he sensational case of a Gujarati youth marrying a Telugu girl and the latter after a while lodging a complaint against him for fraudulent marriage has turned out to be phony. The police team from RR district that visited many parts of Gujarat and camped in several places brought out startling revelations which included how the dwindling female population is driving boys to AP where the sex ratio is still not as bad. Last month, a girl from Tandur mandal of RR district
claimed to be a minor and married to a Gujarati boy. She and her mother of Indiranagar colony in Tandur told SP, RR district, D Rajkumari that a man Dinesh from Latur had posed as a rich boy from Gujarat and had offered to marry her. But after marriage when she went to his home she found he had a wife and kids. She also alleged that their attempt was to initiate her into flesh trade and she managed to run away. When the SP heard of marriages taking place between men from Gujarat and women in RR district, sent an 8member team under inspector,Tandur, M Srinivas. The team visited Latur,
Rajkot, Jamnagar, Salaya, Dwaraka and camped in all these places meeting those who have come from AP. They found many Telugu girls are married into Gujarati families and are living happily. Srinivas personally spoke to many Telugu girls and found that they were treated very well and are content. “They said they are treated with love and respect in their in-laws home.” The police team is currently preparing its report for the SP. The police also found the Tandur girl’s claim false. Dinesh, currently in a Hyderabad jail, does not have another wife. Nor did he have any link with the
flesh trade. The police team met Dinesh’s parents and found that they are innocent and had never ill-treated the girl. Dy SP, G Udaykumar, said the girl had misled the police and told them that she was a minor. “I am innocent and I do not have another wife. Laxmi is my wife. I came in search of a girl because in my native place dowry is given to the girl’s parents and we can’t afford it. On the contrary, girls’ parents pay dowry to boys in AP,” Dinesh is said to have told police. Police have now summoned the girl and her mother to know why a false complaint was lodged.

he transport ministry’s decision to permit 20,000 new autos in the City has caused an uproar among civil societies and political parties. This sudden generosity of the ministry towards the autorickshaw community has left people questioning its feasibility and the adverse effects it will have on the City’s environment. Until November 2011, the government decided to cap the number of LPG-run autos at 77,035 in the City. When the State government relaxed the ban on new permits shortly after, 3,500 autorickshaw permits were sanctioned. In addition to the 20,000 new permits, about 322 autos running on temporary registrations since 2011 have been permitted to ply. Currently, over 77,357 autos ply on City roads and with the new permit, the number is slated to reach 97,357. Here too, reservations have been kind to the BC, SC/ST and the minority communities with 4,000, 2,000 and 1,000 permits reserved for them respectively. However, the state of infrastructure in the City has gone from bad to worse, with road expansion and road maintenance works going at a slow pace. The much hyped City beautification project has failed to show any great results so far. Moreover, whimsical decisions such as these cannot be cleared until prior consultation with the Pollution Control Board and their consent over this matter is not taken. So has the transport minister taken any of these steps? Transport minister Botsa

Botsa Satyanarayana Transport minister Satyanarayana has always been kind towards the autorickshaw community so far, but only on a periodical basis. Among many of his schemes, the prepaid auto taxis stand out as examples of the minister’s short-sighted decisions. When 30 students from the Telangana Law Students’ Union approached the minister on Tuesday and briefed him about the consequences of his decision, he refused to participate in the discussion. Vivek Vardhan Deshmukh, a member of the student community said, “It is shocking that the minister has behaved like this. When we asked him about the environmental effects, he said ‘How will

And like every fancy government decision, this one too has no estimate as to how many of the permitted autos will run on LPG. DA Somayajulu, YSRCP leader remarks, “If it is not the issue of pollution, then there is always the chaos that these additional autos will create in the City. The City’s infrastructure has not gone through any makeover to accommodate them.” And prior to taking up such
a big decision, has the minister consulted the City traffic police? “No, we have not been consulted regarding this issue. No road widening works have occurred and the City’s roads are in a bad shape. Bringing in 20,000 more autos will only mean too much traffic congestion. In fact, the commissioner of the traffic police has written to the principal secretary of the transport ministry asking him to take back the decision,” says CV Anand, additional commissioner of traffic police. Ravi Shankar, member of the AITUC auto union says, “It is a welcome decision that the permits have been issued. Considering that the trend in the autorickshaw market has seen the highest sales of LPG and CNG sales, the permits will have no environmental impact. Furthermore, it is a sign of encouraging public transport over the ever increasing usage of private transport.”

he authorities of the AP Assembly seems to have ignored the directives of the chief secretary of AP to take steps to save electricity especially by switching off air conditions in all government offices. While the State plunged into a severe power crisis, the authorities at the Assembly are unabashedly using ACs for their comfort. A visit to the Assembly premises revealed that the peshi of the Assembly Speaker was ignoring the directions of the CS by using the air conditioners. Even the peshis of some of the ministers in the AP Secretariat are no different from their Assembly counterparts. Even the State government’s Prajahitam programme, which is aimed at disclosing the details of development activities of all departments to the people through weekly press meets, is no exception. The conference hall where these meets are held have the ACs running at their optimum levels. An exception is the peshi and chambers of civil supplies and legislative affairs minister D

During the visiting hours on Monday, the minister met the visitors with just a ceiling fan to keep him cool. While CM Kiran Kumar Reddy has been calling upon the people to save power, the CS, Minnie Mathew, held a review meeting with district collectors and other officials on power crisis and issued orders to save power a few days ago.

RS chief K Chandra sekhar Rao has caught the tiger by its tail. He is in peril either way — let go of it or hold on to it. Having declared that a decision on Telangana would come by August 31, he has performed a political hara-kiri which his supporters say he should not have done. Now, camping in New Delhi and seeking a ‘darshan’ of the Delhi darbar, KCR is tearing his hair in despair, observers say. KCR’s greatest problem now stems from the TJAC led by prof Kodandaram who wants the TJAC to be an independent movement, not an appendage to the TRS. His decision to re-launch a big protest march in Hyderabad was stalled by KCR with the lollipop that a statement on T is imminent. “Neither T nor cake has come,” was the remark of a TRS camp follower. Rao is said to be trying to meet the Congress supremo Sonia Gandhi or Yuvaraj Rahul Gandhi, both of which looks difficult. A party MLA told
KCR’s greatest problem stems from the TJAC led by prof Kodandaram who wants the TJAC to be independent. Postnoon that his leader does not at this juncture insist on a categorical statement on Telangana but an assurance that the issue was being actively considered. But home minister Sushilkumar Shinde’s new ‘Red’ twist to the issue that Maoist menace is what is pulling the statehood issue back

Adding to the problem is Ghulam Nabi Azad who comes to Hyderabad only to say that Telangana is not on the cards. KCR is said to be fed up with Azad whose only purpose of visit seems to be to deny T! The disarrayed situation in the T-camp can be gauged from the fact that student JAC wants to go independently and employees of the JAC also want to toe a similar line. By all indications, a separate T state is still far away, if at all it is there.

he entire industrial sector in the State has come to a standstill following a bandh call by the Federation of Medium and Small Scale Industries Joint Action Committee (JAC) today. The main demands of the JAC is to supply uninterrupted power to MSME sector, reschedulements of sick industries and allocation of 12 per cent power supply to the MSME sector to run the industries. Scores of workers held a rally from Sundaraiah Vigyan Kendram to Dharna Chowk at Indira Park. A total of seven lakh MSME industries are observing bandh following the call affecting the lives of over 40 lakh workers. “We are organising this bandh as we are fed up with the frequent power cuts. itizens have complained that the eunuch problem has increased in posh areas like Banjara Hills, Jubilee Hills and HiTec City. “I was waiting at Jubilee Hills checkpost for the signal to turn when a group of transgenders came and pulled my bike key out. Only after I gave them money did they give my keys back,” said Arya V, an IT employee. Others also have similar experiences to relate. “I was on my way to work when a bunch of eunuchs came and forcibly took money from me. I saw them harassing another woman as well. A policeman was standing just 100m away, but he did not take action,” said Aman, an employee at Mahindra Satyam. They has allegedly been targeting corporate employees. “Perhaps they attack us because we’re easy catch. To avoid any embarrassment, we just give them money. It’s very inconvenient, especially when we’re
with family,” said Rohan R, a media professional. The police say that they will take action only if anyone registers a case. “About a year back, when we got a complaint about them, we booked a case and took necessary action. Perhaps they are harassing citizens, but no one complains,” said Narayan Reddy, inspector, Jubilee Hills. Another phenomenon since the last few months is men dressing as women to earn easy money. “When we examined them, they were men and not eunuchs. They cross-dress to earn money. They wait at junctions and most of them are into the sex trade,” said the inspector.
There are around 600 eunuchs in Hyderabad. The community believes that these men who are cross-dressing are damaging their community’s goodwill and are causing problems. “There was a community called ‘daddor’ whose members dance on the roads to earn money. Now, they are no longer in that business, hence they cross-dress. Our community is getting a bad name because of that. We never force people and demand a certain amount; we take whatever they give us, unlike these guys,” said Chandra Mukhi, eunuch and programme manager, Avagam NGO. She adds, “The police harass us, assuming we’re not original eunuchs. They beat us and physically harass us. There are ways to recognise men who dress as women. We are more feminine as we dress as women throughout the day, whereas they dress up only for a while. We get cosmetic surgery done so we can look more feminine, while these men shave. If one observes closely, we can identify these men.”

he CBD was negotiated, adopted, signed, ratified, and came into force in line with provisions of the Vienna Convention on the Law of Treaties which sets the basis for all multi-lateral treaty making. G-77 had negotiated hard, in the CBD formulation committee, to reach the final text of the treaty, and if the treaty’s hard negotiated provisions are so easily relegated as legally non-binding, then it calls for the attention of the parties at the COP. A legally binding treaty is put to disuse by foraying into legally non-binding programmes of work, strategic plan, formulation of new, selective targets, and the process undermines the fairly clear and categorical provisions of the treaty. It is worth noting that the COP simply ‘urges’ on the implementation of the plan and it is not binding on the parties.
PROVISIONS The ABS provisions of CBD are categorical and binding. Access to genetic resource is determined by the concerned party (article 15.1), based on mutually agreed terms (15.4), and prior informed consent (15.5); these provisions are categorical and binding. What is its implication? An example: according to information released by the India’s ministry of environment, in 2010 over 2,000 patents were taken abroad in the preceding year based on Indian genetic resources and traditional knowledge without the consent of the Indian government. This continuing biopiracy is in glaring violation of the binding provisions of CBD, but even then these provisions of CBD are not invoked — either in a civil court in an offending country or raised in a COP or its subsidiary bodies’ meet. There is no secretariat monitoring of infractions, no COP reviewing the infractions/non-compliance. Article 15.7 requires parties to take legislative, administrative and policy measures for benefit sharing, yet in the past two decades the COP has not reviewed or acted upon the failure of parties to enact these enabling measures.
FAILURE IN ENFORCEMENT Escalating biopiracy, no reduction in the loss of biodiversity, continuing alienation of indigenous people, failure to create several sets of administrative, policy and legal measures required by the Convention remains neglected, etc underline the failure in the enforcement of the Convention. The main reason why the CBD, despite being a progressive treaty, has failed to deliver is the sidestepping of the legally binding nature of the treaty. Treaties, even as they are legally binding, are implemented
based on the interests of the powerful countries. Nuclear Non-proliferation Treaty is perhaps the most powerful legally binding multilateral treaty, but its Article VI that calls for the negotiated elimination of nuclear weapons is selectively disregarded even after four decades of existence of the treaty despite UN General Assembly resolutions reminding the parties. The COP is expected to “keep under review the implementation of the Convention” but a critical review of the progress/failure in implement-

even thematic programmes have been established by the COP. Each of these programmes corresponds to some of the major biomes on the planet. They also suggest key issues for consideration, identify potential outputs, a timetable and have also suggested means for achieving these. The CBD’s Subsidiary Body on Scientific, Technical and Technological Affairs is mandated to review the effectiveness of the measures taken in accordance with the provisions of the Convention (article 25.2.b), but SBSTTA has been kept busy producing more and more documents, disregarding the need to review the effectiveness of enforcement of the provisions. Induced by the CBD secretariat, the COP has been producing a maze of documents, assuming that every article of the CBD is to be further expanded instead of implementing and the COP reviewing the progress of implementation. There are also expert groups arriving at factually unsound conclusions through green room operations, like the CBD Expert Group on Poverty surmising that there is no direct linkage between poverty and biodiversity, a conclusion that millions of forest, fishery-dependent communities will laugh at. Land tenurial reforms as in Kerala will serve the twin purposes of biodiversity enhancement and poverty alleviation, and yet this has not found a
place on the agenda, which is thickly filled with marginal issues. The CBD process also ventures to prompt the creation of unjustified institutions like the Inter-governmental SciencePolicy Platform on Biodiversity and Ecosystem Services, at the insistence of the French government, as if the existing numerous institutions are inadequate and sidestepping the central issue of lack of political willpower for the implementation of CBD to a projected inadequacy of data. The CBD can nevertheless be rescued. The G77 should cease its fragmentation in the COP and unite once again as a single negotiation block at least on issues of common concern. The civil society, which has largely remained camp followers, too should introspect and play a vigorous role. S Faizi is an ecologist specialising in international environmental policy. To live, they deal with the dead MUMBAI: Ravi was seven when he ran away from home, taking a train from north India to the fabled metropolis of Mumbai. More than 25 years later he is still at the platform, his life far from what he had in mind when he arrived: dealing with the dead as a way to make a living. Removing bodies from the city's creaking rail network, his is a gruesome task but he is desperate enough to do it. Most are killed trying to cross the tracks — 6,000 a year die this way in Mumbai, according to one government study. A few commit suicide or fall onto the rails, others are hit by trackside poles as they hang out of overloaded trains. The bodies can be so badly mutilated that it helps to get high first, explained Ravi. "We sniff before we pick up the bodies, otherwise we wouldn't be able to do it," said the slight 35year-old, who inhaled on a tatty cloth doused in addictive cleaning fluid even while he talked to AFP. Sitting in an empty train coach within the grand neo-Gothic CST station, Ravi said he sniffed through three small bottles of the fluid every day, each costing three US cents and meant for cleaning office equipment. Other platform dwellers drifted past as he spoke, also seemingly intoxicated. Day-to-day they live off unofficial porter work, scraping by on passengers' tips and doing odd jobs for the authorities. But on occasions when a body or wounded person is spotted on the tracks near CST, station officials alert them to the unenviable task that can double their meagre daily income. The men explained how they move victims from the tracks by stretcher, sometimes carrying them as far as a local hospital for inspection before their final journey to the mortuary — aside from those still alive. "I used to get scared but now it's a kind of habit," Ravi said. In return, these "stretcher coolies" each get around 100 to 150 rupees (two to three dollars). Such arrangements exist in various parts of the country, in "almost a symbiotic relationship" between railway authorities and platform dwellers, said Mrinalini Rao, former head of the Railway Children charity in India. The statistics show that willing body movers across the city are crucial.

"Massacre" on the railway An official report in February estimated that almost 15,000 people are killed every year as they trespass unlawfully on India's rail tracks, which lack proper safety and fencing -- a figure the government described as a "massacre".
In return for their help, officials "turn a blind eye to youth on the railways and they get to live on the premises," Rao said. V.A. Malegaonkar, chief spokesman for the Central Railway zone that operates CST, said they did have untrained "nominated coolies" at long-distance stations to help the police in stretcher duties. "Their help is enlisted to transfer victims from the spot to the ambulance," he said, adding that it was "very rare" the coolies would carry them all the way to the hospital. But he doubted any link
between the job and permission to live there. "We certainly do not encourage people to stay on the railway premises, but in Mumbai and India as a whole, the railway station is always seen a very safe place for the common man," he said. "But I wouldn't like vagrants and other people to make the railway platform their permanent home." Life by the tracks Life is not what Ravi envisaged when, like countless other runaway children with small change and big dreams, he arrived in India's financial capital and the home of Bollywood. Surviving on leftover scraps at the station, he was picked up by police and put into a children's home. A year later his brother came and took him out, and he lived in other parts of Mumbai before returning to life by the tracks. AFP

BEED (MAHARASHTRA): Police have filed a charge sheet against 17 persons, including a doctor couple, arrested in connection with illegal abortion and female foeticide case, police said today. The charge sheet was filed on Monday in Parli tehsil court against the doctor couple — Dr Sudam Munde and his wife Saraswati — and 15 others, Deputy Superintendent of Police Swati Bhor said. The couple is accused of carrying out abortion on sugarcane worker Vijaymala Patekar, who was in her second trimester, at their hospital in Parli on May 18 this year, which resulted into her death.
NEW DELHI: Two people, including a woman, were arrested in connection with the gang-rape of an Assam girl here, said the police. Kishore and Sabina were arrested recently after the victim gave a complaint about being held hostage and raped in west Delhi last month. The victim was allegedly sexually harassed over a week by four people in Khyala area. The incident came to light when the victim succeeded in escaping from their clutches on September 1 and reported the matter to police. “After the victim’s medical report confirmed rape, Kishore and Sabina were arrested,” said the officer.
MUMBAI: Jailed cartoonist Aseem Trivedi will walk out of prison this afternoon, an India Against Corruption (IAC) spokesperson said. An IAC team will be present to receive Trivedi outside the Arthur Road Central Jail, where he has been lodged since the past couple of days, said IAC activist Preeti Menon. The development comes a day after the Bombay HC granted bail of `5,000 to Trivedi in a public interest litigation filed by a lawyer Sanskar Marathe. Trivedi was arrested last Saturday and sent to police custody for seven days. He was charged with sedi-
tion for drawing cartoons insulting the Indian emblem, including the Constitution, during Anna Hazare’ anti-corruption movement in Mumbai in December 2011. Following outrage, the Mumbai police on Monday produced him before a court where he was granted judicial custody till September 24. The HC granted bail on Tuesday. Trivedi on Tuesday declined to be released until the sedition charge, was withdrawn. ecurity forces have arrested five underground members, including three cadres of the United Peoples' Democratic Front (UPDF), in separate operations from Lohit district in Arunachal Pradesh. Nakkya Chakma, second-incommand of the UPDF, was arrested during an encounter by the Special Investigation Team and district police at Emphum Village under Chongkham circle of the district last night, police sources said. Chakma who received bullet injures was today shifted to the Assam Medical College Hospital at Dibrugarh in Assam, Lohit deputy commissioner R K Sharma said. A pistol, three mobile handsets and some ammunition were seized from him, Sharma said. A grenade and three kilogram of explosives were recovered from his possession, the DC said. sking for his wages proved costly for a labourer, who had his hand chopped off by his employer in Jharkhand’s Garhwa district. Aliar Razwar of Sukhnadi village asked his employer Lal Mani,
a shop owner dealing in illicit liquor, to clear his dues of `10,000 of the past one year, on Saturday, police said here today. Mani, who got infuriated over the demand for wages, chopped off Razwar’s left hand and left him lying on a nearby railway track. The villagers then spotted Razwar and took him to the Sadar Hospital from where he was shifted to the Rajendra Institute of Medical Sciences, Ranchi. The officer said that parents must cooperate with the traffic authorities in order to ensure violation-free passage of traffic in the city, which has a population of 1.3 million. “After the present awareness campaign ends, we will strictly enforce the law against the violators,” Watali said, maintaining that his ‘Gandhigiri’ campaign has already started yielding results. “Many parents have started coming to us promising complete cooperation. They said even if heavy fines are imposed on their wards for violations there would be no complaints. After all, the safety of the wards is the prime concern for them,” the officer added.

BENGHAZI, LIBYA: An armed mob protesting a film deemed offensive to Islam attacked the US consulate in Benghazi Tuesday killing a US official, hours after angry Islamists stormed Washington’s embassy in Cairo. Libya’s deputy interior minister Wanis al-Sharif told AFP: “One American official was killed and another injured in the hand. The other staff members were evacuated and are safe and sound.” US Secretary of State Hillary Clinton confirmed that a State Department official had been killed in the attack, saying “We are heartbroken by this terrible loss.” Sharif, who is in charge of Libya’s eastern region, said: “Demonstrators attacked the US consulate in Benghazi. KARACHI: At least 73 people were killed when a fire engulfed a packed garment factory in Karachi, and dozens of others were hurt as they jumped out of windows to save their lives, officials said on Wednesday. The evening blaze in the four-storey factory in Pakistan’s largest city coincided with another at a shoe plant in Lahore on Tuesday that killed at least 21 people. “So far we have taken out 73 bodies from the factory and the death toll is likely to rise,” Karachi fire chief Ehtesham Salim told AFP. “We are now searching in the basement and there are about 35 fire engines taking part in the firefighting. Most of the fire has been extinguished, but there is smouldering in some parts due to plastics and chemicals,” he said. Workers said the factory made underwear and also plastic utensils in one section. Salim added that the blaze was Karachi’s “biggest fire in terms of deaths in decades”. In January 2009, 40 people were killed, more than half of them children, when a fire engulfed dozens of wooden homes in Karachi’s impoverished Baldia neighbourhood. Some shouting and sobbing relatives of trapped workers, desperate to get inside the factory, scuffled with police during the night, an AFP photographer said. Rescuers used arc lights to work through the night. A steady stream of bodies were stretchered out, covered by white sheets.

I
f Xi Jinping is alive and well, he has yet to squash rumors otherwise. All it would take is showing his face, but that is exactly what he hasn't done since Sept. 1. While that may not in and of itself be concerning, the fact that the presumptive Chinese president canceled at least four meetings with prominent foreign dignitaries (including Hillary Clinton) in that time, is definitely noteworthy. The rumor mill is churning — ranging from a run-of-the-mill back ache after swimming, to an injury suffered from an assassination attempt. The Chinese government hasn't quelled speculation. If anything, they've done otherwise, dodging questions and going full force censoring his name online. In response to questions about whether Xi had been injured, Hong Lei, a spokesman for the foreign ministry, said Tuesday that he had no information on the matter. When a foreign journalist pushed further, asking whether there was any instability in the Chinese government, Lei gave a most curious answer: "I hope you will raise serious questions." As the Economist notes, it would appear that a serious question had indeed already been asked. So, the question now is, why does a government that explicitly prioritizes stability above all else, not do so in this case? Assuming Xi is more or less fine, and that's all it would take to put the matter rather quickly to rest. Even if the likeliest explanation is the simplest one — that Xi has some sort of resolvable health issue — there can be no doubt Xi's failure to show his face in more than a week comes at a crucial time for China. here’s a hole in the tip of Manhattan, a hole in the soul of America,” writes Boston poet and satirist Jimmy Tingle. “A hole in the centre of our psyche, a hole in the foundation of our confidence.” The poet then goes on to show how Americans are trying to fill that hole — with religion, with sorrow, with anger, with revenge. And, perhaps, with politics. The organizers of the ground zero memorial events have wisely decided not to involve politicians in the ceremonies this year, to allow families to remember their lost loved ones without presidential or congressional candidates trying to make campaign hay out of their grief. But politics is in the air nonetheless. For the past eight months I have been roaming all across the United States, talking to voters about their concerns, their fears, and more rarely, their joys. I have found a nation at war with itself, a populace so deeply polarized that Democrats and Republicans more closely resemble hostile armed camps than political parties. The roots of this mutual antipathy are deep, and the explanations are many: This election is about the economy,
it’s about America’s place in the world, it’s about self-reliance versus a helping hand. But maybe, just maybe, part of the election pathology we are experiencing can be traced to that crisp September day 11 years ago, when we lost our sense of what it means to be American. From the moment the first plane hit the North Tower of the World Trade Center, the United States changed, dramatically and forever. For the first time since Pearl Harbor, we had been attacked, and we felt vulnerable, and scared, and angry. Our response was to enter two disastrous wars that damaged our reputation around the world. We lost a bit of prestige and some moral high ground that both presidential candidates are seeking to recover, in very different ways. Barack Obama began his presidency by reaching out to what we have taken to calling “the Muslim world” — his Cairo speech still stands as an inspiration to some, an abomination to others. This, of course, gave his opponent, former Massachusetts Gov. Mitt Romney, ample fodder for the militaristic, nationalistic rhetoric that comes through so clearly in his book, “No Apology: The Case for American Greatness.” “I make no apology for my conviction that America’s military and economic leadership is not only good for America but also critical for freedom and peace across the world,” writes Romney. Romney promises to
let Americans stand tall again in the world, and he criticizes the president for trying to find common ground with people we should just steamroll and forget. “Ultimately, [Muslims] subscribe to an Islamic quest to conquer the entire world,” he writes. “Even after the attacks of September 11, some Americans cannot bring themselves to recognize the scope and reality of the Islamist threat.” One of those Americans, presumably, is President Barack Obama. His “Apology Tour,” in Romney’s estimation, did so much to undermine US power in the world. The dark days of September 11 engendered a suspicion, even hatred, of Islam and Muslims that has also proven beneficial for the Republican campaign. Anyone who has seen the “documentary” film “2016: Obama’s America" will recognize the device: Using Obama’s Kenyan heritage and Muslim
father allows his detractors to fuse 9/11 angst with American racial discomfort. Obama, the “radical Communist, Muslim, anti-colonialist,” cannot possibly have America’s best interests at heart. Americans must rise up and restore our greatness, destroying anyone or anything that stands in our way. Obama’s supporters say the president has used the tragedy of that dark September day to try and understand what makes so many countries hate America. He has reached out to the Muslim world, promising to “extend a hand, if you are willing to unclench your fist.” At the same time, Obama gave the order that resulted in the death of Osama bin Laden. As last week’s Democratic National Convention in Charlotte made abundantly clear, the president is not above reaping political rewards from the assassination of the man behind the 9/11 attacks.

A section of Congress workers on Tuesday morning allegedly heckled and shoved a woman who wanted to ask Union minister of state Jyotiraditya Scindia a question on the arrest of cartoonist Aseem Trivedi. Not just she, there were others also who were ‘handled’ by the men who stand by the Aam Admi. Jyotiraditya Scindia, who happens to be one of the young guns on whose shoulders rests the burden of taking the party forward in the future, was embarrassed by the whole incident and rightly so. He atoned by giving the poor woman a patient listen and yelled at the unruly supporters for the incident. So matters have come to a state where you may not speak, or ask those who are in charge about things happening around you. Jyotiraditya Scindia is a minister and is bound by duty to answer to a citizen of India. Any political activist must know such things before starting to serve the nation.

Dr Roshan says that the disorder is not that common. This could be because it is poorly diagnosed and the social stigma attached to it. There is a need to educate people about the problem as the sooner it is diagnosed, the sooner we can deal with it. Dr Praveen says that in most cases, it is diagnosed in the age group of 3040. Because, usually by this time only patients and doctors realise that the problem exists and that they need help.

e have seen many of our loved ones with the unusual habit of looking up various ailments and checking whether their symptoms match them. Or those who feel that they are suffering from nearly every ailment. Many are generally inquisitive about their health, which isn’t much of concern. It is only when this problem crosses a limit is termed as hypochondria. According to Roshan Jain, senior consultant psychiatrist, Apollo Hospital, Bangalore, “Hypochondriasis is the excessive preoccupation with health or developing an illness. This implies that he person insists of having an ailment but won’t be convinced despite of negative results.” Anxiety regarding ailments is seen quite commonly but there is a thin line between that and hypochondria. Dr Roshan says, “Anxiety is generally non-specific. Hypochondria is a type of anxiety disorder but it is focussed on health and ailments.” Dr Praveen Kumar Chintapanti, psychiatrist and director, Tranquil Minds, says, “People suffering from hypochondria may only refer to serious ailments such as tumours, heart attacks etc.”
CAUSES
According to Dr Praveen, “There could be multiple reasons for this. The first being an absence or less availability of serotonin in the person’s brain or various psychiatric reasons.” When one talks about the causes of hypochondriasis, stress from knowing about or hearing about a particular ailment is mentioned. Dr Roshan says, “Hearing about your friend or neighbour suffering from a particular ailment could build up this stress. For example if you read an article on heart attacks becoming common in young people and a friend suffers from it, this anxiety may occur.” People who have anxious personality may be more prone. In this case, the stress gets channelised towards health problems, says Dr Jain.

In terms of treatment, Dr Praveen mentions that it could include certain medications that help improve the serotonin level. For some people it could be so serious that they become delusional. For that a different kind of medication is available. In terms of psychological treatment it could be cognitive behaviour therapy. Dr Roshan says, “If it is concluded that the person is suffering from hypochondria then health counselling is provided. The patient is counselled about the fact that it is not necessary to go to the doctor again and again and make them understand that they should trust the doctor if he says that problems does not exist.” Dr Jain also mentions that therapy may be provided to reduce stress. When it comes to prescribing anti-depressants and anti-anxiety medication, it is important that they should be of the non-addictive variety . In the long term, hypochondria may cause a disruption in your professional and personal life. It may also cause harm to the patient’s health (due to repetitive tests).

There are as many hairs per square inch on your body as a chimpanzee. Humans are not quite the naked apes that we’re made out to be. We have lots of hair, but on most of us it’s not obvious as a majority of the hairs are too fine or light to be seen.
Karl Landsteiner was an Austrian physician. He is noted for having first distinguished the main blood groups in 1900, having developed the modern system of classification of blood groups, enabling physicians to transfuse blood without endangering a patient’s life. He also discovered the polio virus, in 1909. In 1930 he received Nobel Prize in Physiology or Medicine. He is recognised as the father of transfusion medicine.

A recently charged Swiss man used acupuncture needles to infect 16 people with the HIV virus. The research was published in the International Journal of Risk and Safety in Medicine.
LONDON: Human excrement, asbestos, mould and dead flies have been found in cigarettes being smoked regularly in Britain, the Daily Mail reported. Investigators working for the tobacco industry spent weeks rummaging through litter bins for cigarette packets to assess the scale of the black market. They found that about onethird of packets contained fakes or cigarettes brought in by smugglers. The survey in Birmingham by MS Intelligence, a Swiss-based brand protection company, found that 30.9 per cent of packets were either bogus or purchased abroad. The UK Border Agency has also intercepted items containing asbestos, mould and human excrement. A haul in Derbyshire found cigarettes made from the remains of crushed flies. MS Intelligence carried out the research on behalf of a number of cigarette companies who are concerned that plans to introduce plain packaging will help black market tobacco barons flood the market with fakes, the daily said.

Sleeping pills don’t work for most LONDON: Sleeping pills seldom worked for 40 per cent of the poppers who suffer from insomnia, says a survey of 20,000 people, according to a British study. Some 42 per cent of the patients currently on medication have been sleeping badly for over 11 years or more. A further 22 per cent had insomnia lasting two to five years, while one in six had suffered between six and 10 years, the survey revealed. Experts said the study
suggested that sleeping pills were not combating long-term sleep problems and that cognitive behavioural therapy has been proven to be more effective. Around 10 million National Heath Service (MHS) prescriptions for sleeping pills are issued each year. But NHS guidelines say they should be for short-term use only — usually for two weeks and up to a maximum of four weeks at a time, the Daily Mail reports.
Findings from The Great British Sleep Survey of more than 20,000 adults in Britain found we are a nation of poor sleepers. The average score of sleep quality was only five out of 10. Long-term poor sleepers were twice as likely to have relationship problems, suffer from daytime fatigue and lack of concentration. The survey also showed almost one in 10 with insomnia were on sleeping pills prescribed by their doctor, with one
in five using over the counter remedies. American research this year found sleeping pills may significantly increase the risk of premature death. The latest survey was sponsored by Sleepio, an online sleep improvement programme which uses cognitive behavioural techniques. Andrew McCulloch, chief executive of the Mental Health Foundation, has campaigned for the NHS to highlight the importance of sleep. IANS

Acting in Life of Pi was a life-changing experience
Acting came by chance to Suraj Sharma. It was his younger brother who went to audition for the role and little did Suraj know that he would end up auditioning for it himself and bag the role.

raining, training and training! Delhi University student Suraj Sharma swam for hours, worked on his body and his dialect and even had rats run all over him to prepare for his role in Oscar-winning director Ang Lee’s adventure film Life of Pi. For the 19-year-old second year student of Philosophy (Hons) at St Stephen’s College, working in the film, based on Yann Martel’s Booker Prize winning book, has been life-changing. “There was a lot of training. There was acting training with Ang Lee...he used to give me certain scripts to read with him. I had to watch a lot of movies of the 1960s and 1970s; I read a lot of books and there was dialect training too,” Suraj said.
“I also had to learn how to swim. I used to swim for four to five hours until I was completely comfortable with the water. There were a lot of workout sessions too because I had to gain weight first and then, as the shooting happened, I had to lose weight. I had
trained with rats and had them run over me. It was a lot of fun. I was enjoying each and everything,” he added. Suraj was just 16 when Lee signed him for the big screen adaptation of the bestselling novel. After three years, the film is complete and “being a part of the film has been a life-changing experience”, he said. “Earlier, I used to live in my own little shell and everything was small. Now I have realised that the world is this open place with opportunities. Now I know how to deal with situations in a better way and I can work five times harder without it affecting me because I have already worked like that. I’ve just become more
ready for things,” he added. The story of the film revolves round a teenage boy, who is forced to survive on a lifeboat with a tiger after the ship he was travelling in sinks. Interestingly, Suraj never had to shoot with a tiger. Asked how he managed to give the shots with tiger, Suraj said, “...I never acted with a tiger. Ang used to give me an eyeline as in where the tiger would be and how it would move at that point of time; so I used to imagine that in my head and give the shot.” Suraj is unsure if he would like to act again, and is now focussing on his studies.”I don’t know whether I am doing more movies or not, though I know I like acting. SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

Mark wins 3rd stage Mark Cavendish who suffered a crash in the first stage was pushed to second place. But he finally got his stage win on Tuesday after the peloton. LONDON: Team Sky rider Mark Cavendish (in pic) won a sprint finish to take the third stage of the Tour of Britain from Jedburgh to Dumfries on Tuesday. Cavendish, the 2011 world road race champion, had suffered a crash in the closing moments of the opening stage and was pushed into second place by Australia’s Leigh Howard in a tense finish at Knowsley Safari Park on Monday. But he finally got his stage win on Tuesday after the peloton, led by Team Sky colleagues Jeremy Hunt and Tour de France winner Bradley Wiggins, had reeled in the breakaway group heading into the final two kilometres. Cavendish — who according to media reports is expected
to leave the team at the end of the season - took advantage of their efforts to sprint clear to take the stage. It was Team Sky’s second stage win after Luke Rowe’s victory on Sunday. Cavendish said: “I knew the finish was downhill but I had the perfect lead-out. It was pretty textbook.” Luke was so fast at the end, Berny (Bernhard Eisel) before him, and Brad also kept them strung out. “It was pretty text book.” Second place was enough for Australian Howard, who won on Monday, to claim the overall leader’s Gold jersey with Aidis Kruopis of Orica third. But Charr’s management are protesting to the WBC on a technicality because the ring doctor treated the German in Klitschko’s red corner, not Charr’s blue corner, and Klitschko has reacted with bewilderment.
“What’s the point of him doing that?” questioned the 41year-old in a press conference in Kiev, Ukraine. “Another round, or a maxi-

Nibali to lead Italy squad MILAN: Former Milan-San Remo champion Filippo Pozzato was the major absentee as Italy named its world road race championships’ squad on Tuesday. Pozzato had recently been linked to the controversial sports doctor Michele Ferrari, a notorious figure in cycling who has previously had links with many top cyclists including American Lance Armstrong. On Tuesday the Italian Olympic Committee (CONI) confirmed Pozzato’s threemonth ban, backdated to June 19, would end on September 18.
