he central crime station (CCS) is aflutter, not with crime cases but with complaints of the new deputy commissioner of police PJ Victor. A visit to the CCS brings out clearly that almost all staff in the station are agitated and worried at the ‘abusive’ behavior of the new DCP, who replaced DCP J Satyanarayana after he was transferred as SP Guntur. Within a week of taking charge, Victor is alleged to have taken an abusive posture with everybody. Discipline in the force is dissuading many from expressing their anger, it is said. One inspector of the CCS told this reporter that everyone from constable to ACPs is utterly worried about the unacceptable behaviour of the new DCP. The desertion of the CCS’ washerman, Arjun Singh, a man of long-standing service, after Victor and his wife abused him is a glaring example of his boor-
ishness. Singh has been the official washerman for 12 years. “In my whole service I have never dis-
pleased my superiors and no one abused me,” said Singh. “But after Victor saab took over he summoned me to his office
and asked me to go to his home and wash clothes. Though I was appointed for CCS and not domestic help, I obeyed. But when I went to his residence, his wife proved still tougher and more abusive.” The washer man said DCP got angry and asked him to be present on duty from 6am to 9pm. He said the officer sued vile language and he was fed up with this behaviour. Singh in turn deposited his identity card to the office refusing to return. Other officers and men are constantly cajoling him to return but he does not want to till the issue is sorted out. After this incident, some officers of CCS went to additional commissioner of police co-ordination Amit Garg to apprise him of Victor’s behaviour. Garg is understood to have advised the officers to wait for a few more days and see what happens. A decision about him would be possible only after AK Khan returns. CCS officers said PJ Victor was the SP of Medak where recently large scale communal violence broke out and he was unable to control it. His shifting, it is said, is a punitive action.

lying squads and surprise checks are a thing of the past. The time is ripe to adopt avantgarde technology to combat malpractice in the EAMCET exams. The police are set to play a prominent role in controlling malpractice during the upcoming Eamcet exam, scheduled for May 12. Hi-tech gadgets and closed circuit cameras will be used to monitor the exams. This is not the only first the exam will see. Students who passed inter 27 years ago are also appearing for the Eamcet this May. This has become a major concern for the police who are investigating the issue and have already identified 2,800 old students from the year 1985 till recent times appearing for Eamcet. Legally, there is no age bar for writing the exam. It may be recalled that in 2010 hi-tech copying was reported. Investigation into the issue revealed that

it had been in practice for more than four years. Principal secretary of higher education MG Gopal briefed the police on these trends and told Postnoon that they are not taking any chances this time. Eamcet convener Ramana Rao briefed the police about the use of bluetooth earlier. “Recently a wristwatch was used for copying at
Kakatiya university,” Ramana Rao reminded. Apart from thorough checking of the students, no electronic gadgets will be allowed inside the premises. Cell phone jammers will be fixed. Every 20 students will have one invigilator and every 500 students will be monitored by an observer apart from the flying squads. Students appearing for test with late fee of `5,000 to `10,000 will have to come to Hyderabad as they cannot write in the other districts. Earlier, the mass-copying students have been identified to belong to this category, with Kurnool, Kadapa, and Tirupathi being sensitive areas. Gopal said that despite taking all precautions the students were finding different ways to copy and this has become a challenge for the government. Stationery shops, xerox shops, telecom centres around the exam centres will remain closed. Fingerprints of students will be taken before letting them appear for the test.

Mohd Pahelwan finally surrenders

ohammed Pahelwan, accused of attacking Owaisi, surrendered before the court today. He started from the Masjid Aliya near Chandrayangutta crossroads along with his companions and proceeded to Nampally court to present himself before the magistrate. O
nce synonymous with the glory of the Nizams, the Hussain Sagar greeted every newcomer with its sweeping vista of calm water. Constructed in 1562 to provide for the City’s drinking and irrigation, it has faithfully served Hyderabad up until recent times, as the lake slowly deformed into a cesspool of sewage and toxic effluents. Dubbed Hyderabad’s own mini ‘sea’, the Hussain Sagar is now a blot on the landscape as it awaits rescue. Prime among the government intiatives taken up to clean the lake are the Buddha Purnima Project and the Hussain Sagar Lake Beautification Project. Monitored by the HMDA, these projects have over the years promised, on paper, to restore the lake to its previous glory but little change has been seen so far. The Andhra Pradesh Pollution Control Board, the GHMC and Hyderabad Urban Development Authority were the key players in a committee set up to give a facelift to the lake. The project came to be known as the Buddha Purnima Project and the Hussain Sagar Restoration and Lake B e a u t i fi c a t i o n Project, governed by the Andhra Pradesh government. Sunil K Gupta, director of the Hussain Sagar Restoration and Lake Beautification project said, “All the reforms and measures taken to clean up the lake have been initiated with the combined efforts of public and private societies. As part of the Lake Beautification Project, the Hussain Sagar is expected to be cleaned up completely by 2016. Efforts are on
to meet the deadline.” Despite the tedious amount of promises on paper, very little has been done for the lake’s sake. Under the Buddha Purnima Project, two 50 MLD Sewage Treatment Plants were to be set up to divert the effluents but have not seen the light of the day so far.

involved studying the existing water supply network to and from the lake. n 2007: HUDA and World Wide Fund (WWF)-Nature State office sign a Memorandum of Understanding for undertaking a comprehensive study of biodiversity of the lake. he AICC emissary and union minister Vayalar Ravi’s recent visit to the State, considered a firefighting exercise, is learnt to have suggested a status quo, as change of guard at this juncture is unwise. As of the forthcoming byelections, Ravi is supposed to have suggested Chief Minister Kiran Kumar Reddy and PCC secretary Botsa Satyanarayana to go together and wrest as many seats as possible. In fact, Ravi’s stance is not much different from that of Governor ESL Narasimhan’s report to the Centre. One of the senior functionaries of the AICC who was with Ravi in Hyderabad during his visit told Postnoon that the report indicated there is no alternative (TINA)
to Kiran at this juncture. The very fact that both the CM and PCC chief were summoned to Delhi again by the AP in-charge Ghulam Nabi Azad, points out that the report given by Ravi was not a positive one for

here seems to be no end to the woes of the Telugu Desam Party (TDP) chief Nara Chandrababu Naidu now-a-days. He is confronted with problems one after the other since his party faced ignominious defeat for the second consecutive time in 2009. Firstly, he was unable to take any decision on the controversial Telangana issue. With the leaders of both the regions divided and taking strong positions, Naidu was feeling suffocated. If he takes a decision in favour of separate Telangana, he is sure to incur the wrath of leaders of Seemandhra, and similarly, if he supports united Andhra Pradesh concept whole-heartedly, he would lose

The elections to the 18 seats are crucial and almost all of them are in Seemandhra. A decision on Telangana at this juncture will only harm the Congress electoral prospects. When it comes to YSR Congress chief Jagan Mohan Reddy, it would be wise not to disturb him before the elections, it was indicated. Taking any action on any of the Congress leaders or Cabinet members would also give advantages to the Opposition and singing a unity song would be the only solution for the time being. The high command is in favour of extending the term of Narasimhan. There will however be an upheaval if the by-election results prove disastrous. In which case a President’s Rule is possible, it is indicated.

Needless to say, members of Nandamuri family feel that they are the real heirs of late NTR and hence have a right to take over reigns of the party. The recent developments in Krishna district are also troubling Naidu as Junior NTR was encouraging his friends to join hands with the YSRC. Vijayawada Urban TDP president Vallabhaneni Vamshi openly met the YSRC chief YS Jagan on the day Vangaveeti Radha joined YSRCon April 27. TDP MLA from Krishna district and close friend of Junior NTR, Kodali Venkateshwara Rao was also in line to join YSRC, it is learnt. On top of these two issues, some of the senior TDP leaders bidding good-bye to the party has become a routine affair of late. When he chose Devender Goud and CM Ramesh for Rajya Sabha seats recently, some leaders of the party aired their opposition openly, while some others kept quiet though they were angry. ^dbk`v

emanding that the State government initiate action against those responsible for pending files in the Secretariat, former minister and senior Congress leader P Shanker Rao has alleged that around three lakh files, including thousands of files of the chief minister, were reportedly pending in the Secretariat. Speaking on Monday, Rao alleged that the union health Minister Ghulam Nabi Azad’s proposal sent to the State on November 14 was thrown in a dust bin scornfully. He said that Azad had forwarded his proposal to the State government to bear 85 per cent expenditure on the new Nursing Colleges and Pharmacy Colleges. He also alleged that the Telangana Commercial Tax officers’ proposal to increase revenue was also consigned to the dustbin. Stating that it was bad on the part of the officials concerned, the former minister felt that this would show its impact on the ensuing by-elections. Questio-
ning who will own responsibility for this, he expressed doubt that there might be a conspiracy behind this criminal negligence and demanded that the chief minister view the matter seriously. While there is administration in the State for running the government, the remotes are in Bengaluru and Chennai and not in New Delhi, he said, adding that the three lakh filed could be cleared if there was will. “We must have confidence in the ministers as well as the officials,” he added. ^dbk`v

I
n a major decision which would have a salutary effect on the construction regulation, the GHMC and Water Board have come to an understanding that neither will act alone in giving Occupancy Certificate (OC) to new structures. It was an initiative taken by the commissioner MT Krishna Babu. He sought the cooperation of the Water Board to ensure that the building violators do not get away easily. So far the new structures used to approach the Water Board and get a water connection. But now both will work in coordination but now onward the owner will have to produce an OC. As a consequence, officials have kept in abeyance about 2,000 applications for want of OC. They also wrote a letter to the GHMC town planning officials and requested them to verify if these building owners have OCs to avoid delay in processing of the application. The survey undertaken by the officials found that more than 1,500 applicants did not even apply to obtain OCs as they violated existing rules. “We made a survey following a request by officials. We found that many of these building owners did not apply for OCs,” K Dhananjay Reddy said. The town planning officials have recommended the Water Board issue tap connections to some of these applicants. Central Power Distribution Company Limited (CPDCL), is yet to implement this rule. The officials of the State government recently directed the CPDCL to make it mandatory for the consumers to submit OCs when they apply for a new connection.

ealing with bottlenecks and chaotic traffic is not new to Hyderabadis. But the situation has only worsened with the ongoing metro rail work and commuters are forced to deal with traffic jams on busy stretches. One of the most recent routes to be added to this list is the Punjagutta-Ameerpet stretch. The traffic bottlenecks due to the metro construction here is proving to be a nuisance for people in the area. The road under the Punjagutta flyover leading to Ameerpet is one of the busiest stretches this side of town. With the construction of the metro rail pillar bang in the middle of the road, and a large part of the road cordoned off, the flow of traffic has been hampered so severely that motorists are stuck in traffic for at least 20 minutes trying to navigate past this stretch. The construction has also led to
an increase in dust and pollution due to the constant excavation and residents of the neighbourhood complain that this is causing allergies and health issues. “Every morning I wake up to the loud noise and dust which somehow enters the house despite us keeping all windows and doors closed. My husband is prone to asthma and this constant dust in the air is not doing him any
good. Ever since the metro rail work began in this area, he has suffered two asthma attacks. We’re not asking them to stall construction, they should find a way to reduce the residual dust,” said V Hema, whose apartment is located opposite the construction site. For Sharad K, a businessman, going to Ameerpet is a task he’d love to put off. Unfortunately, he can’t
avoid using the route as his office is located in Ameerpet. “In the mornings, the flow of traffic is less, but post 1pm, the traffic jams are terrible. Since this junction also connects to Banjara Hills and Somajiguda, people heading to these places are also forced to deal with traffic snarls and pollution,” he said. Fed up of the chaotic traffic situation, Sharad has switched to an alternate route. Thanks to these traffic snarls, many shops in this area are reporting a dip in footfall as well. For starters, with the road having gotten narrower, shoppers are robbed of parking spots. The traffic police too have become strict here. “We have seen a considerable amount of drop in footfall in the last week or so. Since this is going to take a really long time to finish, we don’t know how we are going to sustain,” said a worried G Harish, a garment shop salesman. Denizens are hopeful that the increase in traffic jams, debris and dust, are well worth it and that the metro rail pillars will be completed soon and ease out the problems.

sepia-tone painting of his handsome father Qadar Ali Baig adorns the wall of the reception. Every corner of the little reception has remanents of Mohammad Ali Baig’s artistic personality. As we soak in the persona of the name that every theatre lover loves to take, Baig walks in, exuding a natural warmth that immediately charms you. His confidence in his work and his love for his profession is evident as he opens up to us on subjects that touch him. He tells us about the beginning of his association with Paddy Hayter of the Footsbarn Theatre Company, “I met Paddy in 1992 when he was making a production called Tongues with my brother Moin Ali Baig, and since then, we became good friends. We remained in touch all through, and in 2010, I went to France to share my theatre revival model with him.” Baig is in awe of Footsbarn’s great talent and is proud of his association with them. He says, “Paddy and his wife Frederica once did a special play just for me in Lyon, France. Even in the cold, they stood out to welcome me. How can you not be humbled by that? They live in trucks, carry 15 tonnes of equipment, and perform at every major theatre festival you can think of. And theatre runs in their family, just like ours. This is not just a mere foreign collaboration, but a sharing of legacies. I am proud
that he chose me to make a documentary on Footsbarn, spanning an era of four decades.” Paddy Hayter is the student of the famed Jacques Lecoq, an actor and mime instructor, who Baig holds in high reverence. He tells us, “Apart from Dariofo, Antonin Artaud, Jacques Lecoq is the other name that is legendary. I take inspiration from him and try to make my work as appealing as it can get.” It would not be exaggeration if we were to say that today, Baig theatre festivals are not mere plays, Baig is no less than a brand in itself. How else would you explain packed auditoriums, gate-crashing theatre enthusiasts and those willing to pay a sizeable amount of money just to witness the Baig theatre festivals? Says Baig, “I am proud of where we stand today — and I owe my enthusiasm and love for theatre to my dad. He was a selfless man — he never aspired to use theatre as a stepping-stone to make a foray into films or other ‘popular’ media. I am neither motivated by bedroom comedies, nor aspiring to seek something from theatre. This is what I believe that every other theatre actor should do — it is the love for theatre that should keep them here.” Mohammad Ali Baig as we clearly see, is not a man who believes in conventions, or one who goes by popular definitions and choices. And, with his creative interpretations and representations, we know that he will give to the world many more good reasons to write about.

They advise adding 0.1 meters for every 10,000 volts above 50,000 volts. Transmission wires can carry 500,000 volts. Stay at least 9.5 meters away from them.
recalls Rani K, a home maker. This is not an isolated case. There have been hundreds of third degree burn victims in the City. Ill-maintained and unplanned tension wires continue to take their tolls. Postnoon took a tour from Hitech City to Kukatpally. The 6kilometre stretch has 15 high tension poles. This can be seen in other parts of the City too. “There has not been a direct impact of these poles and wires on us so far, but yes, we have been cautious. During the rains, we do not allow our children alone onto the terrace,” says Prashant P, businessman, Sanikpuri. When one walks into these colonies, the skies are crisscrossed with high tension poles and a labyrinth of cables mark their presence with a constant humming and occasional burst. “We have got used to this humming and bursting sound. During monsoon, it is louder but there is nothing that we can do about this. We have discussed this issue in our colony meeting but nothing is being done about it,” laments Sekhar A, a photographer. Until recently, these residential areas were the ‘outskirts’, but with the City peripherally growing, all these places have become
the nodes and hubs of development. A few major townships are also being constructed around the high tension poles.
“One could call this as the side effect of development. Today the new constructions that are taking place are in the outskirts. Thus,
this is inevitable. However, we leave a measured gap during and after construction. The government should lay down clear rules which are transparent and the common man should be aware of them,” says Phani Kumar Raja, real estate consultant. When Postnoon contacted the officials a blame game ensued. Officials at the APTransco say that the aspect of high tension wires come under the CPDCL (Central Power Distribution Company Limited). While CPDCL denies responsibility and so on. Over the past 30 years, over 25,000 research articles have been published by scientists across the world, on the health effects of non-ionizing radiation. However, City doctors believe that a health hazard due to staying in close proximity to high tension poles is still a controversial issue. “Studies show that magnetic fields can increase the risk of cancer and leukemia among children. This could be an association and not a direct cause and effect. However, these fields have the potential for indirectly inducing harmful reactions. It can disrupt heart pacemakers and defibrillators. Insomnia is also a problem,” says Dr Mahesh Joshi, emergency medicine specialist at Apollo hospital.

UK court bans Pirate Bay services LONDON: Britain’s High Court has ordered the country’s internet service providers to block file-sharing website The Pirate Bay, the UK’s main music industry association said today. A High Court judge told Sky, Everything Everywhere, TalkTalk, O2 and Virgin Media on Friday to prevent access to the Swedish site, which helps millions of people download copyrighted music, movies and computer games. Music industry group BPI welcomed the order by justice Richard Arnold that the service providers block the site within the next few weeks. BPI chief executive Geoff Taylor said sites like The Pirate Bay “destroy jobs in the UK and undermine investment in new British artists.” The service providers said they would comply with the order. A sixth provider, BT, has been given several weeks to consider its position, but BPI said it expected BT would also block the website. Providers who refuse could find themselves in breach of a court order, which can carry a large fine or jail time. Today’s announcement follows a February ruling by the same judge that the operators and users of The Pirate Bay have “a common design to infringe” the copyright of music companies. In 2010, a Swedish appeals court upheld the copyright infringement convictions of three men behind the site, but it remains in operation. The website, which has more than 20 million users around the world, does not host copyright-protected material itself, but provides a forum for its users to download content through so-called torrent files. usiness doesn’t need to be only for profits. It can be actually a platform to innovate new ideas, concepts that can make difference to people lives. Gopi Krishna, an IIT Mumbai alumnus, gave up his well paid job at Microsoft for a passion to do business that can actually make a difference to people’s lives. He did not quit the job after planning. He says, “I figured out that as long as I am in a nice job that will take care of everything I need, I might not push myself to start something on my own. I quit the job in 2009 and started looking at various ideas. The idea had to relate with my passion. I have co-founded a Wignite Software product company with Prasanna Krishnamoorthy with an investment of `10 lakh in 2010.” Talking about the business idea, he says “ I have seen technological changes around the world in terms of social media and at the same, the civic prob-
lems that we were facing in the country. I related both of these ideas and created a citizensocial.com, a social media platform where the individual can raise his civic issues and can get together with the people who are all facing the same problem. They all can jointly work together for achieving the solution for the problem” Gopi had faced many challenges in the way. “The business took more time than I envisaged. There is misconception that people are not proactive in raising the civic issues. It cannot be generalised and applied to every one. They are around 10 per cent of the people who are seriously working to solve the civic issues. The aim is to bring this people together and make their voice heard to the government. “I am trying to connect these people with the problems with the respective corporations and councils. But, few government officials I approached are not quite open to work in that front. However, I got huge support from Lok Satta party in Kukatpally. They are trying to
answer to the problems that people raise in the constituency. They frequently notify where different issues stand and also communicate to the people who raise their civic problems,” says Gopi. Talking about revenues, he says, “The revenues can be generated through advertising and selling it as a tool for councils and corporations. The tool can actually extract all the specific issues that are related to the council. In turn, they council can intercommunicate to solve the issue. It may take little time but the government will be adopting such technology once they see how people are absorbing it.” People used Citizen Social as a tool and solved eight civic problems like encroachment, dumping of garbage, fixing the roads. There is huge success in the communication front, the people in Kukatpally raised around 80 civic issues and got them answered from the ruling officials (Lok Satta). The company has developed Wisiplan, a software application for various colleges in UK, by which the individual academic needs of the student are taken care by the respective tutors. This brings together personal tutors, managers, instructors to a common platform and helps in improving the performance of the each student. Almost 5,000 students in different colleges are using it as an application. Wignite is also developing Wisisocial, a social media tool to attract students to the colleges in the UK, by creating a conversation between students and applicants (potential students). The company got break even in last fiscal. It is expecting to grow at 100 per cent this financial year.
AI, Asiana ink code share deal Woodside sells gas biz stake A
ir India and Asiana Airways have recently entered into a code share agreement. As per the deal, which would be finalised at the earliest, both Air India and Asiana Airways would share the operation of flights with each other in India and Seoul. This agreement would benefit Air India passengers, allowing them to fly between India and Seoul even on flights operated with Asiana Airways.
Asiana Airways has shown interest in exploring opportunities to a few destinations in India, subject to approval from the regulatory authorities. Air India, has proposed to expand the agreement to freely include additional sectors on each other’s network, based on connectivity and necessary approvals from regulatory authorities. Air India is also in the process of entering into similar agreements with other airlines.

Sikh group app to stop racial profiling WASHINGTON:
The Sikh Coalition, a US-based community group, has launched FlyRights, an innovative mobile application that allows users to report instances of airport profiling in real time. Reports filed through the FlyRights app will be considered official, actionable complaints by the Transportation Security Administration (TSA) and Department of Homeland Security (DHS), the group said. “FlyRights creates a novel marriage between technology and civil rights activism. It is the first and only mobile application created to combat racial profiling at airports,” the coalition said. The application becomes available for download April 30 in the Apple App Store and the Android market. “Policy will not change unless you make your voice heard. “This application is easy to use and will ensure that your voice will officially be heard by the TSA and DHS,” it added.

AMU elects first woman member ALIGARH: After being in the news for alleged gender bias, the Aligarh Muslim University (AMU) has for the first time elected a woman to its influential teachers’ association. S Chandni Bi, assistant professor of history, has been elected to the powerful executive council of the AMUTA (Aligarh Muslim Unversity Teachers Association), officials said. “It’s a significant development and I hope to further the cause of women’s emancipation, a cherished wish of the founder of the AMU, Sir Syed (Ahmed Khan). I would say the university is evolving and gradually responding to changing demands and perceptions. The AMU teachers association is an important body and can
effect significant changes,” Chandni Bi told IANS. Perhaps the time has now come for a major push to reforms to change the profile of this great institution, she added. Chandni Bi was unanimously elected along with four other members — Waseem Raja, Abdul Hakim Khan, Inamuddin and Shakir Ali — to the executive council. Ten applications were received for five vacancies of AMUTA’s election commission by chief election officer Saleem Akthar. Five withdrew and the remaining five were elected without opposition, according to Saleem. The AMU has been in the news in the past few months with girls from
various hostels demanding the free right to enter the library and participation in the cultural programmes. “Facilities for women teachers and girl students are lacking in some faculties, especially with regard to toilets,” said a student not wanting to identify herself. Women’s College students have been waging a struggle to be permitted to enter the gates of the university Library, and equal rights on the campus. Activists say that Maulana Azad Library is the best and the biggest but female students from various undergraduate programmes are not permitted entry. Things will change now, said Chandni Bi.IANS
SC asks army to decide trial of its personnel NEW DELHI: The Supreme Court today asked the army authorities to decide whether its personnel accused of fake encounter killings in Jammu and Kashmir and Assam should be tried by court-martial proceedings or by regular criminal courts. A bench of justices BS Chauhan and Swatanter Kumar
said that if the army authorities were not keen on court-martial proceedings, then the CBI can seek sanction from the Centre for prosecution of the Army officers. Army personnel were allegedly involved in the killing of 7 persons in an alleged staged shootout at Pathribal in Jammu and Kashmir 12 years ago. In the event of the accused
officers being tried by the regular criminal courts, the Centre shall consider the CBI’s plea for sanction within three months, the apex court said. The bench had reserved its verdict on April 23. Earlier, while concluding their arguments, Additional Solicitor General Harin Raval and senior counsel Ashok Bhan,
appearing for CBI, had reiterated that Army personnel involved in the alleged fake encounter have no immunity from prosecution. CBI had earlier told the special bench that it was a case of “cold-blooded murder and the accused officials deserve to be meted out exemplary punishment.” PTI

ROHTAK (HARYANA): A leading medical health institution in Haryana, not far from the national capital, is grappling with a peculiar problem — an increasing number of abandoned newborn girls who were brought there in a critical condition. In the last 10 days alone, four such baby girls have been admitted to the Post-Graduate Institute of Medical Sciences (PGIMS) in Rohtak, the hometown of Chief Minister Bhupinder Singh Hooda, 70km from Delhi. “Incidents of abandoned infant females have recently shot up in an astonishing way. Earlier, one or two cases that too over a long period of time would come to the notice of PGIMS,” Ashok Chauhan, medical superinten-
dent (MS), said. In all the recent cases, the condition of the abandoned girls has been very serious or critical. These girls were brought from different parts of the state. “We inform the deputy commissioner’s (DC) office for further action when the condition of baby girl becomes normal. The DC’s office later makes arrangements for shifting the infant to child care homes from PGIMS,” Chauhan said. Haryana continues to be the state with the worst sex ratio in the country with just 877 females per 1,000 males, as per Census 2011. In the 2001 Census, Haryana had fared worse with a sex ratio of only 861 females per 1,000 males. On April 18, an infant female with multiple infections was rushed to PGIMS after being referred from the Civil
Hospital in Bhiwani district. “The baby was found in a critical condition, abandoned at HUDA Park in Bhiwani. Now she is recuperating in the child nursery of PGIMS,” said Jagdish, a volunteer of Hariom Seva Dal, who is
taking care of her. Two days later, another baby girl recovered from a dustbin near Ram Chowk in Gurgaon was brought here. “The girl is now out of danger,” a doctor at PGIMS said. On April 23, a three-day-old baby girl with acute liver infection was admitted to PGIMS by her parents. “While medical treatment was being given to her, the parents abandoned her April 27. The condition of the baby remains critical,” said Subhash Bhatnagar, volunteer of Jan Seva Sansthan, who has been taking care of her. Another baby girl, who was found near a bus stand of Dharuhera town in Rewari district, was rushed to PGIMS April 27. The girl is suffering from multiple diseases but is said to be responding to medical treatment. IANS

Russia’s xenophobia problem on the rise MOSCOW: There was a Congolese man, stabbed on the Moscow metro. And a Muslim girl, beaten with a bat by three teenage boys, who told her to get out of their northern Russian city, Kondopog. But perhaps the most disturbing recent example of racial violence was the murder of Muslim activist Metin Mekhtiyev, who was knifed in the neck and face outside his building in central Moscow earlier this month. Police say it was a robbery, since his Vertu mobile phone, money and keys were missing. But the brutality of the crime points to a racially-motivated attack, said Vera Alperovich, an expert in extremism at Moscow’s Sova Center for Information and Analysis. Xenophobia toward nonwhites is rising in Russia, especially toward migrant workers from Central Asia and the restive North Caucasus region, where unemployment is rampant. Polls demonstrate how widespread the problem is. One in five Russians strongly agrees with the slogan “Russia for Russians,” while 43 per cent believe that any measure taken to protect “my people” is good, according to research by Higher School of Economy professor Mark Ustinov. Nearly 70 per cent of Russians have negative feelings toward people of another ethnicity, Ustinov’s research found.

The growing influx of migrant workers — 13 to 14 million annually by some expert estimates — most of them temporary, from poor former Soviet republics Tajikistan, Uzbekistan and Kyrgyzstan exacerbates the already tense racial and ethnic relations in Russia. Russia is second to the US in migrant arrivals. Many Russians fear newcomers will take over their jobs, towns, and eventually their country. This has led to a spate of attacks on foreigners, and contributed to the rise in popularity of racist political slogans. “Stop feeding the Caucasus,” a slogan coined over the winter by anti-corruption activist blogger Alexei Navalny, gained much resonance with the public. The number of violent attacks on non-white foreigners peaked in 2007, when up to 5 were killed each month. That number has dropped significantly. Thirty-two people were attacked and two killed in xenophobic and racist violence since the beginning of this year, according to Sova, which monitors racism and xenophobia in Russia. The real number of attacks is likely much larger, however, since most go unreported, said Tanya Lokshina, the deputy director of the Human Rights Watch Moscow office. GLOBALPOST
Skinks scurry to survive WASHINGTON: Half of the 24 new lizard species known as skinks, all discovered on the Caribbean islands, may be close to extinction and the other half are also under threat. Researchers led by Blair Hedges, professor of biology at Penn State University, attributed their loss to the mongoose, a predatory mammal introduced by farmers to control rats in sugarcane fields during the late 19th century. “The mongoose is the predator we believe is responsible for many of the species’ close-to-extinction status in the Caribbean,” said Hedges, the journal Zootaxa reports.
“Our data show that the mongoose, which was introduced from India in 1872 and spread around the islands over the next three decades, has nearly exterminated this entire reptile fauna, which had gone largely unnoticed by scientists and conservationists until now,” said Hedges, according to a Penn statement. Primarily through examination of museum specimens, the team identified a total of 39 species of skinks from the Caribbean islands, including six species currently recognised, and another nine named long ago but considered invalid until now. “We were completely sur-
prised to find what amounts to a new fauna, with co-occurring species and different ecological types,” Hedges said. He added that some of the new species are six times larger in body size than other species in the new fauna. Hedges also explained that these New World skinks, which arrived in the Americas about 18 million years ago from Africa by floating on mats of vegetation, are unique among lizards in that they produce a humanlike placenta, which is an organ that directly connects the growing offspring to the maternal tissues that provide nutrients. PORAC, PHILIPPINES: Arnel Valencia felt humiliated at school when he was barred from using the language he spoke at home, part of a decades-long pattern of linguistic destruction across the Philippines. “’Stop talking like a bird. You should use English or the national language,” Valencia, now 39 and a village elder, said his first-grade teacher told him. Valencia belongs to a small mountain tribe called Ayta Magindi that has for centuries inhabited the bone-dry, sparsely forested Zambales mountains just three hours’ drive from the nation’s megacity capital, Manila. There are only 3,000 tribe members left living in and around the small sugar farming town of Porac, guardians to one of the dozens of little-known languages in the Southeast Asian archipela-
go that are under dire threat. The Philippines, with 95 million people, is home to 175 languages, but some of them have just a few speakers left while others are already considered extinct because there are no more peo-
ple at all who converse in them. Up to 50 of the country’s minor languages could be lost within 20 years, according to Artemio Barbosa, chief anthropologist at the Philippine National Museum.
“When they migrate to a certain place and they are assimilated, they no longer speak their own language because their main concern is to have an intelligible language that they can speak everyday,” Barbosa told AFP. Experts say another big part of the problem is that the only two languages taught at school in the former US colony are English and Filipino, which is based on Tagalog that is natively spoken by people in and around Manila. Valencia, who is a local village council member, complained that his children still could not use Ayta Magindi in school, while adults had to learn Pampangan, the main local language, to get factory or plantation jobs. But there is some hope, according to Catherine Young, an endangered languages expert at the US-based Summer Institute of Linguistics who has spent a lot
of time studying many of the little-known languages of the Philippines. “There’s a growing awareness of the value of languages in the Philippines, if you compare it with other countries in Asia where (some minority) languages are publicly discouraged,” Young said on a recent visit to Manila. She highlighted a national government decision to implement mother-tongue education from this year as an important step in that direction. From the start of the new academic year in June, 12 of the most widely used languages will replace English and Filipino as the language of instruction from kindergarten to third grade. Talk back Arushi needs justice It's terrible how the Indian government doesn't take any action even after the courts pass their verdicts. I being a teenager myself when I put myself in such a place I feel so miserable. I simply can’t understand the drama that’s being played out. I think it’s high time Arushi’s case be solved and justice prevail. This is like a black mark on our judicial system. Enjoy wonder years I could relate to everything mentioned in the article as even I am in my final year of my degree now. The wonderful college years are the best time anybody can ever have. The canteen masthi, the bunks, doing assignments in the very last-minute... it was all just like a rollercoaster ride. Once you go back on the road of memories, you realise how much you are going to miss all this in the future. Our movies are great The story on 100 years of Indian cinema has been done beautifully. We are supposed to be proud of all the milestones that we have covered and crossed in the past 100 years. Some might say that Hollywood in any day better and we are pale in comparison to them. But they do not understand that we do not need to be. We have a completely different take on entertainment when compared to the West. For example, a sci-fi movie wouldn't really do as well as one that casts a superstar. We bond and relate to people more than the story itself. Charles Taylor’s crimes THE HUMAN ANGLE Babu Gogineni

n April 26, Liberia’s 22nd President Charles Taylor was convicted in The Hague by the UN-backed Special Court for Sierra Leone on 11 charges including war crimes and crimes against humanity. The flamboyant and theatrical US-educated Taylor was the first head of state to be indicted while in power. Now his conviction is of enormous significance in the on-going fight for global justice because for decades, powerful men were able to establish their tyrannies, set up personal fiefdoms, plunder their countries, disturb world peace and act with impunity without ever facing the consequences of their crimes. Uganda’s buffoon tyrant Idi Amin died without being charged for the eight years of absurd repression he inflicted upon his country. The billions that Mobutu stole from his country Zaire remain untraced, while the loot and plunder of the Philippines by the Marcos has gone unpunished; they all died in happy exile without being tried for the crimes they were accused of. Genocide monsters Hitler, Himmler and Goebbels committed suicide, while Stalin and Mao died in power. Slobodan Milosevic, the thug who ruled Yugoslavia, died during trial by the International Criminal Tribunal for the Former Yugoslavia for crimes during the wars of Bosnia, Croatia and Kosovo. Spanish Judge Balthasar Garzón put an end to the spurious defense of sovereign immunity in the Pinochet case — but Chile’s Pinochet escaped after a dramatic arrest in London because he was pronounced medically unfit for trial. To be sure, not all prosecutions have inspired confidence that they were organised fairly. There is criticism that trials are often set up to dispense victor’s justice; the Nuremberg trials of the Nazis were conducted by an International Military Tribunal, while the Yugoslavia and Rwanda trials did not have agreement of the countries involved. The Guantanamo Bay trials by Military Commission are themselves serious violation of human rights. And did Saddam Hussein receive a fair trial? The criticisms stem from the view that making the evil accountable for their actions needs a principled approach. Summary killing is not justice, be it Osama bin Laden or

Gaddafi. Justice requires due process, transparency, fairness and an appeal system. In this context, the Special Court for Sierra Leone is a standard setter. It was established by the UN in 2000 at the request of the Government of Sierra Leone and its officers are independent and international. The court rejected Taylor’s self-granted amnesty and also the illegal asylum Nigeria gave him after he fled Liberia. He was tried in the Hague for committing crimes against humanity.
What is crime against humanity? Crimes against humanity are those that shock the human conscience and diminish us as human beings. As the Rome Statute of the International Criminal Court clarifies, they “constitute a serious attack on human dignity or grave humiliation or a degradation of one or more human beings”. Murder, extermination, torture, rape, political, racial, or religious persecutions become crimes against humanity when carried out as a systematic practice. Charles Taylor’s crimes fit this description well. As one of Africa’s most powerful war lords, Taylor was responsible for the deaths of 300,000 people. He triggered the First Civil War in Liberia, and its Second Civil War too. He fostered the Civil War in neighbouring Sierra
Leone, and supplied arms to sustain the rebels of the Revolutionary United Front (RUF) there. To overcome an arms embargo, he traded in blood diamonds — accepting diamonds from the Sierra Leone rebels in exchange for guns in deals that involved Russian arms suppliers. He recruited over ten thousand children and schooled them in brutality. He taught them to maim and kill and eat their opponent’s flesh. He encouraged the children to rape, plunder and to amputate the limbs of civilians, unleashing an unspeakable terror on the population. The children guarded Sierra Leone’s diamond mines, and were branded by having the words RUF carved into their backs to prevent them from escaping. Charles Taylor denied all the accusations, but the evidence was overwhelming. The limbless, the tortured and the raped gave evidence of the gruesome violence, while Naomi Campbell testified to receiving blood diamonds as a gift from Taylor. Others too have been found guilty by the court when it sat in Sierra Leone, but the Samoa-born Judge Richard Lussick found Charles Taylor the person who should bear the greatest responsibility for the commission of the grisly crimes documented in 50,000 papers and testimonies. The nearly 950 million dollars that he amassed remain untraceable, no doubt with the connivance of others. Taylor did not act alone. He was encouraged by Libya and Burkina Faso which ought to pay reparations to Liberia and Sierra Leone, two of the poorest countries of the world. The Russian arms dealers have not been punished. In 1994 Taylor’s business collaboration with American televangelist Pat Robertson was exposed when flights operating for Operation Blessing to bring relief to genocide victims in Rwanda were revealed to have also carried diamond mining equipment! Pat Robertson ought to have been prosecuted by the State of Virginia. The Indian evangelist KA Paul acted as ‘spiritual adviser’ to Taylor and spoke on his behalf before Taylor’s arrest in Nigeria! What spiritual advice did this mass murderer receive from Paul? Taylor is convicted and he will be sentenced in May — his trial took place in The Hague, and his incarceration would be in the UK, per international agreement. This no doubt is a warning to tyrants everywhere, but what a tragedy for Liberia which is the only black African state never to be colonised, that its former president aided and abetted brutalities and enslavement: Liberia was created in 1822 from the resettlement of freed US slaves.

our mane is your crowning glory and you’d go to great lengths to groom it, style it and flaunt it. I mean, who doesn’t want a head full of lustrous, gorgeous hair that can be tweaked any which way for a whole new look and a bunch of admiring stares? But imagine a situation where you were forced to cover bald patches using cosmetic tricks. And all this because you have this impulse to pull out your hair! Sounds far-fetched? Why would anyone in their right frame of mind, ever want to pull out their hair? But for several youngsters however, trichotillomania is a reality. “Trichotillomania is an irresistible urge to pull out hair. While the reason is not known, it is known to affect people usually in their adolescence. It is also more commonly seen in women than in men,” says Dr Phani Prasant, consultant psychiatrist at Care Hospital. “The exact reasons for this condition are not known, however, different people give different explanations. The reasons could range from the fact that the act of pulling out hair gives them pleasure to it being a way for people to relieve anxiety,” says Dr MS Reddy, psychiatrist at Asha Hospital. Often people who suffer from trichotillomania don’t even realise

that they have a problem. It is only when people around them begin to notice bald patches, do they seek help. Most often they assume that the hair loss is due to a dermatological or trichological reason and approach a skin or hair specialist. “It is only
when all other reasons are ruled out, do they consider the possibility of it being trichotillomania. The condition falls in the spectrum of obsessive compulsive disorders. One of the most common patterns that we notice in people with trichotillomania is that once they notice a bald patch, they keep tinkering with the area in a bid to make it a perfectly circular patch,” says Dr Reddy. People with trichotillomania go to great lengths to disguise the bald patches. “They will use hair from the other side of the head to camouflage the bald patches or wear an accessory to cover it up,” says Dr Prasant. For some people, trichotillomania may be mild and generally manageable. For others, the urge to pull hair is overwhelming and can be accompanied by distress. Some treatment options have helped many people reduce their hair pulling or stop entirely. “Fortunately, the condition is not too common in our country and we at the most see around one case in a month or two,” says Dr Prasant. In some cases, people do tend to ingest the hair roots as well. “We’ve had cases where a person with trichotillomania eats his/her hair and ends up

WASHINGTON: Breast-fed babies have healthier gut than formula-fed infants, thanks to the mother's milk, which encouraged beneficial bugs to grow and protect the infants from illness and pathogens, says a study. The finding has been borne out by a new study that shows that differences in bacterial colonisation of formula-fed and breast-fed babies are involved in infant's expression of genes. The health of individuals can be influenced by the diversity of microbes colonising the gut, which is especially important in regulating both intestinal and immune development in infants, reported the journal Genome Biology. However, little is known about the potential interactions between the host's health at a molecular level, their gut microbes, and diet, according to a Texas A&M University statement. Robert Chapkin from the Texas A&M University, who led this multicenter study, explained, “Our findings suggest that human milk promotes the beneficial crosstalk between the immune system and microbe population in the gut, and maintains intestinal stability.” The human intestine is lined by epithelial cells (covering cavities and flat surfaces in the body) that process nutrients and provide the first line of defence against food antigens and pathogens. Approximately a sixth of them are shed every day into faeces, providing a non-invasive picture of what is going on inside the gut. Researchers based their findings on transcriptome analysis to compare the intestines of three-montholds exclusively breast-fed or formula-fed infants, and relate this to their gut microbes. Transcriptome analysis looks at the small percentage of the genetic code that is a measure of what genes are actively making proteins. Concurrently the microbes (microbiome) were identified by genetic analysis. IANS

According to Nurse.com, researchers studied more than 1,000 pairs of twins at ages 5, 7, 10 and 12. The children, who were born in 1994 and 1995 in England and Wales, were assessed for risk of self-harm in

the six months before their 12th birthday. The study found that half of 12-year-olds who self-harm were frequently bullied, according to BBC News. The researchers involved in the study, which was published in the British Medical Journal, are calling for more effective programs in school to prevent bullying. The research also showed that children who are victimised and have mental health difficulties or come from troubled fam-
ilies are at greater risk of resorting to destructive behaviour, reported the Press Association. This could also have serious long-term effects later in life. “Bullying by peers is a major problem during the early school years,” they said. “This study found that before 12 years of age a small proportion of children frequently exposed to this form of victimisation already deliberately harmed themselves and in some cases attempted to take their own lives. Frequent victimisation by peers increased
the risk of self-harm,” the study said, according to PA. “This finding is even more concerning given that studies have suggested that early patterns of self-harm can persist through adolescence into adulthood and increase the risk of later psychological problems. Gene found to inhibit pancreas cancer PARIS: Scientists have identified a gene that slows the spread of pancreatic cancer tumours, paving the way for targeted treatment of one of the deadliest forms of the disease, said a paper published Sunday. After discovering the gene dubbed USP9X at work in a study of pancreatic cancer in mice, the international research team found it also played a role in humans. “We looked in human tumour specimens and we found that it was missing in a fraction of patients — the patients that did very poorly, the people who died the fastest,” researcher David Tuveson told AFP. “Patients that had a low level of the gene expressed, they died very quickly after their operation and the patients who at the end of their life had lots of metastasis (spreading of the cancer), they had also a very low level of this protein.” The existence of the gene, which is found in all of our cells but goes missing in some tumours, was known before but not its role as a cancer suppressor, said Tuveson. Three other pancreatic tumour suppressor genes are known to exist, but this is the one whose absence “probably causes metastasis — that is what kills people with pancreas cancer,” said the scientist. The discovery means that “we can wake up the gene by using drugs” known as epigenetic modulators, he added. “Our observation allows us to potentially treat people that have lost this gene in the pancreas tumours. It allows us to offer a therapy for the patients that actually have the worst prognosis.” Tuveson said these kinds of drugs have already been developed, “but people haven’t figured out where exactly they would be useful. chondroplasia is a form of dwarfism. It is part of the chondrodystrophies or steochondrodysplasias family which makes bones in a human’s skeleton too short or grow too slowly. It often affects the femur and humerus. It is caused by a dominant allele. That means only one parent has to have the gene. This gives a child a 50 per cent chance of getting the condition. If both parents have the gene the chances are increased to 75 per cent, but it is very unlikely that the child would live more than a few months. However, the condition can also occur without either parent having the gene. Achondroplasia is caused by a change in the DNA for fibroblast growth factor receptor 3. This change affects the making of cartilage. Now that the part of the DNA that causes the condition is known, there is hope that new treatments may be developed.

How to Play Kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: “How do you play Kakuro?”, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells - called a run - any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two - it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

hey may be called rookies, yet when it comes to racing, their passion for the sport is second to none. For Kahran Vorha, 12, from Delhi, the MMS Rookie Rotax Max Cup 2012 (Round 1) was his first racing event. Yet he showed immense consistency and finished third in the micro max category, a good start for a rookie. For the much more experienced HB Phaneesh, 10, of Mohite’s Racing, this was like another walk in the park; he dominated four of the five races in the first round of this event and finished on top. When asked if he found the track difficult Phaneesh said no. “This was a slow track, but there was no problem.” Yash Aradhya, who stood second, was also more or less a rookie, for this was his second racing event; but he caught everyone’ eye by starting fourth in one of the races before the last race of this round and finished second; he had to start fourth as he crashed in the previous race. “I suffered bruises, too,” he said pointing to the small purple marks on his forearm. the main competition was between Surya Raguram of Meco Racing and Arya Gandhi of Rayo Racing. Surya and Arya had won one each of the two races held on Saturday. On Sunday, Surya was in
top form winning two of the three races held. In the last race he could only finish third, as he got off to a poor start. “But I am happy with my consistency,” said Raguram. It was a close affair:
Arya by coming first in the last and final race was tied with Surya on points at 110. But Surya was adjudged champion, as he had more wins (3-2) in this round than Arya. In the senior max category, it was total domination by Anshuman Chatterjee of Rayo Racing till the last race. He had been leading by leaps and bounds putting more and more distance between him and Rubeel M Saleem as each lap passed in the 15-lap race. But his fortunes changed in the last race. His kart suffered an engine failure, apparently induced by a faulty spark plug and could not finish the race. That single glitch cost him the race and first prize. “It’s disappointing to finish second after sweeping all the races except the last,” said Anshuman. “But there’s the second round, and I hope to do better in that.” “He should have come back to the pits and got the glitch fixed,” said Anshuman’s coach and eighttime national kart champion Rayomond Banajee. “At least he could have got some points then. But it’s okay. He has a long way to go and he has learnt his lesson.” Rubeel who had been consistently finishing second became first in the last and final race and emerged champion pipping Anshuman on points. Rubeel, who raced for the first time with the Rotex engine, was not happy with the way he won. “This is not how I wanted to win. Hopefully in Round 2 I will do better,” he said.

The Bulls have put up a miserable show this season - they have been unable to move above the bottom most rung in the points table and their dismal performance on Sunday against the Mumbai Indians, only added to their over-flowing cup of woes. Their batting was in shambles and so were the fielding and the bowling. The only saving grace was Dayle Steyn, who has been a consistent player for the Chargers. His two for 10 from four overs did apply the brakes on the Mumbai innings but goof-ups from the likes of Amit Mishra saw him being devoid of his third wicket. Though there are a lot of young feet and immense talent in the
Deccan Chargers team, the lack of specialists in the side has certainly dented their performance. It took the Bulls seven matches to clinch their first win this edition and this came against the Warriors from Pune. The Chargers would hope to get the right team combination to emerge victorious when they play Pune again. Skipper Sangakkara, who sat out in the match against Mumbai, is most likely to make his way back into the playing 11 and remains to be seen which foreign player would have to warm the benches. Meanwhile, the Warriors would hope to clinch victory on this occasion and this could possibly catapult them to the fourth position in the standings. The Sourav Ganguly-led side, began the tournament on a positive note but the team soon began losing steam, losing matches and see them tumble down on the points table. But if players like Ashish Nehra, Robin Uthappa, Alfonso Thomas and Steven Smith have a good day at office, then it will not come across as a surprise if the raging Bulls are forced to run for cover.

elhi Daredevils are undoubtedly the strongest team in the IPL this season. But for two instances, Delhi have always emerged as the victors. The Daredevils have hardly committed any errors on the field. There batting has been impressive while their bowling accurate and fielding just about perfect. Though there have been goofups like in the case of Kevin Pietersen dropping catches on more instances than one, the side has worked together as a unit and have managed to pull themselves out of sticky situations. In their previous match, it looked like the Royals from
Rajasthan would have run away with the match, but Delhi turned the tides in the last minute to sail safely to the coast. Having drawn first blood, DD would look for the same result when they once again clash with the Royals today in Jaipur. However, Rahul Dravid and Co would hope to play partyspoilers and improve their standings in their bid to figure among the top four teams on the points table. While Delhi seems to have the upper-hand, one cannot undermine the Royals who already have been champions of the very first IPL season.

CAS’s decision gave the green light to the likes of British sprinter Dwain Chambers and cyclist David Millar, previously guilty of doping offences, to take part in the upcoming London Olympics should they achieve the qualifying standard and/or be selected by their national governing body. “The CAS Panel has ruled that the BOA bye-law related to the selection of British athletes for the Olympic Games was not in compliance with the World Anti-doping Code,” CAS said in a statement. “Such decision confirms the

Manchester City seized control of the Premier League title on Monday after Vincent Kompany’s first-half header powered them to a 1-0 win over bitter rivals Manchester United. Kompany headed home from a corner on the stroke of half-time to settle a highly-charged title duel at Eastlands which saw City go top of the table by virtue of their superior goal difference. The victory means that wins over Newcastle and Queens Park Rangers in their remaining games will almost certainly see City claim their first league crown in 44 years while United would finish the season without a trophy. Kompany’s winner settled an at times ill-tempered duel which was beamed to a worldwide audience estimated in the hundreds of millions but mostly failed to live up to its pre-match hype.
