How to change?
T
he way we think influences the way we act and react. So, if you want to see the end of this crisis, you have to overcome the conceptual trap which is an obstacle to make any change ! If we really want to change the situation of youth employment in a better way, we must be able to dream bold dreams, hold high expectations of what is possible in terms of change.
suggest Fifth step Expand your limits! Empowerment and inclusion of young people is a discovery. There will always be more things to learn, more things to enable people to work together more effectively.
Second step We have to recognize that a committing inclusion of young people is an ongoing challenge. We have to be realistic. We, as promoters of youth projects and representatives of youth NGOs , alone cannot eradicate youth unemployment but we know how to work with young people in informal set ups, broaden their opportunities, provide them with new experiences and challenges. We should show our faith in young people and bring out of them what is best.
Third step Don’t wait! Don’t lose time! Start here and now! Fourth step
Don’t try to do it alone! Inclusion of young people, their empowerment and employment is a process of partnership. Find partners who share your commitment for creating better future for young people. You must do more than simply enable others to join you. You must also be willing and able to join them. In a true partnership, you will sometimes lead, sometimes follow, sometimes share both roles at the same time. You cannot create an inclusive environment alone! by VERONIQUE BERTHOLLE Youth Express Network www.y-e-n.net 9

”WE,
ARMENIANS, ARE STRONG: WE CAN MAKE BREAD OUT OF STONE”

n order to get information about the impact of the crisis in the local community, a group of participants interviewed four people from Tsaghkadzor. When asked about the main issues of their lives today, they mentioned unemployment, decrease of the purchasing power, difficulties for mobility and massive emigration. Arevik, 40, would like
to change her life and move to the United States: “I want to go to America, but I cannot get a Visa; salaries are very low here”. According to Henrik Hakobyan, 61, “we have no expectations to change our lives here and we have

nothing to do”. All of them were aware of the international crisis and the United States were pointed as the origin of it. M. Hakobyan affirmed that “after the earthquake (1988), Karabach issues and difficult times, we are now experiencing another crisis”. Despite of it, he remains positive and proud of Armenian people: “We, Armenians, we are hard workers, we can make bread from stones. We are strong and I belief we can go over it”.

The role of the Armenian Diaspora was mentioned as an important contribution to the country nowadays. One of the interviewers also stressed on the relevance of the cooperation with Russia. According to Arevik, a big problem in Armenia is corruption: “If there was no corruption, if politicians and managers from big companies were honest, thing would be different, we need honesty by ROMINA MARIAM ANI MANUELA

Expert on youth policies Musa Akgul (youth worker, trainer, the Vice-President of Youth Express Network) is sharing his opinion about how the youth policies are being made in Europe, what is missing and how youth policies can improve the actual situation. In the end he is also offering solutions to the existing problems.

Especial in this region too many people decided in the name of the young people – when they are being asked why they are doing the policies for the young people, they answer that they FEEL young and this is enough. There are initiatives but not in the “good color”.
..........................................................
suggest The solution would be to do a lot of structure dialogue, to bring the young people together with the policy makers – to learn once from the other. In this way also the policies makers should understand that the needs of the young from nowadays are different from the needs that they had when they were young. The policy makers should understand that is important to take into account the actual needs of the young people – and not only to listen to needs just to listen but to REALLY take into consideration. This can be a real solution”.

Expert Hajnalka Puskas (working on (un)employment of young people since 2005) from Hungary shared her opinion about young people and the labor market. She is presenting the situation nowadays and in the end of the article she is offering remedies for the actual cries.
T
“ here are many unemployed young people (Y.P.) all over Europe. Finding a (good) job is very difficult for Y.P. even since crises. The problem is coming from different contents. Firstly, look at the relation between education and
labor market. Education system is old-fashioned, created not for people in 21st century. Colleges and universities produce a lot of graduated people who can’t find a job because their profession is useless. The supply and demand is different on the labor market. Educa13

tion and social salary for unemployed people are very expensive for the society. In my opinion the time is now to make changes. Ask employers about their needs. Negotiations are needed between schools and companies, NGOs. There are good initiatives in Europe cooperation among different actors of labor market to make useful curricula, teach it and integrate graduated people into the labor market. E.g. Daimler-Benz (Mercedes) and schools developed new curricula in Hungary, which the factory needs. Learning by doing period of vocational schools and higher education should be increased soon.
there are different reachable resources for Y.P., not only the school. Many NGOs and other organizations have non-formal education programs and other services, where Y.P. can be well trained, prepared for finding a job. In the first step they have to know themselves, their values and weaknesses. Then they should develop the fields that need. Having information about labor market, writing a good CV, motivation letter are also basic steps. Pay attention for preparing for job interview, because the first impression is very important – employers` time is very expensive. If Y.P. have good profession, motivated, but can’t have a job without any working experience, I offer EVS (European Voluntary System) or Leonardo da Vinci Mobility Program. Many sending and hosting organizations help Y.P. to get work experience abroad – include practicing foreign language. In other case they can apply to local labor market programs which help them on integration.
The economical situation is changing fast, so we need flexible education system based on models. In this case people have to learn just some new modules for a new profession. In the other hand, Y.P. also has responsibility for their life. They should be flexible learning new things, moving to another place for a job and also need skills for finding and keeping their job. Maybe they need some help. Don’t forget that In my point of view we 14
Experts need new subjects for life in the formal education. There was a Hungarian-Serbian initiative: Carrier adviser curricula (labor market information, regulation and carrier orientation) made for teachers of secondary schools. It should be spread to other countries. One of my initiatives was teaching EU and financial studies in practical way (choose bank and open a bank account, etc.) at a Hungarian catholic grammar school. The idea was: complement traditional values with modern, real life studies.”

Do you know any nation the number of people who is living in abroad is more than the number of people who are living in the land of the country? Yes Armenia is the answer of this strange question. I made a really nice interview about Diaspora and problems of them, benefits to Armenia and where are they living‌ with Atom Mkhitaryan Head of department of Pan-Armenian programs in Ministry of Diaspora. in Iran and Georgia around 250.000 each , in Syria and Lebanon around 100.000 each, in Europe also number is really big. Total number of Armenians is around 10 million and around 7 million of them living in abroad of Armenia. Which kind of organisation they have in the countries that they live? There are more than 30.000 Armenian organisations all
over the world. These organisations are about culture, politics, church, being together, clubs‌ There are Pan-Armenian organisations, political parties, religion groups. For example, one of the biggest one is World Armenian Congress founded in Moscow with huge support of Diaspora. Another one is 105 years old Armenian General Benevolent Union based in New York, USA.

The state of Armenia organizes socalled “Motherland-Diaspora” conferences in four year to discuss the problems and the ways that we should go. More than 500 representatives of Diaspora organisations took part in the last conference organized in September 2011 in Yerevan. All the materials are available on the website of Mindiaspora. I’d like to highlight that one of the four working groups during the conference was “Youth issues” because the young people are the main actor in nowdays Armenia-Diaspora relations.

PREDOMINANCE CRISES I
n the last few years we hear a lot about the world economic crisis, public economics, general products, politics, social welfare, etc. but the real question is could we do anything about it before it really hits us?! I often ask myself is Europen Union with its institutions ready to demonstrate the capacity and strenght to improve things. What happened to solidarity, tollerance, and support from the neighbour; are we really that stuck to see only personal problems and live in fear of whether we have enough money to pay our debts. The wave that caught many
18
Who should take responsibility? countries of Europe lately, not to mention the situation of countries in transition, clearly shows that the biggest challenge of Europe today is the extremly high rate of unemployed people. It seems that all around the world people are suffering due to corruption and unconcious-
ness of politicians that use their power for self promotion. Take young people for example - they are the ones who will be responsible for our society tomorrow. When you start University you believe that after graduating you
...................................................... will have the opportunity to work in the field that you studied. In reality, many educated young people do not have this opportunity which results in melancholy, agression, poverty, lack of motivation to start a family, etc. It affects individuals, families, communities, society in general. It leads to migration of population, brain drain, opressions, mobing, work on the black market and violation of human rights. Is this the future we want for new generations? Definitely not!
People appear to be dreaming up strategies for combating this situation although gh it seems there ere is no solution right now and looking for answers even if they do not know what the questions are. They strive to develop a strong public economy and political-social formation while protests are lead by unsatisfied people all around the world for the purpose of a better future and respect for human rights and dignity. Is the wave of recent global disturbances the consequence of economical crisis entirely or is this crisis the result of our neglience towards each other and our inability to deal with unreadiness of political bodies that are to cooperate or make compromises? Somethimes the voice of the youth is silent but there is
still a strong belief in that society can be changed and that we can shape our reality for the better. A shift in collective conciousness is sometimes all is needed to realise what is happening to society. We should take a full responslibility and proactive approach in striving to make social changes. Change is possible in all of us, but the question is when we will start to using our common resources to overcome crisis that affects the citizens of Europe. Europe, are you ready for uniting young people and find remedies to our socialpolitical-economical crises? The time is NOW! by MILISAV MILINKOVIC 19

The funny thing is that nobody likes them. They interrupt our favorite TV show, they are suffocating our Facebook profiles and still we feel that there is nothing we can do about it. We receive the information they're sending us without even trying to understand the real message. The common aspect of the commercials is their bad influence on the audience – they advertise an unhealthy product, false statements or create a false need for the society. pon doing a research amongst children aged 9-10 about consuming the media, I've asked them if they've heard of a certain product (*Calgon). Not only had they heard about this product but they also knew the song from the commercial. This shows that from a young age products are planted deeply within our psyche. This example demonstrates how advertising is transforming society into one that is based on mass consumption that does not criticize the intentions of the businesses behind them. We've become slaves to the information regardless of its real value. And the tragedy is that we’re letting the advertisers and the media do the same thing to our children. People have to understand that the purpose of the commercial is not only to convince you to buy the product but to make you aware that the product exists. In your lifetime you may be in need of a certain product and so you will need to be aware of the products that are on the market. For this reason we will be exposed to advertising, but we need to be educated so that we are able to be critical of them and fight any kind of manipulation. This change in our society is necessary so that we can protect those who are more vulnerable and innocent. This fight begins within ourselves.

Who have a centuries-long experience of mobility? Roma people! Who have a communitybased life and strong family support (things we miss so crucially in our Western societies)?
Roma people! Who have highly appreciated so called “soft skills” or social skills such as: negotiation skills, improvisation skills, entertaining skills? Roma people! Who have creativity in arts and handicrafts? Roma people! Who have an accurate sense of initiative and entrepreneurship? Roma people! THE YOUTH MOTIVA I
n humanities motivation problem is a huge problem, which crosses such controversial topics as system of awards and penalties (sociology), needs, instincts and impulses (psychology), axiology, value system and even sense of life (philosophy). As well as the motivation problem the issue of youth in humanities is extremely important. For example, from the sociological point of view the youth is a “reanimating agent or mediator in social life (Mannheim). The very useful element which youth obtained is the fact that it is not included in status quo (the existing state of affairs) of social
order
completely. When youth come into social life of contemporary society it faces the chaos of antagonistic evaluations. The critical self-consciousness of contemporary youth reflects the chaos of our social life. In other words youth looks at the contemporary social problems like outside and therefore it can be the
source of different changes. The youth is a hidden, potential resource of every society. Very often the social structure determines if these resources will be mobilized and integrated. That is the essential value of youth nowadays. And that is the reason why the process of motivation of young people is impor-

TION ISSUE tant. Let focus our attention on axiological side of this problem. Axiology as a philosophical theory of values points on the fact that any kind of actions are based on certain range of values. Moreover we may assume that the essence of contemporary crises lays in the crisis of personal and social values, interests and aims. We can built an artificial conditions with help of which it is possible successfully regulate and motivate the behavior and actions of every member of society and young people, who are becoming the part of the society. It could be simply the system of awards and penalties. But it is not enough. Therefore the phenomenon of values should be scientifically analyzed in order to know what human actions and motivations are. It is advisable to analyze the phenomenon of values through nine perspectives: philosophical, logical, culturological, sociological, ethical, aesthetic, psychic, economic and theological.
1. Philosophical perspective admits to analyze how “soul-searching” (Fr. Nietzsche) is possible and show the significance of “ressentiment” (Max Scheler) for formation of values and motivations. 2. Logical dimension makes clear the ethical issues. Deontological logic (logic of norms) raises such questions as: is it possible to speak about good and evil, obligatory and illegal logically and consistent, or is it possible to be logical in moral questions. Are one evaluations and norms can be a reason for another one? The logic must answer these questions. Detection and systematization of specific logical laws, which include specificity of estimates and norms, should be examined in logical perspective. 3. Through culturological perspective opens a numerous scientific experience of typology and dynamics of culture and methods of its interpreta-
tion. This knowledge should be used as one of the fundaments of formation of such and such values and motivations. 4. Sociological perspective makes possible to “diagnose the present” (K. Mannheim), which is tied up with contemporary crises. Sociological dimension also helps to make more deep analysis of social value system. 5. The key notions for cotemporary ethics as justice, solidarity, responsibil31
ity and others should be examined on the basis of cotemporary discursive ethic (J. Habermas). 6. Aesthetic perspective examines the problem of aesthetic foundations of ethics. (E. Troeltsch) 7. Psychic perspective examines what kind of values and principles, aims and motivations support man in his everyday activity (V.E. Frankl). 8. Economic perspective makes possible to examine several notions like “labor’’, “power”, “authority” and find out the process of value relation towards them in contemporary society. 9. Theological (Christian) perspective offers a moral imperative, motivating people, which is based on the theo-pragmatic act of love (H. U. von Balthasar). This complex vision of values seems to be promising on the way of deeper understanding of essence of values and motivation issue. But this will be only a firs step in the process of analyzing motivation issue. The next step is to transfer the framework of value analysis to youth issue. Combining these two important issues let scientists not to explain the prob-
