P LANTATION STAFF ONSITE ADMINISTRATION STAFF The Administration Office, located at 10 Coggins Point Road, is open from 7:30 am to 4:30 pm, Monday through Friday. The telephone number is 843-681-5114. Staff handles the on-site Administration duties of the Association, including, Landowner concerns, site inspections, vehicle and bike registration, Board of Directors and Committee correspondence and projects, community events and communications. If you have any questions or need information about Port Royal, or any of the rules and procedures, this is the place to start! The General Manager (GM) is Lance Pyle, Ext. 105, his email address is genmgr@portroyalplantation.net. The General Manager is responsible for the oversight of the Association. He has a fiduciary responsibility to the Association and is responsible for directing and coordinating department staff. The Executive Administrative Assistant is Lisa Trujillo, Ext. 104, her email address is administration@portroyalplantation.net. The Executive Administrative Assistant is responsible for supporting the GM in managing and executing the operations of Port Royal. Lisa is also responsible for communications through the community website, newsletter, message board and mailings. In addition, she addresses resident concerns and helps coordinate major community events. The Director of Maintenance (DOM) is Scott Kunkle, Ext. 102, his email address is maintenance@portroyalplantation.net. The Director of Maintenance is responsible for the maintenance and operations of the common areas, facilitating the Plans Approval Board, the roads, pool, beach house, tennis facilities, playground, etc. The DOM supervises the facility maintenance staff. The Plans Approval Board Administrator (PAB) is Jan Ingram, Ext. 103, her email address is pab@portroyalplantation.net. The PAB Administrator is responsible for the plans approval process. The PAB Administrator reviews plans and recommends action to the Plans Approval Board; prepares and coordinates PAB meetings; insures compliance with PAB guidelines; administers PAB related collection and disbursements; maintains PAB files and records. The PAB Administrator conducts inspections and follow-ups. The PAB Guidelines and applications can be found on the Port Royal website under Resident Services. The Bookkeeper is Sheree Small, ext. 107, her email address is PRBookKeeper@portroyalplantation.net. The Bookkeeper is responsible for all accounting functions for the Association.

24-HOUR SECURITY STAFF The Security Staff is located at the Gate House at the entrance to the community. It is made up of a Director of Security, a Community Compliance Officer, and South Carolina Law Enforcement Division Certified Security Officers. To reach Security, dial 843-681-5114 and Press 1. If you have an emergency, please call 9-1-1, prior to calling Security. The Director of Security (DOS) is Robert Wilkinson Ext. 211, his email address is security@portroyalplantation.net. The DOS is responsible for the Security operations of the community and to provide a safe and secure environment for Landowners, guests, and employees. The DOS supervises a 24-hour Security staff that is properly licensed through the state of South Carolina and properly trained to perform their duties and responsibilities. The DOS is responsible for managing a staff that successfully maintains the security and enforcement standards of the Association. If you have a security concern that is not an emergency, please call or email Rob Wilkinson. The Community Compliance Officer (CC Officer) is Lt. JoAnn Jones. Her email address is compliance@portroyalplantation.net. The CC Officer is responsible for enforcing the rules and procedures passed by the Board of Directors. The CC Officer will drive through the community regularly, and if a violation of the Rules and Regulations is observed, she will send the appropriate warning letter and/or fine. Seasonally, Security staff is also assisted by pool attendants to ensure the safety and security of Landowners at the pool.

B OARD OF DIRECTORS The Port Royal Plantation Board of Directors is governed by the Board consisting of twelve members, as directed by the By-Laws of the Association. The Directors are elected at the annual meeting by the Membership of the Association for terms of three years each. Directors may serve up to two consecutive terms or a total of six consecutive years. Each year a Nomination Committee is formed of one Director and four Landowners. If you are interested in volunteering to serve on the Board, please contact the Executive Administration Assistant at administration@portroyalplantation.net. The Board meets each month to discuss Association matters. Landowners are invited to attend the meetings and are permitted to speak on a topic for up to three minutes at the beginning of each meeting. P LANTATION SECURITY SECURITY The Plantation is staffed with Security Officers 24 hours per day, 365 days a year. There are always at least two officers on duty, one at the gate, the other free to patrol and respond to calls. In case of emergency, always call 9-1-1 FIRST! GATE ACCESS dwellingLIVE.com Landowners should use dwellingLIVE.com to input their gate access passes for guests and contractors. Notifications may be set up to alert you when your guest or contractor picks up their pass. See the materials at the back of this booklet for a full tutorial on how to use the website. Commercial Access We ask that if you are having a contractor come to your property, that you enter in their pass to dwellingLIVE. This does not exclude them from a daily pass or annual decal fees but does let Security know that they are permitted to enter the Plantation under your address. You may choose to pre-pay for a contractor’s pass, or you can call to have it charged to your owner account. ▪
Domestic Passes Landowners may choose to hire individuals who do not own a business to do domestic work at their home. Landowners must register these individuals with a “Domestic” pass in the Administration office. The individual who receives the pass must still pay the daily entry fee.

Daily Commercial Passes Contractors may opt to purchase a daily pass to enter the Plantation; four-wheeled vehicle costs $10, six-wheeled vehicles are $20, and vehicles over six wheels are $30. Trailer passes may be purchased for $10 daily.

Annual Commercial Passes Contractors may opt to purchase an annual pass to enter the Plantation; fourwheeled vehicle costs $200, four-wheeled vehicles with a trailer are $300, and sixwheeled vehicles are $310.
HOUSE CHECKS & PATROLS As a part of their duties, the Security staff performs, House Checks for those Landowners that are away from their home. The Security Officer will observe the exterior of the home for abnormalities but does not enter the home. You can fill this form out online at portroyalplantation.net/resident service/ house check form.

P LANTATION RULES AND P ROCEDURES In 2015, the Landowners voted to amend the covenants which included stronger enforcement of the Rules and Procedures. In 2018, the Board of Directors approved revised Rules and Procedures that were communicated via e-blast, added to the website, and hard copies were made available to Landowners at the Administration office. It is part of the Association’s responsibilities to enforce the rules and procedures approved by the Board of Directors and deed restrictive covenants. As part of the community, it is the Landowner’s responsibility as a property owner to comply within the limitations. We strongly suggest that you review the full Rules and Procedures and the PAB found on portroyalplantation.net, however, some frequently asked questions are answered below. TRASH PICK-UP Residents are responsible for arranging their own trash pick-up with local waste management companies. Trash is to be placed in the Service Yard and will be picked up from there. YARD DEBRIS COLLECTION Yard debris collection is a service provided by the Association to encourage regular yard maintenance throughout the community. The service is designed to provide a convenient means for you to dispose of the miscellaneous natural yard waste generated in the maintenance of a well-kept property. It is one of the larger line items in the Association budget and to control costs, certain collection restrictions are required. The following guidelines outline the agreement that provides the most cost-efficient method of removal, please see Rules and Procedures, Section C-8, page 8: Debris is collected once a week on Mondays beginning at 7:00 am. Debris should be placed by the roadside (not on the road) in front of your property as close to Monday morning as is reasonably possible. If a Holiday falls on a Monday or if it is raining, collection will be held the next day. Debris shall not be placed on common property or privately-owned lots.

No loose debris will be collected that requires the use of pitchforks, rakes or hand collection. All loose debris must be contained; bagged, canned, in wheelbarrows or string tied. Cans will be returned for reuse. Larger branches can be stacked 3-4’ lengths. The amount of debris is restricted to 3’x 3’x 6’. Debris left by hired landscape contractors will not be collected. Contractors are to remove and haul off all debris from the property for which they are working. Occasionally, you may have additional yard debris that exceeds 3’x 3’x 6’ limit, but prefer not to store it for future collection and want it removed. This can be done for a nominal fee depending on the size of the pile. Please contact the Administration office at 843-681-5114, and speak with the Director of Maintenance to schedule a special pick up. Alternatively, you may use the transfer/recycle center off Dillion Road which has recycle dumpsters for yard debris. Your compliance with the collection guidelines is much appreciated by your neighbors, Association Staff, and the contractor. Your compliance ensures an easy, cost-effective collection of yard debris. We are confident, with your dedication, that a clear understanding of our guidelines will help keep the service working effectively and keep our roadsides neat and well-groomed throughout the week. PETS Be sure to always clean up your pet's waste by bagging it and discarding it in the dumpster. The Association has installed several pet stations for your convenience. Remember to always leash your pet when taking them for a walk or leaving your property. A leashed animal is much easier to control and minimizes a pet's threat potential toward other pets as well as your neighbors. Consider registering your pet with the Association. Keep your pet's license and rabies vaccination current. Remember that you may not take your pet into the pool area. Service animals are the only exception. Be conscientious about your pet's behavior so it does not become a nuisance to your neighbors. If you have an aggressive breed dog you are required to muzzle your dog before you leave your property. Additional rules apply; refer to the Rules and Procedures, section G in the Rules & Procedures.

PROPERTY MAINTENANCE Lawn shall be kept neatly mowed and trimmed and reasonably weed free. Significant accumulation of including, but not limited to, leaves, branches, and other debris shall be cleared from lawns as needed. Vehicles shall not be parked on lawns nor should lawns be used to store items including, but not limited to, bicycles, children’s toys, kayaks, beach equipment, chairs, yard equipment, and bulk bags of material (including, but not limited to fertilizer, mulch, etc.) when not in use. Tree stumps that are prominently visible from a street or golf course shall be mitigated by grinding, cutting to ground level and/or covered with a natural ground cover, shielding the stump from view with landscape features. This requirement does not apply to a stump that is part of a multi-tree grouping in which the removal of the stump might harm the remaining live trees. Unimproved lots: Dead trees, fallen branches, brush, tall weeds/grass, vines, stumps, and other aggressive vegetation shall be removed from all unimproved lots, whether in a natural state or cleared. Once grass or weeds visible from either the street, neighbors, common areas, or golf course reach a height of 12 inches, the visible area must be mowed or bush-hogged to preserve an acceptable, attractive appearance and provide unimpeded access. Unimproved lots in a natural state must maintain a clear road right-of-way of no less than 6’ to 8’. Beach paths shall be kept natural. Private property, such as umbrellas, beach toys, boats, etc. shall not be stored on such paths. A limited number of beach chairs may be stored on the Association side of the dunes, not visible from the beach. No such storage is permitted on Port Royal beach paths #8 (Beach House), #19 (Steam Gun), and #21 (Fort Walker). Chairs stored must be in good repair/usable, out of the walking path to the beach, and be marked with the name and/or phone number of the owner. Storage is permitted between March and October only. Any item left in a broken or disrepair state may be removed and disposed of by the maintenance team. The Association is not responsible for lost, broken or damaged items. Beach walkovers on designated Common Areas require PAB approval and a Revocable License Agreement with the Association. Other structures such as benches and platforms are not permitted. No grading, pruning, planting, destruction of vegetation, or any other activity that disturbs or modifies the natural state of Association owned property is permitted. ROADS, PARKING & LEISURE PATHS Motorized vehicles shall observe all posted speed limits on Association roads. Those exceeding the speed limit are subject to Association and/or state citations. RVs (a motor vehicle or trailer designed for recreational use, such as camping, and equipped with living space) may be parked for only one (1) overnight period on the resident's property for loading or unloading. Security must receive prior notice. Failure to abide strictly by this requirement may result in cancelation of the privilege for the vehicle in question to enter the Plantation following notice of a single violation. RVs will not be issued a vehicle decal but will receive a one day pass upon entry.

P LANS APPROVAL B OARD The Plans Approval Board (PAB) was established in the Declaration of Covenants and Restrictions to guide and monitor the aesthetic development of Port Royal Plantation. The PAB’s objective is to assure the orderly development of an aesthetically pleasing and harmonious residential community in Port Royal Plantation that preserves the natural beauty and the environmental setting, as well as the value of each Landowner's investment. The PAB currently includes seven resident Landowners appointed by the Association Board, along with a professional architect, landscape architect, and the Administrator. MISSION STATEMENT The PAB is committed to strengthening the community by encouraging responsible development which promotes sensible diversity in housing styles, working with guidelines, protection of existing and future trees and eco-friendly community for the health, safety, and welfare of all its Landowners. RESPONSIBILITIES The PAB reviews: ▪ all new home construction, including drainage plans and landscape plans; ▪ additions to, or significant alteration of, the exterior of an existing home; ▪ a significant addition to (e.g., swimming pool) or alteration of a building site. These projects require the submittal of a comprehensive package of data and plans for PAB approval prior to any work on site. After a detailed review to ensure compliance with all covenants and guidelines, the Board may approve the project and issue a Building Permit. Construction is inspected by the PAB for conformity with approved plans and specifications. A submittal fee is charged for all major reviews, as well as an escrow deposit. In addition, the PAB also reviews: ▪ minor home and site improvements ▪ tree removals ▪ repainting or reroofing. These projects generally require a simplified application and are often reviewed and approved administratively. The extent of the E-3 submittal package required for approval depends upon the project scope. Upon certification of a completed project, all data, forms, plans and related correspondence are placed in the permanent PAB files. L ANDOWNER RESOURCES THE TRIDENT Port Royal has a monthly newsletter, The Trident. Articles and/or information for the newsletter should be dropped off at the Administration Office or emailed to the Executive Administrative Assistant at administration@portroyalplantation.net. All subject matter is at the discretion of the GM and Executive Administrative Assistant. Advertising a business is not permitted in the classifieds section of the newsletter and website. PORTROYALPLANTATION.NET The Community Website’s URL is www.portroyalplantation.net. There is a public access and a private, Association Member’s access, which requires a sign-in name and password. Once you are signed in, you will be able to access the Resident Directory, Governing Documents, the Document Center, where you will find Board meeting minutes, budgets, and Tridents, etc. The website is kept up-to-date with the most current information and events happening around the Port Royal Community. Administration Office The Administration Office is open Monday—Friday 7:30 am to 4:30 pm. You can renew vehicle, bike, and amenity fob passes during operating hours.

P LANTATION AMENITIES TENNIS COURTS There are four Deco Turf II tennis courts for Landowner use located off Fort Walker Drive. Open Tennis meets on Mondays and Fridays from 8:30 am – 10:30 am at the Port Royal Tennis Courts off Fort Walker. Everyone is welcome to join the group...no age restrictions...no rankings. Contact Gil Campbell for more information at gilonhhi@gmail.com. PICKLEBALL COURTS One tennis court is also used for Pickleball. Enjoy playing a game that is becoming one of the most popular and fastest growing sports in the country. It can be played by people of all ages and ability. One of the Port Royal tennis courts has been modified for Pickleball play and reserved for group play every Wednesday from 9 -11 am. Contact Bill Burger for more information at 843-681-8815. POOL For your enjoyment and pleasure, there is an Olympic size pool and zero entry kiddie pool located next to the Beach House. An attendant (not a lifeguard) staffs the pool from Memorial Day until Labor Day. A valid Amenities Fob Card is required for entrance to the pool. Each residence in the community is given two complimentary Amenities Cards; if those are lost or misplaced, replacements may be purchased at the Pass Office for $15. Next to the pool is a playground area for children who would rather swing than swim. Please see the Rules & Procedures for the full pool rules. BEACH HOUSE The Beach House is currently under construction. Once completed it will be a multifunctional facility available for rental to Landowners for their special event. To make a Beach House rental request contact the Executive Administrative Assistant at administration@portroyalplantation.net or (843) 681-5114 x 104. Rental is not confirmed until the lease is signed and a deposit is received at the Administration Building. FISH HAUL FARM The name originates from the creek that runs behind the farm. Fish Haul Farm is located next to the Port Royal Tennis Courts just off Fort Walker. There are 43 raised garden plots. Local honey from the farm is available for purchase at the Administration Building for $8 per pound during business hours, cash only.

BEACH ACCESS POINTS The Association owns and maintains 21 beach access paths, divided equally across our coastline. The paths vary in width, some being only 10 feet wide while others are up to 50 feet wide. The paths are generally left in a natural state, with a minimum clear area for walking of about 10 feet. They are trimmed and mowed several times a year. The paths are designed to provide a convenient access point to the shore for residents that live in the immediate vicinity of the path. Because of this, only three have parking. These are at the Steam Gun, Fort Walker Park, and the Beach House. Each path is marked by a sign on the street side. The sign gives both the Association’s number for the path and the corresponding number of the closest Town marker on the beach. This is to facilitate emergency responses on the beach. For a complete list of beach access paths, please visit the website at www.portroyalplantation.net: LIFESTYLE\BEACHES ARBORETUM Located on Fort Walker Drive (opposite Oak Creek Drive), this is an excellent area for those interested in plant and bird life. Native plants are identified, and paths are marked. The Arboretum is partially maintained by volunteer Landowners. Though Hurricane Matthew devastated the Arboretum, we are working with experts to restore it. If you would like to help, please contact Tammie Blank, the chairperson of the "Friends of the Arboretum, ”at 843-681-9770. FISHING & WILDLIFE Port Royal is fortunate to have both fresh water and salt water fishing. The freshwater lagoons contain largemouth bass and crappie. Saltwater fishing in the ocean and Fish Haul Creek produce Spot Tail Bass (Redfish), Flounder, Trout, Croakers, and crabs. Fishing is permitted on common property. We ask that you avoid trespassing through private property to fish in lagoons. Guests who are fishing should be accompanied by a resident. HISTORICAL SITES There are historical markers at Fort Walker Park, the Beach House, Steam Gun and Fort Sherman which all describe the events that took place here and in the surrounding waters. Author Kenneth R. Swanson released the first edition of “Building Community, A History of Port Royal Plantation”. The book tells the story of the land and the people, past and present, who have called Port Royal Plantation home. A copy of the “Building Community, A History of Port Royal Plantation” can be purchased at the Administration Office for $20 each. Books can be purchased and shipped within the United States for $25 each. Port Royal Plantation Club The Port Royal Plantation Club (PRPC) is a private membership club offering social activities and member privileges to the three, 18-hole golf courses, 14 tennis courts, croquet court, and clubhouse facilities which are operated by the Port Royal Golf & Racquet Club. Memberships include resident and non-resident "Sports Membership" (golf, tennis, and social), "Golf Membership" (golf and social), “Tennis Membership” (tennis and social), and a “Social Membership.” There is a one-time initiation fee. The amount depends on the type of membership desired. Information can be obtained by calling the Membership Office at 843681-1700. Each month PRPC golf members have exclusive “members only” play on one of the three courses. Members may also schedule and play either of the other public play courses. There are weekly men’s and women’s events, monthly mixed events, as well as special member-guest events, club tournaments, and interclub play events. Whippersnappers Several times a year, a committee puts together social gatherings for residents. Information on upcoming events is published monthly in The Trident. DWELLING L IVE T UTORIAL Dwelling Live is the gate access software used by Port Royal Plantation residents. It is easy to use and can help ensure that your guest has a fast and smooth experience at the gate. Guest passes entered into DwellingLive help the gate office perform more efficiently on a day to day basis. Also, when a pass is entered into the system, your guest has a smoother and more pleasurable experience at the gate. The website provides you with the ability to enter your guest and select the date range for their visit. The next page will be the “GUEST LIST” Which provides different options and direction: Verify, Change or Update PIN Number or Call Priority – Make sure you click “Save Preferences”

On the upper right hand of the screen you will find “Add Guest”, “Add Party”, “Restrict Guest”, and “Guest History”. By selecting “Add Guest” you can enter a variety of passes which allows access to your residence.

“Select Pass Type” you would like from the drop-down menu, enter your guest information and dates then select “Save.” Shortly after saving the information the security staff at the gate will be able to view and print the pass for your guest. ******** Please note Contractors will still have to purchase a pass to enter the property **********

By selecting “Add Party,” you can add multiple guests with ease. In the amount of time it takes to hand write the list to give to the staff you can have them all in the system.
Enter a name or title for your party and dates of the gathering. The “New party List” is selected by default, from this point you can create your list by entering the first and last name of the attendees, for each additional guest click “ADD” and when all guests are entered select “Save.” If you have weekly group meeting or gatherings at your residence and have the same attendees you select “Use previous party list,” and the same individuals will be listed.

If you feel the need to restrict an individual’s access to your residence, Select “Restrict Guest,” enter that individual’s information and select “Save.”
That individual will be restricted and will show up in Red on the Gate House Screen within seconds. This individual will not be allowed on the property under your address. The Gate Officers have been instructed not to remove the restricted status from individuals from a residence unless a PIN is given. You can also remove the restriction at any point by selecting “Edit” on the right of their name on your homepage.

Another great tool that DwellingLIVE offers is the “Guest History� You will be able to view the date and time a pass was printed
By selecting the one on the far right, you see what time the pass was printed, who printed the pass and where the pass was printed.

Your home page will now look different. You will see the passes and restrictions that are in the system under your profile.
Try downloading the DwellingLIVE App for both Apple and Android mobile devices. You can view and enter gate passes right from your phone. Use the same login information for your computer on your smartphone.
