The seven-member Kent City Council is the legislative body for the City of Kent, Washington. Besides establishing policies and regulations, the Council approves financial expenditures and the City’s biennial budget Elected by Kent voters during odd-numbered years, Kent City Councilmembers serve four-year terms. They are non-partisan, meaning they do not represent political parties, and are elected at-large, meaning they do not represent a specific geographical area within the City of Kent. All Councilmembers receive a monthly salary, plus reimbursement for any expenses.

Season starts mid April and finishes in late June/early July. Teams are dual sanctioned with ASA and USSSA.

CONDITIONING ROOM The Conditioning Room features Nautilus Weight Machines for a complete workout. Also available are treadmills, stair climbers, exercise bikes and a chin/dip/ stomach machine. The conditioning room is available Monday-Thursday 6 a.m. to 10 p.m., Friday 6 a.m. to 9 p.m. and Saturday 8 a.m. to 9 a.m.

BODY CONDITIONING AND WEIGHT TRAINING Individual instruction on the proper use of fixed weight equipment (Nautilus), a variety of exercises for each weight station, how to develop a personal training program.

Registration starts in late Spring, deadline is in August. FALL FLAG FOOTBALL Youth Flag Football for 3rd/4th Grade League and a 5th/6th Grade League. Play begins in October. GIRLS FALL VOLLEYBALL Volleyball for girls in 7th-12th grade. Registration begins in May, deadline is in September. Season runs September-November. WINTER SPORTS ELEMENTARY BASKETBALL Youth Basketball for Boys and Girls grades 3-6. Coed Youth Basketball for grades Kindergarten - 2. MIDDLE SCHOOL AND HIGH SCHOOL BASKETBALL Middle School and High School boys basketball for grades 7 to 12. Registration starts in September. Games start in January. WANT TO SPONSOR A TEAM? YOUTH SPORTS OFFICIALS WANTED Kent Parks, Recreation & Community Services is looking for new and experienced youth sports officials. Must be 14 years of age or older. If you are interested in officiating soccer, flag football, basketball, volleyball, or umpiring baseball or fastpitch, please call 253-856-5000. AFTER SCHOOL MIDDLE SCHOOL Through a partnership with community agencies, this program is offered at Meeker, Meridian and Mill Creek Middle Schools. Students must register, but the program is free. More information on the program can be found in the schools main office. Each location has its own activities, classes and special events. The goals of the program: To provide positive after school activities and a safe, structured and supervised environment for middle school students. This program is perfect for students not involved in school sports or school activities, or between sports and programs their school offers. The Bereiter House, home of the Kent Museum. The house was completed in 1908 by Emil Bereiter, an owner of the Covington Lumber Company and Kent’s Mayor 1912-1913. Seven different families have lived in the building, including a pharmacist, a prominent Japanese produce dealer and an owner of the East Hill Fuel Company. The house was originally sited on nearly four acres of land with a gazebo, carriage barn, orchard, and pastures. In June 2008, the Bereiter House was nominated as a landmark through the King County Landmarks Commission. Additionally, after evaluating the earliest coats of paint, the City of

Kent repainted the house, returning it to its earlier colors. Today, the Bereiter House accommodates thousands of items donated by Kent residents that are maintained and exhibited through the Greater Kent Historical Society (GKHS) and museum staff. These items help tell the story of Kent and the area timeline. Gardens on the museum grounds honor veterans who serve or have served in the Armed forces and Americans who were interned during WWII. Resources are available for research, tours are available during open hours or by appointment, and the facility is available for special occasions.

Kent Downtown Partnership

Kent Downtown Partnership is a private, non-profit 501(c)3 membership organization dedicated to serving and promoting the downtown Kent business community and preservation of historic buildings. KDP works in collaboration with downtown businesses, property owners, residents, governmental agencies, and citizen-based community organizations. KDP is a proactive leadership organization, cultivating and strengthening public and private partnerships to increase investment in downtown, business recruitment and retention, residential and retail development, improved parks and green spaces, and a better quality of life. KDP’s vision is to make downtown Kent a thriving destination by promoting a core of vibrant, mixed uses in a pedestrian-friendly environment. Our emphasis is on businesses, restaurants, art, entertainment, public facilities, and infrastructure development that supports the revitalization and continued prosperity of the downtown business community. MAIN STREET PROGRAM Kent Downtown Partnership is affiliated with the state and national Main Street Program, which was founded by the National Trust of Historic Preservation in 1977. The Trust provides leadership, education, advocacy, and resources to save and protect irreplaceable and historic places, and to revitalize America’s communities. BENEFITS OF MEMBERSHIP A weekly E-Blast is emailed and provides up-to-date information on what is happening in downtown, including events. FUNDING KDP has a membership base of nearly 120 businesses and businesses who contribute to the WA ST B&O Tax Incentive Program. These funds are used for a variety of programs and projects including façade improvement grants; hanging baskets, planters, art, signs, banners, and roof lighting that promote an inviting downtown atmosphere. Also KDP produces community events, educational workshops for business owners and their employees, and marketing and promotional efforts. DOWNTOWN BREAKFAST HOUR EVENTS Kent Downtown Partnership hosts morning events where members are invited to enjoy breakfast during presentations on topics concerning downtown. The Downtown Breakfast Hours also provide networking opportunities to learn more about fellow members. SAFETY & SECURITY Identifies and resolves all safety and security issues related to the downtown retail and business core. Recruiting new businesses, creatively converting unused space for new uses, and sharpening the competitiveness of the existing downtown merchants are examples of economic development activities. Additionally, the members of this committee will help existing businesses expand and recruit specific businesses for a better downtown business mix. DESIGN COMMITTEE An inviting atmosphere created through window displays, parking areas, signs, colorful banners, sidewalks, street lights, and landscaping all improve the physical image of the downtown as a quality place to shop, work, walk, invest in, and live. Design improvements result in a reinvestment of public and private dollars to downtown. PROMOTIONS & MARKETING COMMITTEE This committee creates excitement downtown. Street festivals, retail events, and image development campaigns are some of the ways Main Street encourages customer traffic. You will be selling the image and promise of Main Street to all prospects. By marketing the district’s unique characteristics to shoppers, investors, new businesses, and visitors, an effective promotion strategy forges a positive image through advertising, retail promotional activity, and special events. BUSINESS AND OCCUPATION TAX COMMITTEE Responsible for educating the businesses and bringing in B&O Tax Incentive Program contributors. “There’s not an end or finish line,” Choate said she took a short break in her small office from her busy routine. “But everyone who comes in, we are able to help them that day. We are not able to solve everything, but we can help that one part. If you don’t have food, you’re not getting proper nutrition and you’re not thinking clearly. You can make a much better decision if your belly’s full.” Choate and Camico Rivon, the assistant director, are the only paid staff members at the food bank. About 60 volunteers help the food bank serve as many as 200 families on the busiest days during the holidays and an average of 100 families per day. Because of Choate’s efforts and dedication to help make the Kent Food Bank a success, she is the Kent Reporter’s 2018 Person of the Year.

Jeniece Choate dashes through the halls, offices and storage rooms of the Kent Food Bank with a friendly demeanor, ready to help make sure people who stop in get their basic needs met. In her 12th year as the food bank’s executive director, Choate knows day after day, week after week, month after month people continue to count on the agency at 515 W. Harrison St. for help with food and clothing.

“Jeniece is a very compassionate, caring and hardworking individual,” said Pat Pawlik, president of the Kent Food Bank Board of Directors and a division chief with the Puget Sound Regional Fire Authority. “Jeniece consistently does what she can to meet the needs of the community members who come to the Kent Food Bank for services. Jeniece is dedicated to helping people and does so in such a way that the clients always have a

positive experience.” Choate’s constant smile keeps those around her smiling as well. “She is a delight to work with – always eventempered and pleasant,” said Verla Morrison, the food bank board vice president who represents Kent United Methodist Church. Choate said she couldn’t do her job without all the volunteers, even more so with the way the number of clients has grown. When Choate started, a busy day at the food bank meant 40 to 50 families. “We had one computer and everything else was done by hand,” Choate said. “It was a long check-in system, write it down and slide it down to the next person. Six months after I was here, we got four computers so we can do one-onone visits with each client.” Pawlik has watched how well Choate does her job. “We are very lucky to have Jeniece as our executive director,” Pawlik said. “Just as every executive director we have had, Jeniece has been able to move the Kent Food Bank to the next level. She has streamlined the operations at the food bank to make the process easier and quicker for our clients.”

Kent Police Chief Rafael “Raf” Padilla has served with the Kent Police Department since 1997. He began his law enforcement career as a police officer with the Honolulu Police Department in 1992. He subscribes to the servant leader philosophy and considers it his duty and honor to serve and protect the people of Kent.

Previous to being appointed to Chief on May 8th, 2018, Rafael has served as an Assistant Chief of Police for the previous five years. During that time, he has held command of all three divisions of the department, spending significant time overseeing the operations of the Support Services Division, Investigations Division and Patrol Division. This experience allowed him to gain a deeper understanding of all aspects of the Kent Police Department operations. Rafael’s previous assignments have included Patrol Officer, Narcotics Detective, Field Training Officer, Firearms Instructor, Patrol Tactics Instructor, Defensive Tactics Instructor, Traffic Motorcycle Sergeant, Patrol Sergeant, Civil Disturbance Team Leader, SWAT, Honor Guard, Special Investigations Commander, Valley Gang Unit (VGU) Commander, SWAT Commander and Patrol Commander. Rafael was also temporarily assigned to the Washington State Criminal Justice Training Commission (police academy) where he served as an academy instructor for five years. During this time, he was recognized as an expert in patrol operations and use of force, before being appointed as the director of the Washington Police Corps Academy. Throughout his career, Rafael has dutifully invested his personal time to improve the quality of life for the Kent community. He has been an active member of the Meridian Kent Kiwanis Club since 2010 and is currently the club president. He has also served as the Key Club advisor for the Kentridge High School Key Club. He volunteers his personal time to complete community service projects, such as park beautification projects, graffiti cleanups and neighborhood clean-up projects in Kent. He oversees fundraising efforts for several initiatives focused on improving the lives of Kent youth and sits on a handful of regional and local law enforcement and community service group boards. Rafael is a graduate of the FBI National Academy, Northwest Law Enforcement Command College, the International Association of Chiefs of Police - Leadership in Police Organization and holds an Executive Level Career Level certification through the Washington State Criminal Justice Training Commission. Rafael is engaged on both state and national levels, holding several professional affiliations, including the International Association of Chiefs of Police (IACP), Federal FBI National Academy Associates, Inc. (FBINAA) – former Executive Board Member, and Washington Association of Sheriffs and Police Chiefs (WASPC) and the King County Police Chiefs Association. Away from work, Rafael enjoys spending time with his wife and children, participating in the activities of his teenaged children. He also enjoys camping, taking in an occasional music concert, traveling with family and friends, and he is a huge college and professional football fan. “I couldn’t be prouder of the outstanding men and women of the Kent Police Department.
