From the desk of Doug Bolton

I woke up this morning and my wife said, “turn the heat back on”. I guess that means that summer is over. The tree leaves are starting to fall naturally, which is a nice change from having them blown off by strong winds. Hurricane season is almost over! The Board and Staff would like to thank Landowners for your patience as we continue to get things back to normal after the storms. There is lots activity right now in our community: road repairs, paving, drainage repairs, landscaping, and the teardown of the Beach House. With all of this activity, as well as the repairs to our own properties, it is easy to forget all we have to be thankful for. We live in an awesome place! Unlike our friends who live in crowded cities, we have clean air and an easy local commute to wherever we want to go. We eat in great restaurants and shop in stores where people know us. We have bike paths, golf and tennis, and our beautiful almost private - beach practically in our back yard. And we have wonderful neighbors.

Due to storm damage to our pool restrooms and pump house, the replacement of these assets will be done at the same time as building the new Beach House, making it now a comprehensive ‘Beach House Project’. The cost of these additions will be covered by existing asset replacement funds dedicated to those facilities and a storm damage line of credit without the need for additional Landowner assessment. Your Board and Staff, as well as the contractor, are working diligently to ensure that the project is done within the budgeted funds. As a final note, the Hilton Head Motoring Festival is in our neighborhood this weekend. Cars, boats and planes will all be on display. The weather report says it’s going to be gorgeous. So hopefully you can enjoy the beauty of the outdoors, as well as our automotive past and future.

REMEMBER TO VOTE:

We hope you and your neighbors will attend the Port Royal Association of Landowners Annual Meeting on November 14. It will be held at 7:00 pm at the Westin Hotel since the Beach House will be unavailable (actually a pile of dirt). Speaking of the Beach House, preparation work with our selected contractor, Graves Construction Company, Inc., is going very well and we anticipate a December 4th start date. We will provide updates as the project progresses. Our goal is to have the restrooms and pool equipment operating for next season, and the Beach House ready for our annual meeting next fall. PR Over the last month, Summit Landscape Group and Port Royal staff have been working hard to correct some landscaping issues throughout the community. The additional pine straw has added a nice appearance along the road ways. The landscape architect has completed plans for the area at the intersection of Coggins Point Road with South and North Port Royal Drive which is scheduled to begin mid-November. We also plan to add 50 Ilex Nellie Stevens Hollies along the buffer between the commercial properties and South Port Royal Drive. Staff is working with contractors on the final pricing for that project. We do recognize that there is still more work to be done. We have completed major cleanup work in the Arboretum. To bring the area to a maintainable state we had to remove many stumps, overgrown invasive plants, and undergrowth. The cleanup was necessary to provide a good starting point to make improvements. This will develop a solid foundation for building back a well laid out and maintained Arboretum for all to enjoy. We will start by adding native plant material and hydroseeding to the high ground areas outside of the wetlands so that it can be mowed for easier maintenance. The wetland areas are restricted, and staff will continue to explore options to enhance its overall appearance. We appreciate your understanding and patience as we work through the Arboretum improvements. The Island-wide History Day on October 14, 2017 was a huge success and we are proud that Port Royal was part of the event. The

community historical sites at FT. Walker, Ft. Sherman and the Steam Gun were visited by over 300 guests by trolley and bicycle. Many Landowners also visited the sites to see the re-enactors who brought history back to life in the 157-year-old fort. A special thank you to Will Dopp, Resident Historian, for his hard work and dedication to History Days. Also, a thank you to all the Staff that helped in the preparations and setup to make Port Royal look its best for all the visitors.

Each year the residents of Port Royal Plantation graciously express their gratitude to the staff with a donation to the Employee Holiday Fund. This is an opportunity for residents to say, “Thank You for the overall service provided by the Staff throughout the year. Your donation is so appreciated by staff and their families over the holiday seasons. If you would like to contribute to the holiday fund, please drop off or mail your contribution by Wednesday, December 12 to the Port Royal Administration Office at 10 Coggins Point Road, Hilton Head Island, SC 29928. Please make checks payable to Port Royal Plantation and write Holiday Fund in the memo field. The funds collected will be distributed to the Staff prior to the holidays. The collective support of the Landowners provides a nice gift at just the right time. Page 5

As we all know, Matthew and subsequent storms have left a large wake in our community. Across the island we are beginning to see effects on many trees including pine beetles, tree rot from water damage, and unfortunately, trees continue to fall from weakened root structures. If you notice that some of your pines or oaks are showing signs of distress, we suggest that you contact a local arborist who may be able to help you save the tree. They may suggest removal to prevent the tree from causing property damage to your property or your neighbors. Here are some tips on what to look for: Often the first noticeable indication of SPB attack is foliage discoloration. Crowns of dying pines change color from green to yellow to red before turning brown and falling from the tree. The time it takes for these changes varies seasonally. Frequently, by the time crowns are red the beetles have already vacated the tree. The earliest signs of possible SPB-attack is the presence of brownish-orange boring dust and tiny white pitch pellets accumulating at the base of the tree, in bark crevices, in nearby spider webs, and on understory foliage. A more noticeable indication of SPB attack is the presence of multiple popcorn size lumps of pitch (i.e., pitch tubes) on the outer bark of pine stems. These pitch tubes may occur from near ground level up to 60-ft. (18-m) high, but may not develop at all on trees severely weakened before beetle attack. The most diagnostic sign of SPB activity is the presence of the winding S-shaped galleries that cross over each other and are packed with boring dust and frass. These can be found by exposing a portion of the inner bark beneath pitch tubes or by removing a section of bark. Another sign of possible SPB activity is the presence of clear shot-like holes (ca. 1 mm in dia.) on the exterior bark surfaces where SPB have emerged. SPB infestations typically kill groups of trees, which allows for prioritizing investigations of suspect mortality.

Remedial control measures to suppress existing infestations are limited. Generally, the most effective and desirable approach is to remove and process all SPB-infested pines as soon as possible. ● maintain at least 25 ft. (8 m) distance between mature pines in urban settings ● promote tree diversity in the landscape ● remove damaged pines ● maintain tree health and vigor by supplemental watering during extended dry periods *Information about the Southern Pine Beetle cited from The University of Florida.

PR Fall is a good time to do some home projects that you may have put off during the year. For example, you may want to replace or repair your driveway if it has cracks or has lifted from trees that came down with Hurricane Matthew. Many people have replaced their cracked concrete driveways with pavers that don’t crack. If you have an asphalt driveway that needs a new look, seal coating it will make it look fresh again. Perhaps replacing walkways and/or patios would make a big difference at your house. Maybe you would like to replace your patio and build a nice fire pit to enjoy more outdoor living. Another good project would be to replace old, weathered or rotten decks and railings. But before you decide on these or other home projects, please contact the Plans Approval Board to find out if a Permit would be required and, if so, exactly what you would need to submit for approval.

A two second action may save a life: BUCKLE UP. As we approach Thanksgiving, you may have family members driving to visit or you may be visiting them. I encourage you all to buckle your seat belts and ask your friends and family to buckle up. The State of South Carolina law makes it mandatory to wear your seat belt (56-5-6520). Buckleupsc.com will provide you information on child seat safety and the laws that regulate the use of seat belts. This is a great resource that you may find helpful. The CDC reports that wearing your seat belt can reduce serious crash-related injuries and deaths by about 50%. Here is something to think about - would you catch a 150-pound cannonball traveling at 30 MPH? The same force that the cannonball would hit you is the same force that happens when you hit the steering wheel if you’re not wearing a seat belt.

●With all the people and activity going on at Thanksgiving, it’s important to keep the kitchen safe. It’s a good time to make sure your smoke alarms are working! ●When you are using the stovetop, stay in the kitchen to keep an eye on things. ●As far as the oven goes, start with a clean oven and make sure you stay in the house and check on it from time to time. ● Keep anything that can catch fire away from your stove – potholders, wooden utensils, food wrappers, or paper towels. ● Make sure your sleeves are out of the way when cooking. Wear tighter fitting clothing with shorter sleeves. ● Keep the floor clear so you don’t trip over toys, bags or other items. ● Make sure knives, electric cords from appliances, matches and lighters are out of a child’s reach. ● Remember that steam or splash from vegetables, gravy or coffee can cause serious burns. Keep those pot handles turned in! ● Have activities that keep kids out of the kitchen during this busy time. Games, puzzles or books can keep them busy. Let kids get involved in Thanksgiving with recipes that can be done outside the kitchen or without cooking. ● Happy holiday cooking! Page 8 Portroyalplantation.net

PR FRIENDLY REMINDER: CONTRACTOR PASSES If you are having work done by a contractor of any kind (pest control, pool cleaning, etc) at your property, please authorize them a pass just as you would if a friend is coming to visit. We have received several complaints of contractors using addresses for homes for which they are not scheduled to do work. ● All contractors require a daily pass or decal to do work within Port Royal (All passes are fee based) ● Landowners are required to authorize passes for Contractors via dwellingLIVE or by calling the Administration Office at (843)-681-5114 x101. ● Any contractor working on a visitor/guest pass will be issued a private citation and asked to leave the job site and purchase a pass. ● If you do not authorize a pass, your Contractor my be turned away if we cannot get in touch with you.

Caitlin Lee, Operations Manager It seems that everyone is bombarded with communications all day long. We try our best at Port Royal to ensure that all the information you receive is timely and relevant. We have several outlets and resources to let you know what is happening in the community. As always, if you have a question that is not answered in any of these resources, please contact the appropriate staff member. All email addresses are listed on the back of the Trident. The Trident is published monthly and is sent via e-blast for reading on computers and mobile devices. Archived copies are available in the Documents section of portroyalplantation.net for printing. You may also pick up copies at the Gate House. In the Trident you will find updates from each department as well as news from the Board of Directors. Notices about upcoming billings, social events and projects that may affect Landowners are also included. Typically, you receive a weekly e-blast with reminders about upcoming events and projects. In case of emergency, as in Hurricane Matthew and Irma, this is our best way to communicate with Landowners.

portroyalplantation.net is your best resource for information about anything happening in Port Royal. There you will find archived documents including approved board minutes, financial statements and asset reserve studies. We post links for voting, online payments for assessments, and other resources you may need. You can also view your account balance through your personal home page, submit House Check Requests, and find PAB Application forms. Another important feature of the website is the Landowner Directory. It is important to log on to ensure that your contact information is correct and that your desired privacy settings are set. We started our Facebook page in September. This is strictly another platform for information that is already on the website and in e-blasts. In case of emergency we will be updating the Facebook page with information from government officials and other pertinent resources. The page is not set up to receive comments, so please direct questions to the appropriate staff member via email or phone call.
