Construction worker falls from building, dies

For the first time, the police sought the help of UDAI and went around announcing people to let them know anything about a middleaged man with features explained in a print-out of his old photograph. While UDAI could not help, the public appeal proved useful. The man’s family saw the photograph pasted on Nampally railway station premises. Two UP policemen rob jeweller, suspended LUCKNOW: Two sub-inspectors of Uttar Pradesh Police have been suspended for robbing a jeweller of his valuables last month on the FaizabadGorakhpur highway, an official said Monday. The robbery took place in Gonda, about 100 km from Lucknow, July 24 when a jeweller was riding his motorcycle to the market. The two sub-inspectors, under the pretext of checking the papers of his two-wheeler, robbed the jeweller at Parsurampur on the FaizabadGorakhpur highway. The two policemen were in uniform and at work when they robbed the jeweller. They sped away in a car after the loot. The jeweller, Lal Bau Soni, brought the matter to the notice

The region has so far been relatively neglected on the power front and now if the State becomes a reality, it would face an electricity crunch. Senior officials at AP Transco told Postnoon the Centre must forthwith assign a special committee on power distribution between the two states. Telangana is likely to face around 2,000 MW power shortage, after the division. Number of major power plants in Andhra Pradesh is 19, including both thermal and hydel, and total generating capacity from these plants is 16,350 MW and Telangana gets only 58.50 MW. Of the approximate 2,000 MW we required we must buy from the market that would bleed the State to the extent of `8000 Crore per annum. The government played the partial role

Curious role reversal in agitation The incendiary statement of the TRS president KCR that all Seemandhra employees must leave Hyderabad has stirred up a hornet’s nest. Now, it is the Telangana votaries who are trying to mollify Seemandhra the need to have two States and the benefits thereof. The other day, the Telangana Joint Action Committee (T-JAC) resolved to begin a sensitisation programme to explain the brothers of Rayala Andhra to stop agitations and understand the importance of two States flourishing side-by-side. This followed the decision of the AP Non-Gazetted Officers Association (APNGOA) to launch an indefinite strike from the midnight of August 12.

“Seemandhra People, who have settled in Hyderabad are worried about their safety in the city. We need to make it clear that they don’t have to worry about their security as they are also an integral part of the City like any other resident. We will provide them adequate security if they have any apprehension. Our only request to these people is that don’t fall prey to the gullible tactics of

politicians and agitate against the formation of Telangana State,” Telangana NonGazetted Officers Association (TNGOA) president C Devi Prasad said. The employees association have already begun a campaign from State Secretariat and are trying to create awareness among the Seemandhra employees working there. On the other hand, the CPI, a strong votary of separate Telangana, has also begun the process of convincing the Seemandhra people in the wake

of continuous agitations in the two regions. The state secretary of the party, K Narayana held a meeting with experts from various fields to come up with a strategy to convince the Seeamandhra people and dissuade them from agitating against the division. “Telangana is going to be a reality soon. At such an important juncture, the agitation by Seemandhra people would send out a wrong signal to the world. There is a strong need to create awareness among these people about the benefits of division and make them feel secured in the newly formed states. Jaya believes that artistic talent should be spotted early so that training could begin early. “A lot of

parents come up to me and ask me to train their children. I feel mothers nowadays have started to work on their children at young age.” While making the observation that art market fluctuates depending on the disposable income of patrons, Jaya says she is happy that people now buy paintings and not prints. Jaya’s art show is put up for display till the August 9.

KPO market to cross $30 bn KPOs has advantages like better work tools and processes, more sophisticated client centricity, higher billing rates and more domain-focused organisations. Why India is an ideal KPO destination

espite slowdown, India’s Knowledge Process Outsourcing (KPO) market is growing at a compound annual growth rate (CAGR) of about 30 per cent annually and may touch $30 billion by 2015, from the current level of $20 billion, according to ASSOCHAM. The rising demand for profession-based services is expected to drive the growth in the industry in areas of research for capital and financial markets, legal works, editing jobs for international publishing houses among many others, reveals the ASSOCHAM recent paper on “Current scenario of Indian KPO Industry”. ASSOCHAM secretary general DS Rawat said that presently, domestic KPO industry is facing stiff competition from countries like Philippines, Russia, China, Poland and Hungary as these are emerging strong contenders for KPO business in view of qualified KPO professionals, low-cost advantages, domain expertise, location advantage, sales and marketing capabilities and data compliance. A vast pool of highly educated professionals in engineering, medicines, management and professionals in the field of accountancy, company secretary and legal fraternity would be required to serve the industry. Number as per rough estimates should be well within the range of over 6-8 lakh against the current numbers of 3.5 lakh.

There is sufficient untapped potential in smaller cities but the questions remain on how to leverage on these opportunities without adversely affecting organisational and logistical effectiveness. Rawat added that it is difficult for KPO companies to always find a qualified, experienced and talented workforce in India. Considering the situation that there is no dearth of engineers, doctors, MBAs, lawyers etc. in India, the KPO industry is banking on availability of this talented pool to fill up its seats, but now they are facing the supply crunch.

It is the kind of shortfall predicted between target and realistic growth that is worrying. If the industry is unable to sustain the momentum, it is quite possible that the other alternative destinations will become increasingly attractive for the clients. The nature of the KPO work makes is easier for clients to switch, adds Rawat. Indian KPO companies can see these findings on the manpower availability coming out of the research either as a limiting factor or a challenge for their growth. The resource requirement should be seen as a challenge and addressed, he added. The potential solution is expanding into tier-2 and tier-3 cities. There is sufficient untapped potential in these smaller cities but the questions on how to leverage on these opportunities without adversely affecting organizational and logistical effectiveness- is a challenge. This approach of distributed working looks more promising for the KPO companies than traditional IT or BPO companies. Lot of work that is part of KPO can be done by individuals or small teams — remote work is also possible. The KPO work is knowledge intensive and it should be possible hence for these companies to come up with working models that can tap into the isolated resources pools available in smaller towns across

China is an attractive location

for companies that run and manage all phases of the clinical trial process, as it offers a significant pool of potential patients in an important emerging market. Along with China, the Philippines is also becoming an increasingly important player in the KPO market. The involvement of such a large Chinese company appears to conform to a pattern by Beijing after it sealed a deal in January to acquire the Pakistani port of Gwadar at a time when it is also building a $14 million “dry port” in the Nepalese city of Larcha, near Tibet. Many villagers removed materials from the tombs to build houses, or even farm on top of the bigger tombs. There are only two official employees of the Kangling Mausoleum Relics Management Center, a government department for cultural relics protection, according to director Zhang Xiaojun. As the office is shortstaffed, “so we invite volunteer farmers to help us”, he said. There are nearly 5,000 people in Shaanxi province who volunteer for cultural heritage protection, and most of them are farmers. AROUND THE

But these volunteers face great hardship. They do the work without any pay or holidays. In the daytime, they labour in their own fields or on nearby construction sites. In addition, their lives are often at risk. The volunteers make their rounds every night after 8 p.m. and they sometimes encounter grave robbers, who are fierce and malicious, a farmer said. Dong Mingyuan, 71, works as a volunteer to guard the Maoling Mausoleum of Emperor Wu of the Han Dynasty. “It is said that people with my family name are descendants of Dong Zhongshu, an eminent Chinese scholar in the Han Dynasty. So it is our responsibility to protect these tombs,” Dong said. Dong Mingyuan comes to the tombs every day. If he sees any suspicious people, he reports them to the authorities immediately. He has come across grave robbers and many unruly visitors. On one occasion, two men managed to vault over the fence around the tomb. He stopped them. One of the intruders punched him in the face. GENEVA, August 4, 2013 (AFP) - A year ago, the world’s largest particle collider made one of the greatest discoveries in the history of science, identifying what is believed to be the Higgs Boson — the long-sought maker of mass. Today, its computer screens are dark, the control desks unstaffed and the giant, supercooled tunnel empty of the crashing proton beams whose snapshots of the Big Bang helped flush out the elusive particle. But the silence is an illusion. Behind the scenes, work is pushing ahead to give the vast machine a mighty upgrade, enabling it to advance the frontiers of knowledge even farther. The 27-kilometre (17-mile) circular lab, straddling the French-Swiss border 100 metres (325 feet) underground, went offline in February for an 18month overhaul. And when experiments resume in 2015, scientists at the European Organisation for Nuclear Research (CERN) will use its enhanced power to probe dark matter, dark energy and supersymmetry — ideas considered as wild as the Higgs Boson was, half a century ago. As engineers focus on the technical mission, physicists are sifting through the mountains of data that the Large Hadron Collider (LHC) has churned out since 2010, for there could be more nuggets to find. “The things that are easy to spot have already been exploited, and now we’re taking another look,” said Tiziano Camporesi of CERN, noting wryly that dealing with the unknown was, well, unknowable. “We always say that astronomers have an easier task, because they can actually see what they’re looking for!” The LHC’s particle collisions transform energy into mass, the goal being to find fundamental particles in the sub-atomic debris that help us to understand the Universe. At peak capacity, the “old” LHC managed a mind-boggling 550 million collisions per second. “We give the guys as many

They achieved the most accurate measurement yet of a change in a particle called a Bs, showing that out of every billion, only a handful decay into smaller particles called muon, and do so in pairs. For the experts, that finding was almost as thrilling as tracking the Higgs Boson — nicknamed the God Particle. It was theorised in 1964 by British physicist Peter Higgs and others in an attempt to explain a nagging anomaly — why some particles have mass while others, such as light, have none. ollywood is foraying into controversial terrain with new spy thriller, "Madras Cafe", whose depiction of rebels in the Sri Lankan civil war has raised concerns among India's large Tamil population. The movie, which opens in India this month, features John Abraham as an Indian secret agent shortly after peace-keeping troops sent by New Delhi to Sri Lanka were forced to withdraw in 1990 following a three-year battle with separatist Tamil rebels. Director Shoojit Sircar describes "Madras Cafe", shot in the southwestern Indian state of Kerala, as a "hardcore political film which examines conspiracies, espionage, how information is coded, decoded and passed through". India has a large and politically active Tamil population in its south and South Indian activists have already raised concerns over the movie's depiction of the rebels in the bloody conflict. But Sircar insists the movie, set in the early 1990s, "does not take sides. "The bigger message is that in a civil war, civilians suffer the most," he told AFP. While the film's main character is fictitious, Sircar said he had "used real references, portrayed rebel groups, revolutionary freedom fighters, Indian Peace Keeping Forces (and) shown how India got involved and the chaos". The conflict in Sri Lanka, which cost up to 100,000 lives, erupted in 1983 between government forces and the rebel Liberation Tigers of Tamil Eelam (LTTE), who were fighting for an independent state for ethnic Tamils.

T

he Congress has the T(iger) by its tail. Either way, it is in for trouble. The Congress’s handling of Telangana issue is a perfect example on how a government should not go about bifurcating a state. Despite infinite time available at its disposal, the Central government made a mess of the issue as it failed to assess the people’s views on dividing the State. What was preventing the Centre to hold a referendum on the issue since it had all the time in the world? Dividing a state is the last resort, not the first, as the Congress party misconstrued. It has to think nationally, not locally and electorally, but then it is too much to ask from the Congress, perhaps. The abrupt declaration of Telangana state apparently without doing sufficient homework has led to the confusing situation in the State and fuelled similar demands elsewhere in the country. There is no denying that the Telangana region has suffered backwardness due to successive State governments’ apathy. And, pray, who have been providing

the government? The Congress alone, if one subtracts the nineyear interregnum of the TDP rule. It has been the Congress government’s cardinal sins that led to feelings of injury to the people of Telangana. But, correcting economic injustice is not dividing the State. The region should have been given a special package of development with love and care. And, if the regional party does not allow it, the government has all the weapons at its disposal to implement the pro-people development policies. Instead, the Congress party behaved like an autocrat and played with the sentiments of both Telangana and Seemandhra, calculating the number of MPs it would bag rather than what the Telugu people want.

SINS OF POLITICIANS IN THE STATE But one can’t fail to find fault with the politicians of RayalaAndhra who have been boorishly remaining aggressive toward the Telangana issue, dismissing it as impossible. Instead of ideologically arguing for a united state that can come on top of the country, they have been contented with making media statements ridiculing claims of the Telangana Rastra Samiti. They committed the proverbial error of mistaking the messenger for the message. It is not TRS but the people of Telangana who deserved an answer to their question as to why they are being short-changed. If the leaders of the other two regions had logically and convincingly

argued that a great state like Andhra Pradesh could progress with all the regions progressing, there was little the TRS alone could have done. Now comes the real muckup. The Centre announces the birth of a state in a press conference! Can you beat it? It was as if a fire was about to engulf the whole State! Well, after that the government is unprepared to move the bill through the Parliament at the forthcoming session. This has given rise to the tragic situation where Congress leaders in the State themselves are asking for a review! And now Seemandhra leaders also plan to resort to legal measures, it is said. There remain painful spasms of a host of birth pangs. As Postnoon made a sectoral analysis, division of the State would give rise to numerous problems of sharing infrastructure. All this leads one to say for sure that people are not the core issue for the Congress party. It only worries about the head count.

AND, THE CAKE Here is the icing on the cake. All political parties that had earlier given either half consent or full consent are backing out on T. It is like the parties have been game for an engagement but not for matrimony!

ith Internet making print dictionaries redundant, Oxford University Press is now focusing on bilingual dictionaries and mobile applications, which will be popular with the youth. The first Oxford English Dictionary was out in 1884. The publishers indicate that the demand for bilingual dictionaries has been growing at the rate of 20-25 per cent per year. With bilingual dictionaries in Hindi, Marathi, Odia, Kannada, Gujarati, Telugu and Bengali other Indian languages like Malayalam, Punjabi and Assamese will cater to the need to learn English in smaller towns and cities. Dictionaries are meant as a self-learning tool to learn English for various purposes including better employment opportunities and to stay in sync with the market. Oxford dictionaries are the hallmark of authoritative information, detailed attention to grammar and usage besides incorporating 'Indian English'. The publisher’s indication that they will not go for another print edition due to falling sales with rise of digitisation is a clarion call for paperback reading public.

And this is followed by people living in both rural and urban areas, the experts add. Anganwadi worker Sanjana Chisti said she still gets to hear from families that the infant will not be able to digest mother’s milk. “Many families avoid giving mother’s milk to the new born infant saying they cannot digest it. For the first few days, they give water or honey. In many cases they give only sacred water from the temple,” Chisti said. It is really difficult to make people understand the importance of mother’s milk, she added. “It is very tough to convince women that colostrum (a thick yellow milk) should be given to an infant within an hour after delivery as it has immunologi-

As per the National Family Health Survey (NFHS-3), 2005-06, only 29 percent mothers in India start breastfeeding within half an hour of birth in urban areas and 21 per cent in rural areas. According to pediatrician Pragathy Varshney, she has come across many families who give their child cow’s milk and not mother’s milk. “One of the common practices in India is to give cow’s milk. Cow’s milk is not suitable for feeding infants from birth to 12 months of age,” Varshney said. Feeding cow’s milk can lead to malnutrition and at times the lactose in milk can cause diarrhoea and gas. The District Level Health Survey (DLHS) indicates that in the national capital, only 12 percent of women exclusively breastfed their children for the first six months. This is the second-lowest figure

in the country after Haryana, where it was just 9.4 per cent. As per DLHS figures, almost 35 percent of infants (in urban areas) were not breastfed within one day of birth and almost half — 48 percent —in rural areas were not breastfed within one day. According to pediatricians, in rural areas, myths and age-old traditions prevent women from breastfeeding, while in urban areas, most working mothers don’t have the time or they don’t want to have saggy breasts. “The babies’ health should be of prime importance. Working women can extract breast milk and maintain it at room temperature for nearly eight hours and give it at short intervals. It will not do any harm to the infant,” Puneet Bhat, a pediatrician with the Max Superspeciality Hospital Patparganj in east Delhi said. Experts said improper infant feeding practices can lead to malnutrition among children, while many infant mortalities happen due to diarrhoea and pneumonia. “Diarrhoea and other diseases can be easily prevented with appropriate feeding practices during the first year of life. A bottle-fed baby or an infant who is given supplementary food is more prone to die of diarrhoea and acute respiratory infections than breastfeed babies,” Bhat said. Experts also say it is not just social taboos that play a role, but the aggressive marketing by multinational companies to promote baby foods as supplementary diet also attracts young mothers. Breastfeeding Promotion Network of India (BPNI), an NGO working in the area, said many baby food giants promote supplementary baby food, thus misleading mothers and undermining breastfeeding. “Like the separate fund allotted for immunisation for children, a separate fund should be allocated to boost infant feeding practices throughout the country,” said Arun Gupta, regional coordinator, International Baby Food Action Network (IBFAN) for Asia. “We have only guidelines for advocacy of infant and young child feeding, but a national-level authority with a separate budget allocation is a must,” he said. Gupta also said many young mothers, especially those who are working, adopt artificial feeding of

supplementary products like milk powders due to insufficiency of their breast milk for the baby. “Breastfeeding is controlled by hormones. These hormones mostly depend upon the state of mind of the mother; increasing exclusive breastfeeding rates is possible through individual or group counselling by an adequately trained worker. Only seven countries out of 51 have such a provision of trained lactation counsellors,” Gupta added. IANS

Two million working mothers are the biggest earners in their families, a rise of 80% in the last 15 years. Plight of women in Syria's Homs The situation of women and children in the Syrian city of Homs is rapidly deteriorating, said a statement from UNICEF.

he UN sounded the alarm about the plight of women and children in Syria's Homs, urging all parties in the conflict to enable access to some 4,00,000 trapped civilians. "The situation of women and children in the Syrian city of Homs is rapidly deteriorating," UNICEF said in a statement, adding that "new checkpoints are preventing more supplies from entering" the neighbourhood of Al-Waer. "Cannot all those involved agree that the innocent women and children in Homs, and across Syria, should be spared all possible suffering?"

UNICEF's Executive Director Anthony Lake asked. Around 4,00,000 civilians, mostly women and children, who were forced to flee other areas of Homs have sought refuge in Al-Waer, and are now "living in partially constructed buildings, schools and other public buildings", Lake said. But the situation there "has worsened, with reports of intense daily clashes, and rocket and mortar strikes causing many casualties", he added. UNICEF says it and other organisations have been distributing basic supplies and ensuring access to water for civilians fleeing the fighting. "Water and electricity is

still available for now but vegetables, milk and other essentials are in increasingly short supply. Our own emergency supplies will run out within days," said the agency. Homs has suffered some of the worst violence in Syria's 28-month conflict. The army is now pressing its campaign to uproot rebels from other areas in Homs, including the central Old City district. The UN says more than 1,00,000 people have been killed in Syria's war, most of them civilians. Millions more have been forced to flee their homes, about 75 percent of them women and children. AFP

ome August 9 and three superstars — Shah Rukh Khan, Vijay and Pawan Kalyan — from the Hindi, Tamil and Telugu film worlds — are set to battle it out at the southern box office. The outcome is likely to be phenomenal, say industry experts. Shah Rukh-starrer Chennai Express, which has a heavy southern flavour, Vijay’s Tamil political drama Thalaivaa and Pawan Kalyan’s Telugu family drama Attarintiki Daaredhi are releasing on the same day. “This is probably the first time in Indian cinema that films of superstars from different languages are going to vie for the top spot at the box office. It’s tough to predict the winner because expectations are riding high on all the three films,” trade analyst Trinath said. The tough competition will especially be tough in the overseas market, he said. “Chennai Express will have a wide overseas release. I was told it’s being released in countries like Morocco, Israel and even Germany, while Thalaivaa and Attarintiki Daaredhi will predominantly target countries such as the US, Britain and Australia,” he added. But, the first week of August will also see the release of Hollywood biggies such as Disney’s Planes, Neill Blompamp’s Elysium and

Thor Freudenthal’s Percy Jackson: Sea of Monsters. “It’s going to be neck-to-neck competition for these films. Chennai Express has already got maximum number of screens in most countries. Pawan Kalyan has great market in the US and his films usually have good openings here,” an international distributor of Indian films said. Pawan Kalyan’s Gabbar Singh, Telugu remake of Dabangg, raked in over $1 million in the US upon release in its first week. Trinath believes it’s the box office opening that will make the difference for the three big-ticket films. “We don’t know yet the number of theatres Chennai Express is being released, while Thalaivaa and Attarintiki Daaredhi are expected to release in over 1,000 screens worldwide individually. All the three actors are known for having blockbuster openings and therefore, that will be the deciding factor,” he said. Vijay’s last release Thuppakki minted `65.32 crores worldwide in its first week run at the box-office. The film, which was reportedly made on a budget of `70 crore, went on to collect over `100 crore in two weeks. Pawan Kalyan’s Cameraman Ganga Tho Rambabu raked in `52 crore worldwide in the first week, Shah Rukh’s Jab Tak Hain Jaan collected a whopping `120 crore in the first six days upon its release in 2012. SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.
