Museum takes flight Butterflies are the stars at Cumberland House natural history museum. As well as the museum’s famous free-flying butterflies*, there are more to see in the new Flights of Fancy exhibition. This shows bird and butterfly-inspired artwork and stories by children from Beacon View Primary Academy, Paulsgrove and Craneswater Junior School, Southsea, working with artist Eileen White. We’ve invested in Cumberland House, restoring the building’s former glory and opening up its sea views. There’s a new library of wildlife books and a new big screen showing wildlife footage. Plus there are old favourites like Emily the dinosaur. Watch out for more hands-on activities at the museum, more fun for children, and more chances to explore and learn about the city’s natural areas and wildlife. Please bear with us while we continue to develop the museum. Opening hours: Tuesday to Sunday and bank holiday Mondays, 10am–5.30pm. Admission free. *weather permitting

Make summer an adventure Our free adventure playgrounds have plenty of activities to keep kids happy this summer. They’re open through the holidays as well as in term time. Kids can cook, draw, paint, learn and discover nature, or just make friends and have fun. Adventure playgrounds are ideal for children aged six to 13, but younger ones are welcome with an adult. Free fun for families It’s National Play Day on Wednesday 7 August and we’re celebrating by hosting a free day out for families at Victoria Park in the city centre. You can drop in for family activities including hula hooping and classic playground games like Grandma’s Footsteps, from 11am to 3pm. The event will be hosted by a team from Healthy Pompey, who help residents get more active, and make small changes for a healthier lifestyle. Everyone for tennis There are more chances than ever to play tennis this summer – whether you fancy a fun session, or want to really progress in the sport.

Paws for fun Kids are sure of some big surprises at the City Museum this summer.

The boost comes from about £1.3m invested in Portsmouth by the Lawn Tennis Association (the sport’s governing body) and the Tennis Foundation charity.

They can celebrate the world’s favourite toy at the free Teddy Bear Story exhibition, and check out these other free events: ff football skills with Portsmouth FC on 2 August ff teddy bears picnic on 6 and 22 August ff falconry displays on 7 August ff meet farm animals on 13 August ff bear hunt on 29 August

At Milton Park, the five courts have been refurbished. Just turn up and play for free. You can hire equipment, and kids can pay just £2 for a coaching session. You can play for free at Cosham Park too.

You can also play at other council-supported venues, like Southsea Tennis Club (pictured), Priory School’s tennis centre and the Mountbatten Leisure Centre, which has sessions running through the summer (call 023 9262 6500). Bandstand ends with a bang The Bandstand’s free music season reaches a climax on 24-25 August at Castle Field. On the Saturday there’s a 1940s tea dance, from 1pm to 4pm, with the Three Belles (pictured right) and the Pete Weston Big Swing Band. Classical music takes over from 6pm to 9pm, with the Bossard Quartet and the Victory Brass Band. The finale on the Sunday, 6pm to 9.30pm, features fireworks and Songs in the Key of Stevie. Southsea Show returns The Southsea Show is back on the Common on the weekend of 3 and 4 August, thanks to venues and community groups around the city, supported by the council. There will be a 70s-style family end-of-the-pier show, a sing-a-long version of a classic family musical, and carnival workshops for kids, culminating in a grand procession. Performers include the one and only Chesney Hawkes and Cirque Bijou, who helped launch London 2012 and toured with Take That.

A giant tea tent will feature baking demonstrations and workshops, storytelling for kids, cakes and singer-songwriters. Also lined up are buskers, local covers bands, gardening demonstrations and competitions, a funfair, a petting zoo, sports activities, a dog show, a milkshake wagon and food stalls.

Changes to children’s centres

Community Toilet Scheme

Community toilets on the way We’re setting up a community toilet scheme, which would make loos in cafes, shops and other premises available to anyone – not just paying customers.

Children’s centres are being reorganised to make savings. But all 16 main centres will stay open, and each of them will have either a new-parents group or a stay-and-play group. Savings will be made by measures including: ff merging administration offices, so nine teams instead of 16 will run services ff increasing the use of volunteers ff improving the targeting of services ff reducing buildings costs ff rationalising the number of managers and other staff ff reducing spending on services such as book bags and new play equipment ff reducing opening hours Cllr Rob Wood, Cabinet Member for Children and Education, said: “We’ve taken into account a shift in government funding away from children’s centres and towards nursery places for two-year-olds. “Overall, because of increases in funding for nursery places for two-year-olds, and a doubling in the number of health visitors, spending on services for children aged up to five will actually increase.” The changes will be introduced from 9 September.

I now see it is a very good idea and have been happy to recommend it to other licensees. New foldable bikes available In partnership with My Journey, Brompton Dock and South West Trains are launching a new folding bicycle scheme at Portsmouth Harbour station this summer. Twenty Brompton bikes will be available to rent at a secure dock. Because they fold, they can be taken into the home or office and on public transport. Tim Hardy loves his new racing bike. He can get out and train for his new passion in life – triathlons. While he’s out he has peace of mind, because he knows his wife Susie, who has multiple sclerosis, can reach him on his new mobile. Tim, a full-time carer for Susie, got his bike and his phone thanks to a fund run by the Carers Centre.* “My advice to carers is to get in touch with the centre,” he says. “You just need to fill in a selfassessment form. It assesses what your needs are as a carer and helps you get a break from your caring role if it’s getting a bit much.” Susie uses a wheelchair and needs help with everyday tasks like washing,

dressing and meals. “I feel OK when Tim’s out because I know he’s got his mobile,” she says.

Equipment and adaptations The right equipment can make being a carer so much easier. Even a simple automatic night light can reduce the risk of a fall. They can see if you need grab rails, stair rails or toilet frames, and can also assess your needs for more complex equipment. Daily life for the couple has been made easier by equipment and adaptations at their Buckland home. These include a special cup for Susie, wider doorways, ramps, a self-propelled shower chair and an electric rise-and-recline chair. She says: “We know there’s help out there if we need these things.” Tim says: “We know the Carers Centre is there and there’s support if we need it. When you’re caring for someone on a regular basis you can sometimes end up becoming a bit isolated. But they have a big list of groups to join.”

Get a wiggle on You could join more than 1,000 competitors in the city’s first Olympicdistance triathlon on 22 September. They’ll swim 1,500m in the Solent, cycle 40km through the Historic Dockyard and then run 10k along the seafront and into Old Portsmouth. New era for home of the Royal Navy

The whole city is looking forward to an exciting new era at Portsmouth Naval Base. By 2020, when it’s home to two new Queen Elizabeth Class aircraft carriers, the base will be looking after more than 200,000 tonnes worth of ship. That’s a level not seen since the 1950s, and compares with only 85,000 tonnes today. To gear up for this increase, the base has to transform, and the council is doing all it can to help.

We’ve already built a new link road into the base’s Trafalgar Gate. And we’re working with the base on a plan for a new power plant. This could meet increased demand for electricity at the dockyard as well as supply new buildings in the Northern Quarter and Tipner. Captain Iain Greenlees is in charge of transforming the base so it can support the new carriers and continue to develop effective support for the T45 destroyers and new T26 frigates. He said: “This is a once-in-a-100year opportunity. The

implications for the base are the same as the Edwardians faced as they worked out how to build and support the Dreadnought Class battleships – at the time the largest warships in the world – and we need to have the same sort of mindset. “The challenge is to think what a good 21st century naval base support should look like – and how we can deliver that from an 18th century naval base. “We’re writing the history of the base for the next generation – and that’s exciting.”

NHS Portsmouth Clinical Commissioning Group advertisement feature

Standing up for our patients’ care and safety Like all public sector organisations, we are working hard to ensure we get the best possible value for the Portsmouth pound. From April 1, NHS Portsmouth Clinical Commissioning Group (CCG) replaced the primary care trust as the main commissioner – or buyer – of health services for the city. Our £260m budget pays to commission services provided by Portsmouth Hospitals NHS Trust, which runs the Queen Alexandra Hospital, and Solent NHS Trust – which is responsible for various services from district nurses to mental health, and podiatry to physiotherapy. But the stark findings of the Francis Report, following the unusually high number of hospital deaths in MidStaffordshire, has further reminded us about how the need for financial prudence must be balanced against the need to ensure patient safety and service quality. The report identified a ‘systematic failure of the provision of good care’ – including a lack of cleaning, basic nursing care and compassion towards patients at the hospital. Its 290 recommendations addressed concerns including a lack of sufficient staff and a failure to manage safety issues. The report said targets and money were seen as more important in Mid-Staffs than patients and basic care.

As commissioners, it’s our job to ensure that the shortfalls of MidStaffs could never happen in Portsmouth. The report highlighted our responsibilities to encourage regular involvement with our patients and public, getting timely feedback from a wide range of sources. We have to provide ways for GPs to share their views about the quality of services. We must be smarter in the way we look at patient feedback and information. Above all, we must balance quality, money and performance. We already have in place a number of arrangements to help meet these responsibilities. But there are a number of other steps that we are taking and planning as part of what must be a continuous and on-going process. Here are just some of the steps we already have in place. ff GPs, as patient representatives, complete feedback forms to report any concerns ff Our 26 member GP practices have Patient Participation Groups (PPGs) but we have planned our first city-wide CCG meeting to bring together patient representatives from across Portsmouth. ff We have lay (non-NHS) members on our governing body, including a lay ‘patient champion’ ff We have a quality and safeguarding executive group ff There’s a clinical commissioning committee with a focus on quality/safety and safeguarding

ff We have a designated GP lead for quality and safeguarding – and reports on quality go to all our Board and sub-committee meetings. We are putting in place better ways to inform our Board about the quality and safety of services and reviewing the way we monitor those who provide these services in Portsmouth. A fundamental lesson from MidStaffs is that patients’ stories and experiences – including positive feedback – must be actively sought, listened to and used to inform us about the quality of our local services. That is why the most important voice to us is you, as our patients and service users. There are a number of ways in which you can get involved or your voice can be heard.

Spare change or real change? If you want to help people who beg on the street, there’s a better way than giving money. Research by the Safer Portsmouth Partnership showed that of 16 prolific beggars, all had drug and/or alcohol addictions. John*, a former drug user who begged in Portsmouth, told us: “I’d say anything to get money off people. I’d make it really complicated for them to buy me food, so they’d give me cash instead. I always spent it all on drugs. “I don’t give money to people begging now. Being given money just kept me where I was – on drugs and with no hope of recovery. Being involved with Neighbourhood Watch is easier than you think.

Since 2007, tombstoning has caused at least 18 deaths and 57 serious injuries nationally. In 2008, local man Sonny Wells was paralysed from the chest down after jumping off South Parade Pier, and he now urges others not to take the risk. Help inspire young people One of the big Shaping events is the Opportunities Fair (pictured above), which inspires young people by showing them exciting careers they could have in the city. North End has got everything you need for your everyday shopping. And these days it’s even easier to get to and to walk around. Colin Walker, our district centres co-ordinator, said: “It’s the place to go if you like personal service from independent businesses. It’s got a post office, butchers, florists, pubs... all you need from a local high street.” We’ve made the area brighter and more welcoming, in consultation with businesses and residents. We banned most heavy lorries from London Road and encouraged drivers to use off-street car parks, which were under-used. We widened pavements between Chichester Road and Laburnum Grove, using coloured surfaces. We put in more cycle parking, widened the crossing by the Co-op, and moved the other crossing to a better place. We’ve also been supporting businesses with training and advice. Next, we’ll be putting in new seats along London Road.

Exploitation – how to spot the signs Sexual exploitation of young people hit the headlines earlier this year after the sentencing of a gang who operated in Oxford. But it’s not just something that happens elsewhere. So now they’ve created an educational campaign called Keep Calm and Know Your Rights. We’re working to protect Portsmouth from sewer flooding Our work in to protect Portsmouth from sewer flooding is making good progress across the City. In Burrfields Road, two new surface water culverts have been laid under the road. In Tangier Road, the rainwater sewer through the Tangier Road Recreation Ground has been completed and work has now moved into the adjoining car park. The next phase of this project will take us out onto the road where we will need to temporarily put in two way traffic lights so that the new manholes and rainwater sewer can be constructed. Work is also well underway in the Copnor area of the city. New rainwater sewers have been laid across the rugby club grounds and work is now underway to ensure that the pitches can be re-laid in time for the start of the new season in September. In Stamshaw Park, excavation of the shaft for the new below ground pumping station is complete and work is underway on the concrete structures inside the shaft to house the pumps. The Harbour School @ Stamshaw have helped us to brighten up the hoarding round this site by proving photographs depicting “What Portsmouth means to me”.
