City Budget Update by Jennifer Yocom, Community Relations Manager, Portland Parks & Recreation As you may know, the City of Portland is facing a $25 million deficit for fiscal year 2013-14. Several factors have impacted this deficit including the Multnomah County Library District, the recent Department of Justice settlement, and budget notes from the FY 2012-13 Possible Adopted Budget. With that, 10% reduction the Mayor and City Council FY 2013-14 have asked all City bureaus, including Parks, to develop a budget based on 90% of their current budget (the Current Appropriation Level). That means Portland Parks & Recreation (PP&R) faces up to a 10% cut in programs and services. While we don’t know what PP&R’s final budget will be at this point, it is possible that certain programs will be changed, reduced or eliminated, or fees will increase to help cover costs. Follow the process at www.portlandoregon.gov/ parks/budget, and find out more about community budget forums where you can testify at www. portlandoregon.gov/cbo. The City’s final budget should be adopted in June and implemented on July 1, 2013, the first day of the new fiscal year. The work of PP&R—its parks, natural areas, community centers, and programming—daily and directly affect the lives of Portland residents. Follow what’s happening and consider attending and testifying at public meetings about the issues important to you.

Programs-At-A-Glance: Check your local pool schedule for program availability & times. SWIM LESSONS Swim lessons for all ages and skill levels are available for preschoolers (3-5yrs), youth (6yrs & up), and adults. Children under the age of three can take lessons with their parent(s) in our parent/child (Angelfish & Starfish) classes. Everyone should learn to swim to become “Water Smart” – swimming is a skill that lasts a lifetime.

SEMI-PRIvATE AND PRIvATE SWIM LESSONS Besides our regular group lessons, we offer semi-private (one instructor per three students) and private (one instructor to one student) swim lessons. This is a great option for students that need a smaller instructor/student ratio. Check with your local pool for more information.

PARENT / PRESCHOOL SWIM Come on in! Enjoy the pool with a younger crowd. Children must be 6 years and under. Parent or guardian must accompany children in the water. Splash, kick and swim! Life jackets are available for non-swimmers.

LAP SWIM For those of all skills and abilities who wish to swim laps to improve or maintain fitness and health. Great for cardiorespiratory fitness. Swim at your own pace or enjoy camaraderie of working-out with others. Check your local pool schedule for Lap Swim times.

WATER FITNESS CLASSES

Swimming and diving areas are open to all ages. Non-swimmers and children under 48 inches tall must be supervised in the water by an adult swimmer. Check your local pool schedule for Open Play Swim times.

Exercise in the water and experience the benefits. We offer a variety of water fitness classes, six days per week. See page 10 or check your local pool schedule for class offerings and times.

Recreational swim for parents and children. Enjoy the shallow water, play mats, innertubes, water basketball and more. Children 17 years and younger must be accompanied in water by parent or guardian. Single adults are welcome. Check your local pool schedule for Family Play Swim times.

For the non-swimmer who can put their face (including eyes) in the water and blow bubbles for 5 seconds.

Otter

Must be comfortable in water and able to front glide with kick (steamboat) 5 feet unassisted.

Seal

Must be able to crawl stroke without breathing for 20 feet and kick on back for 20 feet unassisted.

YOUTH/ADULT LESSONS age: 6 and older Penguin

For the non-swimmer. Provides water adjustment activities, front and back floats and glides, kickboard skills.

Otter

Must be comfortable in water, able to front glide with kick (steamboat) 10 feet unassisted.

Seal

Must be able to crawl stroke without breathing for 30 feet, and kick on back for 30 feet unassisted.

Polar Bear Must be able to crawl stroke with breathing for 30 feet, backcrawl for 30 feet. Sea Lion

Must be able to crawl stroke with breathing for 50 feet and back crawl for 50 feet.

Piranha

Optional level, may be taken any time after completion of Sea Lion. Works on turns, competitive strokes, starts, drills & endurance.

Dolphin

Must be able to swim 25 yards crawl stroke, backcrawl and elementary backstroke. Knowledge of breaststroke.

Park Shark Must be able to swim 50 yards crawl stroke, backcrawl, elementary backcrawl and breaststroke. Park

Shark II

Must be able to swim 50 yards of breaststroke, backcrawl, sidestroke and front crawl with good technique. Must execute a pike or tuck surface dive to 8 feet, swim underwater 20 feet, surface and tread water for 5 minutes.

ADULT LESSONS

For Beginner and Intermediate swimmers.

Parent/Child Classes (Angelfish/Starfish) For children 6 months to 3 years. Works with parent and child on water adjustment and water safety skills. Both parents may come with one child. Classes offered during all sessions. For more information call 503-823-5130.

Semi-Private Lessons

Adult Lessons

Classes for the beginning swimmer as well as the intermediate swimmer are offered at selected pools throughout the fall. For more information, call your local pool.

Scholarships Portland Parks and Recreation wants every child to have an opportunity to participate in our recreation programs, especially swim lessons. The City of Portland residents, regardless of age, who require financial assistance, can apply for partial scholarships. Contact your local pool for details and forms or call 503-823-5130. This is a drop-in class at East Portland and Sellwood pools only.

CURRenT CHannel WalK / RUn Walk or run against the Current Channel at East Portland, Mt. Scott, or Wilson pool for an excellent cardiovascular workout. AQUATIC CERTIFICATION Classes Lifeguard Certification

For lifeguard candidates without a current Ellis & Associates lifeguard certification. Students successfully completing the course receive first aid, CPR, and Ellis and Associates Lifeguard certifications. This course is only for lifeguard candidates who will be applying to work at an Ellis & Associates client facility. Prerequisites: Must be able to swim 200 yards, recover a brick at 9 feet, and tread water with arms up for 2 minutes. Must be age 15 or older by first day of class. Bring to Class: Swim suit, towel, paper, pencil, notebook, food, water, warm clothes, and verification of age. Lifeguard Review

For lifeguards with current E&A lifeguard certification. First Aid, CPR, and lifeguard skills are reviewed and audited; includes an update on any policy revisions. Classes are held at EPCC Pool unless otherwise noted. This course is only for lifeguards who have worked for Portland Parks & Recreation in the last year. enjoy our swim pools! For the safety of your group, counselors and supervisors must be in the water supervising the children at all times. Please follow the group ratios below: • 1 adult per 3 children ages 5 years old and under. • 1 adult per 4 children of mixed ages, over 6 years old and under 6 years old. • 1 adult per 10 children ages 6 and older. All counselors must sign in at the front desk and be within sight and sound of every child for your entire visit. Lifejackets are available for all non- swimmers.

• During Family Swims, a 1:3 ratio is

required regardless of height or ability. Swimmers of mixed heights require a 1:4 ratio.

• Pool rental participants must have adults in the water supervising nonswimmers and all children under 48”.

The use of cameras, video recording devices and equipment with digital photography capability is strictly prohibited in locker rooms and public restroom facilities. INCLUSION SERvICES FOR PEOPLE WITH SPECIAL NEEDS Within the Americans with Disability Act (ADA) of 1990, Portland Parks & Recreation (PP&R) provides accommodations to individuals with disabilities/special needs, so that they may receive an equal opportunity to participate in programs offered citywide.

How it Works 1. Choose the activity you would like to participate in, and then the PP&R site where the activity is being offered. 2. Register for the activity. You can do this in person at a PP&R site, or on-line at www.PortlandParks.org. When registering, let the person know that you will need accommodations in order to participate in the activity (online, check the box.) 3. Once registered, please contact Inclusion Services at 503-823-4328. If this is your first accommodation through Inclusion Services you will need to do a phone intake with a staff member. At the end of the phone intake, it will be determined whether an assistant will be needed on the first day of the activity to provide on-site support. Future assistance will be provided based on need. The inclusion staff will work with the instructor on how to support you and your individual needs.

Important Details A general program may be adapted using auxiliary aids and services, but the basic structure of the program remains the same. Accommodations are made as needed, and can be flexible and creative. Participants need to register for activities that are intended for their birth age. Personal care is provided for activities in the pre-school and youth category, up through age 12. If you have questions about Inclusion Services, please call 503-823-4328 V/TTY. Resident / Non-Residents / definitions:

Notice Of Non-Discrimination: PP&R programs

A resident is: • anyone who occupies a permanent residence inside the city limits of Portland, which includes the Portland Public, Parkrose, and David Douglas School Districts. • any child living within the school boundaries of the Reynolds and Centennial School Districts who is attending a SUN Community School. Through a partnership between the City and County, a child attending a SUN Community School is eligible to register for programs at any SUN Community School location without paying a non-resident fee. Anyone else is considered a non-resident (NR) and will be assessed a NR fee. NR fees do not apply to drop-in activities. Non-residents who wish to register for PP&R activities may choose one of these options: • pay the additional 30% non-resident fee. • purchase resident status as either an individual or family for a period of three, six, nine, or twelve months from the date of purchase. Inquire about this option at time of registration. Non-resident passes are not refundable. Passes are activated at the date of purchase. Non-resident Pass prices: 3 Month Pass: Individual - $25 Family - $50 6 Month Pass: Individual - $45 Family - $90 9 Month Pass: Individual - $65 Family - $130 One Year Pass: Individual - $85 Family - $170 A family denotes a couple (married or domestic) or a single parent and their legal dependants living in the same residence. Note: As part of the FY 2013-14 budget PP&R will be updating its non-resident fee policy to better ensure that non-residents are paying fees equivalent to what City of Portland residents are paying through fees and taxes. The specific changes are not known at the time of this printing. Any changes to non-resident fees are expected to become effective for customers that register after June 30, 2013.

Scholarships: City of Portland residents, regardless of age, who require financial assistance may apply for partial scholarships. Contact individual centers for information.

Inclement Weather: If the City of Portland public school districts (Portland Public, Parkrose, David Douglas, Reynolds, and Centennial) are closed because of weather conditions, PP&R classes and youth basketball in those school districts are cancelled. However, some sites may be open for drop-in activities. Call the specific PP&R facility for information and opening/closing times. If inclement weather is forecast on weekends or holidays, call the PP&R facility or program for operating hours and activity cancellations.

Withdrawal & Refunds: Please notify us at least three business (Monday-Friday) days, unless otherwise specified, before the start of your program so that we can refund or credit your account for the registration fee. Pre-paid materials & admission tickets cannot be refunded. Participants needing to withdraw after the program has begun are offered a prorated credit or refund based upon when the request is made.
