On 19 July 1545, King Henry VIII watched from Southsea as his warships set out to repel a French invasion fleet in the Solent. Heading the English fleet was Henry’s beloved flagship, Mary Rose, described by her captain as ‘the noblest ship of sail.’ Contrary to popular belief, this wasn’t her maiden voyage: she’d already amassed over 30 years’ service. But this engagement would be her last. Mary Rose fired a broadside, turned – then, for reasons still unclear, the 600-ton ship capsized and sank, taking virtually her entire crew of 500 men (and a dog) with her.

Mary Rose’s story might well have ended that day. Following one failed salvage attempt soon after the sinking, she lay forgotten for almost 300 years. Then in 1836, fishermen found their nets tangled in timbers sticking up from the sea-bed. Divers were sent down, and dates on the first guns retrieved from the wreck confirmed its identity.
DIGGING DEEP
It wasn’t until Alexander McKee rediscovered the wreck site in the 1970s that serious archaeological work on the Mary Rose began, under the direction of Margaret Rule. Over 600 volunteer divers and many more volunteers on shore helped as the ship was excavated, recorded, and decks, cabins, and bulkheads were surveyed and brought ashore timber by timber. In total almost 28,000 dives were carried out and over 19,000 finds were brought ashore – all perfectly preserved, offering unique insights into a vanished world. Get our bus to the Antiques Roadshow The BBC Antiques Roadshow comes to the Royal Marines Museum on 6 June, and because parking is limited there, we’re running a very special park and ride service.
If you swim, run or cycle, it’s not too late to join in the fun of our Super Sprint Triathlon on Sunday 16 June, on traffic-free roads. Starting from the beach between Southsea Castle and South Parade Pier, you’ll swim 750m, before cycling four loops of the seafront and then running along the promenade from the Pyramids to the Eastney beach huts and back. Cosham’s got the lot In the first of a series on local shopping areas, we visit bustling Cosham.
Tony Broome (inset) has run Shoefix on the High Street since 1994, and is secretary of Cosham Business Association. He says: “We’ve got everything you’d expect in most shopping centres, but we have the bonus of an hour’s free parking in the centre at the moment. “And the icing on the cake is Cosham Park, a lovely quiet area that most shopping centres don’t have. That’s at one end of the High Street, and at the other end is
the shopping precinct. In between is mainly independent shops, where you get an especially warm welcome.” Colin Walker, our district centres co-ordinator, adds: “In Cosham, you can rediscover the traditional high street without leaving the city. As well as the trains, the majority of buses to and from Portsea Island pass through the centre. And it has good road links.” More farmers’ markets are coming to Cosham, on 22 June and 21 September. The June event will include demonstrations of how to cook healthy family meals from scratch.

How we can help you Check out the Green Deal The Green Deal is a new national scheme designed to help people cut the amount of energy they use at home. You get a simple loan for improvements like loft insulation, double-glazing, a new state-of-the-art boiler or solar panels. You make gradual repayments through your electricity bills. But because the improvements mean your home uses less energy, your repayments are balanced by your savings. Of course, energy suppliers are expected to continue putting up their charges. But most people who join the Green Deal are expected to have lower bills than if they hadn’t signed up.
The Green Deal works like this: ff an accredited advisor surveys your property and designs the best plan for you ff a Green Deal finance provider draws up the payments arrangement ff a certified contactor makes the improvements to your home
We charge £150 for the initial assessment, to cover costs, but that’s simply added to the payments plan if your improvements go ahead.
You can arrange your own Green Deal. But to make it easier, we’ve joined other local councils to set up the Solent Green Deal.

The idea of Switch Hampshire is that if lots of local people join together, the whole group can negotiate a better deal with energy suppliers. And the more people who sign up, the greater the savings could be. How it works ff Register for the scheme at www.hants.gov.uk/switch Registration closes at midnight on 3 June 2013. You’ll need your latest gas and electricity bills to hand. If you can’t register online then call 01962 846828 (9am–5pm Monday to Friday). ff Switch Hampshire will negotiate with suppliers, then contact you with a quote and details of how much you could save. ff You decide whether or not to switch from your current suppliers. Benefit changes and you – update We’ve already featured some of the big changes the government is making to benefits. Here’s an update on what they are and the help available.
Benefit cap
Bedroom tax
This means you won’t be able to get more than £26,000 a year in benefits if you’re a couple or a single parent. The amount is £18,200 a year for other single people (it won’t apply if you’re a pensioner, and there are other exceptions). The cap will take effect in Portsmouth sometime between 15 July and 30 September. If you’re likely to be affected, the Department for Work and Pensions should have contacted you.
This is when you’re judged by the government as having more bedrooms than you need. If you’re affected, you’ll have seen your housing benefit drop, and you’ll need to pay the shortfall in your rent. If you think you’re going to get behind, deal with it immediately so it doesn’t get worse. You may be able to apply for discretionary housing payments to help you.

Disability living allowance (DLA) The government is introducing a new benefit to replace this, called personal independence payment (PIP), for eligible working-age people aged 16 to 64. PIP has different rules to DLA. In Portsmouth, changes will start to happen from July, when people making new claims will have to apply for PIP instead. If you’re already on DLA, then at some point you’ll be sent a letter saying you can no longer claim it. It’s important that you claim PIP instead, by the date shown in the letter. Universal credit Certain benefits will be combined into one payment. This will change how you receive your benefits and might mean you won’t get your rent paid direct to your landlord. The government is testing universal credit in north-west England before it comes to other areas. We’re working on how we can help people make their new claims when the time comes. When two lovely gentlemen came to Doreen’s door, she happily agreed to pay them for some gardening work. But then they started demanding extra payments, and she worried how to get them more money. It was neighbour Molly who popped round and noticed how quiet and withdrawn Doreen seemed. She put down her cup of tea, asked Doreen what was wrong, and listened. Then she contacted us for advice. Help with our hunt for more parking We do all we can to provide more parking on residential roads. Since 2008, we’ve created more than 735 spaces, by removing outdated yellow lines and other restrictions. We’re always on the lookout for more possibilities. And you can help, by telling us where you think new spaces could be created. Our parking operations manager, Michael Robinson, said: “Each and every idea from residents will be explored. Where it’s possible, we remove restrictions, as long as safety isn’t compromised.
Fun for carers To recognise the work of local carers, the Carers Centre is offering them free activities such as ghost walks, golf, bowling and a bake-off. The health and wellbeing board is a new council committee which includes councillors as well as GPs leading the CCG. It analyses local needs, decides priorities and ensures a joined-up approach. It has powers to get information and its recommendations have to be considered. It can refer major proposals to the government if it feels they are not right. We had 488 responses, helping us to revise the plan. It has now been approved by councillors. You told us that in particular, you liked: ff the proposed ARTches project – an arts and crafts quarter in Old Portsmouth ff proposals at the Bandstand field, including a new stage and/or amphitheatre ff ideas for making more of Southsea Castle ff suggestions for improving South Parade and Clarence piers After your comments, we removed the suggestion of moving the Bandstand to the Rose Garden. We kept in a suggestion that the garden could host some small-scale performances which respected its peaceful ambience. Other changes we made include: ff There are now two design options for Clarence Pier, one involving comprehensive redevelopment, and one involving less extensive change. ff The proposed watersports hub location has been changed from the end of St George’s Road to the far eastern end of Eastney Beach. We’ve clarified that it would not be a base for jet skis. ff There is more detail on appropriate uses for the Pyramids site if it became available. These include a hotel, conference facilities or leisure facilities, e.g. a swimming pool, but not housing. The masterplan will guide landowners and developers on what type of development is appropriate and how planning applications will be assessed. It will also guide future council investment. Our online journey-planning tool is coming soon to www.myjourneyportsmouth.com It will make it easier for you to travel from A to B more sustainably. You’ll be able to simply type in your starting point and destination, wait for the results, then choose your journey from a range of options.
In the last edition we told you all about our cycle campaign, ‘Give me cycle space’, which asks drivers to watch out for child cyclists and give them plenty of space. The campaign has been well received in Paulsgrove and Cosham and will be coming to schools in Southsea over the summer.
You’ll be able to plan your journey and see how you can save time and money and reduce carbon emissions, making Portsmouth a better place to live and work in.

Journey planning Starting in August, a team of journey planners will be on hand to offer advice and tips on the best ways to travel across the city. Advisers will be available at key city centre locations, and will call on residents in some areas of the city to offer personalised journey plans with details of public transport, walking and cycle routes.
Park and sail to Gunwharf Quays Gunwharf Quays, Portsmouth International Port and My Journey Portsmouth are offering a different way to arrive for a great day out at Gunwharf Quays. A boat will leave the port every Saturday and Sunday from 27 July up to and including Bank Holiday Monday, 26 August. Green neighbours clean up
Milton Green Neighbours have been reducing energy use, saving money and helping to clean up the environment. The team got their hands dirty when they joined a host of volunteers and staff from local organisations to clean up a section of shoreline at Langstone Harbour. They collected a whopping 46 bagfuls of rubbish and several large items which had been dumped or washed up around Eastney Lake. Joining the Green Neighbours were community wardens, workers from our highways contractor Colas, local councillors, Friends of Langstone Harbour, tree wardens, and our Hilsea Lines ranger.
The team generated lots of interest from passing walkers, and the event – part of their activities during Climate Week – was such a success that more clean-ups are being planned. Green Neighbours are local volunteers who help others save energy and recycle more. Anyone can be a Green Neighbour. You may already know lots of green hints and tips from your own experience. Or you may want to find out more about energy-saving, recycling and helping others. You can commit as little or as much time as you like. It’s a great way to meet people, have fun and learn new skills, while contributing to the community. Garden waste – your choice
There have been some changes to garden waste collection, and there are now three ways you can get rid of your clippings and prunings. You can: ff join the new Green Waste Club run by our contractors Biffa ff take your waste to the recycling centre at Port Solent ff compost it at home The Green Waste Club provides a fortnightly kerbside collection for £40 a year. The first 5,000 people to sign up will pay just £30 for this year – that’s only £2.50 a month. For details, please go to www.greenwasteclub.co.uk or call 0800 0858 286.
Changes to health care collections Is your sharps box full, or do you need to dispose of it? You may find your local chemist will no longer accept sharps boxes back for disposal. But we can collect your box or boxes from your home, free of charge. To arrange this, please speak to your GP surgery or healthcare professional. On your behalf, they will either refer you to us direct, or ask you to send us a form, which they will supply to you. We will then contact you to discuss your collection options. Once registered with us, you won’t need to go through this process again and you can request a collection at any time. Syringes and sharps in bags: Please note, sharps boxes or loose syringes should never be disposed of in your black refuse collection bags.

Action on shared houses Over the last few years we’ve noticed a drop in the standard of shared rented houses in the city, affecting not just the people living in them, but their neighbours too. So we’re taking action to make sure all shared houses (known as houses in multiple occupation) are suitable, and do not affect anyone’s health, safety or welfare. Starting later this year, we’ll be introducing an additional licence for landlords or managers, costing up to £490 for five years. This will be for relevant houses in the PO1, PO4 and PO5 areas. Licences will only be granted if the landlord or manager is a ‘fit and proper person’, if the property is suitable and safe, and if proper cooking, heating and other facilities are provided. Housing: priority for local people We’ve made changes to the way people take priority on our housing waiting list, to help local people and members of the armed forces. We still offer homes to those who need them the most. Priority is always based on people’s circumstances, the size of their household and their housing need. New council housing on the way We’re planning 170 new council homes over the next five years, in a £19m programme. The Leader of the council, Cllr Gerald Vernon-Jackson, said: “This is the biggest programme of councilhouse building in the city for a generation. Keeping crime on the run Crime has gone down more than 20% in Portsmouth since 2006. But we’re working to get it down even more.

Door staff at city pubs and clubs seize large numbers of passports and licences belonging to the family and friends of young people trying to gain entry when they are under-age. Using someone else’s ID document is a criminal offence. Licensing officer PC Larry McDevitt says: “We don’t want to criminalise young people but we do want to educate them that using other people’s documents can have major repercussions. “When someone uses ID fraudulently we seize the document. “If your passport or driving licence is seized you will need to reapply for it, and this can be expensive and a major inconvenience, especially if you have a holiday booked. We already know of at least one family who have had to cancel a holiday abroad because a passport had been confiscated.” flagship June 2013

Digging for victory A community garden is helping people who are trying to cut down on their drinking. They’re taking part in allotment sessions at a plot near Canoe Lake created by Southsea Greenhouse, the community group dedicated to local produce and crafts.
New flats come with extra care Work has started on a state-of-the-art development for older people in Portsmouth.
The Maritime House development, with 80 flats, is being built on the site of the former 50-bed Alexandra Lodge residential home in Wyllie Road, Hilsea. It will be the latest of a series of ‘extra-care’ apartment buildings we’ve developed with Housing 21, a leading specialist housing provider.
Their sessions have been organised with the alcohol interventions team from the Safer Portsmouth Partnership.
Extra-care apartments are designed to enable older people and adults with physical disabilities to stay independent in their own homes for as long as possible, with support on hand should they need it.

A NATIONAL EVENT
The project culminated in the raising of the wreck on 11 October 1982. Watched by millions on TV, the world got its first glimpse of the Mary Rose in 437 years. The hull was placed in a temporary Ship Hall over No.3 Dock at the Historic Dockyard, where it was seen by over eight million visitors between 1983 and 2009, when work on the new museum began.

ThE PErFECT SETTING
The new Mary Rose Museum forms the new centrepiece of Portsmouth Historic Dockyard, where the ship was built 500 years ago. Supported by a £23 million grant from the Heritage Lottery Fund, the museum displays the hull and its priceless artefacts - including the skeleton of the ship’s dog, Hatch – together for the first time. 30 years after her triumphant recovery, Mary Rose will be back at the centre of world attention on 31 May, when the new museum opens to the public. The Historic Dockyard already contributes over £17 million to Portsmouth’s economy, attracting huge numbers of visitors to the city every year. Now, they’ll have even more reason to be here. For the first time, visitors will get to see the drying hull of the Tudor ship through windows into a ‘hotbox’ as her preserving sprays are switched off to remove 100 tonnes of water from the timbers, making the museum one of the largest environmentally-controlled display cases in the world.
All the artefacts are genuine, the majority of which are displayed in mirror image context galleries running the length of the ship emulating how the decks looked the moment the Mary Rose sank, and for the first time crew members are being brought to life through forensic techniques: visitors can come face to face with a carpenter, cook, archer and even ‘Hatch’ the ship’s dog.
