he ongoing shocking saga of a woman’s lonely fight against injustice got another jolt at the Human Rights Commission on Tuesday when the police did not submit the report as per the commission’s diktat. The outrageous incident in which her husband videotaped her in compromising positions and tried to blackmail her was reported by Postnoon on June 27. K Radha Ramani, 38, a divorcee was allegedly ensnared by one K Srinivas Yadav, who was married once but his wife had abandoned him
due to cruelty. He posed as a bachelor who wanted to marry Radha, who runs a cloth shop in Seringampally.
According to her complaint with HRC, she realised her husband’s reality when he tried to extract money from her by holding the tapes against her. He had no regular job and he kept his first marriage a secret. When she realised she was into a sticky marital trap, she tried to defend herself and began to refuse money whenever he demanded it. That is when he began to use the tapes to blackmail her. She tried to lodge a police complaint with the RC Puram police but they laughed it off saying it was a private matter. She then approached the HRC which took up the case and issued notice to police to file a report by July 31 which they did

hen 22 states of the country, including Union territories, and over 60 crore people experienced dark hours due to northern, eastern and western Grid failure on Tuesday, Andhra Pradesh escaped the crisis. The State escaped the power system failure as it has not been integrated into the National Grid as yet. Whereas the other three grids — northern, eastern and western grids — have already been integrated with the national grid, the south remained out of it. Andhra Pradesh could not be integrated with the system due to the non-completion of
electricity supply lines. According to State electricity department officials, this process of installing electricity lines will be completed only by 2014.

The civil supplies department would set up a chain of such bazaars stocked with essential items that would be at subsidised rates, said supplies minister D Sridhar Babu. “Inflation is a global

phenomenon. It is not in our control. As a responsible government, we intend to set up these super bazaars to provide relief to our people,” Sridhar Babu said. He further informed that the department would take a call on the issue very soon . yderabad is truly an IT driven society and this definitely reflects in the present education system. Almost every lane of the City has an engineering college that it boasts of, but in stark contrast there are barely any commerce colleges. It may be recalled, that not too long ago, Hyderabad was home to some good commerce colleges. But with the passage of time, these have rapidly declined — both in numbers and standards. “I wanted to study business in Hyderabad, but there are barely any options for me there. The ones that are fairly good are girls only institutions. I am now studying in Mumbai for want of options. The education department must take cognizance of this issue,” said Swapnil K, second year B.Com, St Andrews College, Mumbai.
PARENTS COMPLAIN The fact, that few new degree colleges have been established in the City is also not helping matters. Male students wishing to pursue a degree in commerce are left short-changed. “It is true. I have parents who

Besides, colleges in the City still follow the annual exam system, while everywhere else in the country colleges follow the semester system. This gives scope for other activities. As a result, students attend college for the first three months and then go back only towards the end to write final exams,” said Rajesh K, who passed out of Badruka Degree College seven years ago.

In fact, with such a bad location one just does not feel like going to college,” she said. Several students prefer studying in neighbouring states rather than taking a chance in the City. Praneetha J, who is studying in Bangalore, said, “I did not want to do CA or ICWA. I had my own plans but at the same time I also knew that if I pursued my graduation here it would not have any value. After my class XII I moved to Bangalore and I am now doing my Masters in commerce.” Little wonder then that most students from the City prefer going to other states. Seems like the focus here is still on just engineering and medicine.
NEWS BRIEFS Seeking Centre’s nod for export City auto drivers to keep off roads on August 6 of Red Sanders: CM Chief Minister Kiran Kumar Reddy on Tuesday disclosed that some 9,000 tonnes of red sander logs were seized while being smuggled out of the country. He said that his government was trying to obtain permission from the Union government to export it. The CM was inaugurating the 63rd Vana Mahotsavam programme in Thummalur Reserved Forest in Ranga Reddy district on Tuesday. On the occasion, he planted the first sapling as part of the programme to plant 20 lakh saplings in one day in the entire State. Ministers Sabita Indra Reddy, Shatrucharla Vijayarama Raju, G Prasad Kumar and some 2,000 students planted saplings in 5,000 hectare in the reserved forest. NSS
The Auto Driver Unions’ JAC has decided to go on a ‘One Day Auto Strike’ on August 6 in the twin cities, demanding that the State government increase the minimum charges. Speaking to the media on Tuesday, Telangana Auto Drivers’ JAC convener Mohammed Amanullah Khan demanded that the State government enhance the minimum auto fare from `14 to `22 and `8 to `11 per kilometer. Though the State government had assured the association that it would allow an increase in charges every year, it has miserably failed to keep its promise so far, he added. ven though more than 24 hours have elapsed after the fire accident in the Tamil Nadu Express, the fate of 17 passengers of the S-11 bogie, is not known. Railway authorities have so far retrieved 32 totally charred bodies from the burnt bogie. They said that 28 injured persons were being treated in different hospitals in Nellore. They, however, said they were unable to trace 17 passengers, including four women. Those who could not be traced included six who boarded the train at Delhi, four who boarded at Vijayawada, four who got in at Jhansi, two from Bhopal and one each from Nagpur and Agra. A
spin around the City’s Outer Ring Road may seem splendid, but the odds of ending up as a road accident statistic are very high. Two years after inauguration and being thrown open to the public, officially and unofficially, the Outer Ring Road still crawls towards completion. While the road has been in the news for claiming many lives, some making more news than others, Postnoon takes a look at the current status of the Outer Ring Road around the City. In the past six months, the Outer Ring Road area has recorded 53 accidents. While 38 people died in these accidents, 51 suffered serious injuries. With such glaring numbers on record, the ORR has acquired an infamous reputation of being a death trap for commuters and unwary travellers. Two important stretches — Pedda Amberpet to Patancheru and Gachibowli to Narsingi — have been open for public use for over a year. After many tall claims and a steady rise in the death toll, the municipal administration and urban development department have finalised the tenders for collecting manual toll taxes on these stretches. Hospitality Services has been selected to operate the toll booths for 18 months, under the MA&UD’s government order. This means that the numerous, under-construction toll booth units will finally serve the purpose of being toll booths and not death traps. The current interchange units at Pedda Amberpet, Shamshabad, Pedda Golconda, Rajendranagar, APPA junction, Bongulur, Tukkuguda, Patancheru, Kokapet and Nanakramguda will have functional toll booths. While this may seem a welcome change, it is nonetheless a small adjustment

to one of the many problems with the ORR. The most infamous spots on the ORR for accidents are the Puppalguda stretch, the APPA junction and the Shamshabad stretch. One reason why there has been a rise in death toll is the
vast unmanned stretch of open roads. As admitted by various officials among the police department, there is a shortage of police force to man the entire Outer Ring Road. An inspector from the office of DCP of Cyberabad, traffic police, privately admitted that the police force is facing a shortage of staff to man the ORR. “We have held meetings with the GHMC and the HMDA and have planned on many measures to curb the death rate — such as opening service roads, manual toll gates and acquiring speed guns to keep vehicular speeds in FILE PIC

While the tender finalisation of manually-operated toll booths will fetch a sizeable chunk of money (`16 crore per month to be paid by the toll booth contractor) for the HMDA, other glaring issues continue to take a backseat. Malfunctioning street lighting, unfinished roads left open without barricades, irregular bitumen and concrete stretches, vehicles parked illegally on service roads are ever-present woes. Crime too has picked up here. In one month, there have been two cases of robbery and sexual assault upon passengers on the ORR.

Touted as a giant leap for the infrastructure development in India, the National Urban Information System (NUIS) scheme will be fully equipped with the technological support from the National Remote Sensing Centre (NRSC). uying a residential property is a long drawn process which has many steps from choosing the right place till checking whether all the promised amenities delivered by the builder. First time buyers do not know many things that they should consider while buying a property. It is one of the single largest investments that anybody makes in their lifetime. Understanding the process and taking the necessary steps will make it smoother. The buyer has to choose location by keeping the convenience of travel to workplace, amenities, price and prospective growth in the value of the property. Many assume the promised infrastructure from the government will be delivered by the completion time of the property. However, the infrastructure like roads, water, transportation facilities are getting delayed in and around the City. It is important to check whether all facilities are in place before buying property rather believing in the promised infrastructure, said R Chalapathy Rao, vice president, APREDA.
Checking the land records is other important aspect. According the government, the buyer has to see the title link documents or clearance of the property from 1950 in Telengana region. However, financial agencies request for link documents for last 13 years to verify the property. It is also important to see the land does not have any civil disputes. The financial agencies and banks approve and clear the property during the venture. The buyer can ask builder to provide the copy of clearance from the financial agency or the file number (assigned by the agency) which will clear the doubts about the land documents to a large
extent. If one can afford, he can also cross-check the documents with an experienced lawyer who is dealing with real-estate issues, he said. The quality of the project can be verified by the reputation of the developer and contractor in the market. If the development of the property is assigned to the contractor, the buyer has to check the credibility of contractor as well. The developers are also hiring project management consultants in checking the quality of construction, said Rao. The buyer has to make sure the super build-up area that he is buying is clearly mentioned in the agreement. The payment
schedule should be linked to the progress of the construction and delivery of the project. All the amenities promised by the builder have to be mentioned in the agreement. This will help the buyer to cross-verify and demand if the amenities are not delivered in the future. The buyer also can link some payment to the to the completion certificate that is provided by the government.There should be indemnity clause in the sale deed which will empower the buyer in case of future legal problems with the land. According to the clause, if the title of the seller is defective, he has to compensate the entire amount to the buyer, he added.

Global mining group Anglo American said on Tuesday it will raise its stake in the diamond company De Beers to 85 percent after Botswana decided not to exercise pre-emptive rights. "Anglo American will acquire an incremental 40 per cent interest in De Beers for a total cash consideration of $5.1 billion," a statement said. Anglo American, the world's leading diamond company, said in November that it wanted to buy the additional holding from Oppenheimer family. NEW DELHI: A day after the biggest blackout in the country, affecting half of India's population, the main distribution company on Wednesday said nearly 100 percent of the demand had been restored in all five regions of the country. n the dimly-lit lobby of a shelter for the mentally-ill homeless, she sits reading the tattered printout of an e-mail from her US-based brother. The 55-yearold scans every word — her brother has sternly refused to accept her following her recovery from mental illness. It’s a body blow, but she refuses to give up. After a long and hard battle against mental illness at Sudinalaya, a shelter for such homeless women in north Delhi, the doughty woman has drawn on her inner resilience to carry on living. Tragically, she’s not the only one. According to the Indian Council of Medical Research, there are over 70 million people with some form of mental illness in the country and about a quarter of them are homeless. “A shelter home cannot replace the emotional support provided by a family,” said Sudinalaya director Sreerupa Mitra. “Generally, the outlook towards people with mental illness has improved. But home-

lessness of millions of mentallyill is a major concern because of the changing face of society,” Nimesh Desai, director of IHBAS, said. “There have been cases where the family members corner property worth crores and throw the individual into a mental asylum,” he added. While “legal persuasion” could be applied on families, more often than not, patients are left with no option but to struggle in custodial asylum or languish on streets — both of which are worse after recovery.

India’s community radio stations are reaching out to touch lives and livelihoods in little hamlets and towns across the country with useful nuggets of information spiced up with local folk music and radio plays. India today has 135 community radio stations and another 300 are in the process of being set up. The government is giving a major push to this medium by holding workshops across the country, offering content sharing platforms, making it economically viable for those running such stations and also linking up with them via Facebook. “Community radio station (CRS) is a medium that has potential to bring a silent revolution as it is connected to the daily lives of people,” Supriya Sahu, joint secretary in the ministry of information and broadcasting, told IANS. “In this people participate, which is important in a democracy like ours,” she said. Gurgaon Ki Awaaz, on 107.8 MHz and run by a civil societyled community, caters to around 1.5 million listeners in villages in and around Gurgaon on the outskirts of Delhi. The station, which broadcasts in Hindi and Haryanvi, is very popular, says its director, Arti Jaiman. Among community radio stations, southern India has the largest spread, led by Tamil Nadu with 22 stations. In comparison there are fewer stations in the northeast and states like Odisha, where the government wants more stations to be set up, said Sahu. “Like a station in Awadhi or Haryanvi may have very good programmes which could inspire other stations which could adapt through a content sharing platform,” said Sahu. The platform, Ek Duniya Anek Awaaz has been set up by the ministry in partnership with NGO One World South Asia. According to Sahu, any nonprofit organisation can apply to set up a CRS. It costs `15 lakh-20 lakh to set up a station. Financial support will be given to eligible organisations that have been granted licenses to run CRS. The ministry has also sent a
`170 crore proposal to the Planning Commission for supporting the community radio movement in the country. In order to help the CRS’ become financially sustainable, the ministry has begun empanelling them with the Directorate of Advertising and Visual Publicity (DAVP), which would fetch them advertisements. Thirteen CRS have been empanelled so far and the others are keen to be empanelled, Sahu added. Jaiman of Gurgaon ki Awaaz said her station was not empanelled though it had sent its papers last year and again this year. “We have taken help of a facilitation centre set up by the ministry,” Jaiman told IANS.

n the new Cuba, the one President Raul Castro and his team of reformers say they’re building, the hard-working entrepreneur is a patriotic figure, a job-creator who’s helping to lift up the island’s feeble economy. That’s the Cuba where Ulises Aquino thought it would be a good idea to start a business. With funds earned abroad as an award-winning opera singer, Aquino opened a restaurant and cabaret last year where the company he founded, Opera de la Calle (Opera of the Street) could perform. He called it “El Cabildo” (roughly, the “meeting place”), transforming a trash-strewn lot into a lively entertainment venue, with an open-air stage, restaurant and bar. Aquino offered free children’s theater and other community activities on weekend mornings, and kept his prices low, charging $2 admission to Opera of the Street shows that feature as many as 80 singing-and-dancing performers. Aquino was a good socialist businessman too, sharing profits with his 130 employees and paying wages that were three or four times the $20 average monthly Cuban government salary.El Cabildo was so innovative that Aquino and his new model of socialist enterprise were featured in a July 12 Reuters article titled “In Cuba, an opera singer builds an empire.”And that’s when the bureaucrats attacked. By the following Monday El Cabildo was closed and Aquino had an order from local Havana officials stripping him of his business license for two years. India has had a long struggle with power outages, and a new wave of them has hit the northern and eastern parts of the country.
A
second power failure hit 600 million people in North and East India on Tuesday, leaving commuters stranded, businesses without electricity and impacting water supply. 19 states were impacted by this second consecutive power outage, a day after a power outage impacted about 370 million people. Two hundred coalminers are reportedly trapped in underground mines in West Bengal where mines are operated by government-owned Eastern Coalfields. In a press conference, India’s power minister Sushil Kumar Shinde blamed the outage on states that have exceeded their power quota from the Northern grid, and warned that states will be penalized. He also said that Shinde that power has been restored to 45 percent of the northern region, 35 percent of the eastern region and 100 percent to of the north-east. But corruption also largely contributes to India’s power shortages. A report from the Herald Net points out that “transmission and distribution losses in some states are as much as 50 percent because of theft and corruption by employees in the power industry.” Moreover India has been rocked by mining scandals, most recently India’s coalition government has been accused of losing $210 billion in potential
on average they have 10 - 11 hour power cuts when they have to rely on generators and tankers to supply them with water. One resident said its was “hell to live” there, while another said “If you want a millennium city go to Hong Kong.”

EDITORIALS It’s just not Olympian at all The Olympic Superman
I
t’s unbelievable that incidents can happen at the Olympics that warrant charges of “not using one’s best efforts to win a match” and “conducting oneself in a manner that is clearly abusive or detrimental to the sport”. Eight women badminton players have been charged with the aforementioned offences by the World Badminton Federation. Four pairs of players — two from South Korea, one from China and one from Indonesia — is expected to be disciplined. Spectators booed some of them, deservedly so, as the longest rally in one if the matches involving these players lasted just four shots. That the referee should intervene and warn them for their wanton sloppiness is unheard of. Apparently the pairs that were warned had already qualified for the quarters, and they decided to lose so that they get an easier draw. At an event as serious as the Olympics, this is astounding. Athletes spend a good part of their lives just to be a part of it, doing their best, and here’s a bunch of losers who would throw matches for the ‘greater good’. It’s just not so Olympian.

T
he history of remakes in film industries across the world is as old as cinema itself. Ideas have transcended boundaries and with the advent of technology, filmmakers especially in Hollywood have had the edge of reimagining films which were a rage in other parts of the world. Take the case of Akira Kurosawa’s cult film Seven Samurai. The international success of the film led to John Sturges’ The Magnificent Seven, which was an official remake. However, it was also the inspiration behind Ramesh Sippy’s Sholay. Although it wasn’t an official remake, Ramesh Sippy had adapted the film to the Indian context so well that it was probably the best ode one could pay to Akira Kurosawa’s classic film. However, not all remakes have impressed the viewers. Last year, Marcus Nispel’s Conan the Barbarian was panned by critics and the film couldn’t recover half its budget at the box office. The important question is whether remakes should stay faithful to its original film or should they be reimagined to suit the present context. Sudhish Kamath, a filmmaker, says, “I think a good remake takes the original in a new direction that enhances or shows the original vision in a fresh perspective. Sholay and Nayagan are two such films which have been reinterpreted quite well. Nagesh Kukunoor’s Dor is a brilliant imaginative remake of Perumazhakaalam. According to Guinness Book of World Records, Cindrella, Dracula and Zorro are the most remade films of all time. However, there’s no concrete proof of the number of times these films have been remade across the world. Another such film is Romeo and Juliet which has been remade in almost every film industry across the world. In India, Devdas is one of the most remade films of all time.
A good remake takes the original in a new direction that enhances or shows the original vision in a fresh perspective. from the original films? After all every movie that is made has references to or is a pastiche of various other films. There is no substitute to originality, but there's nothing inherently wrong with making remakes.
The trick is to make them interesting or edgy enough for contemporary audiences. As a viewer I'd either moan about the fact that the remake is a frame-by-frame unnecessary rehash, or moan that the remake diverges too much from the original. There are very few movies that hit the sweet spot like The Departed, but the best ones in my opinion are Cronenberg's The Fly, A Fistful of Dollars, The Ring and True Lies, Mihir Fadnavis, a film critic, says. This truly is a doubleedged sword.

It is also known as shaking palsy because of the shaking movement of the hands.”

New treatment could halt arthritis SYDNEY: Researchers have developed a potential new approach to treat chronic diseases such as arthritis, which involves the inflammation of one or more bone joints. David Fairlie and his colleagues from The University of Queensland’s Institute for Molecular Bioscience have developed an experimental treatment that effectively eases symptoms and stops the progression of the disease. “Human enzymes called proteases stimulate the secretion of immune cells that, when the correct amount is released, play important roles in digestion, fighting infections and healing wounds,” Fairlie was quoted as saying in the journal The Federation of American Societies For Experimental Biology. “But in chronic inflammatory diseases such as arthritis, these enzymes continuously stimulate the release of immune cells, which cause inflammation when present at high levels. This leads to ongoing tissue damage,” added Fairlie. Inflammation is the body’s response to an injury, infection or illness, according to a Queensland statement. Fairlie and his team have developed experimental compounds that block this stimulation and successfully reduce chronic inflammatory arthritis in experimental models. Yes, smiling during episodes of stress can help to reduce its intensity regardless of whether a person actually feels happy or not, according to a research. Psychological scientists Tara Kraft and Sarah Pressman of the University of Kansas investigate the potential benefits of smiling by looking at how different types of smil-

To prepare for the role, he went through a total transformation in terms of his look and continued to make appearances at several events in the same avatar. At the audio launch, he turned quite emotional and said, “Several miracles happened while I was shooting for the film. Everyone used to call me uncle while I was shooting the film and now that I am sporting a new look, people have begun calling me Nag. That’s the kind of respect which people have for Shirdi Sai Babu. I began to find happiness in the happiness of others. Last year when my mother passed away, my father was quite depressed and I wanted to cheer him up at any cost. That’s when Raghavendra Rao and I insisted that he must spend some time on the sets of our film in Badami. He found peace and I could see the happiness in his face after a long time. It was truly a miracle.” A day after the audio launch, Nagarjuna posted on Twitter saying, “Last night shiridi Sai audio launch was very emotional for me/so much positive energy/I woke up this morning with a heart full of Joy/OMSAI. SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.
