‘Our daughters are not safe in City’ Several days after the rape of a small girl allegedly by two Bangladeshis, the City police still have no clue. And now, another cruel rape of an eight-year-old has rocked the City. Mohd SUBHAN mohd.s@postnoon.com

A

little girl playing outside her home in Bahadurpura on Tuesday evening was lured away by two young men with chocolates and sweets. The duo took her to the nearby bushes and they indulged in alcoholic drinks and then sexually assaulted the frightened girl. She too was allegedly forced to drink liquor, the police reported. It happened in Asadbaba Nagar under the Bahadurpura police station limits. As darkness fell and the girl was not found, her worried father, an auto-driver, was about to lodge a complaint with the police when he

spotted his daughter sprawled unconscious and bleeding a little away from home. He screamed and neighbours came to the scene. When she gained consciousness she began sobbing out her story of two youths who s raped her in the bushes. Assistant commissioner of police, Charminar division, M Ram Mohan Rao was informed of the incident and he began a thorough probe. The girl was sent to Nilofer hospital for medical examinations. A case has been registered against the two young men, whom the police have identified. The teens live in the nearby basti, it is said. However, the girl is afraid of identifying them as they have

threatened to kill her and her father if they inform the police. “Our daughters are not safe in the City,” cried her father after she was subjected to medical examinations. “We will catch them,” Rao assured her father. This is the second incident in the Old city within a week where minor girls were raped. Earlier, a 17-month-old girl was allegedly sexually abused by two Bangladeshi immigrants in Omer colony of Hafizbaba Nagar. Deputy commissioner of police, South, Akun Sabharwal told Postnoon that the two youths involved in sex with minors seem to be habitual offenders and the police are on their trail.

GHMC to issue notices

he GHMC zonal commissioners will be issuing show cause notices to their deputies, who were found to be sitting on funds, without utilising them for works. In the 5th ordinary meeting of the standing committee held on Wednesday, this decision was taken, as some of the deputy commissioners failed to utilise the allotted budget of `5 lakh per division. The notice will be issued in three days. While briefing the media, the mayor acknowledged that the roads are in bad shape. However, he pointed out that as 70 per cent of the City roads were under R&B and National Highways, the task has become tedious. “If we can influence the government to bring all these roads under one umbrella the work will be easier. Efforts are being made in this direction,” said the mayor, Md Majid Hussain.

He said that the zonal commissioners were asked to complete the road related works such as recarpeting within a week’s time. Ward wise details were sought by the standing committee members for the GHMC spending of `22 crore for recarpeting. Last year, 300 stretches were identified for recarpeting work and estimated

cost was only `4 crore. The zonal commissioners were directed to cancel all the works which were not yet started, to debar the contractor and call for a short tender to take up the works. The mayor noted that they should ground all the works that are sanctioned, within 10 days failing which the works will be cancelled. The

zonal commissioners will be submitting the minutes of the circle level meetings that are being conducted along with corporators and officials. The mayor directed the chief engineer to submit the details of action taken under summer action plan by next the next standing committee meeting. He instructed AC (parks) to coordinate with the SE (transport) for allotment of bucket ladders for trimming of trees for Vinayaka Chaturthi and to ensure bucket ladders to be available from 7am to 11am for the trimming of trees. A special meeting will be conducted along with the commissioner, floor leaders and standing committee members at 3pm on August 31, to review the arrangements for the festival.

PROPOSALS Out of the 52 proposals put forward, a total of 43 proposals were approved during the standing committee meeting, while four were recorded, three were adjourned and two were rejected.

Chiru to replace Botsa as State Cong chief? With the current PCC chief and the CM at loggerheads, the high command thinks it’s better to bring about a change.

T

he Congress high command, in all probability, might effect a change of the APCC president some time during September as part of its revamp exercise of various State party units. According to informed sources, actor-turned-politician and Rajya Sabha member Chiranjeevi seemed to be the front runner for replacing the incumbent PCC chief Botsa Satyanarayana. These sources pointed out that the high command had already begun the exercise of revamping various State party units and appointing new PCC chiefs. The three-member committee, comprising Ghulam Nabi Azad, Veerappa Moily and AK Antony, constituted by AICC supremo Sonia Gandhi to oversee party affairs in Andhra Pradesh is expected to meet and finalise the name of the new leader to take the reins as APCC president. An announcement to this effect is expected from New Delhi sooner than later. One of the reasons necessitated for the high command to decide to change the party chief in the State is

If roads over nallahs are collapsing what is the administration doing,” he asked. According to him, when questioned in this regard, the officials of GHMC declared that it happened due to overload of traffic. “I have made several representations for conducting a coordination meeting with deputy mayor, commissioner, GHMC and all the floor leaders, along with officials on this. But no coordination meeting was held so far,” he lamented. The request to furnish the maps of all the SW drains existing in GHMC is yet to be provided to him under RTI. “If the white paper is not released in 48 hours, the TDP corporators will stage an indefinite hunger strike,” the floor leader warned.

ills and papers strewn around, rainwater forming several puddles, tensed students and worried parents sitting under trees or in the parking lot, and some frantically searching for urinals, are scene not of a mofussil bus station but of the Eamcet counseling centre at Masab Tank on Wednesday where the country’s next generation of engineering talents are to be spotted. “The scene would stab at anybody’s conscience,” an elderly parent observed. This session that began three days ago was for the NCC and CAP quota students ranked between 1-40,000 and 40,000- 80,000, officials said. For general category, counseling and verification centers are set up all over the State but special category students like sports, NCC and CAP, students have to come to Hyderabad. Of

I had hoped that it would’ve have improved this year, but I was hoping for the moon, it seems. It’s a three floor building with second and third floors empty. While these are peripheral issues, what worries most parents and students is the new fee structure. “I made my son join NCC so that we get a good scholarship but now it’s all vague and if they tell us clearly then we can decide and look for alternatives. At the moment it’s all confusing and it only creates more tension for us,” said SNM Bala, whose son got 3,600 rank and has NCC quota. Students are all worried that they are not left with any other option. “For top colleges the fee has increased by three times.

t is now fashionable to save energy as everybody feels the pinch of the ongoing power crunch. So much so that ‘energy conservation’ is being avidly talked about but not practiced. While the City reels under the power duress, the efforts of the municipal corporation and the State government in saving energy have earned them some bouquets and plenty of brickbats. But the GHMC’s recent step has earned much praise — suspending illumination for 15 days to save energy. The move aimed at saving 19 per cent of the total 20mu power that the City requires for street lighting is a

Even the corporation’s main office saves electricity by shutting down its elevators arbitrarily, thus forcing visitors to scale the 6-floor building by foot.

AUSTERITY MEASURES? The austerity measures are not in fact austere, but bordering on the verge of desperation. The fact that the timing of illuminating street lightings have been reduced by two hours and the many plans in replacing the lamp bulbs with CFL and LED’s is commendable. But this should have been done long ago, opine environmentalists. “What austerity is this? We have always had wayward street

lighting and truant power supply, thus ‘saving’ energy. They should have planned power saving while we still had a decent supply of power to save face,” says J Geetha Krishnan, an environmentalist. According to the CPDCL, the metropolitan zone alone requires 25 million units with a total of 15.09 lakh power connections. In a recent survey, the number of connections has gone up from 11.54 lakh to a whopping 15.09 lakh connections, thus ensuring that all lines were overloaded and choked. The increase in the demand for power from 18 to 20 MU is evidence of the power starved City’s populace. What the State cannot provide, people take for themselves. About 40 per cent of all transmission and distribution losses have been narrowed down to power theft. “People pay bribes to get connections, which does not figure in the grid. So an honest citizen’s power connection is duplicated by a dishonest one who gets the same benefits through

There is a dire need for environmental literacy and the active participation of the government with social organisations in reaching out to residents. It is imminent that regular power audits combined with energy efficient designs be made

mandatory by both the municipal corporation and the State government in conserving energy. Using climate responsive designs that ensure thermal and visual comfort levels by usage of passive cooling, evaporative cooling systems, courtyard planning and earth air tunnel systems can help in reducing over 40 per cent of the average domestic electricity consumption. Energy audits performed every five years can help in achieving greater energy efficiency while reducing energy usage by 20 per cent. By making it mandatory for existing commercial buildings with 500 KW connections to go through regular energy audits, a high energy performance index (EPI) can be achieved. “But all of this can be achieved only through public participation. Social organisations should aid the municipal corporations and the government in educating the public about this issue,” says Geetha Krishnan.

s the last drop of petrol and the last lump of coal will come out of the bowels of Earth some 30 years from now, the human race must find a sustainable and steady energy solution. And that would be natural energy, supplied by the bounteous sun, wind, waves and rivers. The world can’t support the very expensive, hazardous and toxic-spewing fossil fuels like petroleum, coal and nuclear. This tri-source of energy had been very convenient at the beginning but proved environmentally hazardous and very expensive at the end. The world spends some $1 trillion (1 lakh crore) to subsidise fossil energy in 2012. This much money, if saved, could have banished half of Earth’s poverty for ever!

GOOD SIGN

Fortunately, the world knows the energy compulsion. Wind power, the least expensive and most convenient energy source, is increasingly being tapped world over. According to new research conducted for Vital Signs Online service of worldwatch institute, the “world now has four times the installed wind capacity that it did in 2005, reflecting the combined effects of falling prices,

improved technology, global investment, and various incentive programs”. China led the way with a 43 per cent share of global capacity additions in 2011, followed by the United States at 17 per cent, India 7 per cent and Germany 5 per cent. “China continues to lead the world in wind capacity additions, having increased its capacity a remarkable 40 per cent since 2010,” said climate and energy programme

Suzlon Energy, a wind turbine manufacturer, will develop wind power projects totalling 3,000 MW in AP over the next four years, involving potential investment of up to `18,000 crore, according to an MoU. manager Mark Konold. “But a gap remains between this installed capacity and the amount of wind power that is actually available for use in the country. Because of grid connection challenges and other issues, China is struggling to use all of the electricity generated by its turbines,” says Konold. Over the next five years, China plans to invest more

than US$400 billion to make improvements to its electrical grid that will enable it to fully integrate its total installed wind capacity by 2015. The report also discusses wind power developments in the European Union, where Germany regained its position as regional leader for installed capacity. Currently, wind accounts for almost 8 per cent of the country’s electricity consumption. Although Spain added only a third of total EU capacity since 2008, wind power accounts for almost 16 per cent of the country’s electricity consumption. Economic instability has had some negative impacts on European wind power, however, pushing future growth projections down and potentially hampering investment.

PRICE TO PAY

Worldwide, wind power prices fell to $1.2 million per megawatt in the first half of 2011, mainly because of improvements in supply chain efficiency and economies of scale. Competition from Chinese manufacturers and their excess capacity to build machines and flood the market also played a role. In addition, the capacity factor of wind turbines (the ratio of actual output to nameplate capacity) continues to rise as better technologies enter the market, fur-

ther driving down turbine costs. Combined, these factors are expected to bring down the cost of wind energy 12 per cent by 2016, making onshore wind cost competitive with coal, gas, and nuclear power. “Global wind power growth looks very strong and is on a continued rise, largely because of China’s level of investment,” said Konold. “Withhold that, and the picture looks more muddled. Developed economies are not reaching their full potential due to financial and policy uncertainty, and many developing economies are running into technical problems. Although continued growth in wind power won’t be as strong as it could be, as the supply increases and prices fall, wind energy is quite likely to continue its trend.” Tropical countries like India have a great scope in tapping solar energy if they have the will and foresight. India, with its long coast and mountain ranges, can surely reach a 20 per cent of its energy demands by wind by 2020 if the government at the Centre and the technocrats sincerely work. If we wait for the last drop of petrol, it would prove an expensive folly.

Kamat faces heat on mines recruitment PANAJI: In what could spell trouble for former CM Digambar Kamat, the Manohar Parrikar government has asked the ACB to file a criminal complaint for alleged irregularities in job recruitments of the mines department, which was then headed by Kamat. The complaint indirectly refers Kamat as it will book former mines and geology department director Arvind Lolienkar, his superiors and subordinates for alleged illegal recruitment in the department, in December last year. Parrikar said the investigations will naturally probe Kamat, since the preliminary inquiry in the job scam has revealed that the “recruitments were done as political favours”. The ACB will book case under sections dealing with cheating, forgery, manipulations and corruption, he said. Kamat government had given letter of offer to 230 youths in December, who were recruited as mines supervisors. The Centre has asked the local bodies and states to speed up the process. NEW DELHI: Only 24 per cent of over 7,000 cities and towns in the country have developed their master plans, the Union urban development ministry said today and asked them to expedite the

process of preparing documents to infuse more development. The ministry also said the process of developing GIS database for select 152 towns and cities

across the country is on and that satellite image for all these places have been procured. Addressing a press conference on the National Urban Information System scheme, Urban Development Secretary Sudhir Krishna asked the local bodies and states to fasten the process of preparing master plan. The senior official also said the Jawaharlal Nehru National Urban Renewal Mission has brought in a lot of development in many cities in the country and cited Agra as one of the best example. Describing the new Yamuna Expressway as “very good”, he said the Ministry has asked the local administration in Agra, the expressway authority and civic bodies in Mathura to come out with an overarching plan for the city of Taj Mahal. Major Japanese firms divided on atomic power

A

bout one in five big Japanese firms wants to see the share of nuclear power in the electricity supply reduced to zero by 2030, a Reuters poll showed, amid a growing antinuclear clamour after last year’s Fukushima atomic disaster. But underlining concerns about a rise in energy costs without atomic power, the rest of the respondents supported a continued role for nuclear energy, with the biggest group opting for a share of 15 per cent. The poll comes as Prime Minister Yoshihiko Noda considers options for a medium-term energy plan while vowing to reduce reliance on atomic energy. The government is considering three options for its energy portfolio: reduce nuclear power’s role to zero as soon as possible, aim at 15 per cent by 2030, or seek a 20-25 per cent share by the same date. The share was about 30 per cent before the disaster, which forced the government to scrap a 2010 plan to boost nuclear power’s share to more than half of electricity needs by 2030. In the poll, 19 per cent of big firms sought to cut nuclear power’s role to zero, but 39 per cent called for 15 per cent by 2030. One-quarter said they wanted to see a 20-25 per cent share and the rest called for even greater percentages. A total of 268 responded during the survey period. The poll reflects to some extent the stance of Japan's major business lobby, Keidanren, which advocates the need for nuclear power out of concern that high energy costs could force firms to move overseas, costing jobs and growth.

While growing up, we had a very limited scope of job/ professions we could hold. Most of us spoke of the usual doctor, lawyer, police office, fireman, carpenter, or sports athlete. As we got older, we realised that the world needs more than just lawyers and doctors. I once met a guy who was part of a team of engineers that designs sanitary pads/ tampons. Until today, I still don’t know if the guy is lucky or not. What if I were not a doctor? What if somewhere along the way destiny pointed me in a different direction, what would I have been? If I could do it all over again,

True, the Sangh Parivar has drawn heavily from the Aryan supremacy theory (also the lifeblood for the Nationalist Socialist Party ideology), but that doesn't mean we start considering the biggest butcher of modern times as a brand. We cannot right the wrongs of history that happened in another part of the globe, but we can definitely do better in respecting the pain and loss of a community that was slaughtered for no fault of theirs. With a rapidly globalising world, we can no longer afford to be insensitive to the pain of our brothers and sisters across the globe.

hatever else be a matter of debate, few can argue period dramas don't get any better than BBC. Not one to be left behind, BBC America is catching up. After science-fiction and reality shows, it's now ventured for the first time into drama and so we have Copper, a dark and gritty product that you could easily mistake for a classic Western. The story is set in the Five Points neighbourhood of New York at a time when the shadow of the Civil War still hangs ominously. Class and ethnic differences colour the system. Irish and black immigrants are still facing the heat. With rampant poverty, thievery, murder, prostitution, corruption in the ranks, it's a society poised on the brink of lawlessness. Enter Irish war hero Kevin Corcoran (Tom Weston-Jones) and his trusted team from the newly formed police force, who are trying to keep law and order in the Five Points precinct. It's easier said than done. While tracking down the bad guys is snap for Corky, especially with the help of his black friend and forensic expert Matthew Freeman (Ato Essandoh), delivering them to justice is a farfetching dream, considering he still has to fight bureaucracy, corruption and monied people who have the police force eating out of their hands.

Mork and Mindy is an American sitcom which was first broadcast in 1978. The characters first appeared in an episode of the iconic American series, Happy Days. In the sitcom, Robin Williams plays Mork, an alien from the planet Ork, who lands on Earth to study its inhabitants. Pam Dawber plays Mindy, his human friend and roommate. His role as the alien who reports to his leader about life, love, friendship and emotions on Earth won Williams a Golden Globe for the inaugural season. But of late you’ve been noticing that you’re having to deal with constant body pains despite not having indulged in any strenuous physical activity, tenderness of the muscles and can at the most manage restless sleep. If your symptoms are leaving you puzzled then it’s probably time you paid your doctor a visit for all those signs point towards Fibromyalgia, also known as fibrositis. Often tied with stress and lack of adequate sleep, fibrositis is said to affect most women between the ages of 20 and 50. But it also affects men, children and the elderly. “Fibromyalgia is characterised by musculoskeletal pain. It is a chronic condition that causes pain, stiffness, tenderness of muscles, joints and tendons. It usually leaves a person feeling rather fatigued, sleepless, anxious, depressed

Fibromyalgia is diagnosed if the patient has been complaining of body and joint pains for the last three months. “The patient usually complains of pains in most of the following areas; ribs, arms, buttocks, chest, knees, lower back, neck, thighs etc. Blood tests are usually recommended to rule out any other problems that may be responsible for the above symptoms,” he says. Treatment usually involves physical therapy, stress relief methods and exercise programmes. “For pain relief we prescribe muscle relaxants and in some cases anti-depressants as well to ease the patient’s mental tension. Pain relief medication may also be prescribed if the pain is too much for the patient to bear. However, all these medications are to be taken under a doctor’s supervision only,” says Dr Ashwin.

Infants given anaesthesia face learning problems

Study assessed the effects of early childhood exposure to anaesthesia in the first three years of life on long-term differences in language and cognitive function. SYDNEY: Children under three years given anaesthesia may have a higher risk of developing learning difficulties, says an Australian study. The findings are based on an analysis conducted by the University of Western Australia (UWA) of the long-term effects of anaesthesia on children, based on 2,868 children born in the same region between 1989 and 1992. Britta Regli-von Ungern-Sternberg, professor of paediatric anaesthesia at the UWA School of Medicine and Pharmacology, said the study assessed the effects of early childhood exposure to anaesthesia in the first three years of life on long-term differences in language and cognitive function, the journal Paediatrics reports. “We looked at 321 children from the Raine study who were exposed to anaesthesia for surgery and diagnostic testing before the age of three and found they were

about twice as likely to develop a significant language impairment and three times more likely to have problems with abstract reasoning by the age of 10, when compared to children who were not exposed to anaesthesia and surgery,” Ungern-Sternberg said. Ungern-Sternberg said the study was not definitive and more work needed to be done to look at the long-term effects of anaesthesia on young children. “The most important thing I want to emphasise is that these results do not mean that children should not have surgery if it is needed,” she was quoted as saying in a UWA statement. “Parents should consult their surgeon to see if the procedure is necessary. Any concerns regarding anaesthesia and potential anaesthetic implications for their child should be discussed with their anaesthetist before surgery,” said Ungern-Sternberg. IANS

FBD is most of the time benign Dear doctor, what is FBD? If anything sets off an alarm in women nowadays it’s a breast lump. Fibrocystic breast disease (FBD) is a benign condition causing the breasts to become tender, lumpy and painful on movement. It is associated with the period and is common in women between 20-30 years of age. Almost 50 per cent will experience this during a lifetime. Most fibrocystic breast lumps are found in the upper, outer quadrant, although they can occur anywhere in the breasts. The lumps are smooth, rounded, and mobile. They are called the breast mouse as they move freely, though some tissue may have a thickened, irregular feel, because of which it can make it difficult to find a malignant mass if it exists with FBD. Symptoms are usually related to the menstrual cycle and peak before the period and subside after. There is persistent pain and swelling pre-menstrually. The lumps grow in response to oestrogen, progesterone and prolactin hormones. FBD is usually diagnosed by the history, examination and in women less than 30 by an ultrasound. Mammography is indicated after 30 and when there is a suspicion of malignancy, pain or enlargement of lumps. In case, the breast lump warrants further investigation then either a fine needle biopsy or excision biopsy may be done. Even though FBD is benign mostly, there has been an increased risk of malignancy. Most respond to hormonal treatments and medications. Dietary changes advised are avoiding caffeine, saturated fats and salt. A high-fibre diet may help prevent cyclical fluctuations. Fish is said to help reduce tenderness. SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

After their 2-1 win over Holland saw them retain the Olympic title they won in Bejing, the Germans let off steam on the MS Deutschland in London’s West India Quay on August 11 in a party organised by a Berlin-based events firm. Everton give Orient thrashing Everton move into third round.
