Now that summer is really here, the crowds and activity at our pool have significantly increased. So it’s time to remind ourselves that the pool is there to be enjoyed by everyone…our residents and our guests. And to remember that we have a few rules in place to ensure a pleasant experience for everyone. Our pool isn’t, and never was intended to be, your neighborhood rec center pool. Our rules might be more stringent in order to establish an enjoyable environment for everyone in our community. The Port Royal pool is not the place to allow children to become overly rambunctious running and wildly jumping, or for adults to overindulge in alcoholic beverages. This doesn’t mean you can’t enjoy yourself; it simply means we are all expected to use some restraint. Respect the space and relaxation of others enjoying our pool area. We are one community, and we should all share in the common pleasurable use of our amenities. We often find guests coming to the pool with no or little knowledge of our rules. They are surprised, and sometimes offended, when the pool attendant asks them to stop an activity that they feel is acceptable at some other pool. As residents, it is our responsibility to make sure our guests understand the rules, why they are being enforced, and to respect the authority of our pool attendants and security officers. The vast majority of our residents and guests are respectful, but unfortunately some bad behavior by a few folks has been responsible for ruining an otherwise pleasant experience for others. There have been some recent incidents of disrespectful behavior to our pool attendants and security officers, including the use of abusive language. This is not Port Royal; we are better than that. The attendants and officers are there to do their job. You might not agree with all the rules that were made by fellow Landowners, but these rules are there to protect you and your guests, and to enhance everyone’s enjoyment of a community amenity. If you see a problem, step up and report it. We can’t fix something that we don't know about. The rumor mill is very active around here, and we hear complaints all the time. But that only becomes hearsay unless the people who see the problem actually report it. Rarely do Lance or Rob get an email or call to report a specific problem at the pool. Without an actual report on record, they can’t address the problem. So, if you see someone being disrespectful toward our pool attendants or officers, report it directly to Lance or Rob. And likewise , if you feel that an attendant or officer is being overzealous or disrespectful to a resident or guest, please report that to Lance or Rob. It goes both ways. Support our Port Royal values…our residents, our guests, the attendants, and our security officers. Don’t ignore it. The pool is for all of us to protect for our mutual enjoyment. County Airport–Summit Drive Buffer Even though the proposed relocation of ArborNature to the Summit Drive parcel was not approved by Town Council, we continue to monitor the activities affecting the areas adjacent to Port Royal Plantation, especially the airport buffer area. In February 2016, as part of the airport runway expansion, the Town Board of Zoning Appeal granted a Land Management Ordinance (LMO) variance for the landscape buffer on Summit Drive. The approved variance reduced the buffer from the LMO standard of 75 ft to 20 ft with the condition that the buffer be “intensely planted and ameliorate the noise the from the airport.” On June 12, 2018, the County Airport submitted a landscape proposal to the Town of Hilton Head Island's Design Review Board (DRB). Town staff, led by Teri Lewis and Chris Darnell, reviewed the proposal and recommended it be passed by the DRB. On July 10, 2018, the DRB held its meeting to review the proposal. After the initial presentation from Chris Darnell and the County’s hired landscape architect consultant, the DRB chair opened the floor for community representatives to speak. Speakers included Jim Fisher and Gary Higgins representing PRP Landowners; Risa Prince, representing Citizens for Neighborhood Protection; and myself representing the Port Royal Landowner’s Association. All speakers pointed out the deficiencies of the proposed plan, particularly its failure not only to address noise amelioration, but also its non-compliance with the LMO plant density and tree mitigation process. We believe that the DRB has not met the requirements of the Board Zoning Appeals conditions for granting the variance, and the Association is in the process of appealing that decision. While supporting information is being reviewed by the Association's attorney, the Board is considering the following steps: 1. File the appeal and consult with the attorney. 2. Assess the cost and benefit of proceeding to further legal action. 3. The Board will review and approve any action plan prior to implementation. We will continue to update Landowners as we move through the processes outlined above. Thank you once again to the Landowners that continue to volunteer their time to help make Port Royal Plantation a wonderful community.

Beach House Project
We have recently posted photos from each stage of the Beach House Project, including demolition and construction. Visit the Beach House Project Page on the website HERE to see all the progress we've made since November! As interior work continues at the Beach House, we ask for your patience as visual cues that work is being completed may be hard to see. We ask you to remember that, though larger machinery may not be present, the area is still an active construction site. While the contractors are careful to clean as they go, there may be nails, wires, broken pipe, etc. that are hazardous and may cause injuries. The contractor has asked that Landowners be respectful of the construction site. Individuals are wandering around before, during and after working hours. Graves Construction would also like to remind Landowners that the building materials and dumpster on site are for Beach House construction only; please do not remove materials, supplies or other items from the site, or use the dumpster for personal use.
● Concrete was poured for the front steps. ● About 90% of the doors and windows have been installed. ● The fascia and soffits will be completed this week, which will allow the roofers to begin installing the roof. ● The sprinkler system is 75% installed. ● The rough in electrical is 65% installed. ● The rough in plumbing is 100% installed. ● The rough in HVAC is 35% installed. ● Additional conduits have been installed for the camera system, audio and visual and IT. ● The Kiddie Pool remains closed while the contractors determine the best approach to addressing the slick surface on the interior of the pool. ● The amenity card reader to open the pool gate is installed and operating. Back To School Safety
Bike Safety
August means back-to-school on Hilton Head Island! Please make sure you stop for the school buses picking up and dropping off your fellow residents. Be mindful that children will be standing out by the roadway waiting on the school buses.
In the summer months we see an increase in recreational, leisure bike riding in Port Royal. Landowners have family visiting from all around to enjoy our wonderful community. And one of the best ways to see Port Royal Plantation is by bike! When taking a leisurely bike ride to the beach or other amenities, please use the leisure paths to avoid causing congestion on the roadway. If you are an avid cyclist and are riding for exercise, and riding with the speed of traffic, please remember to ride single file and to follow all traffic laws. I would like to remind all Landowners that cyclists have as much right to the roadway as your vehicle.
Staff Updates Officer Nicole Williams at our Pass Office has recently celebrated her one-year anniversary with us here at Port Royal. She has done an amazing job with Landowner and contractor decals. I am pleased to announce that Yogi Thompson, one of our Pool Attendants, will be joining our Security team full time in September. Niki Suchy and Denzel Green will be going back to college later in August. I appreciate their hard work and dedication at the pool this summer.
Friends of the Arboretum We are into our first year of an at least a 10-year recovery in the Arboretum. The biologists who have reviewed the area are quite pleased with the emergence of beneficial and appropriate plants (the succession process). We now have lots of flowering species emerging, and seed-bearing grasses for our birds and other critters. Recent mowing is helping to get rid of noxious weeds. Paths have been reconstructed, and both bridges are in place. One bird family is definitely in residence on the Blue Bird path. To help plan out the rest of our recovery, Dr. Travis Folk, of Folk Land Management, has been contracted to evaluate the land and existing biology, use our topographical maps to chart what to plant, where, when, and how to maintain and expand the canopy. They will be specifying additional locally native trees to re-create the canopy over the wetlands areas. There will be no regrading or draining of highlands or water basins. When our hot weather abates, there will be a lot of weeding, vine pulling, and grass transplanting needed. There will be a lot of opportunity for physical participation from volunteers. We have meadow flowers, blue stem grasses and other grasses to move into the “Wildflower and Grasses Meadow” area. There will be lots of dog fennel (the tall fluffy stuff) to pull or cut down. We have plant ID signs to inventory and re-install. We will need a new entrance sign and new path signs. How can you help while you’re enjoying the Arboretum paths? Pull off vines that you see climbing on trees and bushes. Pull up dandelions. Set loose limbs beside the path for pickup. Help keep the area “neat." Stay out of the wetlands; you will sink… Been there. Done that! Support our efforts to recreate this unique biological environment as a restful area and educational opportunity for all our residents and Island guests. All ponds want to become a swamp The Town of Hilton Head Island is in the final phase of the over $500,000 main drainage channel clean-out scheduled for 2018 and as a result, our pond levels have dropped. The lower water levels are beneficial because they provide more water storage capacity in tropical events, reducing the possibility of flooding. Town officials have surveyed the channels, existing pipe locations, and outfalls, and overall the drainage is relatively level from the furthest point in Port Royal to the outfall pipe at Route 278. However, the lower water levels have not come without challenges. We have had some issues with a few of our lagoons and the repetitive formation of algae blooms and growth of submerged vegetation. This is happening at a higher frequency due to sunlight being able to reach the bottom of the lagoon. We have met with the Development Director from Estate Management Services, the contractor that sprays and treats our lagoons, and they have put a plan in place to get the ponds in the best condition possible under current circumstances. The weeds have been sprayed in the newly exposed soil and are beginning to decay. They will also be making smaller but more frequent applications to control the weeds and algae while trying to preserve the wildlife that lives in the lagoons. We have met with Town staff and are exploring other options that could potentially allow us to control the water level of the lagoons. One option may include a manually operated mechanical device such as a gate that we could operate to lower the water levels in the event of an oncoming storm. These control devices would be a direct cost to the Association. While we continue to monitor the situation, please remember that a healthy pond does not mean that it is weed-free. Each pond is a unique ecosystem made up of various components. Through proper management, most ponds and lakes can thrive with a healthy balance of chemistry, plants, and animals.
Fish Haul Farm Residents of the community who are interested in gardening should take a look at the Fish Haul Creek Farmers. Our community farm is next to the neighborhood tennis courts off Fort Walker Drive, and our Farmers grow vegetables, flowers, and herbs and each plot is provided water from a well. It’s a fun, social way to develop a green thumb. We currently have several plots still available. To be assigned a plot, there is an initial fee of $50, which is refundable when Farmers decide they no longer wish to garden (as long as the plot they are assigned is weed free and ready for the next person). Otherwise, the deposit is used to prepare the plot for the next person. A minimal annual fee of $30 is used to cover costs to maintain the area including electric, water and fencing. In addition, Farmers are asked to volunteer an hour towards general maintenance. We schedule several work days in the spring. Finally, we ask that the walkway around your plot be kept weeded. We are proud of our garden area. We have 8 foot high electrified fencing around the perimeter to discourage deer and rabbits from consuming our harvests. Many Farmers garden year-round due to our usually mild weather. We have quarterly informational meetings and anyone who is a resident of the neighborhood is welcome to become a Farmer. I often receive phone calls from Landowners and prospective buyers, asking if we allow fences around pools. We do allow them, providing they are within the buildable area of the property. The buildable area is the area within the building setbacks of the property. The fence shall be attached at both ends to the home and shall be of a decorative steel or aluminum material, maximum 4 feet tall, with an open, and airy design, e.g. a wrought iron fence. The accepted colors are black or dark green. The fence shall be landscaped on the outside to minimize its appearance. Plant sizes shall meet all the landscaping criteria found in Section 3.3.4 of the PAB Guidelines. In addition, the only walls or fences permitted are: ● Those allowed/required by specific subdivision rules; and ● Fences along a property line adjacent to a golf course where golf cart traffic could enter the lot. Such a fence shall be set back one foot from the golf course property line, shall be less than 18 inches high, and shall be of unobtrusive design like a single split rail natural wood fence.
PR Congratulations to Port Royal Landowner, Claudia Kennedy! She was recently awarded the Mayor’s Honored Islander Award. David Bennett made the following remarks at the July 17th Town Council Meeting:
Mitchelville Preservation Project. She provided strong leadership in recording and archiving oral histories for this project. Claudia has served on the Board of Directors of the Hilton Head Island World Affairs Council.
“I want to thank Claudia Kennedy for not only graciously volunteering on the Island but also for her military service. Claudia is the first woman to reach the rank of a three star general in the United States Army. Thank you for your 31 years of service and blessing our country with your courage and strength!
In the midst of all this, Claudia was the co-founder of All About Cats, to care for the homeless cats on Hilton Head Island. Affectionately known as the “Cat Lady” she has helped 36 cats in colonies. This feral cat program helps control the wild cat population and contributes to the cats living a healthier life in the wild.
After retirement from the Army, Claudia became involved in many important projects around the Island. Nationally, she was appointed to serve as Chairman of a US Department of Defense Committee on Women in Services. Locally, she held a leadership role in the Hilton Head Island American Legion Post 42. She helped organize fundraising for the Gullah cemeteries restoration. Claudia also worked on the early development of the
