Consumers to get better power supply

he State energy department has issued instructions to power utilities to take all possible steps to provide better power to all categories of consumers to the maximum extent possible, with a special focus of agricultural and industrial sectors. This comes after the decision of the Union government to restore natural gas supply to Andhra Pradesh and maintain status quo which will not affect 400 MW power generation in the State at this juncture. While discussing the recent events in the power sector in the context of the Union government’s decision, Mrutyunjay Sahoo, energy principal secretary, along with Hiralal Samariya, APTransco CMD, and K Vijayanand, APGenco MD, directed the utilities to maintain strict grid discipline, maximize generation to optimum levels by expediting ongoing generation projects, encourage renewable energy sources such as solar and wind, reduction of T&D losses to less than 15 per cent, apart from ensuring seven hours’ power supply to agricultural sector. 58 RTC depots rake in profit

n the last quarter, 58 Andhra Pradesh State Road Transport Corporation (APSRTC) depots have registered profits and recorded a 75-80 per cent Occupancy Rate (OR). The RTC has registered a revenue of `130 crore in the first week of August itself, which is `27 crore more than the corresponding period last year. “There is a chance of increasing the OR by two per cent more if the management and staff work in a continued positive spirit,” said AK Khan, MD, APSTRTC. ment of the staff in controlling the operational cost had produced the salutary effect. On the path of self-sustenance now are 73 depots which recorded profits, as compared to 15 depots until recently. This means that 58 depots which recorded losses are on the turn. The first week of August has shown more positive signs, recording a `3 increase per day on an average. “We have chalked

out a strategy to bring the RTC out of losses to a profit mode. Within four to five years, we shall be able to stabilize the corporation,” said the managing director. The transport corporation, which is continuing its special drive on fake passes, has conducted 1,990 checks. With seven squads already on field, the corporation will be doubling or tripling the number within a few days. “Once a criminal case is booked, the entire career of a person, who may be a student or an employee, will be in jeopardy. Therefore, if anyone is found indulging in these practices, stringent action will be taken,” warned Khan.

“T

he structure may fall at any time and it’s very risky to work under this roof,” complains a policeman on duty at Ramgopalpet police station. More than a century old and declared as a heritage structure, the Ramgopalpet police station building is in a sorry state. Around 10 days ago, a huge mound encasing the clock came crashing down, damaging the barrier wall. The wooden beams that support the roof in the upper floor of the building are

Owing to the constant exposure to moisture during the rains, the roof appears to be in poor condition and water seeps in often. “Look how the wooden framework is corroded and water droplets seep in whenever it rains,” said one of the old staffers. The police station has

around 80 personnel, ranging from inspector to constable but excluding Home Guards. The policemen have been asking that the station be shifted to another building, but are not getting the cooperation required from higher authorities. According to sources, proposals were in place to shift the police station to near the fire station on SD Road, one-and-a-half kilometres away. However, nothing has been done yet. “It is said that the police station might be shifted only after some untoward incident takes place,” said a worried officer. Built with sand and lime, the Ramgopalpet police station

building was donated by Dewan Bahadur Seth Ramgopal to the government. Earlier, it was known as James Street police station. It was a landmark then and now. Some cursory repairs were carried out recently, but they are not likely to save the structure. With such a rich history, there was also a proposal to turn it to a museum once the police station was shifted to some other location. But now, even shifting the police station has been put on the back burner. “This structure is in danger of falling apart. Housing anything would risky, be it a museum or anything,” said a cop. The building reflects the laxity and lack of concern of the home ministry, say policemen. “What purpose will it serve when the police station is shifted after some lives are lost? Who needs ex-gratia or sympathy of the CM, who may appear on the scene after some accident occurs,” a policeman lamented. Spread over an area of around 500 yards, the structure cannot be touched by the municipal authorities, even if it is for road widening. It was granted ‘heritage structure’ status several years ago. But compared to Old Jail, this structure is weak as it does not have a single stone in it. Meanwhile, the authority which accorded the building its heritage status is not aware of the ground realities. M Vedakumar of the Heritage Committee believes that the structure is intact. “Any historic structure which is intact will be accorded heritage status. The Ramgopalpet police station also comes under this category. As per the norms, the structure can house a police station or a museum,” said Vedakumar, who is also the co-convenor of INTACH.

I

t is a known fact that in politics, strategies help parties achieve their goals. The State government seems to have achieved the same feat when it came to the issue of the controversial fee reimbursement scheme, which has been rocking the State since the SC judgement on August 1. The apex court had set aside the request of the government to maintain status quo. The existing system following the AP High Court order which had directed the State to implement a uniform fee structure. The verdict of the SC put an additional burden of `486 crore on the State which is already spending `3,500 crore on the scheme benefitting about 26 lakh students. Reacting to the orders of the apex court and with an aim to get rid of the fresh burden, the CM had constituted a highlevel committee of experts as the

fee reimbursement scheme being implemented by the State since the last few years will further drain its coffers. Apart from the experts committee, a sub-committee of a group of ministers was also constituted by the CM.

The cabinet sub-committee headed by the social welfare minister Pitani Satyanarayana strategically leaked information of the discussions of its meeting and announced that the State would not bear the burden being thrust onto it in the wake of the

SC verdict and said that the BC students should bear the increasing burden of `20,000. This statement of the minister led to a huge outcry across the State with opposition parties and student unions taking to the roads and demanding that the State withdraws its proposed decision. The announcement also forced TDP president N Chandrababu Naidu to stage a dharna at KBR Park on Wednesday and court arrest once again. Gauging the pulse of the students and political parties, the State immediately did a U-turn on its proposed decision and came up with another one on regulating private colleges. The idea is to convince the colleges to accept the existing fee structure instead of fighting for a uniform fee structure. Fifth State Science Congress to be held

he Common Proficiency Test, the first level to clear the chartered accountant (CA) entrance degree, has been scrapped for graduates and post-graduates. This new rule is effective from August 1, 2012. Only intermediate students need to write CPT, while others can directly begin with intermediate and finals. Most CA students in Hyderabad are happy about this move. This system was earlier practised, but the Institute of Chartered Accountants of India (ICAI) had quashed it five years ago, making it mandatory for all to clear the CPT. “It’s a very good idea and works in favour of the students. CPT and B.Com syllabi are the same, so it’s a waste of time repeating it. I am now shifting to the new pattern as it saves my articleship period. In this new format, we can take final exams as early as we can. This is a great advantage for graduates,” said Divya Bharathi, a CA student. CPT is an objective-type exam and has negative marking. Students believe that due to the negative marking, they are losing out on points and failing in exams. If a student fails, he needs to wait for six months and register again. “CPT is objective and one

cannot be judged on the basis of an objective exam. Other CA exams are subjective. I always felt CPT was not necessary,” said Nidhi Newatia, who just finished her CA and needs to register as a working professional. On the other hand, a few students also believe that this is not a great idea as the CPT forms a base to study CA. “Though CPT is a little difficult, it’s the foundation stone. Unless and until one is strong on the basics, one cannot study the further stages of CA. Moreover, this is the basic, so one can assess if one has the potential to study CA or not,” said Aishwarya Subramanian, a CA student. Varun Jain, a teacher from a leading CA coaching centre, said, “It’s a great move and it saves a lot of time. It is a good chance for students who did not clear CPT after class XII. This will also encourage more students to apply. However, the demand for CAs in the Indian

market is very less as compared to the supply. Around 10,000 CAs passed out last year, while there is no demand for so many as our market is not great.” Of late, corporate colleges have started training their commerce board students for CPT. So clearing CPT is no longer a rocket science. “Now that this system is relaxed, students from rural backgrounds will benefit the most. Most often, they don’t clear the entrance as they don’t get the right guidance. Now, with the old system back, they can directly start articleship. This will help us as we get an extra hand at work. “The earlier system was a better professional approach because students were to do three-year articleship before they appear for inters and finals. This gave professional training to students and when they clear finals, they will be ready for the career. Now, students will have to simultaneously write exams and do articleship, which puts a lot of pressure on them. For the uninitiated, articling is mandatory before one appears for finals,” says Sujith Nair, finance manager of a global service provider company and member of ICAI. “Yes, the new system willstress students a lot. he past many efforts of the HMDA to dispose off its 42 plots within its jurisdiction finally bore fruit on Wednesday. The novel method of e-auction ended in the sale of 36 plots bringing to its kitty `125 crore. The highest amount was fetched by Nandagiri Hills. The auction held through both sealed tenders and online bidding was attended by a large number of buyers who were enthusi-

astic about the sale. While six plots, Miyapur C-4, Nallagandla 588/2, Nallagandla 594/A, Nallagandla 588/6, RC Puram 137, Tellapur 147 failed to get any bids, the remaining 36 plots were all sold, each above an average price of `35 lakh rupees. The highest bid amount went in favour of the Nandagiri plot layouts, which filled the departments coffers with a whopping `85 crore. Although the department predicted a total of `130 crore turnover from the auction, the actual amount neared

`125 crore, which is a little over the estimated value of `124 crores for the plots. Evincing elation over the positive response, metropolitan commissioner Neerabh Kumar Prasad said, “We are happy to have received such a positive response. The funds raised through this project will be used exclusively by the HMDA in clearing off the much awaited Kukatpally RoB and the many incomplete works on the PVNR Expressway.” The fate of the remaining six plots is yet to be seen though officials are positive about their

But almost all Rohingya are seen by the government as dark-skinned intruders from Bangladesh that must be eventually forced out. The Rohingya contend that they know no other home but Myanmar. “They cannot expel us. We’re not going to America or London or wherever,” said Maung Kyaw Nu, president of the Burmese Rohingya Association of Thailand. “I love my country, I love my forefathers, and we are glorious citizens of that land. We want to live in peaceful coexistence.” “Thein Sein, who is he? Are his forefathers from China?” he said. “If so, should he go back there?” There is a fundamental obstacle to purging Myanmar of the Rohingya: No other country wants to receive them en masse. Many Rohingya who’ve recently fled to Bangladesh have been pushed back by border guards. Those who’ve slipped through add numbers to the roughly 300,000 who live a bleak existence in crowded refugee camps. “Bangladesh is already an overpopulated country,” said Sheikh Hasina, Bangladesh’s premier, in a recent Al-Jazeera interview. Cops leave no stone unturned in Geetika case NEW DELHI: Delhi Police Thursday continued raids on the offices and homes of former Haryana minister Gopal Goyal Kanda in the suicide case of former flight attendant Geetika Sharma. Kanda, whose properties in Gurgaon, Faridabad and Delhi were raided, is still absconding His associate Aruna Chaddha, who was arrested Wednesday, would be produced before a court Thursday, police said. While Kanda failed to show up for questioning, Chaddha, an employee of the now defunct MDLR Airlines owned by Kanda, was taken into custody. “We are continuing with our raids at his homes, offices and all other possible hideouts,” Deputy Commissioner of Police P. Charges of criminal intimidation were Tuesday slapped on Kanda and he was summoned for questioning over the death of his former employee Geetika, whose body was found hanging at her house. India stays strong in medicinal plants trade

NEW DELHI: India continues to be ranked the world’s second largest exporter of medicinal plants after China as the trade in herbals registered around 137 percent growth in last five years, an official said Wednesday. According to the Department of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoepathy (AYUSH), India has 5,662 varieties of medicinal plants and of these trading takes place in 460, while 178 are exported in huge quantities (over 100 metric tonnes per year). The department is part of the union health ministry and works to propagate Indian systems of medicine. “India ranks second in the world after China in export of medicinal plants. The global trade of medicinal plants stands at $7,592 million in 2011, and of these China and India’s share was around $1,329 million and $790 million respectively,” Anil Kumar, secretary (AYUSH), told reporters. India has registered a growth of 137 percent in export of medicinal plants in global market from Rs.554 crore in 2005-06 to Rs.1,318 crore in 2010-11. Several schemes have been initiated to maintain the growth of herbal exports. The department has taken several steps to deal with the quality control issues of Ayurveda, Unani, Siddha and Homoepathy drugs in India. “These include notification of the shelf life for drugs, amendment in labelling and licensing provisions and initiating action for setting up of a more effective central regulatory mechanism,” Kumar said. NEW DELHI: Pakistan’s shadowy Inter-Services Intelligence (ISI) agency has an annual budget of $300-400 million and despite drastic reductions in personnel “is now assumed (to have a) base strength of approximately 4,000 (people)”, says German scholar Hein Kiessling. Kiessling, who represented the Hanns-Seidel-Foundation (Munich) in Pakistan from 1989 to 2002, has written this in a collection of essays in “Revisiting Contemporary South Asia” (Pentagon Press). The (real) ISI budget is top secret, only a few people know the figure,” he says. “In fact officially the ISI budget today is between $300 and 400 million. The personnel strength of ISI has also been a secret, he says. “During Zia-ul Haq’s tenure it was estimated to be 20,000 men. In the 1990s and in the new millennium there were drastic reductions in personnel. “Therefore, it is now assumed that ISI’s base strength is approximately 4,000. Higher estimates often encountered in literature and the press are grossly exaggerated.”

According to the author, changes in personnel policies came out in 2009 under the command of Pakistan Army chief General Ashfaq Parvez Kayani. “Today with the exception of six-seven two-star generals, the military personnel in ISI come from the Intelligence Corps of the army — a move that serves towards the professionalism of the service. “A military-ISI staff member starts his career as a cadet in combat arms, not in the medical or engineering services. “After completing basic training comes an intelligence

exam. The successful candidate goes on to become an officer in the Intelligence Corps, where he goes through additional courses,” Kiessling says. The book says that about five percent of the ISI personnel are formerly from the military on a contract basis. Approximately 45 per cent are from the military. Today, ISI has 50 per cent of civilian staff members, who need to have “political knowledge (current affairs), English and analytical skills”. It says: “Today the ISI is one of the most active and best intelligence services in Asia. “It is controlled and efficiently run — there is no ISI within the ISI. Although officially the Internal Cell was declared closed, it still exists. The ISI is the eyes and ears of the military. The military forces see themselves as guardians of Pakistan’s survival. Therefore, it is very unlikely that the Internal Cell was closed.” The author says that ISI has again intensified involvement in “Azad Kashmir” (Pakistan-administered Kashmir).

Swaths of Chile are suffering from an “intense and prolonged” drought that has parched the land and sapped water supplies in the South American country, Chile's Agriculture Ministry says. The ministry says 10 “comunas,” or districts, in Chile’s central Coquimbo region have become “catastrophe areas.” A rain shortage has caused a state of emergency in nearly one-third of the country’s comunas, French news agency AFP reports. The government plans to funnel some $140 million in aid to the hard-hit areas. The drought is hurting crops, cattle, mining and power supplies, and populations in stricken areas need the aid badly, Agriculture Minister Luis Mayol said. For towns in the United States and Mexico suffering a record drought, those sentiments are painfully familiar. Markets and consumers are bracing for a new crop production report from the US Agriculture Department, due out Friday, but farmers already know most of the bad news. lmost everyone we know has one. Most of us can’t imagine a life without it. For future generations, they won’t be able to imagine a world without it – I am talking about, of course, the mobile (cell) phone. Think back to 10 years ago and how most of us didn’t have a cell phone, or our lives weren’t dependent on one. Today, you forget your cell phone at home or the battery has been depleted and you find yourself frantically trying to rectify the situation. The first cell phone "The brick", made by Motorola, weighed 2 pounds, offered just a half-hour of talk time for every recharging and sold for $3,995 (`220,000), and the only thing it could do was make a call that would cost about $3.00 (`150) a minute. Today’s cell phones options, especially with the apps, are almost endless. Some of the features currently available are music player, watch videos, instant messaging with voice/picture/video, browse the internet, talk to your phone (Siri), longer talk times, touch screen and of course, probably

one of the best (and worst) options – the alarm clock. Just the thought of having a portable communication device such a cell phone was amazing that the thought of being able to update your Facebook status while checking your email and reading the latest headlines on Postnoon.com was something most of us couldn’t possibly think of. With technology advancing at the rate it is we keep asking ourselves, “What will they think of next?” Well I have couple of suggestions of things I’d like to see incorporated into a cell phone: 1 Talk back feature – while Siri on iPhone can already respond, its responses are preprogrammed. I would like a

If I’m in the mood for pizza topped with chocolate sauce and served with coffee, my trusty phone should be able to accommodate that. 4 Telekinesis – my phone will give me the ability to move objects with my mind. So if I’m sitting on the sofa watching old Amitabh Bhachan movies and someone is at the door, my phone will allow me to open my door without having to get up. 5 Magic carpet ride – I can hold my phone, program my destination and it will fly me there, as long as it has enough battery life. 6 Wake me up – I know it already has an alarm clock, but I’m talking about the phone physically flying over and hitting you in the face or throwing water on you if you don’t wake up on time. There are other options I can think of for my phone, however this being a respectable family newspaper, I can’t write about them. Oh yes, one more thing, I’d like my phone to make a decent call where I’m not yelling, “CAN YOU HEAR ME NOW!?”

hen Sunny Leone descended on the city on Wednesday, it was only fair to expect some hullabaloo from the moral police in the city. Yet they weren't there. Did they not find Sunny Leone as the personification of everything they stand against, or have they accorded her the respect entitled to an artist after her foray into Bollywood? On Valentine’s day, vandals and perverts in the guise of moralists would unleash their repressed frustration, preying on innocent teenage couples who hang out in parks or malls — getting them married or calling up their parents, or binding them forever as brother and sister with a rakhi. Not a whimper of protest was heard from them yesterday when Sunny Leone had come. Perhaps it’s just base opportunism, or perhaps they figured that there’s nothing to be got from being a nuisance at the moment. Or is western pornography considered an artform by the guardians of ‘Indianess’ ? The latter seems more likely.

That ‘70s show

A

t some point in television history, safe enough to say around the time we met Adrian Monk, damaged goods became the new cool. It wasn't enough to have a top-rate sleuth, an eccentric genius, a (former) criminal mastermind teaming up with law enforcement to solve crimes. No, the protagonist had to be as sick as he was smart, had to fight as hard against his personal demons as he did the bad guys. So we saw them, and liked them, in everything from Numb3rs, Mentalist, Psych, Dexter, Luther to Hit and Miss. Perception follows the muchtreaded route to arrive at the same destination as its predecessors, a little too late and with little fanfare. From what we gathered from the pilot, safe to say its plot is threadbare. Renowned neuroscientist, author, Dr Daniel Pierce (Eric Mc Cormack) is the eccentric but brilliant professor of neuroscience at an unnamed Chicago university. Oh, and he's a fullfledged schizophrenic. As long as he sticks to his routine, helped by a teaching assistant-cumnanny, Max Lewicki (Arjay Smith), solve crosswords and listen to classical music (on a cassette player), he's fine. But trouble comes in the form of FBI agent, former student and (most definitely loveinterest-to-be) Kate Moretti (Rachael Leigh Cook), who

Unless the makers bring some drastic action to the show, Perception is likely to remain one among an umpteen number of cop shows.

Dr Minhaj Nasirabadi, consultant psychiatrist, Apollo Hospital, Hyderabad, says, “What differentiates regular stress from chronic stress is that in regular stress once the situation has passed, the stress is relieved. On the other hand in chronic stress it is ongoing stress that may occur for long periods. Chronic stress is quite common nowadays. At least 20 per cent of the cases are symptoms due to chronic stress.” Dr Roshan Jain, senior consultant psychiatrist, Apollo Hospital, Bangalore, says, “Stress is a physiological and psychological reaction to the demands of life. Stress is an unavoidable part of life. A certain amount of stress is required as it helps our mind to be mentally prepared. Vaccine can save lives

In India, in spite of its high incidence of cervical cancer patients are yet to open up to the vaccine against HPV which causes the cancer. NEW DELHI: India, where over 70,000 women die of cervical cancer every year, should opt for preventive vaccination against the Human Papillomavirus (HPV) that causes the disease as this would go a long way in preventing its spread, health experts say. Gerard Wain of the Westmead Hospital in New South Wales said that India, with its high incidence of cervical cancer, should opt for the HPV preventive vaccine that is administered free to young girls and women aged 12-26 in Australia. “The free vaccination was launched in 2007 in Australia and 85 percent of those vaccinated have shown improvement,” Wain, director of the hospital’s Gynaecological Oncology Unit, told IANS. “The vaccine programme has been very effective and successful and the results have shown dramatic reduction in genital warts, which is the initial manifestation of the HPV infection. Cancer develops in 10-20 years if left untreated,” said the specialist, who has been invited to India by the capital’s Sir Ganga Ram Hospital. In India, cervical cancer is a “huge public health problem” and the vaccine “seems to be a very significant way to prevent the disease”, Wain said, adding that the vaccine has been approved by the US Food and Drug Administration and in Europe. It is “disappointing that India is not adopting it”, Wain said. Anupam Sachdeva, a senior oncologist at Sir Ganga Ram Hospital, said cervical cancer is the biggest killer among women compared to breast cancer. Sachdeva, who is head and Senior Consultant Pediatric Hematology Oncology, Bone Marrow and Stem Cell Transplant Unit at the premier hospital, told IANS that India accounts for over 26 percent of cervical cancer deaths world-

Tubectomy, hysterectomy are different Why is a hysterectomy performed? Is it an elective surgery to prevent further pregnancies? Most women are confused by this procedure. Hysterectomy is the removal of the uterus, which is done for any condition that causes either pain or heavy bleeding, it could be dysfunctional bleeding, fibroids or conditions like adenomyosis, and cervical and uterine cancers. Hysterectomy is a major surgery, involving a 2-3 day hospital stay, depending on whether it was by laparoscopy and the general condition of the patient. It takes about six weeks for complete recovery. But this is not the surgery if contraception is all you want. It is like taking out a water tank when you can just close the tap! Tubectomy is the name of the procedure for preventing pregnancy. It is the process wherein the fallopian tubes are tied or cut to prevent further conception. This is relatively simple and mostly done laparoscopically. It also involves anaesthesia, but is a day procedure. One week’s rest is usually enough. It is also done during Caesarean sections, but is generally not advisable to do until the youngest child is at least 2 years and immunisation is complete. Sometimes, doctors can be pressurised by patients and their families, to do the procedure simply to ‘save’ another hospitalisation later and the hassle of using pills or condoms. But always remember, tubectomy is a permanent procedure and it is advisable not to do anything permanent in a hurry! Medical terms and procedures can be confusing, and sometimes it is better to ask and clarify instead of demanding something you can’t undo. SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

That is one of the questions arising from a new probe which says elite athletes who have to travel very long distances are nearly three times likelier to fall ill than when they play at home. “What the results of this study emphasize is home advantage,” says the lead author of the study, Professor Martin Schwellnus at the University of Cape Town in South Africa. “You have a healthier team when you are at home as opposed to when you are travelling, and so that can and must contribute to the performance eventually.” Schwellnus analysed cases of illness recorded among eight teams which took part in the 2010 Super 14 rugby tournament New Zealand and South Africa.
