Last year the Board of Directors budgeted for a part-time community assistant. We made the decision to ease the workload in the Administration office and have Lance focus more of his attention on the Beach House Project and construction. As everyone knows, our top priority for 2018 is the on-time & on-budget completion of the Beach House. At the same time, under the direction of Bob Turner, our Treasurer, we conducted a comprehensive review of the accounting services provided by our outside vendor, Southern Community Services, which currently costs the Association $35,000 per year. We found multiple areas that needed improvement and a process that was resulting in duplication of efforts, mostly due to software incompatibility. After considerable discussion and reviewing options, the Board made the decision to bring all accounting functions back in-house. Our goal is to complete the transition by the end of April. The timing is of this is good, as it allows the Association to change the approved part-time assistant to a full-time position. The costs will work out to be just about the same as allocated in our 2018 budget for accounting services.

Plans are underway on how to divide administrative and accounting functions among staff to best serve our Landowners. We will be gaining additional benefits as our new community specific software will eliminate the current process of entering data into as many as four different systems. The software will integrate with our current banks, and website, as well as our security and compliance systems. We have the job posted and hope to have our new staff member in place soon. The office is going to be a very busy place for the next couple months, so please be patient. We will be reorganizing some of the administrative functions and our new maintenance manager will be getting to know the property and working with our outside vendor. We will be learning new processes – all while the Administration building Page 3

We have been talking about the Beach House for over eighteen months, and it is amazing to see the project come to life. The Board has been very clear to me that my focus for 2018 is getting the Beach House built on-time and within available funding. While it may not seem like there is much going on right now, you may be surprised with all that has been accomplished since December: ● Contract was signed with Graves Construction by Doug Bolton on December 21, 2017 ● PSD moved a 6” water main and added shut offs on either side of the Beach House property so that the facility can be isolated from the surrounding neighbors for further work or repairs. ● Palmetto Electric moved the transformer that was next to the old beach house in the footprint of the new building. They are bringing in a new line to provide three-phase power, for the elevator and other equipment, to the facility. ● I have been working with the contractor and architect to clarify some construction details. We’ve switched to concrete floors in the Bath House instead of wood and changed the doors from metal to fiberglass. ● Graves has moved in their construction trailer and is installing temporary power. ● Site grading and survey markers have been placed. This exposed several broken pilings below grade which need to be removed. We also discovered some pilings with concrete caps that have been difficult to remove. ● Irrigation lines have been disconnected from the well and the pool water lines identified. ● Graves entered into a contract with Year Round Pools to complete the construction of the kiddie pool. ● And the first piling went in last Wednesday! The process included three other test holes to determine the average required depth of each piling. It appears that most pilings will be 55 to 60 ft. in the ground. As you can see we have been very busy! There is still a long road ahead of us, but we are on track to meet the deadlines set in the contract, a Memorial Day Weekend Opening for the Pool and Bath House, and the Beach House should be ready for the 2018 Annual Meeting in November. Our next steps include completing the town permitting process for the building, testing the first piling for structural load requirements, finishing the final piling layout, and beginning the foundation preparation for the Bath House and Kidde Pool. Thank you all for your incredible patience during this process. Please remember to respect the work area and utilize the open beach access points. We will make every attempt to keep the temporary access path at the Beach House area open, but once the full construction process begins, parking will be very limited.

Note from the Treasurer, Bob Turner 2017 was a very positive year for Port Royal Plantation. Overall, gate pass and decal revenue exceeded budget by $162,000 and our operating expenses were $62,000 under budget, mostly due to salaries. Due to this $224,000 surplus, the Board has voted to transfer $200,000 to help fund the Beach House Project, and keep the rest in the operating fund for 2018. The Transfer Fee, approved by Port Royal Landowners, went into effect on May 8, 2017. The fee generated over $141,000 in revenue in just eight months! The funds collected from the Transfer Fee go directly to paying off the Disaster Recovery Line of Credit. I hope 2018 is just as bright for Port Royal Plantation!

Welcome Scott!
Prior to the landscaping company, he was the maintenance manager at Glenwood Condominium Association for 8 years, where he worked with Lance. He was responsible for all grounds and exterior building maintenance for the 200 upscale townhouse condominiums. Scott enjoys growing and caring for containergrown citrus trees and bonsai trees. On Sundays during football season you will find him cheering for the Steelers. He enjoys watching Pirates and Penguins throughout their seasons as well. We are happy to announce Scott Kunkle has joined us as our new Director of Maintenance for Port Royal. Scott relocated to Hilton Head from Trafford, Pennsylvania, about 25 minutes east of Pittsburgh. For the past 10 years, as co-owner and supervisor of a landscaping company, Scott was responsible for all aspects of commercial and residential landscape management and
Scott is very close with his family. He and Darlene have been married for almost 25 years. They have 2 beautiful daughters: Alexis, 18, attends the Community College of Allegheny County, and Sarah, 16, is a junior at Penn Trafford High School. Scott joined the management team at Port Royal on January 29, 2018 and is excited about the opportunity.
PR Vehicle Decals The new vehicle decals are here and will be distributed on the following Saturdays from 9 am to 3 pm: â—? February 17th, March 10th and March 24th. â—? Please bring your car registration and insurance with you. If you have not changed vehicles since receiving your prior decal, you can fill out the form on the website prior to those dates. We will still need to see your registration and insurance when you come to the office to pick up your decal. All renters, regardless of their lease expiration date, will need to renew their decal. What a wonderful time of year to enjoy an outdoor fire! An outdoor fire pit is a great option to heat and add ambiance to your outdoor living space. Plus, using a fire pit is more elegant and safer than building a bonfire in the middle of your yard! It can be made with a variety of materials and can be permanent or portable. Permanent fire pit containers must be located more than 15 feet from any structure or combustible material or constructed fire pits at least 18 inches high AND completely enclosed by a noncombustible material such as steel, brick, masonry or stone lining the perimeter. The internal dimension of the fire pit shall not exceed a surface area of 25 square feet and no higher than 2 feet. To build an outdoor fire pit/fireplace, an application must be submitted for a Permit with the PAB and Town Building Division.

Rules and Procedures Review The Communications Team was asked to review the Rules & Procedures to clarify verbiage and provide better and more understandable definitions. There are no substantive changes, just some improved organization. The Board will vote to approve this at the February meeting. A copy of the draft is available at the Administration Office for any interested Landowners to look at. Friends of the Arboretum Tammie Blank The January 29th meeting to review our Arboretum drew 24 lively attendees with widely varying comments on restoration and maintenance plans. Many others are interested but were unable to make the meeting. We did agree to re-establish the formal “Friends of the Arboretum”. A meeting will be held before Feb. 20 and a notice will be sent by e-blast. This meeting will be organizational rather than a discussion of “what to do”. We will establish a leadership team so we have representation to the PRP Board. Please contact Tammie Blank at 843681-9770, tamsen@att.net to volunteer as a Member prior to that time. This formalized organization will give us the ability to have our re-emerging Arboretum certified by the international ArbNet.org, providing us the opportunity to request grants, attract ecologists’ attention and professional assistance, create educational programs of coastal forests’ past and current environment, and enhance the status of Port Royal Plantation as THE best place on Hilton Head Island.
