City Budget Update by Jennifer Yocom, Community Relations Manager, Portland Parks & Recreation As you may know, the City of Portland is facing a Possible $25 million deficit for 10% reduction fiscal year 2013-14. FY 2013-14 Several factors have impacted this deficit including the Multnomah County Library District, the recent Department of Justice settlement, and budget notes from the FY 2012-13 Adopted Budget. With that, the Mayor and City Council have asked all City bureaus, including Parks, to develop a budget based on 90% of their current budget (the Current Appropriation Level). That means Portland Parks & Recreation (PP&R) faces up to a 10% cut in programs and services. While we don’t know what PP&R’s final budget will be at this point, it is possible that certain programs will be changed, reduced or eliminated, or fees will increase to help cover costs. Follow the process at www. portlandoregon.gov/parks/budget, and find out more about community budget forums where you can testify at www. portlandoregon.gov/cbo. The City’s final budget should be adopted in June and implemented on July 1, 2013, the first day of the new fiscal year. The work of PP&R—its parks, natural areas, community centers, and programming—daily and directly affect the lives of Portland residents. Follow what’s happening and consider attending and testifying at public meetings about the issues important to you.

Biking is Back is made available by a grant/partnership with the Bureau of Transportation and Portland Parks & Recreation. Biking Is Back

Take a slow-paced, enjoyable & social ride on Portland’s paved car-free roads. Comfortable & stable threewheeled bicycles will be ready & waiting. Helmets provided; please bring water. Prerequisite: For all rides you must be able to comfortably get on & off a bike several times for proper bike adjustment & have the ability to push a bike uphill if you are unable to ride a section of the trail. Location: Meet at Portland Parks & Recreation’s maintenance yard, 5669 SE 136th. Located between Foster & Harold, on the west side of the street, 1/4 block from the entrance to the Spring- water Trail. Park at the yard inside the first set of gates. Restrooms available. Biking Orientation & Ride

Fitting the bike is essential to having a successful, enjoyable ride. Find out where the seat, backrest & handlebars best suit you. Learn how & when to effectively use hand gears, enabling you to conserve energy & ride longer. Discover the use of hand breaks & their importance on hill & corners. Portland Parks & Recreation HIKING INFORMATION The Senior Recreation hiking program is a progressive 3-level program, starting with the Metro Movers who walk the metropolitan area. As individuals gain strength & endurance they may choose to qualify & move on to longer & more difficult hikes out of the city with Hike for Health & Wilderness Hikes.

Walking & Hiking Orientation

Transportation Metro Movers are responsible for their own transportation & meet at the designated parking place. A detailed description of the meeting place will be mailed with the confirmation receipt. Hike for Health & Wilderness Hikes meet at NE 82nd & Siskiyou. Please arrive 15 minutes before departure time. Park facing 82nd Ave.

Senior Strolls Program

FREE!!

Easy, pleasant, neighborhood walks. The health benefits are numerous, including reduced risk of heart disease, stroke, diabetes & obesity. Walking with a group provides the added benefits of a valuable support network. There will be 2 strolls each week! Tuesday strolls are slower paced, while Wednesday strolls move slightly faster. Strolls showcase Portland’s great neighborhoods & are offered weekly beginning May 14 through early October. Strolls begin at 10:00 am at a location along TriMet routes. Enjoy the natural beauty within the city & nearby. Prerequisite: Must be able to walk a 20-minute mile (on uneven surfaces) without shortness of breath. Please sign up for walks that you are confident you can complete. Requirement: The group stays together & no participant walks in front of the leader or falls behind the sweep. To advance to Hike for Health, you must go on the Hike for Health Qualifier or a moderate Metro Mover. A detailed description of the meeting locations will be mailed with your confirmation. A resident is: • anyone who occupies a permanent residence inside the city limits of Portland, which includes the Portland Public, Parkrose & David Douglas School Districts.

Anyone else is considered a non-resident (NR) and will be assessed a NR fee. NR fees do not apply to drop-in activities. Non-residents who wish to register for PP&R activities may choose one of these options: • pay the additional 30% non-resident fee. • purchase resident status as either an individual or family for a period of three, six, nine or twelve months from the date of purchase. Inquire about this option at time of registration. Non-resident passes are not refundable. Passes are activated at the date of purchase. Non-resident Pass prices: 3 Month Pass: Individual - $25, Family - $50 6 Month Pass: Individual - $45, Family - $90 9 Month Pass: Individual - $65, Family - $130 One Year Pass: Individual - $85, Family - $170 A family denotes a couple (married or domestic) or a single parent and their legal dependants living in the same residence. Note: As part of the FY 2013-14 budget PP&R will be updating its non-resident fee policy to better ensure that non-residents are paying fees equivalent to what City of Portland residents are paying through fees and taxes. The specific changes are not known at the time of this printing. Any changes to non-resident fees are expected to become effective for customers that register after June 30, 2013.

INCLUSION SERVICES FOR PEOPLE WITH SPECIAL NEEDS Within the Americans with Disability Act (ADA) of 1990, Portland Parks & Recreation (PP&R) provides accommodations to individuals with disabilities/special needs, so that they may receive an equal opportunity to participate in programs offered citywide. How it Works 1. Choose the activity you would like to participate in, and then the PP&R site where the activity is being offered. 2. Register for the activity. You can do this in person at a PP&R site, or on-line at www.PortlandParks.org. When registering, let the person know that you will need accommodations in order to participate in the activity (online, check the box.) 3. Once registered, please contact Inclusion Services at 503-823-4328. If this is your first accommodation through Inclusion Services you will need to do a phone intake with a staff member. At the end of the phone intake, it will be determined whether an assistant will be needed on the first day of the activity to provide on-site support. Future assistance will be provided based on need. The inclusion staff will work with the instructor on how to support you and your individual needs.
