Mayor has grand plans for City Mohd Majid Hussain plans to provide employment to 2,000 youth and expand old city roads

A

fter doling out `1 crore fund to each corporator and granting deputy municipal commissioners the power to spend up to `5 lakh to redress civic grievances requiring immediate attention, during his first 100 days as mayor of the GHMC, Mohd Majid Hussain is rearing to go further. He has already chalked out plans for his second 100 days in office and he is now taking fast track steps to achieve them. The first among these plans will be to provide 2,000 jobs to unemployed youth of the corporation in various corporate companies. Recognising the importance of providing jobs to the unemployed youth and the available job potential in the market, Majid took a personal interest in it and wrote letters to various City based corporate companies to join hands with the corporation in providing employment.

Corporate companies, which are always short-staffed, readily accepted the mayor’s offer and came forward to join hands with the civic body. The mayor’s initiative is a win-win situation for both the GHMC and corporate companies. While the civic body is able to tap jobs for the unemployed youth, the companies get rid of consultants who charge heavy feess for recruitments.

The mayor is planning to hold a job mela this month to provide placements for the unemployed youths with the said corporate companies.

`250 crore plan

Another initiative launched by the mayor during his second 100 day rule is to expand the age old narrow roads of the old city area. Incidentally, every person who visits the City is struck by the

narrow roads and chaotic traffic. The mayor plans to expand all the major roads in old city on a priority basis and he also plans to involve all the stake holders in the project, including the residents. He has set aside `250 crore for this plan. At a recent meeting held at the corporation’s headquarters, Majid had a detailed discussions with MLAs from old city and took their views and suggestions on his proposed plan into consideration. He has even set deadlines for the completion of this road expansion project, to ensure that they are completed before the end of his term as mayor. “This is a prestigious plan as far as I am concerned. I will do anything to complete this as this would ease traffic woes of millions of residents of Hyderabad and equal number of visitors who throng this place to see heritage monuments like Charminar and Mecca Masjid. I will see that this prestigious plan is completed within the deadline,” the Mayor told Postnoon. Modernised flyovers are also being planned as part of this

development project.

Challenges However, bureaucratic delays in execution of works and legal tangles are coming in the way of development the mayor has conceived for the City. Despite the challenges thrown up, the mayor is firm on his stand and is determined to deal with these hurdles. The mayor has decided to take the help of advocate general of the State for speedy disposal of the pending legal cases which are hampering various development works. He is also game for providing a suitable compensation to victims for the sake of the City’s development. “To me all round development of the City is paramount. I will do anything to ensure it. We are exploring all options so that the inordinate delays can be avoided,” he said. The mayor has convened the second general body meeting in his chairmanship on May 19 to discuss all problems of the City with the corporators and other public representatives and work out plausible solutions.

Unguarded City ATMs under attack CRIME

hieves physically carried away an ATM in rural Bangalore on July 15, 2010. In another incident, a couple of men entered an ATM booth posing as a repairmen, fooled the guard and stole the cash. In a third incident, a group of desperadoes killed a guard and stole ATM cash in Chattisgarh. All these are hard realities. Hyderabad has its share of ATM woes. It is increasing, though. The night before, marauders made a bid at the ATM machine of Axis Bank in Mehdipatnam. A customer who came in late at night saw the machine tampered and informed the police. That was around 210 am. ACP Asifnagar T Nagaraj Kumar whose team came to the scene of crime, made several calls to the concerned bank, but nobody answered. This was the second attempt at the ATM machine within a week. Despite the growing risk of leaving an ATM unattended or unguarded, most banks have taken no

measure for safety. This, some senior bank officials whisper, is because the banks are compelled to provide ATM service free. They would however, not come on

record. A senior banker handling cash in a leading private bank said it is a fact that many banks do not ensure that the ATMs are properly loaded

or safeguarded. There are nearly 1,200 to 1,500 ATMs in the twin cities. “There is no proper record of how many remain unguarded. In many cases the close circuit cameras which are mandatory for every ATM are not working. This will prove to be a great obstacle before the police in the event of a robbery at an ATM,” said a bank official who refused to be identified. A majority of SBH, SBI, and Andhra bank have guards, officials say. But many banks, including a popular private bank leave the machines unguarded. Last week, the Corporation Bank ATM in front of the Jubilee Hills branch

remained faulty for three days before anyone mended it. It is not well known that most banks have outsourced the filling up cash and maintenance of ATMs. However, concerned banks often do not ensure that the outsourced agency take their job seriously and ensure safety. This is to save expenses, it is said. “But,” said R Kumar, a retail chain manager on Jubilee Hills, “this would cause heavy loss to banks and mar their reputation. What’s the use?” Kumar suggests that the ATM service be nominally charged rather than keeping it free so that maintenance expenses could be met from that. “In our country anything free has no value for the public.” Shaik Hussain, manager of Andhra Bank in Banjara Hills told Postnoon that his bank maintains security for all its ATM machines. “Our customers trust us, so it is our responsibility to see that the machines are well guarded and well kept,” Hussain said. Additional deputy commissioner of Police (crime) Zaffer Javed told Postnoon that the police are doing what they can but it is difficult if the banks do not maintain their CCTVs in working condition and the machines are not guarded.

SASP to stage dharna at Delhi BJP office

he Samaikhya Andhra Samithi Party (SASP) has decided to stage a dharna before the BJP central office in New Delhi in protest against that party abandoning its former president Bangaru Lakshman after his conviction in a stage-managed bribery trap case. It also demanded that former PM AB Vajpayee spell out his opinion on the credentials of the Dalit leader. SASP president G Kumar Chowdary Yadav said that Bangaru Lakshman’s trap episode confirmed the fact that the South Indian political leaders were being discriminated and rendered injustice in the Indian politics. Stating that Bangaru Lakshman worked as BJP national president when AB Vajpayee was PM, Yadav asked the former PM whether he was ready to declare that Lakshman was a corrupt person. He said that a Dalit leader of the South was made a scapegoat due to the group politics of the BJP leaders. Similarly, another South Indian leader M Venkaiah Naidu was compelled to resign as national president of BJP even before his term expiredon account of jealousy of the North Indian leaders. AGENCY

Balaji seeks probe into land allotment

alaji Ayurveda Pharmacy managing director G Balaji demanded that the State government order a CBI inquiry into the irregularities in the allotment of Bhoodan Yagna Board lands. Balaji appealed to the government to intervene and provide protection to his life while initiating action against the grabbersof Bhoodan lands. He said that the land grabbers were fabricating stories against him to save their skin. He said that the allegations against him were baseless and meant to damage his reputation. Producing documentary evidence, Balaji said that he had lodged a complaint with the Lokayukta against Bhoodan Yagna Board member G Rajendar Reddy for illegally occupying Bhoodan lands in benami names on April 23 this year. When the Lokayukta admitted his complaint, he addressed a media conference on May 7 and exposed the shady activities of Rajender Reddy. Balaji made it clear that he has no connections with Sudhakar and his associates in the Boodhan land issue. However, he said that he had borrowed money from Sudhakar and returned the same in cash and in the form of cheques. AGENCY

he city of Nizams is known for its rock formations. Unlike areas like Banjara Hills and Jubilee Hills which have destroyed these rocks, Secunderabad has preserved these natural formations. There are many such colonies in the cantonment areas of Secunderabad which stands as an evidence to it and preserve the rustic look which the British had developed. In our campaign ‘Destination Secunderabad’, we have covered four such areas which have evolved over the years and yet have not lost the old British charm. City old timers and the new generation believe Sikh village is one of the best areas to live in Secunderabad. Located just a few kilometers away from Secunderabad station, the place can be easily accessed. The name ‘Sikh village’ is attributed to the Sikh army men who were part of

the Nizam’s troops. However, the fact is that not many Sikh families now reside in the area. Bowenpally is the neighbouring colony where many upper middle class families reside. The area is divided into many gated colonies and small townships. Hyderabad’s biggest Rythu Bazaar, a government-owned market yard is located in the area. “Despite so many developments and several new super markets coming up, Rythu Bazaar

has its own charm. We get cheap and fresh vegetables here as compared to the supermarkets. Though the traffic congestion has become a regular affair,” says Sri

Kamalam V, a marketing executive. Despite being one of the best markets in the City there is no parking space allotted. “Customers park their vehicles on the main road. They always have a fear of their vehicles getting towed away by the City traffic police. Customers come in a hurry and shop,” laments Mohmmed Khaza, one of the oldest shop owners at Bowenpally market. Not many people know about the beautiful Hasmathpet Lake in the area which is connected to Alwal Lake. The lake is no less than Tankbund for the residents in the area. The best part is that the lake is one of the few lakes which have still not been encroached. However, over the last decade the pollution levels of the lake have increased and this is giving birth of several other problems. “We bought an apartment because of it’s lake view but over the years due to the pollution levels many problems have started to arise like foul smell and mos-

No consensus on pet dog census In the absence of proper licensing, pet dogs suffer and corporation too loses revenue. he Greater Hyderabad Municipal Corporation has a population of 77 lakh (Census-2011) with 625 square kilometres administrative area. Surprisingly, there is no census to find out the pet dog population so far. As per the existing Act, Prevention of Cruelty to Animals Act, 1960 and rules of the State government and Animal Welfare Board of India (AWBI), animal census must be done after every five years. In AP, the responsibility of undertaking a detailed animal census rests with the Animal Husbandry department. But the department has never bothered to undertake a census of livestock for lack of adequate staff and funds. “It is mandatory for us. But what can we do when we don’t have adequate staff to undertake the census. The enumeration process of dogs requires a lot of manpower and funds. It involves visiting every household and collect data about pets. We are not in a position to

do that,” said Dr Vasu, assistant director of Animal Husbandry Department of Hyderabad. According to Vasu, a random survey was done in 2007 in some localities of the City and it was found that about 60,000 dogs including pets were present in the City. “We can’t rely on this survey as it was only in some parts of the City,” he said. Again, it was not an exclusive survey of pet dogs. He said the department will undertake a comprehensive livestock enumeration process in October this year. “We will undertake a 15-day enumeration drive and visit all the households to find out livestock population. This will also help us have an idea of the extent of stray dogs,” he said. In the last five years, the department of animal husbandry was inundated with a lot of complaints from various stake holders regarding the problems being faced by them due to the non-availability of the

GHMC lose income On the other hand, chief veterinary officer, GHMC, Venkateswar Reddy rues that the non-availability of data pertaining to number of dogs in the corporation limits is causing a lot of problems including loss of income. “The dog census will help us in many ways. The rule clearly states that every resident should take license if he or she has a pet dog by paying `50. But, sadly, we are unable to implement the rule as we don’t have a dog census,” Reddy said. He further says the corporation would get a lot of income if they issue pet licenses. According to Reddy, the corporation is planning to kick off a drive to issue licenses to dog owners on its own instead of waiting for the census report from the animal husbandry department. “We have been telling them to give us census reports but all our requests were unheard off. Now,

hief Minister Kiran Kumar Reddy made a statement that despite all the hungama being created by the opposition about the governance and development; he is determined to take the State forward. Adding to this the PCC chief Botsa Satyanarayna said that there will be no change in the CM after the bypolls. The CM suggested to the chief secretary Pankaj Dwivedi to see that the soaring price hike be kept under control. The government has now decided to create a system where prices of essential commodities are collected, analysed and finally report-

ed to the commissioner of civil supplies everyday. If the prices shoot up abnormally, the officials should hold reviews with the dealers, sellers, ascertain the reasons and inform the government to crack a whip. Minister for Civil supplies Sreedhar Babu told Postnoon that prices were being monitored, but some more efforts will be made. In case there is any stock in excess of the prescribed limits, stocks will be seized, a case will be booked and the license could be cancelled after due verification. The stocks seized shall be released on interim disposal as per the procedure prescribed under the essential Commodities Act, 1995 so that these stocks are put in the market to ensure reasonable prices.

he influence of technology on Indian cinema cannot be undermined, despite the fact that we are eons away from catching up with films made in Hollywood. Right from the introduction of motion picture, sound, colour, cinemascope and even digital cinema, almost everything has been borrowed from the West. In the early years of Indian cinema filmmakers like Dadasaheb Phalke, Raghupathi Venkaiah, Hiralal Sen and V Shantaram enthralled audiences with their silent films. Introduction of sound in 1931 brought a monumental change in Indian cinema. Ardeshir Irani’s Alam Ara, H M Reddy’s Bhakta Prahalada and Kalidas paved way for a new chapter in Hindi, Telugu and Tamil film industries. Slowly, silent films took a backseat and by the early ‘40s, talkies had become the norm. After sound, the next major change in Indian cinema was the introduction of colour. In 1937, Ardeshir Irani made the first colour film titled Kisan Kanya. Technicolor arrived in India almost four decades after it was introduced in the US. Shammi Kapoor’s Junglee was the first film to be shot in Eastman colour. By mid ‘50s, cinema had become so popular that cinema halls began introducing wide screens which led to the evolution of cinemascope. Guru Dutt’s Kagaz Ke Phool was the first Indian film to

he mobile service provider industry is facing tough time with the fall in the growth rate since December 2011. The industry which was growing at 15-17 million subscribers before December had to limit itself to 6-7 million subscribers per month. Not only the growth in volumes, even the industry is in precarious state in terms of financial health with depleting profit margins, low returns on capital, intense competition and overt regulatory expenses. However, taking into cognizance the diverse consumer levels and preferences, operators continue to offer unique and affordable schemes and offerings for the sake of sustainability, said Rajan S Mathews, Director General, Cellular Operators Association of India. The average revenue per user (ARPU) is one of the lowest in the world. There is hardly any profit in terms of margins. Even the Minutes of Usage (MoU) have been declining over the years and the operators have no option but to concentrate on volumes. Neither, service providers generating revenues on value added services. The Indian telecom market has not matured enough where voice can be subsidized by VAS/data services yet. It is also pertinent to note that the uptake of VAS and data services have not been very encouraging despite the recent launch of 3G services, he said.

Taking about the heavy costs, Rajan said, the industry is projected as a poster boy of economic reforms and the growth of GDP in the country; however, the challenges are manifold. Apart from the intense competition, the profitability and sustainability of the telecom industry is at stake due to high regulatory costs such as very high spectrum prices, cost of implementing security measures, mobile number portability (MNP), huge penalties arising under modification of contract terms and unreasonable expectations of the government from the operators. Not to forget the high prices that the operators had to pay for 3G spectrum in the country; intense and grueling price wars and the fact that the returns on the investments have not been adequate till date. Further, the operators are finding it difficult to receive funds from the FIIs and banks that are shying away from the industry due to policy instability and uncertainty, he said. If the prices rise, the consumer would further reduce the minutes of usage (MoU), which in turn will affect the ARPU and overall revenues of the industry.

SINGUR (WEST BENGAL): Hope and anticipation have given way to despair and anger in this rural belt where protests against land takeover for industry catapulted Mamata Banerjee to power in West Bengal one year ago. Singur was abuzz with expectations when Banerjee, after becoming chief minister, had a law enacted to give back 400 acres of land said to have been forcibly acquired by the Left Front for the Tata Motors. Almost a year after Banerjee was sworn in as chief minister on May 20, the plant still stands like a haunted house. But the project had to be scrapped after the company was forced to relocate to Gujarat due to a violent peasant agitation led by Banerjee. With legal complexities cropping up after the auto maker challenged the government in court, Singur is now a depressing picture of

anguish and deprivation. The 3,000 or so farmers who had rejected compensation for the land from the Left government believing Banerjee’s promise of returning their land when she took charge now face terrible times. “We all believed her (Banerjee) and the promises she made. Now it seems they were just words never meant to be fulfilled. If she had the right intention, she would not have ignored us,” complained 70-year-old Krishna Chandra Manna who had lost four bighas of fertile land. Manna’s view finds resonance among many others, who a year ago called the Trinamool Congress chief their beloved leader. Mahadeb Das, a member of the committee which spearheaded the Save Farmland Movement, though not critical of Banerjee, conceded people were fast losing hope. “When she became chief minister we all rejoiced. Now the hope of getting back our land is

The general court martial by its decision of June 4, 1990 found the charges correct and sentenced him to cashiering and rigorous sentence of five years. However, the confirming authority while retaining cashiering, reduced the five year rigorous sentence to six months. Seven Indians were among the 19 people killed Monday when their aircraft crashed in western Nepal, initial media reports said. The aeroplane belonging to Agni Air crashed in Jomsom in western Nepal Monday morning. Seven bodies of Indians have been found near the crash site, reported myrepublica.com. Five passengers, including two children, two foreigners and an air hostess, have been rescued alive. Xinhua reported that 19 people have been confirmed dead. The plane, carrying mostly foreigners, was flying from Pokhara, a major tourist destination, to Jomsom. Reports said the front portion of the plane was totally damaged. The authorities said that they will be able to comment on the cause of the crash after examining the black box and cockpit voice recorder. This is the second crash in less than a week after a Russian Sukhoi passenger plane crashed in Indonesia during a demonstration flight killing all on board. IANS

Air India: The great divide within NEW DELHI: Air India is at war, with itself. There are two systems working side by side in the flag carrier and the current pilots’ agitation, if anything, exposes that. In 2007, the government had merged Air India and Indian Airlines. Five years down the road, it has come not to be. Insiders today say that though they sit in the same offices and share a common brand name, the split is wide open, as two systems compete to run one airline. Not just pilots and the cabin crew, even managers and junior staff from both sides fight over allowances, pay scales and even holidays. On the surface, it looked like an issue with the pilots. But when contacted by IANS, even the cabin crew-incharges, cargo managers and other functionaries voiced the same resentment. “The merger created problems that cannot be solved. Our grades, work, promotions and allowances are different. When you see your colleague from the other cadre doing the same work, but getting easy promotions, allowances, there is bound to be resentment,” a senior official with the opera-

tions arm said. “The company below the rank of DGM is not at all integrated. There are two systems of promotions, allowances and even foreign postings.” Another official with the airline’s cargo division said the problems started when the two systems collided. AI was following a system under which the department head has the discretionary power to promote and the promotions are time-

bound, while IA had a strict HR code of interviews and written tests. Another factor that has affected the morale of the employees is the executive pay scale in AI which is surprisingly lower than those of IA. “Some of us were overlooked and the discriminatory power was used to promote the other cadre. It is understood to have talked about the mess in the airline and has made recommendations on such critical issues like career progression, integration across various cadres, rationalisation of pay scale, allowances and incentives and overall restructuring of the entire staff of both the airlines. SAN FRANCISCO: Facebook frenzy is spreading ahead of the company’s big-time stock market debut, with anything from Mark Zuckerberg’s hoodie to the billion-dollar buy of Instagram sparking controversy. Speculation about the promise or pitfalls of owning a piece of the world’s leading social network was so feverish by the weekend that one report contended there was too much demand for the stock while another said it was lacking. Facebook, already assured of becoming one of the most valuable US firms when it goes public, has been on an intense marketing drive ahead of its expected trading launch on the tech-heavy Nasdaq on May 18. In a filing with the US Securities and Exchange Commission, Facebook set a price range of $28 to $35 for its shares, which would value the firm at between $70 billion and $87.5 billion. When Google went public in 2004, its valuation was $23 billion, and now it has a market value of $200 billion. Some are offended by the price set for Facebook, a site founded by Zuckerberg just eight years ago from his Harvard dorm room. Still only 27, he will retain 57.3 percent of the voting power of the shares. Others expected better — some analysts predicted a price of $44 a share in the short term, and a much higher figure in the long term. At the midpoint of the price range, the sale of 337 million shares would generate $10.6 billion, making Facebook’s offering the largest IPO of a tech firm. Despite the intense spotlight on Facebook coffers swelling with a stock sale, analysts agree that

Argentina okays dignified death, sex-change BUENOS AIRES: Argentina, the first Latin American country to legalize gay marriage, created a fresh stir this week by making sex-change operations and endof-life decisions by relatives a legal right. The measures, a first in the region, were made possible thanks to a weak conservative opposition and a favorable public opinion in the city. One of the bills passed by the Argentine Congress allows transvestites and transgender people to choose how their sex is reported in legal documents, including identification cards, drivers’ licenses and passports. The “dignified death” law, for its part, grants more power to the terminally ill and their families to refuse treatment and life support. It expressly forbids the use of euthanasia, however. US navy drills kill marine life The US Navy may be responsible for more marine mammal deaths than previously thought. SFGate reported, in a draft environmental impact statement covering Navy training and testing planned for 2014 to 2018, the Navy estimated its use of explosives and sonar could unintentionally cause more than 1,600 instances of hearing loss or other injury to marine mammals in one year. The report also said the use of sonar and explosives could cause 200 marine mammal deaths in one year. Previous reports covering 2009-2013 estimated the unintentional injury or death count to about 100 marine mammals in Hawaii and California. ATHENS: Greek political party leaders emerged late on Sunday from emergency cabinet talks with no breakthrough in sight, raising the prospect of new elections that could scupper reforms and force the country out of the eurozone. President Carolos Papoulias initially met for 90 minutes with the heads of the three parties that topped last Sunday’s inconclusive election — conservative New Democracy, socialist Pasok, and radical left Syriza, before holding discussions with smaller parties. But after the full day of lastditch meetings, the small Democratic Left party, viewed as the most likely candidate for a coalition government with New Democracy and Pasok, said no government had emerged from Sunday’s discussions. Talks will reopen on Monday, said state TV, as Greece grapples with mounting threats of a loan freeze should Athens falter on promised structural reforms. If a cabinet cannot be formed by Thursday, when parliament convenes, new elections will have to be called in June. Some of the leaders said Papoulias had produced a letter from outgoing Prime Minister Lucas Papademos on the state of the Greek economy, whose

No more money So what happens if Greece remains without a government? The European Union, IMF and European Central Bank would probably turn off the taps and bailout money would stop flowing to the highly indebted country. At the same time, Greek banks would probably be cut off from the liquidity provided by the ECB.

Bring back the Drachma To counteract a run on its banks after a debt default, a new Greek government would have to freeze bank accounts and introduce capital controls to prevent the country’s citizens from moving money abroad. The government would also have to pass a currency law and start up the banknote-printing machines. It is not inconceivable that Greece might already be quietly printing new money. To minimise the likely chaos that would ensue, the Greek government would probably choose to reintroduce the drachma over a weekend.

The big exodus The depreciation of the new currency will make imported goods more expensive and drive up inflation. Mass unemployment is likely, as is an exodus of young skilled workers. If tens of thousands of Greeks headed to the borders, they might even be closed.

The fallout Holders of Greek government debt would undoubtedly suffer, as they risk having their assets redenominated into a rapidly falling new Greek currency — as would holders of Greek corporate debt. Returning to a Greek national currency would create all sorts of legal problems with business and government contracts. Greek companies forced still to make payments in euros will see costs and interest payments on euro loans double. And UBS says: “The costs of breakup go way beyond the economic. To quote Shakespeare, in the event of a fragmentation of the euro, economists will have little to do but ‘cry havoc, and let slip the dogs of war’.”

Talk back Poor arrangements It is not true that the authorities had made us, the students wanting to take up EAMCET, aware of the condition of the road leading to the college. My Dad had a torrid time driving me up to the college on the road that was hardly motor-able. The result was that I reached late to the venue and went through a very stressful time, which will show in the results. And this is not the case with just me. E

urope’s on-going economic crisis has so far claimed ten heads of governments. However, Nicolas Sarkozy’s recent defeat in the presidential elections in France need not be entirely attributed to the economy — Sarkozy had lost it a long time ago, even before the socialist François Hollande defeated him. Leader of the centre-right UMP, Sarkozy defeated the socialist Ségolène Royal (François Hollande’s then partner!) and was elected to a five-year term as president of France in 2007. At the time of Sarkozy’s election, the French economy, the world’s fifth largest, was faltering, leading George Bush to famously attribute this to the lack of a word for ‘entrepreneur’ in the French language! Already in 2003 the US Congress had ordered French Fries to be renamed ‘Freedom Fries’ in menus, in hysteric protest against French intransigence in the war against Saddam Hussein; now French foreign policy was being pilloried as opportunistic and lacking in principles. Domestically, questions were cropping up whether France’s 35-work-hours-a-week economy and her generous welfare state were sustainable. In politics, there was much embarrassment: in 2004 PM Alain Juppé was convicted for corruption and received a 14month suspended prison sentence, and president Jacques Chirac was shamefully, but credibly, accused of embezzling public funds. Despite forebodings based on his previous performance as interior minister when he used brute force against Arab immigrants, and attempted to destroy laïcité (France’s unique secularism), Sarkozy seemed promising. He wanted France to be strong like America, he vowed to reward ‘those who wake up early’, he was full of energy and wanted to do things ‘at the speed of light’. He pledged to the French on victory day “I won't betray you, I won't lie to you and I won't disappoint you.” Sarkozy had a great start. His cabinet had eight men and seven women – France had never seen such gender balance at this level. He appointed the socialist Bernard Kouchner (co-founder of Doctors Without Borders) as his minister for foreign and European Affairs. He appointed Rachida Dati, of North African

origin, as his justice minister. He created a new international human rights position in his cabinet, and offered it to Rama Tadé, a Muslim woman of Senegalese origin. He pledged that human rights would be the cornerstone of his foreign policy and promised "to reach out to all those in the world ... who are persecuted by tyrants and dictators." But promise has to translate into performance. During his first visit to Moscow Sarkozy was silent about the ‘intolerable killing of journalists’ in Russia. In 2007, after a meeting with Putin, he turned up drunk for a media conference at the G8 summit in Germany. After the bloody repression of Tibetans in 2008 he rightly threatened to boycott the Beijing Olympic Games if China didn't start serious talks with the Dalai Lama, but tamely attended the inaugural after French contracts came under threat. He did not heed Kouchner’s advice that effective European intervention was called for in the civil war in the Democratic Republic of Congo. Even as he played an important role in world politics, where once the talk was of human rights, Sarkozy started speaking of ‘relative powers’, holding back and compromising. After five years in power, Sarkozy leaves France with a record debt of $1.7 trillion ie $500 billion more than when he took office. His economic legacy is a 13-year high of 10%

IT’S TIME THE PARLIAMENTARIANS did some serious introspection

he politicians have finally decided to talk some sense on the occasion Indian Parliament completing 60 years. More than anything else, it was the adamant and unreasonable positions of various parties that cost several days of the Parliament. While the Parliamentarians can't stop congratulating each other on being part of the nucleus of democracy, they are forgetting that not much is being done for the people who sent them there. Numerous key Bills and amendments have been stalled or postponed due to House disruptions and public will suffer due to the delays. The parliamentarians need to understand that membership in the House is a job and requires a degree of professionalism. Walking out at the drop of the hat and disrupting functioning of the House on topics of little national consequence have become the order of the day. If people are showering insults at the institution, there are many justifiable reasons to it. Its better that the elected representatives realise their flaws and rectify them. Better late than never.

Sadly, as he lacked the vision and authority to give direction to the debate, his steps only unleashed xenophobia against the 5 million French of Arab origin in mainland France. His immigration policy was a mess, and he regretted openly that there were too many foreigners in France. He made the Roma gypsies a hostile target of his action. When his electoral prospects became doubtful he unsuccessfully wooed the voters of the National Front. Last year, Sarkozy’s cabinet minister Michelle Alliot-Marie foolishly offered French support for the Tunisian security services when the Arab spring demonstrations first began. Alliot-Marie’s partner is believed to have been close to Muammar Gaddafi, and is credited with facilitating French arms trade with that country. Sarkozy’s PM, Francois Fillon accepted free holidays paid for by then Egypt’s ruler Hosni Mubarak. Sarkozy’s personal credibility also took a beating during his tenure. In a debate about nuclear power, Sarkozy said he went to Fukushima after the nuclear meltdown whereas he went only up to Tokyo; on his Facebook page he posted a fake picture of himself chipping away at the Berlin Wall. Astonishingly, he rehabilitated the tainted Alain Juppe by appointing him his foreign minister. He was not immune to nepotism either and tried to impose his undergraduate son Jean as head of the important business district La Défense. Embarrassingly, at state banquets, as in India and at the Vatican, he was seen frenetically texting with his mobile phone. He had urged the French to work hard, but his policies benefitted those like L'Oréal’s Liliane Bettencourt, France's richest woman who it is believed made illegal campaign donations to Sarkozy’s party. Sarkozy did some good – at home he raised the retirement age to 62, made it harder for public transport workers to strike, and restored some order in the work culture of the nation. He firmly implemented university reforms. As president of the European Union he negotiated a 6 point peace plan between Russia and Georgia. He did the logical thing by reintegrating France into NATO’s military structure. He attempted to create a Mediterranean Union. He took the initiative in Libya to finally fight Gaddafi, but in the moral and financial mess that he leaves France in, these are hardly redeeming factors.

But Pastor’s real test of character came after the race and in the most bizarre of circumstances. When a fire engulfed the Williams pits after the race, Pastor rushed in to recuse his young cousin, and was snapped carrying him out on his back. That’s a real hero Mr Chavez.

For us, it is all fun, enjoyment and amusement, but have you ever wondered what our teachers do during the vacations? ome summer and all of us forget that schools and colleges exist. Many of us are busy with friends, relatives and family doing everything possible. Some others are busy with internships and other projects. But ever wondered what the teachers do durings summer, when they have no classes to maintain and no home works to check? We sure did, so we found a few teachers from all over the city to help answer the question.

urmeet Saddal, a high school teacher at Bhavan’s school says “I love summers. They are my time to go out and explore the nature. I am a nature lover and love to read about it and participate in any activities that can help us improve it.” When asked about the other things she does in the holidays, she said “Taking care of the children in school, our own children sometimes feel left out. This is the time when I bond with them and spend some quality time.”

I am currently studying on various topics like Advertising and planning to write research papers on them. This helps me get better knowledge of the subject and teach better.” “The fun is always there in the vacations but an enhanced Bio data is always good to have and there is no better time than summers to have it.” She adds.

adha, a lecturer at Keys Junior college says holidays or no holidays, her time belongs to the students. “It’s been happening from the past few years now. I prefer not going on a vacation. Instead I help the weak students to cover up their portion. Especially the ones who have backlogs.” says Ms. Radha. “If I get some free time, then I prefer updating myself with the latest trends and technology. As a lecturer in a Junior college, it is very important to stay updated with everything. So that is what I do.” She added.

achel, a primary teacher at Narayana concept school has another favourite past time. “Summer is the time I spend with my pets. During the school time, I don’t get much time to spend with my dog and my fish. But in summer, I dedicate all my time to them. It is loads of fun.” she says.

So the mystery is finally revealed. Teachers and lecturers use their summers to enhance their skills, and spend some time with their near and dear ones. And they also are as excited as any us to have some holidays. Of course, they don’t have homeworks to do, but for most of them, a lot of work to do at home.

hose long working hours, the need to always look and be the best at your workplace, the chaotic traffic, lack of time and the need to maintain your relationships — all these lead to one element that is stress. While stress can affect many aspects of your life, it has a major influence on your sleep cycle. A recent study in the UK has stated that the people affected by stress induced insomnia were increasing and a large number were heading out to buy sleeping pills. According to Dr Sucharita, psychologist and counsellor, “Our biological cycle is such that we are active during the day and sleep during the night. When a person is stressed or very active during the day, their brain continues to be very active during the night. A person needs to unwind during the night else it may affect their day-to-day activities.” Dr M Phani Prashant, consultant psychiatrist, Care Hospital says, “Whenever someone is stressed, it affects the neurotransmitters in the brain. Of the three neurotransmitters, Dopamine is the one that regulates sleep. When it gets imbalanced it can cause problems sleeping, concentration etc.” Dr Sucharita says, “People tend to have the habit of sleeping with mobiles, TV and other gadgets in the room. This is not good. They should make sure that these are left in the other rooms in the night and the bedroom is used just for sleeping. They should listen to some soothing music to relax before going to sleep,” says Dr Sucharita. Dr Prashant says, “Sleeping pills are not OTC (over-the-counter medicines) so people cannot just go out and buy them. The reason why we are told to avoid sleeping pills is that once you start taking pills they become like an addiction. While they may help you sleep they are not able to tackle the problem of imbalance.” Dr Sucharita adds, “People nowadays do take a pill to induce sleep but this is not advised unless someone is prescribed these medicines for insomnia, depression or a mental ailment. If a doctor has prescribed than he will now how much of the dose is thus one is not at the risk of overdose.” “Only if it is a chronic case of insomnia than a person is referred to a psychiatrist. People not getting good sleep for a day or two is okay as usually by the third day they would require that sleep as they would be exhausted,” says Dr Sucharita. Dr Prashant says, “Medication is not required for just any sleep disorder, if a person is unable to fall asleep or awakes very early then it may be required.”

Sleep tips Dr Sucharita suggests, “Sleeping pads for the eyes can be good as they help send a signal to the brain that it is time to sleep. It is important that a person sleeps at a regular time in a regular place to sleep. Another method could be to wind down before going to sleep through some physical activity.

ing and drugs. A warm cup of milk and relaxing music can help.” Dr Prashant says, “Sleep hygiene is important just like body hygiene. The bed should be used just for sleeping and not conversations, eating or quarrelling. People should avoid having caffeine, cold drinks or any stimulant in the evening. If a person is unable sleep for 10-15 minutes they should not lie awake in the bed. They should go to another room till they feel drowsy and then come back and sleep.” Apart from these methods, Dr Prashant suggests that one should avoid overshooting in the morning. This implies that no matter what time one sleeps at night the waking up time should be kept at constant i.e if someone sleeps at 2am and their usual wake up time is 7am they should get up at that time only and not oversleep till 8 or 9. He suggests that sleeping during the day should be avoided. So keep those pills away, relax and have a good night’s sleep!

My 12 year old son has been becoming very aggressive. I’ve been receiving complaints about him getting into fights with other kids. I am worried that he may be turning into a bully. I’ve tried explaining to him, coaxing, cajoling and even scolding him. But nothing seems to work. Bullying is defined as ‘repetitive aggressive behaviour that is intentional and involves an imbalance of power or strength’ according to the American Psychological Association. It typically involves a child becoming aggressive towards or excluding the victim from the social group. The bully has a strong need to dominate others and to get their way and they do so by defying rules. They also do not listen to teachers, parents or other adults and also show little empathy for the others they victimise. If a child has begun behaving aggressively, it’simportant to understand what is causing them to behave in that manner. Sometimes, children do not know how to read social cues and might not know that what they are doing is causing harm. Children also learn aggressive behaviour from adults and thus imitate them. If a child has low selfesteem, then putting others down by bullying or aggression can be a way to feel better. To deal with such behaviour in children, start by educating them about bullying and how it is harmful. Further, setting limits and boundaries and having clear penalties that is not punitive or physical in nature when a child engages in bullying also helps. Being observant and checking a child’s behaviour while also creating a warm, positive environment for them where they have positive adult role models is also effective. Making it clear that bullying is not acceptable and when they are aggressive, setting limits that involve consequences for the child is very important. iposuction may cause deeper, more dangerous fat in the abdomen, a new study says. Brazilian researchers said that just a few months after the fat-sucking procedure, there could be an increase in visceral fat in the midsection. So-called visceral fat increases the risk of type-2

diabetes and heart disease and is thus considered more dangerous than fat nearer to the surface of the skin. Reuters reported that the study looked at 36 women who had undergone liposuction and were sedentary before the procedure. Half the women were told to exercise post-liposuction, while the others remained sedentary.

Although the syndrome can effect anyone from any age group, women are the most susceptible. The treatment for this kind of ailment involves prevention of the formation of clots which may be done with the help of aspirin or heparin.

STOCKHOLM: Food with a lot of fat and few carbohydrates may actually benefit type-2 diabetics who are advised to stick to a lowfat diet. The results of a two-year dietary study led by Hans Guldbrand,and Fredrik Nystrom from Sweden, shows that this kind of diet could have a better effect on blood sugar levels and blood lipids. Diabetes millitus type-2 is a lifelong disease in which there are high-levels of blood sugar. Diabetes is caused by a problem in the way your body makes insulin. Insulin is needed to move glucose into cells, where it is stored and used for energy. In type-2 diabetes, your fat, liver, and muscle cells do not respond correctly to insulin. Consequently, blood sugar does not get into these cells to be stored for energy. Increased fat also makes it harder for your body to use insulin the correct way. The study is based on 61 patients who were randomised into two groups, where they followed either a low-carbohydrate (high fat) diet or a low-fat diet, the journal Diabetologia reports. In both groups, the participants lost approximately four kg on an average. Besides, a clear improvement in the glycaemic (blood sugar) control was seen in the low-carbohydrate group after six months, according to a Linkoping statement. Despite the increased fat intake with a larger portion of saturated fatty acids, the HDL content increased on the high-fat diet. In the high-fat diet, 50 per cent of the energy came from fat, 20 per cent from carbohydrates, and 30 per cent from protein. For the low-fat group, the distribution was 30 per cent from fat, 55-60 per cent from carbohydrates, and 10-15 per cent from protein. The participants were recruited from two primary health care centres and met for four group meetings during the first year of the study. All 61 participated in the study for the follow-up. IANS

ibakar Banerjee says his political thriller Shanghai is an attempt to bridge dreams and reality: the dream of transforming “stuffy and dirty India” into a swanky Shanghai, and a reality check on where India stands today. “In the context of the film, we have this dream of a Shanghai like city, where there is business, fame, money and entertainment. Where there are lots of buildings, skyscrapers, hotels, pubs and material prosperity. The reality of our (Indian) cities is not so,” Banerjee told IANS. “We know what they are. There is traffic, pollution; and civic amenities are bad. There is good and bad here in the film. There is this India which is stuffy, dirty and hot, and antiShanghai,” he added. The movie stars Abhay Deol, Emraan Hashmi, Prosenjit Chatterjee and Kalki Koechlin. Shanghai itself plays a metaphor for progressive change. Elaborating further, the 40-plus filmmaker said: “It’s the difference between dream and reality. It shows the reality behind the dream and shows the dream in the middle of reality. It is a dream to make Indian cities like Shanghai.” The film has been inspired by a mid-1960s book ‘Z’, by Greek writer and diplomat Vassilis Vassilikos, but adapted to Indian sensibilities. How to play Kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. Kuchar wins Players Championship PONTE

American Matt Kuchar kept his composure while others around him caved under the pressure to win The Players Championship tournament by two shots on Sunday. Kuchar closed with a twounder 70 to finish at 13-under-par 275 for his fourth win on the USPGA Tour. Of the four wins, it is by far the biggest title of his career. “What an amazing feeling to hoist this trophy and win among one of the strongest fields in golf,” Kuchar said. “To come out on top, to do it on Mother’s Day it really is magical.” Martin Laird rolled in five birdies in a seven-hole stretch from the seventh to grab a share of the lead. But Laird closed with a bogey for a five-under 67 at the TPC Sawgrass. Laird shared second place at 11-under-par 277 with Zach Johnson (68), Ben Curtis (68) and Rickie Fowler (70). Luke Donald closed with a sixunder 66 to end alone in sixth at minus-nine. He needed a solo fourth or better to regain the world No. 1 ranking. Third-round leader Kevin Na stumbled to a four-over 76 as he dropped into a tie for seventh place at eight-under-par 280. American Na was trying to be the first 54-hole leader to win the title since Canada’s Stephen Ames did so in 2006. lot of things are at stake for Chennai Super Kings and Kolkata Knight Riders as they face each other at the Eden Garden. Of the two Chennai seem to have the advantage, as they humiliated Delhi Daredevil in their last match, but if they lose to the Knights today, the fate of their qualifying to the next stage will be dependent on many other factors, not a nice spot to be in. Ryan has a decent swim CHARLOTTE: World record holder Ryan Lochte beat runner-up Conor Dwyer to win the 200 metre individual medley at the Charlotte Grand Prix swim meet on Sunday. “It felt good to actually have a decent swim,” said Lochte, who swam in a regular suit for the first time this weekend. American Lochte used a strong finishing kick beat Dwyer by nearly two seconds and set a meet record with a time of one minute, 57.63 seconds. Dwyer clocked 1:59.29 and Eric Shanteau finished third in 2:00.46. Sebastien Rousseau placed well back in fourth. The win was a nice finish to a frustrating weekend for Lochte who failed to qualify for the finals of the 100-metre freestyle earlier in the day. Lochte earlier finished sixth in the 200 freestyle, seventh in the 400 IM and eighth in the 100 backstroke. He failed to qualify for the main heat in the 50

backstroke. Lochte was not please with his overall performance. “I hate to lose,” Lochte said. “I like winning. I had to keep reminding myself this isn’t the big picture. The big picture is the trials and Olympics. “I just have to keep focused for that, keep moving forward. People won’t remember this meet. They’ll remember the trials and the Olympics. So even though I wanted to do well at this meet, it doesn’t affect me. I know that it will be there when the time is right.” Lochte said he’ll return to Florida this week to continue training for the London Games. “I’m going to focus on speed, doing little things like my turns and my starts — just speed,” Lochte said. “Right now I have no speed. I have a lot of endurance and I have a good background right now in my training and it’s time to get ready.”

Pastor Maldonado became the first Venezuelan to win a Formula One race by triumphing at the Spanish Grand Prix on Sunday before going on to play an heroic role in a dramatic blaze in his Williams team’s garage. Maldonado’s win, in just his 24th race, was also the team’s first victory since the 2004 Brazilian Grand Prix and came on the weekend of team founder Sir Frank Williams’ 70th birthday. But on a dramatic day for the Venezuelan driver, he was later pictured on Twitter carrying his young cousin to safety after the team garage was engulfed by flames. A total of 16 people were injured, one with severe burns, when the fire — believed to have been caused by an electrical fault in a fuel rig — broke out. Maldonado was forced to carry his 12-yearold cousin Manuel, who was wearing a protective boot on a broken right foot, to safety as thick, black smoke billowed down the pit lane at the Catalunya Circuit.

“Four team personnel were injured in the incident and subsequently taken to the medical centre. Three are now receiving treatment at local hospitals for their injuries, while the fourth has been released. “The team will monitor their condition and ensure they receive the best possible care. The team, the fire services and the police are working together to determine the cause of the fire and a statement will be released in due course.” The Catalan regional government said that one person was airlifted to hospital with serious burns, while five others were taken to a local hospital for the effects of smoke inhalation. Ten more were treated at the circuit’s medical centre. The Caterham team said four of their mechanics were among those taken to the medical centre, one with a minor hand injury and three for smoke inhalation.
