Ekiswasgoingtoentertainusatthe CumberlandCountyCixicCenter. Col.Parkerstaskwasbizarre. WheneverTheKingwasbookedintoa hotelroom,Parker’svenprivate assignmentwastogotherefirstand coverallthewindowsofElvis’ssuite-to-

inccthe1600s.whenthefirst Europeanssailedintowhatwould somedaybecalledtheForeRiver, peoplehaverecognizedthevalue ofthisbeautifulnaturalharborknown todayasthePortofPortland.Fromthese shoressettlersfishedandcarriedgoodsto

Maine’sfastestgrowing citsandminedtoand fromCanadaandallof

portamajortrading centerdoingsomuch businessthataperma¬ nentambassadorfrom Britainwasestablished heretoregulateboom¬ ingtrade.

Attheendofthe EirstWorld War some industriesintheportbeganto seeadeclineasCanadadevelopedits ownports.Pishingstillthrived,thepas¬ sengertraderemainedstrong,andbv \\oddWarIIshipbuildingbecamea

harbor.I.ikemain-oilierseaportsafter thewar.cargovolumesbegantodecline

andbvthe1960smamofthefreighters thatonceunloadedcargoatPortland's piersdisappearedasgoodswerepacked intocontainersandminedthroughlarg¬ erseaportsfurthersouth.

Shipbuildinghadalsodisappeared,and Portlandbegantoseeadramaticdecline initswaterfront.Onkthefishingindustry remainedstrong,keepingthecity'secon¬ omytiedtoitsmaritimeroots.

Inthelate1970s.anewRenaissance begantodevelop.AEuropeanbusiness¬ manselectedPortlandasahomeport.

recreatingtheinternationalferryservice thathadbeenabsentfordecades.z\new pipelinetoCanadastartinginSouthPort¬ landjoinedtheraillinemovingcrudeoil torefineriesinQuebec.BathIronWorks establishedaship repairfacilityat theunusedMaine StatePier, employinghun¬ dredsofship¬ buildersin commercialand military-activities. Thecitvbeganto investinother waterfrontareas, andinthe20years thatfollowedcre¬ atedanewmunic¬ ipalpierforthe fishingcommunityfeaturingAmerica’s firstpublicdisplayfishauction.Property ownersbegantorebuildpiers,andthe fern'serviceservingtheislandswasgiven anewhomeandmodernterminal.The OldPortDistrict,longderelict,beganto reviveasrealestateinvestmentrevitalized thedowntownarea.

Andthentheinevitablehappened.The forcesofeconomicdevelopmentandthe risersoftheworkingwaterfrontcollided headoninabattleforthevaluablepropertvalongthewater’sedge.Condomini¬ umsbegantoreplacemarineindustries onberths,andvachLsdisplacedfishing boats.Thebattlebecameintense,finallv involvingtheentirecitvasresidentswere askedtogotothepollsanddecideon whetherthecitvshouldrestrictnon-maritimcdevelopmentonthewaterfront. Wlicnthesmokefinallvcleared,citv leadersweregivenamandateandrestric¬ tivezoningwasputinplace,providing protectionfortraditionalmarineindus¬ triesincludingcargoandfishing.Ilowcvcr,thatwasthenandthisisnow.

Inoveradecadesincethezoningwas putinplace,thewaterfrontofPortland has,tothesurpriseofsome,continuedto thrive.Portlandhandledthelargestnum¬ berofinternationalpassengersinNew Englandlastwar.over200,000oncruise shipsandtheN1/S ScotiaPrince.

Thefishingindustn.stillfacingrestric¬ tions.hasreboundedwiththelargest landingsseeninanumberofvears.Bulk andcontainercargocontinuetogrowto

thepointthattwowarsago.mosthdueto thepipelineinSouthPortland,thePort ofPortlandbecamethelargesl-tonnage portinNewEngland,handlingtriple Boston’stonnage.Theportcontinuesits traditionofprovidingcargotoCanada, nowintheformofoil,makingitthesec¬ ondlargestoilportontheU.S.East Coast.Itisestimatedthattheportindus¬ tryherehasaneconomicimpactof morethanhalfabilliondollarstothe Maineeconomy.

Inthemidstofallofthissuccess,how¬ ever,anolddebateisstartinganew: thevalueofwaterfrontpropertvandits highestandbestuse.Eastwar.Bath IronWorks,whohadleasedaprime pieceofwaterfrontpropertyfromthecitv, decidedtoundergoasignificantexpan¬ sionatitsmainfacilityinBath.Tliev advisedthecitytlievwouldnotberenew¬ ingtheirlease,whichdelightedPort¬ landerswhohadsomeotherideas.Mam sawthepropertvastheperfectplaceto buildanewcruiseshipterminalto accommodatethecitv’sgrowingbusiness, whichhadtripledinrecentwars.Tliev alsosawtheopportunitvtocombine thoseoperationswiththoseoftheinterna¬

tionallerrv,freeinguplandonanother partofthewaterfrontlorcargoexpansion. Italsoprovidedanopporlunitvforthediv toexpandtheislandlerrvterminalthat wasbuilttohandlestlO.OOt)passengers aniitiallvbutwasnowhandlingovera million.

Sowiththatinmind,thecilvwentto theStateofMaineandaskedtobe includedinastatewidetransportation bondbill.Asaresultofoverwhelming passagebvthecitizensolthestale.Port¬ landwasgivenaninitialallocationol SIsTmillion,which,combinedwithcilv funds,wasenoughtostartPhaseIolthe twenty-warproject.

"Notsolast,"cametheervIron,those whofinallvrealizedthatthecilvmight buildsomethingthevhadplannedfor severalwarsvvitlisignificantpublic involvement.

Ihistimethequestiondidnotrevolve aroundrebuildingderelictpropertiesbut ratherreusingaprimepieceofwaterfront realestatezonedformarineusewhich hadthepotentialtobeusedfornew waterfrontdevelopment.Mainsawthe site,withstunningvistasofCascoBav,as apossiblekevstoneofnewpublicactivity.
