A
crafty move by a man to marry his love sans her parents’ consent with a fake marriage arrangement with a qazi and friends landed the prospective groom and qazi in the police net. Behind the bars are chief qazi Mohd Zaheeruddin, a mediator Mohd Basheeruddin, and the prospective bridegroom, Mohd Mahsan Arshad. Falaknuma police inspector M Hussaini Naidu unrolled the chronology of events for Postnoon. Mahsan, 29, a resident of Brindavan Colony, Toli Chowki is into the construction business and has been in love with his
uncle’s 21-year-old daughter. Mohd Abdul Vasi, a resident of Ansari Road, is a civil contractor. Mahsan and his parents had recently approached Vasi seeking his consent to marry off her daughter to Mahsan. But Vasi was unwilling and said his nephew’s character remains much to be desired and he was not going to bless the alliance. Sub-inspector Muthu Yadav, the investigating officer said, “Dejected but determined Mahsan allegedly plotted a plan to make a fake marriage certificate with the help of chief qazi of Sultan Bazaar Mohd Zaheeruddin and Mohd Basheer the mediator.” On May 17 they ‘performed’ a marriage with a fake record

and the girl’s consent in writing. Mahsan and his brother are said to have paid `8,000 to the qazi and `2000 to the mediator. Last month, Mahsan submitted the consent to the Wakf board and took a marriage certificate, based on which Mahsan approached the High Court seeking its intervention to summon his ‘legally wedded wife.’ But when the ‘wife’ was ordered to be present in the Court she denied she ever signed the paper and also told the Court that she was willing to marry Vasi only if her parents gave their consent, or else, she did not want an alliance with Mahsan. She is alleged to have told the police that Mahsan seemed to be a psycho and she would go by her parents wishes.

New FoBs to ease crossing Nineteen new foot-overbridges are set to be constructed in the City. These will be fully funded by the corporation after the proposals failed to attract investors.

he GHMC has identified 19 places where pedestrians regularly have trouble crossing the road. In these places, foot-overbridges (FoBs) will be erected soon, with full funding from the Corporation. Most existing FoBs in commercial areas are constructed under BOT (build operate transfer) scheme, wherein the company that constructs it holds the advertising rights for at least 10 years after completion. There are 12 such FoBs in the City that have come up in recent years, but few cater to the needs of the general public. A lot of them are rarely used. The FoBs at Dilsukhnagar, LV Prasad Eye Hospital (Banjara Hills), Bharatiya Vidya Bhavan (Jubilee Hills), Malaysian Township, Narayanamma College, NTR Ghat, Khairatabad Railway Station, Ameerpet, Begumpet, Rasoolpura and NMDC (yet to be started) are constructed under BOT. in much need, the GHMC would be taking up the work. Even though most of the proposed sites had been put forth more than a year ago, the proposals failed to attract investors, who did not find the projects viable under BOT. “Now the corporation’s sole objective for constructing the new FoBs will be to benefit people,” said D Jayaraj Kennedy, additional commis-
sioner (electricity and advertisements). After due consideration, the GHMC has planned to construct all these FoBs with its own money. Designs are being made keeping in mind the narrow roads in most of these places. The FoBs will be installed in phases in the coming years. The new locations identified for the FoBs are Koti Women’s

He had taken a loan of `2 lakh from a government agency under collateral of his land. Debts mounted and he was likely to lose his land. Hence, he took the extreme step, the police said.

These revised fares will be applicable for both City ordinary buses and Metro Express. Opposition parties have opposed the hike and will protest, reports said.

properties. Last year, the number of MLAs who declared the details of their assets and liabilities stood at a mere 23, which is even more shocking.
“A
s per Rule 364 of Rules of Procedure and Conduct of Business in Andhra Pradesh Legislature, every member should declare his/her assets and liabilities to the Speaker within 30 days from taking oath and thereafter shall declare only whenever there is a change in his/her assets and liabilities before 31st of the next July while in office and such declaration shall be treated as a public document.” This is the directive written proudly on the official website of the AP Assembly, www.aplegislature.org. But click on the link; it leads to a blank page that says “Page under Construction.” Postnoon did some digging and found out interesting facts behind the whole issue. Public representatives, who always boast of the importance of transparency in public life, don’t seem to be following it themselves. MLAs are violating
SPEAKER’S DIRECTIVE
existing Assembly rules when it comes to declaring their personal assets and liabilities. As per clause 364 of Rules of Procedure and Conduct of Business in Andhra Pradesh Legislative Assembly, every MLA should declare his/her assets and liabilities before July 31 of every year. But the fact is that only a few MLAs have adhered to this
directive. Since the formation of the 13th Assembly after the general elections in 2009, majority of the MLAs did not care to abide by this rule. If we look at the status this year, only 79 MLAs have submitted the details of their assets and liabilities for the current year (2012) as of September 18. This means that a total of 216 MLAs are yet to declare their
POLITICS
The reason for the increase seems to be a directive from Assembly Speaker Nadendla Manohar in the wake of launching a brand new website for the Assembly two months ago. Before the launch, the Speaker had declared that he would host the details of properties owned by all the members of the House on the website and requested members to declare their assets and liabilities. The directive of the Speaker did have some impact, but not much. This has forced the Assembly authorities to keep the web link of assets and liabilities on the official website blank. “We could not host the details of the properties owned by the members following poor response from them. As per the directions of the Speaker, we have extended the deadline till the end of this month and requested all the
members to submit their property details before the deadline,” Assembly secretary Rajasadharam told Postnoon Wednesday. He said once they receive the details from MLAs, they would post the same on the website. The official Assembly records for 2011, which are on display in the Assembly library, revealed that only 23 MLAs submitted the details of their assets and liabilities. The list of these MLAs included Telugu Desam Party president N Chandrababu Naidu, BJP state president G Kishan Reddy, Loksatta president Jayaprakash Narayan and 10 cabinet ministers. Among the cabinet ministers, K Jana Reddy, Dr J Geeta Reddy, V Vasanth Kumar, K Parthasarathy, G Aruna Kumari and K Lakshminarayana are some who declared their properties by adhering to the rule. Interestingly, Chief Minister N Kiran Kumar Reddy, home minister P Sabita Indira Reddy and scores of ministers do not figure in last year’s records.

A govt of the scamsters, Congress camp gloomy by scamsters: Dattatreya A POSTNOON NEWS feedback@postnoon.com
Senior BJP leader reacts to PM’s broadcast on FDI in retail.
POSTNOON NEWS feedback@postnoon.com
T
he BJP is determined to go through the whole country explaining how the two massive scams — 2G spectrum and Coalgate — had led to the ‘unjust and inhuman’ steps of FDI in retail and hike in diesel prices. Echoing what BJP’s glam boy Narendra Modi said, money definitely grew on 2G and Coalgate trees, as a rebuff to Prime Minister Manmohan Singh’s statement that money did not grow on trees, senior BJP and former Union minister Bandaru Dattatreya (in pic) said the main ploy was surely to divert the Opposition attention from the monster-sized Coalgate scam but in that process, the government has put on stake the lives of millions of kirana shop
owners and small traders who lived by the sweat of their brow. Dattatreya said the common man is yet to understand the impact of huge retail giants coming into consumer retail. Cash-rich and influential world companies like WalMart could
afford to spend millions to catch future fishes but small Indian traders, on whose earning depended millions of families, would bow out, unable to stand the competition. Those rendered jobless will become a liability to society and the economy would sag, he added. Taking a dig at the prime minister’s broadcast to the country, the BJP leader said the PM was probably too innocent to know of the huge scams in this government. Asking Singh to take a lesson from the Vajpayee-led NDA government, Dattatreya said during the NDA rule, the government had initiated schemes for developing national highways, railways and rural roads without inviting foreign money. He said FDI was not the solution to every problem the country faced.
pall of gloom seems to have descended on the ruling Congress leaders in the State. The recent UPA government’s decision to hike diesel prices by `5, continuous growth in food inflation, FDI in retail sector, power crisis, and passing on fuel surcharge adjustments onto the consumers have become a cause of concern for the Congress leaders. These leaders are now openly saying that it’s very difficult for the party to retain power in the next Assembly elections. “Power crisis continues to worsen and prices of essential commodities are soaring. The recent diesel price hike and cap on domestic gas supply has further dented our party’s image among the people of the State. This would definitely force people to vote against our party and throw us out of power,” government chief whip in Legislative Council, Sivarami Reddy, told Postnoon. Reddy said that party leaders are already mentally preparing themselves to sit in Opposition after the next Assembly elec-

tions. Reddy believes that there was a strong need to reach out to the poor and middle-class people with people-friendly measures. He felt that the government should bear the subsidy to provide additional gas cylinders at existing prices. Another Congress leader, on condition of anonymity, told this paper that the UPA government at the Centre is taking all antipeople measures like FDI in retail, which would doom the party in the 2014 assembly elections both at the Centre and the State and result in facing the wrath of the people. He also said that the party is facing lot of anti-incumbency at both levels as it has been in power since 2004 and added that the Congress does not have any option but to lose to its rivals.

REALITY CHECK While audiences have been raving about the movie, the physically disabled community feels the film doesn’t reflect the hardships of their lives. RAHUL RAMAKRISHNA rahul.r@postnoon.com
B
arfi!, India’s official entry to the Oscars, a movie about the love story of an autistic girl and a hearing and speech impaired boy, has won many rave reviews and accolades, yet a small community of physically disabled people feels that the real lives of hearing impaired, speech impaired and autistic people are far from being saccharine romance material. “The movie was well made, but it has not done any justice in showing us the reality of the millions who suffer with disabilities. On one hand, we have comedy tracks with the hearing and speech impaired characters as comic elements and on the other hand, we have movies like this that soften our view towards disabled people, when all they need is equal, unbiased treatment. Personally, I am not against the movie in any way, but what social outcome it will have after the Oscar nominations is to be seen,” says Jayapradha Reddy, whose son, Surya, was diagnosed with autism at the age of 6. “Even now, I see people talking about how glorious the romance between the hearing impaired boy and the autistic girl was and not about the plight of the disabled. I see people talking about how glorious the romance between the boy and the autistic girl was and not about the plight of the disabled. Anil Narayanan NGO volunteer the movie should be put to use to help the disabled, not as a rule, but for credibility sake,” says Anil Narayanan, a volunteer at an NGO that helps rehabilitate hearing impaired and speech impaired children. While most are in agreement with the fact that the movie did deserve the honour of being sent to the Oscars, some think making a saccharine-sweet movie will not suffice. “We don’t need a Frenchlooking Indian movie trying to show us the softer sides of human disability. It has not stimulated the audience into any social awareness. People came out of the theatres commending the look and the experience of the film, but nobody settled for a discussion on phy-
sical disabilities. For example, I overheard my neighbour saying that Priyanka Chopra’s “mental role” was very well done. This, among others, was the response,” says Vishwanath Iyer,a copy writer. Vishwanath has been suffering from partial hearing loss since childhood and has been an active member of various community support groups based on rehabilitating the physically disabled. Also, quite recently, the Persons with Physical Disabilities Act of 1995 was given an overhaul and a new version of this was made public. Although it turned out to be a mixed stash of reservations promoting employment for the disabled and income tax exemptions for people who integrate the disabled into their work, the far end of this version, like integrating disabled children into the normal educational framework, and a biased presumption that all disabled people can function in only limited tasks has rubbed people the wrong way. The ministry of social justice and empowerment is yet to clarify this version of the bill. Considering the success the film has had, maybe social awareness can only be spread through the beauty that celluloid can deliver. Or perhaps, a bulwark of toothed laws protecting and helping the disabled might just be the answer.

Finding them a new home At the recent puppy and kitten adoption drive at the Zoroastrian Club, several animals found enthusiastic new owners willing to give them a new home. JYOTSNA NAMBIAR

There are a lot of people who ask us if we have specific breeds. Though we don’t, we ask them to attend our adoption drives. When they see the cute Indian puppies, they change their minds.
A
nimal lovers had a field day on Sunday at HSPCA’s puppy and kitten adoption drive at Zoroastrian Club, Secunderabad. Around 20 pups and six kittens were up for adoption, and by 12pm, several had already found homes. All under 25 months old, the pups waddled around, submitting with good grace to the caresses of visitors and volunteers. Three youngsters, who are from Manipur and work in the City, were debating whether to get a tubby, golden brown pup, who fell asleep on the table as they talked. “We came because we heard there was a Labrador pup. But by the time we got here, he had already been adopted. Then we saw this adorable fellow. The only problem is that when we go home, there won’t be anyone to take care of him,” said one of the girls. Half an hour later though, the girls headed home happily with their new pup. There were enough takers for the kittens as well, two having already been adopted. Sisters Mrudula and Mukunda K were keeping an eye on the cats. “We foster 11 cats, two of which were adopted today,” said Mrudula. The tradition of fostering cats started with their mother, and the girls say they can’t remember a time when there weren’t cats at home. “Most often, we find kittens in garbage bins. Sometimes, their fur is still wet from the afterbirth. The kittens have to be kept warm and fed proper food at all times. Even if the mixture is slightly changed, they fall sick,” said Mrudula. Mukunda adds, “Once we brought home a cat who was ill. Soon, all of them fell sick.

You can adopt a pet if... n The entire family accepts the animal. n You should have enough space around the house for the animal. n You have some experience when it comes to taking care of the puppy or kitten. n You are sure that you will not abandon the pet.
We’re constantly making the rounds of the hospitals.” Two pups were taken home by Kanchan, who, along with her two sons, was pleased with the new additions to the family. “A year and a half ago, our dog was stolen. Today, we found a pup who looks exactly like him!” said Kanchan. Her son, nine-year-old Jash, was grinning broadly as he struggled to
hold on to a black pup. When asked why they opted to get a pup here, Kanchan said, “It’s easy to buy a dog anywhere, but breed doesn’t really matter to us. And in the end, it is better to give a homeless dog a home, isn’t it?” Amrita Rizal, who works with HSPCA, said, “There are a lot of people who ask us if we have specific breeds. Even though we don’t, we ask them to attend one of our adoption drives. When they see how cute the Indian breed puppies can be, they change their minds and adopt one.” Not anyone can just walk in and pick up an animal though. “The whole family must be prepared to accept a pup. They should have enough space and experience to take care of an animal. They should be sure that they won’t abandon it after a while,” Amrita said, adding that the number of abandoned dogs had increased suddenly. “Even pedigree pets are being dumped on roads. There is no need to abandon them; if you can’t take care of them, bring them to us and we’ll find them a better home.”

However, there are many impediments in the sector’s growth. Environmental, land acquisition, forest clearances and permissions are causing delays in projects and hindering the industry’s growth. For instance, recent court orders on sand mining increased the price of natural sand by five times overnight,” said B Seenaiah, president, Builders’ Association of India. Stressing about the immediate changes in policies and their repercussions on the sector, he said, “The government should pre-plan. It should conduct a public debate between experts from the private and public sectors to bring in new policies or change existing ones. They should let the industry prepare for the new policy environment before the policy comes in place. However, a quick decision by
the government or by the court will put the growth of the whole sector in a mess.” Talking about land acquisition issues, Seenaiah revealed, “It is a major concern for the growth of the sector. Many power projects or other construction works are in limbo after huge investments with local people agitating against them. Even, Opposition political parties are taking the agitators side by instigating them and making issues more complex. Nobody is thinking about the

employment benefits. “However, if the private sector is planning to acquire land, the locals are demanding a huge price for it, which is almost equal to the value of the land in that area after completion of the project. A private player cannot buy a land worth `2 lakh for `20 lakh. It will put the feasibility of the project at stake,” said Seenaiah. “The government should acquire the required land at a reasonable price and allot that to the private sector for power projects. All the political parties should come together and support the public in giving land to build the nation. If everybody only considers his/her benefits, the country will continue to be in darkness,” he emphasised. “The government should also have a vision for the State. If there is a need for an extra 1,000 MW for the State, the government should aim to build the projects that can supply 1,500 MW. Even, if 70 per cent of it turns in to reality, the State will not face a power crisis. For instance, Gujarat is producing surplus power and selling it at a higher price. These profits are used to supply power at affordable prices,” he added.

The country’s stance in a territorial dispute with Japan could seriously dent its economy, said the Japanese PM. WASHINGTON: Japanese Prime Minister Yoshihiko Noda warned China, in an interview published Sunday, that its tough and uncompromising stance in a territorial dispute with Japan could weaken its economy. “China should be developing through the various foreign investments it receives,” Noda told The Wall Street Journal. “I hope for its level-head-
ed and rational understanding that anything to discourage that is a disservice to itself,” he added. The ongoing row is centered on the Tokyocontrolled Senkaku islands in the East China Sea, which are claimed by Beijing. MONTREAL: Canadian auto workers have overwhelmingly approved a new contract with Ford, sealing a tentative deal that averted what would have been a massive strike, a union said Sunday. The Canadian Auto Workers reached the agreement with Ford last Monday, and a similar one days later with General Motors. Talks with Chrysler continue, the union said in a statement. A total of 82 per cent of Ford’s 4,500 employees in Canada said yes to the new labour contract. It provides for no wage increases, but there will be a cost of living increase of about CAN$2,000. Ford is also committed to creating 600 jobs, which will help make up for 800-odd earlier layoffs. AFP

The lawmaker, Aladin Borujerdi, who chairs the parliamentary national security and foreign policy commission, said Siemens had sold Iran equipment for its nuclear programme that contained miniexplosives, Iranian media reported Sunday. “Intelligence-security apparatus succeeded in discovering explosives in equipment which were provided to us for our nuclear activities,” Borujerdi said.

Nine dead in Jharkhand ashram
RANCHI: At least nine devotees, including eight women, died of suffocation in an ashram in Jharkhand’s Deoghar district Monday, police said. According to police, thousands of people arrived to take part in Saint Thakur Anukul Chand’s 125th birth anniversary celebrations at an ashram in Deoghar district. “During morning prayers at 5 a.m. hundreds of devotees gathered in a congested hall. More than 15 people fainted,” a police official told IANS over telephone. The official said, “Those who fainted were taken to hospital, where nine, including eight women, died. All the dead were above 50 years old. The other six people who fainted are under treatment.” Police said there were volunteers to usher crowds in the hall, but they failed to manage the vast numbers of people who had gathered for morning prayers.

GUJARAT ASSEMBLY ELECTIONS
Hard times for Cong, BJP More than ten national and regional parties have shown willingness to contest in Gujarat election. PARAG DAVE AHMEDABAD: The forthcoming Gujarat Assembly elections between two main contenders — the Congress and BJP — are likely to see depletion of their vote shares at the hands of other parties, also having secular and Hindutva leanings. More than ten national and regional parties have shown willingness to contest in Gujarat elections, which has rung the alarm bells for the poll managers of Congress and BJP as they are likely to become show spoilers in elections, party sources said. Those who have decided to jump in the election fray are
Samajwadi Party, Bahujan Samaj Party, JD(U), NCP, Lok Janshakti Party of Ram Vilas Paswan, and Left parties like CPI (M), which may harm the Congress’s secular vote. Some of these parties had contested elections last time also. For the first time in the state, the BJP is facing a situation where the parties sharing same ideology, like the Gujarat
Parivartan Party (GPP) floated by rebel leader Keshubhai Patel and Shiv Sena, will also contest the polls. The other major factor is elections in Gujarat are being held for the first time after delimitation, where boundaries of more than 60 constituencies out of the total 182 have been redrawn, sources said. Delimitation exercise was carried out on the basis of the latest census with an overall view that the population per Assembly seat is in the same range and to identify reserved seats of scheduled castes and scheduled tribes. The recommendations of 2002 delimitation panel were approved by the President in 2008.

Husein Jetpurwala is the epitome of self-reliance. This 31-year-old has proved cerebral palsy cannot stop him from achieving what he desires: he is soon to become a homoeopathic doctor despite the condition. MAULI BUCH Indo-Asian News Service MUMBAI: Working around his physical limitations since he was born, this 31-year-old has proved cerebral palsy cannot stop him from achieving what he desires. Rightly so, he is soon to become a homoeopathic doctor despite the condition. Husein Jetpurwala is the epitome of self-reliance and goes about doing his day-to-day chores like any other person, although he occasionally needs crutches. “But only when I am in a crowded place,” he chirps with a smile. Having undergone 18 corrective surgeries over the years, Husein moves around the city on his own. He travels from his home to his college, 50 km away, alone in a Mumbai local train. Appreciating his mother for constantly looking after him and also teaching him to be selfreliant, Husein said if not for her, he would have never been independent. “From admitting me to special and normal schools and college to encouraging me to take up medicine, my mother has been a guiding light. I can only imagine how difficult it would have been for her to deal with this,” Jetpurwala told IANS. “Mother took care of me and always dropped me to school when I was a child. However, she also wanted me to be independent and so started sending me to school in a rickshaw. She made a special identity card for me and also put Rs.100 inside the ID card cover in case I needed it,” he reminisced. Narrating an incident when
at the age of 13, he took off alone to meet his grandmother and cousin, Jetpurwala said it was only later he was told that he was not alone. “My mother was in a fix. She did want me to travel alone and be independent. But as a mother, she didn’t have the heart to leave me to it. So, she followed me and kept an eye at me from a distance. She even went to the control room of the local railway station and spoke to the motormen and requested them to halt the train a little longer as I might take a while to alight,” he said with a twinkle in his eye. Growing up, Jetpurwala decided to take up medicine. While at a fitness test at Mumbai’s famous JJ Hospital,
HAVING UNDERGONE 18 CORRECTIVE SURGERIES OVER THE YEARS, HUSEIN MOVES AROUND THE CITY ON HIS OWN. HE TRAVELS FROM HIS HOME TO HIS COLLEGE, 50 KM AWAY. the examiners were aghast at his determination. “They even asked me how could someone like me even think of becoming a doctor? What if I fail?” he said. He however overcame the gruelling sessions with a panel of 17 doctors and they certified him to be mentally fit. “Of course, my physical disability was very visi-
ble,” he said. Going around his college, Virar Homeopathic Medical College, that took him under its wings and taught him to be a doctor, it becomes clear that Jetpurwala is not only special but also popular with one and all. Be it fellow students, juniors or teachers and college staff, Jetpurwala has a special place in the hearts of everyone, including his mentor and college principal B.R. Mishra. “I have never come across anyone with cerebral palsy becoming a doctor. I have been an examiner at many examinations and have not seen anyone even making an effort to study something as difficult and lengthy as medicine,” Mishra
told IANS. “Jetpurwala might be the first person with the condition to become a doctor,” he added. Appreciating Jetpurwala for his willpower and the constant support of his parents, Mishra emphasised that he never felt Husein was different or needed any special attention. “Except for Jetpurwala taking a writer during written exams, we have done nothing special for him. He has had no concessions owing to his condition. He didn’t need them. He has a keen sense of observation, strong grasp and sharp understanding. His immense tolerance is just commendable,” Mishra said. “He asks intelligent questions and has never once asked me for any special favour citing his condition. I am sure he will be an excellent doctor,” he added. Born premature, Jetpurwala had turned blue while being shifted to another hospital with incubator facilities much needed by him soon after his birth. “This affected his brain and my son was hit with palsy,” said his mother Fatema, who is also a homoeopathic doctor. “My husband Ismail has been a constant support, a strong shoulder to lean on while I studied medicine from this very same college,” said Fatema, who is also a lecturer there, apart from practising. Jetpurwala, who has been married for over a year now, plans to study further. “I will either take up an MBA in hospital management or an MD in homoeopathy,” he said.

No barfi for the real stars THE HUMAN CONDITION Dean Williams
T
he news that Barfi! has been sent to the Academy of Motion Pictures for consideration as an Oscar nominee, has been greeted with joy and anger in equal measure. But while the digital space has become a battleground for those who believe it was a perfect choice and those who don’t, a far more important issue is getting swept under the rug. The greatest works of art are those that reflect reality in all its raw, malignant beauty. From fiction and theatre, to film and music, the diamonds are very rough indeed. While Barfi! will no doubt rake in the cash at the Box Office, every day millions of Indians living with disabilities are shunned by society. Many are relegated to live in institutions so decrepit that it seems they have no right existing in a modern civilization; others live with families who look on them as burdens to be borne, not humans to be loved. For the few who managed to find and crawl into that crevice of humanity that exists within all of us, life is a slightly lighter shade of grey, but not by much. While we applaud the film and the actors, they must now use this impetus to build awareness on the plight of such people. Ranbir, Priyanka and Anurag must harangue the media and netas into opening their eyes to the travails of the “less fortunate”. Barfi! won’t change society, but at least the stars can shed some light on the dark recesses of the nation where disability and hopelessness are grim bedfellows. The writer is the editor of Postnoon.

SCAMS INDIA INC. HARD TALK

I
t is now obvious to all right-thinking people that the ‘tryst with destiny’ happened at an inauspicious time. The worthies mandated to lead the country led it to a parliamentary democracy which is the most expensive form of government unsuitable for a very poor country, India, in the 40’s. Time has proved it so. Imagine the expenses. I don’t have the exact data. But here is the process, you calculate. n One-man-one-vote leads to vote bank politics and unhealthy competition of various communities to raise their population. n It encourages proliferation of small, regional, and communal parties that blackmail the mainstream national parties. n The government is always unstable and economy depends on political whims. n Every election throws up tons of black money and mid-term elections happen too often. n Despite spending gigantic sum on maintaining the democratic pharaphernalia, only scam, not kam(work) is produced. n Two-third of Indian MPs, and a substantial number of MLAs, are millionaires and they continue to get all privileges, economic benefits, and fat pension for life. n More criminals than decent
people get elected. Corporate corruption is encouraged. Take the micro issue. For three days the AP Assembly has been producing air and gas — not work. While hundreds of problems affecting people cry for attention, MLAs indulge in verbal war, and yet, they get all the benefits. It’s not the Opposition that’s mainly responsible for this. It is the government of the day that has the onus of ensuring the smooth functioning of itself and the Assembly. In the past five years the Congress government produced three major scandals that cost the country hundreds of billions 1. 2G Spectrum 2. Commonwealth Games scam n
3. Coalgate But how many hidden? Nobody has any idea. Let us now argue for the representative presidential system of government, which though is no angel, proves less debilitating than parliamentary democracy. It’s because there is indeed no alternative to democracy especially in a multi-ethnic polity. Mother of all scam in the offing If you wait a little more, you can witness a much bigger scam. It’s in the making. Cunningly called the Special Economic Zone, the government in Delhi has — in connivance with their pliable subjects in the states — have been given formal approval for 587 SEZ throughout the country
that involves millions of acres of farmers’ lands. Singur would look a pigmy in comparison. Unfortunately, 110 of them are in AP alone. AP tops the country’s SEZ list. What would happen to rural people who believe their homes are their fort is anybody’s guess.
TAILEND This author does not guarantee the veracity of the following story. A man in a remote part in Madhya Pradesh (an honest man who lived by the sweat of his brow) left a death note to his wife. “I beseech you not to marry our daughter to a sarkari babu or a politician. You may consider any other, no matter if he be a butcher or a barber,” he wrote.

W
e have had several warnings, but we refuse to learn. A report about the inaction of the department concerned about a 120-year-old Bhairavgarh bridge in Madhya Pradesh that has been declared “distressed” about seven years ago is appalling. Let’s not talk of how inefficient our railways system is... how we are mired in the age-old ways when those in the neighbourhood use technology to go faster than us in more than one way. For seven year now, drivers of the trains passing on that bridge slow it down so that the bridge does not come under stress and collapse, and give us another railway tragedy to mourn over. It’s said funds were released finally in 2011, but not much progress has been made. What are they waiting for? “Inspiration” from another railway mishap? The new railway minister CP Joshi says safety of passengers is his top priority, along with modernisation and improvement in passenger amenities. If he means what he says, he has got a fine opportunity to prove his sincerity: Fix that bridge, please.

t’s been a hard time for the Turbanator, no doubt. With R. Ashwin regularly stealing the show, Harbhajan Singh was relegated to the sidelines. This is nothing new for him. His action has been questioned, his form has been questioned... no one can forget the Monkeygate that easily. But this is a man who earned his spurs through hard work and self-belief. Anyone who knew him knew it was just a matter of time before he hits it again. However, only some like Bhajji can conjure a feat like 4/12 in an international match he played after a long time. Good news for India: The Turbanator is back.

A healthy trend
This is a healthy trend. And I think this is here to stay. For how long can we keep watching the same action movies. I don’t think women have actually taken over but there is a balance now which was missing before. Producers are taking chances on actresses now.

No more a second fiddle
There are many actresses in the country who are good at their work yet they are sidelined and made to play second fiddle to the heroes. I am glad that there is a change to that now with movies like Dirty Picture and Heroine doing well.

A person may have a regular BMI, but if they have excessive belly fat it could be a problem. According to Dr Girish Navasundi, senior interventional cardiologist, Apollo Hospital, Bangalore, “Excessive belly fat is a sign of excessive fat in the blood vessels. The fat continues to get deposited in the vessels and ultimately chokes the pipe making the patient more vulnerable to heart attacks, heart failures and sudden death.” According to a study, central obesity increases the risk of death by 70 per cent. STUDY
RESEARCH
Soda does make you fat, reaffirms study New evidence indicates that cutting out soda and other sugary beverages is a major factor in weight-loss; findings that soda promoters deny. FAINE GREENWOOD Global Post
A
re you drinking sugar-sweetened soda right now? Yeah, you should probably stop doing that. New evidence, published in a very soda-centric edition of the New England Journal of Medicine, appears to indicate that the easiest single way for obese people to lose weight is cutting out soda from their diets — among other rather damning info on the dangers of soda consumption. The journal wrote that caloric intake from sugarsweetened beverages reaches a whopping 15 per cent among some population groups, and that the average adolescent US male consumes around 357 calories a day from sugary beverages. We are, apparently, swiftly morphing into a nation of sugar-addled hummingbirds. Perhaps the most interesting research? People with a genetic tendency towards obesity appear to be harmed more (and made fatter) by regular soda consumption, than those without the genes. Other New England Journal of Medicine articles dealt with the regulation of sugary beverages, and the reputed link between childhood obesity and sugary beverage consumption — although a decisive connection has yet to be proven.
“I know of no other category of food whose elimination can produce weight loss in such a short period of time,” Dr David Ludwig, director of the New Balance Foundation Obesity Prevention Center and leader of one of the New England studies, told Reuters. “The most effective single target for an intervention aimed at reducing obesity is sugary beverages.” Obviously, the American Beverage Association is less than taken with the studies results, and leapt to contradict them on their website. “We know, and science supports, that obesity is not uniquely caused by any single food or beverage. Thus, studies and opinion pieces that focus solely on sugarsweetened beverages, or any other single source of calories, do nothing meaningful to help address this serious issue,” the ABA stated. And obesity certainly is a problem: recently-released research indicates a remarkable 50 per cent of Americans will be obese by 2030. Perhaps we should rediscover the manifold joys of tap water. It’s been a tough few weeks for soda promoters: earlier this month, New York City mayor Michael Bloomberg successfully pushed through his controversial ban on soda servings over 16 ounces in the metropolis.
Arsenic found in rice, new study finds A new study from Consumer Reports found arsenic in rice products ranging from bulk rice to baby food.

ice lovers, beware! A new Consumer Reports study found about 60 different types of rice products from the US contained arsenic. The products include white and brown rice, organic rice baby cereal and rice breakfast cereals. The report said many of the products contain arsenic at “worrisome levels.” In addition to being a carcinogen, long-term arsenic exposure can lead to chronic conditions, harm children’s health later in life. Consumer Reports recommends avoiding rice from “Texas, Louisiana, and Missouri,” according to CBS News, but gave the all-clear to rice from Asia. Philip Landrigan, a New York pediatrician, told CBS News high levels of arsenic are in the soil in Texas and Louisiana from a century of pesticide use for the cotton crop. He also said arsenic causes skin, lung, and bladder cancer. The Food and Drug Administration responded to the report, and the concerns it has spawned, on its website. “In looking at the research, there is an absence of the necessary scientific data that shows a causal relationship between those who consume higher levels of rice and rice products and the type of illnesses usually associated with arsenic. However, we are continuing to study this and note that other potential factors [of illness], such as other food in peoples’ diets,” the FDA said. GLOBAL POST

KAKURO
QUICK CROSSWORD
26
SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

'I'm No Triple Threat' S
he's made a career for herself in modeling and movies, and now, Brooklyn Decker is ready to tackle a new challenge: The stage. Just don't ask her to sing or dance. "I am no triple threat," Decker, 25, told PEOPLE at the 7th Annual Andy Roddick Foundation Charity Gala at the W Hotel in Austin on Friday night. “Not even a little bit. Not even a tiny smidge. At all.” Decker joined newly retired husband Andy Roddick, 30, as well as John Legend, who performed at the event — and smiling newlyweds Matthew McConaughey and Camila, who is expecting the couple's third child — at the event to raise money for the Andy Roddick Foundation. "I've never done any theater, but I am trying to read for a few plays and hopefully I will get something by the end of this year in New York," says Decker. "I might as well dive in head first." But she and Roddick did oblige Legend when he called them onstage for a little slow dancing before the crowd, who helped raise over a million dollars for the foundation (including a winning $18,000 bid from the McConaugheys on a VIP all-access package for the Austin radio programme The Bobby Bones Show). Roddick plans to build a 10,000 sq-ft, eight court tennis and learning facility for kids in Austin. Decker says Roddick's dedication to the ARF, which he launched in 2000, is part of the reason she fell for him.

US PGA
LPGA CLASSIC
Snedeker wins Tour and $10-million bonus Tiger Woods and Rory McIlroy led the playoff points but conceded defeat. ATLANTA: American Brandt Snedeker won the US PGA Tour Championship and claimed a $10 million bonus for capturing the tour season playoff title after firing a two-under par 68 in Sunday’s final round. “I had complete confidence in what I was doing out there,” Snedeker said. “I putted great all week and made big putts when I needed to.” In addition to the richest prize in golf, Snedeker won the $1.44 million top prize for winning the Tour Championship, the final event of the season for most of the tour’s top stars. “He played fantastic,” McIlroy said. “He kept the lead and played well out there.” Snedeker finished 72 holes on 10-under par 270 to defeat Britain’s Justin Rose by three strokes with Britain’s Luke Donald and American Ryan Moore sharing third on 274 and American Webb Simpson fifth on 275. World No 2 Woods, the 2007 and 2009 playoff champion, fired a 72 to finish in a share of eighth on 278. Northern Ireland’s McIlroy, who won two prior playoff series events, shot 74 to finish in a share of 10th on 279.
on his mind this week. Snedeker visited the hospitalized son of his swing coach before his round, taking a boost of encouragement from a friend who suffered severe injuries in an automobile crash. “He really uplifted me,” Snedeker said. “I asked him if he thought I was going to beat Rory McIlroy and he gave me a little wink. I give him a lot of credit.” Snedeker, who began the day sharing the lead with Rose,

month’s PGA Championship. “The golf I have played has been great. I knew what I needed to do this week. I needed to win. Brandt needed to do the same. He did what he needed to do." An emotional Snedeker said as he accepted the trophy that golf was not the biggest thing
birdied the par-4 third from eight feet and stayed ahead of the Englishman even after a double bogey at the par-3 sixth when Rose made bogeys at the fifth and sixth. Snedeker, 31, birdied the par-4 eighth but Rose, 32, answered with a birdie at the par-3 11th to keep the pressure on. AFP
That left Snedeker atop the season playoff points race with McIlroy, the points leader entering the week, settling for second and Woods finishing third. “I’ve got to stay positive. It has been a good year,” said McIlroy, whose three titles in his prior four starts included his second major crown at last
Lewis wins third title of year PRATTVILLE, ALABAMA: Stacy Lewis fired a three-under par 69 on Sunday to win the $1.3 million Navistar LPGA Classic for her third title of the year and a jump from third to second in the world rankings. Lewis, whose only prior career title came at a major in last year’s LPGA Kraft Nabisco, finished on 18-under 270 for 72 holes to beat defending champion Lexi Thompson by two strokes. “You have to hit it good here and hit some tricky putts,” Lewis said. “It’s stressful this course. Somebody can get on a good run and make a lot of birdies. And 16, 17 and 18 are tough holes.” South Koreans Haeji Kang and MJ Hur each fired 68 to share third with American Angela Stanford on 273. WORLD ROAD CYCLE RACE
Gilbert ends years of frustration It is the 30-year-old’s first world title though he has three Ardenes wins in one season. VALKENBURG, NETHERLANDS: Belgian rider Philippe Gilbert won the men’s cycling world road race title for the first time on Sunday. The 30-year-old, who last year became only the second rider to win all three Ardennes one day classics in the same season, broke away on the final climb to come home clear of Norwegian Edvald Boasson Hagen while Alejandro Valverde of Spain took
the bronze. Gilbert said that his bad memories from the 2010 edition when he had attacked on the final climb in Geelong, Australia, but been caught with 5km to go had been at the back of his mind. “I was very disappointed by that defeat,” he said. “The manner of that defeat, though, served to strengthen me in a way. “One changes every time one loses, because one has more experience. COLOMBO: Recording victories on Sunday, India by demolishing defending champions England by 90 runs in a group A match in Colombo and Pakistan pipping New Zealand by 13 runs in group D in Pallekele, the two teams are headed to meet each other in the Super Eights. Both India and Pakistan are almost certain to be drawn in the same Super Eights group, with a match between the Asian giants scheduled to be played in Colombo on September 30. India are already assured of a place in the Super Eights, while Pakistan take on
Bangladesh in their last league match on Tuesday needing a win to advance. Harbhajan Singh grabbed 4-12 on his return after a year in the wilderness as a newlook India outplayed England in front of 20,000 spectators at the Premadasa stadium in Colombo. Rohit Sharma hit an unbeaten 55 off 33 balls as India scored 170-4 before England were shot out for their lowest T20 total of 80 in 14.4 overs. India rested seamer Zaheer Khan, spinner Ravichandran Ashwin and opener Virender Sehwag for the match that held only academic interest since both teams had already made it to
the Super Eights. In Pallekele, another offspinner Saeed Ajmal took four wickets as Pakistan kept their nerve to pull off an exciting win over New Zealand in their first match in the tournament. Ajmal’s 4-30 helped Pakistan restrict New Zealand to 164-9 after setting the Black Caps a daunting 178-run target on the back of a career-best 56 from Nasir Jamshed. Pakistan captain Mohammad Hafeez said he was confident his bowlers would win the game. “We have good variations in our bowling and Ajmal was once again outstanding,” he said. “Once we got Brendon McCullum out, we were sure of winning.”
Vijay’s 266 powers ROI to huge lead BANGALORE: Opener Murali Vijay struck a magnificent double century as Rest of India stretched their lead to a mammoth 354 runs against a hapless Rajasthan on the third day of the Irani Cup match at here today. Rajasthan were 43 for one in their second innings with skipper Hrishikesh Kanitkar and opener Vineet Saxena on 21 and 17 respectively at close of play. The Ranji Champions were trailing by 311 runs. It would be a herculean task for Rajasthan, who were bundled out for less than 300 runs in the first innings, to make ROI bat again.

BRYANT AND CO BEAT GB TO WIN HEARTS AND MINDS
Red Bull's Sebastian Vettel said this year's Formula One title race could be shaping up to be a repeat of 2010, when he sealed victory on the last day of the season. The defending world champion leapt to second in the standings behind Fernando Alonso with victory in Sunday's dramatic Singapore GP.
JOHN TERRY RETIRES FROM INTERNATIONAL FOOTBALL
Tainted Terry calls it quits

The Times
[Many fans] have grown to dislike a player who, nevertheless, remains this country’s best defender by a distance... Terry’s career has been a soap opera and, at times, an unsavoury one. Equally, it would not be the greatest surprise if one day, we see Terry in an England shirt again. This is a bloke who was stripped of the England captaincy, won it back but lost it again. Do not forget. Nothing seems to stick with Teflon Terry.

Terry had become not a symbol of unity but of division. His legacy had become tainted beyond repair
“I would like to thank them, the fans and my family for their support and encouragement during my international career. “Representing and captaining my country is what I dreamed of as a boy and it has been a truly great honour. I have always given my all and it breaks my heart to make this decision,” added Terry who made his England debut in 2003. “I am making this statement today in advance of the hearing of the FA disciplinary charge because I feel the FA, in
pursuing charges against me where I have already been cleared in a court of law, have made my position with the national team untenable. “I now look forward to playing for Chelsea FC, and challenging for domestic and European honours, and I want to thank the fans and the club for their continued support.” Central defender Terry has always denied using a racist slur against Ferdinand during a Premier League match last October and was cleared of criminal charges relating to the incident by a London court.

MANCHESTER: Roberto Mancini played down talk of another altercation with his volatile Italian forward Mario Balotelli as Manchester City’s frustrating start to their Premier League title defence continued with a 1-1 home draw against Arsenal. Laurent Koscielny scored a late equaliser for Arsene Wenger’s team at Eastlands on Sunday. After the final whistle, Balotelli was pushed down the tunnel by City manager Mancini after shouting in his direction as he left the field — presumably discussing why he’d played just the final six minutes of the game.
JULIAN GUYER Agencie France-Presse LONDON: Former England captain John Terry dramatically quit international football on Sunday, fewer than 24 hours before a Football Association hearing into allegations he racially abused Queens Park Rangers’ Anton Ferdinand. Chelsea skipper Terry, 31, said the FA had made his position “untenable” after he had already been cleared of criminal charges emanating from the controversy which rocked the game last October. “I am today announcing my retirement from international football,” Terry said in a statement. “I would like to thank the England managers who have selected me for my 78 caps. I have had great pleasure in sharing that honour with all the players that I’ve played with.

The game has been tarnished. Terry did the right thing last night. It may well have been the hardest thing he’s ever done.

Was Real’s match sabotaged? Real’s match at Rayo was postponed after the floodlight cables were severed. TIM HANLON Agencie France-Presse MADRID: Real Madrid’s La Liga match at Rayo Vallecano was postponed on Sunday after vandals reportedly sabotaged the floodlights by cutting through electrical cables. “Vandals have cut cables, we tried to solve the problem. We will leave it to the police to find out who is responsible,” said Rayo’s president Raul Martin Presa. “This was a disgrace, sabotage, it was an attack on our stadium.” It was later agreed by both clubs that the game would be played at 1745GMT on Monday. “It is agreed by both parties that the match will kick-off at 1945 on Monday,” said Javier Thebes, the vice-president of the Spanish Professional Football League (LFP). Fans were not allowed into Vallecano’s Estadio de Vallecas ground for security reasons for a match which had been due to start at 2130 local time (1930 GMT).
