wo adjournments of general body meetings by the MIM and the mayor this month cost the corporation `43 lakh. The MIM’s blind hatred of the BJP has thus caused such a huge avoidable loss, civic sources pointed out. The estranged ruling partner, the Congress, is said to be uneasy about the MIM but to an extent, finds itself helpless in preventing its hawkish partner and keeping it reined in. Will the situation be repeated when the budget session meets on February 18? Congress leaders agree that the MIM should not have wasted two days this month in order to prevent the BJP corporator of Langer House, Uday Kumar, from taking oath following a High Court order disqualifying the sitting corporator of MIM . According to them, they have protested the adjournment on February 2. They say that the meeting should have been conducted in the public interest. But the MIM, repeating what it did on February 6, nonplussed the Congress. According to Congress floor leader Diddi Rambabu, the MIM would have got mileage by creating a furor even on February 6. “If we had not opted for a condolence motion, the MIM was ready with something similar to the first day,” said Rambabu. But now that the government has given a green signal to allow the oath to be taken by Uday Kumar, the Congress is confident of holding the meet-

ing smoothly. “No more fudging of the meeting as it is now cleared by the government,” the floor leader added. Meanwhile, TDP floor leader Singireddy Srinivas Reddy, who was arrested on the day of the meeting, is coming up with new issues. Daily representations to the GHMC and other department officials already started on issues like graveyard maintenance and neglect of government hospitals like Osmania. “All the party corporators will protest if these important issues are not addressed,” said Singireddy. The leader, who has been awaiting an opportunity to speak at the general

With the Assembly session starting from February 21, it has to send budget details by February 20 at the latest. All these are avoidable losses. All parties are now blaming the MIM for playing petty politics to spite their rivals.

H

yderabad has turned out to be a favourite tourist destination in entire Andhra Pradesh despite the ongoing separate Telangana agitation. The tourist sector in the City is on a roll. The City’s growth in the tourism sector has been remarkable in the last three years. The number of tourists, both domestic and foreign, visiting the City since 2010 has doubled by the end of 2012. If we look at the official statistics, the number of domestic tourists visiting Hyderabad rose from 46.45 lakh to 1.54 crore by the end of 2012. There is an unprecedented increase of almost 200 per cent in the number of domestic visitors to Hyderabad city. The very fact that the number of tourists has increased indicates that despite the various kinds of disturbances, including the separate T-agitation since 2009, the State capital broke its own records when it came to attracting tourists. Commenting on this, Hyderabad district tourism officer Sudhakar said that the regular organisation of tours and

The government is planning to launch 13 new tourism projects, being constructed at the cost of `63 crore, this year. Another 12 under-construction tourism projects, being built by spending `53 crore, are ready for their launch. Some of these projects include eco-tourism resorts, Haritha and beach resorts in various districts of the State. Speaking to Postnoon on the growth of the tourism sector, State tourism minister V Vasant Kumar said that the government is committed to give all kinds of support for the growth of the tourism sector in the State. Kumar also hoped that the tourism sector would continue to record phenomenal growth this year as well.

eeping its promise to rescue Telugus stranded in various Gulf countries, the State government has once again sprung into action in the wake of amnesty being declared by many Gulf countries. Most of these emigrants are stranded due to lapse of their existing visas, and other reasons. A delegation of State government officials are leaving for a tour of Gulf countries today. Minister for NRI affairs D Sridhar Babu is also expected to leave for the Gulf later this week. The officials will meet officials of the respective countries in order to work out the modalities to bring back the citizens. The delegation will also hold discussions with the representatives of Gulf-based Telugu associations.In an interview with Postnoon last year, Babu revealed that the State would come to the rescue of Telugus stranded in the Gulf and added that they were awaiting for amnesty to be declared by the countries.

yderabad will play host to a national convention on RTI awareness and related issues, organised by NCPRI (National Campaign for People’s Right to Information). The threeday convention, also supported by local RTI civil society groups such as UFRTI, will be held from February 16 to February 18 at AMR-APARD in Rajendranagar. Around 300 activists from all over the country are expected to participate in the convention. Speaking at the press conference, Nikhil Dey, prominent RTI activist and co-convenor of NCPRI, said the RTI Act has had a fundamental effect on governance. “The RTI Act has received immense attention and has come under continuous attack. Our aim should be to promote and protect the Act.” Among the many issues that

continue to stall the RTI Act from achieving its true potency, Dey identified three main ones that will form the agenda at the convention. “The usage of the RTI Act by citizens, progress of the government’s role in utilising and promoting the Act and the controversial issue of appointment of information commissioners will be discussed. We

must make it clear that the information commission is not an independent judicial body but rather should function in partnership with the people.” The previous convention, held in Shillong in 2011, resulted in the Shillong Declaration, which will be examined. ward as the Hyderabad Declaration. “In part, the Hyderabad Declaration of 2013 will look at national issues, but a major segment will look into issues of the RTI Act in Andhra Pradesh,” said Dey. Also speaking at the conference was B Ramakrishnam Raju, convenor of the United Forum for RTI (UFRTI). “The RTI Act has been very influential in solving and bringing in transparency, but a lot of issues continue to stall its progress. For instance, the application file that seeks to remove the applicant’s file for filing an RTI is pending approval

from the CM’s office. Other developments, such as the induction of the high-level committee by the State government inviting suggestions and proposals, have been a welcome move. The committee, comprising the CM, chief secretary, DGP, chief information commissioner, principal secretary among others, will also include two people from civil society. But negative aspects, such as attacks on RTI activists, continue, despite a GO being declared for their protection. Our aim is to educate and spread awareness among district collectorates and SPs with immediate effect,” Raju said. The conference will feature big names from RTI circles such as Aruna Roy, retired Justice AP Shah and Wajahat Habibullah (chairman of national minorities commission). The State government, Centre for Good Governance, AMP-APARD and department of rural development are supporting the event.

hese days many women who are divorced seem to be going abroad for career opportunities. However, the catch here is that a single mother who wants to go abroad with a child (a minor) cannot leave the country without obtaining the sole guardianship of the child. In India, children below the age of 18 are supposed to have legal guardians. Usually in a majority of the divorce cases, the custody is given to the mother. However, under the Guardianship and Ward Act of

1890, even though the child is staying with the mother, the father is still the legal guardian till the child turns 18. This clause makes it difficult for women to expand their career opportunities abroad and also take their child along. “More number of women are going abroad these days and have been approaching the courts to get the sole guardianship over their child. However, it is not necessary that the court will grant the guardianship to the mother. In a divorce, custody and guardianship are made by the court in the best interest of the child. So unless and until the court feels

the child will benefit by going with his/her mother the sole guardianship to the mother cannot be approved,” says advocate Vishwa Janani.

Referring to a case where the guardianship was given to the grandparents, another advocate R Jain says, “In some cases, if the courts find that the

interest of the child is not with the parents, it does not provide custody. There was this case where a mother, who was going abroad to work at a multinational company, approached the court to obtain the guardianship of her child. However, the court had awarded the guardianship to the maternal grandparents, the reason being that the father was economically unstable, and since the mother would be busy with her work, the child would be better off with his grandparents in India.” In such cases, the mother can re-apply with the petition if she can provide substantial proof that she can take care of the child.

he University of the Pacific, USA, has entered into a collaboration with JNTU Hyderabad and Alliance Institute to offer a Master of Science (MS) programme in industrial pharmaceutics. As per the MoU, students taking this particular course will continue their first year in JNTUH and later transfer credits to the United States to complete the remaining courses and research at Thomas J Long School of Pharmacy and Health Sciences. Only select students will be allowed to continue other semesters there. “The selection will be done on entrance basis and on some requirements which a student needs to fulfil in his first semester” said JNTUH vicechancellor Rameshwar Rao. “If in case a student is not selected, they have the option to continue their course and research work at JNTUH — Alliance or do research work at the University of the Pacific to fulfil the requirements for a MS degree in India” he said. But many students are not happy with the collaboration. “The opportunity is applicable only to students who can get a good score in Test of English as a Foreign Language (TOEFL) and fulfil visa requirements. Only they can their studies at the University of the Pacific” said, Prabhakar R, a JNTUH student .

Students are also worried about accommodation and other expenses they need to bear during their stay abroad. “The course fee will be same as what we are paying in India, but what about our personal expenses abroad? Even if many students are selected on merit basis, not everyone can afford staying in America. In addition to this, students continuing their studies in there will have better placement offers compared to the students continuing their course here” said Ranjani P, a student of Alliance Institute. The Alliance Institute chairman, Ramana Malladi, Ge-Yao Liu from the University of the Pacific, and JNTUH vice-chancellor Rameshwar Rao signed the MoU. One good thing is that if any student fails to get admission in the Pacific University

because of visa issues, they still have the option of doing research work there under the guidance of any faculty in pharmaceutics and medicinal chemistry departments. Alliance Institute is providing the course for the last four years, but the collaboration for the MS programme is for the first time. This year, 12 students have already been selected for it

On World Radio Day, we visit the National Institute of Amateur Radio to find radio enthusiasts who are not only keeping the medium alive, but also have it thriving. N SHIVA KUMAR

L

ong before the radio became consigned to a relic, now thought solely in relation to the preinstalled FMs in our cars, it used to be a big thing. Families fine tuned their lives around their favourite programmes. The news broke through the bulletins. Cricket matches were followed through the eyes of the commentators, silence punctuated only by groans and cheers. All the while, interspersed with jingles to which even housewives hummed along while working in their kitchens. With the advent of more modern technologies, most notably the television and later the internet, the radio slowly took a backseat and finally melted away into the background. But defying all claims to the contrary, there’s one group that still rallies the cause of the radio — the HAMs aka the amateur radio operators. Technically speaking, amateur radio is different from commercial broadcasting in that its users are a community of people that use radio transmitters and receivers to communicate with a personal aim and not a pecuniary interest. As compared to around 3,000 to 5,000 amateurs in the 1980s, it is estimated that there are as many as 25,000 to 30,000 licensed HAMs in India today. A nongovernment institution that can claim to have contributed significantly to this number is the home-bred National Institute of Amateur Radio (NIAR). Established in 1983, the institute, which includes a museum housing radios down the ages, is today a major incubator and a training ground for radio enthusiasts. Speaking about the increasing appeal of amateur radio, the director of NIAR, Ram Mohan, says, “Amateur radio is both a scientific avocation and a service. It brings people from all walks of life from all over the world together through this one common affinity: Their love for communication, information, interaction and, of course, the radio.” But it also serves a bigger purpose. “It’s also the second line of

communication in emergency situations. HAMs have proven to be among the most efficient recourse for rescue efforts in areas with little to no connectivity during natural disasters like tsunamis, floods and earthquakes.” he adds. Tom K Jose, 14, practically lives on the NIAR campus. Both his parents are HAMs and so is the rest of his family. Having spent most of his out-of-school hours growing up around here, he shares his family’s passion for radio and has, in fact, already proven his mettle. Last year, in less than eight months, he made contact with 100 countries across the world, earning him an American Radio Relay League diamond DXCC challenge certificate and making him the youngest HAM in the world to do so. “Building friendships with people across the world was the greatest thing about the challenge, “ he says, smiling. So, does he see a future for himself in radio? “Yes. I want to be develop this technology further so we can use it to help people during disasters,” is his sure-shot reply.

NIAR conducts workshops in schools and colleges to spread the word on HAM to young achievers like Tom. It also conducts training classes for enthusiasts who are aiming to earn their own callsign. Despite the encouraging response, there are still some major hurdles. For one, most of the equipment required is still imported from Japan and China. Secondly, HAMs must train for months, take a test, and still wait anywhere between 12-18 months for a license from the Wireless Monitoring Station, DoT, before they can practice. “Amateur radio hasn’t really reached the audience that it is expected to reach in our country. It is here that we need it the most, considering how a large part of India has no connectivity of any sort, and how economic, reliable and effortless amateur radio is. We should look towards the West to understand how they’ve capitalised on the advantages of this medium. I think the government should do more to promote it,” says Pratham Kaur, an NRI and

active HAM from Atlantic City. Whether the government is taking note or not, there are certainly other parties which are. Ram Prabhu, an veteran designer from Bangalore has already stepped forward to bridge the demand-supply gap in the Indian market. Their R&D facility has already received views from over 105 countries, says Ram. “There are as many as five million HAMs in the world. Only 1 per cent of that are active users. By making low cost transceivers, we want to encourage and the increase the number of active users.” It’s the lack of awareness than the lack of know-how that’s limiting the popularity of amateur radio, feels another HAM, Ramesh Kumar, from Chennai. “People think only engineers and those with an interest in electronics will like this. But believe me when I say that is not true. I’ve seen everyone from astronauts and scientists to doctors and teachers, housewives and children as HAMs. You just have to give it a try, because to know radio is to love it.”

or men, enhancing status is just as tempting as it is for women to enhance their appearance. In a 2010 study, psychologists Gregory Shuler and David McCord asked users of the dating website www. hotornot.com to rate the attractiveness of an average-looking young man with glasses. In successive weeks, they posted pictures of him, first standing alone, then next to one of three cars: a decrepit Dodge Neon; a Ford Focus; and a shiny Mercedes C Class C-300. The man wore the same clothes and neutral expression in each picture. His "hotness" rating rose after he was seen next to a car, peaked when he stood next to the Merc. He didn’t own any car, but the implication of ownership helped. Courtship is influenced by one’s cultural background and fashions, says Smith. Gifts are used everywhere to show increasing "investment" by a male in a female. In the West, they are flowers, chocolate and a ring, but differ in other cultures. The message: times have changed since H sapiens first walked, but our DNA — and thus our primal responses for sizing up a potential mate — has remained the same. "The man’s got to find a woman to bear the babies and the woman’s got to find a man who can help her with the resources to help her raise babies," said Fisher. “Men might not want the babies and women might not need the resources, both sexes respond in a pattern that from an evolutionary psychiatry perspective is adaptive," meaning their behaviour is shaped by natural selection. So first appraisals may sound like an awful meat-market moment, but they do not have to be. Successful relationships between "odd" couples show what happens when time and patience overcome blink-of-aneye judgements and stir interest, love and companionship. "Brainscanning studies show that we size up a person within the first few minutes," said Fisher. "Bottom line is, the more you get to know somebody, the more you tend to like them, the more they tend to like you. So one has really got to get over those first impressions and move into trying to think of reasons to say: Yes."

"To paraphrase Darwin, males will mate with anything that has a pulse, women are choosy," quips US anthropologist Neal Smith. These differences explain our snapshot responses, honed over millions of years, when we eye a person of the opposite sex. Men, for example, have an overwhelmingly visual reaction, which is why the porn market is geared overwhelmingly to males, not females. Males are engineered to scan for signs of fertility — large breasts, a shapely figure, clear skin, bright eyes — and potential sexual invitation, such as swishy hair, red lips and a bouncy gait. Knowing this, women adapt their look accordingly. Which is why billions are spent on skin creams and hairdressers, and why shape-changing gadgets such as pushup bras, corsets and the "booty bra," moulding one’s

bum into pertness, find buyers. As for high heels, the scientists say the reasons why they sell are not the ones you will read about in fashion magazines. Heels change the angle of the buttocks. The higher the heels, the greater the angle. "A raised backside is attractive to men because it mimics lordosis, the sexually receptive position that mammalian females adopt prior to mating," notes Gad Saad of Montreal’s Concordia University, author of a book on evolutionary behaviour, “The Consuming Instinct.” Looking for fitness in a man, a woman goes for signs of health and strength, which indicates such genes will be transmitted to the offspring. Alternatively, she may look for signs that the man will be a good provider for it. The swift clues come from money and signs of status. This is why men jostle to show themselves off as alpha males and why credit cards, sports cars, watches, houses and other obvious signs of resources and rank are important. It also explains why admitting to being poor or jobless brings zero returns for a man looking for love at a cocktail party.

nergy scarcity has become one of the major concerns not only for the state but for all developing countries of the world. With depletion of non-renewable energy sources (coal, gas, petroleum products) and drastic increase in demand of energy and less concern for conserving it at all levels made the condition worse in the country. The crisis had created many doubts about the survival of the industry and the development of the country. “Despite increase in energy production by setting up thermal power plants substantially, there is still a wide gap between demand and supply. The problem cannot be simply solved by increasing production but also by equally concentrating on conversation of energy. As per the planning commission report published five years ago, 23 per cent of energy can be saved through conservation. Around 10 per cent of the savings can be achieved by simply changing the attitudes and habits of the people. For instance, switching off from main will almost save seven per cent of the energy used by gadget rather than from the remote. Almost five per cent of energy can be gained from small investments and other eight percent through higher investments for everyday usage,” said PN Rao, Chairman, Energy Conservation Mission.

“However, the small and medium industry is reliant on the processes or manufacturing equipment that are outdated, which consume higher amounts of energy. Upgradation of technology needs heavy investments for these enterprises. On contrary, some of the large organisations invested heavily on conserving energy. It is not just to term themselves as green organisations but also to bring huge savings in long term. For instance, India is one of the lowest energy consumers in the world in terms of cement production,” he said. Rao stressed the need of support to small and medium organizations to constantly update and improvise their technology.

The costs of solar panels and other plant equipment have come down drastically in the recent years and further decrease is expected. According to National Solar Mission, the government is ready to buy a unit at the cost of `10-12. However, the power plants are quoting `8 to the government to sell power. “Solar is the way forward for even captive power plants. The industry is almost spending `20 per unit on gensets, compared to `6 unit from the grid. Industry can become selfreliant and can produce power through captive solar plant at the maximum of `10-12. However, the initial investments, which are turning out to be major hindrance for opting solar can be lowered by upgrading technology and increasing efficiency.” he concluded.

YAHOO! BUYS ALIKE

Yahoo! on Tuesday said it acquired the startup behind an iPhone application that lets people know if nearby venues are like places that suit their tastes. Yahoo! did not disclose financial terms of the deal to buy Alike, which will work with the faded Internet pioneer's teams in San Francisco and at its main campus in the Silicon Valley city of Sunnyvale. "The Alike team created an app that focuses on personalization -- using the restaurants and places you like to find the ones you'll love," Yahoo! said in an email confirming the takeover. "We were very impressed by the team and their approach to building personalized experiences." Alike said it would no longer support its iPhone and Web browser applications that tap into the power of machine learning to recommend restaurants, cafes and more based on places users have shown they enjoy.

NEW DELHI: Under fire over allegations of kickbacks in the `3,600-crore VVIP chopper deal, the government today asserted that nobody found guilty will be spared and if wrongdoings were found by the CBI, the contract can be scrapped. “Nobody will be spared whatever may be the consequences,”defence minister AK Antony told reporters. Another scam had unfolded with the arrest yesterday of the head of a state-controlled Italian aerospace company that is suspected of paying bribes of about `362 crore in India to get orders for helicopters to ferry Indian VVIPs, prompting the government to order a CBI probe. The Ministry of Defence also decided to put on hold the receipt of the remaining nine of the 12 helicopters for which the deal was struck in 2010. Antony said CBI has been asked to give an early report on its probe into alleged kickbacks in the AgustaWestland helicopter deal. “Once we get the preliminary inquiry report from CBI,

strongest action will be taken against those found guilty,”he said. Asked about reports of the alleged role of former IAF chief SP Tyagi in the deal, the minister said, “I have no information.” “After the CBI report, we will take serious action that may include cancelling the deal,”he said. “We don’t want to jump the gun. NEW DELHI: Former IAF Chief Air Chief Marshal SP Tyagi today refuted allegations that he was paid bribes to swing a deal for procuring 12 choppers from Italian firm Finmeccanica to ferry VVIPs. “I am innocent. These allegations are totally baseless and I am denying them categorically. The deal was signed in 2010 whereas I retired in 2007 itself,” he said. Asked if he had changed any specifications for the contract to favour Finmeccanica, Tyagi said the “staff qualitative requirements for the VVIP choppers were frozen in 2003, much before I assumed the office of Chief of Air Staff, and the IAF did not change any requirements after that.” Asked about his relations with three alleged middlemen for the deal including one ‘former IAF officer Captain Tyagi’, the former Chief said he was his cousin but their relationship did not go beyond this. CHANDRAPUR: This sleepy, little village tucked away in the lesser known district of Chandrapur in Maharashtra is humming with life as its residents have hit a jackpot — enhanced compensation for their land acquired by a public sector coal miner. And happy is their local parliamentarian, Hansraj Ahir, whose persistent efforts have helped the villagers make the windfall gains. Ahir’s intervention has ensured that the local farmers will get `8-10 lakh per acre for their land, against the beggarly `20,000-45,000 per acre which was originally offered by Western Coalfields Ltd (WCL), a subsidiary of Coal India Ltd (CIL). WCL has decided to acquire 1,700 acres of the village land for its coalmine project.

The Maharashtra Cabinet last year had passed a resolution bringing rates of the land to be acquired for coal mining on a par with the rates in neighbouring Chhattisgarh. “However, the entire process took longer than stipulated and hence I had to intervene to get these simple farmers their rights. They will now be paid compensation as per the revised rates approved by the government,”Ahir said. Ahir said in 2010 the Chhattisgarh government issued a notification, making it mandatory for CIL and its subsidiaries operating in that state to offer a minimum rate of `6 lakh per acre for fallow land, `8 lakh per acre for rain-fed land and `10 lakh per acre land for irrigated land. LOS ANGELES: Media reports that a body had been found in the cabin near Big Bear, east of Los Angeles, and identified as Dorner’s were false, said Los Angeles Police Department (LAPD) spokesman Andrew Smith. “That cabin is still too hot to enter. INTEL ON INTEL Erik Huggers, GM of Intel Media, has confirmed that the company is, in fact, working on providing television over the internet, and it plans to do so with new consumer hardware that Huggers described as something with "beautiful industrial design." He says the service will be relatively full-featured: "we will have live television, catch-up television, on-demand, [and] a set of applications." The hardware will also include a camera — which can be turned off — that will apparently watch users as they watch TV (including, possibly, for targeting ads). Huggers said one use case for the camera could include synchronising viewing with viewers for a "real social experience."

ROLL OUT BEGINS Google has started rolling out a minor update to Android Jelly Bean devices, starting with its Nexus flagship ones. The update 4.2.2 is being pushed as an over the air update and is coming for devices including Galaxy Nexus, Nexus 4, Nexus 7 and Nexus 10. The chances of older devices such as Nexus S getting this update are slim, so those interested might need to look at forums such as XDA for ROMs. Updates include changes in the download interface, quick setting toggles and new system sounds.

Here is a man who not only loves his job, but revels in the career he has chosen. N KOREA’S NUKE TEST: WHAT DOES IT SIGNIFY? LETTERS FROM PYONGYANG Giles Hewitt

N

orth Korea's nuclear test opens a rare, limited window for expert evaluation of its atomic weapons programme, with an added urgency lent by Pyongyang's claim to have detonated a "miniaturised" device. Seismic monitors and "sniffer" planes capable of collecting radioactive evidence of Tuesday's test will provide the forensic material for analysts to try to determine the exact yield and nature of the underground explosion. Pyongyang said the "highlevel" test involved a "miniaturised and lighter atomic bomb" with a much greater yield than the plutonium devices it detonated in 2006 and 2009. Miniaturisation is needed to fit a warhead on a missile. South Korea's defence ministry said seismic data suggested the explosive yield was significantly higher than the two previous tests at six to seven kilotons. One key question analysts will be looking to answer was whether the North has switched from plutonium to a new and

self-sustaining nuclear weaponisation programme using uranium. Judging the type of fissile material requires the detection and analysis of xenon gases produced in the atomic explosion. "These aren't necessarily easy to find and, if the test was well contained, may not be found at all," said Paul Carroll, programme director at the Ploughshares Fund, a global security foundation based in California. "The miniaturisation claim is provocative because that's exactly the technology we don't want them to have," Carroll said, adding that it was a very difficult claim to confirm or refute. The same six-seven kiloton yield could equally be achieved with a small, efficient device or a very large, inefficient one, with seismic data unable to differentiate between the two, he said. Proof that the North had mastered warhead miniaturisation would be an alarming game changer -- especially given its successful rocket launch in December which marked a major step forward in ballistic prowess. A uranium test would confirm what has long been suspected: that the North can produce weapons-grade uranium which doubles its pathways to

building more bombs in the future. A basic uranium bomb is no more potent than a basic plutonium one, but the uranium path holds various advantages for the North, which has substantial deposits of uranium ore. "One alarm it sets off is that a uranium-enrichment programme is very easy to hide," said Mark Fitzpatrick, director of the non-proliferation programme at the International Institute for Strategic Studies in London. "It doesn't need a reactor like plutonium, and can be carried out using centrifuge cascades in relatively small buildings that give off no heat and are hard to detect," he added. North Korea revealed it was enriching uranium in 2010 when it allowed foreign experts

to visit a centrifuge facility at its Yongbyon nuclear complex. Many observers believe the North has long been enriching weapons-grade uranium at other secret facilities. Another red flag raised by a uranium device relates to proliferation. Highly enriched uranium is the easiest fissile material to make a crude bomb from, and the technical know-how and machinery for enriching uranium is more readily transferred and sold. Scientist and nuclear expert Siegfried Hecker, who was among those shown the Yongbyon enrichment facility in 2010, had said a uranium test was the most likely scenario given Pyongyang's stated desire to boost its nuclear arsenal.

hat the people of North Korea are excited about the nuclear test is a joke. A train driver there has been quoted as saying that he feels the moment deep in his heart. Perhaps what remains unspoken is the rumble in his tummy that comes from being underfed. On pain of death, he dare not speak of that; on pain of death he dare not speak of poverty that his nation is crippled with; on pain of death, he dare not speak of the lack of justice and other amenities that are the basic things in other nations; on pain of death, he dare not speak of his fate doomed by being born on this side of the border. Despite thousands of years of civilisation, it’s a stain on humanity that there exists a country where the caprice of a select few — here, in North Korea’s case, one — hold the whole nation hostage and put them through eternal suffering. Young Kim has no plans for giving his impoverished people (reports emerge of cannibalism, that too of fathers making meals of their kids) succour by devising reforms to provide them food and shelter, but is busy emulating his father. The latest test is like a little bad bully’s attempt to get attention and nothing else.

n 1949, Indian filmgoers were introduced to the concept of reincarnation with Kamal Amrohi’s Mahal, which had Ashok Kumar and Madhubala playing the lead roles. Although it wasn’t a horror film in the conventional sense, it did had a supernatural twist to it and for that alone Mahal is credited as the first horror film made in India. It’s been more than 60 years since Mahal released and the horror genre has had its share of ups and downs — right from being extremely scary to outrageously hilarious. Today, the tone of horror films has changed considerably and the focus is primarily on ghosts who lurk in the dark to

spook unsuspecting characters and when you add a little bit of sex, VFX and cutting edge sound effects, it turns out to be a perfect recipe for a horror film. From the days of Kamal Amrohi’s Mahal to Bees Saal Baad, a 1962 superhit film directed by Biren Nag, the themes explored in horror films were more or less similar in the first couple of decades. Revenge was one such common theme which was an integral part of films like Gumnaam, Bhoot Bangla. Madhumati, directed by Bimal Roy, is based on the theme of reincarnation and it’s considered to be one of the most influential films in the genre. While most horror films made till 1960s featuring top stars enjoyed a tremendous fan following, the genre took a new turn with the arrival of Ramsay

Brothers in the 70s. Do Gaz Zameen Ke Neeche, directed by Ramsay Brothers, was a game changer in this genre and the film dabbled with zombies. Jaani Dushman, a cult horror film directed by Rajkumar Kohli, featuring Sunil Dutt, Sanjeev Kumar, Shatrughan Sinha and Jeetendra became one of the highest hits of 1979. Despite such big hits, the genre lost its sheen in the 80s and most horror films had a liberal dose of sex and cliched plots. Ramsay brothers continue to churn out umpteen number of films and few films like Veerana and Purana Mandir became big hits. In early 90s, RGV made a big splash with Raat which was quite spooky. The film which resurrected the genre was Vikram Bhatt’s Raaz which released in 2002. The

film’s success inspired two more highly successful sequels in the past 10 years. On the other hand, RGV became fascinated with the genre and delivered films like Bhoot, Phoonk among many others. Of late, filmmakers have found a way to add a new twist to this genre. Ragini MMS was quite a bold film. Thanks to the success of few such films since early 2000s, horror films have found a new set of audience and producers like Mahesh Bhatt and even Ekta Kapoor have come forth to produce horror films. This year, there are at least three horror and supernatural thrillers lined up for release including Ek Thi Daayan, Aatma and Ragini MMS 2. Horror films have come a long way indeed and how!

To avoid complications, a proper diet needs to be followed. These are some of the things that need to be included in your diet at different stages of pregnancy.

1,000 mg per day and iron around 30-40 mg.” Dates, leafy vegetables and fruits form an important part of the diet. Even after delivery, iron supplements need to be continued, said Dr Ramesh, to compensate for the blood loss during pregnancy. “Omega 3 fatty acids can be taken after the first three months. Non vegetarians can take fish and eggs.” Milk products can fulfill the everyday calcium requirements, Dr Adikane said. Ragi is rich in both iron and calcium. Soya milk and egg also have high protein content. “Vitamin C is important for good iron absorption. Amla, santra, lemon, sweet lime can be taken.”

Doctors advise continuing the balanced diet for the third trimester as well. “Vitamin deficiency can lead to premature births, infection, low birth rate, low IQ etc,” said Dr Ramesh, “chances of bleeding will also be more. Protein rich food is recommended.” She said water intake should be high as women are more prone to urinary tract infection during this time. Women are also prone to gestational diabetes and hypertension during pregnancy, if salt intake is high, said Dr Adikane. “Constipation is a major problem with iron supplements. Barley water acts as a diuretic.”

WASHINGTON: IBM is putting its Watson supercomputer to work fighting cancer, in what is described as the first commercial program of its kind to use “big data” to help patients with the disease. The US computing giant last week unveiled its initiative with health insurer WellPoint and Memorial Sloan-Kettering Cancer Center in New York. The supercomputer, which gained fame by defeating two human champions in the “Jeopardy!" quiz show, has been sifting through some 600,000 pieces of medical evidence, two million pages of text from 42 medical journals and clinical trials in oncology research. This can speed up the way data is

analysed to make the best diagnosis and find the optimal treatment, says Craig Thompson, Sloan-Kettering’s president. “It can take years for the latest developments in oncology to reach all practice settings," Thompson said. “The combination of transformational technologies found in Watson with our cancer analytics and decision-making process has the potential to revolutionise the accessibility of information for the treatment of cancer in communities across the country and around the world." IBM first announced plans to work with WellPoint in 2011,

and last year began receiving data from the New York research hospital which specializes in cancer. The first application will work with 1,500 lung cancer cases, where clinicians and analysts are training Watson to extract and interpret physician notes, lab results and clinical research. WASHINGTON: Amlexanox, a drug prescribed for asthma in Japan, also reverses obesity, diabetes and fatty liver in mice, according to a new study by US researchers. “One of the reasons that diets are so ineffective in producing weight loss for some people is that their bodies adjust to the reduced calories by also reducing their metabolism, so that they are ‘defending’ their body weight," says Alan Saltiel, director of the University of Michigan’s Life Sciences Institute (LSI), which conducted the study. “Amlexanox seems to tweak the metabolic response to excessive calorie storage in mice," adds Saltiel. Different formulations of amlexanox are currently prescribed to treat asthma in Japan and canker sores in the US, the journal Nature Medicine reports. The study appears to confirm and extend the notion that the genes IKKE and TBK1 play a crucial role for maintaining metabolic balance, a discovery published by the Saltiel lab in 2009, according to an LSI statement. “Amlexanox appears to work in mice by inhibiting two genes IKKE and TBK1 - that we think together act as a sort of brake on metabolism," Saltiel said. KAKURO How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column refer-

M

ichael Haneke, the Austrian filmmaker known for his films like The Piano Teacher, Cache and White Ribbon, once remarked — “Art doesn’t offer answers, only questions”. It couldn’t be truer in his case, considering the wide range of films he has made since 1989. He leaves so much open to the audience’s interpretation and people trying to find the answers of the questions he raises in his films is remarkable to say the least. Having begun his career as a film critic in 1967, Haneke ended up as a director for television by mid 70s before making his first feature film The Seventh Continent, a film inspired from a true story of an Austrian middleclass family that committed suicide for no reason, in 1989. The film gave a glimpse of the bleak and disturbing acts of violence which became quite common in his film all the way till Caché. The film which made him a noted filmmaker was Funny Games, a psychological thriller about two young men who hold a family hostage and torture them with sadistic games. The film was screened at the Cannes Film Festival in 1997 and it was particularly notorious for breaking the fourth wall as one of the characters kept addressing the audience amidst the violence onscreen. After Funny Games and another film titled Code Unknown, Michael Haneke made The Piano Teacher in 2001 which was a path breaking film in his career. The film starring Isabelle Huppert and Benoît Magimel is about Erika, a

piano professor who finds a way to overcome her sexual repression when she meets a young boy named Walter Klemmer. Despite its explicit and provocative content, the film was a major critical and commercial success and Isabelle Huppert won plenty of awards, including a Best Actress award at the Cannes Film Festival. Caché, a 2005 French film, saw the acclaimed director addressing issues like identity and migration and it was hailed as a masterpiece. The film is about a Parisian family whose life is disturbed when they receive a set of surveillance tapes of their own residence from an anonymous source. Daniel Auteuil and Juliette Binoche are absolutely brilliant in the film and the fact that Haneke throws in numerous references to how the French treat the immigrants, especially f r o m

Michael Haneke is one of the few directors today who doesn’t shy away from addressing complex issues like religion, love and relationships. Instead of finding answers, his films raise plenty of questions about life and existence in general. That’s what makes Haneke and his films so profound.

Algeria, never ceases to amuse. Sudden outbursts of violence and a harrowing climax are commonly seen in his film and Caché, was almost perfect in terms of the command which Haneke has on his storytelling and characters. In 2009, he won his first Palme d’Or award for The White Ribbon, a black and white film set in a German village just before World War I. The film was a confluence of several themes like loss of innocence, religion and suppression of the poor and it’s about how a single incident snowballs into a monster which engulfs the lives of nearly everyone in the village. Haneke described the film as the origin of every type of terrorism, be it of political or religious nature. The characters in the film are caught up in a gamut of prejudices and unflinching faith in an ideology over voice of reason. In the end, the film turns out to be quite surreal, profound and equally devastating. His latest film Amour, starring JeanLouis

Trintignant, Emmanuelle Riva and Isabelle Huppert, is his most personal film so far. Inspired from a story from his life, Haneke wove a story about an old couple where the husband has to come to terms with the impending death of his wife. Both Jean-Louis Trintignant and Emmanuelle Riva, who are in their 80s, are perfect in their roles and Haneke leaves behind several metaphors and dreamlike

he dropping of Gautam Gambhir for the first two Tests against Australia is a good move by the Indian selectors. There is no point carrying the burden of an out of form batsman in the squad.Gambhir is lucky that he managed to play far more matches than his form merited. The Indian selectors have been reluctant to drop the big names from time immemorial. One cannot fathom the reason behind this. The maxim that the best must play is often ignored in Indian cricket. For too long, Indian cricket has suffered from bias, regionalism and nepotism. There is absolutely no need to name a squad of fifteen for home Tests. It reeks of trying to accommodate extra baggage to please a few selectors. A squad of 13 is more than enough. All the talk about giving young players a feel of Test crick-

et is utter balderdash. The Australian selectors are the best at looking at the big picture. The way they dealt with the retired Michael Hussey is a pointer that they have the team’s interest at heart. They dropped Hussey from the one-day squad and denied him a final match at his home ground. Even vice-captain Shane Watson is under the scanner now and will not be an automatic choice in India despite his fine record in the longer version. The fact that his bowling ability has diminished due to injury has weighed on the selectors’ minds. The sad part about Indian cricket is the players do not play enough domestic games. The importance of being match fit is not in their mantra. They rather be seen doing the social rounds than get their heads down in a Ranji Trophy game. This way they not only rob themselves a chance of getting their act together but also deny many budding cricketers to learn from them. They should now learn from the example of the great Sachin

Tendulkar. He has played in quite a few Ranji Trophy matches recently and has regained his touch with big scores for Mumbai. This way he given himself a better chance to succeed against the Australians and get out of the rut of low scores. The onus lies with the selectors. They should manage the workload of the cricketers so there is no burnout. Coming back to the team, the Indian selectors have rewarded many players for their domestic performances.
