n a show of solidarity, all student unions in Hyderabad have jointly decided to protect every student from the North East and deal firmly with any hoodlum that tries to reach them and hurls threats at the students, as they did to the civilians working in the City two days ago. Krishank Manne, national media spokesperson at the Osmania University (OU) said, a joint meeting of all student organisations, rights activists, University officials and police is being planned today to work out a scheme to provide protection to the students from the North-East region. The move comes in the wake of some unidentified people issuing threats to some NE students in OU on Thursday. ABVP, which led a support rally to the OU on Thursday has blamed both the City police and the government for their indifference to students from NE. ABVP leader Ramakrishna said the police and political failure to detect and deport illegal immigrants from Bangladesh is the main reason for such trouble. He

said he had information that hundreds of these Bangladeshis, posing as natives of West Bengal are being protected by a party in the City, which is the reason why police are unable to act. “It is not local Muslims. It’s the Bangladeshis.” However, the City does not seem as secure for these students. “Looking at the present situation it is best that these students leave the City. At the same time, the youth need to stand up

against atrocities. At the end, we are Indians,” Lakshmi S, second year PG student. According to the City police commissioner Anurag Sharma the trouble was being caused due to mischief mongers. The police have posted 10 pickets in the areas which have a concentration of N-E natives, he said. Sarvey Satyanarayana, MP (Malkajgiri), said he will take up this issue with the government. EXTENDING ASSURANCE

Members of the North Eastern community met the commissioner of police, Anurag Sharma, on August 16 to highlight their apprehensions in the City due to the incidents of violence in Assam. The commissioner has clarified that only a few people from the region have left the City and reports of mass exodus are not true. He assured the members of the community that the police was monitoring the situation. He added that the people could contact the police control room (040-23261166) in case they receive any threats.

Languages University who have 50 students from North East pledged to protect students at all costs. “We will not allow any outsider to threaten our students, whether they are from Africa or Assam,” remarked a student leader. iving a lie to the police and political claims of providing security and assurances of safety, the exodus of the natives from the North-East continued on the third day today. This morning 267 NE natives had left by Howra Expresss, railway sources confirmed. They say more are coming by evening or tomorrow. “We have no idea what security they (police) are giving,” said Debasish Dutta, who works with a retail chain in Hitec City. “We are all leaving because the police have not identified who is threatening us and why?” Another from Assam, Jatindranath, said there was a rumour that some hired killers were coming to Hyderabad to attack those who do not leave, he said. “How does the rumour spread? Some have seen hand written bills. Others got calls on the landline of the establishments where they work.” Meanwhile, the railway police turned their ire on the media that had gone to meet the people leaving at Secunderabad. They barred the media from entering the station and threatened arrest. “If you don’t leave we will arrest you,” said a sub-inspector to the Postnoon photographer Anil Kumar and some other lensmen nearby.

THINGS WE LEARNED TODAY

The column that teaches everyone something new about the way the City functions.

1

Mayor's office sleeps while citizens are harassed. When natives of the north-east were being harassed in the City, the mayor and deputy mayor's office seemed completely clueless about the unrest.

2

A politician and a gentleman in real life. Textile minister G Prasad Kumar has endeared himself to citizens by attending to their problems without trying to win their vote.

3

Displaced encroachers to be rehabilitated soon? The GHMC has almost completed groundwork on a housing project to accomodate displaced encroachers.

4

Iftar parties, the new playground for political parties? The pious are questioning the trend of political parties hosting iftar parties to curry favour with the minority community.

Students make a stand against discrimination. All student unions in the City have decided to protect every student from the north-east and deal with hoodlums who threaten them.

ife was back to square one after denizens enjoyed a holiday on India’s 65th Independence Day. However, for thousands of senior citizens, it was not just another day. On Thursday, hundreds of senior citizens took out a rally and held a protest to fight for their rights. “We also went the legitimate way. We gave letters and did everything, but all in vain. Now we are on the roads shouting slogans and wearing bands so that the government takes us seriously. So what if we are old? We will all fight and make sure we get justice,” said IVLN Chary, one of the protesters. Several senior citizens gathered under the banner of joint action committees of senior citizens’ welfare associations of Greater Hyderabad and led rallies at eight different places in the City. Around 300 to 400 senior citizens were present at each junction, wearing a black ribbon and shouting slogans. There are several reasons for their protest, one of which is inadequate old age funds. The central government, under the Indira Gandhi national pension scheme, advised the State government to contribute an amount equal in the `200 per individual being released by them. However, the State continues to pay `200 only for a family of two. “With just `100 per head per month, how does the State government imagine we will survive? There is an immediate need to increase old age pension to `200 per head, which the central and State governments should meet half and half,” said Krishna M Raju, a senior citizen. States like Karnataka and Maharashtra are already paying

`1,000 per head to BPL senior citizens. But in this State, this is the situation, he added. The other reasons for the protest on Thursday are delay in granting concessions in RTC bus fares and extending Arogya Sree Healthcare to above poverty line senior citizens. “At present, Arogya Sree Healthcare covers only white card holders. These days, medicines have become expensive. Hence, we want the government to extend Arogya Sree Healthcare to middle class senior citizens. Also, several senior citizens travel by APSTRC buses and since years we have only seen the ministers promising to give us 50 per cent concession but in reality, nothing like that has happened,” laments Sita Rama Swamy. Andhra Pradesh has a senior citizen population of more than 70 lakh. The central government

has fixed 60 years as the criteria for considering a person as a senior citizen, but in this State, the age limit continues to be 65 years. Another demand put forth by the protesters is to

reduce the age for eligibility as senior citizens. In the Andhra Pradesh State budget, there is no section allotted for senior citizens. There is no separate department, ministry or commissioner for the welfare of senior citizens. “Currently, the subject of welfare of senior citizens is joined with the ministry of welfare of women, children and disabled portfolio. Due to this, there is neither a budget allotment nor staff or resources to look into our problems. The government does nothing for us and this is unfair,” said Nageshwara Rao, secretary of the Joint Action Committee. The senior citizens who participated in the rallies have given a memorandum to the chief minister and are hoping that their problems will be solved and that they would get better facilities.

TDP demands arrest ‘CBI acting against Congress interests’ of tainted ministers F Senior party leaders allege that tainted ministers were being spared while other petty employees were being penalised.

he TDP has demanded that all the six tainted ministers, who were served with notices by the Supreme Court, be arrested. Party senior leaders questioned why minister Dharmana Prasada Rao, whose name was included in the CBI charge-sheet and minister K Parthasarathy, who was convicted in the FERA violation case, had not been arrested so far. Demanding that Geeta Reddy, Kanna Lakshmi Narayana, Sabita Indra Reddy and Ponnala Lakshmaiah, who have received notices from the Supreme Court, should be removed from the Cabinet. The leaders questioned how there could be a different law for the ministers. They pointed out that

He said that individuals cannot be held responsible for the decisions taken by the Cabinet. GHMC’s housing scheme gets a boost

With the municipal corporation working towards widening nallahs in the City, several families are being displaced. In a bid to rehabilitate them, the civic body is now arranging for accomodation for them under various schemes like JNNURM. Md NIZAMUDDIN nizamuddin.a@postnoon.com

T

he ground work for constructing houses to accommodate displaced encroachers is nearing completion. The GHMC, which is providing this housing for the displaced, plans to take up the remainder of the work after Eid. “We shall be taking up this work immediately after the month of Ramzan ends,” said R Dhan Singh, engineer-in-chief. The move to construct these houses came in light of the GHMC’s decision to widen nallahs in the City, a plan that was approved by the minister for urban development. In the process, several families that live by the nallahs are being displaced. The GHMC is providing these displaced families accommodation under various government schemes like JNNURM. According to estimates the GHMC will be spending `1,000 crore on this project.

STEPS TO SAFE GUARD

In light of properties being misused by the beneficiaries the GHMC commissioner, in a

recently held review meeting on housing, directed the engineerin-chief to put up the boards, (white letter on blue background) displaying the names of the original allottees, along with a public caution notice. The said notice will highlight, “The facility is limited to the original allottee. Buying and selling of these houses is a crime. The government will take over the houses from the allottees, if any discrep-

ancy is found.” This plan is to soon be implemented in about 120 sites under various schemes.

BANKS TO HELP

Financial help is also being extended to the beneficiaries who were displaced due to the widening of the nallahs. The housing cost is being shared between the Central government (50 per cent), State government (20 per cent) and beneficiary (30

per cent). The GHMC has asked the SBH to designate certain banks such as JNNURM banks in order to sanction loans for housing colonies. GHMC will be providing a map consisting of locations of housing colonies to the banks in order to designate the banks of that locality as JNNURM banks. The GHMC commissioner MT Krishna Babu, in the recently held review meeting has directed

all the officials concerned to ensure that all the beneficiaries, who paid 10 per cent of the beneficiary contribution out of the 1 lakh unit cost are able to avail the bank loan. Reportedly, out of 21,594 beneficiaries, 19,191 have paid their beneficiary contribution. A memorandum of understanding (MoU) was signed by banks and Andhra Pradesh urban finance and infrastructure development corporation ltd (APUFIDC) for sanctioning a loan amount up to `80,000 for housing colonies. He also informed that the government has released `102 crore through a government order, which in turn has settled the problem of drinking water in housing colonies that are outside the GHMC limits.

NOTICES TO DEFAULTERS

The collectors will be issuing notices for the beneficiaries, who have paid part of their beneficiary contribution, to pay the remaining before the end of September 2012 or else their part payment will be returned and the allotted house will be taken back by the authorities.

A TIGRESS IN UNIFORM

Women IPS officers have a tougher job compared to their male counterparts. It’s because they have to prove themselves which is not always the case with male IPS officers who draw obeisance automatically. But there are instances where women IPS officers outdo the male officers in wit, wisdom and daredevilry. Tejdeep Kaur Menon, the additional commissioner of police, training, is one such person. She is feared and also respected for she has proved to be a no nonsense officer who speaks her mind and does what she thinks is right under the law. Many subordinates have complaints about her being rude but admit she is a daring officer who did not think twice before barging into the then chief secretary’s office and enquiring why her name was deleted from the police medals.

I’ll never forget her witticism in an incident that revealed her forceful personality. For some work she wanted to know where the traffic inspector KM Madhu was. On wireless he replied that he was near the Hussain Sagar Lake. “How fast you can come to office?” she enquired to which the inspector said he will be there as early as possible. She told him to jump into the lake and swim across as that will save a lot of time and trouble. Said it in lighter vein, her suggestion brought a guffaw from the officers present in the room. She, however, is known to be kind-hearted where kindness is needed and curt where

bluntness is called for.

MS

A SOMNOLENT MAYORALTY

Any institution decays with the passage of time. The mayoral office is no exception. The mayor is supposed to be the first citizen of the City and a citizens’ man. He is the patriarch, or in the case of women mayors, the matriarch of the City. But how many remember this? It was indeed sad that when natives from the North-East, who help run the City’s economy, were being troubled by hoodlums and anti-social elements, the mayor and deputy mayor were unaware. Thousands were running away

leaving their belongings because some thugs (alleged to be under the patronage of a political party) served them an ultimatum to leave the City by August 20 or face guillotine. When our reporters tried to get through to the mayor or deputy mayor they were always told that they were either away or in a meeting. After 12 hours, we got through to deputy mayor who said he too ‘heard something like that’ but has no information. But when the GHMC pockets their professional tax, don’t they have a modicum of responsibility to the tax payers? Or a mayor will listen only to the vote bank? Irrespective of the party loyalty or caste or creed. He should be the first to know whatever happens to his City. Pity some do not understand this. Mayorality belongs to the whole City. PK

Iftar parties have lost their solemnity, thanks to the overdose of politics. It has become fashionable for all political parties to organise Iftar and lever it to strengthen their position with the minorities. On Monday, the CM organised an Iftar party. When many others look for returns the solution is delayed,” he says. He says that he was inspired by the former Union minister G Venkata Swamy who kept his public image clean and followed a mass leader pattern. Swamy is his relative too. From the age of 10 he observed Swamy’s style of working and imbibed his values. “I learnt a lot from him and a lot about handling people, attending to their problems and how to be a mass leader without indulging in gimmicks.”

Hailing from Vikarabad, which is his constituency, Kumar has kept away from all clichés. Coming up from a humble beginning (he used to peddle milk in his young days) he has gone through fire in life. Married with two kids, Kumar is one minister who is untouched by groupism. Though he belongs to the SC community, he does not bear that on his forehead. Anyone who seeks his helps gets a nod, a solution. Is it not great in these days of selfish politics? If he had not been drawn into politics and became a minister what would he have done for a living? “Sell milk, of course,” says Kumar with a smile that shows a tinge of humility and honesty. His wife Shylaja who overhears it smiles coyly and withdraws.

here is something of everything in Indian Ocean’s music, which would mean something for everyone; a little western, a little from the east, a little Indian classical, a touch of bhajans, blues, jazz and tribal. When Susmit Sen, founder and lead guitarist of Indian Ocean, performed with his ensemble, Susmit Sen Chronicles, at Hard Rock Café, none who had come for the show was left out. The space near the stage was

not teeming with people, but almost every table was taken. Perhaps people preferred to sit and enjoy the numbers — with a sip and a bite in between. However, the few who occupied the well of the house more than made up for the numbers. At the end of each piece, they enthusiastically cheered and applauded the band. Susmit, who was accompanied by Anirban Ghosh on bass, Nikhil Vasudevan on drums, Gyan Singh on the tabla, Rajeev Raja on the flute, and Amit Sharma and Anupama Bose

(vocals) started the show with what he called Rejuvenation. Then followed Intimacy, a number the team dedicated to Clarence Gonsalvez, their bassist who died on April 13 this year. City Lights perhaps was the most soulful — in range, moods, and riffs. Susmit said he composed this at his friend’s apartment in a New York building called City Lights. All the numbers performed except one were from his solo album, Depths of the Ocean — which marks the beginning of a new journey for the seasoned Susmit.

rikanth was already waiting in the cafeteria when Prof. Nicky walked in for her morning cup of cof-

fee.

Prof. Nicky: Good Morning Srikanth. What pulls you out of your bed at this time? Srikanth: (Offended), well I am generally awake by this time. But today I am here to show you an sms and ask you about what it means. Srikanth: Here it is: "Shriram Transport Finance Corporation launches the first public issue of Non-Convertible Debentures (NCDs) this financial year from July 26th. The issue closes on August 10, 2012. The bonds offer an annual coupon rate of 10.25 per cent and 10.50 per cent for a period of 36 months and 60 months respectively". Prof I know that a bond is an instrument which allows one to invest in a company (corporate bond) or with the government (government bond), for a fixed period of time and with a fixed return. In the case of this sms, a corporate bond is being offered for a fixed period of either 3 years or 5 years and will give a return of 10.25 and 10.5 percent respectively. But I have a few

The price or the market value of the bond may be different depending on the attractiveness and demand for the bond. Let me explain. Hence the company will have to sell their bond at a discount of 3 per cent

more questions. Nicky: Let me make a correction in your previous statement, related to your question. 10.25% and 10.5% are not returns. They are coupon rates. Coupon rate is the interest that the bond issuer pays on the face value of a bond. Nicky: Face Value of the bond is the amount which is returned to the investors by the issuer when the Bond matures.

Oracle fined $2 mn Was charged for its Indian subsidiary keeping a multi-million dollar slush fund. WASHINGTON: Software and systems giant Oracle was fined $2 million on Thursday to resolve charges that its India subsidiary kept a multi-million dollar off-books slush fund. The Securities and Exchange Commission said it had filed charges in San Francisco District Court accusing Oracle of violating the US Foreign Corrupt

Practices Act by not preventing the subsidiary from setting up the $2.2 million fund. The money, which came out of the receipts from sales to Indian government agencies over 2005-2007, "was eventually used to make unauthorised payments to phony vendors in India", the SEC said in a statement.

on the face value. On the other hand, if the other similar bonds in the market are being sold at `105, the company will not be willing to sell their bond at the face value of `100. So, they will sell their bond at a premium of 5% on the face value. Now, if the bond is bought at the face value, and held till maturity, it will give us a return which is equal to the coupon rate. But, if it is bought at a price less than or more than the face value, we will incur a capital loss or gain on maturity. This results in our return from bonds being different from the coupon rate. In finance parlance, the return on a bond is known as yield. Srikanth: But why will a bond price be `97 or `105? Nicky: That's because, a bond need not be held till maturity. It can be traded in the market. It’s transferrable. So a bond which is more in demand due to its higher coupon rate, its price increases. Whereas a bond which has a lower coupon rate, its price decreases. Srikanth: Ah... Demand and Supply at work here too! Economics everywhere! Nicky: Absolutely. No wonder it is known as the mother of all subjects! The author is Senior Researcher at Centre for Investment, Indian School of Business, Hyderabad.

Shares in legendary football club Manchester United closed below their IPO price for the first time on Thursday, as apparent price support efforts gave out after five days of trade. The shares had hovered barely above the $14 issue price since last Friday's initial public offering, before dropping five per cent to $13.29 in Thursday morning trade on the New York Stock Exchange. They bounced back slightly to close at $13.77, for a loss of 1.99 per cent. The heavily indebted club went public in the United States last week following aborted efforts to do so in Hong Kong and Singapore.

Gall bladder removed instead of appendix Angry relatives of the woman took on the doctors of the hospital. SRINAGAR: In yet another case of alleged negligence, doctors in a hospital in Jammu and Kashmir removed the gall bladder of a woman instead of her swollen appendix. The incident took place at the sub-district hospital in Kashmir’s Ganderbal district. The doctors became targets of public anger late Thursday when it was discovered that they had removed the gall bladder of a woman who was diagnosed as a patient of appendicitis, hospital sources said. The block medical officer of the hospital later tried to pacify the agitated husband and relatives of the patient by ordering an inquiry into the incident. Earlier this month, a pregnant woman delivered a baby in a vehicle on way back home after doctors at the same hospital sent her back saying her delivery was still not due. ----

Palanquins for patients Himachal Pradesh government will deploy palanquins to help patients in over 500 small villages scattered over rugged, cold and inhospitable terrain. SHIMLA: Once the mode of transport for royalty and women in purdah nearly a century ago, the palanquin will be resurrected to ferry patients from remote and inaccessible mountain villages in Himachal Pradesh that don’t have road access to ambulances and hospitals. The state health and family welfare department plans to deploy palanquins, or palkis as they are called, to help patients in over 500 small villages scattered over rugged, cold and inhospitable terrain. The department will provide one palki to each village not connected by road under the ‘108’ Atal Swasthya Sewa, an ambulance service launched by the state government in December 2010, to carry patients. Most of the villages are located in the interiors of Chamba, Kinnaur, Lahaul and Spiti, Shimla and Kangra districts. “The process to identify the villages (not connected by road) is still on. We

are also looking into the financial implications. But within three months, we will be in a position to provide palkis to some of the remotest villages,” health and family wlfare secretary Ali Raza Rizvi told IANS. The department would initially provide aluminiummade open palkis to 150 village health and sanitation committees. Later, all the identified villages would be covered. In case of an

emergency, the palki could be hired from the committee for four people to physically carry the patient to the nearest road head from where the stationed ambulance will carry the patient to a hospital. Each palki, which will cost `7,000, will have a flexible stretcher that can be stretched or folded as chair depending on the patient’s need. At present, patients ride piggyback to reach a nearby road. “Often the condition of the

patients suffering from grievous injuries and multiple fractures deteriorates during physi-

cal lifting,” Rizvi said. Officials of the GVK-EMRI (Emergency Management Research Institute), a Hyderabad-based company hired by the government to run the ambulance service, said locals in some villages have to trudge 40-50 km to reach the road head.

Each palki will have a flexible stretcher that can be stretched or folded as chair depending on the patient’s need. Bara Bhangal village in Kangra district will be provided a palki in the first phase, an official said. With a population of over 400, Bara Bhangal, part of the Dhauladhar Wildlife Sanctuary, is amongst the remotest villages in the hill state. Sheep and cattle rearing is the main occupation of the people who are nomads. It is 65 km from the last village that is connected by road. IANS

IT to rescue Goa from illegal mining PANAJI: Plagued with rampant illegal mining, the Goa government has decided to implement an informationtechnology-based system to prevent its valuable resource being exported illegally and evading royalty. The draft mining policy, tabled on the floor of the House during the recently concluded state Assembly session, has said a ‘Mines Management System’ will be put in place to arrest the illegal iron ore exports. Goa Mines and Geology department has decided to implement this Information Communication and Technology (ICT) based system, keeping in view the magnitude of the scale of operations involved in mining of iron ore and its exports.

Under the new policy, the existing system of administration and regulating mining in the state would be replaced by the ICP-based ‘Mines Management System’. The system is expected to track iron ore consignment from its source — the mining lease or stockyard — to the destination which can be either ports, stockyards or domestic consumers like steel or sponge iron plants. It will also monitor delivery of each consignment or iron ore at the destination through a mechanism of acknowledgement through electronic information exchange between origin and destination, the Mines and Geology department said. The system will ensure that the end user, which is exporter or steel plant, is aware about source of iron ore and genuineness of the permits by creation of a central database that is updated in real time, online and available to other controlling departments like forest, customs, police, revenue and ports, the department said. The Centre had earlier authorised Justice MB Shah Commission to probe illegal mining in the state, which pointed out several irregularities in the trade. PTI

No safe passage for Assange, asserts UK Britain has said it is not a party to any legal instruments that require it to recognise the grant of diplomatic asylum by a foreign embassy on its soil. LONDON: Britain will not allow Julian Assange safe passage out of the country, foreign secretary William Hague said after Ecuador granted the Wikileaks founder political asylum. British authorities will continue to seek Assange’s extradition to Sweden, Hague said. “Assange having exhausted all options of appeal, the British authorities are under a binding obligation to extradite him, Xinhua quoted the foreign secretary as saying. “We must carry out that obligation and, of course, we fully intend to do so,” Hague said. “We will not allow Assange safe passage out of the UK, nor is there any legal basis for us to do so,” Hague added. He argued that Britain is not a party to any legal instruments that require it to recognise the grant of diplomatic asylum by a foreign embassy in the country. The British Foreign Office expressed disappointment after Ecuador announced its decision to grant Assange political asylum on Thursday. Ecuadorian Foreign Minister Ricardo Patino said the country believed Assange’s fears of receiving unfair trial and eventually being extradited to the US are legitimate. El Nino looms over world food security

W

ith global food prices spiking thanks to the US drought, El Nino was the last thing the world needed. But now meteorologists are warning that the phenomenon, which sees unusually warm waters in the Pacific cause freak weather from California to Australia, is under way. In the last 10 days, the national weather agencies of the US, Japan, Australia, India and Peru, among others, have confirmed the first effects of El Nino in the eastern Pacific. In the past, El Nino has caused massive disruption to agriculture around the Pacific Rim. In a statement, the Climate Prediction Centre, a US agency of the National Oceanic Atmospheric Administration, said it now expected the early signs to develop into a fullblown El Nino during August or September as higher water temperatures translate into warmer air currents. That is expected to inject new levels of uncertainty into global food markets as heat waves and drought grip the eastern Pacific while increased rains, and some flooding, could hit the Americas. “It is a mild El Nino but that doesn’t imply that its effects will not be felt,” Concepcion Calpe, chief economist at the United Nations’ Food and Agriculture Organization (FAO), said. “Stocks are at very low levels of certain crops and any bad weather or other shocks in the next few months could lead to price volatility.” Although global rice stocks are relatively healthy at the moment, corn, soy, sugar and wheat production have dropped. T

he Nizam’s Institute of Medical Sciences (NIMS) in Hyderabad is a hospital of considerable repute. Founded in 1961 as an Orthopaedic Hospital by the Nizam’s Charitable Trust, the hospital was handed over to the AP government for 99 years on a one-rupee-a-year lease in 1976. In 1986, the hospital was transformed into the Nizam’s Institute of Medical Sciences, and since 1989, NIMS has been a university recognised by the UGC and the Medical Council of India. NIMS has had some bad press in recent times: some employees have been demanding redressal of grievances, and the media has exposed corruption. The hospital’s authorities have also been widely pilloried for giving preferential treatment to celebrities. But the stunning news relating to Ramabrahmam that was revealed last week was of a wholly different order: Mr Ramabrahmam is a Senior Secretarial Assistant at NIMS. In 1999, he had cancer of the larynx and subsequently underwent a complete laryngectomy operation. Healthy since then, in the past 13 years he did not take any related medical leave. Now, Mr Ramabrahmam has an ongoing employment dispute with NIMS the merits of

which need not detain us. Suffice it to say that he approached the AP High Court which directed NIMS to establish a promotion list. Mr. Ramabrahmam claims that the 2002 court orders were not implemented and that he recently filed an application under the RTI Act. This is when NIMS finally got into action. You had cancer 13 years ago, submit a health certificate to establish that you are in good health, it ordered. Mr Ramabrahmam submitted certificates issued by three Doctors working at NIMS: Dr Lanka Krishna of the Cardiology Department, Dr YS Raju of the General Medicine Department and Dr Raghunatha Rao of the Medical Oncology Department. But these certificates from his own hospital were not enough for executive registrar Prof T Ramesh Kumar Rao. He called for another certificate from Dr Umanath Nayak of Apollo Hospitals who had performed the laryngectomy. Dr Nayak issued a certificate, and added that Ramabrahmam was a social activist, and a role model and an inspiration for other laryngectomees. This may have satisfied most ordinary persons, but not so Prof Kumar in whose mind “a question has arisen on his longterm survival chances”. He therefore asked Ramabrahmam to produce a medical certificate ‘on his long term surivival chances’. The brutal insensitivity of this order is clear — how can

such a question be asked of any human being? And how is the survival chance of an employee linked to a pending promotion? If he really was ill would it not amount to discrimination on the grounds of disability, since there was no issue with his workplace efficiency? Ramabrahmam approached the HC for protection from this unreasonable demand. In March 2012, Justice Chandra Kumar responded by suspending Prof Kumar’s memo and issued notices to the director of NIMS, its executive registrar as well as to the MCI. While the Court notices appear not to have been responded to, Ramabrahmam has reportedly been taunted as to when he would submit his ‘long-term survival chances’ certificate. Prof Dharma Rakshak, the chief executive and chief academic officer of NIMS, and Prof Kumar, the executive registrar

who signed the insane demand, ought to issue a clarification now that this disgraceful episode is exposed in the media. As doctors they could clarify how their demand is medically justified, and as employers they could clarify why their behaviour should not be construed as workplace bullying. Doctors in India are bound by the MCI’s Code of Ethics. Medical institutions should act to ensure the highest ethical standards and managerial competence in their functioning. The CM who is the president of the Governing Council of NIMS, the health minister who is its vicepresident and the MCI should urgently consider if the doctors have acted in a manner that enhances the prestige of their institution or their profession. Then some ‘long term survival’ certificates could be issued to the administrators at NIMS. Or not.

everal PILs have been filed against Mamata Banerjee over her alleged remarks about corruption in judiciary. If it was up to Mamata, all critics would have been locked up or detained after being branded Maoists. If cases are filed against the West Bengal CM, it would only reinforce the culture of intolerance and narrow-mindedness shown by her and criticised by civil society. We have a disgusting culture of getting offended for every minute incident that happens around us. The very fact that someone is jittery over wild remarks aimed at them means they are standing on very shaky ground. The firebrand Trinamool supremo is known to use situations ranging from train accidents to local law and order problems to whip up fear of ‘Marxist conspiracy’ and turn the tables. The biggest punishment for someone like Mamata is to ignore her completely. Any legal action would only add to her ability to gather more support by portraying herself as the victim.

It isn't a song).” We're sitting at his home in Old Malakpet, having a meandering conversation about qawwali in India with Adil and his more reticent father, Ahsan Hussain Khan, both noted qawwals. Based in Hyderabad, the duo has performed all over the world as well as in India. A lot of people, including youngsters, attend the shows, Adil says. “When we performed at a college in Hyderabad about two years ago, we started out unsure about how the crowd would receive us. We were worried that being youngsters, they might only be interested in entertainment. But after our first piece, a lot of people cheered for us. That gave me courage. We went on to do a qawwali in Persian, and I explained the meaning of the words after that. The students were very appreciative,” he said. August 16 marks the 15th death anniversary of Nusrat Fateh Ali Khan, who is best known for popularising qawwalis. He is credited with introducing western influences into the ancient Sufi art and collaborating with a slew of musicians for 'fusion' qawwali.

2 Chainz 2 Chainz is headed for No. 1 on the Billboard 200 albums chart. The rapper's debut studio effort, Based On a T.R.U. Story, is on course to sell upwards of 130,000 copies by week's end on August 19 (so say industry forecasters). That will easily place him atop the Billboard 200 heap next week, as he has little competition standing in his way.

“People who listened mostly to pop music started listening to qawwalis because of Nusrat Fateh Ali Khan,” said Adil. His influence can still be seen today, with Bollywood churning out 'quasi-qawwali' numbers by the dozen. Though youngsters may be lapping it up, traditional practitioners are not entirely happy about this trend. Naseer Ahmed Khan Warsi of the gifted Warsi brothers from Hyderabad says, “What comes in Hindi movies is not qawwali. The lyrics don't suit Sufi thought. Sufiana qawwali is a tradition that has been around for over 850 years.” That said, all is not lost for the traditional qawwali. “We teach our children, and other kids who want to learn as well. Traditional qawwali music is still well received all over the world. The Warsi brothers are off to do concerts in Goa, Delhi and Bangalore in the near future. Ahsan and Adil Hussain Khan have performed in South Africa, Myanmar and will be performing in Hyderabad in September. The government does encourage the art form, but not enough, they say. Adil adds, “The government forgets that qawwali, like Urdu, is from India itself. They should promote Sufiana qawwali just as they do the other art forms of the country.”

ou are pregnant! This news filled the room with joy and happiness. Friends and relatives express their happiness in the form of cooking delicacies for the to-be mother as they believe that the woman must eat for two when she is pregnant. This is a popular belief especially in India. But while eating a wholesome diet is important, it is equally important that one must be careful to manage their weight as both being overweight and underweight can affect the expectant mother and her unborn child.

BEING OVERWEIGHT Nutritionists and dieticians have stressed on how obesity is a cause of many health problems. Even during pregnancy, being overweight is considered to be harmful for the baby and the expectant mother. Dr Anuradha Panda, consultant gynaecologist, Apollo Health City, says, “Being overweight during pregnancy can cause various problems such as gestational diabetes, high blood pressure, premature labour, blood clotting and many a times the woman will have to opt for a caesarean delivery.” It is said that when it comes to women before they get pregnant, obesity may result in infertility. On the other hand it may also affect the baby in terms of cases of still births, newborn deaths, large babies, birth

Essential food advised during pregnancy n Starchy food : Starchy foods are an important source of vitamins and fibre. They include bread, potatoes. It is advised that women should eat multi-grain varieties of the bread and other foods containing starch. n Poultry: Poultry products such as chicken, eggs, fish should be eaten. n Fruits and vegetables: Eat plenty of fruits and vegetables help provide the expectant mothers with vitamins and minerals. n Dairy: One should include dairy products such as milk and yogurt into their diet. defects, childhood obesity and various other ailments in the future. A recent study conducted by researchers from the University of Iowa and the University of Minnesota came to the conclusion that children of obese mothers showed various development delays in terms of weight and height.

UNDERWEIGHT While being overweight is an issue, being underweight can also cause various problems. According to Dr Anuradha, “Being underweight is not as much a problem as being overweight. The problem arises only when the woman does not put

on enough weight during the pregnancy. It is said that during the first two months the woman need not put on weight but after the third month the woman should gain around two kilos per month. During pregnancy the normal weight gain should be around 10-12 kgs. In certain cases when the woman does not gain enough weight it may result in smaller babies and the child may suffer from mental retardation.” Children born to underweight mothers are said to be at risk of suffering from problems such as hypothermia, low bloodsugar, feeding difficulties and viral infections in the future. Anaemia is also seen as a common problem. Dr Anuradha adds that women who are underweight during pregnancy are advised a diet according to their requirements.

It in turn causes more damage. It is advised that women should have a good and balanced diet.

WEIGHT GAIN BEFORE Having a normal weight before pregnancy (neither underweight nor overweight) is advised. Dr Anuradha says that it is advised that before planning a pregnancy women should gain weight if they are underweight or lose weight if they are overweight. The ideal weight is calculated according to the woman’s height and age in terms of BMI. By gaining weight, Dr Anuradha mentions that women should understand that eating food with calories and junk food does not help.

There are many different forms of seizures, and there are also many different forms of epilepsy. Most forms of epilepsy cannot be cured. In most cases, drugs can make life easier for those suffering from it. In very few cases, (which are difficult treat), surgery may help. The Ketogenic diet is also said to help.

Scientists say the higher your IQ the more you dream. While this may be true, don’t take it as a sign you’re mentally lacking if you can’t recall your dreams. Most of us don’t remember many of our dreams and the average length of most dreams is only 2-3 seconds – barely long enough to register.

New device to replace the heart’s aortic valve Doctors at the University of California, Los Angeles Health System have performed their first transcatheter aortic valve replacement (TAVR), using a new device to replace an aortic valve in a patient.

LOS ANGELES: Scientists have created a new device that can replace one of the heart valves offering hope to patients who can not have open-heart surgery. Doctors at University of California, Los Angeles Health System have performed their first transcatheter aortic valve replacement (TAVR), using a new device to replace an aortic valve in a patient who was not a candidate for open-heart surgery. The device has been approved by the US Food and Drug Administration. Aortic valve may be damaged by aortic stenosis, a condition which causes narrowing of the heart’s aortic valve caused by calcium deposits,

which impedes blood flow, causing the heart to work harder to pump blood to the body and placing patients at higher risk of heart failure or death. Many patients are not good candidates for conventional valve replacement because they suffer from a number of other health issues, and it is estimated that 40 per cent of patients do not undergo aortic valve replacement because they are considered inoperable. The TAVR allows doctors for the first time to replace the aortic valve without either of these components of conventional surgery. The aortic valve’s leaflets act as sentries to help blood flow from the heart into the aorta

while preventing blood from leaking backward into the heart. When the leaflets aren’t doing their job properly due to aortic stenosis, the heart needs to generate higher pressure to push the blood through the valve into the aorta. The new device is deployed through a catheter- a long tube that is advanced through an artery in the groin up to the heart. Once in place, a balloon at the end of the catheter is inflated, opening the new valve, which starts working instantly. “The new valve procedure offers hope to patients who previously had few options,” Dr Jonathan Tobis, a clinical professor of cardiology at UCLA said.

“The initial roll-out will include patients who are not candidates for open surgery. The FDA is considering this procedure for high-risk patients who are also surgical candidates, so we look forward to offering TAVR to even more patients in the near future,” Tobis said in a statement. A recent randomised clinical study showed a significantly higher one-year survival rate among patients treated with the new valve, compared with those who received medical therapy. “We expect to see substantial quality-of-life gains from this new procedure,” said Dr Richard J Shemin, chief of cardiothoracic surgery at UCLA Health System. SYDNEY: Australian scientists have developed a vaccine for deadly Hepatitis C, which is undergoing trials. The disease affects 200 million people worldwide. Hepatitis C is an infectious disease primarily of the liver, caused by the hepatitis C virus (HCV). The infection is often asymptomatic, but can lead to scarring of the liver and ultimately to cirrhosis, which is apparent after many years. In some cases, those with cirrhosis will go on to develop liver failure, liver cancer. Currently undergoing formal pre-clinical studies, the vaccine is the result of a breakthrough work done by Heidi Drummer, associate professor from Burnet Institute with her team from its virology centre. Drummer and her team have overcome a major hurdle in HCV vaccine research, developing a vaccine candidate that protects against a number of different HCV strains, according to a Burnet statement. “Hepatitis C has a great ability to change its structure and evade the immune response. This makes vaccine development challenging,” Drummer said. “Our vaccine is unique as it contains only the most essential, conserved parts of the major viral surface protein, eliciting antibodies that prevent both closely and distantly related hepatitis C viruses from entering cells, thereby preventing infection,” Drummer said. Drummer presented these findings at the prestigious Immunotherapeutics and Vaccine Summit (ImVacS) in Cambridge, Massachussets, US, on August 13. IANS

GENETICS

Two gene clues for resistance to malaria PARIS: Scientists in Germany and Africa on Wednesday said they had found two variants of genes that help to explain why some lucky individuals do not develop severe malaria. The two variants were netted in a comparison of 1,325 people in the West African state of Ghana who had fallen ill with severe falciparum malaria and of

828 counterparts who were otherwise healthy. One variant is found in a gene called ATP2B4, they reported in the journal Nature. The gene’s function is to help the passage of calcium through the membrane of red blood cells, which are targeted for infection by the malaria parasite. The other variant is located

near a gene called MARVELD3, controlling a protein on the lining of blood vessels. The gene could play a part in reducing damage that occurs when colonised blood cells stick to tiny blood vessels, according to the research. The results of the study, led by Christian Timmann of the Bernhard Nocht Institute for

Tropical Medicine in Hamburg, were compared with a survey among children in Gambia. A fast-growing tool in basic research, genomic comparison entails sifting through the human genetic code and looking for tiny changes that signify why some people are likelier to fall sick from disease. The goals are to provide

diagnostic tools, helping to identify people who are at greater risk, and develop new drugs. People with sickle-cell disorder, in which blood cells with an abnormal sickle shape can trigger anaemia, have also been found to be resistant to malaria. In 2010, malaria infected about 216 million people and claimed 6,55,000 lives. AFP

KAKURO

QUICK CROSSWORD

26

SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

er ode to John Mayer behind her, was Taylor Swift due for a musical Joe Jonas rant? “I can say it’s not about me, because I don’t think we’ve ever tried another time,” Jonas said when asked on 94.7 Fresh FM if he thought Swift’s latest single, We Are Never Ever Getting Back Together, was about him or Mayer. Jonas insisted again, laughing, “I can tell you it’s not about me.” And then the interview just became a veritable Taylor Swift lovefest. “I like the song,” he quickly added. “That said, I think the song is great... Taylor does pop music really well and I’m happy for her.” The exes keep in touch “as much as we can,” Jonas said. “I haven’t really spoken to her recently, but I was able to go to her concert last year, and her show live is so phenomenal... I would say anybody should go see it if they have a chance,” he added. But the two did go through one of those scrutinised public breakups that can leave very song-worthy scars.

ndie darlings Ryan Fleck and Anna Boden are delving into the world of gambling for their next film and have enlisted Jake Gyllenhaal for a lead. The multihyphenate duo, who directed Ryan Gosling to a best actor Oscar nomination, will helm Mississippi Grind. SA rally after early collapse

P Duminy and Vernon Philander led South Africa's recovery from 54 for four to 262 for seven at stumps on the first day of the third Test against England at the Lord’s in London. JULIAN GUYER Agence France-Presse LONDON: JP Duminy and Vernon Philander led South Africa's recovery from 54 for four to 262 for seven at stumps on the first day of the third Test against England at Lord's on Thursday. While the score, particularly the number of wickets lost, would have been uncomfortable for South Africa captain Graeme Smith, who won the toss and batted, the situation could have been so much worse. Fast bowler Steven Finn (three for 68) rocked the tourists with a pre-lunch burst of three for three in seven legitimate deliveries on his Middlesex home ground while James Anderson took three for 57.

Onions makes selectors cry LONDON: Durham fast bowler Graham Onions showed England's selectors what they were missing as he recorded career-best figures of 9-67 after a motorway dash to play in his county's Championship First Division match at Nottinghamshire on Thursday. Onions had been on England duty at Lord's in London until Thursday morning when he learned he wouldn't be part of Andrew Strauss's starting eleven for the third and final Test against South Africa. The 29-year-old was released to join up with Durham and drove to Trent Bridge in time to feature after lunch on the second day's play. Allowed to take the field for Durham as a replacement for Mitch Claydon even though the match had already started, Onions took the opportunity to underline his England credentials with a devastating 16.3-over effort that gave him the best figures in county cricket this season. Even the only wicket not credited to Onions was all his own work as he swooped to run out Luke Fletcher with a direct hit when the Nottinghamshire player tried to pinch a quick single. AFP

But come the close Philander was 46 not out, having shared a seventh-wicket stand of 72 with Duminy, who gave it away on 61. South Africa, 1-0 up in this three-match series and needing only to avoid defeat to replace England as the world's number one Test side, saw their powerful top order all out before lunch. "England are more on top than we are, but the fighting spirit we showed, we are happy with," Duminy said. "We'd like to get to 300 -- anything above that is a bonus." Meanwhile Finn said: "We made use of the conditions and bowled beautifully in the morning session. We are a little bit ahead of the game with them seven down." Opener Smith had made scores of 259 and 107 in his two previous Lord's Tests. But a third

century eluded him when Anderson, with his first ball from around the wicket, had the lefthander caught behind for 14 by wicket-keeper Matt Prior although England had to review Sri Lankan umpire Kumar Dharmasena's initial not out decision. It was the first time in four innings this series that Smith, who on Thursday broke Australia great Allan Border's record for most Tests as captain by leading the Proteas for the 94th match, had failed to make a fifty. First change Finn, who retained his place at the expense of Tim Bresnan after England recalled off-spinner Graeme Swann having opted for an all seam attack during the drawn second Test at Headingley, then took over.

Carl Pettersson fired an eight-under 62 to seize a one-shot lead after the first round of the PGA Tour’s Wyndham Championship. GREENSBORO: Carl Pettersson, coming off his best finish in a major, fired an eightunder 62 on Thursday to seize a one-shot lead after the first round of the PGA Tour’s Wyndham Championship. Pettersson, a Swede who became an American citizen in the offseason, tied for third at the 94th PGA Championship on Sunday and did not skip a beat in his opening round at the Sedgefield Country Club. “I started off the round well with two birdies in the first three holes and it got me kind of straight back into the score mode from last week,” said Pettersson. “Sometimes after a great week, you feel a little bit flat the next week, but I think it helped getting off to such a good start.” Pettersson played in a group with US Open winner and defending champ Webb Simpson, who shot a four-under

66. “Great start today. You know, only one bogey on my second hole. Other than that I played really solid, and it was fun to watch somebody shoot 62,” Simpson said. Pettersson has a win and

NEW PLAYER IN TEAM

Liverpool sign on Assaidi Liverpool have beaten Ajax and Fulham to the £2.4m signing of Oussama Assaidi.

L

iverpool have beaten Ajax and Fulham to the £2.4m signing of the Morocco winger Oussama Assaidi, reported The Guardain. The 24-year-old, who has entered the final year of his contract with Heerenveen, had been expected to join Ajax but rejected a move to Amsterdam over personal terms. Martin Jol then sought to use his Dutch contacts to bring Assaidi to Craven Cottage only for Liverpool to agree a deal that will see the winger become Brendan Rodgers’s third summer signing. He is due on Merseyside on Thursday night and should he pass a medical and be regis-

tered before noon on Friday, he can go straight into the squad for the Premier League opener at West Bromwich Albion on

Saturday. Rodgers does not view Assaidi as an immediate firstteam starter but someone who

will improve his options on both flanks and strengthen the Liverpool squad. The winger has spent his entire professional career in the Dutch leagues and had the choice of playing at international level with Holland or Morocco. He chose the latter, making 22 appearances for his country so far, and was also wanted by Spartak Moscow and Galatasaray before Liverpool made their approach. Rodgers is also pursuing loan deals for Nuri Sahin of Real Madrid and Barcelona’s Cristian Tello and said on Thursday that he hopes “to get one or two in within the next 48 hours”.

QUICK FIX

CINCINNATI MASTERS

Murray ousted, while Federer cruises along Coach: Nadal should be fit for Davis Cup semi-final MADRID: Rafael Nadal, who pulled out of the US Open due to injury, should be ready for the Davis Cup semifinal between Spain and the United States next month, the tennis ace’s coach and uncle said on Thursday. The Spaniard withdrew on Wednesday from the US Open, the final Grand Slam of the season, which starts in New York on August 27, because of his continuing battle with knee tendinitis. “It was the right decision. This pause will further prolong his career and, possibly, he will have no more problems in the future,” Toni Nadal told Spanish radio, adding the goal is to work for a “full recovery”. Nadal, the world number three, won a record seventh French Open title in June but crashed out in the second round at Wimbledon against Czech Lukas Rosol. Shortly after the 26-yearold pulled out of the London Olympics because of the longstanding problem with his knees and subsequently withdrew from ATP Tour events in Toronto and Cincinnati. But Toni Nadal said he was confident that his nephew would be ready to take part in the September 1416 Davis Cup semi-final between Spain and the United States in the northern Spanish city of Gijon. “There is a month to go and we hope that he will be fine,” he said. Andy Murray won a match in Toronto last week before quitting with a knee injury but had looked impressive in his opener here against Sam Querrey. SCOTT WILLIAMS Agence France-Presse CINCINNATI: Olympic champion Andy Murray was sent crashing out of the Cincinnati Masters on Thursday, falling 6-4, 6-4 to French lucky loser Jeremy Chardy. The 25-year-old was distinctly under-cooked against Chardy and his 16th unforced error of the second set sent the Frenchman into the last eight. Four-time champion and top seed Roger Federer turned in another flawless performance, schooling Australian teenager Bernard Tomic 6-2, 6-4 with 27 winners. "Overall I'm happy. But it's hard to judge my game in these quick conditions," said Federer, the Olympic silver medallist. Second seed Novak Djokovic barely broke a sweat against Nikolay Davydenko, who was nursing a shoulder injury and only lasted 30 minutes before quitting after Djokovic took the first set, 6-0. The move to Yamaha will reunite Rossi with Spain’s Lorenzo, who currently leads the MotoGP championships by 23 points after five wins in the first 10 races of the 18-race series. “Now the situation has
