Rapes, molestations and sexual harassment constituted 38.93% of crimes against women in Andhra Pradesh in 2008-2010. The count has only been increasing, yet the AP Women’s Commission has remained headless and indolent for the last five years.

Reliance to scrap AP power plant NEW DELHI: The government may not include Reliance Power’s 4,000 MW ultra mega power project, at Krishnapatnam in Andhra Pradesh, in its proposal for additional 1 lakh MW power generation in the next five years as the company has said that the project is not feasible, a Central Electricity Authority (CEA) official said. The firm, which is setting up the project, has filed a petition in the Delhi High Court after its principal coal supplier, Indonesia, more than doubled the fuel price to $60 per tonne. Coastal Andhra Power Ltd, a special purpose vehicle (SPV) set up for implementing this UMPP, signed the power purchase agreements (PPAs) with the beneficiary states — Andhra Pradesh, Karnataka, Tamil Nadu and

Marriage fraud lands family in jail MOHD SUBHAN

I

n a weird case of avarice, a married man who happens to be the son of a retired cop, and his parents are charged with duping an unwary family of `13 lakh and a car with a promise of marriage. The man has since been absconding after the prospective in-laws alerted the police. A Hyderabadi, Umeshwar Rao, 32, was working in Ireland doing odd jobs, and during his stay, he got acquainted with another Hyderabad family there. Later, he married the daughter of that family, by name, Dhanalaxmi. That was in 2008. Recently, the two came home and his parents and he plotted to get a fat dowry by holding back the first marriage. Sub-inspector of Madannapet, Krishna, said the vile bid had a chilling twist. In this instance, the plot to get Umeshwar married again on the sly

involved his own niece (uncle’s daughter)! The marriage was fixed on March 2012 and it seems that Dhanalaxmi was in the dark about the plot for some time. It was allegedly agreed between the parents of the two families that the boy being ‘well placed’ in a foreign country, he would be given a dowry of `13 lakh and a car. But Umeshwar’s parents insisted on payment of the dowry before the marriage ceremony which the girl’s parents did. SI Krishna said, after the payment, the man disappeared. By now Dhanalaxmi came to know of the plot and she disclosed to all that she and Umeshwar are married and produced the marriage certificate. The police have since dashed off a ‘look out’ circular to all stations and alerted airports against his departure. Umeshwar’s would-be father-in-law Shankar, a businessman, has lodged a criminal complaint. It now appears that he has not left India but is hiding somewhere. The police have arrested the parents and other members of the family on charge of conspiracy and cheating and sent them to jail.

Maharashtra. In a petition filed in Delhi High Court, the company said, “At the time of entering into the agreement it was understood that the imported coal would be sourced from Indonesia at $24 per tonne, which subsequently shot up to $60 per tonne.” The Indonesian government had introduced a new legislation on September 23, 2011 prescribing that sale of coal from Indonesia would be made at a benchmark price based on the prevalent international market price of coal. The company, in its petition, said that securing coal based on fixed price and fixed escalation was no longer possible and the very project was rendered PTI unviable.

Shut this sham show down N SHIVAKUMAR

SUDESHNA KOKA

Sudeshna.k@postnoon.com

W

e must wonder at the magic of doubling the expenditure for a shrinking staff and work of AP women’s commission. Only bureaucrats can ‘achieve’ this feat. If they are in private sector, they’d be fired by now. Shut this sham show is the advice of many well-meaning citizens. ‘A’ as we all know is the first alphabet of English language. Andhra Pradesh also starts with the first alphabet but carries with it the dubious distinction of being first in crime against women in the country. According to National Crime Bureau Records, crime rate against women in AP has been the highest since 2007. A total of 3,807 cases of rape have been recorded from 2008 to 2010, which constitutes 4.94% of total incidents of crime against women. A total of 14,511 cases of molestation have been recorded for the same period, which constitutes 18.86% of total incidents of crime against women. A total of 11,633 cases of sexual harassment (eve-teasing) have been recorded for the same period, which constitutes 15.12% of total incidents of crime against women. Rapes, molestations and sexual harassment constituted 38.93% of crimes against women

in AP in 2008-2010. Nothing much has changed in the last two year. Despite the tag, what’s interesting is that the AP women’s commission is headless since the last five years. Mary Ravindranath, the erstwhile chairperson quit her post because of the internal clashes. After which the government has not appointed a chairperson. The figures show that maximum petitions were filed in 1997-98 when the panel was fully functional. “We had some internal problems and hence she was asked to leave. Ever since then we are a body without any one to guide or lead,” said Rasool Bee, section officer. Since its inception in 1999 the commission has done a lot for the uplift of women and bringing them justice. In the year 2006 as many as 1,476 petitions were registered but after the body was dissolved the number of petitions has also decreased, last year only 531 cases were registered. “We have been fighting for the appointment of a chairperson since the last five years. We have filed several petitions and all the women heads from various parties have approached the CM, he promises to do something immediate but then nothing happens. It’s such an irony that our home minister herself is a woman and she is also not taking any interest. Now we have send a petition to the governor, he is our final hope,” said Sobha Hymavathi, TDP women’s wing president. From 2010-2011, `7,18,000

have been spent on renting a large office at Buddha Bhavan in Secunderabad with barely any employees working there. The unusually large expenditure, summing up to `15,28,125 for 2010-11, does not include a whopping `20 lakh as salary of a handful of people. Presently, only three posts are occupied there — a secretary and two council members, the members’ average salary ranges from `35,000- 40,000 per month. Now, the sole in-charge, the secretary, has also been transferred and there are just two council members to run the show. “We are just doing the basic work; we want to do more but are suffering a lack of leadership. If the crime rate has to reduce we need to spread awareness and conduct more programs but are not in a state to do any work,” said Rasool Bee. Women activists believe the government should shut down the department and channelise the budget for a better cause. “That for five years they were unable to appoint a chairperson only shows the level of corruption. Our government only talks. A State which does not have a body for women’s causes speaks volumes for rulers’ contempt for women and their issues,” says Mondira Jaisimha, director Heroes Project. “Ironically, in a state that claims to respect its women and has a woman home minister. the women’s commission is simply powerless,” said a Congress leader.

In the first phase temples with income above one crore will be computerised and 36,000 temples of this category have already been identified. Hermes, the herald of the Olympian gods, is a handsome young man with a winged hat, winged sandals, and a golden staff twined with serpents. His symbol is used by doctors. Hermes is the official communication channel between the gods and mortals. Clever, bold, determined, athletic, a powerful magician, Hermes can even charm monsters with his lyre music. He invented the lyre using a turtle shell. Hermes is the personal attendant of his dad Zeus, and has even helped him get out of sticky situations from time to time. Hermes is Pan’s dad. (Pan is the half-man halfgoat god of the wild animals.) Hermes leads human souls into and occasionally out of the underworld. He is also considered the god of travellers and boundaries; ensuring safe journeys and open communication among people. The Greek Post Office has Hermes as its symbol.

Hermes and Apollo: Hermes was conceived in the dead of night, and was born the very next morning when his mother awoke. Maia, his mom, wrapped him in swaddling bands, and immediately fell asleep with exhaustion; because she'd had too much exertion and excitement during the past few hours. The newborn Hermes, however, was completely alert and full of energy; and was ready for some mischief already. So he squirmed free of the cloth and ran off to Thessaly. This is where Apollo, his brother, grazed his cattle. Hermes stole many of the herd and drove them back to Greece. He hid them in a small grotto near the city of Pylos and covered their tracks. Before returning to the cave he caught a tortoise, killed it and removed its entrails. Using the intestines from a cow stolen from Apollo and the hollow tortoise shell, he invented the first lyre. When he reached the cave he wrapped himself back into the swaddling bands and lay next to his mother like a good little newborn (Talk about wily and shrewd!). When Apollo realized he had been robbed he protested to Maia that it had been Hermes who had taken his cattle. Maia looked to Hermes and of course couldn't believe what Apollo was saying, since her little baby was still wrapped in swaddling bands. Zeus then intervened saying he had been watching and Hermes should return the cattle to Apollo. As the argument went on, the charming Hermes began to play on his lyre. The sweet music enchanted Apollo, and he offered Hermes to keep the cattle in exchange for the lyre. Apollo later became the grand master of the instrument, and it also became one of his symbols. Later, while Hermes watched over his herd he also played the pipes known as syrinx (panpipes).Hermes also invented the flute. Apollo, also desired this instrument, so Hermes bartered with Apollo and received his golden wand which Hermes later used as his heralds staff.

LESSONS

It pays to be smart: Hermes sure knew how to get himself out of a sticky situation. While Zeus and Apollo were arguing, he started playing his lyre; instantly charming Apollo. Not only did Apollo instantly forgive him, but he also let Hermes keep the cattle in exchange of the lyre. Power of Music: While most of us enjoy music now and then, its therapeutic value is largely underestimated. Listen to your favourite music when your mood needs some perking up or you just want to feel soothed.

Pesky calls: Phones cut NEW DELHI: The government has issued over 45,000 notices to unregistered telemarketers and disconnected nearly 28,000 telephones till April 24 for sending pesky calls and SMSs using private numbers. “Several calls and SMSs are being sent from private numbers... 27,984 telephones have been disconnected,” Telecom minister Kapil Sibal informed Parliament.

20 hurt as Mail derails ROHTAK (HARYANA): At least 20 people were injured when eight coaches of the Punjab Mail derailed in Sampla area of Haryana’s Rohtak district early today (Sunday). The derailment occurred around 4am, railway officials said. None of the passengers had serious injuries. The injured were admitted to the Postgraduate Institute of Medical Sciences (PGIMS) at Rohtak, 70km from New Delhi. The train was going from Ferozepur in Punjab to Mumbai. Traffic on the Rohtak-Delhi section was affected. Railway officials said five of the derailed coaches had overturned after derailment. The derailed coaches included six bogies of the second-class sleeper (S-5 to S-10), one luggage compartment and the guard coach. “Most of the passengers in the derailed coaches were sleeping when the accident took place,” said police officials at the spot. They said that at least 50 metres of the railway track were found broken at the accident site. “We are trying to ascertain whether the railway track broke due to the accident or whether the broken track led to the accident,” one railway official at the accident site said. Railway ordered a probe into the accident. Efforts were being made to clear the track and restore traffic later IANS during the day.

The investigation was ordered after the Competition Commission of India found “prima facie evidence” that Google has abused its dominant market position by being discriminatory.

mitted suicide by shooting himself at Manipur’s Imphal East district, official sources said today. The incident took place on Saturday when Pravin Kumar (43), a resident of Bambera in Samastipur district of Bihar, shot himself with his service rifle at his post at Mantripurkhri area, they said. Further investigations are on, they said.

Centre assures power boost to Bihar NEW DELHI: Extending a helping hand to power-starved Bihar, the Centre has agreed to allocate 50 per cent of electricity from upcoming 1320MW NTPC’s Barh unit in Patna district. It has also agreed to expeditiously take up the fuel linkage issue related to Barauni expansion with the Coal Ministry. The assurance was given by Union Power minister Sushil Kumar Shinde in a recent letter written to Bihar Chief Minister Nitish Kumar who had last month led an an all-party delegation to meet Prime Minister Manmohan Singh on the power situation in the state. The delegation had sought 50 per cent of power generated at NTPC’s two upcoming plants in the state, including the stage II of Barh unit and Kahalgaon as is being done in the case of 14 NTPC units coming up in different states. They had also sought coal linkages to expansion plans of 500MW Barauni thermal power unit in the state. “Ministry of Power agrees to allocate 50 per cent of power from Barh STPS stage-II (1320MW) to Bihar,” Shinde said. In his letter, he said as immediate help DVC (Damodar Valley Corporation) will supply 100MW of power to Bihar. “Bihar State Electricity Board (BSEB) may ensure payment security and sign suitable agreement with DVC at the earliest to get power supply started,” he told Kumar. Further, NTPC’s Nabinagar stage-II will be expanded to 3x660MW instead of 2x660MW, he said adding NTPC has been advised to tie-up the requisite inputs urgently in consultation with Bihar government. On coal linkage for two upcoming units of 250MW each at Barauni, Shinde

said: “Bihar may apply for coal block allocation for case-II projects at Lakhisarai, Pirpainti and Buxar etc. Ministry of Power will recommend for allocation of coal blocks to Ministry of Coal,” Shinde said. In fact, per capita electricity consumption of Gurgaon is much more than Bihar

at 1,265KwH. Chairman of the Aditya Birla Group Kumar Mangalam Birla had said during the global summit on Bihar, held in Patna in February this year that heavy industry captains are hesitant in investing in the state PTI without proper electricity supply.

Last month in office for general NEW DELHI: The countdown to Indian Army chief Gen VK Singh hanging up his boots on May 31 began on Saturday with his first farewell visit to the Western Command headquarters in Chandimandir. The general will be in Chandimandir till Sunday before returning to Delhi on Monday, sources in the army headquarters said here. It is customary for army chiefs and top commanders to go on farewell visits to key formations before their retirement when they get the opportunity to interact with troopers and offi-

cers. Gen Singh, after over 40 years of service, will turn 62 May 10 as per his service record and retire May 31, paving way for army chief-designate Lt Gen Bikram Singh to take over the reins of the 1.13-million-strong Indian Army. The 22-month tenure of Gen VK Singh, which began March 31, 2010, has been acrimonious over his attempts to get his birth date amended in service records, for which he even dragged the Union government to the Supreme Court in January this year. He could not succeed in getting the court to rule in his

favour and had to contend with his birth date in service records remaining May 10, 1950 instead of May 10, 1951. However, the government and the court refrained from questioning the veracity of his other records such as birth certificate, school leaving certificate, and passport that maintain his birth date as May 10, 1951. If the plea had been accepted, it would have given the general another 10 months as army chief and he would have retired in March 2013. This would have upset the chain of succession in the army, which is decided on

the basis of seniority at the time of the incumbent chief ’s superannuation. Just ahead of his plea before the court, Gen Singh, during his press conference January 14 on the eve of Army Day, had said that he “did not know” if this was his last Army Day as the chief. He did not have to wait long. In March, the army issued him a retirement warning letter and within a week, the government named Lt Gen Bikram Singh, the Kolkata-based eastern army commander, as his successor. However, the tumult in Gen VK Singh’s tenure as chief did

not end with the age row. During an interview, he said that he was offered by a bribe of `14 crore to clear a deal for 600 Tatra trucks by a retired army officer and that he had informed Defence minister AK Antony about it. This rocked the Parliament and Antony had to order a CBI probe into the allegations, apart from giving an explanation. Then came a media report claiming that the general might have mobilised two key army units from Hisar and Agra towards New Delhi on Jan 17 this year. IANS

80 DAYS TO GO P 30

Barack Obama said on Saturday the United States had climbed too far out of an economic abyss to take a chance on Republican Mitt Romney, firing up his reelection bid at his debut rallies. "We are not turning back the clock, we are moving forward," Obama said, seeking to revive the political magic that swept him to power in 2008, and unleashing his most strident attack so far on the man who wants his job. The president, in loud, enthusiastic rallies in swing states Ohio and Virginia, made the case that though times were still tough, he had hauled the economy back from the brink, and there was once again reason to hope. He said Romney, a multi-millionaire former venture capitalist, wanted to reward himself and rich friends with tax reductions and "rubber stamp" slashing spending cuts on education, clean energy and health care for the elderly. "Ohio, I tell you what, we cannot give him that chance ... this is not just another election, this is a make or break moment for the middle class," Obama said. "We have been through too much to turn back now," he said, striking the central theme of his drive for a second White House term, six months before the November 6 vote. "That's the choice in this election and that is why I am running for a second term as president of the United

President Barack Obama waves to guests at a campaign rally at the Virginia Commonwealth University on Saturday in Richmond, Virginia. States," Obama said, drawing chants of "four more years" from a crowd of 14,000 people in Ohio and 8,000 in Virginia. Romney argues that, although Obama did not cause the recession, he has prolonged it and is out of ideas to get Americans -hobbled by eight per cent unemployment — back to work. Obama said he had taken office in 2009 amid the deepest economic crisis since the 1930s, in an implicit recognition that times remain tough for many people for whom a recovery remains a mirage. "We didn't quit. We don't quit, together we are fighting our way back."

Indians make waves in US WASHINGTON: A record number of Indian Americans — at least 12 — are in the fray for the November 2012 polls vying for a place in the House of Representative. These Indian-American candidates are spread all over the country – with two each from California and Michigan. Congressman Hansen Clare, who is half Indian, is seeking re-election from Michigan, while another candidate Tulsi Gabbard, is making waves. Majority of the Indian-American candidates are running for the Congress on a AFP Democratic Party ticket.

"We are making progress and now we face a choice." In his most forensic examination of Romney's record yet, Obama praised the former Massachusetts governor and millionaire venture capitalist as a patriot and a good family man, who had done well in business. "But I think he has drawn the wrong lessons from those experiences. He sincerely believes (when) CEOs and wealthy investors like him make money the rest of us will automatically prosper as well." In a statement, Romney's spokesperson Andrea Saul dismissed what she called Obama's "lofty campaign AFP speeches."

fter reading the story of your Saturday’s centrespread, it is very obvious that all political parties want is to come to power by hook or crook and then serve their term like crooks. he water board mortgaging its property to make ends meet is not a bad idea after all. In fact, others could learn from this and maybe even sell of their assets, which have been gifted to them a long time back and with property value sky rocketing over the last two decades, can fetch them huge sums. Only, let it not turn into another scam. Phillip Menon Nalakunta

EDITORIALS TWO POLLS AND a campaign Today, two countries went to the polls, and in another, the incumbent set off to fight the would-be usurper. All three countries may seem far from consequential to use, but what happens there will set off ripples that will wash over our shores, whether we like it or not. Greece goes to the polls to choose between “democracy or poverty” as one commentator put it, while in France a wounded Sarkozy hopes to eclipse Francois Hollande. Whatever happens in Greece, the outcome looks bleak. Austerity will bite hard, forcing the country into social paroxysms. It will continue to burden the EU, making it even more difficult for Germany to keep it within the Union. But whether Germany decides to cut Greece loose or continue to suckle it to health will depend on the secondlargest country in the EU — France. If Hollande wins, and there’s every indication that he will, France will move ever further from Germany and the EU; it will batten the hatches and go turtle. It is imperative for the EU and its survival that Sarkozy wins. In the US, Obama hit the road against Romney. Every Indian worth their weight in NRI dollars will be rooting for Romney. Romney in the White House will mean US companies can cut costs by outsourcing their work to India and the Philippines. More jobs for us, less for the American people, but that’s Romney for you. If Obama’s re-elected you can bet there’ll be fewer jobs leaving the States. In a nutshell, Greece is screwed either way. France will regain a measure of economic succour if Hollande beats Sarkozy, but at the expense of EU stability. A Romney win spells good news for us, but for America it could well sound the death knell of its economic supremacy.

Hostage dramas call for policy revamp From the Hip SYED SHOAIB

I

nIn February 2011, it was R Vineel Krishna, the collector of Malkangiri district in Odisha, who was kidnapped by Maoists; in April 2012, Alex Paul Menon, the collector of Sukuma district in Chattisgarh, was kidnapped by Naxals. The increasing frequency of these incidents is alarming for the reason that a collector of a district, the highest visible face of the government is being kidnapped with impunity. A fact that the most glamorous and high-profile symbol of the executive wing of the government is targeted is a deliberate message being sent to governments; that they are under siege and this is an open declaration of war. It has shaken the roots of the executive. Kidnapping a collector of a district is the ultimate affront and challenge to a government. The kidnappers know that with such a move they are waving a red flag to the powers that are and perhaps that is their intention. This has led to a clamour to

initiate a Hostage Policy; one that will legislate ‘what and how to react under such circumstances’. Moral indignation is being screeched at its loudest. This hostage policy will have the first lesson that states should not give in to such bullying at all costs to prevent recurrence of such episodes. While this may serve some purpose of a placebo for all of us frightened headless chicken, and may address the problem at a superficial level, governments must look deep into their raison d’etre and address these issues. These movements have been around too long and the fact that they have not died out points to a real need for such movements. It cannot be only fear of reprisals that leads people to support these movements; these movements fill the vacuum that is created in the absence of governmental machinery. The actual need for such movements is because of the lack of presence of the government in these areas... a government of the kind that people can turn to for succour. People consider governments as ‘Mai Baap’, and it is in this role that governments have failed the people. It is the duty of Mai Baap to fulfil all demands of their chil-

dren. When even basic needs are not delivered is when dissident sets in. And people, out of frustration, turn to these organisations to fulfil their basic needs. Questioning ways adopted and benefits derived by these groups is a myopic look at the affair. Reasons behind these movements will have to be analysed and addressed. Like, inequity in ownership of land is one root cause. Do governments have the will to do away with it? Introducing patch-up develop-

IN THE DISTRICT WHEN SHIBBOLETHS FALL, PEOPLE’S FAITH IN GOVERNMENT GETS ERODED FURTHER WEAKENING THE GOVERNMENT. ment schemes are meaningless unless this basic premise is addressed. Extremist outfits actually thrive on such situations. We must think of rooting out the very cause that drives people into their fold. Governments must provide to the people the relief they have been waiting for. By this, they will be undermining the base from where the extremist organi-

sations operate. The hostage policy should compulsorily encapsulate alleviating provisions in it; such as granting land, earmarking ample resources for implementing development schemes in these areas that really make a difference to individual lives; having a sustained and open dialogue with the extremist outfits and making a genuine attempt to understand their perspective. The hostage policy should not be limited to standing operation procedures, but be a holistic philosophy to comprehensively address the core issues to an extent that there will be a paradigm shift in the scenario of an extremely polarised society to one where resources are distributed evenly. There is urgency in taking proactive measures to prevent repetition of such incidents. When officers get targeted, the morale of the executive takes a beating. Law and order will become an issue and extremist outfits will take over. It is time to work out a sustained policy that will aim for long-term actions actively involving the people, particularly where Naxalites and Maoists have a stronghold. NEW DELHI: A big Iranian trade mission will arrive in India on Sunday to explore commercial opportunities on the same day as US secretary of state Hillary Clinton starts her official visit, officials said. The six-day Iranian trip comes as Washington has been pressuring India to reduce its oil purchases from Iran in a bid to coax the Islamic republic to abandon its disputed nuclear programme. “The timing of the visit with Mrs Clinton’s arrival is a coincidence,” Anand Seth, a spokesman for the Federation of Indian Export Organisations (FIEO), a quasi-government body under the Indian trade ministry, said Saturday. “They’re returning our visit. We invited them when we were there (in Iran),” he told AFP. An 80-member Indian trade mission spent five days in Iran in March. The 56-member Iranian delegation is set to arrive in India on the same day Clinton lands to spend two days in the energyhungry South Asian nation, which hopes to win a waiver from tough US sanctions on Iran. India and China, whose growing economies depend heavily on fuel imports, have publicly opposed US sanctions but at the same time have quietly been diversifying oil sources as a June deadline looms for a US decision on sanctions on importers of the Islamic republic’s oil. India has pushed state-run refiners to diversify their imports from Iran to win a waiver from sanctions and is aiming to cut shipments from the Persian Gulf nation by 15 to 20 percent. “India has cut back on its oil imports from Iran, it has not been insensitive to American concerns (about Iran),” TP

Sreenivasan, ex-Indian ambassador to the UN, told AFP. The United States say Iran’s nuclear drive is aimed at making an atomic bomb but Iran says it is for civilian energy. The Iranian delegation will also travel to financial hub Mumbai and meet with local trade bodies. India has been walking a diplomatic tightrope as it seeks to drum up more exports from Iran while managing its growing relations with the United States. India has been buying around $11 billion worth of oil from Iran a year — its second largest supplier after Saudi Arabia — but sells Tehran just

India has cut back on its oil imports from Iran, it has not been insensitive to American concerns (about Iran),” TP Sreenivasan, ex-Indian ambassador to the UN $2.7 billion in goods. India needs to increase its exports to Iran as the intensifying Western sanctions campaign against Iran dries up dollar and euro payment routes that New Delhi was using to pay for

Iranian oil imports. India and Iran have worked out a deal under which New Delhi will seek to pay for close to half of its Iranian oil imports in rupees. The rupee payments will be used by Iran to purchase Indian goods. India, which has strong historical ties with Tehran, views Iran as an important counterweight to arch-rival Pakistan in the troubled region. India, which has one of the world’s largest Muslim populations, is also uneasy about joining a US-led drive against the Islamic republic that could have domestic political repercussions, AFP analysts say.

Govt seeks to plug tax holes NEW DELHI: The Indian government says it wants to crack down on tax avoidance involving a treaty with Mauritius, which is a favoured route for foreign investment. India has been seeking to revise the pact with the Indian Ocean island to plug what it says is tax abuses by foreign companies, but has accused Mauritius of being “unwilling” to help. There is an “unwillingness on the part of Mauritius to cooperate in addressing the problem” of misuse of the Double Taxation Avoidance Convention, India’s MoS for finance minister SS Palanimanickam told Parliament on Friday. A joint committee was set up by the two nations six years ago to draft rules to prevent misuse of the agreement. Seven rounds of discussions have taken place so far, and another set of talks is slated but no date has been set. The minister said the government plans to “incorporate appropriate amendments” to the treaty “for prevention of treaty abuse” and to strengthen the exchange of information on tax matters. But critics have expressed concern that revising the pact could discourage vitally needed overseas investments in India because over 39 percent of the country’s direct foreign investment comes via Mauritius. They point out that a recent Indian Supreme Court ruling upheld the provisions of the treaty. “Foreign investors are putting billions of dollars in the country based on the tax treaty with Mauritius,” Punit Shah, a tax partner at global consultancy KPMG, told Economic Times. “This will be one more retrograde step.” India’s efforts to revise the treaty coincides with a plan to tax foreign firms — in some cases retroactively — which route their Indian investments through tax AFP havens.

INTERVIEW SUNDAY, MAY 6, 2012

Over high tea and Bach, Rahul Ramakrishna catches up with Alexander Dolce to talk about music, and the Hyderabad youth

Dolce's Vita

T

hirteen years of teaching music has taught Alexander Dolce the art of fine tuning patience into practice. A diploma holder in teaching music from the National University of Singapore, Alexander has been in and around long enough to be a judge of the now fading music scene in Hyderabad.

What has music taught you over these thirteen years? Since 1999, I have been teaching music. I have taught ten different styles of guitar playing, the piano, keyboards and the violin. After a point, having come across hundreds of students through this journey, I have realised that music needs patience and practice. Playing music cannot be a fast food noodle. It must need perseverance.

So is that the reason why the music scene in Hyderabad, especially live acts, is so tepid? Absolutely. Today's youth wants to woo audiences

rather than play music. Most of these so called “gigs” happen at bars and nightclubs where a band plays more noise than music. The trend in Hyderabad has shifted gears from bad to worse. I think that is also a reason why musicians from Hyderabad who go to other cities to perform, are given a cold response. Most of them are not paid to play. Who has ever heard of, in the recent times, an international artiste performing in Hyderabad? Or a Hyderabad artiste performing at an international venue?

Given the kind of crowd you come in contact with, every year, what is their current favourite style of music? Film music. Nobody wants to play soft rock or country anymore. Or jazz or blues. People want to be rockstars and that too, in the shortest possible period of time. I have come across hundreds of young fine players who with patience and practice could have been fine musicians, but most of them give into the “pleasures of youth” and leave it at that. The importance of Classical music, be it Indian or Western holds no appeal with our youth today.

Tell us a little about your fascination with Bach.

SRINIVAS SETTY

An organist, piano

player, violonist and a composer, Bach is one of the masters of music, especially of the Baroque period. His arrangements and compositions are still much revered among the music circles and for me, he is, to me, the ultimate and highest of all musical standards.

Having come across so many students so far, what sort of studentteacher relationship do you have? Any particular memories you'd want to share? My first student from 1999, who is now a chartered accountant, still calls me up. The kind of relationship I have shared with students over the years is chilled out and easy going. I tend to catch up on their lives and developments and almost always, we end up discussing music.

Do you see Hyderabad's music changing for good in the coming years? I cannot as such predict any change. It is not like we have a dearth of talent here in Hyderabad. But music is not respected much here anymore. It is played and served with intoxicants where the divinity of music is lost. Film music is being scored by music directors, who have no grasp or knowledge of basic music theory. It is appalling. People dont realise that studying a course in music can help supplement academics too. My student Ramya gained 35 credential points for having cleared her Grade 8 examination in music and that has helped her masters in the States. There are things like these about music that people choose not to listen to anymore. I am no big fan of music that translates into noise in my ears, although that is what the crowds like today. The real musicians in Hyderabad, who really were pragmatic and serious about their music have all left for other metropolitan cities. That should tell us something about the scene now.

rett Gorvy, head of PostWar and Contemporary Art for Christie’s, held a lighter to one of 14 candle wicks protruding from “Untitled (Standing),” a more-than-lifesized wax sculpture of art collector and publisher Peter Brant. Valued at between $700,000 and $1 million, Urs Fischer’s sculpture features the collector in a grey suit and red tie, leaning on an ornate armchair. The wicks, “when lit, turn ‘Untitled (Standing)’ into a giant candle that slowly melts to the floor,” the Christie’s catalogue says. The unusual work is part of Christie’s annual spring sale of Contemporary art on Tuesday. Luckily, anyone who buys the waxwork will get a fresh copy, Gorvy said. The buyer can then decide whether or not to torch their treasure. “The idea is that they should be burned,” Gorvy said. “You buy the concept.” Another illuminating offer from Fischer at Tuesday’s auction will be “Mr. Watson — come here — I want to see you.” This consists of a standard light bulb at the end of long cord, which, when activated, swings wildly. If the Brant candle would barely fit on a dining room table, the crazed bulb would be more likely to injure someone than light their way. “The functional object is

transported from its practical use by a nearly pathological artistic rendering,” the catalogue advises. Estimated value: $300,000 to $400,000. Those seeking art that stays in one place — and in one piece — will be able to choose

Keeping it cool Contrary to popular belief, air-conditioners and coolers are not the best ways to cool down your house during summer. We give you more cost-effective and eco-friendly ways to beat the heat

BHAVNEET SINGH

feedback@postnoon.com

E

ach summer, our various attempts to keep our houses cool hit the nature very hard. Though we cool down our house with ACs and coolers, we end up wasting a lot of energy. But here are a few tips that can help your electricity meter avoid a few units, and also, help our environment in the long run. The first and the most important thing that we need to do is to plant as many trees as possible in our neighbourhood. How many times have we heard that? I bet over a million times. And it might even sound funny to many of us, but it is a fact. Trees are the best absorbers of the heat in summer and maintain some amount of water vapor in the air which helps the overall temperature to go down. And planting a tree is a long term investment. You plant one, and it will protect to you for years to come. So go ahead and plant a tree! Now, for some in-house tips, try to seal off all the windows or openings in the East and West corners of your house. This is because they face direct heat from the sun. So by sealing them off, you will be restricting the entry of heat into your house and at least cool down your house by a degree. Also, avoid keeping your doors and windows open during the day. This will keep the humidity and the heat

out of the house. Install white window shades. The can help you to reduce the temperature by up to 40 percent. Women of the house might find it challenging, but avoid cooking in the afternoons. Try finishing off the cooking in the morning, or wait till the evening. You don’t want your house to bake from inside when the sun bakes your house from outside. So avoid cooking in the afternoons. This might look like a hectic schedule for the morning, but then, it’ll help you keep your house cool through the day. Lighten things up. Make sure that your house is painted in light colours, especially the roof. This will prevent the roof from absorbing heat and funneling it into your house. And if possible, get a reflective coating on the roof. This will reflect the heat of the sun and cool the house down by about 5 degrees, which is not a bad deal at all. If that is not possible, then get some hay from the market, and spread it on your terrace. Sprinkle water in intervals of 2 hours. This will cool down your roof. The simplest thing that you can do is keep sipping on luke warm water all day. Though it sounds unappealing, trust us when we say, it will help you cool down. Do it and know the difference for yourself. By doing so, you will avoid the continuous functioning of the fridge which helps the nature in the long run. Make sure that you capture the patterns of nature. The summers usually get cool breeze in the evenings. Make sure that you open up all the windows during

that time and get some cool air in the house. This will help you get through the night without any artificial cooling. This is like capturing the nature itself. If you think table fans help you cool down the room, then think again. They don’t. Instead they heat up your room. The motor of these fans produces heat and throws it around the entire house which worsens

things. So avoid the use of table fans. If you’ve got curtains hanging in your house, use a small spray to sprinkle water on them. This water that is sprinkled on the curtains will become vapor which in turn will bring down the temperature in the house. Make sure you do it with a spray and not a bucket, because that would waste a lot of water, and

not give the desired results. With soaring rates of ACs and air coolers, not to mention the exorbitant prices of electricity, it’s in our best interests to do everything we can to ensure that we are least dependent on artificial means to beat the way. Instead, how about us all go green and in the long run also ensure, we get cooler and better summers in the future!

Punjabi by nature Khao Galli’s Punjabi Food Festival is for those willing to give up spice in favour of flavour SANA MIRZA

sana.m@postnoon.com

I

n recent years, several new restaurants serving a wide range of cuisines from all around the world have sprung up around Hi-tech city and Khao Galli was one of the many. Serving Indian, Chinese, Tandoori and Continental, this multi-cuisine speciality restaurant has become a popular hot-spot for the IT crowd that hound the streets of Madhapur and Hi-tech city, scrounging for either quick lunches in between workhours, late evening snacks or elaborate dinners. Located at Cyber Towers, Madhapur, Khao Galli is nestled cosily in the basement of the towering IT enterprise. What draws the crowd to Khao Galli is its affordable prices and completely laidback atmosphere. It was actually buzzing with activity when we decided to pop in for dinner. The restaurant is currently hosting a Punjabi Food Festival and has vamped its

interiors in order to be in sync with the theme. While a welcome drink of either lassi or jeera paani cools down your parched throat, the sight of a lavish spread of Punjab’s most exotic dishes sets your mouth watering. For those who can’t let go of their paani puri’s and paapdi chaat’s, there is a provision of a live counter which plates up some tangy dahi paapdis and crispy-dripping-in-masala-water paani puri. Make sure to have room for the main course and not load up on a whole lot of those irresistible tidbits.

Besides the paani puri stall, there is a separate tawa for making fresh paranthas and naan that are usually eaten with curries. So without further adieu, we lounged in on the starters which served Aloo Chaat which was a mix of finely chopped onions and tomatoes. The main course had authentic Punjabi dishes like the Sarson ka Saag, Butter Chicken, Tandoori Chicken, and Hara Bhara Kebab. The dishes were not really up to the mark but then the buffet is for Rs.249 and we think it’s a pretty good deal.

So we fast forwarded to the the Lasooni Murgh which was boneless soft chicken coated with cream and comes straight from tandoor. Though the Hara Bhara Kebab was a little dry, the green chutney was the perfect condiment. Next on our plates was the Chole Masala which was a little bland considering our Andhra palates and lacked in the much needed flavourful punch that usually comes with Punjabi food. The Sarson ka Saag was rather creamy and lacking in spice too. The food at Khao Galli is homely and should make it to your list of eating joints only if you happen to be in the area. Apart from the food, what it actually needs is a more welcoming atmosphere as the present one could be so much better. Check it out if you are devoid of options. n Buffet: Lunch or dinner: Rs. 249 + tax n Address: Ground Floor, Cyber Towers, Madhapur Square, Hyderabad

Corry again headed back east, trying to gain as much experience as possible till 2003, after which he and his wife set-up Five Fifty-Five in Portland, ME. At the forefront of the burgeoning New England culinary movement, the restaurant is known for serving simple, fresh food, something Corry’s dubbed “new New England.” Giving credit to the chef ’s early years in California’s wine country, the restaurant’s well-thought-out wine selection has received many an awards and is appreciated by all those who are connoisseurs of wine. Best of Street Chinese Bhavneet Singh and Sneha Mashetty feedback@postnoon.com

A

s the saying goes, big things come in small packages. Here is a list of some of the more famous roadside chinese joints that are frequented by almost everyone right from businessmen to kids to oldies.

Akshithaa Fast Food, Picket

T

opping the list would be ‘Akshithaa Fast food’ at Picket. This joint has been around for eight years and has been serving yummy chinese food since then. The USP of the place lies in the fact that they serve chinese the way you want them to. The dry prawn masala is their speciality and the chicken fried rice which need a special mention. The joint is quite popular and is usually crowded during the evenings.

Chop Sticks, Srinagar Colony

C

hop Sticks takes second place as it serves the best ‘spicy’ Chinese food in the city! Unlike other joints which provide no seating option, there are chairs and tables put up for your convenience. The chicken garlic noodles here is delicious when accompanied with the chicken chilli. This place also has good vegetarian food as well. The service is quick and it gives you complete value for money.

Shree Siddarth Fast Food, Sainikpuri

A

favourite eating joint for vegans, Shree Sidharth Fast food grabs third place. Located in Sainikpuri, this is the only PURE VEGETARIAN joint in the city. A vegetarian’s haven, the speciality of the place is Veg 65 and ‘Shree Siddharth Special Noodles.’ which is a unique combination of noodles and manchuria priced at only Rs 70/. Peaceful surroundings add to the ambience. It has been satisfying the taste buds of people for the last three years and this little joint is definitely here to stay.

Diamond Food Zone, Panjagutta

L

ocated at Panjagutta, one of the busiest crossroads in the city, Diamond Food Zone has been serving remarkable Chinese food for the last two years now. Withstanding tough competition in the area, it manages a decent crowd in the evening who drop in for their special Spicy Chicken Noodles. All the dishes here are priced moderately but the service is a bit on the slower side. But thanks to the taste, it’s all worth the long wait.

Cafe Blue Diamond, Madhapur

C

afe Blue Diamond and Chinese Fast Food is located on the Madhapur main road. Popular for its Egg fried rice and Chicken 65, the place is filled with people all day long. He says the person hurling the charge is simply trying to draw mileage. “It’s completely uncalled for and our conscience is clear. There are people who link their name with a film to get mileage out of it,” the 33-year-old said here. “We are clear that this (Jannat 2) is an original script, original concept by the writers, by the director, everyone. So let that person keep making noise, we don’t want to give them any attention,” he added. A day before Jannat 2 hit the screens Friday, a Mumbai-based writer, Kapil Chopra, alleged that the story was his and blamed the Bhatt camp — Mahesh and Mukesh — for lifting his concept.

News of Yauch’s death was broken by longtime friend Russell Simmons, the music mogul who served as the Beastie Boys’ mentor and original manager. It was Simmons’ Def Jam label that released the group’s 1986 debut album. More than a breakthrough for the Beasties, Licensed to Ill was a breakthrough for hip-hop, becoming the genre’s first collection to top Billboard’s pop-album chart. In the 1990s and beyond, the Beasties joined the ranks of rap’s elders, and won the first of their three career Grammys.

A Sam to sue makers of ‘Evil Dead’ sequel

T

he Evil Dead, with its campy take on the horror genre, established Sam Raimi as a young director to watch when it hit theaters in 1981. Now, with several Spider-Mans and a track record as one of Hollywood’s foremost hit-makers under his belt, Raimi is suing the producers of a planned sequel to the film that helped him make his name. Renaissance Pictures, the production company Raimi formed with Evil Dead producer Robert Tapert and star Bruce Campbell to make the film, is listed as a

plaintiff in a lawsuit filed this week in U.S. District Court of California, while Award Pictures, the makers of the proposed Evil Dead film are listed as defendants. In court documents, Renaissance claims it holds the copyright to the series of cult films and that it never gave Award Pictures rights to make a new film in the series. Award Pictures did not return a call requesting comment, but a website for the company does claim to be developing a film called Evil Dead: Genesis of the Necronomicon.

ost the match billed as the "Dada-Shah Rukh grudge game", Pune Warriors’ Sourav Ganguly and Shah Rukh Khan who co-owns the Kolkata Knight Riders on Saturday displayed their camaraderie much to delight of fans at the Eden Gardens. Ganguly earlier captained KKR but was dumped a year ago. The match against his former team in his own backyard was touted as a grudge match. However, it was an anti-climax for Ganguly fans as his team went down to KKR by 7 runs. Ganguly was first greeted by Juhi Chawla, another KKR co-owner. Moments later Shah Rukh joined in. The duo later with arms on each others' shoulders went round the IANS park as the fans cheered.

efending champions,Chennai Super Kings, and the current Champions League title holders, Mumbai Indians, clash for the second time in this edition of the IPL, on the latter's homeground. Mumbai drew first blood on April 4 when both the teams clashed in the inaugural match of this season.Having lost the toss, the current title holders were asked to take first strike. The Mumbai bowlers unleashed venom, restricting the Super Kings to a paltry 112. MI, riding high on Levi's quickfire half century, clinched victory in under 17 overs. Since that match both the teams have seen their fortunes fluctuate — they have lost nearly as many clashes as they have won. While Mumbai Indians are currently placed at the third position, the Super Kings from Chennai are just below MI at

Dhoni would hope that his key players like million-dollar baby, Ravindra Jadeja, Faf du Plessis, Albie Morkel, Suresh Raina and Dwayne Bravo fire at the right time. Meanwhile, Mumbai would hope to repeat their demolition act when the two sides clash today. They managed to clinch victory from the jaws of defeat when they played Pune Warriors India in their last

match, winning the tie by one run. MI would certainly be dented by the loss of Kieron Pollard who is most likely to sit out because of an injury he sustained a few days back but with players like Sachin Tendulkar, Robin Peterson, Ambati Rayudu and Rohit Sharma in the side, Mumbai would believe that victory is not a far fetched thought.

ijay Mallya is certainly a worried man. His team in the IPL, Royal Challengers Bangalore, seems to be flying low just like his airlines, Kingfisher. Touted as one of the strongest sides this season with the likes of Chris Gayle, Virat Kohli, Zaheer Khan, AB de Villiers and skipper Daniel Vettori himself, RCB have failed to rise to the occasion on numerous instances losing matches which they should have won. Their dismal performance has them staggering at the seventh position on the points table. But their tale of woes is not as upsetting as in the case of the Deccan Chargers. The Bulls from Hyderabad have all the reasons to hang their

DC VS RCB AT 8PM ON SET MAX heads in shame. But for the two wins which they got against Pune Warriors India, they have failed to clinch victory against any other side this season. They have managed to put up a decent performance with the batting and the bowling but their fielding skills have been nothing but sloppy and has cost them many matches. If the Chargers intend to be threatening and seem dangerous like a ‘real bull’, they will have to be accurate in all the departments of the game with no space AS for any kind of an error.

the gym when the power goes out. A physio hurries over with an emergency lamp and boxing star MC Mary Kom resumes training. It’s hardly an ideal training session for an Olympic hopeful, but then glory never came easily for Kom. From her beginnings as a poor farmer’s daughter in a remote and troubled corner of India, ‘Magnificent Mary’ has fought her way up to become five-times world boxing champion. The mother-of-two is now tipped as her country’s best bet to win gold at London 2012. “People were discouraging me, saying in India there are no women boxers. That was my first challenge. I took the challenge, I had to prove myself,” she told AFP in Pune, where she is currently training. Kom — full name Mangte Chungneijang Merykom — was born 29 years ago in the northeastern state of Manipur, the eldest of four. Growing up idolising Jackie Chan and her hero Muhammad Ali, Kom realised that her passion for sport could provide a path out of poverty. “So I left studying and focused on training,” she said. “I did everything in athletics: running, discus, javelin, so many... I can do everything.” When she heard that women’s boxing would be included in the Manipur state championships in 2000, she took to the ring and won the tournament just four months later. She tried to keep her new activity quiet from her parents, but when her victory was revealed in the local newspaper, her sceptical father had a talk with her. “He was worried about me getting injured and that he couldn’t support me financially. But finally I convinced him,” she said. Her determination paid off, propelling Kom to a string of international boxing titles, national honours and financial rewards. Along the way she found

time to set up a boxing academy, get married and have twin boys, who are now aged four. Her husband cares for them back home in Manipur when she trains. Despite her talent, Kom said sponsorship were a long time coming which was upsetting. “I don’t know if it’s because we don’t look like Indians,” she said of people from her home state, who live near the Myanmar border and whose facial features are often mistaken for Chinese or Southeast Asian. Tiny Manipur is home to 2.7 million people and is one of India’s “Seven Sisters”, an isolated group of states where insurgent violence has for decades been part of daily life. Kom, who lost her father-in-law to rebel gunmen, has become a hero and a rare ray of hope in Manipur, where she set up her academy to give underprivileged girls and boys the chance to follow her into the ring. “The youngsters came to me and asked for training and I couldn’t say no,” she said. “Most of them are very poor.” She now hopes to make her home state even prouder. To compete at the London Games, where women’s boxing is a full Olympic medal event for the first time, Kom must qualify at the world championships in China starting on May 9. The 157 centimetre (5 feet 2 inches) fighter faces the daunting prospect of taller opponents after switching from the 48kg to the 51kg weight category, the lightest of three groupings to be contested in London. In preparation, she is sparring only with taller, heavier males. Her British coach Charles Atkinson, who trained a succession of Thai world champion boxers,is highly impressed by Kom. Kom is Atkinson’s first female trainee after decades in the boxing business. “If anyone beats her they’ll have to fight out of their skin,” he said. “To me she’s a fighter, with a fighting heart greater than some guys I have handled.” AFP AFP/ PUNIT PARANJPE

and hard, accurate punches proved to be too much for the 40year-old Mosley, who was giving away 19 years in age to the Mexican. Two of the judges scored it 119-109 and the third had it 118110. But challenger Mosley (46-81, 39 KOs) fought to the end and kept his record of having never been knocked out completely intact. And he didn't have to resort to the tactics he used last year against Manny Pacquiao by clinching constantly in the final rounds. Fighting on the undercard of

the Floyd Mayweather v Miguel Cotto world title fight, Mosley hinted after the bout that it could have possibly been his last. "These kids are beating me up, huh," said Mosley, who has lost three of his previous four fights. Asked if he might retire, Mosley replied, "It can look that way. When you get kids beating you up." After a slow first round, Alvarez (40-0-1, 29 KOs) started taking the fight to Mosley. But Alvarez suffered a cut above his left eye in the third round after Mosley leaned in

with his head following an exchange of punches. It was the first time in his career Alvarez had been cut. The cut started bleeding immediately and the disgusted look on Alvarez's face indicated he thought Mosley did it on purpose. But his corner did a good job of stopping the bleeding prior to the fourth round and it didn't present a problem for him during the remainder of the fight. "Mayweather, Cotto, Pacquiao, I am ready," Alvarez said. "Viva Mexico!" Alvarez said. AFP

Matteo mum over his future

LONDON: Roberto Di Matteo deflected questions about his future after Chelsea sealed their fourth FA Cup in six seasons with a 2-1 victory over Liverpool at Wembley. Strikes from Didier Drogba and Ramires sealed a deserved triumph for Chelsea as Liverpool’s hopes of a fightback after Andy Carroll’s second-half effort ended in disappointment. It was a victory which marked a number of milestones for Chelsea, with captain John Terry becoming the first player in history to skipper one club to four FA Cup wins. Defender Ashley Cole meanwhile pocketed a record seventh FA Cup

winners medal while Drogba’s second-half strike made the Ivorian the first player to score in four different finals. Di Matteo was also celebrating after joining the elite band of individuals who have won the FA Cup both as a player and manager. “I dont think many people have that opportunity,” Di Matteo said. “I’m fortunate enough to have been able to play for this club and win the trophy, and now I’ve been able to lead the team here and win the trophy as a coach. “It is special because it doesn’t happen too often.” However the Italian, who has transformed Chelsea’s season since taking over on an interim basis from Andre Villas-Boas in March, refused to entertain questions about whether he now expected to be permanently appointed. “It’s totally irrelevant just as it was irrelevant seven weeks ago,” Di Matteo said. “I’m very pleased with my position until the end of the season and at the time the boss will make his decision which will be the best for the club and we will respect it. “I’m very relaxed about it. And the players will be fine whoever is going to be here next season. It’s not an issue.” Di Matteo meanwhile heaped praise on his Chelsea side, who have the opportunity to crown their season with victory in the Champions League final against Bayern Munich on May 19. “I’m very happy for the players,” Di Matteo said. “We’ve had a difficult season and a lot of criticism and I think today the players responded to all the adversity that we have faced this season.” Di Matteo also hailed the way his side had defended against a ferocious Liverpool onslaught in the final half an hour after Carroll’s strike had given the Merseysiders hope of a remarkable comeback.

steeling themselves for one final assault on the Premier League at Newcastle on Sunday, where victory over the Magpies will leave them on the brink of the title. After trailing bitter rivals Manchester United by eight points less than a month ago, City took control of the title race at Eastlands this week with a gritty 1-0 win over Sir Alex Ferguson’s side. Two more wins, over Newcastle and at home to QPR, will see Roberto Mancini’s men pip United for the title, unless Ferguson’s team can make up an eight-goal disdvantage in goal difference. Yet Mancini insists City will not take anything for granted against a Newcastle side who are brimming with confidence after an impressive 2-0 win at Chelsea which kept alive their dreams of Champions League qualification.
