There are three kinds of people: Those who make things happen, those who watch things happen, and those who say, 'what happened?' Casey Stengel Hey – it is summer! So the allusion to a baseball great fits – right? Perhaps it also fits for that annual Port Royal ritual of recruiting Landowner volunteers for four open Board positions for 2019. That’s right, four! Out of 900+ homes and thousands of residents, how hard can it be to find four great volunteers? Board service is not easy; it’s hard to make decisions that are popular with everyone. PRP Board members are simply Landowners just like you, but with a commitment to do the best job possible to keep Port Royal Plantation the best place to live on Hilton Head Island. The pay is not great (it’s actually zero) but the rewards are many, including leaving your footprints in the future “sand” of Port Royal Plantation. There have been many great volunteers in our community’s history. Enhancing the pool & bathhouse complex, building a new Beach House, even wrestling with how to finance storm-related cleanup costs – all required the collaboration of volunteers to chart a course for our recent successes. In this year alone, our Rules & Procedures as well as the PAB Guidelines received major updates thanks to the countless hours of volunteer work by Landowners.

John Noble Holcomb Okay, so perhaps the allusion to a great war hero from Oregon is a stretch, but those who engaged in the ArborNature issue certainly felt like we were in a battle with the Town. Countless hours and dedication from Lance, our Board, and community volunteers demonstrated that belief in a vision, passion about an outcome, and dedication to an effort are great ingredients for success. So, back to the “Four thing”; We need your vision, your passion, and your dedication to “what’s next for Port Royal Plantation.” We can’t always see what’s next, but there are a few things we do know. 1. The island has a labor issue and we are not insulated from that challenge, and thus need a seat at the “island’s table” as we collaborate on how to survive and thrive. 2. The future of the Planters Row golf course land is still up in the air. Regardless of the direction, this should be a topic of interest for every Landowner in the Port Royal community. 3. The viability and vitality of Port Royal Plantation will be enhanced by volunteers who are willing to step into leadership roles, working together to serve the interests of all Landowners. Our new Beach House will provide opportunities to strengthen our sense of community. We need your forward-thinking and planning skills to get it right! So yes, there is always more work to be done and yes, we need the best women and men Port Royal Plantation has to offer. To be exact - we need Four Board nominees for 2019. This year’s Nominating Committee - Mary Ann Schrader, Christina Forbis, Jim Anderson, Barry Wilbur, and I as your board representative - looks forward to meeting with our fellow Landowners who are interested in contributing time and talents to the future of Port Royal Plantation. We have extended the deadline for applications to July 15th. We hope you consider applying to be one of Four.

PR Town of Hilton Head Island/ArborNature Update Thank you to the Port Royal Landowners who packed the Town Council meeting room on June 19 to show support for our community and our neighbors on Dillon Road. And a special thanks to those who sent messages and spoke before Town Council. The strong support against relocating the ArborNature tree grinding operation to Summit Drive was clearly heard and recognized by Council, the Mayor and Town Staff. At the meeting, Council members and Mayor Bennett voted 7 - 0 against leasing the Summit Drive property to ArborNature. While this is a big step towards preventing the possible relocation of the tub grinding operation near Port Royal and surrounding communities, Council’s decision does not remove the pending lawsuit that ArborNature has filed against the Town of Hilton Head Island. The case is being closely monitored and the Summit Relocation Task Force will reconvene if necessary. A special thank you to the task force chaired by Pete White, and members Jerry Knight, Risa Price, Larry Landry and Gary Higgins who worked diligently to gather information and provide Town Council and Staff with reasonable objections to the settlement agreement and proposed ordinance to lease the Summit Drive property to a tree-grinding operation. Shorebird Protection Each year, our beaches are home to migrating shore birds such as piping plovers. As part of the Town of Hilton Head Island’s commitment to protect these birds after beach renourishment, roped off areas will be installed along the beach along Port Royal Sound. Please do not disturb these areas or allow your dogs to disturb these areas. The Town has agreed to provide beach access points around the restricted area. The areas are regularly inspected by governing agencies and, if there is foot traffic or evidence of dog activity in the roped off areas, there is a higher probability for stricter enforcement including state fines. By respecting and appreciating the protected areas, Landowners can continue to enjoy the beach, while providing a safe and secure environment for shore birds. Congratulations to Rob Wilkinson, Director of Security, for obtaining his Certified Manager of Community Association (CMCA) certification. Rob successfully completed the Community Association Institute M-100 course and passed two exams to earn his designation. Caitlin Lee, Operations Manager, is also CMCA certified. Check out the amazing progress made on the Beach House this month. By the first week of July, the building should be under roof and interior work can begin!
Voluntary Beach House Enhancement Campaign The Beach House project is progressing nicely. It was wonderful to see the beautiful bathhouse and pool area (phase 1 of the project) completed for Memorial Day. Phase 2, the Beach House, is going up before our eyes and is within the budget outlined in the Presidents Column in April’s Trident. We hope to host the Annual Meeting in the new Beach House in November. While we wait for the Beach House to be built everyone is curious about what it will look like once it’s finished. Will we have all new furniture? Our plan was to use the old furniture and fund the purchase of new over the next several years within the operating budget. However, quite a few Landowners have come to us offering to contribute money to help buy new furniture. In fact, enough have asked, it honestly doesn’t make sense to turn down those offers. We could get a really good start on what is needed. So, we decided to organize a multi-faceted fundraising campaign so that any Landowner who wishes to help has an opportunity to participate. It will be strictly voluntary. No assessment, no sales pitch. Page 5 Portroyalplantation.net
Our goal for the Voluntary Beach House Enhancement Campaign is $120,000. In addition to new furniture, this will allow us to put the finishing touches on the landscaping. Donors will be recognized on plaques in the Beach House. To learn more about this opportunity, contact Carl Nelson, campaign chairman, to discuss your potential donation. Reminder: Leash your Dogs
For everyone's protection, dogs need to be leashed whenever they are off your property. This includes all Common Areas, beach walkways, Beach House area, the boardwalk, leisure paths and even golf course property. If a dog injures another animal or human, it can be deemed aggressive which leads to the enforcement of the Rules & Procedures listed below. To ensure that all residents and their animals remain safe and happy to live in the Community, use a leash. From the Rules & Procedures page 16 ●

A dog shall be deemed aggressive or dangerous if it has bitten a person or other permitted animal or if it is vicious to a person or other permitted animal on Common Areas within the Plantation. Such a dog should immediately be reported to Security or to 911. Following a complaint, a dog shall be confined until there is a final determination by Beaufort County Animal Control regarding the dog’s status (pursuant to Title17, Chapter 1, Animal Control, Municipal Code of Hilton Head Island). The dog shall immediately be confined to the interior of the residence of the Owner. If required to exit the residence, the dog shall be muzzled and kept on a leash of six feet or less.

Share the News During emergency situations the Association will communicate via email, the community message board and Facebook. Our Staff at the gate will also talk to individuals as they enter the Community. We encourage all Residents to sign up for alerts from the County, Town and Sheriff’s Office to get the best information on up to date emergency situations. We also ask you to take a moment to talk to your neighbors, especially those who may not be watching news or checking emails. Page 6

Plan Ahead I urge Landowners and Residents to make plans now for unexpected events. Prepare an emergency kit and make an emergency family plan. In case of a hurricane, consider multiple evacuation options to determine where you will be comfortable for the duration of the evacuation, and where you can take pets. Friends and family who reside outside of the cone of uncertainty or inland may be your best option. We have copies of the town’s “Citizens Guide to Emergency Preparedness” at both the Gate and the Pass Office. You may also find a digital copy on portroyalplantation.net under News & Updates and Emergency Weather.
Restricted Gate Access In case of an emergency event like a mandatory evacuation, only Port Royal Plantation Landowners and Residents will be granted access to the community. During the mandatory evacuation order last year, we had a number of individuals approach the gate requesting to come in to check on pets, property and for various other reasons. When creating your family’s emergency plan, please keep this policy in mind. It is not intended to make an emergency situation more difficult, but to protect the Community as a whole. We will clearly communicate when this policy goes into effect during an emergency event.
Let us know if you go Last year with Hurricane Irma, we had more than a hundred residents who did not reply to evacuation notification requests. The Emergency Management team for the Town of Hilton Head Island depends on us to give them an accurate count of residents remaining in the community during a mandatory evacuation. They rely on this information for staffing levels during an emergency event. If a Landowner does not respond, we have to assume that they have not evacuated. Please take time to complete the emergency evacuation notification when requested.

The PAB’s Role in Recovery After Hurricane Matthew blew through the Island, we had many questions from Landowners about restoring their property – what permits they needed, etc. The PAB Guidelines, revised in May of this year, now includes a section for Emergency Permit Procedures. Please refer to the PAB Guidelines on our website, Section 3.1.6, on page 14. In addition, in preparation for an impending major storm or hurricane, installation of Hurricane Panel Systems is allowed. The procedures for Hurricane Panels can also be found in the PAB Guidelines at Section 2.4.e, on page 7. The Town has a program in place for Emergency Permitting that would allow you to expedite rebuilding your home if it is damaged during a storm or other weather emergency. Note: approval of the plans does not exempt you from building to the current building or fire codes. Additional drawings may be required in order for Town staff to review for building code compliance. You can read about the approval process and what you need to submit on page 10 in “A Citizens Guide to Emergency Preparedness.” To find out more about the process and how to get approved, call the Community Development Office at the Town at (843) 341-4757. Of course, we all hope we don’t have any hurricanes, but it’s nice to know what we need to do in the event we do have a storm. Please take time to read these sections of the Guidelines in particular so you’ll be ready if the time comes!

Preparing your home for a hurricane Can you believe we’re already four weeks into Hurricane Season? You can protect your property and home before the next storm threatens by taking some simple steps. Preparing Your Property for a Storm: ● Any trees or branches that could hit your home in a storm should be trimmed and other vegetation should be thinned out to reduce wind resistance. It is good to plan ahead and do this work at the beginning of storm season and not wait until a hurricane watch or warning has been issued. ● If you are going on vacation or will be away for an extended time, identify an interior location to store all outdoor furniture, decorations, garbage cans, and anything else that is not tied down. When a Storm is Imminent: Outside Your Home: ● Remove a screen panel on each side of your screened in porch or pool enclosure to allow wind to flow through, to cut down wind resistance. ● Disconnect propane gas at the tank. Bring your barbecue grill and propane tank inside until the storm is over. This may be your only means of cooking during a power outage, but remember to only use your grill outdoors, and after the storm has passed. ● Anything that is stored on a beach path must also be removed and put away. Swimming Pools: ● You should drain your swimming pools 6”-12” to allow for possible heavy rainfall, but do not drain it completely. Shock the pool by adding additional chlorine. Stock up on chlorine to keep your pool water clean. In the event of a prolonged power outage you will not be able to run the filter. Disconnect power to your pool pump, but do not wrap in plastic. If there is flooding, water will collect in the plastic and ruin the pump. Use your own discretion about throwing outdoor furniture in the pool. If it sinks to the bottom, it will not blow away but you risk damaging the pool’s finish. Do not throw in any metal furniture that is subject to rust.
Inside Your Home: ● Refrigeration/Water: Turn your refrigerator and freezer to the coldest setting. Freeze water in plastic jugs to help keep your freezer cold in case of a power outage. Stock up on jugs of bottled water – at least seven gallons per person – one gallon per person per day, and fill the bathtub with water for non-drinking use. ● Elevate personal belongings as much as possible, secure and lock all windows and doors, ensure that all valuable electronics are unplugged and elevated and stored away from windows. You should always plan ahead and not wait until the last minute for Hurricane Preparations. Review your family plan and check your hurricane supply list. Be prepared and if told to evacuate, please do so, and stay safe. Page 8

Below are some questions to ask your Insurance Agent about your Homeowners Policy: ● Does my policy cover additional assessments from Homeowners Associations for damage as a result of a storm or other event? ● What is my deductible for wind damage from a Hurricane? ● Do I need flood insurance through the National Flood Insurance Program? ● Can I make repairs to my home prior to a claims adjuster assessing damage? ● What is the claims process? What will I need? Who do I contact? ● Does my policy cover actual cash value or replacement cost? ● Does my policy cover additional living expenses if I cannot reside in my home? How long does the coverage last?
The Town’s Building–Dunes!
Special Notice
Hurricane Matthew destroyed many of the island’s natural dunes, so the Town of Hilton Head Island has placed wooden sand fences on about 10 miles of beach to catch windblown sand and build new dunes. Native dune plants have been planted in front of, between and behind these fences. These plants help catch additional sand and anchor the sand with their roots, to help stabilize our new dunes. Dunes help protect upland properties during storms and create habitat for many of our native species, such as sea turtles, six-lined racerunner lizards and dwarf live oaks. Our dunes help us, now let’s help our dunes!

Please help us rebuild the beach we all love by doing the following: ● Walk around sand fences and dune plants when going to the beach and use designated beach access pathways when available ● Be sure to stay at least 15 feet away from fencing when choosing a beach spot for the day ● Avoid parking bikes or leaving beach stuff in or around sand fences

Below is a summary checklist, for a full comprehensive list, see the Town of Hilton Head’s “A Guide to Citizen Preparedness,” available on portroyalplantation.net Upon first notification of a potential tropical event: Begin collecting important documents such as passports, car titles, will, house plans, insurance policies, car titles and registrations, and other irreplaceable documents to include in your emergency kit. Secure an evacuation location in case of a mandatory evacuation order (book early, take advantage of no-cancellation policies) Refill prescriptions, pay bills, fill gas tanks, and get cash from the bank Begin securing the exterior of your home o Move outdoor furniture, including planters and grills to an interior location. o If you are storing beach chairs on the beach paths, remove and store in an interior location Sign up for text/phone alerts from local governing agencies to ensure you receive up-todate and accurate information (see lists on reverse page) If you will need special assistance by Hilton Head Fire & Rescue, please notify Port Royal Security Within 48 hours of a potential tropical event: Prepare for a potential evacuation, ensure that your emergency kit is stocked with medication, food, water, clothing and comfort items for all members of your family including pets. It could be many days before Landowners are allowed back into the community, ensure you have everything that you may need. Secure your evacuation location Exchange contact information with neighbors Ensure that the exterior of your home is secure, all potential projectiles are in the interior of your home Clean out your refrigerator and turn it to the coldest setting. Freeze water in plastic jugs to help keep your freezer cold in case of a power outage When an evacuation has been ordered: Let us know when you go—Respond to the Association’s request for your evacuation plans Unplug electronics and ensure that they are off the floor. Move personal possessions to the center of your home, away from windows and doors. Elevate your belongings as much as possible in case water pools on the floor around windows and doors. Ensure that all windows, doors, garage doors are locked and secure Ensure you have all important & necessary items when you leave If you do not evacuate, you will be staying at your own risk. It is highly likely that there will be no emergency services, electric, water, or sewer. It is recommended for your safety and others that you evacuate.
