nder pressure from locals, the South Zone police chief Akun Sabharwal, has resorted to an unconventional method to tame the growing nuisance of black magicians in the City. Sabharwal, deputy commissioner of South Zone has drawn up a list of the most ossified

among the sorcerers to tell them to relocate to the outskirts as people are agitated against the magicians’ continuance. The reason for his ‘social action’ is the recent dharna staged by local people before the Moghalpura police station, asking the police to evict the witch Nagin. Elsewhere in the City, police are being requested to shift residences of black magicians for their dark deeds and exploiting the naïve. The police believe some 250300 sorcerers (Amils) live and

practise in the Old City. Of them, a dozen or a little more, are the whales that earn big and have influence. Samah Chaush of Moghalpura, Krishna Devi aka Nagin of Sultanshahi, and Jahangir of Talabkatta are some of them. They earn a good sum and indulge in quackery and witchcraft, it’s alleged. Many complaints of duping the unwary have been lodged against them in different police stations, Sabharwal said. “We arrest them but they come out on bail and restart

their activities,” explained the DCP. He said officers at the senior level too feel that some strong measures like relocating them to outskirts is necessary to curb the cheating of the credulous. Wherever they choose to go, they must however report periodically to the nearest police station, he said. Nagin’s case is turning out to be curious, said the DCP. She has two passports, one on her original name and another in the name of Tahera Begum. It has been sent for verification.

house was found burgled and valuables stolen in Teachers’ colony of Bowenpally area on Tuesday. The police said the house belonging to Mohan Reddy was broken into during the day while the couple had gone to work. Burglars evidently used a master key to unlock the house, police said. Six tolas of gold and some cash were stolen.

Dalit body demands that DK Aruna be ousted

ondemning the attack on Nagarkurnool MP Manda Jagannatham, Jai Bheem Youth Association (JBYA) has demanded that the chief minister remove the information and public relations minister DK Aruna from his Cabinet immediately. JBYA founder president M Srihari Madiga has dubbed Aruna as anti-Dalit and said that it was shameful on her part to resort an attack on Dalit MP who was continuously fighting for the sake of separate Telangana. He said that Jagannatham had faced heart problem while reacting harshly on the statement of finance minister Pranab Mukherji on the Telangana issue. Dubbing Aruna as antiTelangana, he demanded that the CM remove her from his Cabinet to protect the self respect of the Dalits and values of the Constitution. T

he Congress can no longer sweep the problems of the party in Andhra Pradesh under the carpet. It has to tackle the Telangana issue and Jaganmohan Reddy before it is too late, senior Congress leaders have begun to think. Or else, the desertion from the Congress camp to YSRC and TRS would begin and the tide would turn to a flood soon. The shocking debacle of the party in the 18 Assembly seats and 1 Lok Sabha seat of the justconcluded by-elections has jerked many from somnolence. Minor irrigation minister TG Venkatesh, who is in Delhi to represent problems of Rayalaseema people, has been clear and vocal in his stance that the time had come for the party to take a stand. He agrees that the situation was complicated by the union minister P Chidambaram who, jumping the gun last year, declared formation of Telangana. The Party in-charge of AP

affairs took a diametrically opposite view soon after stating that a consensus was needed for it and played the Muslim card at the end. All these, like the proverbial too many cooks spoiling the broth, messed up the issue beyond recognition. “The time has come for the Centre to take a final decision on the statehood issue,” said Venkatesh. And he hinted that his view is representative among many Congress leaders and ministers. Some are articulating it but some keep counsel to themselves. However, the feel-

ing is strong. Similarly, former minister and a staunch critic of the CM, Shanker Rao is vocal in his demand that the high command must go in for an overhaul in the state leadership as it is unable to untangle many knots including the T-pot and Jagan mania. “What really bothers is the question of Hyderabad,” said a senior minister sincerely but off the record. “Neither Andhra nor Telangana would be complete without Hyderabad. And T-state would starve if it does not get Hyderabad. But the City is unlikely to go for Telangana as it yearns for a global status where its identity would be on par with the best metros of the world. It would rather demand statehood.” Somewhat similar is the sentiments the Majlis-eIttehadul Muslimeen (MIM) President Asaduddin Owaisi too has expressed when he says people’s consent has to be obtained about the future of Hyderabad. All, however, agree that time is running out. This was not the situation a year ago when negation ruled the Congress politics.

he fate of cash, liquor and other valuable assets seized during the recent by-elections is shrouded in mystery and doubt. Over `40 crores in cash and 1.74 lakh litres of liquor were seized by the election commission’s surveillance teams while they were allegedly being distributed to voters. Additional chief electoral officer, Venkateshwar Rao explains, “We deploy surveillance teams comprising of police, revenue and excise personnel. When a person is caught with cash or liquor and cannot produce a proof, an FIR is filed against him. The money is handed over to the Income Tax department, which is accounted to the government during the assessment year (a financial period occurring every six months) after the case is finalised,” he said. “The same with the liquor or jewellery or other domestic gifts like TV sets, cycles etc that are seized by the excise department.

ACCORDING TO AN RTI QUERY, IT WAS REVEALED THAT OF THE 78 INSTANCES OF CASH SEIZURE DURING THE MAHBUBNAGAR BY-ELECTIONS IN MARCH THIS YEAR, ONLY ONE CASE WAS BOOKED.

If a person were to provide the proof of money, liquor etc it is remitted to them after a formal record is made,” he added. While the stipulated procedure may sound fair enough, many veterans in this game say it’s not always so. Senior BJP leader, K Lakshman, for instance, said, “While the procedure sounds fair, there is no record on what happens when money is kept in custody for court judgement. For the entire amount to be intact is improbable, therefore it cannot be

denied that some losses occur generally down the many levels of bureaucracy.” Another leader, seeking anonymity, says it is much like transmission loss of electricity department. While the legitimate loss is miniscule it balloons in the process when many under the patronage of the electricity department spirit it away. An RTI query on the money seized during the campaign during the Mahbubnagar by-election in March says that out of 78 instances of cash seizure, only one case was booked. And, of the total amount of `2 crore seized, `1.7 crore was returned. The electoral officers say it is done after verification of the documents on the source of money. What’s the truth? Public ask.

ost schools and colleges in the City remained shut today following the Statewide bandh call given by the ABVP and AISF. The bandh is to protest against the non availability of text books, delay in the implementation of 25 per cent reservation under right to education, hike in tuition fees by private schools and college and the Vande Mataram page being deleted from the class III, VI and VII text books. Rama Krishna, national executive member ABVP told Postnoon, “Private schools and colleges have hiked the tuition fees and we are against it. They are charging enormous amounts of money and that needs to be curbed. All schools and colleges should have a common fee slab. Also, the new academic year began a week back, but the text books have not been distributed yet. Another important reason for the protest is the deletion of Vande Mataram from textbooks.” Most schools and colleges in

the City sent a text message to parents informing them about today’s bandh. A few schools however, continued to function as usual. “It’s been a week and we are teaching students without text books. Five students are sharing one textbook. Also deleting Vande Mataram is very unethical. This is the age when we nurture students with values. As much as we support the cause of the bandh, we cannot shut down the schools,” said Sowmya, principal, Daffodil Public School. Over 3 lakh students are appearing for their SSC supplementary examination today, which started as per schedule. However, it may get disrupted later in the day. “We have sent out men and will forcefully shut down all the institutions that are functioning. Also we will protest outside each district education office and a dharna will be staged outside the school education department,” Rama Krishna. Parents are worried the bandhs will affect their child’s education. “Looks like it’s a challenge to get our children educated in Andhra Pradesh. Last year T agitation and this year something else. It’s barely been a week and the bandhs have stared,” fumes K Shailaja , a parent.

Those who failed must have gone by the study material prepared by the college, without reading the text book,” minister for education, K Parthasarathi, had said after the results of this year’s second year intermediate physics examination had been released. Incidentally, a shocking 3 lakh students had failed the examination. This is the harsh reality of Andhra Pradesh. In fact, so high is the dependency on study material that the sales of text books has been dipping in the last few years. Colleges too are busy producing their own study material, guide books and all-in-ones. At the beginning of each academic year, students are expected to buy text books. But in our State where most students choose to study in corporate colleges, students are supplied with study material, that act as alternatives to

text books. “We were asked to buy the study material published by our college. This book has all the information in a question and answer format. Hence, we don’t find the need to buy text books. In fact, both in my first and second year, I did not buy textbooks except for mathematics,” said Vikyath A, a corporate college student. These study materials have all the information and students directly prepare from these as it reduces half their work of writing

and preparing answers. A few months before the exams they buy all-in-one books. Studying from text books is no longer a criterion for corporate colleges. “Corporate colleges have their own books and there is absolutely no need for text books. The study material has everything that the text books do along with questions and answers. For parents to buy both the study material and textbooks is a burden, so they just buy the study material,” said a chemistry teacher who works with a

rincipal secretary of Home Department (Police), P Gautam Kumar, whose contention against the appointment of Dinesh Reddy as DGP led to the CAT setting aside Reddy’s appointment yesterday, told Postnoon that he did not expect the State government to follow the CAT orders. A visibly moved senior officer countered, “Do you expect the State government to follow the CAT orders? It will never do that. When it had violated the orders of Supreme Court of India, Union government and constitutional agencies in recruitment of present DGP,

how can we expect it?” Gautam Kumar said. When asked what would be his next course of action in the wake of CAT’s directions, Gautam Kumar shot back, “What would I do? When the government itself is meting out injustice.” Earlier, Kumar had also challenged the appointment of K Aravinda Rao as DGP before the CAT the appointment and got an order in his favour in May last year. However, the government secured a stay order on CAT’s directions from AP High Court allowing Aravinda Rao to continue as DGP. This time, the State government is expected to take a similar action.

Padma Shrivastav, faculty at Gowtham Junior College, blames the recent bandhs as the main reason for more demand of these books over text books. “Last year, we did not have enough time to finish the syllabus. The standard of these books are good plus they are easy to study, especially for students who are below the average grade. However, this method of studying is bad, especially for students who would be attempting competitive exams.” The Telugu academy, which publishes the intermediate text books, also strongly believes that this method of studying will do more harm than good. “For the last few months, we have been campaigning across the State and are requesting students not to depend on guides but text books instead. We are spreading the word even amongst colleges and parents and have even sent out circulars for the same,” said K Yadagiri, director, Telugu Academy. This is the fate of most students whose results depend on study material and spoon feeding, than understanding and reproducing subject knowledge.

he government has issued orders suspending senior IPS officer Umesh Kumar. The officer against whom a local court has issued a non bailable warrant has been absconding. When the police went to his house, they were told that his whereabouts were not known. Meanwhile, on a petition moved by him, the High Court has stayed the NBW issued and directed him to appear before the trial court by June 25. However, as the officer has been absconding from

his duties, the government has suspended him on disciplinary grounds. Umesh Kumar is facing charges of forging the signature of MP MA Khan to make some serious allegations against DGP Dinesh Kumar. The letter written to the union home department was purported to have been written by the MP. However, when the officials of the department referred the matter to the MP, it became known that it was a forged letter. NSS

Leaning towards danger The City has many dangers lurking around when it comes to the monsoons. In many areas, electricity poles can be seen leaning at dangerous angles that could prove fatal to passersby SRINIVAS SETTY

A

s rains continue to lash the City, a sense of relief can be felt among the citizens. But besides the contentment of finally being able to smell the wet mud in the air, the City has to jostle with other problems which effect it like a plague. From problems regularly associated with monsoon such as water clogged roads and constant interruptions in power supply, the residents also have to tackle a far more dangerous problem — that of dangling electrical poles which can prove to be fatal. That the electrical wires are dangling, is not new. Now, even the electrical poles aren’t at a 90 degrees angle, it’s as though someone has pulled them out of the ground and reinstalled them. This can be seen at several places including main roads. With heavy winds and rain, many a hoarding have been pulled down, and the electrical poles aren't strong enough to withstand the wind. One of the prominent places where the electrical poles represent the Leaning Tower of Pisa, is Jubilee Hills. On Road number 13, Jubilee Hills, beside Indus Early Learning Centre, there is an electrical pole that is leaning onto a wall. It seems as if it is going to fall at any moment and has been in the same position even before the monsoons set in. In the same area, on Road number 36, in front of Gautier showroom, there is a leaning electrical pole, with even lower dangling wires. In fact, here there is even a tea stall beside it and hundreds of people come

Women oppose new liquor policy Several HYDERABAD: women’s organisations including AIYF activists organised a rally opposing the new excise policy announced by the State Government. The organisations conducted a rally from Himayathnagar Chourastha to Narayanaguda Chourastha on Tuesday and burnt an effigy of the State government. Speaking on this occasion, the leaders alleged that the government, which assured to ban the liquor in a phased manner, was increasing the liquor shops indiscriminately. They said that the new excise policy will help to increase the number of belt shops. They warned the State government that they will intensify the agitation if it failed to withdraw the GO issued on new excise policy immediately. NSS

hess players in the City suffer a shameful neglect. It is not that the game is not given its rightful place. It's not even being encouraged while it costs virtually nothing to do so. Look at the tell-tale signs of this apathy towards the game. A flyer released in the wake of a forthcoming chess tournament in the City requested the participants to bring their own chess sets and timer clocks! Chess academies continue to mint money in the name of tournaments that are devoid of all amenities, including the basic gear for the game. This is not a fresh case of bureaucratic and academic indifference to the game. Chess has not been allocated a single penny in the State’s sports budget for the last five years! The reason being that it is not an Olympic game as it does not involve any physical activity. Prashant Narayan, a chess player, says, “Most of these tournaments do not follow a systematic game sequence. Classical

Shimla’s Town Hall to get facelift SHIMLA: If all goes well, the historic Town Hall here could be restored to its Gothic glory and people will be able to saunter on cobblestones on the famous Mall Road. The Town Hall, one of the 91 British-era buildings in this Himachal Pradesh capital, and the Mall Road are to get a facelift, thanks to a `19 crore ($3.3 million) loan from the Asian Development Bank (ADB). Of this, `14 crore will be spent on the Town Hall and `5 crore on beautifying the Mall Road and creating leisure plazas, an official said. Built in 1908 with stone and timber, the Town Hall currently houses the Shimla Municipal Corporation. “The entire building will be restored and conserved aesthetically, keeping in mind its original Gothic style architecture, within two years. For this, a loan of `14 crore to the department of tourism has already been approved by the ADB,” Arun Sharma, its director, told IANS. He said the

exteriors and interiors of the building, built in the half-timbered Tudor style — all wooden frames and shingled eaves — would undergo massive restoration work. “The process has begun to move the municipal corporation out of the Town Hall building and start the restoration work as early as possible,” Sharma said. Officials involved in its restoration said the use of slate for roofing, glazing work inside the complex and ornamental stonework on the outer walls would be done as per the original pattern. “Its revival is really a herculean task. Before starting its renovation, we have to carry out research to ascertain that the restoration will gel with the original architecture and style,” an official added. As for the Mall Road, it is set for a facelift with the asphalt road surface being replaced with European-style cobblestone patterns. Welcoming the decision to restore the

Raj-style structure, Intach (Indian National Trust for Art and Cultural Heritage) Himachal chapter co-convener Raja Bhasin said: “We welcome it. The restoration should be done carefully and aesthetically like the Gaiety Theatre.” The conservation project of the Gaiety Theatre was completed in 2009 after six years. Tracing the Town Hall’s history, Bhasin said it has been the centre of municipal activities in Shimla right from the day it was opened in 1908. The municipal committee of Shimla passed a resolution Oct 21, 1880, for setting up a public building to serve as town’s civic offices as well as for public meetings, banquets and concerts, tourism department archives say. “Any other town in the world of the same size or importance as Simla and a seat of the government would not be absolutely without a public hall as Simla now is. There is no room in any building in Simla where His Excellency the Viceroy or the Lieutenant Governor can hold even a small durbar, or where public meetings or gatherings can take place with safety or without overcrowding or inconvenience,” the resolution reads. Working of BSF gets smooth, courtesy intranet NEW DELHI: Piles of official files and unnecessary bundles of paperwork are a thing of the past for the paramilitary Border Security Force (BSF) which, courtesy a government initiative, is now using intranet to not only keep a record of salaries, allowances and tax deductions but also monitor the movement and deployment of its 222,000 troopers. The BSF commissioned the Rs.229 crore Intranet Prahari Project(IPP) on January 5 under the government’s e-governance initiative. “The IPP was sanctioned by the home ministry in February 25, 2010, and is a major benefit as efficient office management is

helping in quick decision-making,” BSF Public Relations Officer Tirtha Acharya told IANS. Implemented by NIIT Technologies Ltd, all major processes such as finance, inventory management, operations and personal information have been automated and integrated to act as a robust and quick decision support system and for consolidated view of data by higher echelons and for various analysis, said Acharya. “The state-of-the-art security apparatus includes the main data centre, a disaster recovery data centre (in a different seismic zone) and mini data centres at frontier headquarters for data storage,” said Acharya.

Some Indians who migrate willingly every year for work as domestic servants and lowskilled labourers find themselves in forced labour in the Middle East and, to a lesser extent, Southeast Asia, the United States, Europe, Southern Africa, the Caribbean, and other countries, it said. Noting that the India was making significant efforts to fully comply with the minimum standards for the elimination of trafficking, the report recommended that India develop a comprehensive anti-trafficking law or amend anti-trafficking legislation to be in line with the 2000 United Nations Trafficking in Persons Protocol. It also asked India to increase prosecutions and convictions on all forms of trafficking, including bonded labour and encourage states to establish special antitrafficking courts. Asks India to increase prosecutions and convictions on all forms of trafficking, including bonded labour WASHINGTON: A US report accusing India of being a source, destination, and transit country for forced labour and sex trafficking, has asked New Delhi to develop a comprehensive antitrafficking law. The annual Trafficking in Persons Report released by Secretary of State Hillary Clinton Tuesday places India for the second year among Tier 2 countries whose governments do not fully comply with minimum standards but are making significant efforts to bring themselves into compliance. The forced labour of millions of India’s citizens constitutes India’s largest trafficking problem, the report said noting men, women, and children in debt bondage are forced to work in industries such as brick kilns, rice mills, agriculture, and embroidery factories. A common characteristic of bonded labour is the use of physical and sexual violence as coercive tools, it said. Ninety percent of trafficking in India is internal, and those from India’s most disadvantaged

Kashi Vishwanath temple to get facelift LUCKNOW: Varanasi’s famous Kashi Vishwanath temple will be given a major facelift and the salaries of the priests will be increased, the UP government announced. After a meeting of the temple trust, religious endowments minister Anand Singh said that other than making provisions for booking online ‘darshan’ of the deity, fibre glass roofs will also be installed at places where devotees stand in long queues to have darshan of Lord Shiva. The management also approved a 35 per cent hike in the salary of all priests employed by the shrine board.

CAPE TOWN: Undetected on the mountain slope, Tino Simmerie sweeps his binoculars over the South African bay where bathers happily splash about in turquoise waters. “They don’t have a clue what’s going on basically,” he said, staring out at the popular Fish Hoek beach where he once saw a shark come up to the shore. “We never know for sure when a shark is going to come into this bay — that’s why we’re every day up here to just keep an eye out.” Armed with a walkie-talkie, binoculars and polarised sunglasses to protect against the harsh ocean glare, the 22-yearold is part of Cape Town’s frontline against the Great Whites sharing its seas. The pioneering programme, Shark Spotters, started in 2004 after a spate of bites and sightings by placing human look-outs at busy beaches to give the alert for the sea to be cleared if fins are seen moving in. South Africa records fewer attacks than other shark hotspots such as Australia and the United States. But the fatality rate is high: South Africa accounts for onethird of the 24 deaths worldwide on the International Shark Attack File for the past three years, despite local bites making up less than 10 per cent of all attacks. The latest victim was a young Cape Town bodyboarder who died on April 19 after his leg was bitten off at a remote surfing spot, which followed a near-fatal mauling in September across the bay at top swimming site Fish Hoek. So I believe it could actually be the end of shark attacks.” Reaching up to six metres (20 feet) in length and two tonnes in weight, Great Whites are protected in South Africa and listed as vulnerable on the IUCN Red List of Threatened Species. They regularly prowl inshore during summer while tracking game fish and have a key winter feeding site of Seal Island in the giant False Bay which is a global Great White hotspot. The city therefore accepts that attacks are inevitable with a population of 3.5 million people sharing its 307 kilometres of beautiful coastline. Spotters are on permanent watch at four beaches, and at six during summer, using a simple but effective system of flags and sirens between the look-out and a beach-based controller that beach-goers depend on — even if unknowingly. Not everyone listens to the spotters. A British man lost part of his legs last year after ignoring the Fish Hoek beach’s closure. Despite the increased sightings and attacks, the experts say no rogue man-eater with a taste for human flesh is lurking about Cape Town’s seas, where more nutritious prey swim. AFP

WWII bomb found in HK residential area

HONG KONG: Hong Kong police on Tuesday evacuated scores of people from homes and offices after an unexploded World War II-era bomb was discovered at a construction site. Workers found the British artillery shell near a busy road in the Fortress Hill neighbourhood, and a police bomb disposal squad was called to the scene. The motorway was closed and around 200 people were evacuated from nearby buildings before the bomb was safely detonated, sending debris, shell fragments and smoke into the air. “I believe that if it actually did explode (accidentally), people nearby would have been injured,” Hong Kong police chief inspector Peter Ip said. “Because the bomb had been fired before, it was very unstable.” Hong Kong was the scene of fierce fighting between Japanese and British allied forces in 1941. The Pakistan Peoples Party (PPP) has nominated Makhdoom Shahbuddin for the office of the prime minister, Geo News reported Wednesday. Sources told the TV channel that the decision was taken at a meeting of senior leaders of the PPP held late on Tuesday under the chairmanship of President Asif Ali Zardari. The meeting also decided that a session of the National Assembly would be summoned Thursday for electing the leader of the house. However, former prime minister Yousuf Raza Gilani expressed reservations over the name of Shahbuddin during the meeting of coalition partners, who entrusted Zardari to nominate the new

prime minister. The Supreme Court on Tuesday ruled that Gilani stood disqualified as prime minister as well as MP since the apex court’s April 26 verdict holding him in contempt of court for refusing to write to the Swiss authorities to reopen corruption cases against Zardari. A three-member bench led by Chief Justice Iftikhar Mohammad Chaudhry heard a set of constitutional petitions challenging National Assembly Speaker Fehmida Mirza’s ruling over Gilani’s qualification as prime minister. T

he saying ‘All good things must come to an end’ appears to be proving true in the case of Hyderabad. The capital of a resource-rich state has become the hub for the dark side of human nature. The economy is in doldrums; the government in paralysis; and the judiciary — the last hope for the public — has fallen prey to corruption: dark clouds of despair cover our skies. The latest wave of Telangana agitation — that began in 2009 yet inconclusive in realising its objective — has resulted in scaring away investors from the state. The beating that the infrastructure took and the crores spent in maintaining law and order have added to the State’s woes. Last year’s 45-day general strike (Sakala Janula Samme) caused losses of thousands of crores, disrupted academic calendar and dampened the spirit of the people. Maintenance of infrastructure is not rocket science but basic planning with common sense. Considering the chaos the City is going through since the start of the monsoons, one realises little headway has been made there. While civic agencies contend all is well, waterlogged roads and traffic gridlocks that last for hours tell a different story. Under attack on different fronts, the Kiran Kumar Reddy government has been spending all its energy on the bypolls to demonstrate to the powers that be in Delhi that the CM is on top of the affairs of the state. He definitely is on top, but has little ground under his feet. If there is anything that is in plenty in the State it is scams. There is not a single sphere of administration that is free from corruption at the highest levels and in massive scale. The recent multi-crore cash-for-bail incident has thrown light on how legal ‘technicalities’ emerge that allow the rich and connected to stay out of jail. The otherwise lengthy court proceedings, that condemn people as under-trials for periods several times the maximum possible sentence, are tweaked to suit the convenience of these VIPs. Not only is our tax money looted, but we end up financing financing the looters’ ‘special class’ facilities in

jail also! With a minister in jail and several others on the verge of joining him, one can’t help but remember a headline this paper carried a few months back — ‘Next Cabinet meeting in Chanchalguda’. The agency that ensures the safety of lives and property of the public, the police, is in total disarray. With the DGP’s appointment set aside by the Central Administrative Tribunal and another top official on the run, the idea of going to the cops sounds like a joke. However, one can’t blame all the woes of Hyderabad on men in khadar, khaki, and black and white. The blatant violation of every rule, disregard for fellow denizens that one sees in every sphere of life is the cement that holds the bricks laid by the big boys. When caste and community loyalties, and irrational sentiments handout massive victories to parties that are neck-deep in corrup-

tion and disruptive activities, one can’t just blame the system. We are responsible in creating the monsters that exploit, humiliate and terrorise us. The first step to solving a problem is admitting that one exists. Whether it is for a day or a five-year term, the government must carry out its primary duty — governance. The CM must quell crippling dissidence and take his colleagues on board to ensure that the numerous welfare schemes reach the beneficiaries. The State capital, which is set to hold an international conclave on biodiversity in a few months, is in need of a facelift. The work of civic agencies should be coordinated better to avoid hassles to public and wastage of money. hen it comes to vengeance, the Bahraini ruling family knows no bounds. What else could make the Khalifa dynasty allow the trail of an 11-year-old Ali Hasan accusing him of aiding protesters against it? His detention was based on Ali’s confession that was extracted without a lawyer being present and on the testimony of a cop. Ali has already spent weeks in jail before getting bail and says he was merely playing with his friends when he saw cops approaching “firing with big guns”. He said his friends fled, but he was too scared to move. Ali says there are three more boys like him at the detention centre on similar charges. There has been already been a huge hue and cry over how the Bahraini ruling family had handled the 15-month long protests, the worst case being opening fire at a crowd of protesters that were camping at the Pearl roundabout. It was night and they were sleeping. The case of Ali — believed to be the youngest Bahraini to stand trial over the uprising — once again brings to focus human rights issues in Bahrain.

T

he story of Anurag Kashyap’s rise to prominence, as the torchbearer of new wave of Indian cinema, reads more like a Martin Scorcese’s thriller. Born in Gorakhpur, UP, Anurag Kashyap was introduced to cinema at the age of five but his found interest in Hindi classics didn’t last long since he kept moving from one place to another for most part of his life. In the early 90s, he joined Hansraj College in New Delhi to study Zoology. If there was a moment in his life which one could pin point and say ‘it all began there’, it’s definitely the time when he saw Vittorio de Sica’s cult classic, Bicycle Thieves at a film festival in 1993. He had found his true calling and soon he moved to Mumbai like so many other aspiring actors, writers and directors to try his luck in Bollywood. The struggle to make ends meet had a big impact in the early stages of his career. Having spent most of his time writing plays and discussing about cinema and literature with the likes of Govind Nihalani and Makrand Deshpande. The major turning point of his writing career was collaborating with RGV in mid 90s. He wrote the script for Satya, which is still one of the best films ever made on Mumbai’s underworld and then films like Kaun and Shool cemented his place as a screenwriter. But he had other plans. After making a short film Last Train to Mahankali, Anurag Kashyap made his directorial debut with Paanch in 2000. The

film’s content shocked the censor board and the film hasn’t seen the light of day till date, although it’s widely regarded as a cult classic. His major breakthrough came in 2004 with Black Friday. The film was based on the actual events which occurred post the bomb blasts in 1993 in Bombay. Five years later, during which he directed No Smoking and Return of Hanuman, he came up with yet another path breaking film Dev D and followed it up with another brilliant film Gulaal. His rise to fame coincided with the downfall of RGV. Anurag Kashyap began doing what RGV had done in Bollywood back in the late 90s and early 2000s. Apart from directing, he also began producing niche films like Udaan, Shaitaan and That Girl in Yellow Boots. His upcoming film Gangs of Wasseypur has already begun making waves ahead of its release. The film has been screened at film festivals in Cannes, London, New York and Sydney. The response so far is unani-

The sheer intensity and rawness of most of the characters in his films leaves a deep impact and with Manoj Bajpai playing the lead role in Gangs of Wasseypur, the audience can look forward to some real fireworks on screen. Watching an Anurag Kashyap’s film, especially when he’s on top of his game, is like taking a shot of LSD which is as close to reaching a cinematic orgasm. here just has to be a change in weather and out come the sniffles, runny nose, fever and body pains. Commonly diagnosed as viral fever, doctors report a rise in the cases with the change in weather — especially now that the rains have begun in all earnest. In fact, according to most experts of the total fever cases they see, 20 to 30 per cent are due to virus infections in the last week or so. “Any fever caused by virus is classified as viral fever. Symptoms normally include, body pains, runny nose, cough, diarrhoea, nausea etc. However, it is usually confirmed after conducting a blood test 48 hours after the fever has started. Viral fever is typically contagious, specially by droplet transmission or by contact too,” says Dr Pramati Reddy, consultant physician at Apollo Hospital, Jubilee Hills. The most common viral fever is the seasonal flu that people suffer from with changes in weather. Children are more susceptible to viral fever, although adults can also suffer from it. Children younger than the age of two are most at risk of developing complica-

tions from viral fever. Complications can include pneumonia which can be very serious. Hence it is important to treat it at the earliest. The virus is spread when an infected person coughs or sneezes. It can also be spread by physical contact through hands infected with the virus for example.So covering your mouth when you sneeze or cough and washing your hands is advised. When viral infections are very common, such as during seasonal changes, they can be carried through air ventilation systems. Viral fever usually has an incubation period before it manifests itself. While viral fever usually runs its course, what most people commonly do is pop antibiotics. “An antibiotic has nothing to do with curing a viral fever. All a person needs it for is to curb bacterial infections. We often have patients who walk in after a few days of the fever saying they’ve been self-medicating with antibiotics. We usually prescribe an antiviral medication like Tamiflu to reduce the duration and severity of the symptoms. So there is no need for any antibiotics in viral fever,” says Dr Pramati. So the next time you have a viral fever, avoid self-medicating and popping unnecessary antibiotics.

Angry? Get a scan to see how your brain looks WASHINGTON: A new brain scan shows what it looks like when a person runs out of patience or loses selfcontrol. It would explain why someone who works very hard not to take a second helping of lasagna at dinner winds up taking two pieces of cake at desert. The study could also modify previous thinking that considered selfcontrol to be like a muscle. University of Iowa neuroscientist William Hedgcock confirms previous studies that show self-control is a finite commodity that is depleted by use. Once the pool has dried up, we’re less likely to keep our cool the next time we’re faced with a situation that requires self-control. But Hedgcock’s study is the first to actually show it happening in the brain, using Functional Magnetic Resonance Imaging (FMRI) images that scan people as they perform self-control tasks, the Journal of Consumer Psychology reports. The images show the anterior cingulate cortex (ACC) fires with equal intensity throughout the task. ACC is the part of the brain that recognises a situation in which selfcontrol is needed and says: “Heads up, there are multiple responses to this situation and some might not be good.” However, the dorsolateral prefrontal cortex (DLPFC) fires with less intensity after prior exertion of selfcontrol. DLPFC is the part of the brain that manages self-control and says: “I really want to do the dumb thing, but I should overcome that impulse and do the smart thing”. Hedgcock said that loss of activity in the DLPFC might be the person’s self-control draining away. The stable activity in the ACC suggests people have no problem recognising a temptation. Although they keep fighting, they have a harder and harder time not giving in. Researchers gathered their images by placing subjects in an MRI scanner and then had them perform two self-control tasks-the first involved ignoring words that flashed on a computer screen, while the second involved choosing preferred options. Hedgcock says the study is an important step in trying to determine a clearer definition of self-control and to figure out why people do things they know aren’t good for them. One possible implication is crafting better programs to help people who are trying to break addictions to things like food, shopping, drugs, or alcohol. IANS

new study found that it is safe for kids with just one kidney to play sports. There are an estimated 1500 children born with only one kidney and health officials have previously warned against contact sports for fear of damaging the organ. The study from the University of Utah found that sports-related kidney injuries to young people are so rare that it is unnecessary to refrain from sports. ABC News reported that the researchers found that even among the 23,000 injuries they investigated, only 18 were mild kidney injuries. "Even in the highest-risk group, kidney injury is a very rare condition," study author Matthew Grinsell of the University of Utah in Salt Lake City told Reuters. "Especially with today's obesity epidemic, I am very, very reluctant to counsel somebody against physical activity." Other injuries far outpaced those involved kidney's the authors found. The study's press release said that among the most common injuries there were 3,450 knee injuries, 2,069 injuries to the head, neck, or spine, 1,219 mild traumatic brain injuries, 148 eye injuries, and 17 testicular injuries.The study was published in the journal Pediatrics. oday filmmakers are not only experimenting with content but are also bringing unusual couple pairings on screen. From Akshay Kumar-Sonakshi Sinha to Vidya Balan-Farhan Akhtar, filmmakers are trying various permutations and combinations to bring freshness to the silver screen. According to trade analyst Vinod Mirani, an unusual pairing will definitely become a hit formula but cautions that such experiments need a convincing script. “An unusual pairing works only when it is needed. When the story demands it, then it looks authentic. Or else one can’t just force unusual pairs in a film to make it look different,” Mirani said. So far, one of the most successful unusual pairs has been of Rahul Bose and Mallika Sherawat. They teamed up for Pyaar Ke Side Effects and were instant hit at the box office as the people adored their romantic escapades in the rom-com. When Amitabh Bachchan was paired opposite much younger Tabu and Jiah Khan in Cheeni Kum and Nishabd respectively, critics were sceptical about viewers’ reaction. But much to their surprise, audiences enjoyed watching Big B romancing Tabu and they also appreciated his pairing with Jiah. It was so because it fitted into the scheme of the story. A typical paring that saw high popularity was when heartthrob Ranbir Kapoor and Konkana Sen Sharma came together in Wake Up Sid. Not only did audiences enjoy their onscreen chemistry, the film too turned out to be one of the biggest successes of 2009. angover Part II producers have won a lawsuit launched against them by luxury brand Louis Vuitton. The fashion brand sued Warner Bros over a joke made by Zach Galifianakis's character Alan in the comedy sequel. Louis Vuitton claimed that the film infringed upon its trademark with the use of fake Louis Vuitton luggage in a scene where Alan warns another character to be careful with his bag because it is a "Lewis Vuitton". The company also stated that the mispronuncia-

tion and fake luggage was confusing to consumers and damaging to the brand. According to The Hollywood Reporter, a judge has thrown out the case, saying that the joke is protected underneath the US First Amendment. The judge explained: "Alan's terse remark to Teddy to 'be careful' because his bag 'is a Lewis Vuitton' comes across as snobbish only because the public signifies Louis Vuitton... with luxury and a high society lifestyle. "His remark also comes across as

funny because he mispronounces the French 'Louis' like the English 'Lewis', and ironic because he cannot correctly pronounce the brand name of one of his expensive possessions, adding to the image of Alan as a socially inept and comically misinformed character. "

The new mommy was hit with a lawsuit on Monday accusing Duff of crashing her Range Rover into another car in 2010 and causing serious injuries to the other driver. According to court documents obtained by E! News, Rachel Owens alleges that the incident, which occurred on December 12, 2010, resulted in Owens get-

ting “hurt and injured in her health, strength and activity, sustaining injury to her nervous system.” Owens also claims that the injuries stop her from completing her job requirements (she didn’t specify what she does), saying it “prevented from attending her usual occupation for a period of time in the future.” And that wasn’t the

How to Play Kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: “How do you play Kakuro?”, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells - called a run - any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two - it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

The history of Judo The early history of judo is inseparable from its founder, Japanese polymath and educator Jigoro Kano (1860–1938). Kano was born into a relatively affluent family. His father, Jirosaku, was the second son of the head priest of the Shinto Hiyoshi shrine in Shiga Prefecture. He married Sadako Kano and was adopted by the family, changing his name to Kano, and ultimately became an official in the Bakufu government. Jigoro Kano had an academic upbringing and, from the age of seven, he studied English, Japanese calligraphy and the Four Confucian Texts under a number of tutors.

JUDO: Judo contests are a five-minute whirlwind combat, with athletes attempting a combination of throws and holds in a bid to defeat their opponents. Developed from jujitsu and established as a sport in the late 19th century, athletes use an intricate mix of attack and defence. The sport’s one-onone battles can be tough, tense and explosive, as competitors grapple for command against equally determined opponents.

Field of play Judo contests are fought on a mat, or tatami. The mat is 14m x 14m, with a smaller contest area of 10m x 10m marked inside it.

Judo at Games Judo made its first appearance as a medal sport at the Tokyo 1964 Games. The women’s competition was

added to the programme at the Barcelona 1992 Games.

The basics Much of the terminology of Judo is Japanese. Two athletes (judokas) gain points for throws and holds in a bid to beat their opponent. A contest lasts a maximum of five minutes, and the athlete with the highest score is the winner. The best score is ippon, which can be achieved for a throw, a hold, a strangle or an armlock. Other scores are waza-ari and yuko. These depend on the type of throw or how long a judoka can immobilise his/her opponent. The athletes stand 4m apart, facing each other on the tatami. The referee gets the contest underway by shouting ‘Hajime!’ and stops it by shouting ‘Matte!’

Competition format Athletes are divided into two groups. Competition is on a knockout system that eventually determines the two finalists. In each event, the four defeated quarter-finalists compete in two repechage contests. The winners then compete against the two defeated semi-finalists to determine the winners for the bronze. In the event of a tie, the match enters a golden score period of three minutes, when the first score wins.

OMAHA: M i c h a e l Phelps’s bid to maintain O l y m p i c swimming supremacy begins in earnest next week, when he renews his rivalry with Ryan Lochte at the US Olympic swimming trials. Both are entered in the 400m individual medley on the opening day of the trials on Monday. The demanding event was among Phelps’s unprecedented eight victories in one Games at Beijing four years ago — after which he said he would never swim it again in competition. However, Phelps is still the world record-holder, and has waffled on that stance this season.

Lochte, who put his name down for 11 events, is entered in all seven that Phelps has entered. It’s more than likely, however, that neither will swim all the events he has entered during the eight-day trials. Phelps and Lochte are also both entered in the 100m and 200m freestyle, the 100m and 200m butterfly, the 200m backstroke and the 200m medley. Lochte set the 200m medley world record at the world championships in Shanghai last year, the first men’s long course world mark since high-tech bodysuits were banned. He’s seeded number one, ahead of Phelps, in both medleys. Phelps goes into the 100m and 200m butterfly as the top seed.

CONI said in a statement on Monday that they had summonsed Pozzato to the hearing in Rome to explain “news which has appeared in the press concerning him”. “We spoke, they asked

me a whole load of questions. It’s not up to me to pass judgement, let’s see what they tell me,” Pozzato said, before playing down suggestions that he might be dropped from Italy’s Olympic team. On Saturday, the daily La Repubblica claimed Pozzato had links with Dr Michele Ferrari, who this week had doping charges brought against him by the US Anti-Doping Agency (USADA) at the same time as seven-time Tour de France winner Lance Armstrong and four other people.

Merlene Ottey, 52, set to race in Helsinki LJUBLJANA: Former Jamaican sprinter Merlene Ottey, 52, will race next week for her adopted country Slovenia at the European Athletics Championship in Helsinki, Slovenia’s athletics federation said Tuesday. Ottey, who claimed her first Olympic medal at the Moscow Games in 1980 in a distinguished career at 100m and 200m, will be one of six athletes going to Finland for possible inclusion in the 4x100m women’s relay team. It is however seen as unlikely that the former Yugoslav Republic’s team will be fast enough to be able to compete in London this summer for what would be Ottey’s eighth Olympic Games. Her many achievements include having attended seven Olympics and winning nine medals although she never managed the dream of gold. Her closest was in the 1996 Atlanta Olympics when she was just beaten by Gail Devers. Controversy at the 2000 Sydney Olympics over claims she was only included in the Jamaican team because of her name led her to quit and she began competing for Slovenia.

The Australian men’s field hockey team has won an appeal over the three early morning starts in their group matches at the Olympics. Coach Ric Charlesworth was furious when the draw gave his team three 8.30am games in a major disruption to their daily tournament routine. The Federation of International Hockey said it has re-scheduled Australia v Pakistan on August 7 from 8.30am to 10.45am.

Indian players ticked off over doubles spat

NEW DELHI: Indian tennis officials on Tuesday criticised two players for refusing to team up with Leander Paes, the country’s top doubles seed, at the Olympics. Rohan Bopanna and Mahesh Bhupathi have both turned down the offer to play with Paes, with the All India Tennis Association (AITA) facing a deadline to name its final pairings by Thursday. Paes and Bhupathi have represented India at four previous Olympics, but fell out in a public row.

Bopanna and Bhupathi want to play together but the AITA said in a statement that it was wrong for them to reject the chance to play with the higher ranked Paes. “Two players cannot make a pact with each other to keep the number one player out,” it said in response to criticism from the sports ministry over the selection dispute. “It would be meaningless to send Leander with a junior player... Leander being the best player must be paired with either Rohan Bopanna or Mahesh Bhupathi.” Paes’ number seven doubles world ranking gives him direct entry to the London Games and allows him to play with any ranked player. Bhupathi and Bopanna also make the cut as a team, but if AITA insists on pairing Bhupathi with Paes, then Bopanna cannot make it to the Games with any other Indian player. If Bhupathi and Bopanna combine as a team, Paes would have to play with a lowerranked and inexperienced player. AFP
