PRESIDENT’S CORNER Doug Bolton, Board President
Fiber Optic Cable Upgrade Coming to Port Royal For my message this month I have asked Lance to share some news about the upcoming fiber optic cable installation in PRP. Using today’s technology has increased the need for better data handling in communities. To accomplish this in Port Royal, Hargray is working on a significant utility line upgrade by installing fiber optic cable within our road right of way easements. Board member Roger Briney and I, along with other PRP staff members, met with Hargray officials to review their process for upgrading the underground service lines throughout the Plantation. There are no requirements for our Landowners to switch telephone, internet, and TV service providers as part of this upgrade. Landowners will have the same choices for service providers that they currently have. The upgrade does involve a major installation process that will require patience and understanding from Landowners throughout the construction phase. The installation of the main line will be done by directional boring within the road right of way. This property, which is owned by the Association, is the area between your property line and the edge of asphalt, which ranges from 10 to 20+ feet, depending on the road. The process of boring forces a conduit line underground from one point to another without having to dig an open trench. At each junction point, a ground level box may be installed near existing utilities to provide services drops to current and/or future Hargray customers. While there are many benefits to directional boring, there are some challenges. As lines are being bored, there are high probabilities that other utilities may be affected, including water and sewer lines, electrical and other communication lines. Other local communities who have received this upgrade have had challenges with utility service disruption. Over the next few months there will be flags and paint along the road right of ways marking existing utilities to help with the precision of the directional boring, but this is not a perfect process, and disruption in other services is not uncommon. The marking paint will wear off within 30 days, and the contractors are required to restore the property to the original condition following completion of the installation. The installation of fiber is a communication benefit and will provide Landowners with another high-speed data option. In today’s world of technology, there are more and more devices that use data, including computers, wireless printers, cell phones, tablets, televisions, TV streaming devices (Ruko, Apple TV, etc.), home assistance devices (Google Home and Alexa), refrigerators, home security/cameras, lighting control devices, thermostats, etc. The upgrade to fiber will help our current residents and the future market value of Port Royal. More and more companies are offering alternative work options for employees to work away from a centralized office, and this creates demand for high-speed internet options. The first areas to be impacted include Fort Walker Drive and the secondary intersection roads off Ft. Walker Drive. Starting on February 5th, the crews will begin directional boring from the intersection at Oak Creek and Ft. Walker, moving towards Coggins Point Drive. Once additional segments are marked, the boring crews will follow behind in a few days. Additional information will be sent via e-blast as it becomes available.

STORMWATER DRAINAGE As we reported in a recent eblast, the staff has been reviewing a revised stormwater drainage agreement proposed by the Town of Hilton Head Island. There has been some confusion as to the proposed changes over costs being pushed back to the gated communities. It is important to understand the purpose and intent of the agreement. 1. The Association, according to our Covenants, is responsible for drainage within our community. 2. You as Landowners pay a stormwater tax to the Town annually, as does everyone else in the Town, to manage the stormwater on the Island. 3. Since the Town collects the tax (and not the Association) the Association has had an agreement with the Town since 2008 to manage stormwater within our community. 4. Over the past three years, the stormwater tax dollars have funded many projects within Port Royal that have not been an expense to the Association, including the recent cleaning of the main channel, the cleaning of the drainage channel on Ft. Walker, a new pipe at the pond on Ft. Walker, emergency repairs on Oak Creek, the road washout after Matthew on Ft. Walker, and select pipe cleaning. 5. Under the new agreement, all of the above projects would still have been covered by the Town. 6. The Association staff is working with the Town staff to clarify some changes that would push some of their costs for other projects to the Association. The new proposal for costs to be covered by the Association include the maintenance and clearing for access to the drainage easement; minor or nuisance flooding that does not adversely affect the flow of water; drainage areas which may not be accessible due to a structure, lagoon or channel bank erosion that does not negatively impact the flow of water; and addition of new control devices or improvements. Your Association staff has a good working relationship with the Town staff, and we are working together to manage the stormwater within our community. After our most recent meeting with the Town staff, and pending some possible adjustments to the agreement, the overall cost impact to the Association could be minor. There is still work to be done, but we are continuing dialog and discussion. We will keep you posted.

Your Amenity Card is Important! For Security purposes, the Association has installed an access control system that allows Landowners to enjoy the amenities within the community. Your Landowner amenity card is important to have when enjoying the pool or beach house and when exiting the community while biking or walking. Amenity cards can now be used to access the Community Room and Screened Porch. • There are gates located on each entrance to the pool. •
At the Beach House two doors provide access to the community room, restrooms, and water fountain. The door facing the pool near the steps to the handicap ramp and the screened porch door closest to the pool both have amenity card readers.

The new bike gate on the leisure path has an amenity card reader (on the side of the post) for access from both sides of the gate.
To avoid access issues at any of these locations, please remember the importance of your amenity card. If you have problems with your amenity card, please stop at the Pass Office or contact Rob Wilkinson, security@portroyalplantation.net. A replacement amenity card is $15.00.
Beach House Storage Lockers Storage lockers under the beach house will be available before summer for landowners to store beach chairs, carts, umbrellas, etc. Fees have not been finalized but will be under $200 per year. We are developing a rental agreement and will announce the pricing by late February. Space has been allocated for 100 lockers, each of which is 36” wide, 48” deep and 45” high. In preparation for ordering the lockers we need to know how many Landowners are interested in renting them. If you would like to rent a locker, please fill out the tentative rental reservation form provided and submit it to the Administration Office no later than March 25, 2019. If the demand exceeds the number of lockers available, all Landowners who submitted these forms will be entered into a lottery drawing. If you decide not to rent after the final pricing and rental agreement are announced, please notify the office so we may delete your reservation, and also remove you from the lottery if that becomes necessary. SECURITY REPORT Rob Wilkinson, Director of Security
Lights, Camera, Action! The Port Royal Security Department uses a variety of methods to protect our Landowners and the Port Royal Plantation community. One of the most useful tools we have is our camera system. This allows video surveillance at our Administration Building, the Bath House, the Beach House, and our Gatehouse. In addition to a call recording system, the Gatehouse is equipped to record both audio and video. License plate readers are also located at the gate. On rare occasions, outside agencies have even used our camera system to obtain information related to incidents that occurred outside of the Port Royal Plantation community. We use both the camera system and the call recording system to monitor and improve our customer service. The system is also helpful for training members of the Security team. The protection of our community and its assets is our primary goal. The camera system is a vital tool in helping us to accomplish that goal.
Planning Study Task Force Seeks Applicants Marshall Fletcher- Board of Directors It is critical that we, as Landowners, periodically assess the present state and future needs of our Plantation. Our last Landowner survey was performed in 2010. The Board of Directors has approved the formation of a task force to conduct a current unbiased survey to obtain insight from Landowners about satisfaction with current facilities and services provided, as well as input regarding future needs and improvements in our Plantation. The Task Force will also update the demographic information for our community. The six-member Task Force will include two members from the Board of Directors and four Landowners to represent the community. The General Manager will work closely with the Task Force. The Task Force will meet weekly during the initial phase, and as needed through the completion of the Landowner survey process and presentation of findings to the Board of Directors. Applicants should have experience working with volunteer teams and a commitment to transparent operations to foster input from Landowners. Applications are available online* or through the Administration Office and must be submitted no later than February 15. The scope of the Task Force will include: �� Meetings with all PRP Landowner clubs and organizations �� At least three Public Forums allowing Landowners to participate in person or via video conference �� Developing and providing an unbiased survey to obtain input from Landowners regarding PR facilities, services and future needs. �� Analysis of survey results and presentation to the Board of Directors �� Presentation of the findings and recommendations to Landowners *Please CLICK HERE to fill out the application online. OUTDOOR LIGHTING GUIDELINES From time to time, we get Landowner complaints about their neighbor’s outdoor lighting shining in their windows at night. We do allow outdoor lighting, but please be certain to follow the PAB Guidelines (Section 2.4.f): Exterior lighting may be provided to illuminate driveways, walkways and entryways, or to highlight landscaping features. Such lighting, however, shall be of low intensity and shall comprise a limited number of fixtures so as to avoid a gaudy or commercial appearance. Particular attention is needed to prevent post lights (or similar fixtures) from providing direct illumination toward neighboring homes. General illumination of the exterior of the house is not permitted. All exterior lighting, and interior lighting visible from the exterior, shall be shielded, directed and controlled by the homeowner so as not to disturb neighbors, street traffic or boating traffic. Higher intensity area lights are permitted for temporary illumination only and may be used for limited periods of time for emergencies and exterior access. So please keep your neighbors in mind when your exterior lights are on. We recommend you assess your lighting and adjust any lights that may shine in someone’s window(s).

February can feel like the off month of the year--you've been through six weeks of winter, but spring still feels a little ways off. Need something to do? How about ticking these tasks off your home maintenance checklist to keep your home clean, organized, and warm. Then you can just hunker down and wait for warmer weather. □ Clean and vacuum curtains, window blinds, and ceiling fans. □ Electrical: Test and reset all ground fault circuit interrupter receptacles. Check all extension cords. □ Repair any interior wall damage, touch up paint as needed or paint an accent wall. □ Test carbon monoxide detectors and smoke detectors, replace batteries as needed. □ Check caulking and grout around sinks, showers, and tubs. Repair as needed. □ Clean the dryer vent (and check for blockages outside). Having the buildup of lint cleaned from your dryer vent at least once a year is essential to keep your dryer working efficiently and preventing a potential dryer fire. □ Plumbing: Check for leaks on supply lines to sinks and toilets. □ HVAC systems need to be maintained on a regular basis. The air filter should be inspected on a regular basis and replaced as needed to keep the air in your home clean and flowing freely. A high-quality air filter is the best choice to remove mold, pollen, and other microscopic particles from the air. Other HVAC do-it-yourself tasks include: □ Removing debris from around the outdoor unit. □ Hose down the outdoor unit when dirt begins to accumulate on it. □ Trim back foliage to at least 18 inches from the outdoor unit. □ Keep supply and return registers unblocked by drapes, rugs or furniture.
