are registered and seizure of naphtha consignments and other solvents like propane, benzene, toluene and xylene are registered in different states. Similarly, the diversion of heavily subsidised kerosene (the most popular adulterant of all) from the PDS back into the industry tells its own story. Yet, hundreds of samples from all over the State collected by the metrology department and sent to the forensic science lab come back with a clean chit, year after year, without a single exception. The feat is then repeated by the civil supplies and the police department too, who also conduct raids but come back empty handed. They unanimously lay the blame solely at one door —

faulty test standards. Officials say that BIS-specified standards are so lenient that they legitimately allow for a certain margin of adulteration, which is why no samples ever fail the test. “To check the tolerance of these standards, we once sent a sample to the lab where we diluted a litre of petrol with 10 per cent kerosene and the report still showed that it complied with all BIS specifications. So it seems that you can adulterate fuel without violating any parameters. It means that technically, it’s okay, even though it shouldn’t be. Now, you see our problem? Our hands are tied,” confesses K Bhasker, assistant controller, legal metrology. CSE, a Delhi-based think tank, too had conducted similar

investigations in the past and showed how it was possible to contaminate fuel and still meet BIS specifications. In a report submitted to Environmental Pollution (Prevention and Control) Authority, it revealed: “For instance, 91 octane petrol can be adulterated with 15 per cent low aromatic naphtha and still meet minimum limit of 88 Octane.” But pleas from the NGO, the metrology department and the AP State government to improve and amend the existing standards have fallen on deaf ears at the Centre. If the archaic methods of testing are a problem, the lack of equipment seems to be another handicap plaguing officials. “The modus operandi of seasoned operators is to dilute the

fuel and offload it during rush hours. But we are not equipped to do on-the-spot checks. Each mobile lab is worth some `50-55 lakh, we don’t have those kind of resources,” admits the head of the flying squad. Oil companies, for their part, claim that they are vigilant in keeping checks and regularly employ mobile labs to conduct raids. They have caught offenders and suspended services. They maintain that while they do their part, it’s the responsibility of the customer to ensure he’s getting his money’s worth. “We offer customers the chance to check the quality of the fuel being delivered at the bunk then and there. But no, we haven’t had a single complaint from a customer. When we press dealers to get feedback, they simply fudge the reports by having their own friends and families take the checks. In the absence of that, how will we ever know the scene on the ground,” asks Hari Prasad, oil co-ordinator for companies such as HP, BP and IOC. Adulteration in automotive fuels is a veritable threat not just in terms of its financial implications, (estimated to annually cost the exchequer `10,000 crore) but also in its far reaching consequences such as damaging automobiles, leading to unavailability of kerosene in BPL households, higher emissions of gases, and so on. But, with no method of checking contamination and no data to prove its existence, how will we ever know the scene on the ground indeed?

rorists after this? If vote bank politics is allowed to continue like this, no sane cop will put himself in danger in the line of duty," a senior officer of the Uttar Pradesh Police's anti-terrorist squad said. He cited the State government's recent decisions to withdraw cases against 15 terror accused, refer local cases to the CBI and slap cases of conspiracy and murder against 42 police officers, including a retired director general of police (DGP). For the record, all that the government will say is that the cases are being withdrawn to maintain communal harmony. Officers say it is worrying that cases are being withdrawn without any re-investigation or following procedures. "I am shocked at the way

this government is functioning. How can you slap cases on a departmental head like a DGP? And that too, after three years of his retirement for something which happened recently," former DGP of Uttar Pradesh KL Gupta said. Terming the decision as "nothing but vote bank politics", AROUND THE

At a recent three-day halal food fair in the Bosnian capital, the first of its kind in the Balkans, some 30 producers from the region gathered to present their goods — meat products, cheese, sweets, pastry, oils and even halal cosmetics. “The halal market represents more than one billion people across the globe. It is a young market with an important purchasing power,” said Amel Kovacevic, one of the organisers of a halal food fair in Sarajevo.

But he refrained from throwing his hat in the race against Chandy as the UDF could only muster a wafer thin majority of 72 seats in the 140-member Assembly. Both Chandy and Chennithala have since claimed that they have a smooth working arrangement based on perfect understanding. Though Chandy has left the invitation open to Chennithala to join the ministry anytime he wants, the latter has resisted the temptation thinking that becoming a minister with a minor portfolio would mar his long-term prospects as a central political player in the State. TOKYO: A Japanese cancer specialist said Wednesday she has started the world’s first clinical trial of a powerful, non-surgical, short-term radiation therapy for breast cancer. The National Institute of Radiological Sciences has begun the trial using “heavy ion radiotherapy” which emits a pinpoint beam that can be accurately directed at malignant cells, said Kumiko Karasawa, radiation oncologist and breast cancer specialist. The study was launched amid renewed global interest in breast cancer and its treatment after Oscar-winning actress Angelina Jolie revealed she had undergone a preventative double mastectomy. Heavy ion radiotherapy has proved effective in combating other forms of cancer that have not spread, Karasawa said. “We are able to conduct this trial because we have greater understanding of what types of breast cancer can benefit from this pinpoint treatment,” Karasawa told AFP. Conventional radiotherapy uses X-rays and gamma rays that are most potent at the surface of the body, but weaken as they travel deeper into the tissue. Heavy ion particle beams maintain their strength to a much greater depth. In the trial, Karasawa will treat a total of 20 patients aged at least 60 and with small tumours that have not spread. The patients will go through an hour of therapy per day for four days, much shorter than conventional radiation therapy that may last for months, Karasawa said. The trial will follow the patients for five years to assess the outcome, she said. AFP

Xbox One seems to be a big let-down from what we have heard till now and these are the things that really irk me about the console as of now.

t is a pretty tough time to be a gamer now, especially since both Microsoft and Sony will release their next-generation consoles Xbox One (XO) and PlayStation 4 (PS4) towards the end of the year. There are lot of decisions to be made on the purchase of consoles and Microsoft might have made the task easier for most of us. What I have seen and heard about XO does not inspire much confidence in me as a gamer. According to a page spotted on Sony India’s website, the PS4 will cost around `30,000, which is much lower than the price they launched PS3 at in India. Microsoft, however, just might price their console a bit higher since it comes bundled with vastly improved Kinect 2.0. Microsoft is touting XO to be more of an entertainment device than as a pure gaming console; they might find it an uphill challenge this generation if they don’t change some things about XO.

MISPLACED PRIORITIES

I don’t get how Microsoft, a company that runs a business that spans continents, can be so oblivious to demands of gamers across the world. How could a company like that come up with a console that screams America and let Sony walk away with the global games market, again? According to Vgchartz, Sony has sold one million more PS3s than Microsoft and if this figure is not damning enough, look at the number of indie developers who are lining up to develop games for PS4. This extra focus on the American market was pretty obvious as most of the features demoed are interesting only for Americans or are available only in a few countries.

GAMES TAKE BACKSEAT

During the launch of PS4, Sony placed extra emphasis on smaller

developers and how easy it is for everyone to develop games for their console. All that Microsoft emphasised was on TV. Everyone who walked on to the stage spoke about how XO would change the way we watch TV, but as interesting as that sounds, it’ll only do so for the American audience. You have the option to hook up your set-top box to the XO via an HDMI cable and watch cable TV on your TV via the XO. The console is smart enough to load up your fantasy league app when your favourite basketball player scores; the only problem is that it does this only for American sports. What about the rest of the world that watches football and cricket? They don’t really care about us.

USED GAMES POLICY

This could make or break XO. If the console doesn’t let gamers play used games without paying a licence fee, a lot of people might be discouraged from trying out smaller games that might not have reviews in the 90s. The current system gives people the freedom to sell off a game after a few playthroughs if they don’t like it. Companies like EA have worked on DRMs which locked the multiplayer to a specific Xbox Live account and if someone bought a used copy, they would have to pay a fee to activate online gaming. Now if Microsoft makes this an optional feature, it

wouldn’t hurt the gamers so much. On the other hand, if it is mandatory, they might be handing over the keys of console gaming market to Sony.

NOT ENOUGH INCENTIVES FOR GOLD

Xbox Live Gold is still awkward in India as you don’t get much in return for paying the price of a game on an annual basis for it. It only lets you play online and access some of the apps available for the platform. Most of the apps such as movies and music do not work in India yet and Microsoft has no excuse for delaying this feature anymore. Apple sells music and movies in India through iTunes here while Google sells movies through YouTube, so what is Microsoft waiting for? As of now, Gold access lets you play online, but that again pales in comparison to what Sony offers with their premium membership. Sony offers free games and other exclusives to customers who are willing to shell out money on an annual basis and lets free users still connect with their friends online. It is still not late for Microsoft to make changes to their policy here. I’m not saying that they should do away with the Gold membership; all I’m asking for are better features and incentives for those who are willing to pay.

Nicky: You are right. The company does not get any money out of your trade. But what if the company needed

more money to expand and wants to raise that money through equity? Who will subscribe to the public offering of a company which has not been performing well? Ultimately, share prices are closest indication of the value of a company that the investors have. Vishal: Could you explain it with an example please? Nicky: Yes. Let us say we have only two companies in the market. One gives a return of

10% and the other gives a return of 5%. Every investor would want to invest in the first company. Increase in demand will lead to increase in prices of this company and the low demand for the shares of the other company will lead to fall in prices of that company. Now let's say that both the companies want to raise money and come to the market with a public offering. Which company will you chose to invest your

money in? Vishal: Obviously the company which gives a 10% return, whose share prices are rising. Nicky: Correct. Due to increased share prices, this company will be able to raise the same amount of money as the other company by issuing lesser number of shares. The earnings per share will not get as diluted as in the other company. Vishal: Ah, got it. But what if the company does not want to raise money through the stock market and goes to a Bank for a loan? Nicky: Higher stock prices indicate confidence of the investors in a company. Even if the company goes to a bank for loan or a financial institution for private placement of shares, the bank or the financial institution would prefer to give funds by way of equity or loan to companies which enjoy better goodwill and confidence in the market. WELLINGTON: Internet mogul Kim Dotcom said on Thursday that he was considering taking legal action against tech giants such as Twitter, Google and Facebook for infringing copyright on a security measure he invented. Dotcom, who is on bail in New Zealand as US authorities seek his extradition in the world's biggest copyright case, said he invented "two-factor authentication", which many major sites have adopted as a security feature. Twitter became the latest

player to introduce the measure on Wednesday following a series of cyber-attacks , wherein hackers took over high profile target accounts and send out fake tweets. "Twitter introduces TwoStep-Authentication using my invention. But they won't even verify my Twitter account?!," Dotcom tweeted. added. To back his claim, he posted a US patent describing the authentication process filed in 1998 by Kim Schmitz, Dotcom's name before he legally changed it and published in

Dotcom said he had never sought to enforce copyright on his invention but was now reconsidering in light of the US case accusing him of masterminding massive online piracy through his now-defunct Megaupload file-sharing site. "Neither Dead, nor Alive," "May He Not Rest in Peace" were among the banners waved by angry demonstrators on the streets where Videla, who led Argentina during its last military dictatorship, was born. Videla, dictator from 1976 to 1981 at the height of Argentina's "Dirty War" against a leftist opposition, died Friday in prison while serving time for crimes against humanity. He was 87. Court officials have not said publicly where he may be interred. According to local media, the silence is due to an informal agreement between officials and Videla's relatives. Speculation has focused on the city of his birth. "For my generation, Videla is a sinister person," said Silvina Sukich, a 56-year-old doctor. "Sure, everyone deserves to be buried where they want, but you have to do things differently for someone who did not give us the chance to bury our own dead where we wanted." Marcelo Melo, human rights official for the town west of Buenos Aires, insists: "This is what the people of Mercedes think." "We repudiate what Videla was and what the dictatorship was." hree decades after Ronald Reagan launched his "Star Wars" project, the costly missile defence programme has become a pillar of US strategy despite lingering doubts about its technology. No longer designed to counter a Soviet nuclear attack, the anti-missile network is supposed to thwart a "limited attack" from North Korea or Iran. But numerous experts question if the system even works. While Reagan's blueprint provoked bitter debate in the 1980s, today's program is now firmly entrenched in Washington. The project, however, still requires a daunting technical feat — to hit a ballistic missile travelling outside the atmosphere with another missile. Supported by advanced radar, SM-3 interceptors aboard 26 naval ships and groundbased interceptors in silos in Alaska and California are designed to collide with longrange missiles, including ICBMs, as they speed through space. "We do have confidence in

the ability of the ballistic missile defence system to defend the US against a limited attack from both North Korea and Iran today and in the near future," Lieutenant General Richard Formica, commander of US Army space and missile defence command, told lawmakers. The US Missile Defense Agency says the SM-3 interceptors — the same weapons used for NATO's anti-missile shield —have scored hits in 25 of 30 tests, though ground-based interceptors have failed in their last two tests. Neither Pyongyang nor Tehran have yet managed to develop an ICBM that can reach the US, and some scientists dismiss the missile defense project as a technical illusion. Despite billions of dollars in funding, there is no sign that "any of the fundamental unsolved problems associated with high-altitude ballistic missile defences have been solved," wrote professor George Lewis, a physicist at Cornell University and Theodore Postol, in a 2010 report. The Pentagon's tests only offer "the appearances of success," according to Lewis and Postol, as the trajectory, the timing of the launch and the type of missile being fired are all known in advance. The tests are organized in "carefully orchestrated scenarios that have been

designed to hide fundamental flaws," they wrote. The Pentagon's testing reports in recent years acknowledged the ground based interceptors — which cost $70 million each — so far have "demonstrated a limited capability against a simple threat" due to an immature technology. As the United States presses ahead to build new versions of the SM-3, which cost $20 million a piece, Congress's investigative arm has voiced concern over "performance delays, and in some cases, performance shortfalls." Skeptics of the project say adversaries could undercut the system by launching a barrage of missiles, attacking radars or simply employing decoys. Aluminum balloons or numerous small wires could be

enough to confuse the system. Even strong advocates of the program, including naval officers who served on missile defense ships, say decoys pose a tough challenge. Despite mixed results and complaints from Russia that the system is undermining arms control efforts, the anti-missile weaponry has been sold to allies and enjoys widespread backing in Congress, where the defense industry has lobbied to keep the project well-funded. Since its start in the 1980s, the program has cost at least $158 billion, according to official figures, while other estimates put the price tag higher. A budget crisis has hardly affected the program. The Pentagon has proposed $9.2 billion for the system in 2014 and $45.7 billion over the next five years.

Little wonder such brazen betting prospered over IPL. It now raises the question: was the arraigned trio — Sreeshant, Ajit Chandila and Ankit Chavan — small cogs in the wheel? The man, Gurunath Meiyappan, is married to Srinivasan's daughter Rupa, and is the team principal and CEO of Chennai Super Kings, Srinivasan's IPL team. Vindoo was seen sitting next to Sakshi Dhoni, the wife of CSK captain Mahendra Singh Dhoni, at Chepauk during this IPL season. Vindoo and Meiyappan allegedly exchanged several calls until very recently. While all suspects, until proved guilty by judiciary, carry the innocent tag as per legal concept, the shadow cast on the super boss of Indian cricket can’t be brushed aside lightly. At least belatedly, Srinivasan must quit and face a probe for the sake of upholding the sanctity of the game that millions follow.

grief. They may not occur in the order below, and some of the stages may coincide with the other. There is no right or wrong way to grieve, no two relationships are the same and

every person is different. But what is important is to let yourself go through each stage, without suppressing your feelings, and coming out strong.

Some go through it very quickly, some take their time. “One has no control over this process. It is something that occurs naturally. Bereavement is a big issue to handle, especially if the person

died unexpectedly; if the person was ill for a long time, then most are prepared for the death and even complete half the process of grieving while the person is alive. But if it is unexpected, then it can cause difficulty in the grieving process. “People often come for counselling at this stage when they find it difficult to overcome the denial.”

Technology GREEN TECH LOS ANGELES: The firstever manned airplane that can fly by day or night on solar power alone was set to soar on the second leg of its journey across the United States. The fuel-free plane was due to leave Phoenix, Arizona, for Dallas, Texas, organisers said. The US crossing is being billed as the plane’s first cross-continent flight. On May 3, Swiss adventurer Bertrand Piccard flew the craft from Moffett Airfield near San Francisco, California, to Sky Harbor International Airport in Phoenix on the first leg of the trip. But Wednesday Swiss fellow adventurer Andre Borschberg will be at the controls flying the craft to Dallas on a 1,337 km (830 mile) journey that would set a world record for distance. On the first phase of the continental crossing, the plane — which has a slim body and four electric engines attached to enormous wings — flew quietly at an average speed of about 30 miles (49 kilometers) per hour. Energy provided by 12,000 solar cells powered the plane’s propellers.

Google already had voice search in the past, what this update does is add a conversational element to it.

Check-in better Foursquare is getting more ambitious with the data it has on you and your friends: The company today debuted “superspecific search” for its iOS and Android mobile apps. The new feature lets users make search queries at a level of granularity that Foursquare says competitors simply can’t match. It accomplishes this through a range of filters, some of which are common (price, open now, etc.), with others that leverage Foursquare’s treasure trove of check-ins and user data. SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

achin Tendulkar is unlikely to play in Mumbai Indians’ Pepsi IPL Qualifier 2 in Kolkata on Friday as he is yet to recover from his left-wrist injury he sustained in a match against Sunrisers Hyderabad last week. “Sachin Tendulkar has injured his left wrist and hand whilst batting in the game against SRH on 13th May. On investigations we have found that there is some swelling in the wrist and around one of the tendons of his left hand,” Mumbai Indians said in a statement. “We have addressed this with an injection in his hand by a hand and wrist specialist. He is currently under rehab and is progressing well. The normal recovery time for this injury is around 3 weeks, however rehab results in the past 9 days have shown reasonable improvements and we are hopeful to get him back in action as soon as possible,” the statement said. NEW DELHI: Brad Hodge proved his worth as one of the most sought after T20 cricketers in the world as he single-handedly guided Rajasthan Royals to a fourwicket win over Sunrisers Hyderabad in a thrilling low scoring ‘Eliminator’ of the IPL here on Wednesday. Chasing a target of 133, Hodge hit Darren Sammy for two consecutive sixes to finish the match with four balls to spare and ensure his team’s qualification to the next edition of Champions League T20. Royals will now meet Mumbai Indians in the second qualifier in Kolkata on Friday. Hodge clobbered his way to a 29-ball 54 not out as Royals pulled off one of their most significant victories after the ‘spotfixing’ scandal broke out. He came in at 57 for five but never looked under any kind of pressure as he hit five clean sixes apart from the couple of boundaries. Skipper Rahul Dravid started with three boundaries but closed the face of the bat to an Ishant Sharma delivery which

found the leading edge for the point fielder to take the catch. However, Shane Watson kept on belting boundaries as the Royals raced to 50 in the seventh over he was sent back by an inspirational piece of fielding by Sammy. After performing with the bat and on the field, it was

time to roll over his arm and Sammy did not disappoint either. First, he cleaned up Dishant Yagnik with a fuller delivery and then bowled a cutter which breached Stuart Binny’s defence. In between the two dismissals, Amit Mishra foxed Ajinkya Rahane to commit early

and got a caught and bowled in his favour. From a comfortable 50 for one, Royals slumped to 57 for five, having lost four wickets with the addition of seven runs in the space of 21 deliveries. Hodge was cautious to begin with, but in the 14th over, he took 18 runs which included a straight six and a slog-sweep over deep square leg followed by a pulled boundary. In the next over from Mishra, he thumped another one over long off to bring down the equation to 34 from five overs. Dale Steyn, coming back for his second spell, bowled three deliveries outside the off-stump before getting one to come back sharply as he found Sanju Samson’s pads. James Faulkner hit a couple of spanking cover drives to bring the equation down before Hodge finished it with a flourish. Earlier, Rajasthan Royals bowlers produced a disciplined bowling performance to restrict Sunrisers Hyderabad to 132 for seven.
