My article this month is what the media would call an ‘op-ed piece’. That means I am writing an editorial that is just my opinion, one that may or not be shared by anyone else in our community. But I do think this needs to be said. I am a firm believer in looking ahead and developing a guideline for future actions, whether it be for a community, a town, a country, or our own personal lives. On Wednesday, August 23rd, I attended the Town of Hilton Head Island’s “Our Future” workshop at the Beach House. Many of our PR residents attended the meeting. In my opinion, calling it a workshop was a bit misleading as there was little opportunity for open discussion. Most of the questions asked were about the process. They allowed some time for small group discussion but did not collect any ideas generated from them. A written survey, taken at the end of the presentation and collected for later review, was the only real opportunity to have our opinions heard. I am always amazed at what people will pay consultants to do. Hilton Head has a unique success formula that other communities envy. We attract family tourists – about 2.6 million per year. They come here because it is a family destination with great beaches, restaurants, bike trails and outdoor activities. They spend lots of money and pay accommodations taxes that allow the Town to buy and preserve open spaces, renourish our beaches and keep the town looking great. Later in life many of those tourists buy vacation properties (which helps keep our property taxes lower) and/or move here as retirees.
Port Royal Plantation is especially blessed. We have our residential privacy, an uncrowded beach, and yet we have access to everything that a tourist destination offers. Being part of a gated community makes it our responsibility to pay for our community’s assets, while the Town’s responsibility is to keep up the public assets. I am not sure why anyone would want to change such a winning formula. There was a lot of talk from the presenter about scenarios to attract younger professionals, Eco-tourists, broaden our cultural and international population, as well as replace cars with bicycles as the major transportation method. I must be getting old, but my wife and I moved here to retire, not to set up a high tech company. I am all for the refreshing of the island like what is going on in Shelter Cove and the former Pineland Station. But high density housing, attracting spring breakers, or changing our family friendly image is not what we signed up for. PROGRESS PORT ROYAL
Thank you to all Landowners who have been cooperating by respecting the restricted beach area. We do still have some improvements to make. After recent inspections this month by US Fish and Wildlife, disturbances of the restricted areas were noted. US Fish and Wildlife lessened the restriction area by providing an access point at Marker 126 and they removed and lowered signs. It is important that Landowners respect the roped off area to avoid further restrictions. The area will be patrolled by enforcing state and federal authorities and fines could be up to $10,000. To ensure that all Landowners can continue to have access to this area, we ask the following: ● Please do not cut the ropes, remove signage or remove the posts. ● Keep your dog on a leash at all times when in, or approaching, the restricted area regardless of the Town leash ordinance. As a reminder, your dog leaves tracks in the sand which will be seen during daily inspections of the restricted area. If evidence of activity, human or otherwise, is found in the restricted area, US Fish and Wildlife will impose heavier restrictions, resulting in loss of enjoyment for all Landowners. ● When you are on the beach be mindful of the birds. Especially at higher tides when they are in the foraging area, typically near the surf. The area that is roped off is the roosting area. If the birds are disturbed while roosting, they use more energy than necessary making their migration more difficult. Beach access and enjoyment of our beautiful surroundings is why many of you chose to live in Port Royal. We understand that these temporary restrictions are inconvenient and may interfere with your daily routines, however, if Landowners can work together to cooperate with the restrictions in place, US Fish and Wildlife will recognize Port Royal as partners in shore bird protection, and future restrictions may be lessened. We will be beginning a shore bird stewardship program soon, and we hope that interested Landowners will participate in protecting our natural environment.

DEMOLITION ZONE
The Beach House demolition is scheduled for mid-September . Starting on Tuesday, September 5th, all items will be moved to storage, utilities disconnected, silt fence installed, landscaping relocated in preparation for demolition. During demolition the area will be closed including the Boardwalk. Please use alternative access at the Ft. Walker or Steam Gun. The Boardwalk will reopen following demolition. For your safety please do not enter the work site.

Thank you to all Landowners who paid the Beach House Assessment in full. For Landowners that chose the Annual payment option, the Board has approved an October 1, 2017 billing date, with an October 31, 2017 due date for this year’s installment. This year we are separating the Annual Assessment and the Beach House Assessment billing to reduce confusion.

Wow!! So many things going on within our community. Here is a short list: • Fence along Hwy 278 has been installed and is being painted • Fences along the ditches on Barony Lane and Royal Crest have been replaced and are being painted • Fence along South Port Royal is being installed • Fence along the bike path by the tunnel has been installed • Repair of perimeter fence damaged by Matthew is almost complete • Fencing at the tennis courts is being repaired Other projects getting ready to start: • Beach House just a few weeks away from demolition • The road paving project is starting soon. Lance and I meet with the contractor on September 5th. Please be on the lookout for further information regarding the schedule and potential detours. Roads on this paving project include: We still have a few projects to line up before year end, but I am confident that we will accomplish all of the tasks which were to be completed after Matthew in 2017.
September is the perfect time to start your Fall garden. All leafy vegetables love the cooler weather including Collards, Mustard, Kale and of course Romaine and leaf lettuces. In addition Broccoli, Cabbage and Cauliflower will also do well. You can start them from seed. Sept 15th through October 1st is also the time to spread Pre-emergence Herbicides to control the winter weeds in our warm season grasses. Labor Day and Valentine’s Day are the dates to remember for weed control. Consider having your soil tested early in the fall. Bring a small sandwich size bag of soil from your lawn or garden to the Beaufort County Government Center South on 539 William Hilton Parkway. Every Wednesday from 9:30 – 12:00 pm Master Gardeners from the Clemson Extension Office are available to accept your sample and give you advice on any plant or gardening question. The cost for the analysis is $6.00. PR Landowners occasionally call me to find out if we have a Flood Elevation Certificate on file for their property. If the home is no older than 25 years, we often will have the certificate on file in the Administration Office. Sometimes, even if the home is older than that, we may have the certificate on file. If you are looking for the certificate and we don’t have it in our records, the Town of Hilton Head Island can assist you. You can click on this link, and look for the certificate for your property. If your home was constructed prior to 1984, you can contact Beaufort County Building Codes Department via email at wbcodes@bcgov.net or call them at 843-255-2065. If you are unable to locate a certificate for your property, you can contact any South Carolina Registered Land Surveyor to prepare a certificate for you for their fee.

The Board of Directors voted to set the speed limit within the Plantation to 25 mph unless otherwise posted. This primarily affects Coggins Point Road and Ft. Walker Drive, and the decision was made for the safety of our residents living on those roadways. For more information see the August Trident.
We all love our pets in Port Royal, however, please be mindful of the leash rule whenever on private and common property within the Plantation, including on the cart paths and all areas of the golf course.
In Port Royal Plantation, safety is our number one goal. Most of our roadways have an adjacent leisure path for walking, jogging, and biking. In the Association’s ‘Guide to Living’, the Rules and Procedures state that “All bicycle-riding on Plantation roads shall be single file with the traffic flow and shall be in compliance with all posted speed limits and other traffic signs, such as stop signs.” We ask that if you are driving and approach a bicyclist in the roadway, please give them enough space. They do have a right to ride on the roads. In addition to our Rules and Procedures, the State of South Carolina asks bicyclists to use designated paths either connected or away from the roadway. If you are a slower bicyclist and are just out for a leisurely ride, please use the separated leisure paths. I’m sure you may have experienced getting behind that one slow car on 278 that you just can’t get around so that you may drive with the normal pace of traffic. This is similar to what a driver may experience on our roads following behind a slow-moving bike. Please remind your guests that biking on the cart paths of the golf course is not permitted. If you have a bicycle without a decal, please see Nicole at the Administration Office and she will issue you one. And remember, visitor’s bicycles must also have a guest pass attached which you can obtain at the Administration Office. Page 8 Portroyalplantation.net

If you choose, you are welcome to bring your own beverages. We cannot wait to see you and yours there! Bring your favorite memories of the Beach House and write them on the inside walls! Street Meet will be there serving up hamburgers, hot dogs and pulled pork to purchase.
