CENTRAL AMERICA
PREFACE With the signing of the Peace Accords between the Government of Guatemala and the URNG in 1996, Central America’s last armed conflict came to an end. Thirty six years of civil war left behind more than 450 villages destroyed, over one million people displaced and over 200,000 people dead. As a portrait of Central America, the region with the highest income inequality in the world, 56% of Guatemalans live with an income level below the poverty line and over half live deprived from adequate housing. In a post-conflict political situation, in spite of efforts in plans and policies, Central America has yet to revert a structural housing deficit. Here and now, we declare the urgent necessity of a project to rethink architecture, the city and the idea of the political. Here and now, we propose a Productive Housing Programme, with a pilot project in Guatemala City, directed towards the construction of a national and Central American housing policy. Here and now, we introduce as a breakthrough the Metropolitan Housing and Urban Development Agency of Guatemala. Here and now, we present a project to make city and guarantee housing access to all —especially the most disfavoured and vulnerable. ‘Posconflicto Laboratory: Making City + Productive Housing Programme in Guatemala & Central America’ is a project developed by URBANÍSTICA—Taller del Espacio Público of the Municipality of Guatemala, the Government of Guatemala, the Universidad de San Carlos de Guatemala and the Asociación Centroamericana Taller de Arquitectura (a—c—t—a).

PRODUCTIVE HOUSING PROGRAMME
SUBSIDIARITY AS A POLITICAL PACT As a condition to its existence, the Productive Housing Programme reintalls the principle of subsidiarity integrated into a renewed post-conflict political pact, promoting participation of diferent stakeholders from the public sector, community and traditional and emerging private sector. Subsidiary action launches a cross-subsidy model, which is guaranteed through the actions of a new agency in charge of the program.

CROSSED SUBSIDY The Productive Housing Programme implements a transfer model of financial resources to close the chronic gap of housing demand and supply of the popular sectors, neglected by public policy. The sustainability of the financial model is ensured by a crossed subsidy system, based on a revenue-sharing model with two operations. Project B —or the subsidiary operation— undertakes a market-driven housing development and targets a middle income group and supports Project A —or the subsidized operation— that targets the most disfavoured and vulnerable.
State Agreements, signed by the Government of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca (URNG), between 1991 and 1996, to reach peaceful solutions to major problems that generated an armed conflict. The confrontation lasted more than thirty years and left a balance in dead or missing in excess of 200,000 people (Commission for Historical Clarification, 1999).

PRODUCTIVE HOUSING Mixed-use programmes creatively integrate residential spaces with family-based productive activities, connected to emerging urban economies. In facilitating people’s access to the means of production, housing can improve the conditions of the city and region. This offers the community ways to enhance productivity and creativity in an environment that is still connected to their housing (Community Development Centre).

Cooperative Housing Model
Self-management housing cooperatives provide an organizational model that allows access to an adequate house, and the strengthening of a sense of community. The self-management cooperative model has been successfully implemented in Uruguay since the 60’s, and has then followed in Bolivia, Paraguay and Central America. Cooperative housing’s pillars are: self-management, mutual aid and collective property. Technical assitance is provided by institutional partners.

COLLABORATIVE WORKSHOPS Pilot Project A The pilot project, currently under development, acknowledges an inclusive participatory process, informed by the capacity, creativity and strength of the existing community. We believe that collaborative workshops can provide a common ground for the community and the architect, a space for sharing ideas, creativity, knowledge and skills. In the first stage of work in La Ceiba IV in Zone 18, three workshops were held, which allowed for an initial opportunity to approach and get to know the community. Basic needs both in terms of individual/family living spaces as well as collective spaces were discussed, and new scenarios about how to occupy those spaces were brainstormed.
WORKSHOP 1: Community outreach Workshop 1 sought to facilitate community outreach through an initial meeting between residents and the project design team. One of its main goals was to get to know the basic features of the community: its history, its organization and the characteristics of its residents. The workshop also sought to identify the future aspirations of the people, both for their homes and for their neighbourhood.

WORKSHOP 2: Defining community resources The second workshop aimed to deepen the discussion about the community’s basic needs, emphasizing the needs for collective spaces as expressed in the first workshop primary future goals. First, a discussion was facilitated to deepen the community’s reflection on common spaces and their relation to housing. This was then linked to the possibility of improving general living conditions, in addition to economic, social and political developments. The result was a balanced list of resource and collective space needs. The community prioritized the need for a cultural space, followed by a recreational area, a community hall and a place for trainings and workshops.

WORKSHOP 3: Spatial scenarios The third workshop aimed to envision potential land use scenarios on how to distribute land between collective and residential spaces. The community’s priorities around resources and needs, determined in the second workshop, were considered for the collective spaces: a neighborhood development center that could function as a common, cultural, training and/or productive space, as well as an outdoor sporting field.

During the activity, small groups worked to design models from the community’s proposals for the distribution of common and residential spaces. Their models were based on the community’s land, and considered the possibility of both maintaining single-family housing in multi-story buildings, as well as multi-family dwellings in order to give way to collective facilities. Several land use scenarios resulted from the workshop, which reflected the aspirations of the community.

PROJECT A
The Co-Operation Project A, the subsidized operation, allows low-income families to access adequate housing and at the same time develop productive activities on-site, while integrating into central urban areas. Project A’s target social group are families currently living in conditions of poverty and marginalization, with a monthly income between one and four times the minimum wage per household (€190 to €760) and no access to market housing. The project is organized into a selfmanaged cooperative based on mutual aid and collective property. Pilot Project A is scheduled to begin construction in October 2012.

PROJECT B
The Market Operation Project B, the subsidiary operation, allows middle income families to access quality housing in central urban areas benefited by public sector urban recovery projects. Project B’s target social group is the segment of the population currently renting with very limited options in the housing market, with monthly incomes between five and fifteen times the minimum wage per household (€940 to €2,850). The profit generated by this market operation provides the necessary capital counterpart to subsidize Project A. Pilot Project B is scheduled to begin construction in February 2013.
