We are fortunate that our community has so many motivated and talented individuals who are willing to help with special events, clubs, committees and boards. Port Royal Plantation has two governing boards: the Board of Directors (BOD) and the Plans Approval Board (PAB). This summer our Nominating Committee will announce a call for applicants for four positions on the Board of Directors for a three-year term starting in January, 2019. But first we will be accepting applications for two positions on the Plans Approval Board for a three-year term starting October 1, 2018. The mission of the PAB is to ensure the orderly development of an aesthetically pleasing and harmonious residential community in Port Royal Plantation that preserves the natural beauty of the environmental setting, as well as the value of each property owner’s investment. To accomplish this, the PAB works best with members who have particular experience. While anyone can apply, special consideration will be given to Landowners who have built or remodeled within the last five years, since these folks have recent – and often local – experience. They can also relate to what their fellow Landowners are going through with these building projects! Many times a PRP Landowner’s first experience with the Association is with the Plans Approval Board. The PAB works within a set of published guidelines which have been modified several times over the years. When the Rules and Procedures (R&P) governing our properties were updated we wanted to make sure the language in the two documents - R&P and PAB guidelines – was easy to interpret. PAB members Hugh O’Kane, Barry Wilbur, and Cathy Foss met with Board of Directors members Kaye Black, Don Blank and John Pollak to suggest language improvements in either document to help Landowners better understand the intent. PR ArborNature & The Town of Hilton Head Island The Town Council agenda for April 17, 2018, included a proposed First Reading of an ordinance related to a settlement agreement between the Town of Hilton Head Island and ArborNature Tree Service. Currently ArborNature has a business operation on Leg O’Mutton Road, between Gardner Drive and Marshland Road. ArborNature is a full-service tree service but they also provide logging and large quantity tree material tub grinding. The excessive noise caused by their current operation has drawn serious complaints from residents in the Leg O’Mutton area. The settlement agreement has ArborNature’s operations moving to 4 acres of town-owned land off Summit Drive, located near the Beaufort County Convenience Center off Dillon Road. The proposed relocation of the tub grinding and logging operation is approximately 1,200 feet from the nearest Port Royal Landowner property. As soon as this matter was brought to the Association’s attention, efforts were made to obtain additional information and determine what impact the relocation would have on the community. We immediately requested that the First Reading of the ordinance be removed from the agenda for further review. We attended the Town Council meeting to speak against the relocation, and we requested additional time to review necessary information. Town Council voted to delay the First Reading until May 1, 2018. The Board appointed a Task Force to work on this issue. The Task Force, chaired by Pete White, submitted a list of requests to the Town, including asking for additional time to review the information requested. The Town is cooperating by working to provide the information, and has now delayed the First Reading until the May 15 Town Council meeting. The Task Force has asked for information related to noise and environmental studies, value of property, Town ordinances, business operation requirements, etc. Page 4

The Task Force is diligently working on this issue and plans to meet with the Mayor, Town Manager and our Councilman John McCann prior to the First Reading. The Board engaged the Association attorney to submit the Freedom of Information Act (FOIA) letter. Administration Office The Administration Office remodeling project is almost finished. Repairing leaking windows, replacing aged flooring, and a fresh coat of paint are a few of the improvements that have been made. We also took this opportunity to reconfigure the space for better efficiency of our operations. ● The new pass office is separated from the Administration offices. Rob Wilkinson, Director of Security, is evaluating contractor pass activity to better serve vendors and possibly reduce traffic causing delays at the gate. ●

Landowners will now access the Administration Office in a new space on the left side of the building, avoiding having to wait in line behind vendors obtaining passes.

The conference room, which was on the second level, has been relocated to the first floor for easier access for Landowners.

There are two handicap accessible restrooms.

The staff also has a break room which gives them a place to have lunch away from their desks.

This project was completed with asset replacement and operating funds budgeted for this purpose. Staff is planning an open house in June for Landowners to see the improvements that have been made. However, feel free to stop by any time.

REMINDER As you head out of town for a few days or an extended period of time, please secure your outdoor furniture. During intense summer storms or tropical events, your furniture can act as a projectile and cause damage to your or your neighbors property.

Spring Cleaning Tips Hilton Head Island Fire Rescue It’s time for some spring cleaning! ●Reduce the amount of clutter inside and outside your home. While clutter does not start fires, it can become fuel for a fire. Household and pool chemicals, paints and poisons should be marked and stored out of children’s reach. Dispose of any that are leaking or expired. Common household chemicals can fuel a fire and can also be hazardous to your health. ● Your medicine cabinet is not meant to be a storage area for all of the medicines that you have ever been prescribed. Spring cleaning is a good time to get rid of them and any expired over-the-counter medicines that you may have. ● Maintain your yard - trim bushes, plants and trees. Removing vegetation clears fuel for any potential fire. Keep gutters and roofs clear of leaves and other buildup. Check the kids’ play area for sharp objects, poisonous plants, and tripping hazards. ● Check your barbeque grill for leaks and cracks and be sure to store any propane tanks at least 10 feet away from your house and garage. Locate grills a safe distance (at least 10 feet) from buildings or wooden decks. Page 6

The winter months went by rather quickly, even though we’re still having some chilly mornings! And now we’re coming into the “growing season.” Now that it’s getting warmer, the grass, shrubs and weeds will be growing like crazy! As you make plans for your summer travels, be sure to include landscape maintenance. It is important to maintain your yard or lot regularly throughout the season. Welcome Hilton Head Landscapes! I would like to welcome Hilton Head Landscapes as our new landscape service provider in Port Royal! Their team led by Nick Welliver, has been serving Hilton Head and the surrounding area for over a decade. Their experience includes a full range of commercial, municipal, and residential properties. Our goal is to develop a long term relationship with Nick and his team to make Port Royal a premier community for our Landowners as well as his portfolio. Hilton Head Landscapes is excited to have the opportunity to care for the landscaping at Port Royal and we are happy to be working with them! Yard debris will continue to be picked up every Monday. If a holiday falls on a Monday, or if it is raining, collection will be done the next day. Our goal is to complete debris pick up within one day. Depending on conditions, it may at times be carried over into a second day. Debris pick up is a service provided by the Association and is designed to provide a convenient means for you to dispose of the yard waste generated as you maintain your property. To control costs, certain collection restrictions are required. Please follow the guidelines below: ● No loose debris that requires the use of a pitch fork or rake will be collected. All loose debris must be contained, bagged, canned, in wheelbarrows, or string tied. Cans will be returned for reuse. ● Larger branches may be stacked in 3-4 foot lengths. ● The amount of debris is restricted to 3’ x 3’ x 6’ ● Debris left by a Landowner’s hired landscape contractor will not be collected. Contractors are responsible for removing and hauling away all debris when working on your property.

Fish Haul Farm Fish Haul Farmers have been busy planting crops as the temperatures have warmed up, as well as harvesting late winter/early spring produce. In April, several farmers worked as volunteers for two days to remove weeds, maintain parts of the plots and beautify the Farm. Many thanks to all those members who gave up their time to make this a worthwhile activity. The committee is looking to set possible dates for a summer social event – details will be confirmed soon. There are 3 plots currently unoccupied, so anyone wanting to try their hand at growing their own salad and veg. should contact Carrie Wilbur at cwilbur3355@gmail.com for further information. PR Rules & Procedures Update Port Royal Plantation is a community with a common set of values, which we as Landowners have agreed to uphold. Whether it’s how we drive on our roads, manage our pets, or care for our personal property, our personal actions have the single largest impact on the safety, beauty, and enjoyment of our community. Our Rules & Procedures were recently updated to clarify the expectations that we have for ourselves and our neighbors. The spirit of the document did not change and, as an Association, our intent is not to collect fines; it is to ensure that we maintain the high-quality image our Landowners desire and deserve. You may find the updated Rules & Procedures on portroyalplatation.net under “A Guide to Living”. The updated Rules & Procedures are effective as of May 1, 2018, and enforcement will begin on May 15, 2018. Please review the document on the website and email us if you have any questions.

PLANS APPROVAL BOARD POSITIONS OPEN Applications are now being accepted to fill two 3-year terms, beginning October 1, 2018, on the Plans Approval Board. The PAB is tasked with the development of an aesthetically pleasing and harmonious residential community that preserves the natural beauty and the environmental settings, as well as the value of each property owner’s investment. The Declaration of Covenants and Restrictions authorize the PAB to review applications from Landowners and make decisions concerning: • • • • • •

all new home construction, including drainage plans and landscape; additions to, or significant alteration of, the exterior of an existing home; significant additions to (e.g. swimming pool) or alterations of a building site; minor home and site improvements; tree removals; repainting or reroofing.

The term of a PAB Member is three (3) years, and may be extended for one additional three-year term. The PAB meets twice each month – the first and third Tuesday – at 9:00 a.m. in the Administration Conference Room. To build consistency among the PAB and the decisions the PAB makes, it is extremely important that each member attend all meetings, be available to the PAB Administrator for tasks such as tree removal inspections, reviewing exterior paint and roofing requests, reviewing construction change requests, PAB violations, administratively reviewing plans for alterations and minor changes, and decision-making concerning various Port Royal Plantation Covenants which are under PAB authority. In addition to twice monthly meetings, the usual means of communication with the PAB Administrator is email and phone. Qualifications may include, but are not limited to, experience in construction, architecture, interior design, land development, engineering, management, etc. All applicants must be in good financial standing with the Association to serve. An application for membership can be found on the reverse side of this page or obtained from the Association website www.portroyalplantation.net, or from the Administration Office, Monday - Friday, 7:30 a.m. – 4:30 p.m. Applications must be received no later than Thursday, May 31.
