The command and control room the City police opened for the CBD at the hi-tech building looks smart, prim, efficient and well-equipped. For 19 days from October 1 when the world delegates gather here to discuss the vexed issues of saving biological diversity, this set up will serve as the nerve centre. "We are ready to meet the world," announces Madhapur division DCP K Goverdhan Reddy. The first floor control set up has all the available technology to man the law and order during the event. All works are computerised and all those manning the station would be in the rank of sub inspector and above who are adept at handling English and are trilingual. The cops are going to look smart and behave smart, senior officers explained. All events connected with CBD will be han-

dled by this control room though the area comes under the Madhapur police station. Three DCPs are going to be on call and commissioner of

he GHMC standing committee stuck to its guns, even as the State government sent a ‘show cause’ notice. The government took exception to the GHMC’s decision to drop road widening proposals on the metro route. The government is likely to break the deadlock by cancelling the resolution. One of the reasons cited by the standing committee is nonprovision of advertisement rights after the project’s completion. The government expressed concern about the GHMC asking some “share in the revenue to be realised by Hyderabad Metro Rail on advertisements and other commercial exploitation of the properties.” It is said that the resolution was also stimulated by the fact that

GHMC has already lost important lands en route this project and does not want to spend more money. This is another reason for seeking the amount from HMR for these projects. After deliberations in two

standing committee meetings following the show cause, the members decided to stand by their decision. According to an official, to ease the deadlock the government may quash the standing committee resolution

in the near future. The proposals are providing CC roads and storm water drains from Musheerabad junction to RTC X roads and from RTC X roads to Narayanaguda junction at an estimated cost of `700 lakh and `400 lakh. Laying of CC roads from Hanuman Temple to MJ Market and Hanuman temple to Putlibowli junction at cost of `42 lakh and `47 lakh. The GHMC also must take up laying of CC road on the widened portion at Putlibowli junction to Hanuman Temple and widened splay portion at Putlibowli junction at cost of `44 lakh and `26 lakh and laying of CC road on the widening portion from MJ Market to Hanuman temple at cost of `49.99 lakh. With the deadline of 15 days nearing, the resolutions adopted by the standing committee is likely to cancelled by the State government.

he main opposition the Telugu Desam, which initially planned to announce its decision to extend support to division of the State before the very popular Telangana Liberation Day scheduled to be held on September 17, has postponed its decision. The main reason behind this seems to be the pressure from Seemandhra leaders of the party on N. Chandrababu Naidu. These leaders have reportedly told the party president not to be in a haste and asked him to wait for some more time before making an official announcement. They reasoned that the party would face a lot of problems if it hurried on this issue. Confirming this, senior leader and MLA G.Jaipal Yadav said, “Yes, the party has postponed its formal announcement to write a second letter to the UPA government extending support for a separate Telangana state. The local police made sure that their boss did not have any traffic problem and ensured that his convoy passed without any hiccup by violating existing rules. But in the process they created an

At the famous Paradise Crossroads in Secunderabad, the police stopped the traffic for more than 15 minutes by violating norms to provide free passage for the DGP’s convoy. is entry into politics was a sheer accident. His love for silver screen hero and founder of Telugu Desam Party NT Rama Rao coaxed him into politics. Dr N Tulasi Reddy, the chairman of 20-point programme, was an exceptional student throughout his academic career. Reddy topped in SSLC exams and secured fourth rank across the state. He does not believe in pursuing political goals and ambition and recollects the famous words of former PM PV Narasimha Rao that political posts are like a shade. Nobody can catch them. “I never aspired for any political position in life. Whatever I got so far, I got in recognition of my services,” he adds. When it comes to his personal life, he set up an example in late 70s by marrying a Tamilian lady, who was not from his caste, without taking a penny as dowry. or the first time in Hyderabad, the polo season saw the participation of young guns in the main tournaments. Breaking boundaries and creating a revolution in the sport are Afsana Naidu and Anirudh V. Anirudh is a student of Class X and has been playing polo for the last 10 months. This is his second tournament and he says this is just the beginning. Anirudh loved riding horses but the passion for the sport developed when his father took him for a polo match. The cricket lover got interested in polo during the Bangalore polo season and since then, it has been a new journey. “When I saw a match for the first time, I decided this is what I want to do too and since then, have been practising.” He practises for three hours a day and plans to take it up as a profession. “I have great support from my school but after Class XII, I plan to play professionally,” he says.

hen the late Pope John Paul II visited Lebanon 15 years ago, the country was just recovering from a devastating civil war, its sectarian wounds still raw. John Paul brought a message of hope. His successor, Benedict XVI, comes to a Lebanon whose political classes are still unable to agree on a common vision for the tiny eastern Mediterranean country of 4.6 million people. His message is expected to be one of reconciliation. The pontiff will encounter new divisions in Lebanon, whose oncedominant Christians have long since been reduced to a minority, their influence now more that of playing a swing role in the power politics of the Muslim majority. Where Lebanon’s international concerns in 1997 were more with Israel, whose troops occupied a large chunk of the country’s south, they are now focused squarely on Syria, which held sway in its smaller neighbour for decades. At issue is the Syrian civil war, which has claimed more than 27,000 lives and that some fear threatens to shatter a status quo between the larger and smaller neighbours dating back half a century. Joseph Bahout, a French professor of political science and Middle East expert, said the “pope arrives to a different Lebanese and regional context that is completely new, very different from that of the past.” Syrian troops moved into Lebanon early in the 1975-1990 civil war to protect their interests and support their partisans. Those troops remained, as did their ability to project the political will of their masters in Damascus. “The issue in 1997 was that the country was rebuilding itself as best it could, under heavy (Syrian) domination, with a great deal of hope. Today, that domination has disappeared, and the neighbour that was once the master now faces what could be drastic changes.” Times began to change when Israel, which had also moved into Lebanon during the civil war withdrew its troops in 2000. Five years later, former Lebanese premier Rafiq Hariri, once a close ally of Syria, was assassinated by a massive car bomb in Beirut. Syria was immediately suspected, but vehemently denied the murder. Members of the Shiite Muslim group and Damascus ally Hezbollah have been indicted by a UN-backed tribunal, but they are still at large, and there is little expectation they will ever stand trial. A domestic and international outcry over the Hariri murder forced Damascus to withdraw its troops after 30 years, and the seeds were planted for a more uncertain relationship. Because it means that you cannot avail this benefit if you decide to prepay your loan before 15 years. It also means that you cannot avail this bene-

fit if you transfer your balance to another bank, if they offer to charge a lower rate of return. Abhi: Does this mean that the scheme is useless? Nicky: Not at all. I'll explain this with an example. A person taking `50 lakh as loan, for a period of 20 years, at 11%p.a. interest, will need to pay an EMI of `51,609 per m o n t h . According to this scheme, he will be able to save `6,19,308 after 15 years, the equivalent of one year's EMI. Nicky: Well. So it seems. But then, you see, the value of

money 15 years down the line, is not the same as the value of money today. So its present value, after accounting for an average inflation of say 7%, is just `2.24 lakh. The value could be lower if you take a higher inflation or a higher opportunity cost. Abhi: You are getting into a lot of jargons. Just tell me what should I do? Nicky: Take an informed decision. All other terms being same, with no intentions to default, or switch our lender and if you are sure that you will keep the loan for at least 15 years, then this scheme is for you. The benefit in present value terms is not as big as you think. But it is definitely a benefit. On the other hand, if you think you might want to repay earlier or might want to change the lending bank sometime in the future, then this scheme may not benefit you and this scheme should not be the deciding factor for choosing a home loan provider.

ollowing Justice MB Shah Commission’s report on illegal iron ore mining in Goa, the state government is apparently non-committal on recovering a whopping Rs 35,000 crore from the mine owners who illegally plundered the resources. In its report, Shah Commission has pointed out around 100 encroachments outside the mining lease areas by the companies which extracted large sums of ore between 2006-2010. The Commission’s report, tabled in Parliament last week, quantified the total extraction of ore from these encroachments to Rs 35,000 crore. The judicial panel has recommended that the money should be recovered by the state from the mine owners. However, state Chief Minister Manohar Parrikar, who

has been on an action taking spree against the officials involved in illegal mining operations, has remained silent over the recovery of money from the mine operators. “We are still examining the

government had suspended seven officials from state Mines and Geology Department within hours of the Union Mines Ministry tabling the Shah Commission report in Parliament on September 7. Also, all the 90 odd mining leases were suspended, asking the owners to submit the relevant documents before Mines and Geology Department. The mining outside the lease area, which is a blatant violation of the law, was done in 2,796.24 hectares area, of which the actual extraction happened in 578 hectares. Shah Commission records indicate that still 2,222 ha of land is left untouched, but encroached by the mine owners. Over the years, total 1,273 million metric tonnes of ore was extracted from these illegal encroachments worth `35,000 crore. PTI

Reportedly six mithuns died following the outbreak of the disease in epidemic form at Pungrung and Layang villages under Sangram circle of the district, official sources informed here today. The toll may increase with a number of animals still believed to be in the jungle. Search is on by the owners in order to cure the wounded mithuns using local medicines, sources said. Meanwhile, Sangram BDO T Riba, in a bid to tackle the situation has requested the veterinary doctor and his team from Koloriang to visit the village for vaccination and providing other requirements for mithuns. However, due to insufficient supply of medicines, they could not be able to look into the matter, sources informed.

The Rural Development and Heritage Society (RDHS), a Sangram-based NGO requested the Kurung Kumey DC and the higher authority to send a team of veterinary doctors with sufficient medicines to support those who are working in the

affected area so that the spread of disease could be stopped as mithun is the hope and resource for the villagers as well as state. The Society also requested the authority to send one veterinary doctor immediately to Nyapin-Sangram. PTI

Vetting the vet THE HUMAN CONDITION Dean Williams

I

’ve spent much of last week at the vets getting my cat and his dodgy tooth sorted out, and what a traumatic experience it’s been. Through the five years that I’ve been back in the country I’ve been appalled at the state of animal care in a society that proclaims itself to comprise ‘animal-lovers’. And as I visited the first vet in Hyderabad all my fears were confirmed. Not only did the veterinarian not touch my cat, but then proclaimed it to have an “infection on its chin” when even a shortsighted platypus could tell that it was his loose tooth that was causing him distress. The vet left the animal to the minders, who I must say, did their very best, and proceeded to sit at his desk on the far side of the room, still tom-tomming a ‘chin infection’. My wife tried her level best to tell him about the tooth, and eventually decided that enough was enough and we needed to see another vet. That’s how we came to visit the Animal Care Clinic in Banjara Hills. Now, I can safely say, my faith that there is someone out there that gives a rat’s ass about animals, has been restored. Not only did I see a vet who truly loves animals, work her magic, but I also saw her understudies and auxiliary staff deal with the multitude of patients with care and empathy, not to mention skill. As for my cat, he’s doing fine minus a tooth (which the ACC vet promptly extracted). And I think the Blue Cross (via the ACC) has just found itself two new volunteers. DOG DAYS IN HYDERABAD ANONYMOUS ALIEN

F

eral dogs are no longer ubiquitous in Hyderabad. Yes, you see them occasionally, and like so many dogs in India they are often lame, having learned the hard way that their paws are no match for a rickshaw or car. But they are not everywhere, and I believe the credit for this goes primarily to Blue Cross of Hyderabad, Amala’s amazing animal rescue center that has proactively taken on sterilising thousands of animals around the city. Unfortunately, animal welfare organisations cannot use the same techniques to limit the spread of cruel people who, often unknowingly, are contributing to the abuse of animals in a systemic manner. Three specific areas come to mind. The first area is the purchasing of exotic animals. Ever seen, for example, a German Shepherd being walked down the streets of Hyderabad? There are so many things wrong with this picture it’s difficult to know where to begin to dissect it. A German Shepherd in Hyderabad? Do their owners not pick-up on the fact that the Sheppard’s hair is really thick and really long, and is better suited to the snow-capped mountains of the Himalayas than to the searing roads of Hyderabad? If you’re not convinced, then try to wear a fur coat in, say, June in Hyderabad

and you’ll have a fair idea of what it’s like to be a German Shepherd here. And I also wonder, have the dog’s owners not done any research into the breed whatsoever? Because if they did they would quickly learn that a large percentage of German Shepherds (and other commercially bred show dogs) have been so in-bred by breeders that hip-displacer and other genetic disorders are pretty much standard equipment now. Simply put, buying an exotic pet sustains an animal breeding industry that is heartless towards the very creatures in which it trades. You want a great dog? Pay an animal shelter like Blue Cross a visit, and they’ll set you up with a robust, climate-tested puppy with all its shots that will be so grateful to you for giving it a great home that it will love you forever! And by the way — the puppy from Blue Cross will be a thousandth of the price, too. And that brings me to my second point, the treatment of such exotic animals once they are purchased. Almost daily, on my drive home from work, I see some dog owner walking their dog, yanking away at its leash like they are pulling a car that’s stuck in mud. Do they not understand that the dog is made of flesh and bones, just like they are? If every dog owner in India were forced to be walked on a leash like a dog just once, the amount of cruelty to these animals would be cut by at least half. But such cruelty doesn’t end

with dogs. Exotic pet stores all over the world sell, well, exotic everything — birds and reptiles, monkeys and cats. How many people out there really know how to take care of an African Grey Parrot? Or a Squirrel Monkey? These creatures require specialised training to be raised properly, and few owners ever receive any training at all. The result is animals that either die young or are released into a climate they are not suited for when the owner realises they got more than they bargained for. And do any of these owners give any thought to what these creatures endured to be transported from Africa or South America to some rich person’s home in India or the United States? I can assure you, the animal does not travel first class. And that brings me to my

third issue, the cruel treatment of the wild dogs that do roam the streets. I have seen people throw rock and sticks and even bottles at dogs almost as though they are using the animals as target practice. The lack of empathy in this scene is startling — do these people not understand that animals feel pain, just like we do? How would they like to be a target one day for such ill-treatment? To buy an exotic dog to show it off to friends is a kind of egoism that has no place in our world. To buy such a creature and not be prepared to care for it properly is a kind of neglect that should be met with fines and scorn. EDITORIALS Diversion of domestic gas cylinders go unchecked

T

he Centre’s decision to reduce the number of subsidised domestic LPG cylinders may cut its spending but adds to the consumers’ woes. Anyone would tell the painstaking wait to get a cylinder replaced. While we grow roots waiting for the service, the stock meant for domestic consumers are diverted to commercial establishments — they are supposed to use bigger unsubsidised cylinders. The ‘smuggling’ of domestic cylinders to eateries happens in broad daylight, right under the eyes of ‘alert cops’. The occasional ‘surprise’ raid can hardly boast of that element in it and major violators are tipped off well in advance. With the massive gap in supply, one can imagine the extent of diversion and the amount of money the authorities concerned are making. Gas cylinders are not inconspicuous stuff that can be hidden away quickly. An ounce of commitment from the part of officials — and one massive surprise raid — can free up a lot of resources that should go to the public. And violators should be punished severely.

he underdogs behind any band’s music are often the sound engineer and the record producer who take great pains in ensuring that the artiste clicks with the public. But more often than that, because this is a business like any other, making music has become a standoff between artistes and producers. Through its history, we trace the effect it has had on independent and struggling artistes and also the impact of film music on the industry. When the corporations dictated too many terms, things fell out and independent record labels helped artistes with more freedom and expression as their works were aimed at small groups but devoted followers. Soon after this became another trend what with every great artiste including The Beatles, The Rolling Stones setting up their own labels (Apple Records and Rolling Stones Records). Eventually they were gobbled up by the bigger labels or joined them to hold a viable position. All of which slowly snowballed into a host of other music phenomenon like the opensource record labels, independent music movement and then

So how have the international tides of change affected the local music scenario here? “If I were to approach a record label for a chance to cut an album, I would need decent demos at least to show them. But then the people here are not capable of doing that either. For one thing, Hyderabad has no good studio where a band can record.They are so hungover with the film music scene here that the engineers have no knowledge about working with a band.,” says Abbas Rizvi, sound engineer and bass player. And among other things, Hyderabad has always had its fascination for film music, which local artistes say, has been the nail in the coffin for the music movement here. “We have good studios here but people do not know how to work their way around record-

ou’ve led an otherwise active life and have tried to keep it healthy too. So there’s that occasional cough and cold or a stomach bug but not much else that you’ve ever had to deal with. In fact, you pride yourself for having stayed fit despite the hectic lifestyle and choc-a-block routine that a typical day in your life entails. However, of late you’ve been noticing that you’re easily fatigued and are having trouble passing urine. You put it down to dehydration and try drinking more fluids to combat the problem. But as the symptoms don’t subside you decide to consult the doctor only to be told that you are suffering from nephritis. Nephritis is the inflammation of one or both the kidneys. Since the kidneys are the organs that filter the blood and rid the bod of toxins and excess fluids, this can throw life out of gear, though temporarily. “Acute nephritis usually sets in during early childhood, though it can affect adults as well. Initial symptoms include swelling of the face, hands and feet, change in the colour of the urine or sore throat. While these symptoms might not seem like much, it is better to have them checked out, lest the ailment progresses and leads to complications,” says Dr Srinivasan Krishnan, senior consultant nephrologist at Apollo Hospital, Secunderabad. Although there are no specific population based studies to show the incidence of

nephritis, Dr Krishnan says, “In a paediatric OPD there may be about five to ten cases of nephritis out of a 1,000 patients.” Symptoms include; swelling of limbs and face, fatigue, nausea, change in colour of urine, decreased urine output, general aches and pains etc. While nephritis can sometimes be silent and lead to problems like renal failure, the key is to get regular follow ups with your doctor. “Certain antibiotics and excess salt intake can affect the kidneys. Which is why medication is best taken under medical supervision,” explains Dr Krishnan. However, if detected and treated early, nephritis can be completely resolved in 60 per cent of adults and 90 per cent of children. Yet, regular follow ups with one’s doctor is important. “It also helps to restrict one’s salt and fluid intake. Measures to control one’s blood pressure and pay heed to medical advice, and not that dished out by a pharmacist or a friendly neighbour pays,” says Dr Krishnan.

Omega fatty acid pill may not help: Study A new research suggests that there is no evidence to prove that the popular Omega 3 fatty acid pills help protect the heart. ALEXANDER BESANT mega 3 pills are taken by millions of people on a daily basis for a number of ailments but the new research suggests that there is no evidence that they protect the heart. ABC News reported that previous clinical trials regarding the effectiveness of Omega 3s and heart health has been mixed. Some trials have shown that the supplements prevent strokes, heart attacks and sudden death, while

others have shown little to no benefits. The new meta-analysis reviewed findings from 20 previous studies dating back 24 years, which included about 70,000 volunteers. Those involved in most of the studies were of European descent and took about 1.5 grams of Omega 3 supplements per day for approximately two years. Researchers at Johns Hopkins School of Public Health found in a study that mothers who suffered postpartum depression were 50 per cent more likely to have kids who were in the shortest 10 per cent of their age group. The study looked at 6,000 mothers and newborn babies and tracked their health, said ABC News. As the children aged, the researchers measured their height and assessed the mothers’ mental health. Researchers then measured the children at 5 years-old to make their conclusions. The mental health assessments ended at nine months. “We think that mothers who are depressed might have a hard time following through with caregiving tasks,” said study author Pamela J Surkan an assistant professor at Johns Hopkins, reported HealthDay. “We know that children of depressed mothers often suffer from poor attachment and the depression seems to have effects on other developmental outcomes. It makes sense that mothers who have depressive symptoms might have reduced ability to take care of infants, that they might not always pick up cues from their kids.” That said, the research doesn’t prove definitively that the child’s height and the mothers’ depression are directly linked only that they’re corelated. Indeed, being in the 10th percentile of shortness may simply be due to having short parents. LONDON: Pregnant women who gorge on fatty foods may increase the chances of their daughters and even grand-daughters developing breast cancer in later life, the Daily Mail reported. Researchers believe eating an unhealthy diet can permanently alter the cells of an unborn baby - and future generations. Scientists at Georgetown University in Washington DC used rats for their study.

While the findings have not been confirmed in humans, lead author Sonia de Assis said,”What a mother eats or is exposed to during pregnancy can increase her daughter’s breast cancer risk. “This study is important because it may help our understanding of the origins of some breast cancers.” The researchers believe it could explain why breast cancer runs in families yet most cases are not genetic - they are not linked to any known mutations, the Mail said. ekhar Kammula's persona and the kind of films he make go hand in hand. He's surprisingly simple, honest and completely in control of what he says, right to the final statement he makes about his style of filmmaking and life off screen. His latest film Life is Beautiful, which opens in screens today, is a reminder of an era which seems to be fading far too soon. Nostalgia has been a dominant theme in most of his films and we ask him the reason behind this infatuation. Is it because the present is so bleak? “No matter what state we are in, past is always beautiful. There are so many memories and happy occasions from our childhood that make us yearn for those good old days. I am only trying to recreate that era through my stories and characters.” Almost all his films, with the except of Leader, are devoid of the conventional villains. We wonder if it makes the conflict in his films seem trivial since the stakes aren't too high. “Making a film without a strong conflict, by definition, is not even a film formula. But I have been doing that for quite sometime. People say that it's my style and signature. I am very glad that I have a voice and more importantly that I have an audience which makes it viable for me to make such films. I don't think the conflicts are trivial. I take a lot of pain to create that drama without having a villain and I believe the most difficult part is making films simple.” He agrees that people like him because he makes clean films and doesn't feel that his image has built a creative boundary for him. “I don't try hard to be different. Whatever I do comes naturally to me. I am comfortable with my market, status in the industry and I won't exchange it for anything else in the world,” he says. In a lot of ways, Life is Beautiful resembles his earlier smash hit Happy Days. Except for the colony set up, there are too many similarities between the characters and the emotions which the characters go through. “It was quite intentional. Happy Days is considered to be a benchmark when people think about college life and I wanted Life is Beautiful to be a benchmark film when it comes to life in a colony. I wanted to do this now before I get too old and lose the sense of innocence,” he reveals. In addition to the simplicity, which is perhaps the most commonly used word to describe him, there's a confident filmmaker who has found a way to drive his point. “I believe my films are not just for today's audience. History will remember my films,” he smiles.

SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

As the ramifications of the damning report into the disaster became clear, Football Association (FA) chairman David Bernstein offered “a full and unreserved apology” to all those affected. However, Bernstein’s statement only came after relatives

had demanded the FA apologise for awarding the match to Hillsborough in Sheffield, south Yorkshire, even though the stadium did not have a valid safety certificate at the time. After the report was published on Wednesday, the FA initially issued a statement welcoming the findings but offered no apology over the events at the match between Liverpool and Nottingham Forest 23 years ago.

But Bernstein went further, saying: “We are deeply sorry this tragedy occurred at a venue the FA selected. “This fixture was played in FA’s own competition, and on behalf of FA I offer a full and unreserved apology and express sincere condolences to all of the families of those who lost their lives and to everyone connected to the city of Liverpool and Liverpool Football Club.”
