The Beach House Project is moving along, and it’s nice to see the progress every week. Three individual permits were required for the Beach House project - all falling within one master project - but in order to open the pool, bath house and kiddie pool first, the master project has to be done in two phases. The Pools and Bath House are in phase one, and the Beach House is in phase two. You may remember that, as part of the value engineering, we moved the pool equipment from a stand-alone building to underneath the restrooms in the new Beach House. Obviously, we will need to have at least the first floor of the Beach House framed to cover the equipment, as well as the electrical service to power the pool equipment. The contractor and staff are working hard to have the pool ready to open for Memorial Day weekend, but this can happen only after we get the final inspection and approval from the Town of Hilton Head Island and Department of Health and Environmental Control (DHEC). We will keep you informed as we approach the critical dates. While we are still early in the project, we are on budget. We promised that the project could be done with the combination of funds from the Beach House assessment, the insurance payment from hurricane damage to the pool restrooms and pump room, money from the Asset Replacement Fund that was designated for repairing and replacing components of the old Beach House in 2018 (which is no longer there), and some of the excess revenue from 2017. Funding is still going to be needed for Beach House furniture and the final touches on the landscaping. Carl Nelson has agreed to chair a committee of landowners to identify ways to raise some of these funds. Some possibilities include naming opportunities, engraved bricks, plaques, etc. The Beach House Project will be a major focal point of our community. PR Landscape Maintenance We have determined that we need to make a change in the landscape contractor in order to have the level of service appropriate for our community. Our new Director of Maintenance, Scott Kunkle, spent most of his first month with us reviewing the Landscape Agreement and monitoring the performance of our current contractor. Scott identified a number of areas of concern and has been working to improve the situation. We have reviewed options to move forward, which include: ●

Awarding a contract to another landscape company. Requests for Information (RFI’s) were sent to six landscape vendors, and we received pricing from four vendors.

Reverting to in-house landscaping. This would provide better control of staff and project management, but there are serious concerns with the ability to find appropriate staff in the current labor market. Most companies are finding it very difficult to fill entry-level labor jobs.

Utilizing a combination of in-house staff and contractors to strike a balance between control and cost. Services that could be contracted include twice annual pine straw, weekly yard debris disposal, and fertilizer and weed control.

Staff presented the three options to the Board at the March meeting for review and discussion. The Board found the in-house option appealing, but the cost and timing were not feasible right now. The Board suggested that staff work with a vendor for a one-year agreement to evaluate their performance before approving a longer contract. Staff is evaluating the possibility of a combination of services and contractors to determine the best direction moving forward. The transition of services is expected to take place over the next 30 days. Accounting As previously reported, the Board approved an accounting change in January to bring everything back in-house. The staff has been working with the new community industry software and the current accounting provider to make the transition. We are in the final stages of the transition and converting existing accounting data. Please direct all financial questions regarding your account to Caitlin Lee, Operations Manager.

Welcome Sheree! Sheree Small has joined Port Royal as Office Administrator/Bookkeeper. She moved to Bluffton, SC from Boca Raton, FL in July 2012. She earned a BBA in Finance from Florida Atlantic University. Previously she worked at Boca West Country Club as a Cost Control Analyst and at Berkeley Hall Club as an Accounts Receivable/Income Audit Specialist. Sheree is looking forward to meeting and getting to know the Landowners of Port Royal. During her leisure time, she enjoys traveling and visiting historic sites. Page 4

Radar/Speed Sign Our new radar/speed sign has become a fixture in Port Royal, and the data collected is very informative. Our reports show the total number of vehicles, violations, maximum speed, minimum speed, and an overall average speed. The electronic sign helps us pinpoint specific locations where our staff can be the most effective in speed enforcement. Sometimes just our presence is enough to encourage individuals to slow down. We have seen speeds topping out at 81 mph on South Port Royal and 58 mph on Ft. Walker! Below are the areas where we have placed the sign and have focused enforcement: ● The S-Curve on Coggins Point Road ● The area near 114 Coggins Point Road ● Between the cart crossing and Audubon Place on Scarborough Head ● At the Intersection of South Port Royal Dr and Resolute Place ● Ft. Walker Drive just pass Oak Creek Dr.

For your safety we have increased our traffic enforcement. In 2017, we wrote a total of 95 citations for the whole year. As of March 26, 2018, we have written 89 moving vehicle citations in the community, of which 73 were for speeding. The citations we issue are private citations. They follow the fine schedule posted in the Port Royal Rules and Procedures. Please stay safe and slow down.

Alligator Safety Here are a few safety tips from the Savannah River Ecology Laboratory Herpetology Program: ● Never disturb an alligator nest or attempt to play with small gators. Alligators are most likely to attack during breeding and nesting season, which in South Carolina occurs between March and July. ● Keep pets and small children away from alligators and ponds. Small dogs resemble natural prey to alligators, making them prone to attack. Don’t walk your dog along the water’s edge or let them drink from or get into the water because alligators maybe present. ● Never corner an alligator. Alligators will most likely retreat into the water when approached near a water source. However, an alligator will not flee when surrounded by dry land; it will stand its ground.

Spring Lawn Care Spring lawn care is much less time intensive than fall lawn care. If you prepared your lawn properly in the late fall, there should be very little for you to do once the weather begins to get warm again. The most important part of spring lawn care is to make sure that the lawn has plenty of opportunity to gently come back to life during the early spring months. If you do it right, the sun and soil will do most of the work for you. It can be tempting to get out the lawn tools and attack your yard just as soon as it is warm enough to go outside without a coat on. Be patient, though, and let your lawn wake itself up gradually. If you spend too much time on your lawn before it is fully green, you run the risk of compacting the grass or killing new shoots before they have a chance to mature. Wait until your lawn has turned mostly green before you begin mowing or aerating in the spring. Raking your lawn is probably how you finished working in the yard late last fall. In the spring it is a good idea to begin everything with that same rake. Give your yard a thorough, deep raking before you begin to mow or treat the grass. Raking allows you to pull up any thatch that may have accumulated over the winter when the grass was less springy. It also gives you a chance to find any dead spots or compacted areas that need special attention. When a lawn becomes compacted, you need to use an aerator to loosen the soil and allow the grass to grow more easily once more. If you know that your lawn is prone to weeds, early spring can be a good time to apply herbicides to prevent the weeds from developing. It is much easier to get rid of persistent weeds before they have a chance to form than to deal with them once they have fully matured. Getting rid of weeds is another aspect of lawn care that is most effective if it is done in the fall. (from lawncare.org)

PR The Arboretum Progress…although appearing to be slow…is really being made toward restoration of the Arboretum. Throughout the next few weeks you will see crews completing the cleanup of debris and damage caused by the massive Matthew destruction. Then there will be a period of wait and watch as the natural rebirth of the land begins, and a full restoration plan is developed, budgeted, and approved.

Outside Arboretum expert resources will be hired by The Friends to help create both a short and long term restoration strategy so that a multiyear plan and budget can be presented to the Board to be a part of the annual budget. The fee for the expert will be paid from existing funds that are being held by Administration from previous donations. Potential resources have been contacted, and proposals will be submitted soon.

The Friends of the Arboretum is now officially reformed and recognized by the Association Board and Administration. The Friends is a Landowner organization which will provide advice, assistance, and influence to the steps necessary to restore the Arboretum and re-establish it as a significant community amenity. A draft is being developed to create a mission statement with goals, objectives, and actions to provide a roadmap for the future.

It will all take some time. The original arboretum was developed within an existing natural wooded environment. After Matthew that is no longer the case. We are essentially going to rebuild this from the ground up, but it won’t happen overnight. There will be times when it won’t look pretty, but nature will be doing its job, and the PR Maintenance Staff along with the help of The Friends will be doing theirs. Patience is required, but the Arboretum will come back. If you would like to participate as a Friend, contact Tammie Blank at tamsen@att.net

Fish Haul Farm Opportunities to grow your own fresh vegetables and salad The first meeting of the Fish Haul Farmers took place on March 20, with 14 members present. Topics discussed included planning for 2 cleanup work days on April 21 and April 25, as well as setting dates for meetings in June, September and December. Currently all but three of the plots are being cultivated, so there are opportunities for anyone wanting to try their hand at growing their own salad and veg. We have a wide range of experience and expertise within the Fish Haul Farmers, who are willing to give advice on what grows well in this region. In addition, Clemson University has tremendous literature for home gardening available on their website: http://www.clemson.edu/extension/hgic/ If you have an interest in gardening, you should consider renting a plot at our Community Garden – Fish Haul Farm. I frequently get calls or have residents stop by to ask if they need a PAB permit for certain maintenance items. Most homes occasionally need routine maintenance performed for upkeep. Most of the time, property owners ask if they need a permit to replace some rotten siding, trim or shutters. Some people call to say their skylight is leaking, or windows are fogged or leaking or we get calls about a service yard fence that needs repairs or replacement for various reasons. These things can be expected, particularly in older homes, or homes that are on the water. The answer is “no, you don’t need to go through an approval process or need a permit.” It’s just routine maintenance. If you do decide to make exterior changes to your home while performing the maintenance, we need to know what is being changed. Then we can better determine if you need approval and a permit. In any case, don’t hesitate to give me, Jan ,a call in my office at (843) 681-5114 x103 if you aren’t sure what you need to do.


PR March Gladness Party! Janice Kehrli A big thank you to all our Port Royal guests who helped make the March Gladness Dinner Dance on Saturday, March 24th a roaring success! We started the evening at the Palmetto Hall Golf Club with a Happy Hour on the lovely covered porch, set up with outdoor seating and a warm and toasty gas fire pit. We then moved inside for a mouth-watering dinner of pulled pork, BBQ chicken, roasted potatoes, coleslaw and bourbon baked beans, along with assorted rolls and cornbread. A very tasty meal! During dinner we listened to the soft music of our favorite Chilly Willy Band. After dinner, we all kicked it up a notch, dancing to the livelier side of the Band! Thank you to our own Port Royal resident David Carroll, and the very talented Chilly Willy Band. A delicious dessert buffet was provided by the Whippersnapper committee, including cupcakes, brownies, cookies, mini cheesecakes and assorted mini pastries. Thank you to Palmetto Hall for their assistance in making our event a success, with a delicious dinner, lovely table settings with magnolia wreath centerpieces and coordinated linens, and a very accommodating and attentive staff. No detail was missed. And finally a huge thank you to the Whippersnappers for making this successful event happen: Fran and Robin Baselice, Cliff and Mary Kenneck, Joe and Pat Parker, Ed and Nan Stafford, Richard and Jeane Singer, Jim Hackett and Martha Lake, and of course my husband John. Stay tuned for future Whippersnapper events!
