I’m sure everyone has heard the expression “it’s all about the money”. At our recent Board workshop that indeed was a true statement. On September 13th your board met for several hours to establish the 2018 operating budget and to review the updated Asset Replacement Reserve study. We take our fiduciary responsibility very seriously. There is no “rubber stamp approval” of proposed budgets. Budgets and expenses from previous years aren’t just carried forward. Every line item is carefully scrutinized to ensure that each expense is providing value to the community. I emphasize the word “value”, because spending money does not necessarily deliver value. There are some necessary increases. It’s no secret that costs have increased due to Hurricane Matthew and the well publized island labor shortage. But there are also decreases. In fact, spending for 18 items was decreased in the 2018 budget. The goal is to ensure we have enough money to operate in the community’s best interest while maintaining the lowest possible cost to Landowners. The process begins with Lance and the Administrative staff, along with Treasurer Bob Turner, creating a baseline starting budget. Then the entire board meets and literally “beats up” these numbers until we are all satisfied that we have the right amount of money to cover forecasted 2018 revenue and expenses. The result is a budget with a “net zero” bottom line…expenses equal revenue. The 2018 budget was approved at the September board meeting. You will see all the numbers when you receive the Annual Meeting packet. The itemized budget is included, and Bob will make a full detailed presentation at the Annual Meeting. Total revenue projections decreased, primarily due to an expected decline in the higher contractor decal sales we experienced following Hurricane Matthew. However, even with higher costs everywhere, good budget management held our expenses to a minimum increase. The net will be a 2% increase in your Annual Assessment.
Remember, you can follow the monthly and year-todate revenue and spending activities by accessing the monthly financial statements on the Plantation website. A new Asset Replacement study was also reviewed during the workshop. This study establishes the projected cost of replacing assets as they end their useful lives. The study looks at every asset and forecasts when replacement will probably be needed and the estimated cost at that time. By projecting each individual replacement cost, the total annual contribution to the reserve is then established to ensure there is enough money. This is done every year and is vitally important to the future of the Plantation. Beyond our own personal properties, our assets are our community. A new Beach House, acceleration of replacement timing for some assets damaged by the hurricanes, and an in-depth look at each asset necessitated some extra extensive review. The result is an updated plan that carries out for the next 30 years. The workshop was intense; every Board member challenged items vigorously, and we eventually came to a consensus that generated a budget and Asset Replacement funding that we believe will please Landowners. Thank you for being a part of this community and for your trust in the Board and Staff.

PR Early forecasts predicted Irma as a major hurricane with
sights set on the South Carolina coast. Thankfully, a change in direction limited the overall impact to Port Royal and Hilton Head Island. Port Royal staff implemented the Emergency Preparedness Plan in preparation for the predicted storm. We made improvements based on experience with Matthew last year, including new communication tools like the online evacuation form and the Port Royal Facebook page. Maintenance staff was able to lower lagoons by having a pump on-site days before the storm to prevent flooding. The tropical event associated with Irma included rain, high winds and a storm surge. Overall the Plantation fared well, with some debris on the roads and common areas. There was minor flooding around the ponds and Fish Haul Creek. Properties that back up to Fish Haul Creek experienced some flooding and property damage. There have been reports of roof and rain damage to some properties throughout the community. Shortly after the high winds passed through the area Rob worked to reestablish Security at the front gate and worked with HHI Fire and Rescue to secure the emergency back gate. Raul assessed the property and worked within the existing landscape contract to get common areas cleaned up and to start the debris removal process. Thank you to all the Landowners who were patient throughout this process. Our goal was to minimize the cost of removal by working within the existing contract to clean up the property. The contractor is working diligently and by Monday. October 2nd, the debris collection schedule will be back to normal, so please review the pick-up guidelines on page G-15 of “A Guide to Living.” Following a review of our preparations, Caitlin is working on communications to reach those who are a little less tech savvy. We are also working on how we can maintain a better evacuation list. Beaufort County Sheriff’s Dept. and HHI Fire and Rescue asked us to provide an updated list of those who are staying and those who have evacuated. This information is helpful for reentry, and particularly if search and rescue operations are needed.
At the September Board meeting a few residents expressed concerns about the condition of the common areas around the community. We greatly appreciate your patience as we work through some challenges. We are meeting with Summit Landscape Group to identify short-comings in their performance and to make the necessary corrections to get the property back on track. In addition, Raul and his staff are working on several items: •
Drainage – Raul is working closely with the Town to get a couple of key areas cleaned up to improve the out-flow of water.

Landscaping – Raul is working with a local landscape architect to address some key areas, including the buffer on South Port Royal Drive, the intersection of North/South Port Royal and Coggins Point, the intersection of Coggins Point/South Port Royal, as well as a few others.. Raul is also working with the Town contractor to clean up areas around the front entrance.

Fencing – along 278 will be painted and the fencing on South Port Royal will be completed and painted.
•
Paving repairs – Raul is working with contractors to repair areas that have road shoulder damage and to start the Scarborough Head area paving project.

We’ve been quite busy the past few weeks because of Hurricane Irma. Staff did an excellent job getting the Association’s property ready for the storm, then getting things back in order afterwards. It is hard to believe but we picked up more debris from the southern end of the plantation than we did for Hermine last year. I was so taken aback by this! The Summit crew spent 3.5 hours picking up debris on Barony Lane, which normally takes less than an hour! Mosquito spraying is being done by both the Association and Heritage Golf Group in an attempt to control the outbreak since Irma. Our current problem was created by the storm. The mosquito hatchings in the marsh areas were blown further inland and caused this recent infestation. Our service provider says we should see a decline in the next two to three weeks. I have asked them to double up our spraying for at least the next two weeks. We are scheduled to begin the 2017 paving project mid-October. We are finalizing the contract with the selected vendor and they will provide timelines for the scheduled work. The streets to be paved are Scarborough Head, Audubon, Catesby, Royal Crest, and Century. The project will be done during daylight hours and will be done as quickly as possible. It may be necessary to coordinate parking, and we will communicate with those of you affected well before we reach your area.

Please be aware that the maximum speed limit in the community has been lowered to 25 Miles Per Hour unless otherwise posted. The 30 MPH speed limit signs were changed out beginning Monday, September 25th with all sign changes complete by Saturday, September 30th. Security has had additional training in conducting traffic stops and we started handing out information at the gate to all contractors and guests on Monday, September 25th. Security Patrol Officers have been asked to run their radar equipment throughout their shifts.
Remember to take advantage of our house check program. We want you to have peace of mind while you are away. Please also remember the following before leaving for an extended period of time. ● Bring in any outdoor furniture or other items that could act as a hazard during hurricane season. ● If someone local has access to your home, be sure to list them on your house check form.

I know I’ve written about this subject before, but we have several new owners in the Plantation. And, I know most of you would rather not have to even think about this subject! But, unfortunately, it’s that time of year and we are seeing a lot of storms out there. We do allow the installation of Hurricane Panels in Port Royal Plantation. This does require permitting by the Plans Approval Board. See the rules below: •
The headers and sills required to hold the panels in place may be permanently installed around windows, doors and other openings chosen for protection by the homeowner, and must match the color of the surfaces on which they are mounted.

PR Carl Nelson is a licensed Professional Engineer. He graduated from the University of Connecticut with a Bachelor’s degree in Civil Engineering and worked for the Connecticut Department of Transportation for 32 years. For thirteen years until retirement, Carl was the District Engineer in charge of all construction, engineering, and surveying projects in Eastern Connecticut while managing a staff of over 80 engineers and surveyors. Projects included roads, bridges, train stations, airport facilities, and marine ports. In his free time, Carl was involved in the communitiy as Chairman of the Town’s Recreation Commission and a Board Member of the Friends of the local library. Carl retired in 2015 and moved to Hilton Head with his wife Lynn. They have been married for 33 years. When he is not doing projects around the house, Carl loves to travel, fish, boat, and golf. John Simpson, and his wife Karen have owned a home in Port Royal for three years. In February of 2017 John retired from The Sherwin Williams Company after 36 years. Both John and Karen are originally from Maryland. They have also lived in New York, New Hampshire, Massachusetts, Pennsylvania and most recently Ohio. At the conclusion of his career John was Senior Vice President of Sales for Diversified Brands with responsibilities over US, Canada, and Australia. John and Karen have been married for 29 years. They have two daughters Jennifer 25 and Anne 21. They feel blessed to have both daughters residing in South Carolina. John has been active in coaching youth lacrosse on HHI. He enjoys fitness, golf, skiing and the theater. John is excited and looks forward to serving as a board member as this community has so much to offer both current and future residents. At the September 20, 2017 Board meeting an Investment Policy statement was approved. I wish to thank the Ad Hoc Committee members Kelly Elliott, David Johnson, Al Syndor and Fran Hubbell for their contributions in developing this Policy. A copy of the Investment Policy is available on the Port Royal Website. The Board is looking for two Landowners willing to serve on the new Investment Committee for a three-year term to implement the Policy. The primary functions are to select an investment advisor and to monitor investment performance. Island-wide History Day tours are planned for Saturday, October 14th, including our Port Royal Plantation historic sites. The event has guided trolley tours covering Military History in the morning and Forts/Civil War History in the afternoon. For those who prefer riding bikes, a guided morning tour will include our Plantation sites as well nearby locations such as Government Cemetery and Mitchellville. The afternoon guided bike ride encompasses the sites along Skull Creek and Hilton Head Plantation. The first tours start at 9 am and the final trolley tour is 1:30 pm. Port Royal residents and guests not wishing to participate in any of the full History Day guided tours are more than welcome to visit our own Fort Walker as well as the other historic PRP sites that day from 10 am to 3 pm with no fee. Visit by car, bike, or walk, and learn from docents and re-enactors the story of the November 1861 Battle of Port Royal, and how Union forces landed and stayed until 1868 with a population that reached 45,000 at times, including more than 15,000 military/naval personnel. Please note that while Fort Sherman, The Headlands, and Steam Gun sites are included in the guided tours, except for the possible exception of the Steam Gun, these sites will be explained only by docents aboard the trolleys or bike group leaders.
