The accused had killed the government employee last year for having an extra marital affair with his wife.

HYDERABAD: The mystery over a man’s brutal murder here nine months ago was solved today which the Government Railway Police (GRP) arresting the accused. The sensational murder came to light on July 16, 2012, when body parts were found stuffed in two bags, which were dumped at Visakhapatnam railway station. The body was later identified as that of J Ramakrishna, 30, who was unmarried and employed with animal husbandry department of the State government. He was a native of Achanta town in West Godavari district. Love and lust led to the murder. The suspect, K Ramesh, 25, a native of D Savaram village in East

Godavari district, has confessed to the crime, superintendent of police (GRP, Vijayawada) Syam Prasad said. Ramakrishna had developed relations with a widow and her two daughters. Ramesh later married the elder daughter of the widow and on coming to know of Ramakrishna’s affairs, he decided to eliminate him. Ramesh invited Ramakrishna for lunch on July 15 and later they went to an isolated place to consume liquor. After Ramakrishna lost consciousness, Ramesh hit him on his neck with a sharp-edged weapon. He chopped the body into 11 parts and stuffed them in two bags. AGENCIES

s it possible to sterilise monkeys like we do to dogs?” was the question asked by three MLAs at the Hyderabad District Review Committee (DRC) meeting at Jubilee Hall on Wednesday. MLAs said this is a serious issue in many areas, and only those who suffer it know about the severity. This they reminded to those making fun of the issue in the meeting. GHMC commissioner Krishna Babu suppressed his smile and said the trouble was with catching them. “It’s no monkey business; capturing them is a tough task,” he said. Instead of committing to the issue, the commissioner only gave a vague response.

POWER HEATS UP TALK As expected, water and electricity problems reigned supreme at the review meeting. Power crisis in the parts of the City, where officially it is three hours and unofficially six hours, made

SECURITY Asaduddin Owaisi lamented that the issue of security was not on the DRC agenda. Referring to the Dilsukhnagar blasts he said, “Three specific warnings were given. hief Minister N Kiran Kumar Reddy, who hopes to lead the Congress during the General Elections next year, has found a new mantra to please the party high command and to draw people to the ruling party. It is nothing new. Taking a cue from late chief minister YS Rajasekhara Reddy, Kiran has zealously begun naming every government welfare programme after late Congress leaders Indira Gandhi and Rajiv Gandhi. After taking charge as CM in times of severe political crisis, Kiran has launched several pro-poor welfare programmes in the State. A programme that is close to his heart is the Rajiv Yuva Kiranalu, which is aimed at providing jobs to lakhs of unemployed youth of the State. In the New Year, the chief minister launched two new programmes and has named them after Indira Gandhi. The first was Indiramma Kalalu (Indira Gandhi’s dreams) programme to promote the SC/ST Sub-Plan legislation across the State and Amma Hastham (mother’s hand). These two programmes reflect the persona of Indira Gandhi and carries her

images prominently. According to a senior Congress MLA, who is close to the CM, the main objective behind launching the programme was to use Indira Gandhi’s pro-poor image to attract people and thereby reap the benefits at the next elections. “Former prime minister Indira Gandhi still enjoys a huge fan following across the country. Her name is enough to get us votes. We just want to cash in on her popularity as we have been doing for the last three decades,” the leader said while speaking to Postnoon on Wednesday.

As part of the New Year celebrations of Telugu people, the chief minister will launch the revolutionary Amma Hastham in Ravindra Bharathi today. As part of the Amma Hastham programme, Kiran will give nine essential commodities in packs at the subsidised price of `185 as against the market price of `292 to all white ration card holders in the State. The essential commodities being supplied include wheat atta, pamolin oil, sugar, iodised salt, wheat, chilly powder, tamarind and turmeric powder. A total of five crore people from a total of 8.5 crore people of the State are expected to benefit from the scheme.

UoH axes education of locals The move of the University of Hyderabad to convert a quarter-century-old public school on its campus that catered to the locals reeks of the varsity’s desire to make profit, allege teachers opposed to the plan.

T

he fate of the 25-year-old school located within the University of Hyderabad complex hangs on a loose thread. The school, originally meant to provide education for children from families in rural areas located around the university, will soon be closed and replaced by a Kendriya Vidyalaya (KV), thanks to a decision taken by the UoH administration and the governing body of the Kendriya Vidyalaya schools, Kendriya Vidyalaya Sangathan. As a consequence of this action, doors will be closed to the locals, as KV caters to children of Central government employees, including defence forces. The school has a strength of 1,200 students and teaches upto class XII. Earlier, this school was exclusively reserved for children from poor economic back-

grounds, from villages like Nallagandla, Gopanpally and surrounding areas. “The idea of this school was to cater to the poor living around the university and this has been in vogue for 25 years. Now the plan to change it and make it a Kendriya Vidyalaya does not make sense,” non-teaching staff member of the university, Vikram Raju, said. This decision has not gone down too well with the nonteaching staff of the university, many of whom send their children to this school. Furthermore, the school provides employment to 43 teachers and 10 non-teaching staff. “The new rules framed for the KV have put 23 teachers on deputation with the proposed KV for three years. After that, they are given an option to work as non-teaching staff in the future-functional Kendriya Vidyalaya. Of the (other) 20, there is no clarification. In the meanwhile, there are no clear

terms and conditions over service benefits offered because of this transition. Parents will be forced to send their children to private schools and pay exorbi-

tant amounts as fees once the KV is established,” says Raju.

HIGH COURT WRIT PETITION

A writ petition was taken up at

the AP High Court by Justice Naushad Ali. The writ petition filed by United Employees Union against the decision to move and convert the school into a Kendriya Vidyalaya said there was no reason for this sudden development. Under the agreed terms, the university administration would have to bear the cost of constructing a new building for the Kendriya Vidyalaya, a burden that would prove financially difficult for the varsity, the petition said. However, Justice Naushad Ali refused to grant an ex parte interim order to stall the establishment of the new school and also refused to stay the March 27 notice issued by the present school at the instance of the university, requiring students to take their transfer certificates at the end of the current year. Teachers opposed to the move say the it’s a move to make profit from education.

Auto woes grip City, cops act

W

hen Sandeep Rajan, a private firm employee from Bangalore, came to the City for an interview, he was shocked to see the way auto and taxi drivers hounded him at the Secunderabad railway station. Finally, he managed to hire an auto to Uppal, where he was put up. Noticing that Sandeep was new to the City, the auto driver took him for a ride. Thankfully, he was able to track the location using GPS. When he questioned the auto driver, the latter started getting abusive and stopped the auto in the middle of the road and asked him to get down. Sandeep had to then hire a radio taxi. It is common for local residents to face such a situation with auto drivers, or for that matter, even some private taxi drivers. Citizens are unable to distinguish between a genuine driver and those who cheat or are involved in criminal activities. Most of these auto drivers are not in uniform and do not wear a

badge for identification. Many of them do not even have the required documents while driving. “With the increasing crime rate, travelling by public transport is very dangerous. A few days back, I had hired an auto from Begumpet to go to Ameerpet. Since the distance

was not much, the driver asked me to pay him `10 extra, to which I agreed. However, after reaching my destination, the driver demanded `30 extra on the meter, saying the place was in the interior. When I threatened him to inform the police and asked him for his licence, he did

not have a licence and left the place after using abusive language,” says Premalatha, a private firm employee. Not denying the fact that they have been receiving a number of complaints, mostly against the auto rickshaw drivers, the City police said they will be implementing strict measures against auto drivers who misbehave with passengers. The police have now asked auto owners to register themselves at police stations. “As a part of the security measure, all auto rickshaw owners in the Twin Cities are directed to register themselves at the traffic police stations. They have been directed to produce their original documents, like the driving license, RC book, residential proof as well as their voter ID card or Aadhaar card, to the concerned traffic inspector. There are more than two lakh autos plying in the City and it is not an easy task to identify the auto when a complaint is registered. Most of the time, the owner sells his vehicle to someone else, who further rents it out to a number of people, and the

RC does not change. The RTA will have information about the owner at the time of registration, so tracking down the present auto driver becomes a task. To avoid all the confusion, we are planning to start a database so that we have concrete information. The drivers will have to display all this information behind their seats so that even passengers will have a sense of security,” says commissioner of police Anurag Sharma. The cops also directed the auto owners to ensure that the registration number is not only in the front and back of the vehicle, but also at the top, so that the electronic surveillance cameras can easily identify them. The auto unions, who welcomed the step of the City police, said they will ensure all the owners follow the rules. “It is sad to see how a few auto drivers behave with the passengers. We will ensure that all the drivers follow the rules,” said auto union leader Ammullah Khan. The police say that they will simultaneously keep a check on the taxis as well.

woman was allegedly murdered by her lover on Monday night at Uday Nagar in Banjara Hills simply because she forgot to take home biryani for him. Maniamma, 35, a native of Rajmandry, married J Ram Babu 13 years back. The couple has a son, Santosh. They split up a few years back and Maniamma moved to Hyderabad with her son. They were both living in Uday Nagar. Maniamma was working in a private firm and was in a relationship with one Chary, a painter.

On Monday, Chary came home intoxicated. He called for Maniamma and asked her to get biryani for him on her way back from work. Chary was infuriated when Maniamma returned without the biryani. He picked a quarrel with her and sent Maniamma’s son to buy the biryani. When the boy was out, Chary allegedly strangled Maniamma in a fit of rage. Santosh came home and found his mother on the floor. He informed his neighbours who alerted the Banjara Hills police. The police have booked a case of murder against Chary who has been absconding. The police are looking for him.

A Chilean court suspended construction of what would be one of the world's biggest gold mines on Wednesday, accepting a complaint filed by indigenous groups on environmental grounds. PANAJI: Pollution levels in the iron ore belts of Goa dropped considerably after mining activity was banned in September last, bringing them within the permissible limits, according to the data placed before the Legislative Assembly. Citing the data measured till February, Environment Minister Alina Saldanha told the House yesterday that the pollution levels showed a downward trend. The Goa State Pollution Control Board (GSPCB) has been measuring the pollution levels in the mining belt at nine locations -- Curchorem, Honda, Codli, Assanora, Bicholim, Amona, Usgao, Sangume and

Tilamol. "Air is monitored through the presence of particulate matter of 10 microns diameter (PM10) and PM2.5," she said. These particles are harmful as they can cause lung-related diseases. The data tabled on the floor of the House reveals that the PM10 where in range of 77-80 micrograms per cubic metre, while the permissible limit is 100 micrograms per cubic metre. The concentration of PM 2.5 in air stands between 15-40 micrograms per cubic metre, well within the permissible limit is 60 micrograms per cubic metre, Saldanha said. PTI

The personal computer is in crisis, and getting little help from Microsoft’s Windows 8 software once seen as a possible saviour. Research firm IDC issued an alarming report Wednesday for PC makers such as Dell and Hewlett-Packard saying worldwide shipments of laptops and desktops fell 14% in the first quarter from a year earlier. That is the sharpest drop since IDC began tracking this data in 1994 and marks the fourth straight quarter of declines. Gartner a rival research firm, estimated global shipments sank 11.2%, which it called the worst drop since the first quarter of 2001. Gartner blamed the rise of tablets and smartphones, which are sapping demand for PCs.

n innovative project in London is helping people to prolong the life of their electronic devices by repairing them and encouraging others to do learn to do the same. If you're the kind of person who owns a mobile phone held together with sticky tape, or your laptop is running more slowly every time you flip it open, the Restart Project could come in extremely handy. It brings together volunteer repairers, technology enthusiasts and engineers -- and says that in tough financial times it is "preparing the ground for a future economy of maintenance and repair". At a recent event in the hip Primrose Hill district, a steady stream of visitors — of all ages — arrived clutching computers and other broken-down items, many having heard about the service via Twitter. At tables dotted around the room, repairers helped open up

the devices for inspection while on the wall, a list kept track of which problems had been solved and which had not. "Why throw something away when you can fix it?" said photographer Jon Freeman, who walked away a happy man after having his girlfriend's laptop fixed. He said he only wished he had heard about the service earlier as he had recently paid Apple for a new power cord for the laptop. "It would have been simple to fix — Apple charge £65 ($100, 76 euros)." Diogo Castro, a Portuguese man in his 20s, was not quite so lucky with his computer, but did get some valuable advice about what was wrong. "My first idea was to get a new one straight away, but unfortunately I couldn't because of the money, so this project helped me a lot," he said. Founded in 2012, the Restart Project is the brainchild of two adoptive Londoners, Ugo Vallauri, from Italy, and Janet Gunter, a British-American.

Having worked in the developing world for several years, they were frustrated by the amount of waste they saw whenever they returned to the West, and looked for a way to encourage people to repair and reuse their broken gadgets. "Every time we'd come back here we would see people upgrading, tossing perfectly good technology, or giving up on things without even having opened them," exclaimed Gunter. "Would you take your car to the dump when you've never even popped open the bonnet?" Environmental goals aside, the pair also hope the events will help counter the feelings of

OPEN AND SHUT CASE This morning, payments startup Ribbon announced support for “in-stream” payments on Twitter.com, allowing users to click a button directly within a tweet in order to make a purchase without having to leave the Twitter.com website. However, it appears that Twitter has already shut this feature down – almost immediately after its public debut. Ribbon Co-founder Hany Rashwan has confirmed that Twitter has indeed shut them down, and the company is now in the process of trying to contact Twitter to discuss. It’s possible that the way Ribbon implemented the in-stream payments using Twitter Cards was a violation of Twitter’s Terms of Service.

fter decades in the shadow of the military, Myanmar's ragtag police force has found itself thrust onto the security frontline -- and under fire for failing to stop a wave of religious unrest. Under the former junta that ruled the country also known as Burma for almost half a century, any sign of unrest was quickly quelled by soldiers. But since a new reformist government took power two years ago, the job of maintaining order has been largely left to police who lack basic equipment and only have about a year of training. "The police were never wellequipped," said an officer with 20 years in the force who did not want to be named. "Under the military government, nobody cared about the police," the officer said. "Still they don't care now, but we're the first to be blamed when something happens even though we tried our best to protect the people." The challenges are immense in a society testing the limits of its new-found freedoms, including the right to protest. A botched raid on a demonstration at a copper mine in November sparked an outpouring of anger after police used phosphorus against protesters in the harshest crackdown since the end of military rule. Dozens of monks and villagers were injured in the incident at the Chinese-backed Letpadaung mine -- a disastrous outcome that analysts blame mainly on incompetence.

ungary may have been hit hard by the recession, but budgetary constraints are not stopping Prime Minister and avid football fan Viktor Orban pumping millions of euros into initiatives aimed at bringing footballing glory back to the country - with the hope of attracting fans to the polls in 2014. A capacity crowd of 16,000 turned up on a freezing March day for the last football derby between Ferencvaros and Ujpest in Budapest's shabby 39-yearold Florian Albert Stadium. The ground is now being demolished to make room for a better, newer one: a controversial project all paid for by Hungary's cash-strapped but football-friendly government, which has led an overhaul in sports funding since its landslide election victory in 2010. At half-time beneath the dank stands at Ferencvaros, Tibor Kovesdy, a lifelong supporter of Fradi, as the club is commonly called, told AFP he couldn't wait for the new stadium. "I don't bring my children

here as it's not a pleasant or safe environment. This club deserves a better home," he said. Under the country's most high profile football fan, the government has earmarked public funds for new football stadia. But the gifts being showered on the sport are seen by many Hungarians as a luxury at a time when the country is struggling to keep down its budget deficit and one of the highest debt burdens in Europe. "Football stadia should be self-financing!" read a banner at a recent student protest against cuts in education spending. "That money could pay for over 1,000 teachers instead of one stadium with a questionable return," one student said. Orban sees it differently. Not heard of the saying 'Beggars can’t be choosers', eh, Didi? If West Bengal languishes in dire need of investment and the prosperity that follows with it, it is her fault. Her ‘fight for farmers’ has made her infamous for being antiindustrialisation and for this she’s only to blame.

Finding the balance Q: What do you feel about playing Hannibal? Laurence Fishburne: I don’t necessarily have a set idea of who this guy is. I don’t do that, try to define things like that, but it sounds good. It sounds like I might be able to actually pull it off (inaudible). Q: Judging by the first two episodes, it was different from everything we saw. Fishburne: This is a good thing! Good. I feel the same way. I mean, when I watched it, I was like ‘I have never seen this show on television’. Q: Why do you think it’s different? Fishburne: Bryan Fuller’s imagination and the way we work, the way in which he is able to take these already existing characters and enter into their world and sort of reshape it for us and make it fresh and new is what I think is going on. Q: And what do you think it adds to the horror genre? Fishburne: I don’t know. I don’t think it’s about adding to the genre particularly. I think it is in and of itself, it comes out of a particular genre, but I don’t think it can only be defined as that because at the same time, there’s this wonderful drama that is being played out with our three characters. There’s this wonderful sort of catand-mouse between Will Graham and Jack Crawford and then Hannibal and Will Graham, and then Hannibal and Jack Crawford. That is outside of the horror show. Q: Is there anything you can tell us about your character? Fishburne: What can I tell you? You will meet Jack Crawford’s wife. Q: Is it difficult for you to play with your real wife? Isn’t it awkward? Fishburne: No, but she’s incredible though. And it isn’t awkward. Well, we have worked together before. Q: You receive a lot of scripts every day, so when you read

this story, what did you find? Fishburne: I liked it. A friend of mine approached me. Chris Brancato was the guy that approached me and we worked together on a movie called Hoodlum about 16 to 17 years ago. So when he said it was really good, I was like okay, and he was right, it’s really good. And then I heard that Mads and Hugh were cast as Hugh as Lecter and Graham and I thought, okay, these are really, really good actors and I would be happy to join them. And also, my wife is making a show here in Toronto and so it gave me an opportunity to make a show here in Toronto. So for all of those reasons, I said yes.

There’s this wonderful sort of cat-and-mouse between Will Graham and Jack Crawford and then Hannibal and Will Graham, and then Hannibal and Jack Crawford. Laurence Fishburne Actor Q: With your character, he has like an admiration or something? Fishburne: I think there is a respect. I think they respect each other’s minds. Jack Crawford heads up the behavioural science unit. That is a pretty specific thing. That is talking about how people’s minds work and Hannibal Lecter is a great psychiatrist, so these guys are really interested in the workings of the human mind and I think they admire each other for that. Q: Why do you think we are so attracted to characters like Hannibal Lecter? Fishburne: I think because we all have it in our hearts. I think that it’s just a fantasy that is

expressed beautifully in this character. Not only does he do that, he does it with style. Q: What is the main challenge for you in a character like that, if there’s one there? Fishburne: Just finding the balance, making sure that we are honestly doing our jobs trying to find these guys, these people, that are doing these horrible things, and then having some kind of levity to it, making sure that there’s enough humour in it, so that it’s not all like this. The biggest stuff right now is just trying to figure out how to get this right and how to get the tone right so that the audience wants to come back. That’s the challenge and that is storytelling. What does it look like, what does it feel like, does it make sense? We’ve got a bunch of characters and we’ve got a bunch of killers and it’s all sort of interconnected and so trying to make sense out of it is quite difficult. Q: How did you find Guillermo as a director ? Fishburne: He was great; he was so much fun. He’s awesome. Him, David Slade, Michael Rymer, all the cast that we’ve had on the show have been really good. Q: Do you have any favourite scenes so far? Fishburne: I love every scene that I h a v e played w i t h H u g h Dancy

and every scene that I’ve played with Mads. I’m just really — these guys are really wonderful, they really are. Q: So what’s next for you after the show? Do you have any plans? Fishburne: Promoting the Superman movie this summer. Hannibal is the latest AXN original series which is a treat for the viewers who love the genre of crime. Watch it on AXN at 10 pm every Friday.

Egg white protein can lower blood pressure It has a powerful ability to inhibit or block the action of ACE, a substance produced in the body that raises blood pressure. WASHINGTON: Here is another reason why you should include eggs in your diet! Egg white protein can lower your blood pressure as effectively as low doses of medication, according to a new study. “We have evidence from the laboratory that a substance in egg white - it’s a peptide, one of the building blocks of proteins reduces blood pressure about as much as a low dose of Captopril, a high-blood-pressure drug," said study leader Zhipeng Yu, of Jilin University. Yu and colleagues from Clemson University, studied a peptide called RVPSL. Scientists previously discovered that the substance, like the family of medications that includes

Captopril, Vasotec and Monopril, was an angiotensinconverting-enzyme (ACE) inhibitor. It has a powerful ability to inhibit or block the action of ACE, a substance produced in the body that raises blood pressure. They set out to further document RVPSL’s effects, using laboratory rats that develop high blood pressure and are standins for humans in such early research on hypertension. The results of feeding the substance were positive, showing that RVPSL did not have apparent toxic effects and lowered blood pressure by amounts comparable to low doses of Captopril.

Experts say there is evidence that a peptide in egg white reduces blood pressure about as much as a low dose of Captopril, a high-bloodpressure drug. “Our results support and enhance previous findings on this topic. They were promising enough to move ahead with further research on the effects of the egg white peptide on human health," Yu said. Yu noted that the research was done with a version of the peptide that was heated to

almost 93 degrees Celsius during preparation - less than the temperatures typically used to cook eggs. He cited evidence from other research, however, that egg whites may retain their beneficial effects on blood pressure after cooking. Yu believes that egg white peptides, either in eggs or as a supplement, could become useful as an adjunct to high-bloodpressure medication. For now, he said people with high blood pressure should consult their health care provider before making any changes. Green coffee extract can prevent diabetes WASHINGTON: Natural substances extracted from green or unroasted coffee beans can prevent diabetes and improve glucose control, a new study has found. US researchers found that chlorogenic acids in coffee can help control elevated blood sugar levels and body weight that underpin type 2 diabetes. Researcher Joe Vinson, who is with the University of Scranton in Pennsylvania, pointed out that coffee, due to its popularity, is a major dietary source of these substances. The high temperatures used to roast coffee beans to make them suitable for use in coffee breaks down much of the chlorogenic acids. Thus, the focus has been on using concentrated extracts of green coffee beans. “One large study indicated a 50 per cent risk reduction for people who drank seven cups of coffee a day compared to those who drank only two cups a day," Vinson said. In a previous study, Vinson found that overweight or obese people who took such an extract lost about 10 per cent of their body weight in 22 weeks. The new study sought to document the effects of various doses of a commercial green coffee extract on the blood sugar levels of 56 men and women with normal blood sugar levels. They got a glucose tolerance test to see how their bodies responded to the sugar. Then over a period of time, they took 100, 200, 300 or 400 milligrammes (mg) of the extract in a capsule with water. Follow-up glucose tolerance tests showed how the green coffee extract affected their responses. The study was presented at a American Chemical Society’s meeting in New Orleans. PTI

SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.
