n a pathbreaking move that also has potential for misuse, the City police commissioner, Anurag Sharma, has directed all police stations in Hyderabad to make eve teasing a part of the check list the police will be using while issuing No Objection Certificates (NOC). This was decided after the commissioner held a conference with police officers in the light of 300 men being rounded up in an eight-day special drive against teasing recently. The commissioner believes that a stricter stance ought to be taken against this nuisance, especially because of the increasing number of crimes against women in the City. The police commissioner reportedly remarked that the issue went beyond mere teasing, as men posing as lovers often also take advantage of college girls. “We must stop this,” Sharma was quoted as saying. Accordingly, it was decided to deploy undercover policemen and policewomen in focal areas such as malls, bus stops, railway stations, cine-

ma halls and festival venues. Secunderabad, Park Lane, Cantonment, Jubilee bus stand, Begumpet, Punjagutta junction, Ameerpet, Khairatabad, Banjara Hills, Masab Tank, NMDC, Mehdipatnam and Vijaynagar Colony, Tolichowki, Moazamjahi Market, Nalgonda Crossroads, Chaderghat, Malakpet and Abids will have police personnel in plainclothes to patrol the area. When a person applies for a passport or a job, a police NOC is mandatory. At that time, the police plan to use this directive against youths who were caught harassing women in public. Some people have voiced fears that this directive may be misused by unscrupulous policemen. However, Akun Sabharwal, DCP (south zone), said, “I believe there will not be any misuse of this provision because the crime is registered under the IPC, which demands a cognisable offence and evidence. No policeman can whimsically register a case to spite anyone.” Meanwhile, the 300 caught for eveteasing have been released on personal bonds. But those caught henceforth face the danger of getting their NOC with a black blot.

Having clinched a bronze medal, Saina’s return was eagerly anticipated by family, friends and fans. However, thanks to the absence of any advance information of her homecoming, many fans and supporters missed her arrival at the airport. Her father, Harvir Singh Nehwal, was the only one from the family present as Saina’s elder sister will be reaching Hyderabad from Jalandhar tomorrow with their mother. However, scores of Harvir’s colleagues accompanied him to welcome his daughter. Brimming with delight and excitement at receiving his daughter, Harvir was discussing nothing but her feat at the Olympics. He shared his excitement with Postnoon while on his way to the airport.

“It has been a terrific experience. I am being escorted by my colleagues who have decided to give her a grand reception,” he said. Harvir is a scientist at the Directorate of Oilseeds Research, Hyderabad. “It is a very proud moment for me. I have been told that all the security arrangements have been made and we have been keeping track of her journey from London to Delhi to Hyderabad. Fans and supporters have already started gathering at our house in Gachibowli,” said Singh, while signing off. Saina, along with her coach P Gopichand, landed in the City around 12.30pm, from where they will proceed to attend a press meet at the Gopichand Badminton Academy in Gachibowli. Given that it is Ramzan, Harvir Singh says, “Of course we will be celebrating with biryani and haleem. I think she deserves it, considering that she has played one of the best games of her career in the tournament.”

One of the oldest markets on MG Road, General Bazaar, has been a favourite shopping destination for not only the women of Secunderabad but also for people visiting from the districts. Almost everything is available in this small lane connecting MG Road with RP Road. During the festive season, this lane is packed with shoppers from all over the City to buy a variety of goods at wholesale prices. A few years ago, General Bazaar was on the master plan, but the GHMC chose a better alternative for road widening, the Subash Road, which is yet to materialise. But some of the structures continue to be the underbelly of one of the oldest markets in Secunderabad, waiting to collapse at any time. Several of the buildings on the wider stretch towards the RP Road, continue to be an eyesore for authorities. But it appears that the GHMC is reluctant to evacuate people from the buildings. One of the buildings houses an age-old clinic that serves patients from public and private organisations. The doctor continues to live inside the building despite of its poor condition. “It would not be a big surprise, if the structure collapses,” notes M Satish, a businessman. Adjacent to the

building is another dilapidated one whose frontal portion seems to evacuated, but the rear portion houses a big jewellery shop. Exactly opposite to this on the General Bazaar road, is a big building that also appears to be in a poor condition. In most of these buildings, it is the tenants who do not want to disturb their business prospects by shifting.

STABLES IN THE PAST As the General Bazaar road narrows, there are several small old structures that have been converted into jewellery shops. “These were once stables, the people living in houses near the Jagannath Temple availed this structures as stables,” says Krishna, a businessman. According to him, these structures were occupied and later converted to suit their businesses. He directly blames

While acknowledging that the structure might have lost its strength over the years, he asks that if the GHMC does not consider the old buildings fit, then why did they increase the tax for these buildings as well? “I had to pay double the amount than what I was paying,” says Sandeep Karda. For another similar building close by, the owner points out that the structure is strong enough, as he had himself refurbished it. According to the shop owner, the building was made stronger by chipping away weak portions and replastering it with cement.

While the YSR Congress is organising protest programmes and raising public issues for consolidating its position, the TDP is trying to plug the holes in it’s fort. The political fight between the two parties began with the agitation by YSR Congress honorary president YS Vijayalakshmi on the issue of the weavers' problems in Karimnagar district on July 23. Realising that the agitation was a runaway success, the Telugu Desam convened a meeting of weaver community at its headquarters and announced its support for the BCs.

Ministry of Power and Central Electricity Authority (CEA) have projected a total investment requirement of `11,35,142 crore for the power sector during the 12th Plan period, which includes investment for generation capacity addition of about 1,00,000 MW. (Existing capacity is 1,64,508 MW). The overall share of thermal power in total installed generation capacity is likely to increase from 64 per cent (FY2010) to about 74 per cent by the end of 12th Plan. For instance, in Andhra Pradesh alone the government has planned to set up 107 coalbased thermal projects. Environmental activist Rathnam Janapareddy said, “In 2005, Andhra Pradesh government passed a GO 34 to set up the Industrial Coastal Corridor. Thereby, sanctioning 107 coalbased thermal power plants from Itchapuram to TADA spreading over an area of 972km of coast where 80 lakh fishermen live.” The conflict between devel-

As part of the coastal corridor project, East Coast Energy Pvt Limited was sanctioned 2,000 acres of land for the construction of 2,640MW of Kakarapalli coal-based thermal power project. The company has built a bund around the plant to raise the level of swamp, altering the natural drainage system, which led to floods destroying 10,000 acres of farm land last year. The secretariat of Ramsar Convention has issued an advisory to member countries to prevent any such degradation to protect the global climate. In Nellore district, within 5km of Krishnapatnam Port, the State has permitted a whopping 28,000MW of coal-based thermal generation capacity to come up! All around Krishnapatnam, these power projects will create a pollution cauldron. Assuming that these power plants will burn domestic and imported coals in the ratio 70:30, once they start operating, they will burn 400,000 tonnes of coal daily, spew out 141,000 tonnes of ash per day on the ground, into the water bodies and into the air, deposit 20,720 tonnes of sulphur per day and 15,000 tonnes of nitrogen into the air, in addition to many other toxins like mercury, arsenic, zinc and cadmium. A generation capacity of 28,000MW will drain 84 million cubic meters of water every day from the sea nearby and pump back large quantities of heat into the sea waters to destroy the marine resources! “These plants call for a large well-planned transmission system which is yet to get conceptualised. It shows how illplanned and ad hoc is the decision to permit such a large number of projects to come up concentrated in small localised areas,” Sarma stated. Environmentalist Suresh Heblikar states thermal plants could be used if sophisticated technologies are adopted. But, the equipment is expensive and the calorific value of coal in the country is not very efficient. Hence, the coal-based thermal power plants should be slowly phased out and moved to solar energy. In Germany, nearly 65 per cent of the energy generated is from solar and even China is slowly moving towards it.

Best Buy confirmed it had received Schulze's letter to the board requesting due diligence and outlining "an unsolicited, highly conditional indication of interest" in acquiring the shares. or the past decades, the country has largely been defined by surging economic growth. That growth is now declining. Consider the numbers. This year, Beijing expects GDP to expand by 7.6 per cent. That’s brisk by global standards, but lethargic for China, where the economy grew by more than 10 per cent for five years beginning in 2003. It peaked at a robust 14.2 per cent in 2007. Unemployment is low, workers are gaining power to negotiate, and wages are rising; they’re expected to triple between 2011 and 2017. In short, China’s greatest resource — its inexhaustible supply of cheap labor — has reached its limit. To put China’s changes in perspective, GlobalPost spoke with Ruchir Sharma, author of Breakout Nations, an insightful analysis of why some countries excel while others languish. Sharma is Morgan Stanley’s head of emerging market equities and global macro strategy. For years, analysts have bemoaned Chinese consumers’ relatively small contribution to economic demand. Will higher wages in China finally unleash the promise of the Chinese consumer, with all its hoped for benefits as a new engine of global growth or is this a myth? The case of the missing Chinese consumer is a myth. Consumption has already been growing in real terms, about 8 per cent per year for the past decade. The only reason why it looks like the Chinese consumer is suppressed is because the other drivers of the economy — exports and investment — have been running at an even faster pace. So there’s an appearance that 8 per cent consumption growth in real terms is a bit slow. With wage increases, Chinese consumption can continue to grow at about 8 per cent. Consumption will rise as a share of GDP, as export and investment growth slows down.

Consumption never grows faster than 8 per cent in any country. Even in the economies of Japan, Taiwan and Korea — at the peak of their booms — consumption never topped 8 per cent annually. Beijing is struggling with a relatively rocky leadership change. Are there reforms that the new leadership should embrace that would further help China grow? And are they likely to embrace them? The most important thing — which I think they’re already doing but that they could do better — is to realise that the days when China could grow at double digits are over. Even 8 per cent growth is not very feasible any more just because the law of large numbers has caught up with China. Its base is very large, and its per capita income is about $6,000. China is now a middle-aged country, and the growth rate needs to be adjusted accordingly. On China’s development stage facing a middle income trap — in which an inability to innovate blocks them from rising to the ranks of a rich country. Do you think China can surmount this challenge? China still has some way to go before it faces that. The problem with a middle income trap is that you don’t quite know where it hits you. Some countries have stalled when they achieve a per capita income just 10 per cent the size of the US — that would mean $4,000 to $5,000. Some economies stall at a per capita income level of up to $16,000. Currently, a middle income trap is not my base case of China. It would really be the worst case scenario. It would mean that China would not be able to grow much at all, and that would be a troubling outcome for the global economy.

2,389 projects sanctioned for 9,070 km rural roads in Bihar Patna The Centre has sanctioned 2,389 projects under the Integrated Action Plan for construction of 9,070 km of road at an estimated cost of `3,387 crore in rural Bihar to mitigate the impact of Naxal insurgency. Rural Works minister Bhim Singh said that rural road projects with a specific objective to build infrastructure in Naxal-affected districts had been sanctioned in phased manner over the past two years ever since the IAP was launched in 2010-11.

Gyms help train an individual to keep the body fit, but for those working in IT industry, there has to be proper training as per their work culture and the

martial arts meets their requirements and boosts their self-confidence, says an expert in MuayThai, a martial art form of Thailand. “Practising regular exercises would not help the body to stay fit, there has to be training as per their body and most importantly their work culture”, All India Pro-Muaythai and Mixed Martial Art Association founder-president J Keshav said. Normally techies work more

than 12 hours a day in one place and hence require more than exercises to overcome the stress, he told PTI. Keshav, who has been teaching Muaythai and other forms of martial arts for the last 25 years here, said increasing number of IT professionals were attending his courses. The objective of the programmes offered by his association is to equip participants in practical self-defence techniques and fighting skills and develop mental strength that can be readily utilised when there was a need, Keshav, who has also trained some film artistes, said. “Martial arts not only helps them to stay fit but also trains them to develop self-confidence. So far I would have trained about 5,000 people. Most of them

work in the IT companies situated on the IT Corridor,” Keshav said. Kavitha Viswanath, 28, an employee of a leading software firm here, attends muaythai boxing classes two days every week. “I was a bit reluctant to join in the beginning, since I wasn’t sure of what I was getting into. But now, after a few classes, I think this is an amazing sport,” she said. Keshav said the association offered special course for women. “We offer special self defence courses for women, teaching techniques aimed at avoiding or combating any type of physical confrontation. Most of the women come to us to learn selfdefence techniques and some to stay fit.” Keshav, who also offers customised packages for children, said by practising martial art, children develop good manners, eye contact, and public speaking skills. Emu farming spreads wings in Himachal PALAMPUR: It is a poultry bird that does not fly but ensures a steady income. Now a second emu-rearing farm has come up in Himachal Pradesh. Ever since the farm was set up in this town in Kangra district in May, it has become a centre of attraction for young and progressive farmers looking for diversification. “We started an emu farm with 10 birds. All are in the breeding stage,” Sanjeevan Sharma, a young computer engineer, told IANS. He said he and his advocate friend Arvind Awasthi started the farm with `4 lakh. The state’s first emu farm is in Solan district. Ashish Naval, who set it up

almost one and a half years ago, said rearing emu is a highly remunerative meat-processing industry. Naval, who now has more than 30 emu farms across the country with more than 2,000 pairs, said one caretaker can easily handle more than 100 emu pairs. “For 20 pairs, a 500 sq. ft. area is enough. If a farm is hatching chicks and selling breeding birds, in the first year the entrepreneur can recover 90 percent of the project cost.” He said a three-month-old pair easily fetches `10,000, whereas the egg costs around `1,000. “In economic terms, the return is 10 times more with just

A megaresort dedicated to entertainment and business conferences, it would include 12 hotels, six casinos and three golf courses spread across 2,000 acres — the biggest urban development project in Spain since the 1992 Olympics. The main hook: EuroVegas would create up to 250,000 jobs in a country where almost 6 million people, up to a quarter of the workforce, are unemployed. At least that was the pitch until the projected number fell to 14,000 when the company’s directors visited Spain in June, when they also announced a drop in investment from $21 billion to $7.3 billion, two-thirds of which would have to come from Spanish banks. n September 2001, members of Al Qaeda — a fringe group within a fringe group and with grandiose visions of its own importance — managed, largely because of luck, to pull off a risky terrorist act that became the most destructive in history. Yet the United States has been reluctant to maintain that such a monumental event could have been carried out by a fundamentally trivial group, and it has greatly inflated Al Qaeda’s importance. Some seasoned professionals even maintain that the tiny group presents an “existential” threat to the very survival of the US. As a result, the US reaction to the attacks of Sept. 11 has been massively disproportionate to the threat that Al Qaeda has actually presented, either as an international menace or an inspiration to homegrown amateurs. Trillions of dollars have been expended and tens of thousands of lives have been snuffed out in distant wars in a frantic, ill-conceived effort to react to an event that, however tragic and dramatic, was not ultimately of far-reaching significance. A standard cost-benefit analysis suggests that enhanced US

domestic expenditures on homeland security since 9/11 would have to prevent one large attack per day to be cost effective. In fact, terrorists have been unable to detonate even a primitive bomb in the US since Sept. 11, and they have killed only a handful of people by gunfire. The chance that an American will perish at the hands of a terrorist at present rates is 1 in 3.5 million per year. And extremist Islamist terrorism worldwide has claimed 200400 lives per year outside war zones, which although tragic and regrettable, amounts to the yearly number of bathtub drownings in the United States. Meanwhile, beyond uniting the world against its violent jihad, Al Qaeda central has done little except issue self-infatuated threats. Material seized when Osama bin Laden was killed last year reveals that its members have been primarily occupied with dodging drones, complaining about the lack of funds, and watching a lot of pornography. The common extrapolation that terrorists could construct a nuclear bomb because they were able, mostly by thuggish means, to crash airplanes into buildings reflects how delusional and exaggerated the US perception of the Al Qaeda threat is. Although the thousands upon thousands of Al Qaeda operatives once thought to be

flourishing in the United States proved to be nonexistent, the quest to make that delusion more closely fit reality has impelled a massive expansion of domestic policing. As part of this, the FBI receives more than 5,000 “threats” a day. Only a tiny number of these have led to terrorism arrests, but the FBI continues to follow up all of them — some in the Bureau call “ghost chasing.” If Sept. 11 was an aberration rather than a harbinger, anxieties in the US about terrorism should be receding. Yet 35 to 40 per cent of Americans continue to profess worry, even after the death of bin Laden, that they or a family member might become a victim of terrorism. The peculiar trauma of the Sept. 11 attacks as well as the perception that Muslim

extremist terrorists are out to kill as many people as possible may be fueling this anxiety. In addition, US government officials continue to stoke fear, emphasizing what failed terrorist plotters had hoped to do instead of what they were realistically likely to have done. Yet official alarmism has tapered off in recent years, and warnings that the country must brace itself for a large imminent attack are now rarely heard. Policymakers and the media now tend to respond to the fears of the public rather than create them. Americans seem to have internalized their anxiety. A fundamental reassessment of the problem therefore seems unlikely, and the terrorism delusion may accordingly prove to be perpetual. GLOBAL POST

BLACKBERRY THUMB Blackberry thumb usually refers to a type of injury that occurs due to excessive use of the thumb for using mobile phones and computers. The condition is also known as cell phone thumb. The symptoms for Blackberry thumb include a throbbing pain in the wrist or the thumb. Dr Chandran Gnanamuthu, consultant neurologist, Fortis Hospital, Bangalore says, “This may occur when the nerves on either sides of the thumb get compressed.” In order to prevent Blackberry thumb, it is advised that one takes a break while texting. Exercising and relaxing the fingers is also advised.

TECH NECK Tech neck refers to a condition represented by soreness in the neck. Dr Amitava Ray, consultant neurosurgeon, Apollo Hospital, Hyderabad, says, ”Tech neck occurs when you sit in front of the computer for a long period of time. The body has not been designed for a sedentary lifestyle, thus sitting for prolonged periods may cause a spasm that goes down the neck till the hand.” In order to prevent tech neck, Dr Ray suggests that one works on one’s posture (do not slouch) and the computer be placed at eye level.

Scientists developing anti-malaria shot SYDNEY: Australian researchers have made a major breakthrough in the quest for a vaccine against malaria, which snuffs out a million lives every year, particularly of children. The findings show that people who develop immunity to malaria develop antibodies that primarily target a protein known as PfEMP1, which is produced by Plasmodium falciparum, causing most cases of malaria. James Beeson, professor and senior study author at the Burnet Institute, Australia’s largest virology and communicable disease research centre, said that these findings are a major advance towards developing an effective vac-

Chemotherapy can backfire and worsen cancer: Study

espite its life-saving qualities, chemotherapy has long had a nasty reputation, known as a necessary poison for people suffering from cancer. But in some cases, chemotherapy is so damaging that it may even backfire and make the cancer worse, a new study has found. The study, published in Nature Medicine, found that chemotherapy causes damage to healthy cells, which triggers them secrete a protein that actually sustains tumor growth, Cancer UK reported. The researchers made the finding while trying to figure out a major mystery: why are cancer cells are so easy to kill in a lab, but so difficult to kill in the human body? The findings were “completely unexpected,” researchers told AFP. In cancer treatment, tumors often respond well at first, only to rapidly regrow and become resistant to chemotherapy later on, AFP reported. “Our results indicate that damage responses in benign cells... may directly contribute to enhanced tumor growth kinetics,” the research team wrote. A solution to this problem would be chemotherapy that is better at targeting cancer cells and avoiding healthy cells. Previous research has found that chemotherapy can also cause brain damage. NEW ‘SPRAY-ON SKIN’ HEALS ULCERS FASTER: STUDY LONDON: A ‘spray-on skin’ can speed up healing of chronic ulcers by 50 per cent, a new study suggests. The spray quickly healed venous leg ulcers (the most common type) and improved the chances of wound closure in 228 patients. Those receiving the most effective dosage were 52

per cent more likely to see their ulcer clear up after three months than untreated patients. They also experienced a 16 per cent greater reduction in wound area after seven days. In addition, the treatment helped wounds to close 21 days earlier, medical journal Lancet reports. Herbert Slade, study co-

author from Healthpoint Biotherapeutics in Fort Worth, Texas, US, said: “The treatment we tested in this study has the potential to vastly improve recovery times and overall recovery from leg ulcers without the need for a skin graft.” People with restricted movement, obese individuals and

He would have to perform a chasing scene in the dark and narrow areas of Mumbai, for which he wants to learn to ride a bullet so that he can carry off the scene with absolute perfection. It took him about a week to handle a heavy duty 500 cc of the bullet. Imran learnt to ride this bullet in Film City. SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.
