f you thought education and a cosmopolitan exposure guarantee a broad minded outlook, think again. In a recent case, V Pradeep Naag a software professional working with Cognizant, was arrested along with his mother Mary Victoria, a government school teacher, for allegedly harassing his wife for dowry. According to Malkajgiri police inspector A Venkateshwarlu, V Deepthi Sri, who works with a software company in Hitech City, filed the case against her husband and in-laws. The victim, Deepthi, 26, a resident of AS Rao Nagar, got married to Pradeep in 2009. The couple completed their MCA from Loyola Academy and were working with well known software companies in the City.

(from left) V Pradeep Naag, V Srinivas Murthy and Mary Victoria According to the police, at the time of the wedding, Deepthi’s father D Gopala Krishna Murthy, gave `5 lakh cash, `5 lakh worth of gold ornaments, 1kg silver and other valuable household articles to Pradeep’s family. However, a few months after marriage, Pradeep and his parents began to harass Deepthi for more dowry.

Things came to such a head that Pradeep would beat up Deepthi and Mary Victoria, threatened to get her son remarried if Deepthi’s family didn’t pay up. A few months later the couple, in a bid to work on their marriage, moved out of Pradeep’s parents’ home in Masabtank and rented a place in Manikonda. But

there was no end to Deepthi’s turmoil as Pradeep continued to beat her up and even moved in with another girl. When Deepthi eventually went to meet her mother-in-law, the latter abused her and warned her against coming to their home again. According to the victim’s statement to the police, both her father-in-law V Srinivas Murthy and mother-in-law used to harass her for dowry and on several occasions even dragged her out of the house. Finally, fed up with the situation, Deepthi returned to her parents and filed a case against

her husband and in-laws with the Malkajgiri police on June 1. “It was a challenge to survive this marriage. My husband would beat me up every other day and my mother-in-law too would spare no opportunity to harass me. My husband would forcibly even take away all my salary and never give me a single paisa. This went on for quite some time. Despite being so well qualified, my husband behaved like an illiterate. His family and he never spared an opportunity to ill treat me,” said a visibly shaken Deepthi. In fact, when Deepthi lodged a complaint against her in-laws, they went to her house and demanded that she take back her complaint and threatened her with dire consequences if she didn’t. After conducting an inquiry into the matter, the Malkajgiri police arrested Pradeep and his mother, but didn’t arrest his father as he was ill. The duo have ben jailed and investigations are on.

D

espite reaching an all-time generation capacity of 11,972 MW for 2011-12, AP Transco continues to fight transmission and distribution losses estimating around an annual 15.6 per cent. With the distances increasing between sub-stations, the natural cause of transmission loss has showed a considerable increase. Currently, the power supplies in AP total at a 85,149 MU set against a whopping demand of 91,730 MU. Compared to the all-India average shortage 8.5%, Andhra Pradesh stands at a deficit of 7.2% . However, authorities at the AP Transco continue to remain optimistic about finding the right solution to reduce transmission loss. Director of transmission, Chenna Reddy said, “We are focussing on line and system improvement. With transmission, the losses increase with the distance between the generation plant and the sub-stations, especially when Hydel power is concerned. For instance, the total transmission loss incurred for the month of April 2012 is 4.42% of the total 7225.38 MU of power input. We are

constantly revamping the lines in order to arrest as much loss as possible.” Statistically, the transmission loss may not seem much but in terms of cost, the numbers are dizzying. Under guidelines stipulated by AP Electricity Regulatory Commission set up in 2009, AP Transco plans to invest `1124.26 crore in modernisation and renovation, bulk-load works and system improvement to reduce loss in power transmission. But given the increase in tariff rates owing to the greater demand, the transmission loss incurred in terms of revenue for April 2012 for domestic, non-domestic and industrial slabs gross over a rough estimate of over `750 crore. Energy conservation and energy auditing remain the need of the hour. Constant maintenance work on the line system coupled by replacement of faulty feeders and a thorough revamp of the existing grid network is necessary to reduce the transmission losses in the State and bridge the demand-supply gap. Power pilferage too plays a minor but important role in transmission loss. Steps need to be taken to ensure setting up of small transformers that check power pilferage especially in rural areas.

Plastic godown catches fire

T

here is no respite from fire accidents in the City. The last two weeks witnessed scores of fire accidents. On Sunday, a fire accident took place in Sri Krishna plastic godown in Rajendranagar Municipal Circle. The fire led to a huge financial loss to the proprietors of the godown. Fortunately, no casualties were reported during the incident. A total of seven fire tenders were pressed into action to douse the flames by the fire prevention department. Interestingly, even after the accident, the management of the godown reportedly did not lodge any complaint with the local police.

aylight murders, political revenge, playing with deadly bombs like toys, bomb making in the backyards of homes, never ending feuds between landlords and political bigwigs are synonymous with the Rayalaseema region. Among the four districts, that make up this region, Anantapur took factionalism to its peak with leaders like Paritala Ravindra virtually ruling this region during the 80s and 90s. This faction hit district is again in the news due to the upcoming bypolls in two assembly constituencies of the district. The first among this constituency is Anantapur Urban seat that attracted many eyeballs for political reasons recently. One being, the ruling Congress did not field any candidates from here, which sur-

prised AICC leaders Ghulam Nabi Azad and Vyalar Ravi too. The YSR Congress is responsible such a piquant situation. In fact, the sitting MP A Venkat Rami Reddy reprimanded his brother whose name reportedly figured in Congress’s final candidates’ list for the bypolls. He was forced to come out of the fray for fear of losing the seat to YSR Congress party candidate B Gurunatha Reddy.

Shocked at the developments, the ruling Congress fielded a minority woman candidate Mursheeda Begum from the constituency thinking that more than 45,000 minority votes would help them win the seat. However, YSR Congress leaders see the move in fielding a minority candidate as a futile attempt to woo the Muslims. “It was our leader YSR who gave 4 per cent reservations to Muslims and not the Congress. Muslims are still indebted to him. They will never vote for congress as they are aware of its politics,” a YSR Congress leader and close aide of party candidate Gurunatha Reddy told Postnoon. On the other hand, Congress candidate Mursheeda Begum is confident that she has a fair chance of winning the seat with the support of her community and SC and STs. The main opposition Telugu Desam Party fielded Mahalakshmi Srinivasulu, a Balija community leader, going by the numerical strength of the community in the assembly constituency. The Balija community consists of over 35,000

ith the decision of Telangana Joint Action Committee to extend support to TRS in the ensuing bypoll for the Parakal Assembly constituency, BJP has changed its strategy to tame the effect of the TRS and win the lone seat in the Telangana region. The party which presently has a strength of three MLAs, was confident of securing T-JAC support as was evident in the recent Mahbubnagar elections. But, the TJAC’s decision has come as a blow for the party forcing it to explore innovative political strategies to secure a comfortable win in Parakal. As part of the strategy, the national party roped in its national leaders like opposition leader in Lok Sabha Sushma Swaraj and party spokesperson Prakash Javadekar to attract voters. Incidentally, both these leaders have aggressively raised

the issue of a separate Telangana in both the the Parliament. Prakash Javadekar introduced a private member’s resolution on Telangana in Rajya Sabha and made the headlines. He extensively toured Parkal to seek votes. “Javadekar’s tour has received good response. We are trying to convince people by asking them to decide who they want to vote for — a party that can create Telangana or a party that only says that it will bring Telangana. According to the 2011 census, the constituency consists of a total of 1.81 lakh population, of them 60,000 voters are in the age group of 20-30 and these are the voters who will decide the fortunes of all the political parties.

Congress leaders slam Vijayamma

everal Congress leaders lashed out at YSRC honorary president and Pulivendula MLA YS Vijayamma for stating that her son YS Jagan Mohan Reddy was not involved in any irregularity and no investments flowed into Jagan’s companies illegally. Vijayawada MP Lagadapati Rajagopal has challenged Vijayamma asking whether she would take a pledge that her son did no wrong. He said that Mopidevi Venkataramana Rao had signed agreements under pressure from Jagan. “It is strange that the YSRC leaders accuse Congress for corruption and take credit for welfare schemes,” he added. RS member Chiranjeevi said Vijayamma, who was alleging that the Congress government had illegally arrested Jagan, was not listening to the cries of the farmers, who lost their lands due to her son’s misdeeds. RPF which is a one-of-akind animal welfare association and is administered by the youngsters of our City had organised a seminar for the pet owners which would help them nurture their pets in the right way. The president of ARPF, Nihar said, “This seminar deals with a virus that has been spreading rapidly among the dogs. Canine distemper has been torturing our furry friends.” The virus is mainly spread by the stray dogs, these stray dogs should be treated so that they do not infect our pets. The next issue of concern is vaccine. The guests of honour for the event were Dr Muralidhar, and Dr Abhishek from the Dr Dog clinic, Banjara Hills. Dr Muralidhar said, “We need committed people and not people who claim to be committed; and we found them in ARPF.” He explained about the problems that the animals face in the City and promised a free service to the animals in case of emergency. Dr Abhishek, threw light on the disease and how it affects the dogs. The story of a little brave heart dog, fondly called ‘Fighter’ was also screened. resh from their brief hiatus, the Colonial Cousins enthralled the City audience at the Shilpa Kala Vedika. The legendary duo Hari Haran and Leslie Lewis treated Hyderabad to a rare journey through time from the late 90's to numbers from their latest album. Hari Haran's strong Carnatic and Ghazal influences coupled with Leslie Lewis' blues/rock/country music held the hearts of the audience as they played a two-hour set. Beginning the set with the vibrant It's gonna be alright from

their first album, the show went on to witness some of the most emotional, heart rendering moments a music lover could expect. At the concert, organised by Sparsh Hospice, the duo followed a spiralling course of hit numbers from their albums. Indian Rain, Let me see the love, Kai Zhala, Krishna and Sa Ni Dha Pa were a few among the set list that were instantly lapped. One particular moment that stood out from the rest of the concert was when Hari Haran dedicated the very famous Tu Hi Re from the movie Bombay to a cancer patient Daisy on stage much to the delight of the audience who were in tears by the end of the song. SRC candidate in Allagadda, Shobha Nagi Reddy alleged that the Congress MP Chiranjeevi cheated 70 lakh voters by merging his PRP in the Congress. On asking the duo about an artists’ involvement in social welfare they say,“it is the soul factor which puts the magic in the music we make, if one has the soul to make music he will definitely come up for such causes also. We have seen the impact that our song Krishna had around the world. In Sri Lanka when chaos was reigning, a peace march took place where they were singing Krishna. In Dubai we met an old man who thanked us for such music as it was the only thing that allowed him to rest while his country was under political unrest.” Leslie Lewis went on to say that before he was in the music business he visited schools for the blind to interact with the children. He said, “It is amazing, the amount of energy that their smile brings.” Talking about staying away for 8 years and their future plans they said, “The last 8 years had seen a decline in Indian non-filmy music so hence we weren’t in the music scene but we are now working on a new album called Colonial Cousins Once More.”

he APSRTC holds the unique distinction of having the largest fleet of buses in the world, with a whopping 22,410 vehicles, of these 3,800 buses ply in Hyderabad alone. It even holds the Guinness world record for the same. However, one look at the overcrowded buses that tilt dangerously towards one side, makes you wonder if the road transport corporation should probably invest in a few more buses. In fact, IT employees across the City have been complaining of the lack of buses during peak hours leading to overcrowding, especially along the Ameerpet-Hitec City belt. Every morning the bus stops along this stretch

are crowded with employees hoping to board a bus that is not jam packed, but in vain. “I have to be at college by 9am but the buses are absolutely packed between 8am and 10am, making it hard for us to board one. Even if I let three or four buses go in the hope that the next one will be less crowded it’s of no use,” says Smitha N, a student. Most of these buses ply from Secunderabad to Hitec City. So by the time they reach Mythrivanam, they are packed, making it hard for people between Ameerpet and Hitec City to board a less crowded bus. Incidentally, Mythrivanam happens to be the area where most IT employees reside. Adding to their woes is the fact that not all IT companies provide transport facilities to their employees. “We rely on public transport to get to work and it can be quite a challenge. No

matter how long we wait at the bus stop, almost every bus that comes here is crowded. To beat this rush I try leaving earlier in the day to get a less crowded bus, but in the evenings there’s not much we can do,” says T Raji, a commuter. What makes things worse for commuters in the City is that unlike in Delhi and Mumbai, people do not follow a line system and there’s no upper limit on the number of passengers a bus can carry. This is one of the primary reasons for the buses being overcrowded as people continue to push and shove to get into the vehicle. “One of the basic rules in the City for boarding a bus is that men use the rear entry while board from the front. But during the peak hours, all of this is forgotten,” complains Satish K, an IT employee. When Postnoon checked

with the APSRTC officials they admitted that they were aware of the problem and were working on a solution. “We realise that there is a problem and have already added two extra buses on that route between 9.15am and 9.45 am. If the problem still persists, we will have to look for an alternative solution,” said Satya Narayana, regional manager, APSRTC. For commuters, there is little other option. Although there are share autos, they charge double of what the buses do. While the bus fare from Ameerpet to Hitec City is `9, share autos charge anything between `15 to `25. “The auto drivers charge exorbitant amounts and the rate is not fixed. We have to reach office on time, if not we get a loss of pay, hence we have to give in to their demands,” says Neha S, a dance teacher at Jubilee Hills.

he City of Nawabs has seen a major change in the traffic trends. Gone are the days when reaching Begumpet from Secunderabad was just a 15 minute journey. It takes a lot more time now and the major reason being the bottlenecks. The road just before the Saptagiri towers in Begumpet is one of the busiest roads in the evening. But sadly, the 4lane road suddenly becomes half at this point leading to a traffic jam. Though the cops manage the traffic as smoothly as possible, the chaos is inevitable. The scene is similar at Nagarjuna Circle, where

the road is steep and narrows down, causing inconvenience to the commuters. There is no way out and all the commuters can do is wait. “I guess even the passes in the mountains are broader than this,” complained an angry commuter who was stuck in the traffic for an hour at Begumpet.

There are three major reasons for the bottlenecks. The first one being encroachments. From temples and churches in between the road to a mall and the huts of the homeless are a part of this category. The next reason for the bottleneck is lack of proper planning. Flyovers which are constructed to ease the

traffic become a reason for jams because they are constructed at the wrong places. The third is that the plans are executed merely on paper. The road widening at Mettuguda and the station stretch are a good example. If you thought the trouble ends here, then another issue is the Metro Rail construction. Despite these problems, the only shining beacon is the Hyderabad traffic police which is doing a commendable job. PVS Ramakrishna, the deputy commissioner of Traffic Police said, “We take action according to the need. Whenever there is a severe problem, we deploy additional forces and divert the traffic.” Adding to this, the police does a great job in diverting traffic, and sometimes releasing them phase by phase.

hey were once touted to be the next big thing in Indian cinema, but the manner in which the careers of celebrities like Mamta Kulkarni, Keerthi Reddy, Arvind Swami, Uday Kiran spiralled out of control leaves a lot of unanswered questions about what really went wrong. The list is endless and each decade had its own set of actors and actresses who were within the reach of stardom before they vanished without a trace. When actors like Amitabh Bachchan, Rishi Kapoor, Dimple Kapadia, Hema Malini, Zeenat Aman and Sridevi were ruling the roost in the 80s, the era also had actors like Kumar Gaurav, Meenakshi Seshadri, Bhagyashree, Mandakini who shot to fame with a string of decent hits to their credit. Meenakshi Seshadri was almost competing with Sridevi in terms of popularity in the late 80s and went on to star in critically acclaimed films like Aapathbhandavudu, Damini, Ghayal and Ghatak, before she quit her career. In 1997, she got married an investment banker and migrated to the US. Another classic example is Mandakini who rose to fame with films like Ram Teri

Ganga Maili, Loha and Jeete Hai Shaan Se. So what went wrong with some of these heartthrobs? The nexus of drugs, mafia and a series of flops led to the downfall of many stars. Mandakini was often spotted with Dawood Ibrahim, Kumar Gaurav’s luck begin to fade towards the late 80s and Bhagyashree didn’t sign a single big film post Maine Pyaar Kiya. In 1989, Mani Ratnam’s Geethanjali made waves in Andhra Pradesh, but the lead actress of the film Girija never appeared in another big film. Perhaps no other actress’ downfall made more news than the sudden rise and fall of Mamta Kulkarni. She was the pin-up girl of the early 90s. By 1995, she went on to act with Shahrukh Khan, Salman Khan, Akshay Kumar, Aamir Khan and Saif Ali Khan and then she stunned everyone with her topless photoshoot for a leading magazine. Apart from few forgettable roles, she was hardly seen onscreen before people came to know that she had migrated to Dubai. Anu Agarwal and Rahul Roy, who became a sensation post Aashiqui, couldn’t repeat their magic ever again. Mani Ratnam’s critically acclaimed film Roja made its lead pair Arvind Swamy and Madhoo a household name. Both the actors went on

to star in couple of memorable films like Bombay and Gentleman respectively and by 2000, they took a long break from films. Arvind Swamy is going to make his comeback after more than a decade in Mani Ratnam’s next film Kadal. Among other actresses, Shalini, Manu, Abhirami, Vijayalakshmi and Suvalakshmi didn’t last long either. Telugu film industry has had its share of heartthrobs who ran out of steam at the box office. Maheshwari, Vadde Naveen, Venkat, Aakash and Laila tasted success quite early in their career but their names don’t really ring a bell as much as they should have had. Keerthi Reddy, who mesmerised everyone with her girl next door image in Pawan Kalyan’s Tholiprema, acted in few Hindi films before vanishing altogether. In the early part of last decade, Uday Kiran, Tharun, Richa Pollad and Aarti Agarwal were a rage among the youth. By mid 2000s, none of them could maintain their star status at the box office. The journey in film industry, amidst competition from peers, can be ruthless and only a few manage to stand the test of time. And others end up as vague memories of a distant past. For better or worse, perhaps fate had other plans for them.

round 20 per cent of the houses in the metropolitan cities have shifted from analogue to digital in the process of digitisation. The deadline, June 30, 2012, is just 26 days away, causing a concern among the customers and cable TV operators. Tamil Nadu and Maharashtra governments have already sent the requests to the Central government to extend the deadline. There are also impending court cases on digitisation in Mumbai and New Delhi, said Roop Sharma, president, Cable Operators Federation of India.

Government is forcing digitisation on the industry to please foreign broadcasters. Neither the cable industry nor the customers want forced digitisation. Today, `25,000 crores is being spent by Indian customers to import the cheap quality boxes from Taiwan and China, she said. The government lacked proper planning in implementation in the process of digitisation. “Why it did not set up or at least plan for indigenous set top box manufacturing facility? Almost `25,000 crores of the customer money will go to foreign manufactures at the time when there is huge demand for the dollar. The dwindling rupee value further pushes the prices of these set top boxes.

ernment notice, she said “Even being in the task force, the government is not ready to listen any of our concerns. It is not just a burden on the customer but also on the cable operator to the change the whole systems from analogue to digital which involves high costs. The new technicians need to be hired to work with digital systems, who may charge anywhere between `12,000-15,000,” she said. The government is not putting any law for the broadcasters and asking them to regulate by themselves. However, there are many laws in place to hinder the growth of the cable operator. It is also dictating terms in the revenue share of the cable operator for each connection. According to the government, the cable operator can only take `45 for each connection. It is almost impossible for a small cable operator with 500 connections to survive in the industry with the heavy input costs like rents, cabling, and salaries. Around 20 per cent of the public such as some of the tax people, politicians, polices, goons are not paying for a cable connection. “How can we charge them for a set top box?” she questioned. The cable TV industry is not against digitisation but against the systems followed in the process. For example, the government of USA has spent its own money and invested around $40 on each customer in the process of digitisation. It took 10 years for them to move 80 per cent of the country to digitisation. The analogue and digital co-exist with each other. However in India, the public money spent with short deadlines and removes analogue completely, she said.

Indian stamp on largest telescope NEW DELHI: The world’s largest and most sensitive radio telescope, being built in South Africa and Australia, will have a distinct Indian imprint. Every movement of the Square Kilometer Array (SKA) telescope will be guided by a system being developed by a global team of scientists led by Indians. Scientists from the National Centre for Radio Astrophysics (NCRA), Raman Research Institute (RRI) and leading software research organisations will be involved in the design and implementation of the main control and monitoring system for this complex radio telescope. “India will have the leadership role in developing the control and monitoring system for the telescope,” Ishwara Chandra, a senior scientist at NCRA, told PTI. A week ago, the members of the SKA organisation decided to build the two-billion-dollar telescope in South Africa and Australia, an announcement welcomed by the leadership and the scientific communities of both the countries. Currently, India is an associate member of the SKA Organisation and is expected to become a full member later this year.

When completed by around 2024, the telescope will be 50 times more sensitive than current instruments and capable of spotting a television signal from a nearby star. “Scientists in South Africa are very happy with the site decision and are eager to start work with their Australian colleagues on

implementing the SKA,” South African Science and Technology Minister Naledi Pandor told. The SKA will be used to search the universe for answers about how stars and galaxies are formed and how galaxies and the universe have evolved over the past 14 billion years. The Indian team will also be

involved in development of some of the hardware for the SKA, including parts of the receiver system for the low frequency aperture array, Chandra said. The SKA consists of two quite distinct components – one working at low frequencies and one working at mid frequencies, the South African minister said.

She said the two components used very different antenna technologies and operate independently which makes it quite easy to separate them and build them on separate sites. “Even if the SKA had been allocated to one country the two components would have been separated by quite a large distance,” Pandor said. South Africa, together with eight African partner countries, has been allocated the mid-frequency dish array, and Australia has been allocated the low frequency aperture array, she said. “The higher elevation of the South African site makes it more suitable for observing mid frequencies,” Pandor said. On the cost factor, she said the capital and running costs for the SKA will come from contributions from all of the members of the SKA Organisation. “In the SKA Phase-I, there may be a saving on costs because the split site scenario allows the use of existing infrastructure on both sites,” Pandor said. In the first phase, South Africa will add 190 dishes to its existing MeerKAT array radio telescope in the Karoo region in the Northern Cape. PTI

The phenomenon occurs when venus passes between the sun and earth and the planet gets aligned with the former. This is an extremely rare event which occurs in pairs, eight years apart, about once a century. The next pair of transit of Venus will occur after a century on December 11, 2117 and on December 8, 2125. “Venus Transit is a rare astronomical event where Venus passes directly between the earth and the sun. The planet appears as a black spot gliding across the sun’s fiery face,” Nehru Planetarium Director N Rathnasree said. The next transit of Venus will occur in 2117, making it once in a lifetime opportunity, Science Popularisation Association of Communicators and Educators (SPACE) Director CB Devgun said. aripada (Odisha): A group of tribal women in Odisha’s Mayurbhanj district have taken authorities head on and stopped an eco-tourism project that was coming up in a reserve forest adjoining their villages in violation of their forest rights. About 200 women under the banner of the Budhikhamari Community Forest Protection Committee (BCFPC) in March this year protested against the Odisha forest department’s ecotourism project ‘Sriram Vatika’ covering 118 hectares of Manchabandha Reserve Forest-I of Baripada forest division. It all started in January this year when the forest department started construction activities for the project in the sal tree forest while villagers were busy with the panchayat elections in the state. “The forest department started fencing and constructing a road inside the forest. As a result, an estimated 1,000-1,500 Sal trees were felled in the forest, which had been completely regenerated in last three decades by the indigenous community,” Vishnu Nath Purthy, convener of

Mayurbhanj Jungle Manch, which supported the protest, told IANS. Four villages in Baripada, the district headquarters of Mayurbhanj district — the biggest district in Odisha — have been protecting this forest since 1985. The majority of their population is tribal and they are depen-

dent on the forest for their livelihood. “When we protested against the fencing of our forest, the forest department told us that they have got the consent of our gram sabha to take over the land as the project will generate livelihood,” said Sarla Devi Singh, president of the core committee for forest management in Baripada. AHMEDABAD: Gujarat government’s plan to boost coastal tourism has received a shot in the arm as the Planning Commission has approved a `1,200 crore special grant for the project. The Planning Commission gave its nod for the special grant during a high-level meeting between its Deputy Chairman Montek Singh Ahluwalia and Gujarat Chief Minister Narendra Modi, held on June 1 in Delhi.

Gen. Singh refused to talk about his 42-year tenure with the Indian Army — beyond saying that he had come to thank God that it had passed off peacefully — citing confidentiality on many issues. Mathura riots: 2 babus shifted LUCKNOW: The Uttar Pradesh government has transferred two senior officials in Mathura following communal riots that left four people dead, an official said. Mathura district magistrate (DM) Sanjay Kumar and senior superintendent of police (SSP) Dharamveer were transferred late on Sunday. A government official said Alok Tiwari has been appointed as the new DM and N.R. Padmaja the new SSP of Mathura. The two officials have been dispatched to the troubled district with clear instructions that violence must not happen again and that the culprits who sparked it should be brought to book, a home wing source said. No violence was reported on Monday. Last week, violence broke out in Kosi Kalan region of Mathura where rioters torched vehicles, business establishments and schools. The police has been blamed for not acting on time to curb the riot.

Small activist groups gripe over neglect NEW DELHI: Small activist groups who were also demonstrating at Jantar Mantar for an unemployment allowance, on Sunday blamed the media for not covering them and giving more attention to anticorruption crusaders Anna Hazare and yoga guru Baba Ramdev’s fast. “It is the country’s media which decides whose demonstration to cover and whose not to cover. We are not as famous as Ramdev and Anna. Does it mean we are not fighting for the public or against corruption?” asked Satish Chander Arora, who was among the few protestors sitting on a day-long fast demanding the award of unemployment allowance to each unemployed person in the country. Demonstrating under the banner of International Awakening Centre, Arora said: “We are also fighting for the benefit of people, so why such a big difference? Are Confucius Institutes akin to a Trojan horse? HONG KONG, CHINA: An increasing number of American universities have at least one interest in common with China’s Communist government: Confucius Institutes. First established in 2004, these controversial cultural outposts have multiplied at colleges around the country, with over 80 in the US this year — more than any other country in the world. Funded by Beijing, and explicitly designed to improve China’s “soft power” around the globe, Confucius Institutes came under fire last month when the US State Department unexpectedly announced new rules targeting them. In a surprise announcement on May 17, the US said that many of the program’s language teachers were in America on improper visas, and would have to leave the country to re-apply. In addition, the note said that Confucius Institutes would have to obtain additional accreditation. The rules caused a stir in China, where netizens mocked both countries, and a nationalist tabloid asked, “Why is Washington so afraid of Confucius?” In America, affiliated universities scrambled to compose defenses for their Confucius Institute staff. Many speculated that the policy was America’s titfor-tat response to China’s crackdown on illegal foreigners. Less than a day later, after a furious diplomatic back-andforth, the State Department

Suicidal boy gets kiss of life

Chinese teenager was about to end his life when a woman came to his rescue. The woman kissed the boy long enough for firefighters to pull him in from the ledge of the pedestrian overpass. Apparently, the boy felt lonely and helpless, and saw suicide as the only way to end his suffering. He lost his mother when he was still a child, and his stepmother had spent all his father’s money.

that the Confucius Institutes could inhibit academic freedom by refusing to engage in debate over issues that Beijing views as sensitive: Tibet, Taiwan, China’s military, Falun Gong. Many users of China’s microblog service, Weibo, share this view. “It’s very necessary for the US to prevent China from promoting enslaving education and authoritarian thoughts,” wrote one. “The teachers probably only teach about enslavement and dictatorship. Teachers from Taiwan won’t be sent back,” wrote another. Moreover, some people believe that because of their ties to Beijing Confucius Institutes could serve as a cover for monitoring Chinese students abroad, industrial espionage and recruiting spies. In testimony before Congress this March, Steven Mosher of the Population Research Institute, a humanrights NGO, pointed out that the parent organization of Confucius Institutes, Hanban, is indirectly controlled by China’s United Front Work Department, which is responsible for “subversion, cooption and control.” He cited the work of James F. Paradise of UCLA, who called the institutes “Trojan horses” for China. Perhaps even more telling, the propaganda chief of China has said that the Confucius Institutes are “an important part of China’s overseas propaganda set-up.” GLOBALPOST

Arizona mother held for child abuse

19-year-old Arizona mother who police say left her 5-week-old baby strapped in a car seat atop her car roof and drove off is under arrest on child abuse and aggravated DUI charges, Phoenixarea media reported Saturday. The child, found in the middle of the road, was “perfectly OK," said Officer James Holmes, Phoenix police spokesman, told The Arizona Republic. The car seat was damaged, Holmes told TV station The baby is in the custody of Arizona Child Protective Services, officials said. Japan to use animals for tsunami duty TOKYO: A Japanese city is considering introducing a tsunami warning system which involves looking out for abnormal behaviour in animals and monitoring water levels in wells for signs of an imminent disaster. The southwestern coastal city of Susaki is contemplating studying whether a rapid lowering of water in wells or chickens squawking loudly for no apparent reason are indicators of an impending earthquake and tsunami. “They may not foretell a future disaster in a perfectly accurate manner, but the most important is to analyse such data thoroughly,” said deputy mayor Yoshihito Myojin, according to a regional broadcaster late last month. Over the years many tales

Sexism among cops Your article is absolutely true. Currently, all you need to escape a police checking is to either be a girl or have a girl on the pillion seat of your bike and that becomes your license to pass through surprise checks by policemen. Taxman made wrong call? Human Angle Babu Gogineni

I

n 2007, a Cayman Island-registered subsidiary of Hong Kong’s HutchisonWhampoa sold a 67% stake in the Indian mobile phone company Hutchison-Essar to the Dutch subsidiary of British mobile phone operator Vodafone. At $11.2 billion, this complex acquisition was a big-ticket transaction for Vodafone, then the world’s largest telecom company. Even though the controlling stake in a 15year-old mobile company in a developing country was achieved at a steep price, it proved a good deal for Vodafone which today has a quarter of India’s mobile market, and nearly 150 million subscribers. This deal, however, was far from being a straightforward triumph for Vodafone. Its troubles began with questions that were raised about the deal’s zero tax liability, and this has led to tedious litigation. If an India-based asset is sold by a foreign company based in the Netherlands to another foreign company based in the Cayman Islands, would a liability to pay capital gains tax arise in India? The deal itself was signed outside India. So, where does India come in? One of the world’s best known tax havens, the Cayman Islands in the Caribbean, like Liechtenstein, Isle of Man, Cyprus, and Netherlands Antilles, provide a tax shelter to companies which establish shell companies and pay no tax of any kind by virtue of their being ‘based’ in those countries. Because of Double Taxation Avoidance Treaties and similar arrangements, exemption from tax liability in tax havens translates to immunity from tax liability. In line with this thinking, Vodafone asserted that the Indian tax system had no jurisdiction on a deal that was struck between two foreign entities outside India. In any case, if there were any tax liability, that would be for HutchisonEssar to discharge, and not Vodafone. Vodafone adopted this approach even earlier but was forced to capitulate. In 2010, the UK’s Private Eye magazine reported that by routing the acquisition of Mannesmann through a Luxemburg subsidiary Vodafone implemented an elaborate tax avoidance game. Vodafone was eventually made to pay $1.92 billion to Her Majesty’s Revenue and Customs and Revenue. Just as in the UK, the Indian tax authori-

ties did not accept Vodafone’s contentions and presented the company with a bill for over $4.4 billion including interest and penalties. After losing its case in Mumbai High Court, Vodafone approached the Supreme Court where its stand was upheld — this was welcome news for other similar deals like that of Cadbury’s-Kraft, Sanofi-Aventis and SAB Miller-Fosterc. SC seems to have not given due weight to the fact that the transferred assets while remaining abroad, relate to controlling interest in an Indian company. The Indian tax authorities estimate that the tax liabilities of all these deals are close to `50,000 crore and so the Finance Bill for the year 2012-2013 proposes to clarify the tax liabilities of these overseas transactions involving Indian entities, with a view to collect the taxes. This seems absolutely the right thing to do, but the finance minister has also said in Parliament that the Income Tax Act would be amended to cover all deals since 1962. Parliament certainly has power to legislate in this manner, but how fair would such ex post facto or retroactive laws be? The picture around the world is a mixed one, and retroactive laws are usually prohibited for criminal law whereas for civil matters, specially in common law regimes, retroactive laws are not unusual. Expressly forbidden by the US Constitution, in Australia and Canada retroactive laws meant to prosecute tax avoidance are acceptable. In France, criminal laws can be applied retroactively only when the new law benefits the accused person. In India Article 20 (1) of the Indian Constitution creates the fundamental right: “No person shall be convicted of any offence

except for violation of a law in force at the time of the commission of the act charged as an offence, nor be subjected to a penalty greater than that which have been inflicted under the law in force at the time of commission of the offence.” So can acts seen to be legal since 1962 be made liable or punishable now? The Universal Declaration of Human Rights of the UN declares in its Article 11 that no person should be held guilty of any criminal law that did not exist at the time of offence nor suffer any penalty heavier than what existed at the time of offence. This is reiterated in the International Covenant on Civil and Political Right, the African Charter on Human and Peoples’ Rights as also the European Convention on Human Rights. Vodafone’s Dutch subsidiary has served a Notice of Dispute against the government of India, indicating that it would like to have international arbitration on the matter. But that is a powerless notice for a law which has not yet been notified, invoking the IndiaNetherlands Bilateral Investment Treaty which is not applicable in the case of taxation. In any case, what is the locus, because the deal actually was done with the Cayman Island entity and not the Dutch company! Like in the UK, Vodafone will have to pay its tax and not hide behind a deal done in a Caribbean island. The real question, however, would be how the proposed Indian legislation will reconcile the principles laid down in the Indian Constitution and in the general worldwide consensus regarding retroactive legislation with its intention to apply the proposed legislation with retroactive effect going back to 1962!

The Dravidian ideologue has seen bitter battles between his sons for supremacy and for the tag of heir apparent. This was clearly the attempt from some close circles to make it clear whom they wanted as successor. While the DMK chief was initially inclined to pass the baton to Stalin, Alaghiri made it clear that he won’t be standing back and applauding. It was not long ago when Alaghiri’s supporters torched the office of a Sun Group daily for publishing a survey on succession which favoured Stalin. Though Stalin may be popular among DMK’s Chennai leaders and middle class voters, there is no doubting the Madurai strongman’s support base in the hinterland and among rural voters. Though some back Kanimozhi for the job, the 2G scam has dented her chances. It’s now up to Karunanidhi to make the call that may prove to be the bane or boon for his party.

When we asked a bunch of final year students what they are looking forward to in the upcoming academic year, the surprising answer was — “to work”

hat's right, paying jobs to help them use their free time productively during the academic year is the latest trend among students in the city. The concept of earning while studying is quite common in the West, where children are left to their own devices after they complete eighteen years of age. In a healthy twist, this is soon catching on with the local students. Students have a variety of options open to them. Freelance photography, content writing and modelling are high on the list of preferred jobs. PR related jobs also allow flexibility, and are therefore favourable. All of them pay quite well and allow students to work comfortably in their own time. Event management jobs typically require about three or four days of the students time per event, for which the pay is handsome. The freelancers use innovative ways to advertise themselves. Other atypical, but interesting jobs include starting a patisserie out of the house, a job that lets the students earn while doing what they love. Working gives the students a taste of the professional atmo-

sphere. “I joined to gain hands on experience in the field of marketing communication to have a better understanding of the subjects I learn in class”, says Sanjay Deshpande, who works in a tech PR profile. It is a great way to break into the chosen line of career while also adding on to their resume. By working to earn their own money, they be learn essential skills. Who can resist the lure of financial independence? You now earn enough to pay for that phone you wanted so badly, you don't have to depend on your father for petrol money. Some students even save up the earnings to pay for their higher studies. This leaves them with better

choices for college with the added funds. Making their own money also offers a form of personal satisfaction that few other things can. The feeling of being able towards the family's financial requirements is a great booster of self esteem. It is undeniably a good way of filling up all that free time you might have wasted on Facebook. The hours are long, how do they manage to cope? “ I work in the evening, study during the day. I take weekends off and finish my assignments” says Sanjay, adding “Its a matter of prioritising according to the workload.” Degree students are invariably awarded a lot of free

time, what with the political agitation, college events, etc. It is also a way of keeping busy while waiting for placements, college acceptances, or if detained for any reasons. “You have to give some to get some. The freedom is relieving, and a few extra hours is worth it”, says Anirudh Reddy, who worked as a process associate at GE. Jobs like content writing allow the students to work at their own pace, thereby reducing pressure. The concept of financial freedom runs high in their blood. Why wait till graduation? “Everything I have right now, including the clothes on my back, came from my efforts and I don’t need to ask my parents

for money anymore”, says Rustom F, who began day trading in the summer before his last year at college. Working while studying gives a thin slice of the career option. The students can then make informed decisions about what to do next, which line to pursue. One of the few problems faced is the load. Can they manage a balance between both? Will they be able to pursue higher studies after realising their potential to earn without a post graduation? Whatever the catch, currently, the idea of working before graduating seems to be doing more good than bad. As the saying goes, earning is learning.

Dealing with teenage temper tantrums

ong gone are the days when baggy jeans and bell-bottoms were considered stylish. Today, skinny jeans and tights are the latest fad. While these butt hugging, thigh-squishing bottoms make us look hip and sexy, they apparently can lead to quite a few health problems. Internet sources claim that skinny jeans can cause numbness, pain and discomfort. They can lead to a condition called meralgia paresthetica, caused by the compression of a nerve that runs down the front of the thigh. But does this hold anyone back from buying a pair of chic denims? Of course, not! “Tight clothing is not for India, especially denim jeans and churidars”, said Dr Radha Shah, a dermatologist at Apollo Hospital. Shah said that close-fitted clothes of any kind cause frictional dermatitis, especially in areas of skin folds like under the breasts or inner thighs, causing severe itching and burning. She also explained that intense sweating does not allow the skin to breathe. This, she said, can cause fungal skin infections like Tinea (ringworm) or white spots called pityriasis versicolor. “People can also be exposed to contact dermatitis if dye rubs off on to the body from the cloth”, she added. “Clothes like these in the summer are worse, they can cause boils that can spread to different parts of the body”, she said. It also increases eczema (a type of inflammation of the skin) in patients who suffer from it genetically, Dr Shah further said. Apparently, they don’t just affect the skin. Research has shown that tight shirts and ties can slow the blood flow through the carotid vessel that is connected to the brain. This can cause blood clots, digestive problems and abdominal inflammation. “In men, tight clothing can restrict the movement of the penis, reducing the production of semen. Besides, low waist jeans can lead to erectile dysfunction which consequently reduces sperm count”, said sexologist Dr Fahim Rai who has a private clinic in Secunderabad. Studies have also shown that stiff jeans can make pelvic muscles clamp, making urination difficult. Dr Sujatha Kandi, a gynecologist at the Asian Institute of Gastroenterology, said that they could also cause vulvo-vaginal infections in women. One of Hyderabad’s leading fertility specialists, Dr Roya Rozati said that men who are perfectly healthy show up at her clinic with problems related to infertility. “Men sit on bikes for hours. They work at computers and desks all day. Wearing fitted jeans increases the scrotal temperature that is originally around 36 degrees. This reduces sperm production because of the temperature difference,” Dr Rozati said. While there are all kinds of theories about jeans and health, not everyone takes them seriously. Well, at least now, some of you know what those pants that squeeze your legs and hug your buttocks can do. It doesn’t hurt to know now, does it?

I have a 15-year-old son and he was a good-natured boy until some time back. He seems to have a problem controlling his temper. While there were mild tantrums earlier, he outgrew them. He flies into fits of rage over trivial matters and has now taken to flinging things. I am worried this is a behavioural problem. As children reach their teenage years, there are a variety of hormonal, physical, cognitive and emotional changes that happen to them all at once. Dealing with multiples changes, can be a very stressful for them. A teenager does not understand the multiple stressors in their life and often will react to situations without much thought. Getting angry and flying into a rage is a common way that teens deal with frustrations and change they are experiencing. A child who was well behaved in the past, will often start getting angry at simple issues. As a parent, remember this behaviour change is quite normal. Give your child the space to have angry tantrums as long as they are not causing harm. If you feel like they are in danger of serious harm, then intervene and stop them, otherwise, let them have their outburst. Take things seriously if their outbursts are getting worse, but don’t take every attack on you personally. Teens will say hurtful things that they do not really mean, so give them an opportunity to repair their relationship with you. Using humour to calm things down can also help. Trying to not react to their behaviour negatively, and once they are calm, talking to them about their feelings and behaviours is important. Communication suffers between parents and teens during these years, so keep communication channels open. Irrespective of what they might say or do, reacting in a supportive manner is important. The US study comprising researchers from a number of institutions looked at over 1,500 people and their reactions to vigorous exercise, finding that at least 10 percent of the participants suffered worse health afterwards. According to the New York Times, the study found that in those 10 percent some experience high blood and The researchers studied how 1,687 people reacted to rigorous exercise. They found that 10 percent of the participants got worse, based on one or more measures of heart disease, includ-

In fact, 7 per cent got worse on at least two measures. “There are a lot of people out there looking for any excuse not to exercise,” William Haskell, emeritus professor of medicine at the Stanford Prevention Research Center told the New York Times . “This might be an excuse for them to say, ‘Oh, I must be one of those 10 percent.’ “It is still unclear as to why some of the participants got worse. LONDON: With people in developing nations like India and Pakistan adopting lazy lifestyles of the west, cancer rates are expected to soar by 75 per cent worldwide by 2030, experts have warned. Cancer rates could even increase by 90 per cent in the Third World in that time, experts add. Many cancers such as breast, prostate and bowel tumours are linked to unhealthy living in high-income nations. Countries like India, Pakistan and certain African nations are said to be under threat as their standard of living improves, The Sun reported. Global cancer cases are predicted to rise from around 13 million in 2008 to around 22 million in 2030. Obesity caused by eating processed or junk foods, low exercise levels and high smoking rates have been blamed. Scientists from the International Agency for Research on Cancer (IARC) in Lyons, France, based their findings on a snapshot of statistics for the disease from 184 countries in 2008. The incidence and death rate estimates were used to project how cancer diagnoses were likely to change by 2030. The study took into account forecasts of population size, ageing and national development. IANS

The latest buzz is that Boney Kapoor has bought the remake rights of Nithin, Nithya Menen starrer Ishq. The film resurrected Nithin’s career and recently completed its 100 days run at the box office. We hear that Boney Kapoor’s son, Arjun Kapoor, who recently made his debut in Ishaqzaade alongside Parineeti Chopra might reprise Nithin’s role in this romantic entertainer. The rest of the cast and crew is yet to be finalized. Andhala Rakshasi makes a big splash

ndhala Rakshasi, starring newcomers Naveen, Rahul and Lavanya, has caught the attention of tinsel town following its audio launch couple of days ago. Directed by Hanu Raghavapudi, a protege of Chandrasekhar Yeleti, the film is a triangular love story set in 1992. Sai Korrapati has produced this film under Varahi Chalana Chitram banner. Speaking at the audio launch, S S Rajamouli said, “I can confidently say that Hanu is going to become a big director in the Telugu film industry. He’s extremely passionate about films and I was quite impressed with the way he made a short film few years ago.” Soon after the trailer went online, some members from the film fraternity like Harish Shankar, Anand Ranga and Vijay K Chakravarthy praised Hanu for coming up with great visuals and said that he’s the next-gen director. Radhan has composed the music and Murali is the cinematographer. The film is expected to hit the screens later this month.

riyamani might not have signed a Telugu film in a long time, but she’s going great guns in the Kannada and Malayalam film industries. Malayalam actor Skandha, Saranya and Seetha are also playing important roles in this bilingual film which is being simultaneously shot in Tamil and Kannada. he Indian Medical Association (IMA) has demanded an apology from actor Aamir Khan for sending a “wrong message” about the medical community in his programme Satyamev Jayate. But lyricist Javed Akhtar doesn’t approve of it and calls it a “sick” decision. “The Indian Medical association wants Aamir to apologise for exposing corruption in their profession. That is really sick,” Akhtar posted on micro-blogging site Twitter. After highlighting social issues like female foeticide and dowry, Aamir, in the fourth episode of his show, put the spotlight on healthcare and malpractices in the medical profession. Reacting to the episode, an umbrella body of 21 medical institutions Wednesday asked the actor to apologise. “It is not Aamir Khan but some immoral dishonest greedy and corrupt doctors who are insulting the medical profession and many honest doctors,” wrote Akhtar.

How to play Kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

evin Pietersen’s retirement from the shorter version of the game will be a major dent on England’s chances of retaining the Twenty20 World Cup in September. Worse still, there is a clause in England’s contracts which rules our players who retire from either Twenty20 or the one-dayers from being eligible for both formats. Pietersen is willing to play Twenty20s. But his contract will keep him out. Silly really when you consider that Pietersen is a fantastic Twenty20 player and was in prime form in the Indian Premier League. That is the way cricket is run by the some administrators who would be better off tending to their gardens instead of warming chairs and coming up with stupid clauses. England have put this clause to ensure a pool of players who can fit into both formats. But there doesn’t seem any logic, as every team must field the best available player. But the greed for money and unimaginative managements will always put cricket in a quandary.

Shawn Johnson calls it a day I N D I A N A P O L I S , INDIANA: Shawn Johnson, the former world champion and 2008 Olympic all-round runner-up attempting a London Olympics comeback, announced her retirement from competitive gymnastics on Sunday. A nagging left knee injured Johnson’s dream of returning from a hiatus last year and reaching next month’s London Olympics, leaving her with three world titles and one gold and three Olympic silver medals for her career. “I still have the heart, drive and desire to compete and help the USA at the London Olympics,” Johnson said. “Unfortunately, it has become obvious that my left knee is not able to sustain the demands of gymnastics any longer. All I can do now is gracefully retire and thank everyone who has believed in me and my journey.” After having first injured her left knee in a 2010 skiing

accident, Johnson had concerns that she would risk longterm damage by continuing her career. Johnson announced her decision four days before the start of the US championships, a key event in the American Olympic qualifying process. “I’m announcing this now so the focus for the next three weeks will be on the incredibly talented gymnasts who are trying to make our 2012 Olympic team,” Johnson said. Johnson took Beijing Olympic silver in the allaround behind compatriot Nastia Liukin, helped the Americans to silver in the team event and took silver in floor exercise before claiming gold in the balance beam.
