missions and defend its allies even when not under attack.
AFP chief Gen. Romeo Brawner Jr. said the RAA would greatly boost military relations between Manila and Tokyo.
“The RAA will pave the way for joint military exercises, closer defense cooperation, and robust security relations between our forces. This agreement exemplifies our shared commitment to uphold a rules-based international order and secure a peaceful and prosperous region,” Brawner said.
Japanese Ministry of Foreign Affairs Deputy Press Secretary Mariko Kaneko said the RAA allows the development of defense capabilities and promotion of interoperability between the JSDF and the AFP through bilateral and/or multilateral exercises, and cooperation on defense equipment and technology.
Japanese Ministry of Foreign Affairs Deputy Press Secretary Mariko Kaneko said the RAA allows the development of defense capabilities and promotion of interoperability between the JSDF.
“Every time we need to have like the visa clearance or we need to ask for the use of facilities in the Philippines, these kind of procedures by having these RAA, will be streamlined and so that we can have more joint exercises to strengthen defense capabilities,” she said.
Kaneko noted that specific activities for such exercises would still need to be determined by both countries but it will not include the establishment of Japanese bases in the Philippines.

Guo cited by Senate in contempt, asks SC to stop Senate from summoning her to POGO hearings
PASAY CITY – A Senate committee has ruled to cite in contempt and issue a warrant of arrest against suspended Bamban Mayor Alice Guo for repeatedly skipping the hearing on illegal Philippine Offshore Gaming Operators (POGOs).
Senator Risa Hontiveros, chairman of the Senate Committee on Women, Children, Family Relations, and Gender Equality, issued the ruling following separate motions by Senate President Pro Tempore Jose Jinggoy Estrada and Senator Sherwin Gatchalian.
Guo failed to appear at the July 10 inquiry, saying she is facing death threats, and is not mentally and physically fit to “endure a rigorous situation such as a Senate hearing”.
The lawyers of Mayor Guo later filed a petition for certiorari before the Supreme Court to block the invitations and subpoena of the Senate Committee on Women, Children, Family Relations and Gender Equality.
A petition for certiorari seeks a review by a higher court of a decision by a lower court or body.
Guo’s camp said Hontiveros committed grave abuse of discretion and violated the mayor’s right to her privacy, ABSCBN reported.
Among the documents “clandestinely and surreptitiously” shown by the committee to the media and the public are Guo’s birth certificate, Statement of Assets, Liabilities and Net Worth, National Bureau of
Investigation Clearance and General Information Sheet of registered companies.
“While it is submitted that the respondent Committee presented documents that are public records coming from different instrumentalities, it is respectfully submitted that these documents, though public in nature, contain data and information that are personal and private in character, which are definitely not for public consumption,” Guo’s lawyers said.
Guo’s lawyers also pointed out that several cases and complaints have already been filed against the mayor, including criminal and administrative complaints before the Office of the Ombudsman, human trafficking complaints before the Department of Justice.
It was also noted that the Office of the Solicitor General has already filed a petition for the cancellation of Guo’s birth certificate and is preparing for a quo warranto case that may cause her removal from office.
“This only shows that whatever will be discussed, asked, and presented during the committee hearing were already part of the different cases filed against the Petitioner and anything she will answer, divulge, or present will definitely be used against her, in violation of her right against selfincrimination,” Guo’s lawyers said.
In her letter, Guo said she has sought professional help but her doctors “refused to issue a medical certificate”, saying “for fear that they may also experience the hu-
miliation and ridicule that I am going through”.
Estrada suggested that she be attended by a government doctor but maintained that her letter was “unacceptable”.
He moved for the issuance of a warrant of arrest against Guo.
“I think this letter is totally unacceptable therefore I would like to move that we issue a warrant of arrest against Mayor Guo for her to attend the next hearing kung mayroon man (should there be another one),” he said.

Senator Lourdes Nancy Binay also took a swipe at Guo for using mental health as an excuse to skip the investigation.
“Ang sa akin nakakahiya naman po sa mga tunay na may mental health condition. I would just like to reiterate na seryosong usapin ang mental health at hindi ito ginagamit na dahilan para magsinungaling (It’s insulting to those who truly are suffering from a mental health condition. The issue of mental health is serious and must not be used as an excuse for lies),” she said.
Others cited in contempt were Guo’s parents Jian Zhong Guo and Wenyi Lin; her siblings Seimen Leal Guo, Shiela Guo, and Wesley Leal Guo; POGO incorporator
Nancy Gamo, and former Technology and Livelihood Resource Center deputy director general Dennis Cunanan.
A subpoena were also issued for Jaimielyn Cruz, Roderick Paul Pujante, Juan Miguel Alpas, Katherine Cassandra Ong, Alberto Rodulfo “Ar” de la Serna, Jonathan Mendoza, Ronelyn Baterna, Michael Bryce Mascarenas, Stephanie Mascarenas, Rodrigo Banda, Jing Gu, Xiang Tan, Daniel Salcedo Jr., Chona Alejandre, and Duanren Wu.
The National Bureau of Investigation earlier confirmed that the fingerprints of Guo and a certain Chinese national named Guo Hua Ping were the same.
Congress set for session opening, Marcos 3rd SONA

QUEZON CITY – President Ferdinand R. Marcos Jr.’s third State of the Nation Address (SONA) on July 22 following the opening of the session of Congress is expected to have the highest attendance in history with over 2,000
guests confirmed to attend.
House of Representatives Secretary General Reginald Velasco said the number of plenary seats has been adjusted, rising from 1,312 to 1,814.
“So far we have received confirmation from over
2,000 guests, including the House members and members of the Senate who will be joining the joint session to hear the SONA of the President,” Velasco said.
Velasco said there would also be a viewing area with seating for up to 300 people

for guests who cannot be accommodated in the plenary.
“We will be opening some viewing rooms for the additional guests that we have because the confirmations for the SONA have been overwhelming,” he said.
He said security measures and renovations are almost completed with a target deadline of July 15.
Velasco said they are still awaiting confirmation from the office of Vice President Sara Duterte.
“We will just make an announcement on this as soon as we get confirmation from the Office of the Vice President,” Velasco said, adding that there is no strict deadline for VIP (very important persons).
As for the dress code, Velasco said any attire conveying political messages against the President’s SONA would be prohibited. Attendees donning such clothing could possibly be detained.

Imelda Marcos, First Lady visit Marikina Shoe Museum

MARIKINA CITY – First Lady Liza Araneta-Marcos and her mother-in-law, Imelda Romualdez-Marcos, visited the Museo ng Sapatos (shoe museum) in Marikina City on July 8.
Marikina City Mayor Marcelino Teodoro said his wife, First District Rep. Marjorie Ann Teodoro, welcomed the Marcos ladies and led the guided tour.
The museum, which holds approximately 800 pairs of shoes from the former first lady’s renowned collection, has undergone significant upgrades, the mayor said.

The complaints included Go’s father Deciderio and half-brother Alfredo, who are supposedly contractors of projects involving the Department of Public Works and Highways.
Trillanes also included a complaint of violation of the Code of Conduct and Ethical Standards for Public Officials and Employees against Duterte and Sen. Go.
Citing Commission on Audit documents, Trillanes noted in the complaint that Deciderio’s CTLG Builders was awarded 125 public works projects from 2007 to 2018 worth P4.89 billion.
Alfredo’s Alfrego Builders and Supply bagged 59 projects from 2007 to 2018 amounting to 1.74 billion.
The companies were allegedly not qualified to bid for big-ticket projects under the Contractor’s License Law.
He said from 2007 to 2018, CLTG Builders, which is owned by the senator’s father, Deciderio, was awarded 125 government contracts worth around P4.9 billion; while Alfrego Builders, owned by the solon’s brother, Alfredo, bagged 59 government projects worth P1.74 billion.
Trillanes claimed both companies lacked the required contractors’ license to undertake such large-scale projects, with

Mayor Teodoro said.

“All the elements of plunder are clearly present in this case. Mr. Bong Go, in conspiracy with Mr. Duterte, used his position, authority and influence to corner billions worth of government projects in favor of his father and brother, thus unduly enriching himself and the members of his immediate family. The evidence presented in the complaint is compelling and warrants a plunder charge,” he said.
Besides violating Republic Act (RA) No. 7080 (The Anti-Plunder Act), Duterte and Go were also accused of allegedly violating RA 3019 (The Anti-Graft and Corrupt Practices Act), and RA 6713 (The Code of Conduct and Ethical Standards for Public Officials and Employees).

Quiboloy is wanted for sexual abuse and human traffi cking in the Philippines and the United States.
Meanwhile, the Los Angeles, California court has again rescheduled the hearing for the case involving Kingdom of Jesus Christ (KOJC) leader Apollo Quiboloy to May 2025.
Scheduling confl icts of KOJC lawyers with their other cases in Los Angeles were attached as an exhibit in the court order.
The District Court in the Central District of California moved the trial date from November 5, 2024 to May 20, 2025 with the pre-trial conference now set for April 7, 2025. The court granted the request from the lawyers of Quiboloy and his co-accused to ensure that justice is served.
The status conference hearing will continue from October 21, 2024, to April 7, 2025. Both parties must fi le motions in limine by March 10, 2025, oppositions by March 24, 2025, and replies by March 31, 2025.
Aside from Quiboloy, the co-accused are Guia Cabactulan, Marissa Duanes, Bettina Roces, Felina Salinas, and Amanda Estopare, all KOJC officials in California.
They face charges including conspiracy to engage in sex traffi cking by force, fraud, and coercion; sex traffi cking of children; marriage fraud; fraud and misuse of visas; bulk cash smuggling; promotional money laundering; concealment money laundering; and
international promotional money laundering.
Authorities are still searching for Quiboloy, Teresita Dandan, and Helen Panilag, who are co-accused in the multiple cases in the United States.
Marcos said of Quiboloy: “They want to help us bring a fugitive to justice. He is a fugitive. He is hiding from the law. If there are private citizens who want to assist the government in that effort to bring him to justice, I don’t see why it is [an issue]”
“He can question their motives as much as he wants pero magpakita siya (but show himself). I question his motives. Let me question his motive. Bakit kami laging kinukuwestyon? Sinusundan lang namin ang batas. Sundin din niya ang batas (Why they always question us? We’re just following the law. I suggest they follow the law as well),” he added.
Earlier this week, Interior Secretary Benjamin Abalos Jr. announced that citizens have pooled a P10-million reward for information that can help in the arrest of Quiboloy.
Quiboloy’s co-accused, Crisente, Paulene and Ingrid Canada, Sylvia Cemañes, and Jackielyn Roy each have a P1 million bounty.
The Kingdom of Jesus Christ leader has standing arrest warrants for child and sexual abuse issued by the Davao City Regional Trial Court, and human traffi cking issued by a Pasig City court, which are non-bailable cases.

This as President Ferdinand Marcos Jr., as AFP commander in chief, ordered the military to defuse tensions in the South China Sea after Manila and Beijing agreed on the need to restore trust and confidence to better manage maritime disputes during a round of talks which Manila hosted.
In a related development, Foreign and Defense ministers of the Philippines and Japan called out China’s “dangerous and escalatory actions” in the South China Sea as both countries signed a key defense accord called Reciprocal Access Agreement allowing the deployment of Japanese forces for joint drills in the country similar to Manila’s Mutual Defense Pact of 1951 with the United States.
The RAA signing was one of the highlights as Foreign Affairs Secretary Enrique Manalo and Defense Secretary Gilberto Teodoro held the 2 + 2 talks with Japanese counterparts, Foreign Minister Yoko Kamikawa and Japanese Defense Minister Minoru Kihara, in Manila.
At the same time, the AFP expressed concern over China’s deployment of a “carrier strike group” in the West Philippine Sea. A carrier strike group is a flexible naval force that can operate in confined waters or in the open ocean, during day and night, in all weather conditions.
Reports said the Chinese aircraft carrier Shandong, along with a guided missile destroyer and a frigate, were spotted some 323 miles off Miyako Island was observed conducting flight deck operations with its embarked jet fighters and helicopters.
“We emphasize the importance of maintaining peace and stability in the region and urge all parties to adhere to international laws and norms, particularly the United Nations Convention on the Law of the Sea (UNCLOS),” AFP spokesperson Col. Francel Margareth Padilla said.
“The AFP remains committed to safeguarding our maritime interests and ensuring the se-

Bimby and Josh,” the First Lady posted on her Facebook page, adding, “It was so nice to see you guys after all these years.”
Mrs. Marcos posted three photos with the Aquino boys, one showing her receiving a gift from them and another in front of a Philippine flag.
In the photo, the First Lady was wearing a yellow dress, the signature color of the late presidents Cory and Noynoy Aquino. But it was not clear if it was planned or just a coincidence.
It was the first time since Ferdinand Marcos Jr. assumed the presidency two years ago that there was a public display of friendliness between the two families, known as fierce political opponents.
Josh and Bimby had just returned from a long visit to their mother in the US.
Erstwhile multi-media star Kris Aquino has been staying in the US for the past couple of years as she battles a variety of illnesses. At one point last year, she was bidding family, friends, and fans good-bye as it seemed that her condition had taken a turn for the worst.
More recently, however, she has shown signs of improving, even posting photos of herself on social media, and announcing that she had found a new love, a US-based medical doctor.
It was not the first public outreach between the two camps. A previous time had the Marcoses visiting the Aquinos.
In 2009, then Rep. Bongbong Marcos, his wife Liza, and sister Imee visited the wake of former president Cory Aquino at the Manila Cathedral. That, too, was a surprise visit, which appeared to be a short but friendly one.
Ever since he assumed the presidency, Marcos has been sending flowers to the crypts of Ninoy, Cory, and Noynoy at the Manila Me-
curity of our nation’s territorial waters through continued vigilance,” Padilla said
In their statement, the Philippine and Japan ministers stressed “the need for the international community to speak out on the importance of maintaining and strengthening the free and open international order based on the rule of law.”
“The Ministers underscored their unwavering commitment to freedom of navigation and overflight consistent with UNCLOS and expressed serious concern over the dangerous and escalatory actions by China at Second Thomas Shoal, which obstructed freedom of navigation and disrupted supply lines, thus increasing tensions,” they said in a joint statement at the end of their meeting.
Manila thanked Japan, which pledged more assistance such as patrol boats and radars, for its “consistent support on the various incidents which constitute destabilizing conduct.”
“The Philippines and Japan decided to continue coordination in promoting the adherence to international law, in particular UNCLOS, and through various related initiatives, and called on China to abide by the final and legally-binding 2016 Arbitral Award on the South China Sea,” the statement said.
Meanwhile, Brawner demanded from China P60 million ($1 million) in damages for the two navy boats damaged by the China Coast Guard and return seven rifles which were seized during the June17 confrontation at Second Thomas Shoal. China immediately refused to pay.
Brawner also said the Philippines turned down offers from the United States to assist operations in South China Sea, adding all possible options would have to be exhausted before the AFP ask for help from US.
Former deputy US National Security Adviser Matt Pottinger has called for direct US naval support for the Philippine Navy resupply missions but National Security Adviser Eduardo Ano said the Philippines wanted them to be a “pure Philippine operation.”
morial Park every All Saints Day.
There are, to be sure, ties that bind the Aquinos and Marcoses.
Actress and TV host Kris is the daughter of the late president Cory Aquino, whose older brother was Don Pedro Cojuangco. In turn, Don Pedro’s wife was Rosario Cacho, aunt of Liza Araneta. When the latter married Bongbong Marcos, Don Pedro became his unclein-law. Don Pedro was the uncle of Noynoy Aquino by blood.
In the Philippines, especially in politics, inlaws are usually treated like blood kin.
The president’s late father, former President Ferdinand Marcos, also had as one of his closest associates Eduardo ‘Danding’ Cojuangco, who was appointed ambassador before he took the helm of San Miguel Corp.
While cousins Danding and Cory were estranged for a while -- after the assassination of her husband Ninoy Aquino -- the two mended fences before she passed away.
It is worth noting that the patriarch of the Araneta family, Salvador Araneta, was a known supporter of Cory Aquino.
It can also be recalled that former president Ferdinand Marcos Sr. and former senator Ninoy Aquino were frat brothers in UP, but of different generations. Ninoy also briefly courted Imelda Romualdez in their early years, but she eventually married Marcos. She celebrated her 95th birthday on July 2.
Of late, there has been conjecture that former senator Bam Aquino, cousin of Noynoy, would seek a return to the Senate in the next elections, possibly under the administration umbrella.
As the old saying goes, politics is a game of addition and not subtraction. A Marcos plus Aquino tie-up, while unlikely, would pose a most potent combination.

Return the Philippines to respectability, Mr. President
With the recent resignation of Sara Duterte as Education secretary, her family’s break with the Marcos/Romuladez clan has been formalized. Now President Ferdinand Marcos Jr. can finally do the right thing, but only if he has the moral strength to do so.
One of the first things he has to do is to have the Philippines rejoin the International Criminal Court. This will pave the way for justice to finally be attained by the tens of thousands of poor families who had their kin mercilessly slaughtered by the previous Duterte administration, all in the name of a war on drugs that in hindsight has proven to be an utter failure.
After he assumed office, Marcos continued to parrot the Duterte line that membership in the ICC was not necessary as the Philippines had a working justice system.
This is a total falsehood, of course. The tens of thousands of poor Filipino families whose sons and in some cases daughters were killed on mere suspicion of being involved in drugs is proof enough that the Philippines still has two systems of justice – one for the rich and another for the poor.
The then new Marcos regime had to tell the world that the ICC would only interfere in the country’s justice system in order to accommodate the patriarch of the Duterte clan, former president Rodrigo Duterte who has been charged by the ICC with what amounts to mass murder.
This not only served as a lie most foul, it also brought back memories of the president’s father, the late dictator Ferdinand Sr. under whose regime thousands also lost their lives. Known as desaparecidos, the slaughtered Filipinos were not suspected of dealing in drugs, they were merely believed to be communists or communist sympathizers.
History has judged both Ferdinand Sr. and Rodrigo Duterte harshly. Both former presidents had no respect for human life.
Ferdinand Marcos Jr can escape that same harsh judgement. But only if he has the cojones to allow his predecessor to face the ICC.
Not only can he allow the ICC to come to the Philippines, but he must also assist in any way possible for the arrest of Duterte and his co-accused to take place without incident.
Indeed, Duterte and his cohorts, led by now Senator Bato dela Rosa, are deemed innocent until proven guilty. And that is one thing that the ICC can guarantee them. They will be allowed to mount the strongest defense possible. And despite the fact that the evidence against them is strong, they will also receive the same humane treatment that suspects face.
This is another thing that is not always present in the Philippine judicial system. The rich and the powerful can expect special treatment, even after they have been tried and convicted.
There are other reasons for the Philippines to rejoin the ICC. Global investors can take relief in the fact that should anything go wrong with the projects they plunk their money on, there will be an international court to turn to.
The Marcos regime often harks on the promises of huge investments made during his frequent foreign trips, but a large portion have not moved past the promises stage. The reason why is clear. They are wary of the country’s justice system.
Marcos can and should do the right thing soonest. Rejoin the ICC. Then and only then can the Philippines be a respected member of the global community of nations.

Say happy birthday to Colma, the smallest town in San Mateo County, home to about 1,700 residents and over 1.5 million in eternal repose at its memorial parks, hence its nomenclature “City of Souls.”
Stop now if you’re about to utter a tired joke about those resting in peace beneath the town’s hallowed ground. Residents have heard it all and are unflustered by it because they know better.

This is a municipality that takes pride in its smalltown feel juxtaposed to its contemporary commercial businesses and handsome residences and affordable housing. Its Town Hall along Serramonte Boulevard presents a warm welcome with its classic Mediterranean architecture housing state-of-the-art offices as it faces the new-ish Police Station across the main drag Mission Road. It is the home of the Lucky Chances Casino, source of its robust economy along with the area’s bustling auto row.
Tucked between San Bruno Mountain and the strip of valley traversing Daly City and South San Francisco, Colma overcame the pandemic without depriving residents of essential services. In the wane of COVID, the town launched Cab Connect for their older residents. As a partner with Peninsula Family Service, Colma also provides older residents with 6 one-way rides a month for $5 and an optional tip through 12 cities in the County (visit www.pfso.org).
Residents receive a monthly newsletter informing them of updates from the City Council and reminding them of upcoming events, such as this week’s major activities at 1520 Hillside Blvd., Colma 94014:
- Thursday, 3:30 – 5 pm, July 11- Intimate Partner Violence 101, a training to promote healthy relationships, homes and communities. Presented in partnership with longtime nonprofit partner ALLICE Alliance for Community Empowerment, the training will be facilitated by ALLICE clinical director Dr. Jei Africa, Director of Behavioral Health & Recovery Services for the County of San Mateo Health System (register at allicekumares@gmail.com) and
- Saturday, 11:30 am – 3 pm, July 13 - 100th Year Colma Community Fair and Parade. Booths will offer crafts, local businesses and food. Popular KGO Reporters Frances Dinglasan-Hall and Reggie Aqui will headline the event. (Continue on page 27)
Ahundred and one years ago, in 1923, a remarkable woman , a feminist, suffragent, and women’s rights advocate launched the campaign for the passing of the Equal Rights Amendment (ERA) or the 19th Amendment to the US Constitution.
Her name: Alice Stokes Paul.
Some years ago, after watching a documentary on Alice Paul’s struggles, I wrote about the ERA and promptly forgot about it.
Little did I realize that the subject would crop up again, after I watched “Madam Secretary” on Netflix, which ended with Madam President embarking on a tour of the United States to campaign for the ERA.
Contrary to the naysayers, especially after the Supreme Court overturned the Roe vs. Wade decision, the ERA is just as relevant today as it was a hundred and one years ago.

Perhaps certain parts of the proposed ERA will have to be revised to adapt to the changing times.
As explained by a proponent of the 19th amendment , the ERA is needed for equal rights to be enshrined in the Constitution and not dependent on laws that are more easily repealed.
For the ERA to be part of the Constitution, which now has 27 amendments, the ERA will have to be ratified, after approval by both Houses of Congress, by 38 States.
Since 1923, efforts have been made to have the ERA ratified. It almost was, in the 70s, until five of the 38 states rescinded their ratification.
Last year, on the one hundredth year since it was first proposed, the ERA was once again proposed and blocked.
That it was reportedly proposed by Democrats and blocked by Republicans comes as no surprise. It is hoped ,however, that in the interest of all, politics should not be allowed to hold sway.
There is obviously a need for the ERA’s proponents to launch an information campaign on the proposed ERA.
Hopefully, politicians concerned who are genuine public servants , will not hesitate to cross party lines for the common good.
Is this wishful thinking?
Alice Stokes Paul (1885-1977) devoted most of her life to the cause of the 19th amendment.
Will her “Impossible dream” ever be realized?
Only time and the American People can tell.
What do you think?

Billy Graham, Jesus and Your Salvation
Astatue immortalizing the late Rev. Billy Graham was unveiled in the U.S. Capitol last Thursday, May 16, 2024 by House Speaker Mike Johnson, R-La, with members of Graham’s family, including his son Franklin Graham, in attendance.

Franklin Graham said he appreciated that the statue depicts his father gesturing while holding an open Bible. “I like the fact that that he is holding the word of God in his hand. My father always took the Bible in the pulpit with him. Even though he may have had the passage typed out in front of him in his notes, he still held the Bible because he wanted that to remind people of the authority of the Scripture (Bible),” explained the head of the Billy Graham Evangelistic Association and Samaritan’s Purse.
Billy Graham’s focus was about personal salvation and encouraged all those who heard his message during the crusades and evangelistic rallies to come forward and receive Christ into their hearts. And for those who could not quite find the words, he always provided a simple prayer, known as “Sinner’s Prayer”, as follows:
“Dear heavenly Father, know that I’m a sinner, and I ask for your forgiveness. I believe you died for my sins, and rose from the dead. I turn from my sin. I repent of my sins. I invite you to come into my heart and life. I want to trust and follow you as my Lord and Savior. In Jesus name, Amen.”
On the important issue of personal salvation, let us remember that Jesus is the final and supreme authority when He gave and proclaimed the Great Commission. He said in Matthew 28-18-20. “All authority has been given to Me in heaven and on earth. Go therefore and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, teaching them to observe all things that I have commanded you and lo I am with you always even to the end of the age.” Jesus said and commanded in Mark 16:15-16, “Go into all the work and preach the gospel to every creature. He believes and is baptized shall be saved.”
Obeying what Jesus said and commanded, Peter preached the gospel in its purity on the Day of Pentecost in Jerusalem and 3,000 precious souls obeyed the gospel in baptism for the forgiveness or remission of their sins (Acts 2-37-38, 41-47, NKJV).
YOUR PERSONAL SALVATION IS AT STAKE HERE! Do you have to follow the teachings of Billy Graham and the other denominational preachers, or follow and obey the teaching and command of Jesus as exemplified by Peter and the rest of the apostles and early disciples?
For your personal salvation, you MUST follow and obey Jesus rather than men like Billy Graham and the other denominational preachers who teach that one needs only to believe and invite Jesus into his/her heart and/or recite the “Sinner’s Prayer.”
Jesus said, “If you love me, keep my commandments.” (John 14:15, NJKV).
Billy Graham and the other denominational preachers are not teaching and preaching the gospel its purity and simplicity. They added and/or omitted from the word of God. Here’s a serious warning in Revelation 22:18-19, NKJV:
“If anyone adds to these things, God will add to him the plagues that are written in this book; and if anyone takes away of the book of this prophecy God shall take away his part from the Book of Life from the holy city and from the things which are written in this book.”
Billy Graham and the other denominational preachers added the “Sinner’s Prayer” and omitted the necessity and urgency of obeying the gospel in baptism for the forgiveness of sins (Acts 2:37-38, Acts 22:16)
Pope John Paul II emphasized the authority of the Bible: “Something is not right because the church says it or the pope says it. Something is right because the Bible says it.” (Source: The Christian Chronicle, May, 2005, p.14)
YOUR PERSONAL SALVATION IS IMPORTANT TO US. We, therefore, invite YOU to have WE CARE Gospel presentation in the privacy of your home or office to find answer directly in the Bible the important and urgent question: “What if Christ were to come right NOW or if you’ll die tomorrow? Would YOU know for sure, without any doubt, that YOU would go to HEAVEN?”
If YOU are ready to obey the gospel in baptism for the forgiveness of ALL your sins (Acts 2:37-38, Acts 22:16), we can assist and help you, Whatever your needs, just contact: WE CARE MINISTRY, 730 Madrid Street, San Francisco, CA 94112 Tel. MWSS, MTFI partners, stakeholders recognized
It was a fitting event to cap the celebration of Philippine Environment Month as the Million Trees Foundation, Inc. and Metropolitan Waterworks Sewerage System (MWSS) honored partners and stakeholders during the second Annual Million Trees Challenge (AMTC) Recognition and Pledging Session 2024 last July 1.
Asian American Stories receives award from United Chinese Americans

I am happy to share that AMTC has been consistent in meeting its target of one million trees planted annually. Ensuring this success has necessitated the establishment of the Million Trees Foundation in 2021.
MTFI recognizes the contributions of its partners and stakeholders in the attainment of its objective to rehabilitate critical watersheds through reforestation and tree-planting activities. Financial support was extended to MTFI by San Miguel Corporation’s Chairman and CEO Don Ramon S. Ang, Maynilad, Manila Water, and new institutional partners QBE and Grundfos.
The AMTC Champion of Trees award is being given to partners and stakeholders who have planted 25,000 trees or more for 2023. Recipients of the award were: DENR 4A who leads the list with 288,360 trees planted, Maynilad Water Services, Inc. (222,280), Laguna Lake Development Authority (148,182), World Wide Fund for Nature PH (125,200), Manila Water Company, Inc. (118,000), National Power Corporation (86,750), MWSS CO (80,000), Luzon Water Development Corporation (60,000), Professional Regulation Commission (43,926), LGU of General Nakar (42,284), DENR R3 (37,227), ABS-CBN Foundation, Inc. (36,920), MWSS RO (26,000), and DENR NCR.
Recognized with individual awards called Kampeon ng TubigKanlungan were General Nakar Mayor Eliseo R. Ruzol, DENR NCR Executive Director Jacqueline A. Caancan, DENR CALABARZON Executive Director Nilo B. Tamoria, Maynilad President & CEO Ramoncito S. Fernandez, Manila Water President & CEO Jose Emmanuel Victor A. De Dios, Don Ramon S. Ang, and Sta. Clara International Corp. Chairman & Managing Director Nicandro G. Linao. The awardees have shown their dedication and commitment to boost the advocacy of the AMTC and MTFI through their exemplary leadership- in the development and implementation of management initiatives in the restoration, protection and conservation of beneficiary watersheds.
For its Institutional Awards, Plaques of Recognition under the category Nature Heroes were given to Maynilad Water Services, Inc., Manila Water Company, Inc. and Grundfos Philippines; QBE Group Shared Services, Inc. was awarded under the Eco Guardians category while San Miguel Corporation garnered the award as Champion of Nature. Also recognized was Sta. Clara International Corporation.
Special awards were given to ABS-CBN Foundation, Inc – Bantay Kalikasan, Dr. Cesar T. Quiambao, Rotary Metro East Taytay PP Jose Rommel Mina, PSE-Tourung Kalikasan, Philippine Bamboo Industry Development Council, and JCI Sen. Victor Jose Luciano, the first Green Army Brigade Commander.
Coinciding with the recognition and awarding ceremony was the pledging session that generated 2.7 million trees to be planted, the biggest so far in AMTC’s history. This is more than the 1.36 million trees pledged last year.
The pledges came from 31 partners with Dr. Cesar Quiambao’s commitment of 700,000 trees topping the list. DA/Philippine Bamboo Industry Development Council committed to plant at least 500,000 while DENR 4A pledged to plant 400,000 more.
Looking back in 2017 when we held the tree-planting kickoff activity at Ipo watershed led by then MWSS Administrator and AMTC Gen. Reynaldo V. Velasco , pledges reached 1.5 million trees, from the initial 1,050,000 pledges two weeks earlier. Since then, the pledges were never fewer than one million trees except of course during the CoViD years.
In her welcome remarks, MWSS Administrator Engr. Leonor Cleofas said the event “also highlights our pledge to address the critical need to preserve our natural resources for future generations.” She stressed that this resonates with the mission of AMTC.
DA Undersecretary Deogracias Victor Savellano, who was guest of honor and keynote speaker, said that the AMTC “embodies the spirit of unity and determination that transcends borders and unites people from all of walks of life.” He added that each tree planted “represents not only a tangible contribution to combatting climate change but also a symbol of hope and renewal of community systems worldwide.”
Usec Savellano, who is also vice chairman of the Philippine Bamboo Industry Development Council, encouraged utilizing bamboo seedlings in tree-planting activities and reforestation. He shared that the DA has established bamboo nurseries. Bamboo leaves according to him can be used as raw materials for livestock feeds.
The Asian American Stories project of the Silicon Valley Community Media spearheaded by Ding Ding TV Host Diana Ding that was launched last year and awarding ceremonies held early this year received a Certificate of Recognition by the United Chinese Americans (UCA) at their 2024 convention held in Washington DC lately.

The Chinese American Convention (between June 27th and 30th, 2024) organized by United Chinese Americans (UCA), was held in Washington D.C. with a theme Embracing Civil Rights Movement of Our Time. The Silicon Valley Community Media and Asian American Stories received a Certificate of Recognition from the UCA. Sylvie Nguyen traveled to Washington D. C. to participate in the conference as the First place Winner (Youth category) in the Asian American Stories 2024 Video Contest.
The convention is the largest Chinese American community get-together of its kind, the most engaging open and civic platform for everyone interested in serving the community, and a meaningful network of like-minded community activists, civic leaders, entrepreneurs, elected officials, academics as well as aspiring youth. Since its inception in 2016, it has become the much-expected communitywide go to event.
The theme of “Embracing Civil Rights Movement of Our Time,” attracted up to 1,000 participants from all over America, Canada, China and other countries, with multitudes of networking, learning and business opportunities throughout the entire Convention and beyond.
The Convention kicked off on June 27, with its signature UCAAPAPA Congressional Day, bringing the aspirations and concerns of the AAPI communities to US Congress. It ended with a Congressional reception on Capitol Hill, bringing together Members of Congress and their staffers to meet and mingle with Convention goers, expanding and deepening our influence with US Congress.
This year, the Convention had five distinct tracks: National Youth Conference; National Mental Health Summit; AAPI Political Action Summit; Community Building and Civic Engagement; and Entrepreneurship and Career Growth
The formal program ended with an Awards Gala Dinner on June 29 with Joe Wong Show. The next and last day, UCA worked with other national civil rights organizations and organized a Walk on the National Mall to commemorate the 60th anniversary of the Civil Rights Act of 1964, with a rally in front of the majestic Lincoln Memorial.
Prior to this, in a related event that has something to do with Asian Americans, “on Tuesday, June 18, 2024 our friends, Rajeev Singh and Mihir Megh of the Hindu American Political Action Committee (HAPAC) invited several dozen Asian American leaders in the San Francisco Bay Area to an exclusive Meet & Greet Luncheon with Tulsi Gabbard. Tulsi is a distinguished four-term Congresswoman from Hawaii, a 2020 presidential candidate, a combat veteran with three deployments to war zones in the Middle East and Africa, and the NYT bestselling author of For Love of Country. In 2022, I briefly blogged about my surprise at her departure from the Democratic party: My Blog.” (Joel Wong’s blog)
The meeting was very informative, allowing attendees to ask her detailed questions on a personal basis. Gabbard’s criticism focuses on the current administration and the Democratic Party, which she believes have strayed from their original values and are now endangering American freedoms, values, and democratic principles. (Joel Wong, Silicon Valley Asian American News, Asian American meeting with Tulsi Gabbard – For Love of Country)
In Wong’s article, Tulsi Gabbard proposed several strategies for defending constitutional rights and democracy in the United States: Unity and Collaboration: Gabbard emphasized the need for Americans to come together in unity, motivated by love for God, fellow Americans, and the country. She stressed the importance of a deep commitment to defending freedom and democracy as a collective effort.
Outreach and Inclusion: Gabbard advocated for reaching out to individuals who may feel disconnected or disillusioned with the current political landscape, emphasizing the need to welcome them to the cause of freedom. She encouraged building strategies to engage and connect with a diverse range of Americans.
Political Engagement: Gabbard called for active participation in the democratic process, citing the upcoming election as a critical opportunity to defend American values. She urged people to exercise their right to vote and send a strong message to those in power.
Reflect on Sacrifices: Gabbard invoked moments of reflection, like the daily military flag-raising ceremony, as a reminder of the sacrifices made by those who have served the country. She suggested drawing strength and courage from these sacrifices to drive meaningful action.

World Bank OKs $1.2 B for PHL schools, boost to economic recovery
MAKATI CITY – The World Bank’s (WB) Board of Executive Directors has approved funding support for two government projects designed to help ensure safe and resilient schools, as well strengthen economic recovery in the Philippines.
The WB said it has approved EUR466.07 million (US$500 million) for the “Infrastructure for Safer and Resilient Schools Project” designed to support the resilient recovery of disaster-affected schools in selected regions of the country.
Resilient recovery means improving schools’ abilities to continue its functions after being hit by natural disasters.
“Education is a key component of human capital. By improving the learning environment and making schools safer, children are more likely to attend classes, perform better academically, and complete their education, Ndiamé Diop, World Bank Country Director for Brunei, Malaysia, the Philippines, and Thailand, said.
The project will finance the repair, rehabilitation, retrofitting, reconstruction and site improvements of schools that were severely affected by earthquakes and tropical cyclones in recent years.
The interventions will enhance physical learning environments for over 700,000 students, with girls making up half of the beneficiaries.
“By strengthening the resilience of
educational facilities, disruptions to learning caused by natural disasters can be minimized, ensuring that children can continue their education with fewer interruptions,” Fernando Ramirez Cortes, World Bank Senior Disaster Risk Management Specialist, said.
The project will prioritize areas where school infrastructure damage and risk are greatest, including the Cordillera Administrative Region, Caraga, Central Luzon, Bicol Region, Western Visayas, Central Visayas, Eastern Visayas, Davao Region and Soccsksargen.
The project will also support the improvement of the Department of Education’s (DepEd) operations and maintenance manual and tools, ensuring that both central and local level education authorities have up-to-date protocols and information for operating and maintaining restored school infrastructure.
This will enable effective management and maintenance of the infrastructure following disasters.
The World Bank also approved the EUR 699.105 million (US$ 750 million)
“Philippines Second Sustainable Recovery Development Policy Loan” to support reforms that increase investment in public service sectors, attract private investment in public infrastructure, particularly in domestic shipping, promote renewable energy, protect the environment, and improve climate resilience.
Trump will deport all undocumented immigrants
Former President Donal Trump in his campaign speeches promised to deport all undocumented immigrants, make sweeping arrests in the workplace and have zero tolerance policy on violations of immigration laws. This is the centerpiece of his campaign. The details of how he will implement this are available on Project 2025 website, which basically remove all checks and balances in the government making him a dictator.

There are an estimated 15 million undocumented immigrants in the United States. The process for doing this is by using the Department of Justice and the Department of Homeland Security to strictly implement the existing immigration laws. The USCIS, CBP and ICE will be tasked to limit the number of people entering the borders including those coming from all ports of entry. The DOJ will be tasked to expedite the resolution of cases in Immigration Courts to ultimately remove the applicants.
How will the Immigration Court handle the deportation of undocumented persons?
The Immigration Court will prioritize cases that involved persons with criminal records including fraud cases. Those with no relief will be placed on fast tract and expedited removal.
What will be the status of those waiting for approval of visa based on family and employment-based petition?
If you have a pending family or employment-based petition awaiting approval these cases will not be affected. These petitions are covered by existing laws and the President does not have the authority to change the law existing currently. How should undocumented immigrants prepare just in case Trump is elected on November 5, 2024?

Big changes are coming if Trump is elected. He promised to be a “Dictator” from day one of his becoming president. The Supreme Court gave him immunity from all his official actions while in office. Therefor all checks and balances in the government will be weakened. He promised to deport all undocumented persons in the United States. This has been the plan since he first become president. This time it will surely be a mass deportation and sweeping arrest.
What are the immigration consequences of Trump winning the election for those whose cases are in Immigration Court?
Many court cases will be on a fast track to removal of persons without relief. The USCIS, CBP and ICE will be strictly implementing immigration laws that will allow ICE to go after undocumented in the communities and in the workplace.
What should immigrants do to prepare for this possible scenario?
Immigrants should work hard together to prevent a Trump victory. They should contact their friends and relatives and members in their communities to vote for the candidate who can help them in their immigration situation.

Poe honors Nat’l Artist Eddie Romero on birth centenary
MANILA – Senator Grace Poe o urged young Filipinos to include classic films by the late National Artist Eddie Romero in their movies-to-watch list to better understand Philippine cinema and society.
Poe made the call as she filed Senate Resolution No.1040, paying tribute to the National Artist for Film and Broadcast on his 100th birth anniversary.
Poe said Romero’s unparalleled artistry left behind a lasting legacy that
continues to be celebrated by audiences across generations.
“It is but proper to give honor to Director Eddie Romero’s remarkable life and to remember his notable contributions to Philippine cinema and the arts,” she said in her resolution.
She also cited a provision in the 1987 Constitution that states that “arts and letters shall enjoy the patronage of the State” and that the State shall “conserve, promote and popularize the nation’s his-

torical and cultural heritage and resources, as well as artistic creations.”
Born to diplomat Jose Romero and Pilar Sinco Romero on July 7, 1924 in Dumaguete City, Negros Oriental, Romero received the conferment as National Artist in 2003.
He died on May 28, 2013.
Poe highlighted Romero’s devotion to the art and commerce of cinema spanning more than 60 years.
He has worked with Poe’s father, the late National Artist Fernando Poe Jr., in 1980 film “Aguila.”
The celebrated and award-winning screenwriter, film director and producer of Philippine movies left behind a body of work delving into the history and politics of the country.
His other distinguished and critically acclaimed professional film credits include “Ganito Kami Noon...Paano Kayo Ngayon?” (1976), “Ang Princesa at Ang Pulubi’ (1951), “Manila, Open City” (1968), “Banta ng Kahapon” (1977), “Kamakalawa” (1981), and his 13-part television mini-series “Noli Me Tangere” (1992).

St. Jude patient offers her own balloon art to everyone she meets

Misheel, bald from chemotherapy, pulls up a chair on the second-floor inpatient unit. A younger child shouts, “The balloon girl!”
Suddenly, she’s surrounded by other children. She reaches into her backpack for colorful balloons and inflates and twists them into a bunny, then a unicorn, then a giraffe, then a butterfly. Then she gives them all away.
During Misheel’s nearly seven months of treatment at St. Jude Children’s Research Hospital, she learned to make balloon creations and gifted them to her comrades in cancer treatment.
Misheel was 11 years old in the summer of 2023 when her parents noticed no

matter how much water she drank, she still felt thirsty. At first, they thought it was a healthy habit, far preferable to drinking juice or soda. But her thirst was never quenched. Misheel began excusing herself to go to the restroom so frequently they knew something must be wrong.
Her mother Undrakh took Misheel to the family doctor near their home in Illinois. Tests revealed a tumor on Misheel’s pituitary gland, as well as two other spots in her brain. She was diagnosed with a type of cancer called mixed germ cell tumors.
Soon, her parents obtained a referral to St. Jude. St. Jude Children’s Research

Hospital leads the way the world understands, treats and defeats childhood cancer and other life-threatening diseases.
Families never receive a bill from St. Jude for treatment, travel, housing or food — so they can focus on helping their child live. Because of generous donor support, they can provide children cutting-edge treatments not covered by insurance, at no cost to families.
“We were so worried and nervous, but as soon as we walked into St. Jude, we had a feeling that we’d be okay,” said Undrakh.
Misheel learned how to create balloons from her 82-year-old godfather, Robert Dunn. On the circus stage, his name is Robert “Onionhead the Clown” Dunn. Misheel knows Dunn through UniversalSoul Circus, where her father, Gantulkhurr, is part of an acrobatic teeterboard troupe from Mongolia called The Nomads.
When Misheel and her family moved to the U.S. from Mongolia in 2019 for

her father’s job, she didn’t speak English. It was a whole new language and culture. But a circus is a traveling family of sorts, and Dunn, who values education, often purchased books for the children of the performers and encouraged them to read.
When Misheel was diagnosed with cancer, “It tore me up,” said Dunn. “It hurt me so much.”
So, he visited her family at St. Jude soon after she started treatment. To help cheer her up, he taught her how to make a few balloon creations, knowing it might spark something.
“She took it from there and ran with it,” said Dunn. “She’s better than me at making animal balloons now.”
Misheel had come to the U.S., a strange and unfamiliar place, and Dunn showed her family friendship.
Misheel pays his kindness forward every day — or every time she reaches into her backpack for another balloon.

The awards night was hosted by Janine Gutierrez, Gabbi Garcia, and Jake Ejercito.
Leo Martinez was also a recipient of the Icon Award. “Maraming, maraming salamat sa mga Entertainment editors at nabigyan niyo kami ng pagkakataon na magkita ulit kaming mga senior citizens,” Leo said. “Dapat inu-una niyo kami sa mga schedule. Low-batt na kami ‘pag gabi na.”
Gina Alajar said: “Maraming, maraming salamat sa Eddys. Iba ang pakiramdam na nakikipag-compete ka sa kapwa mo artista para sa isang trophy. Iba rin ang pakiramdam kapag ikaw ay kasama ng mga mas senior sa akin tulad nila Tita Nova (Villa), Tita Eva (Darren), kumpareng Leo Martinez at Lito Lapid.”
“They honor our achievements and contributions to the movie industry. Thank you so much for honoring us. This trophy is not just for my sons — Ryan, Geoffrey and AJ at kanilang mga asawa at walo kong apo,” Gina added.
Veteran actress Nova Villa was also honored with the Icon award. “Seventy years in show business,” Nova granted.
“Salamat at natapos na rin ang tsismis na may anak ako kay Fernando Poe Jr. Ang tagal ng tsismis ‘yun at ngayon ko na lang binubulgar na hindi po totoo ‘yun,” she quipped.
“Ang sarap namang tumanggap ng award. Kung ano man po ang ating nararating sa ating buhay, lahat ito ay regalo ng ating Panginoon. We are blessed. Praise the Lord. Huwag tayong maging malamig sa ating pananampalataya. Just continue praying and loving God.”
Sen. Lito Lapid also received the Icon award, which was accepted on his behalf by lawyer John Rex Lapid.
“Sen. Lito Lapid is deeply grateful for the recognition of his contributions to the Philippine film industry. Pinapa-abot din niya ang pagbati sa mga kapwa artista na nakatanggap din ng karangalan mula sa SPEEd,” he said, also citing the actor-turned-politico’s humble beginnings as an extra and stuntman before starring in movies and TV series. He currently plays the role of Supremo in “FPJ’s Batang Quiapo” with Coco Martin.

Metro Manila to remain PHL’s economic center in next 10 years: PCCI
MANILA
– Despite the government’s push for countryside development, Metro Manila businesses still believe that the National Capital Region (NCR) will remain the Philippines’ center for economic activities over the next 10 years.
Philippine Chamber of Commerce and Industry (PCCI)NCR vice president and 2024 Metro Manila Business Conference chairman Hernando Delizo said the development projects of both public and private sectors outside the capital will take time, and Metro Manila will continue to hold a significant role in the Philippine economy.
“I still see it (as the country’s economic hub) in the next 10 years, I suppose, because these developments, while nice to hear, it will take time,” Delizo said in a press conference at Casa de Polo, Valenzuela City.
“Infrastructure development is a bit challenging, especially with the rising cost of materials and manpower. We are also in support of that, but depopulating Metro Manila is not easy,” he added.
The government has been promoting the New Clark City in Central Luzon as an alternative to Metro Manila, tagging the former as the country’s first smart, green, and resilient metropolis.
With the upcoming rehabilitation of the country’s main gateway, the Ninoy Aquino International Airport (NAIA), airlines are expected to temporarily transfer their flights to Clark International Airport, while the proposed Bulacan International Airport also aims to decongest NAIA.
What is a comfortable amount to Retire in the US.
The retirement equation isn’t unsolvable, but it’s not a precise calculation, either. You’ll need to revisit your retirement formula once or twice a year to make sure it’s suitable to your life style, and be prepared to make adjustments if it isn’t. Weigh these four factors to get a better handle on how much money you will need to retire.
Consider: How much will you spend?
The rule of thumb is that you’ll need about 80 percent of your pre-retirement income when you leave your job, although that rule requires a pretty flexible thumb. The 80 percent rule comes from the fact that you will no longer be paying payroll taxes toward Social Security (although you may have to pay some taxes on your Social Security benefits), and you won’t be shoveling money into your 401(k) or other savings plan. In addition, you’ll save on the usual costs of going to work — the pandemic won’t keep everyone at home forever — such as new clothing, dry cleaning bills, commuting expenses and the like.
You also need to factor in any pension or Social Security income you’ll be getting. If your annual preretirement expenses are $50,000, for example, you’d want retirement income of $40,000 if you followed the 80 percent rule of thumb. If you and your spouse will collect $2,000 a month from Social Security, or $24,000 a year, you’d need about $16,000 a year from your savings. Bear in mind, however, that any withdrawals from a tax-deferred savings account, such as a traditional IRA or a 401(k) plan, would be reduced by the amount of taxes you pay.
This calculation doesn’t consider other things you

might want to spend money on. Usually the first three years of retirement, the biggest expense is often travel. So give yourself some extra cash in those years so you can enjoy the fruits of your labor.
Medical care is another expense that people in retirement often don’t factor in. The standard monthly premium for Medicare

Part B, which covers most doctors’ services, is $148.50 or higher, depending on your income. You also have to pay 20 percent of the Medicare-approved amount for doctor’s bills as well as a $203 deductible. All told, the average couple will need $295,000 after taxes to cover medical expenses in retirement, excluding long-term care, according to estimates from Fidelity Investments.
Finally, there’s the question of how much, if anything, you wish to leave to your children or charity. Some people want to leave their entire savings to their children or the church of their choice — which is fine, but it requires a much higher savings rate than a plan that simply wants your money to last as long as you do.
Consider: How long will you live?
Since no one really knows the answer to that question, it’s best to look at averages. At 65, the average man can expect to live another 18 years, to 83, according to Social Security. The average 65-year-old woman can expect another 20.5 years, to 85 1/2.
Most people err on the shorter side of the estimate. That might be a big misjudgment: If you plan your retirement based on living to 80, your 81st birthday might not be as festive as you’d like.

It makes sense to think about how long your parents and grandparents lived when you try to estimate how long you’ll need your money. If you’re married and both sets of parents lived into their late 90s, the only way you’re not getting there is if don’t look both ways when you cross the street. Unless you know you’re in frail health, however, it’s probably best to plan to live 25 years after retirement — to age 90.
Consider: How much can you withdraw from savings each year?
A study found that an investor with a portfolio of 50 percent stocks and 50 percent bonds could withdraw 4 percent of the portfolio in the first year and adjust the withdrawal amount by the rate of inflation each subsequent year with little danger of running out of money before dying.
For example, if you have $250,000 in savings, you could withdraw $10,000 in the first year and adjust that amount upward for inflation each year for the next 30 years. Higher withdrawal rates starting above 7 percent annually greatly increased the odds that the portfolio would run out of money within 30 years.
The 4 percent rule is very conservative for most people: A $1 million retirement nest egg would generate $40,000 a year in income. For many people, working a bit longer will help close up the savings gap. Not only will you continue to bring in a paycheck, but you’ll get the advantage of delaying Social Security benefits, which rise each year you wait by 8 percent between your full retirement age and age 70. And it lets you save more. Every day you work gives you the ability to increase your retirement enjoyment later.

GilasbowstoBrazil, endsbidforParisOlympics
MANILA/LATVIA – Brazil ended the Philippines’ hopes of making the Olympics again after 52 years, winning their semifinal duel, 71-60, in the FIBA qualifying tournament at Arena Riga in Latvia on Saturday night (July 6, PH time).
Aleksandar Petrovic’s team will meet either the host or Cameroon on Monday for a slot in the Paris Games.
A Bruno Caboclo jumper instigated Brazil’s 14-0 run to start off the third quarter with a 41-33 edge.
It took six minutes before the Philippines scored its first field goal in the third, a June Mar Fajardo tip-in cutting Brazil’s lead to 41-35.
The Philippines entered the semifinals shooting 51.2 percent from beyond the arc. Against Brazil, it could only manage 7 of 18 for 39 percent.
Brazil also outscored the Gilas bench, 21-11.
Coach Time Cone said Gilas didn’t expect to go this far but the loss hurt just the same.
“It’s very painful we didn’t [win],
especially after having a halftime lead. That start of the third quarter was painful to watch. Losing Kai [Sotto] was big for us. We got to be better, we’re trying to tell ourselves that almost isn’t good enough,” he told Fiba.com, referring to their 24-12 lead at the start of the second quarter.
The 7-foot-2 Sotto missed the game due to a bruised rib sustained during the previous match against Georgia, which lost the Final Four slot to the Philippines via an inferior quotient despite winning 96-94.
Caboclo topscored for Brazil with 15 points while Marcelinho Huertas added 13.
“Today we can be proud of how we cut every single triangle game from the Philippines. This Brazil can’t play through offense. We have to play through defense,” Petrovic said.
Justin Brownlee paced the Philippines anew, also with 15 points, Dwight Ramos added 13, and veteran Fajardo and CJ Perez poured in 10 points apiece.

“It takes one night when you don’t play well and you lose. That’s how good the teams are here,” Ramos said.
President Ferdinand R. Marcos Jr. expressed admiration for Gilas Pilipinas’ gallant showing in the FIBA Olympic Qualifying Tournament (OQT) in Latvia.
As 37th-ranked in the world, Gilas ended its inspired OQT run in the semifinals on Saturday, falling to Brazil 60-71 and falling short in its bid to end the Philippines’ over five-decade absence in Olympic basketballt.
Despite the loss, Marcos lauded the stellar performance of the national team.
“It was a great fight, Gilas Pilipinas! You have made us Filipinos proud and made history!” the President said in a social media post late Saturday night.
“We will always stand behind you in support. Bida ang bayaning manlalaro (The hero athlete is a star),” he added.
Gilas even led in the first half, 3327, before the world No. 12 Brazil unleashed a strong 24-6 performance in the third quarter to grab the lead, 5139.
The Filipinos, who missed 7-foot-2 Kai Sotto due to a bruised rib sustained during the previous match against Georgia, tried to crawl back but the Brazilians repelled their attempts.
Brazil and Latvia will dispute the Olympic slot on Monday.
Gilas entered the seminal round as second seed in its group after defeating world No. 6 Latvia, 89-80, on July 4 and getting a superior quotient over Georgia.
Meanwhile, Latvia pulled off a 72-
59 win over Cameroon before a soldout crowd early Sunday (PH time).
Rihards Lomazs paced the Latvians with 18 points, five rebounds and four assists.
“We did an amazing effort tonight because it was clear for everybody the gap on the court in terms of physicality and athleticism. Everybody was able to spend his best effort trying to go over the limit,” Latvia coach Luca Banchi said.
Despite the loss, Cameroon coach Alfred Aboya is proud of his team.
“I think that during this tournament they showed that Cameroon basketball is back. The kids competed at a high level. The future is bright for Cameroon basketball,” Aboya said.
Williams Narace topscored for Cameroon with 14 points and pulled down five rebounds.
Speaker Ferdinand Martin Romualdez praised Gilas Pilipinas, coach Tim Cone and the entire coaching staff for demonstrating unparalleled determination, skill and heart on the international stage.
“The journey of Gilas Pilipinas in this tournament has been nothing short of inspirational. The victory against Latvia, a European team, was a historic moment for Philippine basketball and a testament to the team’s resilience and capability,” Romualdez said in a statement.
“These games have shown that with perseverance, strategic play and unity, we can hold our own against higherranked opponents,” he added. “Let us continue to support and celebrate our athletes, as they embody the spirit of Filipino resilience and excellence.”

Solano ...
(From page 1)
Solano County staff will have 30 days to draft that report, after which the board will meet again to hear and discuss the findings of that report and select a path forward.
Buoyed by the successful mustering of more than half of the required number of signatures in support of the East Solano Plan, proponents of the plan are optimistic that the plan would encounter smooth sailing.
Recently, proponents of the East Solano Plan (ESP) together with residents and other supports of the plan from other San Francisco cities came together to show support for the plan at the County chamber in Fairfield where supervisors conducted a meeting to consider whether to have the ESP continue.
ESP is being placed for consideration for the November ballot after organizers were able to gather some 20,000 signatures to support it, a number that was overwhelmingly above the required 13,000 signatures. The signatures were also scheduled to be certified during the Supervisors meeting.
“I have been talking with a lot of community members here to support the project, everyone from union members who want to build the community and work on it, young parents who are excited to move there or for their kids move there. I have also spoken to older members of the community who are so excited to live in that place,” shared Jan Sramek, Found-

er and CEO of California Forever in an interview at the Fairfield County offices ground. “We put out the word that this meeting would be happening and people wanted to come and support us. I think a lot of people started as ‘skeptical’ about the plan, but now there is so much excitement about it.”
Sramek explained that the supervisors were supposed to vote on what to do with the plan – they can either adopt it, send it to the voters, or order a report in thirty days and send it to the voters.
The CEO said he believes that supervisors would opt that a report be issued and sent to the voters in time for the November elections.
“Because we believe in the democratic process, we think people should make the decision but we also want them to have as much information as possible and so we want them to have this report before they send it to the voters,” Sramek stressed.
“We just really want the supporters of the plan to speak. There is so many people for whom this has become the thing they are most excited to see in the future of Solano County. So I felt like we have done the work, we delivered on the results, and we now let the supporters of the plan speak. I am absolutely optimistic that this would be a smooth sailing. I believe that this is going to be a big discussion but we are very confident that this is going to pass this November.”
Sramek also issued a statement for Filipinos that would be impacted by ESP from an immigrant perspective who came from a foreign land “for our slice of a California dream.” “What we see now is a whole generation of Filipino community members who have come here and purchased homes, they made California their home. And their kids found it comfortable to live here. And they are moving to Arizona and Texas and I think it is not
acceptable that people that worked their whole lives to build a future in their community and their kids cannot afford to live there. It is just not acceptable,” Sramek believes.
This view was supported by Filipino community leader former Union City Council Member and Mayor Jim Navarro who came all the way from his city to lend support for ESP.
“I heard about this project from a friend of mine who is a community leader from Solano County asked me if I can come and join the advocates for this project. I think it is good to have this project, plan a community city where you can plan underground electric instead of on top of the ground, school the infrastructures that needed to be in the planned community,” Navarro shared.
As a former city council member, Navarro very well know that housing is very important,

Social Security Update
DEFENDING AGAINST SCAMMERS WHO TARGET YOUR SOCIAL SECURITY BENEFITS
By G. Samson
Social Security Public Affairs Specialist in the Bay Area
Scammers are always finding new ways to steal your money and personal information. The best way to defeat scammers is to know how to identify scams and to ignore suspicious calls and emails.
One common tactic scammers use is posing as federal agents or other law enforcement officials. They may claim your Social Security number (SSN) is linked to a crime. They may even threaten to arrest you if you do not follow their instructions. Here are three things you should do:

someone who claims there’s a problem with your SSN or your benefits. If you owe money to us, we will mail you a letter explaining your rights, payment options, and information about appealing. When trying to identify if a call or email is a scam, remember we will never:
• Threaten you with benefit suspension, arrest, or other legal action.
• Promise a benefit increase or other assistance in exchange for payment.
1. Hang up right away or do not reply to the email.
2. Never give personal information or payment of any kind.
3. Report the scam at oig.ssa.gov to immediately notify the law enforcement team in our Office of the Inspector General.
You should continue to remain vigilant if you receive a phone call from
• Require payment by retail gift card, cash, wire transfer, internet currency, or prepaid debit card.
• Demand secrecy from you in handling a Social Security-related problem.
• Send official letters or reports containing personally identifiable information via email.

Train pushing victim extolled even as almost half of riders think BART is not safe
By Jun Nucum

SAN FRANCISCO - The 74-year-old Filipina returning home from work pushed to her death allegedly by a homeless man was praised by her closed loved ones.
A Daly City resident, Corazon Dandan, fell onto the platform and sustained severe head injuries, was rushed to the hospital, where she later died.
In an interview, Corazon’s nephew Alvin, a doctor in St. Louis Illinois, hailed his Tita Cora, who immigrated to San Francisco from the Philippines in the 1980s. Corazon helped pay for his medical school as well as the education of several relatives, very unselfish and “someone who just loved working and being around younger people.
“Great does not even define what I think this woman is I wouldn’t be here and a lot of my cousins wouldn’t be here…She put a lot of people through school,” Alvin shared on Tita Cora, a single, independent divorced woman with no children of her own who rode BART every day to her job at the hotel even as her nephews and nieces recently warned her about riding BART late at night, fearing that the transit system was unsafe.
Dandan’s friends at work, who started a

GoFundMe to help cover her burial expenses, described her as “a cherished and beloved member of our team whose unwavering kindness and dedication has been a pillar of our workplace for decades.”
“She touched so many hearts by simply answering the phone with kindness and going above and beyond to help others,” the GoFundMe page stated. $3,990 from 53 donations has been raised so far of the $11,000 goal.
The incident is this year’s first homicide in the BART system, which is facing a decline in ridership because of safety issues.
A survey done by the Bay Area Council recently found 45 percent of people are choosing not to ride BART because they don’t think it’s safe.
Before 2020, BART was averaging around 400,000 riders a weekday. Now, they are only averaging between 100,000 and 150,000 per weekday.
BART PD’s July 2023 report shows there were 224 violent crime cases for that period, which was higher than 2022 for the same time period, 180. Robberies made up 136 of those July 2023 cases, and in 2022, robberies made up 114 of the 180 violent crimes in the same time

period.
Arrests on BART increased 62 percent last year compared with 2022. The jump comes as BART PD has been aggressively recruiting new officers and ensuring safety staff are riding more trains to increase their visible safety presence.
Meanwhile, the Philippine Consulate in San Francisco released a statement on the demise of Dandan.
“On behalf of the Philippine Consulate General in San Francisco, I extend my heartfelt condolences to the family of Ms. Corazon Dandan, who tragically passed away after being pushed by a suspect arrested on July 1, 2024, at the Powell Station of San Francisco Bay Area’s BART train system.
The Consulate was able to get in touch with a relative of Ms. Dandan and send our condolences to the family. We are closely monitoring developments.
The Consulate stands ready to extend appropriate assistance to the family.”
The statement was signed by Consul General Neil Frank Ferrer.
On the side of Daly City where Dandan resides, the City extends deepest condolences to the family, as it grieves the loss of a community
member.
Mayor Manalo spoke to the family of Corazon Dandan to offer support and to let them know that the Council and residents of Daly City stand ready to assist the family during this time of need.”
“I can only imagine the tremendous pain and suffering family and friends are experiencing after such a loss,” said Mayor Juslyn C. Manalo.
“I know there are no words that can bring them comfort during this difficult time. My thoughts and prayers are with them all.”
BART police are actively investigating, interviewing witnesses, and reviewing surveillance footage. Investigators are still working to determine a motive for the incident.
Police later arrested transient (homeless) Trevor Belmont, 49, also known as Hoak Taing, on the platform of Powell Street Station shortly after the first homicide incident on the BART this year.
San Francisco District Attorney Brooke Jenkins announced that Belmont has been charged with one count of murder, is also accused of inflicting great bodily injury on a vulnerable person and that he allegedly intentionally killed Dandan while lying in wait.
“The nature of this incident at Powell Street BART Station was tragic and truly shocking. I would like to express my deepest condolences to the victim’s family, friends, and colleagues,” Jenkins said in a statement.
“Unprovoked attacks, especially on our most vulnerable, are unacceptable and will not be tolerated. San Francisco residents, workers, and visitors should be able to freely move about and utilize our public transportation systems without fear. My office will now do everything in our power to ensure that there is justice in this case.”

that not many plans are there to build more houses and if there are being built more, they are not enough.
“With this planned community city, we can start from ground up to make sure there is plenty affordable housing so that people can be housed instead of unhoused. Homelessness is a very big problem not only in Solano but all over California and other states. People that are unhoused are in need of place to stay. Crime is high in the community where they are. Hate crimes vs Asian-Americans down, but up vs LGBTQ+ community
By Gilda Balan, Correspondents
SAN FRANCISCO - Hatemongers may have shifted their attention from one community to another. But whoever they victimize, they are vile crimes just the same.
Attorney General Rob Bonta released the 2023 Hate Crime in California Report.
That report revealed a 7.1 percent decrease in overall reported hate crimes, from 2,120 in 2022 to 1,970 last year.
While there was indeed a 10.71 percent decrease in antiAsian bias events, it was the exact opposite for three communities considered as vulnerable, namely the LGBTQ+, the Jewish, and the Muslim segments of the population.
The LGBTQ+ community bore the brunt of the increase in verbal and physical abuse, with incidents rising by a high 86.4 percent.
Hate crimes motivated by sexual orientation, meanwhile, rose by 4.1 percent, from 391 incidents in 2022 to 405 last year.
Bonta stressed the need for non-stop efforts to combat hate, urging local partners and law enforcement to utilize all available resources, including an updated law enforcement bulletin summarizing relevant civil and criminal hate crime laws, as well as guidance for prosecutors to enforcement and multilingual materials to aid in identifying and responding to hate crimes.
The attorney general’s initiatives likewise involve launching the Racial Justice Bureau, engaging city leaders and appointing a hate crimes coordinator to strengthen enforcement efforts throughout the Golden State.
Said Bonta: “An attack against one of us is an attack against all of us. There is no place for hate in California.”
Along with New York, California is home to the largest diversified community of Asian Americans, who unfortunately were the targets of hate crimes at the height of the COVID-19 pandemic. Bonta himself is of Filipino heritage.

Multivitamin warning!

Heart of Hope
Are you taking multivitamins like more than 100 million Americans?
Published last Wednesday, a new study from the National Institute of Health (NIH) found that multivitamins of any kind “won’t help extend your life.” The claim of improved longevity among those taking multivitamins daily is “not medically supported.”
The clinical research posted on JAMA Network Open, involved “400,000 adults over 20 years, participants with a median age of 61.5 years old, were generally healthy, with no history of chronic diseases.”
The study “found no evidence that daily multivitamin consumption reduced the risk of death from conditions such as heart disease or cancer.”
“Rather than living longer, otherwise healthy people who took daily multivitamins were slightly more likely (4%) than non-users to die in the study period,” according to researchers, who also reported “nearly 165,000 deaths occurring during the follow-up period of the study, out of the initial group of 390,000 participants.”
Those with vitamin deficiency obviously need and will benefit from taking multivitamins, or vitamins they are deficient in. Those not eating properly or are on a diet would also benefit from multivitamins.
Vitamin D3, up to 5000 IU, is a strongly recommended supplement for daily intake. Always consult with your physicians about your medications.
Plant-based diet
Studies in the United States and abroad show that the best diet is plant-based. The Mediterranean diet, minus the lectin-containing items in them, is the best diet overall. Beans, legumes, whole grains, contain lectin, like the Nightshade vegetables: Eggplant, potato, tomato, pepper, paprika. Lectins are inflammatory food items that disrupt our microbiome balance in the gut, which causes various ailments. Nightshade veggies aggravate arthritis pain. Peeling tomato and removing the seeds reduces its lectin content. Cooking also lessens the level of lectin.
Red meat consumption is linked to increased cardiovascular illnesses, Alzheimer’s, and even cancer.
Limiting red meat to, perhaps, twice a week, is the current medical recommendation. Burnt barbeque meats and veggies, with “charcoal” edges, have been linked to pancreatic and other cancers. The high heat, with oil dripping from the meat hitting the charcoal emits carcinogenic fumes that flow upwards and absorbed by the meat.
Mental Exercise
Daily physical exercise reduces the risk for cancer, besides promoting cardiovascular and metabolic health. It also lowers the risk for anxiety and depression. Exercise produces healthy hormones that leads a healthier body and well-being. Akin to exercising our muscles, exercising the brain daily, with challenges for mental acuity and retentive memory and cognition, results in a “younger, healthier” brain. It also reduces the risk for dementia, like Alzheimer’s.
Alcohol unsafe
There was a time when alcohol, especially wine, was considered healthy, like wine with lunch and dinner. Even pregnant women indulged. Then the medical recommendation was reduced to two drinks a day for men and one for women, abstinence for pregnant mothers. A decade or so later, in the 1990s, it was reduced to just one a day, preferably with dinner. Zero for those pregnant. Today, studies showed that there is no safe level for alcohol consumption. Even one drink is considered unhealthy for the liver, brain, and kidneys. And beer is deemed even worse. Self-imposed prohibition, among a minority with a strong willpower, appears to be popular today.

Identity Theft
A plague in our generation today is identity theft, which will adversely affect mental and emotional health of the victims. The common venues of this popular fraudulent scheme are the social media, internet, email, phone, and mail. It could come as an email “from an old friend, asking for money transfer,” a letter saying you won in a lottery, a call that invites you to invest with a guaranteed income of 20% or higher, a letter informing you that you have been named in a Will as beneficiary, even a scheme that alleges your son or daughter is being held hostage, asking for a ransom, etc. All these modus operandi just to get your personal information (I.D., social security, Medicare, bank account data). The movie “The Beekeeper” vividly shows scammers in actual onsite operation.
Victims of identity theft or any scam could report the crime to the FTC (Oig@ftc.gov), to IdentityTheft.gov, and to the three major credit reporting agencies: TransUnion, Experian, Equifax, and to your banks. The FTC adds your report to the FTC Consumer Sentinel database. This is a secure online database that is used by civil and criminal law enforcement authorities worldwide. The FTC also uses this information to track patterns and trends.
A healthy degree of paranoia is very effective in avoiding identity theft. This preventive mindset and a disciplined consciousness will ensure personal, financial, and emotional well-being and security.

WHO prequalifies the first self-test for hepatitis C virus
GENEVA - The World Health Organization (WHO) has prequalifi ed the fi rst hepatitis C virus (HCV) selftest which can provide a critical support in expanding access to testing and diagnosis, accelerating global eff orts to eliminate hepatitis C.
The product, called OraQuick HCV self-test, man-

ufactured by OraSure Technologies, is an extension of the pre-qualifi ed, OraQuick® HCV Rapid Antibody Test which was initially prequalifi ed by WHO in 2017 for professional use. The self-test version, specifi cally designed for use by lay users, provides individuals with a single kit containing the components that are needed to perform the self-test.
WHO recommended HCV self-testing (HCVST) in 2021, to complement existing HCV testing services in countries. The recommendation was based on evidence demonstrating its ability to increase access to and uptake of services, particularly among people who may not otherwise test.
National-level HCVST implementation projects, largely supported by Unitaid, have shown high levels of acceptability and feasibility, as well as empowering people through personal choice, autonomy and access to stigma-free self-care services.
“Every day 3500 lives are lost to viral hepatitis. Of the 50 million people living with hepatitis C, only 36% had been diagnosed, and 20% have received curative treatment by the end of 2022,” says Dr Meg Doherty, WHO Director for the Department of Global HIV, Hepatitis and STI Programmes. “The addition of this product to the WHO prequalifi cation list pro-
vides a safe and eff ective way to expand HCV testing and treatment services, ensuring more people receive the diagnoses and treatment they need, and ultimately contributing to the global goal of HCV elimination.”
WHO’s prequalifi cation (PQ) programme for in vitro diagnostics (IVDs) evaluates a range of tests, including those used for the detection of antibodies to HCV. The programme assesses IVDs against quality, safety and performance standards. It is a cornerstone in supporting countries in achieving high-quality diagnosis and treatment monitoring.
“The availability of a WHO prequalifi ed HCV self-test enables low- and middle-income countries have access to safe and aff ordable self-testing options which is essential to achieving the goal of 90% of all people with HCV to be diagnosed,” says Dr Rogério Gaspar, WHO Director for the Department of Regulation and Prequalifi cation. “This achievement contributes to improving access to quality-assured health products for more people living in low-income countries.”
WHO will continue to assess additional HCV selftests, support evidence-based implementation, and work with communities to expand available options to all countries.

Insurance rates’ ties to climate change more evident today

Many are wondering why many insurance companies are hiking their premiums to unaffordable rates if you can companies wiling to insure your properties at all whereas, in the past, obtaining or maintaining homeowners’ insurance was relatively easy.
Nowadays, as climate change intensifies the frequency and severity of extreme weather, these acts of insurers, particularly in regions most affected by floods and fire, of raising their premiums or withdrawing entirely hugely affect the affordability and availability of home and fire insurance.
As it is also a sign of the alarming increase in the number and severity of weather and climate disasters in the United States that which broke records in frequency and cost last year, the severe and urgent crisis in the homeowner’s insurance market is not something that only homeowners need to care about: the spillover effect is likely to be felt in housing and mortgage markets and local economies.
In the June 7, 2024 Ethnic Media Services briefing What’s Behind Homeowners’ Affordability Crisis – From Insurance Rates to Climate Change, speakers enlightened the public on how this situation in the insurance market affects people’s lives, and discuss possible solutions in which the insurance industry, government, and ordinary people play important roles.
Thos who joined the discussion were Assistant Vice President, The Insurance Research Council Vickie Kilgore, Climate Financial Strategist with the Sunrise Project and Climate Cabinet Jordan Haedtler, Associate Vice President for Economics and Policy at the Environmental Defense Fund Carol Kousky, California Insurance Commissioner Ricardo Lara. nonprofit organization that looks at public policy issues that impact the property casualty insurance industry.
Kilgore started off by presenting her organization International Research Council’s (founded in 1977) scope of work and what they do citing that they are non-profit research group focusing on public policy issues in property-casualty insurance, a member organization supported by insurance carriers and trade associations with key research topics including homeowners and personal auto claim trends and affordability, auto injury claim studies, uninsured motorists, public attitudes.
“Our purpose is not to establish a specific threshold at which insurance becomes unaffordable but rather to compare insurance affordability over time and across jurisdictions,” Kilgore clarified. “Cost drivers are the key to insurance affordability.”
She mentioned the key cost drivers as weather hazards, other natural hazards, claim frequency, (both catastrophe claims and non-catastrophe), claim severity, expense index and claim litigation.
By Cesar Antonio Jr. Nucum

“We are not a lobbying group, but we do address public policy issues. We get numbers from National Association of Insurance Commissioners. They put out this publication where they look at premiums page so we get this number over time countrywide and by state for what the average expenditures on homeowners’ insurance was for a specific year. One caveat here is that the data is only current through 2021. And we realize that the market has change since then a lot of the significant rate increases, we’ve seen have come since then,” Kilgore stressed.
Kilgore mentioned what when they look at their affordability index, it can be seen that ratio has gone from 1.27 in 2001 to 1.99% in 2021 and that increased share of income that goes to pay for. Homeowners insurance shows that homeowner’s insurance is less affordable than it was and we predict that that number will go up above 2% when we get updated data.
“There is a wide variation on the most affordable states in 2021 like Utah and their homeowners spent less than 1% of their income on homeowner’s insurance. In contrast, the expenditure share in the least affordable state, which was Florida in 2021, was more than 4 times higher,” Kilgore cited. “So in in Florida it was more than 4% of a household income. Other states on the less affordable range you see here were Louisiana, Mississippi, Oklahoma, and Texas. “
Haedtler, for his part, focused on how climate risk and the challenges that it’s creating for insurance companies is creating the possibility of another big financial crisis like the one in 2008.
“The basic facts are that as the costs of extreme weather events from climate risk have grown, insurance has become less available unless affordable. And we are seeing large insurance companies withdraw from climate vulnerable. Regions entirely and sharply raise premium rates and under pay damages from climate disasters,” Haedtler warned.
It is said the climate crisis is becoming a financial crisis, a very easy to understand reflection of what many federal financial regulators have cautioned in recent years.
Surely after President Joe Biden took office, the financial stability oversight council, also known as which is a set of federal financial regulators that was created.
“After the 2,008 crash, climate change was identified as an emerging and increasing threat to financial stability. And ever since then, the regulators who sit on the Financial Stability Oversight Council have warned that insurance can be a major channel for spreading risk throughout the financial system much like the mortgage back securities that created financial contagion and sparked the financial crisis in
2007, 2008,” reported Haedtler.
Last year, Haedtler continued, the federal insurance office issued a report that outlined gaps in insurance regulation, which in the United States is mostly handled by state insurance commissioners. And that report identified problems that are preventing state regulators from properly measuring how and whether the insurance companies that they regulate have sufficient resources to pay out claims in response to climbing costs from climate disasters.
“Recently estimated that 6.1 million homeowners in the United States lack insurance and that is a number that is likely to grow sharply as the climate crisis intensifies. And insurers spike rates withdraw from markets or refuse to renew policies in a wide range of climate vulnerable communities from Florida and California, which have gotten most of the media attention to states like Iowa and Minnesota. And, already the 6.1 million household, figure that the consumer federation of America put out represents 1.6 trillion dollars in property values,” detailed Haedtler.
Since insurance is required by nearly all mortgage issuers as it gets less available, this will make the housing affordability crisis that is already faced in the United States worse.
More and more people are going without insurance or without enough insurance. And those climate disasters are causing homeowners, businesses and renters who are underinsured to incur huge costs and now then faced with rebuilding expenses that they can’t possibly afford to pay.
Kousky echoed earlier speakers and summarized some of the research that documents the important role that insurance plays in recovery to essentially provide some more motivation on like why there is care so much about insurance availability and affordability.
“So for example, a colleague of mine at Freddy Mack and I undertook a survey of survivors of one of 4 US land falling hurricanes and looked their financial recovery over time. And what we saw is that those within insurance were much less likely to have unmet needs or high financial burdens in both the short and longer run,” Kously rued. “And this echoes other research that those with insurance rebuild faster are more likely to rebuild, have higher selfreports of recovery. There’s nice sociology research that lack of insurance can widen income inequality after a disaster. And we’ve also seen in our research that is more people in a community have disaster insurance, it creates positive economic spillovers. “
Kousky, however, underscore that as more people have flood insurance after a big flood, you see more visitations to local businesses so it helps jump start the entire
economy.
“What happens in insurance markets also spills over into how and mortgage markets since you need insurance for a mortgage when costs go up the cost of occupancy goes up, which can make some locations, when costs go up, the cost of occupancy goes up, which can make some locations unaffordable, the cost of occupancy goes up, which can make some locations unaffordable,” Kousky added.
California State Insurance Commissioner Lara admitted that “California has an insurance crisis and like nothing we’ve seen before. And we need serious reforms and innovation.”
“And we know that it’s harder to find insurance, especially if you are at a higher risk from climate change to the point where some people cannot find insurance at any price. Our cities build out as cities evolved, discrimination is done by design and by but we put people we put our lowest income folks in flood plains, in wildfire areas. And so something is very clear that in California and globally because this is really a global phenomenon now, insurance cannot be an afterthought when we talk about where we build how we build and in the area the overall conversation around climate. Because without insurance, you can’t do anything,” Lara conveyed.
“I was just meeting with. A group of South American insurance regulators or superintendents and they’re having the exact conversations. How are why are we still building on the coast with sea level rise? How do we handle building code upgrades for earthquakes and wildfires. And so, you know, this is why it’s critical that we’re, having these conversations in these issues like insurance and I know it could be tedious and could be a little you know difficult to understand but we’re all learning together. And why your voice is critical because you represent some of our most affected communities. And so it’s really great to be here,” encouraged Lara whose part strategy is to strengthen insurers commissioner’s authority to protect consumers and hold insurance companies to task.
Lara assures that experts need to fully protect consumers utilizing forward-looking tools to access and price risk like those used by every other state except California.
“This is a comprehensive approach that includes improving the rate. Review process so that we have the complete data. Improving the California Fair Plan which the Fair Plan is our insurer of last resort and so that it has the coverage options people need while they’re while our changes take effect. And we are on track to implement all the changes by December, the 2024 so insurance companies start writing more policies in all these areas,” Lara described.

Castro attributed much of the domestic tourism to visitors from Metro Manila -- 65 percent of total domestic arrivals.
“There is an increase of tourist arrivals after the pandemic period because of the so called revenge travel,” she said, explaining that the people wanted to go out after the lockdown period.
“The road networks also in the Calabarzon make it easier and faster for people to travel,” Castro added.
Meanwhile, the Department of Tourism in Bicol (DOT-5) is now pushing for the development of golf and dive tourism as additional tourist drawers in the region.
During the “Kapihan sa Bagong Pilipinas” held in this city, DOT-Bicol Regional Director Herbie Aguas said they have conducted several dive assessments for potential diving spots in the six provinces in the region.
“There have been dive assessments in Masbate, Camarines Norte, Sorsogon, and recently in Catanduanes and Rapu-Rapu in Albay. The money brought in by diving is big; last year our country generated PHP73 billion in revenue from this industry. For the Bicol Region, at least we can see PHP1 billion additional revenue.
